AND WHAT'S OUR PLAN FOR THIS UPCOMING FISCAL YEAR? NEXT SLIDE PLEASE. SO, IN OUR CECAP, OUR GOAL THREE IS FOCUSED AROUND TRANSPORTATION. IT'S THE DALLAS COMMUNITIES HAVE ACCESS TO SUSTAINABLE, AFFORDABLE TRANSPORTATION OPTIONS. THERE ARE FOUR MAIN OBJECTIVES IN THIS IN THIS OVERALL GOAL. AND THE FIRST ONE WHICH WE'RE GOING TO BE FOCUSING ON TODAY, IS THE SHIFT TO SURFACE TRANSPORTATION SYSTEMS TO MOVE PEOPLE AND GOODS IN FUEL EFFICIENT VEHICLES. THIS IS THE MAIN FOCUS OF OUR INFRASTRUCTURE PLAN WITHIN THE CITY AND KEY WEST. AND WE HAVE SOME DATA INFORMATION TO DISCUSS WITH YOU TODAY. SLIDE PLEASE. SO SLIDE FOUR. SO SLIDE FOUR SHOWS THE CITY OF DALLAS UNLESS YOU HAVE ELECTRIC VEHICLE REGISTRATION TRENDS OVER THE PAST FEW YEARS. AS YOU CAN SEE, THERE IS A CONSISTENT DEMAND OF ELECTRIC VEHICLES WITHIN THE CITY AS REGISTRATION HAS INCREASED AND HAS ESSENTIALLY QUADRUPLED OVER THE [00:05:04] LAST FIVE YEARS. ON THE MAP TO THE RIGHT SHOWS THE DISTRIBUTION OF THOSE ELECTRIC VEHICLE REGISTRATIONS ACROSS THE CITY, AND ALSO DETAILED IN THIS MAP ARE COORDINATES OF THE EXISTING CHARGING STATIONS ACROSS THE CITY, FROM LEVEL TWO TO PUBLIC AND PRIVATE, TO MANY DIFFERENT DEMOGRAPHICS THAT SUPPORT THE EV STRUCTURE. INFRASTRUCTURE DEMAND WITHIN THE CITY AT THIS CURRENT MOMENT. SO NOW I'LL PASS IT TO LORI TO TALK ABOUT THE REGIONAL EFFORTS. THANK YOU, EVAN. AS THE AUDIO. GOOD. OKAY. THANK YOU. SO NEXT SLIDE PLEASE. SO I'M GOING TO TAKE SOME OF THAT INFORMATION THAT WAS PRESENTED ABOUT THE CITY OF DALLAS SPECIFICALLY AND JUST BRING IT UP A LITTLE BIT TO THE STATE AND REGIONAL LEVEL. SO YEAH. OKAY. ON THIS MAP TO THE LEFT, YOU SEE A MAP OF EV REGISTRATION ACROSS THE ENTIRE STATE OF TEXAS. AND ONE OF THE THINGS THAT I LIKE TO CALL OUT HERE IS HOW WIDESPREAD EV ADOPTION IS, EVEN IN RURAL AREAS WHERE THERE MAY NOT BE SO MUCH INFRASTRUCTURE. WE DO SEE THAT THIS IS A TECHNOLOGY WITH REALLY BROAD APPEAL, AND WE SEE THAT TECHNOLOGY UPTAKE KIND OF STATEWIDE. THERE ARE VERY FEW COUNTIES THAT THAT DON'T HAVE ANY REGISTERED ELECTRIC VEHICLES. AND THEN ON THE RIGHT HAND SIDE, THE TABLE SHOWS YEAR OVER YEAR FROM OCTOBER TO OCTOBER. WHAT THE INCREASE IN EV REGISTRATION IS. AS YOU CAN SEE, DFW AS A REGION HAS INCREASED 34% YEAR OVER YEAR, JUST A SMIDGE BEHIND THE STATE. YOU SLOW DOWN A LITTLE BIT. USUALLY, DFW IS KIND OF THE LEADING REGION IN THE STATE. BUT AUSTIN SEEMS TO BE IN HOUSTON. SEEMS TO BE PICKING UP A LITTLE BIT, BUT I'M JUST GOING TO ASSUME THAT THAT'S TEMPORARY. NEXT SLIDE. SO WE UNDERSTAND THAT YOU KNOW, WHILE WE DO HAVE EV ADOPTION AND A REALLY WIDESPREAD WAY, IT IS DEFINITELY HIGHER IN AREAS WHERE THERE IS MORE INFRASTRUCTURE. AND SO WE AT [INAUDIBLE] WE'RE VERY AGGRESSIVE ABOUT A YEAR AGO IN PURSUING SOME DISCRETIONARY