[00:00:01]
IS 10:00 AM CALLED[Dallas Park and Recreation Board on November 7, 2024.]
DALLAS PARK EDUCATION BOARD MEETING.DISCUSS WITH THAT OUR FIRST POINT OF BUSINESS TODAY.
I'VE BEEN SPEAKING PARA SIR, WE HAVE TWO SPEAKERS THIS MORNING.
I'LL READ THE SPEAKER GUIDELINE.
EACH SPEAKER IS GIVEN THREE, THREE MINUTES TO SPEAK.
PLEASE DIRECT YOUR CHAIR ONLY ANY SPEAKER WHO MAKES PERSONAL PERTINENT MAKE REMARKS.
FIRST SPEAKER IS MS. CAROL BEAL.
THANK YOU FOR ALLOWING ME TO SPEAK AND I GREATLY APPRECIATE THE, UH, FIVE MEMBERS TO, UH, PUT THE WATER UP EROSION REQUEST FOR THE READING.
I'D LIKE TO SHOW YOU A DIARY,
IT'S REALLY PATHETIC, BUT I, I WANT, I WANT YOU TO UNDERSTAND WHAT'S GOING ON IN THE WHITE ROCK LAKE.
SO WHEN THE LAKE WAS BUILT, YOU WOULD'VE BEEN IN THE WATER HERE ON THE, BUT THERE WOULD'VE BEEN A TEENY TINY LITTLE SEA WALL DOWN HERE.
AND THEN THIS WAS JUST A, A DIRT AND BANK.
OKAY? AND UP HERE WOULD'VE BEEN TWO LANES OF GARLAND ROAD.
THIS IS THE TOP, THIS IS THE SURFACE.
THIS IS WHAT YOU'RE LOOKING AT FROM THE LAKE.
SO OVER TIME THERE WAS EROSION AND ALL OF THIS BECAME HONEYCOMBED DOWN UNDER HERE.
UM, WHITE ROCK TRAIL WAS BUILT.
GARLAND ROAD'S, NOW SIX LANES.
SO THE THING IS, YOU'VE GOT THIS TRAIL SITTING ON WHAT? NOTHING.
YOU'VE GOT A 14 FOOT EXPANSIVE TRAIL THAT GOES BACK, WHAT? 12 FEET.
THAT DOESN'T HAVE DIRT UNDERNEATH IT.
NOW WHAT THE, UH, REPORT YOU GOT SAID IS THAT YOU CAN NOT ONLY SEE THE UNDERPINNINGS OF THE WHITE ROCK TREE, YOU CAN SEE THE UNDERPINNINGS OF GONE ROAD.
YOU CAN SEE THIS RIGHT LANE UNDERNEATH FROM THE WATER.
SO THE SOLUTION YOU'RE GOING TO BE PRESENTED WITH TODAY IS SHEET PILING.
SO THE SHEET PILINGS GONNA COME IN, THEY'RE GONNA DRIVE THESE SHEETS INTO THE GROUND, AND THAT'S GONNA KEEP ANY FUTURE EROSION FROM HAPPENING.
BUT WHAT HAPPENS IN HERE? WHAT HAPPENS? IT IS IT FILLED WITH DIRT.
IF IT'S FILLED WITH DIRT, THE TREADS NOT GONNA FALL THIS FAR.
IF IT'S FILLED WITH CEMENT, THIS IS GONNA BOW OUT.
NOW, WHAT'S REALLY DISCONCERTING IS THAT THE ENGINEERS WHO WANNA PUT IN THE SHEET PILING, THEY WANT TO TIE THIS TO THIS ROAD UNDERNEATH HERE.
AND I PROMISE YOU THAT ROAD IS NOT SIGN FOR THAT STRESS OF HAVING THIS WAVE OF ACTION CONSTANTLY.
THAT'S AT, DURING, UH, DURING STORMS. SO NOW WE HAVE ANOTHER PROBLEM.
WE'RE TAKING OUT THIS TEMPORARY BARRIER RIGHT HERE.
WHAT ARE WE PUTTING IN? ARE WE PUTTING THIS IN BECAUSE THAT'S A LITTLE BIT HEAVIER.
I'M NOT SURE WHAT'S GONNA HAPPEN TO THAT TRAIL.
IF YOU PUT IN A REALLY HEAVY SUBMIT BARRIER, IF YOU PUT IN PEERS, IF YOU DRILL POST, DO YOU KNOW WHAT'S GONNA HAPPEN? DO YOU THINK IT'S GONNA STABILIZE IT OR DO YOU THINK IT'S GONNA ALL FALL DOWN? THAT'S WHERE WE ARE.