FEDERAL GRANTS AND WE WERE SUCCESSFUL. TO BRING DOLLARS TO THE REGION FROM THE BIPARTISAN INFRASTRUCTURE LAW TO BUILD UP THE AMOUNT OF EV CHARGING. AND THEN, OF COURSE, TXDOT IS IMPLEMENTING THE TEXAS EV CHARGING PLAN OR TEXAS INFRASTRUCTURE PLAN. AND SO THERE ARE SEVERAL DIFFERENT THINGS REALLY LAUNCHING IN THE REGION TO BUILD OUT THIS INFRASTRUCTURE. SO OUR TASK IS TO LOOK AT THE MAP ON THE RIGHT. HOW DO WE BUILD INFRASTRUCTURE THROUGH ALL THREE PROGRAMS AT THE SAME TIME IN A WAY THAT THEY ARE ALL COMPLEMENTARY AND NOT DUPLICATIVE. WE HAVE THE OPPORTUNITY TO BUILD ACROSS ALL 16 COUNTIES WITH $15 MILLION THAT WE HAVE. WE HAVE THE OPPORTUNITY TO STEER TXDOT INVESTMENTS IN THE DARKER BLUE COUNTIES, BUT WE WANT TO STAY AWAY FROM THE RED AREAS, WHICH ARE THE AREAS WHERE TXDOT HAS ALREADY SAID THAT THEY ARE GOING TO ADD CHARGING STATIONS. AND SO WE'VE GOT A LOT OF LAYERING TO DO TO KIND OF ADD THESE PROGRAMS TOGETHER. AND THEN THE TOP PROGRAM ON THE LEFT IS TO REPAIR EXISTING CHARGERS THAT ARE NOT WORKING. NEXT SLIDE. SO IN ORDER TO ACHIEVE THAT COMPLEMENT AND NOT DUPLICATE TYPE OF GOAL, I'M REALLY JUST TRYING TO LAY ALL THESE PROGRAMS OUT NEXT TO EACH OTHER AND DELINEATE HOW THEY ARE SLIGHTLY DIFFERENT. SO THE FIRST ONE ON THE LEFT IS THE NORTH TEXAS OR THE RELIABLE EV THE INFRASTRUCTURE PROJECT COST 3.6 MILLION. FEDERAL HIGHWAYS DATA IS THE LIST OF ADDRESSES THAT ARE ELIGIBLE, AND WE'RE SPEEDING DOWN THE LIST OF ADDRESSES. THERE ARE SOME WITHIN THE CITY OF DALLAS, BUT WE'RE JUST BASICALLY TAKING THE EXISTING CHARGING STATION, LEAVING OUR OLD EQUIPMENT THAT'S NOT FUNCTIONAL AND PUTTING IN NEW EQUIPMENT AND MOVING ON. AND THEN THE $15 MILLION THAT WE HAVE THROUGH THE LOCAL EV INFRASTRUCTURE PROJECT, WE ARE LOOKING TO BUILD LOCATIONS ON PUBLIC SECTOR PROPERTIES. SO PROPERTY OWNED BY THE CITY, THE COUNTY TRANSIT AGENCIES, WHAT HAVE YOU. THERE'S A LOT OF FLEXIBILITY WITH THIS PROGRAM. AND SO WE'RE GOING TO BE LOOKING AT KIND OF A TOP DOWN, DATA DRIVEN ANALYSIS ON JUSTICE40 AREAS, LOOKING AT GAPS IN THE EXISTING INFRASTRUCTURE NETWORK. HOW DO WE FILL THOSE? LOOKING AT SOME OF THESE EMPHASES THAT YOU SEE ON THE BOTTOM. A LOT OF MULTIFAMILY PLACES THAT COULD ALSO BE CHARGING HUBS, LIKE FOR FIRST LAST MILE CONNECTION FOR RIDESHARE, FOR EXAMPLE, OR OUR THOUGHTS ON DEMAND TRANSIT PARTNERS OR MOBILITY PARTNERS, AND THEN IN RURAL AREAS. SO WE'RE GOING TO BE CARRYING OUT A DATA DRIVEN APPROACH WITH INPUT THAT WE GET FROM LOCAL GOVERNMENTS THEMSELVES, FROM RESIDENTS, THINGS LIKE THAT. AND THEN ON THE RIGHT HAND SIDE, THE TEXTILE PROJECT, THEY'VE ALLOCATED ABOUT $60 MILLION JUST TO OUR REGION. [00:10:05] AND WITH THAT, WE'RE GOING TO BE LOOKING PRIMARILY AT PRIVATE SECTOR PROPERTIES. SO TEXTILE REALLY HAS SHOWN MOST OF THE AWARDS THAT THEY'VE MADE SO FAR HAVE REALLY BEEN TO CONVENIENCE STORES. BECAUSE WE'VE BEEN LOOKING AT LOCATIONS ALONG THE HIGHWAY. SO AS WE GET AWAY FROM THOSE HIGHWAYS, THEY'RE STILL LOOKING AT PRIVATE SECTOR PROPERTIES. SO WHAT ARE THE REALLY GOOD USE CASES WHERE THERE'S A GOOD BUSINESS RETURN ON INVESTMENT? AGAIN, TAKING INPUT FROM THE PUBLIC PAIRED WITH THAT TOP DOWN ANALYSIS AND THEN KIND OF FUNNELING THAT INPUT INTO THIS AS A PUBLIC SECTOR PROPERTY VERSUS A PRIVATE SECTOR PROPERTY AND KIND OF STEERING PROJECTS THAT WAY. NEXT SLIDE. THERE ARE SO MANY PROJECTS WE INTERPRET, AND THIS WAS REALLY FOR OUR OWN BENEFIT. WE WERE LIKE, WE HAVE 16 COUNTIES AND WE HAVE LIKE SIX DIFFERENT PROGRAMS THAT WE COULD BE FUNDING CHARGERS. AND SO WE JUST PUT TOGETHER THIS KIND OF CHEAT SHEET TO HELP ILLUSTRATE TO LOCAL GOVERNMENTS WHERE THE ELIGIBILITY IS. AND OF COURSE, DALLAS DOES VERY WELL. THE ONLY PROGRAM THAT DALLAS DOES NOT HAVE OPPORTUNITY IN IS THE RURAL COUNTIES THAT TXDOT IS IMPLEMENTING. NEXT SLIDE. WE KNOW THAT SOMETIMES WHEN WE TALK ABOUT ELECTRIC VEHICLES, SOME CONCERNS ABOUT THE GRID COME UP. AND SO WE WANTED TO JUST ACKNOWLEDGE THAT BRIEFLY. RIGHT NOW WE HAVE A LITTLE OVER 300,000 ELECTRIC VEHICLES REGISTERED STATEWIDE. THAT'S ABOUT 1% OF TOTAL EV OR TOTAL VEHICLE REGISTRATIONS ACROSS THE STATE. WE'VE LOOKED AT A LONG RANGE PLANNING REPORT THAT ERCOT HAS DONE, AND BY 2029, ERCOT IS PROJECTING THAT THE LOAD ASSOCIATED WITH ELECTRIC TRANSPORTATION WILL GROW FROM WHERE IT IS RIGHT NOW, WHICH IS ABOUT 0.2% OF TOTAL ERCOT LOAD WILL GROW UP TO 1.25%. AND SO THAT'S A DECENT INCREASE. BUT BY COMPARISON, DATA CENTERS ARE GOING TO BE ALMOST 10%. SO WHILE TRANSPORTATION ELECTRIFICATION IS ADDING A LITTLE BIT TO THE ELECTRIC LOAD, IT'S VERY SMALL RELATIVE TO DATA CENTERS. I AND SOME OF THE OTHER MAJOR LOAD DRIVERS. SO JUST WANTED TO PUT THAT IN CONTEXT. I THINK WITH THAT OUR CURRENT FOCUS RIGHT NOW IS REALLY LOOKING AT GETTING THAT PUBLIC INPUT. SO WE HAVE THIS PUBLIC INPUT WEBSITE. WE REALLY ENCOURAGE RESIDENTS, LOCAL GOVERNMENTS TO PUBLICIZE THIS TO RESIDENTS SO THAT WE CAN GET AS MUCH INPUT AS POSSIBLE. TO THEN LAYER THAT IN WITH OUR TECHNICAL ANALYSIS AND OUR HOPE IS TO HAVE OUR SITING RECOMMENDATIONS BY MARCH, MARCHED TO SCHOOL, AND THEN WE'LL BE TAKING UP THROUGH OUR NCC CAUCUS, THE SURFACE TRANSPORTATION COMMITTEE AND REGIONAL TRANSPORTATION COUNCIL IN THAT TIMEFRAME. THE FIRST ONE BEING THAT WE CONTRACTED WITH MODERN GEOSCIENCES TO ASSIST IN A SCIENTIFIC STUDY TO HELP US IDENTIFY SUITABLE LOCATIONS FOR EQUITABLE DEPLOYMENT OF PUBLIC FACING EV CHARGING STATIONS. SO TO ACCOMPLISH THIS STUDY, THE DATA WAS GATHERED FOR CITY OWNED PROPERTIES, INCLUDING FACILITIES, PARKS, PAVILIONS AND RIGHT OF WAYS, AND