SO WHEN YOU'RE PRESENTED WITH ENGINEERING, UM, SOLUTIONS TODAY, THIS ISN'T INTENDED TO INSULT ANYBODY.
THIS IS JUST INTENDED TO SHOW YOU THAT THERE IS A PROBLEM.
AND UNLESS YOU COME IN TO SUPPORT THAT TRAIL WITH SOME KIND OF PI, YOU'VE DONE NOTHING FOR THE TRAIL.
YOU, YOU'VE MADE SURE THAT NO ONE FALLS.
WE 30 MORE SECONDS IF THAT'S ALL RIGHT.
THIS JUST THAT, UH, I DON'T KNOW THAT THE ENGINEERING SOLUTION IS, I MEAN, IT'S A FREEZE.
AND NICHOLS DIDN'T APPROVE THIS ENGINEERING SOLUTION THAT YOU'RE BEING PRESENTED WITH, RIGHT? THE, THE, THE REPORT YOU GOT, THEY'RE NOT ON BED.
THEY'RE NOT ON BOARD WITH THE, WITH THE SHEET PILE.
AGAIN, WHAT ARE YOU DOING TO GARLAND REDHAM? ARE YOU STABILIZING THIS AREA? ARE YOU DESTABILIZING THIS AREA? SO, AGAIN, APPRECIATE IT.
I'M SO SORRY THAT LAST TIME I TALKED TO YOU THAT I ACCUSED YOU OF NOT ACTING LAST, THAT YOU WEREN'T INFORMED.
MY APOLOGY, UH, YOU ON LIST ME TODAY.
HOW SHE NEXT SPEAKER IS COUNCILWOMAN MENDELSON.
[00:05:04]
GOOD MORNING COUNCIL.I CLEARLY SHOULD NOT HAVE LEFT 'CAUSE I GOT INVOLVED IN SOMETHING DOWN THERE.
SO, UM, THANK YOU FOR HAVING ME THIS MORNING AND THANK YOU FOR TALKING ABOUT THIS REALLY EXCITING PROJECT.
WHAT I REALLY WANNA DO, 'CAUSE I'VE NEVER COME HERE BEFORE
I THINK IT'S, UM, AN EXTRAORDINARY AREA, BUT A LOT OF PEOPLE IN DALLAS HAVE NEVER EVEN BEEN THERE.
AND THERE'S A LASTING, THERE'S PERCEPTION OF WHAT DISTRICT 12 IS AND WHAT THE NEEDS ARE.
AND SO IF YOU COULD JUST INDULGE ME FOR A COUPLE MINUTES AND I CAN JUST SHARE A LITTLE BIT ABOUT IT.
I THINK YOU SEE WHY THIS IS SUCH AN IMPORTANT PROJECT FOR DISTRICT 12 AND THIS IS THEIR CONTROL.
SO DISTRICT 12 IS ACTUALLY THE SECOND SMALLEST DISTRICT IN THE WHOLE CITY.
AND WHAT'S SURPRISING ABOUT IT IS IT'S ALSO GOT THE SECOND HIGHEST DENSITY.
SO WE CERTAINLY THINK ABOUT DENSITY DOWNTOWN AND CENTRAL BUSINESSES UPTOWN, BUT WE DON'T THINK THAT WOW, DISTRICT 12 WOULD BE THE SECOND MOST DENSE.
THE THING YOU WOULD ALSO NOTE IS IT HAS THE SECOND MOST AFFORDABLE HOUSING UNITS.
AND AGAIN, THAT OFTEN SURPRISES PEOPLE.
MANY OF THEM ARE ACTUALLY RIGHT BY THIS PROJECT OF VENTURE LANDING.
IT'S GOT THE SECOND LEAST NUMBER OF PARKS AND ACRES OF DEVELOPED PARKLAND.
WE'RE THE ONLY DISTRICT THAT'S IN ANY MORE THAN ONE COUNTY.
SO EVERYBODY'S IN DALLAS COUNTY AND 15% OF THE DISTRICT'S IN DALLAS COUNTY.
AND THAT'S WHERE THE ADVENTURE LANDING PROJECT IS.
AND ALMOST 30% IS IN DENTON COUNTY, WHICH WE'LL BE TALKING ABOUT.
AND YOU HEAR ABOUT A LOT, ESPECIALLY WITH ROSE PARK.
SO WHEN I WAS GROWING UP, MOST OF DISTRICT 12 WAS NOT IN DALLAS, AND I LIVED ON A NORTHERN BOUNDARY OF DALLAS COUNTY JUST TWO BLOCKS AWAY FROM COLING COUNTY.