ALSO EXISTING EV CHARGING INFRASTRUCTURE. DEMOGRAPHICS AND SURROUNDING LAND USE. SO SOME INSIGHTS FROM THIS DATA. WE DEVELOPED ANY SITING CRITERIA AND A WEIGHTED MODEL TO PRIORITIZE WHERE THE CITY USES SUPPORT CHARGING INFRASTRUCTURE DEPLOYMENTS. SO ONCE THE SITES WERE RANKED ACCORDING TO THE MODEL, MODERN GEOSCIENCES DID SOME SEGMENTATION. THEY WENT OUT TO LOOK AT PHYSICAL SITE CHARACTERISTICS, AMENITIES, ACTIVITY LEVEL. PARKING LOT. EXCUSE ME. PARKING LOT. DISTANCE TO THE BUILDING OR ELECTRICAL PANEL. AND THEN ALSO ROADWAY VISIBILITY FOR SECURITY PURPOSES. AND I WOULD LIKE TO POINT OUT ON THE MAP TO THE RIGHT, THE BLUE SPECKS THAT YOU SEE ARE THE 90 RECOMMENDED SITES. AND I WOULD ALSO LIKE TO HIGHLIGHT THAT IN THE DASHED LINE. THOSE ARE [INAUDIBLE] AREAS. SO KIND OF FOCUSING ON THAT. WE DO WANT THIS TO BE AN EQUITABLE DEPLOYMENT OF CHARGING INFRASTRUCTURE. [00:15:04] NEXT SLIDE PLEASE. SO THIS IS A BIT OF A DEEP DIVE INTO THE SITE LOCATION AND DEMOGRAPHIC CHARACTERISTICS. WE LOOKED AT COMMERCIAL DEVELOPMENT DENSITY INCLUDING RETAIL RESTAURANTS EVENT CENTER DIFFERENT ATTRACTIONS. LOOKED AT MULTIFAMILY HOUSING KNOWING THAT THERE IS A NEED FOR CHARGING INFRASTRUCTURE. ALSO LOOKED AT THE PROXIMITY TO A HIGHWAY OR MAJOR CORRIDORS. LOOKING AT DIFFERENT CLUSTERS WITH HOMES THAT WERE BUILT BEFORE 1940 AND KNOWING THAT THEY MIGHT NOT HAVE ANY INFRASTRUCTURE WITHIN THE HOME TO ITS GOAL OF CHARGING STATION THERE AND LOOKING AT THE PROXIMITY TO ELECTRICAL INFRASTRUCTURE AND ALSO CURRENT CHARGING STATIONS. SO WE SEE A CLUSTER WITHIN THE CITY THAT ALREADY HAS THE DEPLOYMENT OF EV CHARGING STATIONS. WE DON'T REALLY WANT TO COMPETE WITH THAT. SO KIND OF LOOKING AT THAT WITH AND WHAT WOULD BE BEST FOR THE CITY AND THE DIFFERENT TYPES OF FACILITY USES THAT WE LOOKED AT WAS LIBRARIES, MUSEUMS, RECREATION FACILITIES, MUNICIPAL COURTS. THAT WAY, AS THE RESIDENT WAS IN, THEY HAVE SOMETHING TO DO FOR ABOUT A 30 MINUTE OR HOUR TIME SPAN. NEXT SLIDE PLEASE. SO THE CITY OF DALLAS IS ALSO EXPLORING FUNDING OPPORTUNITIES. ONE THAT WE HAVE ALREADY APPLIED FOR WAS THE CHARGING AND FUELING INFRASTRUCTURE DISCRETIONARY GRANT. AND THIS WAS AROUND TWO. IN THE FIRST ROUND THE CITY APPLIED AND THEY WERE AWARDED $15 MILLION. SO NOW WE WANT TO BRING THOSE A BIT MORE LOCAL TO OUR CITY. AND WITH THAT, WE ARE LOOKING AT THE DEPLOYMENT OF 90 LOCATIONS TO INCLUDE LEVEL TWO CHARGING STATIONS. WE APPLIED FOR THE GRANT IN SEPTEMBER OF THIS YEAR, AND JUST ANTICIPATING THAT THE SCHEDULE WOULD BE SUBMITTED TO ROUND ONE OF AWARD ANNOUNCEMENTS WILL LIKELY BE IN JANUARY OF 2025. NEXT SLIDE PLEASE. SO THE NEXT STEP WOULD BE TO CONTINUE TO WORK WITH THE NCT ON THEIR REGIONAL EFFORTS THAT ARE CURRENTLY ONGOING. AND ON OUR END WE HAVE APPLIED TO ONE GRANT, BUT IF MORE BECOME AVAILABLE AND IF YOU QUALIFY, WE WILL DEFINITELY LOOK INTO THAT AND TRY TO LEVERAGE THOSE FEDERAL DOLLARS. AND RIGHT NOW, OF COURSE, THE CHARGERS ARE RELATIVELY NEW, AND A LOT OF A LOT OF THINGS ARE STILL UNDER WARRANTY. BUT THE OPERATING COSTS IN TERMS OF ELECTRICITY DART IS CHAIR. AND IN THAT RFP, WE'LL DETERMINE WHAT IS THE LONG TERM OPERATIONS AND MAINTENANCE LOOK LIKE. AND THESE EV STATIONS ARE BEING TARGETED BECAUSE THE THIEVES BELIEVE THERE'S A CERTAIN AMOUNT OF COPPER THERE. THAT'S REALLY NOT I'M COMING TO LEARN IT'S CALLED SCRAP COPPER. AND SO THEY WOULD THEY'RE WILLING TO DESTROY THE WHOLE SYSTEM JUST TO GET A LITTLE BIT OF COPPER THAT MAY COST THEM. THEY MAY EVEN MAKE $5 A POUND ON IT IF THEY COULD GET A COUPLE OF POUNDS. SO MY POINT TO YOU NOW, AS I CONTINUE TO PUSH THIS AGENDA OUT IN MY COMMUNITY, CONTINUES TO CALL ME, THIS IS A REAL SERIOUS PROBLEM. SO AS WE MOVE FORWARD, WE MUST I THINK I KIND OF HEARD MR. COUNCIL MEMBER SPEAK ON THAT IN TERMS OF SAFETY, BUT THIS IS REAL. YOU HAVE PEOPLE WHO ARE STEALING, DESTROYING IN BROAD DAYLIGHT BECAUSE THEY ARE COMING FOR EITHER THE FIBER OR THE COPPER. SO IT WOULD BE A SHAME TO GET THIS GRANT AND THESE MONIES. AND THEN THE EQUIPMENT SITS THERE IDLE BECAUSE WE CANNOT AFFORD TO TAKE CARE OF IT SO HOLISTICALLY. I BELIEVE AS I WRAP UP, IT'S VERY IMPORTANT THAT AS WE MOVE WITH THIS INITIATIVE, WE'RE MOVING TOGETHER WITH SOME SYNERGY SO THAT WE DON'T GET ALL OF ALL EXCITED AND WE PUT THE HEADLINES OUT WHERE WE'RE GOING TO GET. BUT IT DOESN'T LAST LONG TERM. SO ALL OF THESE PARTNERS I WOULD SUGGEST BEING IN THE ROOM. AND IT'S ALSO A TECHNIQUE THAT I THINK HAS BEEN HELPFUL FOR ME WHERE I CAN GET EVERYBODY IN THE ROOM. SO WE HAVE BEEN ABLE TO REALLY DIAL IN AND WORK WITH OUR TEAMS AS IT RELATES TO ENCAMPMENTS ON PARKS. SO BETWEEN 19 AND 20 2020, WE'VE SEEN AN INCREASE OF ABOUT 50% ON THE PARK PROPERTIES. IN 21, WE WERE FORTUNATE ENOUGH TO GET A BUDGET ENHANCEMENT OF 106,000 TO HELP US WITH CONTRACTUAL SERVICES. AND THAT MEANS THAT WE HAVE CONTRACTORS THAT COME IN AND ASSIST US IN CLEANING ENCAMPMENTS ON PARKS. ANOTHER FORTUNATE THING IS FOR SURE THAT WE WERE ALLOCATED IN 2023 AND 24 ANOTHER 382,000. AND THAT REALLY HELPED US SET UP THE HART TEAM. AND THIS GROUP HAS BEEN REALLY IMPACTFUL AS IT RELATES TO ENCAMPMENTS ON PARKS TO PERFORM ASSESSMENTS AND TO PERFORM THOSE CLEANINGS, THAT STAFF HAS A DEDICATED SUPERVISOR AND THREE MAINTENANCE STAFF AND EQUIPMENT. AND SO THEY OPERATE ONLY ON PARKS WHERE WE CLEAN ENCAMPMENTS. NEXT SLIDE. SO THE PURPOSE TODAY IS REALLY TO GIVE YOU AN UPDATE AND A SNAPSHOT AS TO WHERE WE ARE AND HOW THIS PROGRAM REALLY IMPACTS PARK RESOURCES. NEXT SLIDE. SO THE IMPACT OUR ENTIRE OPERATION IS PRETTY MUCH IMPACTED