AND WHAT WAS HAPPENING WAS THE CITY ACQUIRED THE TOWNSHIP OF RENNER, WHICH HAD PREVIOUSLY ACQUIRED THE TOWNSHIP OF FRANKFURT.
AND TODAY WE KNOW A LOT OF THESE PLACES JUST BY THOSE TWO NAMES EITHER, RIGHT? YOU KNOW, THE FRANKFURT ROAD, YOU MIGHT KNOW RUNNER FRANKFURT LIBRARY.
WE HAVE A PARK NAMED FRANKFURT.
WE HAVE THIS, UH, PARK CALLED OLD RENER PARK.
AND I'M JUST TRYING TO GIVE YOU THIS IDEA.
UM, OLD RUNNER SCHOOLHOUSE IS IT, UM, IS THAT OLD CITY PARK, RIGHT? AND THAT'S WHERE THIS RURAL COMMUNITY WOULD GO TO SCHOOL.
BUT I'M TELLING YOU ABOUT THE AMOUNT OF LAND BECAUSE WHEN THE CITY WAS, WAS DEVELOPING THIS, WHICH THERE WAS A MASSIVE DEVELOPMENT IN THE EIGHTIES, EVERYTHING WAS BUILT.
THEY DID A PRETTY BAD JOB OF THINKING ABOUT CITY FACILITIES AND PARKLAND.
AND SO WE'RE LEFT TO SORT OF LANDLOCKED.
YOU HAVE ONE CHANCE TO ADD A PARK AND THE ENTIRE EASTERN SIDE OF THIS DISTRICT.
AND THERE'S A LOT OF PEOPLE THERE.
AND THERE'S LITERALLY NO PARKLAND, NONE.
SO WE'RE GONNA TALK ABOUT THAT A LITTLE BIT MORE.
65% OF THE RESIDENTS IN DISTRICT 12 LIVE IN MULTI-FAMILY HOUSING.
I THINK THAT OFTEN SURPRISES PEOPLE.
UM, LIKE I SAID, IT IS 99% FULLY DEVELOPED.
IT'S A, IT IS A ONE-SHOT THING HERE.
UM, WE'RE ALSO TIED FOR BEING THE MOST DIVERSE DISTRICT IN THE WHOLE CITY.
AND SO THE CENSUS IS DEFINING THAT AS YOU HAVE A 70% CHANCE THAT THE PERSON STANDING NEXT TO YOU IS OF A DIFFERENT RACE OR ETHNICITY.
SO IT'S VERY, VERY MULTICULTURAL AND WE LIKED IT THAT WAY.
THIS PROJECT WILL MEAN SO MUCH TO THE COMMUNITY.
THIS LAND, THIS, THIS, THIS BUSINESS MEANS SO MUCH TO THE COMMUNITY.
I WAS SHARING, UM, EARLIER JUST THE COMMUNITY THAT LAST NIGHT, I WAS TELLING MY KIDS ABOUT IT.
AND MY NEWLY MARRIED SON SAYS, WE HAD OUR FIRST DATE THERE,
MY KIDS HAVE ALL HAD BIRTHDAY PARTIES THERE, SCOUT GROUPS, SCHOOL.
THE GROUPS GO OUT THERE ON TEAMWORK.
WHEN YOU JOIN BASEBALL, THAT'S THE BATTING CAGE YOU GO TO.
IT'S THE ONLY BATTING CAGE ACTUALLY IN THE DISTRICT HALL WHEN IT'S SOCCER PRACTICE.
THERE AREN'T OTHER PLACES TO PRACTICE SOCCER.
MOSTLY YOU END UP IN PLANO AND FRISCO.
SO THE SOCCER FIELDS THAT ARE BEHIND THIS ARE GONNA MEAN SO MUCH FOR THE FAMILIES.
SO WHEN YOU THINK ABOUT WHAT'S NEARBY, THERE'S SOMETHING CALLED A FEDERALLY QUALIFIED CENSUS TRACT THAT IS TOUCHING THIS PARK.
IT'S GOT MORE THAN 3000 PEOPLE WITH A AVERAGE, UH, HOUSEHOLD OF $35,000.
BUT PER CAPITA INCOME IS 25,000.
ALL OF THOSE PEOPLE HAVE BOUGHT A SINGLE PIECE OF PARK PLAN WITHIN 10 MINUTES.