BY THE UNSHELTERED, THE ENCAMPMENTS AND WHAT WE NEED TO DO AS IT RELATES TO MAKING SURE THAT OUR PARKS ARE CLEAN AND WELL MAINTAINED. SO OF COURSE, IT'S AN ENVIRONMENTAL CONCERN THAT FOR SURE WE'RE DEDICATED TO. AND SO THESE ARE SOME OF THE THINGS THAT WE DO AS FAR AS THE PARK MAINTENANCE DISTRICT TEAMS. AND THOSE DISTRICT TEAMS ARE THE TEAMS THAT ACTUALLY MAINTAIN THE PARKS, THE MOWING TEAMS, THINGS LIKE THAT. [00:45:01] SO SOMETIMES WHAT HAPPENS, THE IMPACT, YOU KNOW, AMENITIES ARE IMPACTED. THEY MAY BE STOLEN, THEY MAY BE DAMAGED. AND SOMETIMES THEY'RE BEYOND REPAIR. SO WE HAVE TO ENSURE THAT THOSE AMENITIES ARE REPAIRED AND REPLACED. WE ALSO HAVE TO SECURE AND ANCHOR PARK AMENITIES TO MAKE SURE THAT WE CAN REDUCE THOSE REMOVALS FROM THE PARK. SO WE CLEAN PLAYGROUNDS AND TRY TO MAKE SURE THAT OUR OUTLETS AND RESTROOMS, BECAUSE OF COURSE, UNSHELTERED ARE UTILIZING THOSE PARTICULAR LOCATIONS AND THOSE PORTLETS THAT ARE OUT ON SITE. AND SO WE WANT TO MAKE SURE THOSE ARE MAINTAINED AT A PROPER LEVEL. AND SO SOME ENCAMPMENTS, LIKE SITES AS FAR AS WHERE WE HAVE THE UNSHELTERED THAT UTILIZE THOSE PARTICULAR PARKS, WE HAVE MORE CLEANINGS AT THOSE RESTROOMS AND HAVE TO BE HAVE MORE MAINTENANCE DONE AT THOSE PARTICULAR SITES. AND SO, OF COURSE, WE PERFORM LITTER AND DEBRIS REMOVAL AT CREEKS AND PARKS AND NATURAL AREAS. WE KNOW THAT THOSE NATURAL AREAS AROUND TRAILS AND THINGS LIKE THAT, THIS IS WHERE WE CAN REALLY SEE SOME UNSHELTERED THAT ARE AT THOSE LOCATIONS. SO WE REALLY HAVE TO PERFORM AND MAKE SURE THE VEGETATION IS REMOVED. AND OUR CONSERVATION TEAMS ARE PARTICULARLY WORKING ON THOSE AREAS TO MAKE SURE THAT WE HAVE SIGHT LINES AND THINGS LIKE THAT. NEXT SLIDE. SO OUR FACILITY SERVICES DIVISION AND THAT'S OUR AREA AS FAR AS YOU KNOW, WHERE WE MAINTAIN CONSTRUCTION, WE DO THINGS TO IMPROVE THE PARKS, AND WE INSTALL PARTICULAR CAPITAL ITEMS SO THEY MAY REMOVE OR SECURE ELECTRICAL OUTLETS TO REDUCE THEM. SOMETIMES WHAT WE'LL SEE IS THAT, YOU KNOW, WE WANT TO MAKE SURE THAT NO ONE IS ACTUALLY LIVING IN THE PARK AND SETTING UP STRUCTURES AND THAT KIND OF THING. SO SOMETIMES THOSE AREAS WHERE WE HAVE ELECTRICAL OUTLETS, THESE ARE LOCATIONS THAT THE UNSHELTERED WILL JUST REALLY TRY AND STAY PRETTY MUCH ALL NIGHT TO CHARGE UP ITEMS AND THINGS LIKE THAT. SO WE TRY TO MAKE SURE THOSE AREAS ARE SECURE. WE ALSO HAVE STRUCTURAL DAMAGE, YOU KNOW FROM PAVILIONS AND SOME OF THOSE. IT'S A PICTURE THAT YOU CAN SEE AND SEE SOME OF THE THINGS THAT HAPPENED IN THOSE PARTICULAR SITES. SO LOW LIGHT AREAS, WE WANT TO REDUCE THE UNSHELTERED FROM GATHERING AT THOSE PAVILIONS, LOOP TRAILS. AND WE WANT TO MAKE SURE WE REPAIR LIGHTING CAUSED BY VANDALISM. WHAT I DO WANT TO DEFINITELY MAKE SURE THAT WE NEED TO EVERYONE. THIS IS WHAT