[00:10:01]
SO ACROSS THE STREET, UM, SO IF YOU LOOK AT THE LITTLE BIT JUING OUT THERE, THERE ARE, UM, 800 HOUSEHOLDS IN A DEVELOPMENT CALLED UNIVERSITY PLACE.AND THEN JUST NORTH OF IT, HIGHLAND SPRINGS, 1200 HOUSEHOLDS.
SO I'M GONNA KEEP GOING ON AND NOW I'M GONNA, I'M GONNA DO MY, WE ARE SO UNDERSERVED THEN.
AND I'M SORRY IF IT SOUNDS, WOE WITH ME, BUT I DON'T THINK EVERY DISTRICT SHOULD HAVE EVERYTHING.
WE CAN'T HAVE 14 OF EVERYTHING EVERYWHERE.
BUT I JUST WANNA SHARE WITH YOU THIS LITTLE LIST.
WE DON'T HAVE A WATER PARK, WE DON'T HAVE AN AQUATIC CENTER.
WE DON'T HAVE A COMMUNITY POOL.
AND IN FACT, WE DON'T HAVE ANY POOLS.
WE DON'T HAVE AN INDOOR, THERE'S 105 BASEBALL AND SOCCER FIELDS IN YOUR SYSTEM.
TWO OF 'EM ARE IN DISTRICT 12.
WE HAVE ONE PARK THAT HAS SOCCER FIELDS.
NO FOOTBALL FIELDS, NO RUGBY, NO GOLF CENTER OF COURSE OR DRIVING RANGE.
NO GOLF, I'M SORRY, NO TENNIS CENTER.
WE AN ARBORETUM ZOO, FAIR PARK, ARBORETUM CENTER, WHITE ROCK.
WE HAVE NO MUSEUMS OR ANY CULTURAL FACILITIES IN THE ENTIRE DISTRICT THAT INCLUDES NO BLACK BOX AT ANY OF OUR, UH, LIBRARY.
WE HAVE NO PUBLIC PRIVATE PARTNERSHIPS.
SO NOTHING LIKE THE DALLAS MUSEUM OF ART, FAIR PARK, MUSIC HALL, HORSE PARK, ROLLER SKATING RINK.
SO THE PARKS DEPARTMENT HAD SHARED WITH YOU, UM, THE INVESTMENT THEY HAD MADE SOUTH OF $31.0104 BILLION IN THAT SAME TIME PERIOD, NORTH OF BELL, BJ 111 MILLION.
THE POPULATION IS NOT THAT DIFFERENT.
AND SO I JUST WANNA SHARE WITH YOU THAT THIS IS A VERY IMPORTANT LOCATION.
GENERATIONS OF PEOPLE HAVE MEMORIES THAT ARE LASTING.
THERE AREN'T A LOT OF ICONIC THINGS IN OUR AREA, UM, UNLESS, YOU KNOW, IT'S THE TRAFFIC CHANNEL.
BUT THE UNIQUE THING ARE ALSO THE FINANCES.
THIS IS ACTUALLY GONNA GENERATE REVENUE THAT WILL PAY BACK THE PURCHASE, PROVIDE FOR MAINTENANCE AND ONGOING CAPITAL IMPROVEMENTS.
YOU DON'T HAVE THAT IN YOUR SYSTEM.
AND I THINK IT IS THE MODEL FOR WHERE YOU OUGHT TO THINK ABOUT GOING.
SO THE LAST THING I WAS GONNA SAY WITH MY MINUTES IS THIS.
THIS IS WHY I DON'T COME HERE.
WHEN WE THINK ABOUT WHAT MAKES DALLAS GREAT, IT'S VERY OFTEN OUR WORK SYSTEM.
AND SO I THANK YOU FOR YOUR HARD WORK DOING THIS GOVERNANCE.
I THINK YOU GUYS PAY SO MUCH ATTENTION AND I THINK YOU THINK ABOUT IT AND DELIBERATE IN WAYS THAT NOT EVERY PART OF OUR CITY DOES.
SO I TRULY, TRULY THANK YOU FOR YOUR SERVICE AND I HOPE YOU WILL SUPPORT THIS GREAT INFORMATION.
IF YOU COME IN THAT WE MOVE TO OUR NEXT POINT DISCUSSION SECTION.
DO HAVE SECOND ANY DISCUSSION? I I I, SORRY, SORRY, GO AHEAD.
MR. CONNOR WANTED TO MAKE A MOTION.
UM, I MOVE THAT, UH, NUMBER THREE, BE APPROVED WITH THE FOLLOWING AMENDMENTS OF THE ITEM.
SUBJECT NUMBER, UH, ONE LANGUAGE SHALL READ, UH, NUMBER ONE, ACQUISITION FROM HILDERBRAND PARTNERSHIP, APPROXIMATELY 587,174 SQUARE FEET OF APPROVED LAND, APPROXIMATELY 13.48 ACRES ADDRESSED AS 17 1 13 AND 1711.
QUICK FOR USE THE FUTURE COMMUNITY PARK.
UH, THAT IS JUST A CLERICAL ISSUE.
SUBJECT TO NUMBER THREE, LANGUAGE YOU'LL READ AFTER ACQUISITION NAMING OF THE SOCCER FIELDS TO BER AND LUCY HILDERBRAND SOCCER FIELDS.
AGAIN, MORE OF A CLERICAL ITEM.
AND THEN THE LAST IS THE STAFF RECOMMENDATION SECTION.
IN ADDITION TO THE LANGUAGE IS WRITTEN, SHALL INCLUDE THE FOLLOWING.
STAFF RECOMMENDS APPROVAL OF THIS ACQUISITION WITH CONDITION THAT THE PROPERTY IS NOT OFFICIALLY DEDICATED AT THE MUNICIPAL PARKLAND UNTIL SUCH TIME THE PROPERTY IS DEVELOPED FOR ITS INTENDED USE.
WE HAVE A SECOND MR. PLAYER SECONDED DISCUSSION ON THIS.
BEFORE WE VOTE ON THIS, I'D LIKE TO MAKE A STATEMENT.
[00:15:01]
WE WERE ALWAYS TALKING ABOUT EQUITY AND WHAT WAS HAPPENING IN THE SOUTHERN SECTOR.AND I HAVE, WE SHOULDN'T HEAR ABOUT WHAT THINGS ARE.
PEOPLE DON'T CARE ABOUT WHAT YOU THINK.
THEY, THEY DON'T KNOW HOW MUCH YOU CARE.
AND THIS IS SOMETHING THAT'S NOT IN MY DISTRICT.
IT'S DEFINITELY NEEDED TALKING ABOUT EQUITY.
SO LET'S DO WHAT WE'RE HERE TO DO AND DO THE RIGHT THING.
UM, I, I CAN'T THINK OF A SINGLE REASON NOT TO SUPPORT THIS.
UH, WHEN WE TALK ABOUT NEAT THINGS TO DO AND WAYS TO BE INNOVATIVE IN OUR CITY, THIS ABSOLUTELY QUALIFIES.
I COMMEND OUR STAFF FOR, FOR DOTTING ALL THE, THE I'S AND CROSSING ALL THE T'S, MAKING THE NUMBERS, UH, WHAT THEY ARE.
THE DUE DILIGENCE THEY PUT IN.
UH, WE CRUSHED IT DURING THE BOND.
WE LISTENED TO OUR, OUR CONSTITUENTS AND WE GAVE THEM EVERYTHING WE COULD AND EVERYTHING WE NEEDED.
AND THEN I MENTIONED THIS IN THE LAST, UH, COMMITTEE MEETING.
IT'S NOT A TIME TO EVER REST ON OUR LAURELS.
UH, WE GOTTA KEEP THIS MOMENTUM GOING.
SO, UH, SO LET'S, LET'S DO IT.
UH, I'VE HAD THE OPPORTUNITY TO ACTUALLY TOUR THE DISTRICT WITH LANE AND THE COUNCIL MEMBER, AND I GOT TO SEE FIRSTHAND THE DEAR OF RESOURCES THAT COME FROM PARK RECREATION.
AND I THINK THIS IS AN AWESOME OPPORTUNITY TO GIVE COMMUNITY THAT DESERVES TO FEEL WHAT'S GREAT ABOUT THE CITY OF DALLAS PARK AND REC A A GREAT FACILITY.
SO I, I DON'T SEE ANY REASON WE SHOULD NOT SUPPORT THIS AND WITH THE AMENDMENT THAT THE PARK BOARD MEMBER WHO HAS BOOTS ON THE GROUND HAS GIVEN US.
SO I WHOLLY SUPPORT THIS AND I'M GLAD THAT WE HAVE AN OPPORTUNITY TO TOUCH ALL THE CITY OF DALLAS.
THIS MIGHT BE PREMATURE, BUT I JUST WANT TO SAY NUMBER, NUMBER ONE.