I WANT TO SAY. EVERYONE IS WELCOME TO OUR PARK SYSTEM. WE ARE FOR SURE EVERYONE. AND SO IT IS A VERY INCLUSIVE ENVIRONMENT. ALL THAT WE ASK IS THAT EVERYONE FOLLOW THE RULES. AND SO THAT IS THE PHILOSOPHY OF OUR PARK SYSTEM AND THAT IS ALL. SO IT'S JUST NO SLEEPING IN THE PARKS, NO STRUCTURES IN THE PARKS, THOSE KINDS OF THINGS. SO WE DO NOT WANT TO CRIMINALIZE OR DO ANYTHING WITH THE UNSHELTERED AS FAR AS IDENTIFYING THOSE TYPE OF THINGS, WE JUST WANT TO MAKE SURE THAT EVERYBODY ENJOYS THE PARK AND IT'S A SAFE ENVIRONMENT FOR ALL FAMILIES. NEXT SLIDE. SO OUR CONSERVATION TEAM WE REALLY WANT TO WORK WITH THE VEGETATION THAT IS AROUND OUR TRAILS AND THINGS LIKE THAT. WE WANT TO MAKE SURE THAT WE HAVE PROPER SIGHT LINES. SO, THEY ARE LOOKING AT ROUTINE ASSESSMENTS ESTIMATES AROUND THE SYSTEMS OF OUR PARK AS FAR AS TO ENSURE THAT THAT VEGETATION IS NOT AREAS WHERE, YOU KNOW, YOU CAN'T SEE THROUGH THE PARK. SO, THERE'S SOME PARTICULAR AREAS THAT WE ARE MAINTAINING IN THE PARK SYSTEM, SAY LIKE FOR ROAST MEATS AND THINGS THAT WE'VE HAD SOME PARTICULAR ISSUES OR CHALLENGES, AND WE WERE HAVING SOME VIOLATIONS IN THE PARK. WE GO INTO THOSE PARTICULAR SITES AND WE CREATE AN ACTION PLAN TO MAKE SURE THOSE SITES ARE CLEAR. WE PROVIDE THE RECOMMENDATIONS AS TO WHAT SITES THOSE ARE LOCATED, AND THEN WE CREATE TEAMS WE WORK WITH THE MARSHALS, WE WORK WITH DPD, WE WORK WITH EVERYONE TO MAKE SURE THAT THOSE AREAS ARE SAFE. IF THERE ARE PARTICULAR VIOLATIONS THAT ARE GOING ON WITHIN THE PARK SYSTEM. AND THEN WE WANT TO MAKE SURE THAT WE HAVE CREATE FIRE PREVENTION PLANS. WE WANT TO MAKE SURE THAT THERE'S, YOU KNOW, NO ONE COOKING IN THE PARK AND DOING THINGS LIKE THAT AND SETTING UP SOME PARKS ON FIRE, THAT PARTICULAR THING. OKAY. NEXT SLIDE. SO OUR OPERATIONAL IMPACT. AND WHAT DOES THAT MEAN? LIKE I SAID, IT'S A HOLISTIC PROCESS AS TO, YOU KNOW, THE CHALLENGES OF THESE PARTICULAR SITES. SO SOMETIMES WHEN WE'RE OUT WE GO OUT TO CLEAN PARTICULAR PARKS. THE PARKS, THE RANGERS AND THE MARSHALLS ARE THERE WITH US AND THE FORESTRY TEAM. THEY GO IN AND LIFT LIMBS AND DO ALL WHAT THEY NEED TO DO IN ORDER TO CREATE THESE SIGHT LINES. AND SO, AS I SAY, THE ENTIRE PARK MAINTENANCE TEAM IS IMPACTED JUST TO MAKE SURE THESE AREAS ARE CLEAR. THAT IS FOR SURE. CORRECT. AS IT RELATES TO THE SAFETY TEAMS, AS IT RELATES TO THE MAINTENANCE TEAMS, THE FORESTRY TEAMS, THE ENVIRONMENTAL TEAMS, IT IS A HOLISTIC APPROACH AS TO WHAT WE'RE DOING IN OUR [00:50:07] PARK MAINTENANCE SYSTEM. NEXT SLIDE. SO OUR ENCAMPMENTS IN PARKS. AND SO AS YOU CAN LOOK AT THIS THE CHARTS AND IT TELLS YOU THAT IN 19, IN 2019, WE WERE AT ABOUT 145. AND AT 2023 WE'RE LOOKING AT 350. 