I WANT SAY THAT THE COUNCIL MEMBER WAS PUTTING OUR MONEY WHERE OUR MOUTH IS ON THIS AS WELL, WITH SOME DISCUSSION ABOUT, YOU KNOW, SHOULD WE, AT OUR LAST MEETING, YOU KNOW, THERE'S DISCUSSION ABOUT THE VIABILITY OF, OF WHAT WE NEED TO DO WITH THIS LAND.
UM, AND I, UH, THE FULL 5 MILLION FROM, FROM THE DISCRETIONARY, THE BOND IS IMMEDIATELY GOING TO THIS.
UM, SO THE FINANCING IS, IS DONE IN A WAY THAT'S VERY CREATIVE.
THE LONG-TERM IMPACT THAT THIS IS GONNA HAVE ON CONTINUE TO HAVE ON DISTRICT 12 IS GONNA BE SIGNIFICANT.
UM, YOU KNOW, RUDY'S TALKED ABOUT THAT.
HE WENT THERE AS A KID, I WENT THERE AS A KID.
UM, IF YOU GREW UP IN THIS AREA, YOU KNOW THIS AREA.
UM, AND THIS IS GONNA PULL TAX REVENUE FROM OUR SURROUNDING AREAS AS WELL.
UM, THIS IS GONNA BE A REGIONAL ASSET LIKE FRET AND OTHERS, UM, THAT ARE, THAT ARE AROUND THE CITY LIKE BACHMAN.
UM, AND YOU'RE GONNA SEE TAX REVENUE COME FROM PLANO, RICHARDSON, FARMER'S BRANCH CARROLLTON, SO FORTH AND SO ON.
AND SO, UM, AGAIN, I'M TRYING TO GET AHEAD OF MYSELF, BUT I JUST WANNA THANK COUNCILOR MENDELSON, UM, RYAN AND BUZZ.
UM, THANK YOU SO MUCH, UM, FOR ALL OF YOUR HARD WORK AND STAFF FOR GETTING THIS DONE.
UM, AND MAKING SURE THAT THIS STAYS A DISTRICT 12 IN THE, IN THE CITY OF DALLAS TREASURE.
UM, I JUST WANT TO SAY I FULLY SUPPORT THIS AND I WANT TO THANK COUNCIL MEMBER MENDELSOHN FOR COMING IN AND GIVING US THE DETAIL AND BACKGROUND.
UH, IT'S PRETTY AMAZING WHEN YOU LAY IT OUT THAT WAY.
AND, UH, I, YOU KNOW, WHAT REALLY IS, GETS TO ME IS THAT YOU PUT YOUR MONEY WHERE YOUR MOUTH IS ON THIS, YOU PUT YOUR ENTIRE DISCRETIONARY BOND MONEY INTO THIS PROJECT, AND THAT SPEAKS VOLUMES.
AND WHAT ALSO GETS TO ME IS THE FACT THAT MR. CONNER'S FIRST KISS WAS IN THIS LOCATION.
UH, COUNCIL MEMBER MENDELSBERG REALLY GIVING US GRAY, COLORFUL LOOK OF YOUR DISTRICT.
UM, AND PEOPLE THINK IT'S ALL SOUTHERN, IT'S EAST, BUT REALLY GIVING US THIS A A VISUAL TOUR, UM, OF, OF HOW YOUR COUNCIL LOOKS.
AND OFTENTIMES, I'VE ALWAYS SAID, YOU KNOW, IN HERE THAT THERE ARE NO PARKS THERE.
THIS IS A, THIS IS A PARK DESERT.
I MIGHT SPEND A LOT OF TIME UP THERE WITH MY SON.
UM, WE, OUR COMMUNITIES UP THERE AND FRIENDS.
SO THIS IS GONNA BE A WONDERFUL, WONDERFUL ADDITION TO THE COMMUNITY AT LARGE.
SO THANK YOU FOR, FOR COMMITMENT AND DEDICATION AND THANK YOU, UH, BLAME FOR EVERYTHING, ALL YOUR ADVOCACY.
SO I THINK THIS IS A HUGE WIN FOR OUR PARK SYSTEM AND FOR DALLAS.
THANK YOU VERY MUCH, MR. PRESIDENT.
I LOVE THE INNOVATION, THE CREATIVITY.
THIS WILL, AS MR. KOTTER SAID, BE SOMETHING THAT IS NOT JUST FOR THE BENEFIT OF DISTRICT 12, BUT THE 11 RESIDENTS WILL USE IT AND REALLY, UH, EVERYBODY ACROSS THE CITY.
SO I LOVE THAT WE'RE DOING THIS.
I LOVE THAT WE'RE THINKING CREATIVE CREATIVELY ABOUT, UM, WHERE
[00:20:01]
WE CAN ADD NEW PARKS TO AREAS WHERE WE DON'T HAVE PARK SPACE.AND THIS IS EXACTLY THE KIND OF PROJECT THAT WE SHOULD BE, UH, THINKING ABOUT DOING MORE OF.
UM, WELL I GUESS AS LONG AS I'VE BEEN ON THIS BOARD, YOU'VE TALKED ABOUT EQUITY CHECK MARK.
I THINK THIS PROJECT REALLY COVERS THE EQUITY.
EQUITY CANNOT BE DECIDED BY GEOGRAPHY.
WE TALK ABOUT IT, WE TALKED ABOUT END ACQUISITION THAT NO ANYMORE AND WE SHOULD ACQUIRE WHEN WE CAN, WHICH CHECK MARKS THAT SPECIFIC NEED AS WELL.
WE HAVE TALKED ABOUT CREATE PROJECTS WHERE WE CAN SPEND MONEY.
WE ARE CREATING REVENUE WITH THIS AND UH, YOU KNOW, MORE SO I THINK A DISTRICT WHICH, UH, YOU COUNCIL PERSON VERY, VERY DEFINED HAS LACKED IN, UH, PARKS AND RECREATION FACILITIES IN GENERAL.
SO HAVING SAID ALL THAT, I THINK IT REALLY IS A TOTAL CHECK MARK FOR ANYTHING WHICH WE HAVE BEEN ASPIRING TO DO AS A BOARD.
UH, WITH THAT, I THINK THE 15 ZERO VOTE DEFINITELY WILL SHOW A STRONG SUPPORT FOR THAT.
AND THANK YOU COUNCILPERSON FOR BEING THERE.
THANK ELAINE FOR, AND THANK YOU.
UH, DIDN'T GO FURTHER, BUT WITH THAT I PUT IT TO THE VOTE.
THANK YOU RYAN AND JOHN FOR DOING THE CREATIVE, UH,
REALLY APPRECIATED RYAN, AND I KNOW IT WAS NOT EASY, SO THANK YOU FOR MAKING IT HAPPEN.
LOOK FORWARD TO NOW GOING PROPERTY.
AND WITH THAT, UH, I THINK WE GET TO OUR NEXT POINT.
A SCHEDULED HAS BEEN PASSED AND I NEED A MOTION TO APPROVE THE BOARD MEETING SCHEDULED.
MR. SLAUGHTER HAS APPROVED IT.
ANY SECONDS, UH,
I WANNA SEE IT BEFORE PAGE 34 OR 30.
IF YOU LOOK ON HERE ON YOUR TABLET, YOU JUST HIT DOCUMENTED IT.
AND IT WAS ALSO PAGE 38 AND 39 OF YOUR FULL AGENDA PAGE.
I THOUGHT WAS GONNA SAY I HAVE NO ISSUES WITH THE CALENDAR.
IT DOES NOT AFFECT OPENING DAY FOR THE RANGER, SO WE'RE GOOD TO GO.
MR. ANY OTHER DISCUSSION WITH THAT? ALL IN FAVOR, STATE A, WE HAVE A SCHEDULING SET NOW AND NOW WE COME TO OUR BRIEFINGS.
YEAH, AND PROB BEFORE MS. TURN STAR, I JUST WANT TO REASSURE THIS BULL AND I WANT REASSURE THE PUBLIC, UH, THAT WHATEVER WE MOVE FORWARD ON A DESIGN TO ADDRESS THIS ISSUE OF WHITE ROCK LAKE, WE ARE GOING TO MAKE SURE SAFETY IS PARAMOUNT AND WE'RE GONNA MAKE SURE WHATEVER FIX THAT AN THAT A PROFESSIONAL ENGINEER WHO PUTS THEIR STAMP ON IT, THAT WE CAN HOLD ACCOUNTABLE TO MAKE SURE THAT IT IS DESIGNED SAFELY AND IT IS ADDRESSING THE PROBLEM.
I KNOW THAT YOU MAY SEE A PROPOSED BUDGET OF 2.5 OR $3 MILLION, BUT ONCE A DESIGN IS DONE, IT MAY BE MORE BECAUSE THEY, ONCE THEY GET IN THERE, THEY MAY DECIDE THAT THEY NEED TO DO A, B, C, AND D VERSUS WHAT THEY'RE LOOKING AT JUST ON THE SURFACE.
SO I WANNA REASSURE THE PUBLIC AND THIS BOARD, NOTHING IS GOING TO MOVE FORWARD THAT DOES NOT MAKE SURE SAFETY IS PARAMOUNT.