50. NOW, THIS IS WHAT I CAN SAY ABOUT THAT. IS THAT FOR SURE? WE'VE PUT MORE RESOURCES IN THAT. AND SO NOW, YOU KNOW, WE'VE IDENTIFIED MORE. BUT THAT'S BECAUSE OF RESOURCES AS WELL. IT COULD HAVE BEEN MORE ON THE ON THE SITES AT THAT TIME, BUT WE DIDN'T HAVE THE RESOURCES IN ORDER TO RESPOND TO IT. SO NOW WE'RE GETTING OUT TO THE PARTICULAR PARKS AND WE'RE ENSURING THAT THOSE AREAS REMAIN CLEAN. AND SO, THAT COMES WITH ALONG WITH MORE VISITS, MORE RESOURCES, MORE PEOPLE THAT ARE INVOLVED IN THAT PROCESS. NEXT SLIDE. SO YOU CAN SEE THE MARSHALS, THE RANGERS AND THE HART TEAM. AND SO ALL THESE GROUPS AND YOU CAN SEE THE NUMBERS AS TO THE VISITS 246 FOR THE MARSHALS. AND SO, LIKE I SAID, A LOT OF THE TIMES WHEN WE'RE GOING OUT TO THOSE UNSHELTERED AREAS, WE'RE UTILIZING THE MARSHALS. JUST IN ORDER TO MAKE SURE THAT EVERYTHING GOES PEACEFUL. AND THEN THE RANGERS AND THEN OF COURSE, THE HEART TEAM. THE HART TEAM. I CANNOT SAY ENOUGH ABOUT WHAT THE HEART TEAM AND HOW THEY HAVE REALLY BEEN A BENEFIT TO THE PARK DEPARTMENT. SO WE ARE VERY PLEASED WITH THAT INVESTMENT THAT WE RECEIVED FROM COUNCIL, AND WE KNOW THAT WE NEED MORE RESOURCES IN ORDER TO ADVANCE THAT TEAM AND TO ENSURE THAT OUR GROWING PARK SYSTEM, THAT WE CAN MANAGE ALL THOSE AREAS IN REGARD TO ANY PROBLEMS OR CHALLENGES THAT WE'RE HAVING WITH THE THE ENCAMPMENTS. NEXT SLIDE. SO WE CREATED LIKE A HOTSPOT LIST AND YOU WILL SEE THE NUMBER OF PARK VISITS. AND SO SOME OF THOSE AREAS SAY FOR INSTANCE COTTONWOOD PARK, WE'VE HAD THE MOST VISITS THERE. AND, YOU KNOW, ALONG THE TRAIL SYSTEM, WE WANT TO MAKE SURE THAT WE'RE CONTINUING TO BE VISIBLE TO ENSURE THAT WE CREATE AN ENVIRONMENT THAT IS INVITING TO FAMILIES. NOW, WE KNOW FOR SURE THAT THOSE AREAS ARE STILL CHALLENGED. AND SO. BUT WE WANT TO KNOW WANT YOU ALL TO KNOW THAT WE'VE MADE A COMMITMENT TO DO WHAT WE CAN IN THOSE PARTICULAR AREAS. ALL THE WAY DOWN TO THE SANTA FE TRESTLE. SO THESE ARE PRETTY MUCH OUR HOT SPOTS AS IT RELATES THROUGHOUT THE SYSTEM. THAT WE CONTINUE TO SEE MORE VISIBILITY AS IT RELATES TO THE PARK RANGERS AND THE MARSHALS AND THE MAINTENANCE TEAMS, THE HART TEAM. SO THE NEXT SLIDE. SO OUR PROPOSED ACTION, WE WANT TO ASSURE FOR SURE CREATE MORE STRATEGIES AND MONITOR RESOURCES. WE NEED MORE DATA. SO WHAT HAS HAPPENED OVER THE YEARS BECAUSE OF BUDGET CUTS, TRYING TO LOOK FOR EFFICIENCIES IN THIS CASE IS TURNING OUT TO BE INEFFICIENT, BECAUSE WHAT HAS HAPPENED IS WE HAVE ALLOWED ALL THIS VEGETATION TO GROW UP. IT MAKES THE PARKS LESS SAFE. IT ENCOURAGES ENCAMPMENTS. IT DOES. AND IT ALSO ENCOURAGES OTHER BEHAVIOR, WHICH THEREFORE CAUSES US TO HAVE TO DEDICATE BE MORE REACTIVE, HAVING TO REMOVE MORE CAMPS THAN NECESSARY, HAVING TO DEDICATE AND KEEP COMING TO YOU ALL FOR ADDITIONAL SECURITY MONEY, WHICH I FEEL LIKE IS NOT NEEDED IF WE REALLY ATTACK THE VEGETATION.