OKAY, SO WE'RE HERE TO TAKE JUNE A BRIEFING ON THE WHITE ROCK TRAILER MOTION.
[00:25:06]
IN OUR OVERVIEW WE'RE GONNA TALK ABOUT THE PURPOSE OF THE PROJECT, THE BACKGROUND OF THE HISTORY PROJECT, LOCATION AND SCOPE, CURRENT INFRASTRUCTURE PROTECTION PLAN, THE LONG TERM SOLUTION, THE UPCOMING TECH DOT STATE HIGHWAY 78 PROJECT NEXT STEPS, AND THEN HAVE AN OPPORTUNITY FOR QUESTIONS.SO THE PURPOSE OF THIS BRIEFING TODAY IS TO REVIEW THE FINDINGS OF THE REPORT, REVIEW THE TIMELINE OF PARK ACTIONS FOLLOWING THAT REPORT RELEASE, DISCUSS OUR CURRENT INFRASTRUCTURE REPAIR AND PROTECTION PLAN, DISCUSS FUNDING AND INTERDEPARTMENTAL SUPPORT, AND THEN DISCUSS LONG TERM
SO JUST A LITTLE BIT OF BACKGROUND AND HISTORY.
UM, THERE'S AN EFFORT TO MANAGE HISTORICAL EROSION AT MARTINY ROAD ON WHITE ROCK LAKE.
WE DID CONTRACT INCREASE THE NISSON URBAN IN 2024 TO AN EVALUATION OF THE EROSION AND THAT DID RESULT IN REPORT THAT WAS PRODUCED IN APRIL, 2024, WHICH DID INDICATE THAT THE SHORELINE'S BEING ERODED AND FAILURE ON THE TRAIL WILL OCCUR IF SOMETHING IS NOT DONE TO ADDRESS THE EROSION.
SO THE FOLLOWING TIMELINE OUT OUTLINES THE STEPS PARK HAS TAKEN TO DEAL WITH THIS SITUATION SINCE THEN.
UM, WE DID GO INSPECT THE AREA OF MAY OF 2023 AND INITIATED THE WET ROCK LAKE TO LIMIT ANTERIOR REPORT JANUARY, 2024.
THAT REPORT WAS REPORTED IN APRIL OF 2024.
ON JULY 1ST WE DID REQUEST THAT RE NICHOLS LOOK AT A SHEET PILING OPTION AND DW AGREED THAT OPTION ON JULY 3RD.
ON JULY 24TH, RECENT NICHOLS OR PARKS, THE SHEET PILING WAS NOT A OPTION.
SO THROUGH THAT NEXT WEEK OF JULY 25TH, THE 31ST, WE CONTACTED ENGINEERING FIRMS IN HOUSTON THAT DEAL WITH THIS ON A MUCH MORE REGULAR BASIS.
IN EARLY AUGUST WE MET WITH UM, THE OWNER OF ITY ENGINEERING DID INDICATE SHE ITEMS WERE POSSIBLE BUT IT WOULD LIKELY REQUIRE TIEBACKS UNDER GARLAND ROAD.
SO AUGUST 12TH WE CONTACTED TECH DO DISCUSS TIEBACKS UNDER GARLAND ROAD WITH THEM AND IT WAS INDICATED THAT THEY WOULDN'T BE ALLOWED HOWEVER,
CELERITY DID SUBMIT THE DESIGN CONTROL ZONE AND SUBMITTED FOR FUNDING IN EARLY SEPTEMBER AND SEPTEMBER 9TH.
DW DID CONFIRM SHEET FILINGS ARE GOOD CHOICE BASED ON THEIR EXPERIENCE AT LOCKTON LAKE AND OUR STAFF HAS B LAKE AND THEN SHE
NOW A COUPLE NEW DEVELOPMENTS THAT HAVE HAPPENED THIS WEEK IS THAT BASICALLY SOLARITY, THE AGENDA SUBMITTED CHANGES TO THE CONTRACT THAT THE CITY ATTORNEY'S OFFICE WILL NOT ACCEPT.
SO WE WILL NOT BE PROCEEDING WITH A CONTRACT WITH SOLAR ENGINEERING.
SO WHAT WE ARE DOING AT THIS POINT IS WE'RE MEETING WITH REPCON, WHO'S THE CONTRACTOR WHO'S WORKING ON LAKE SHEET
SO WE HAVE A MEETING IN THE FIELD WITH THEM TODAY TO ACTUALLY GO LOOK AT THE, UM, PROJECT WITH THEM AND DISCUSS WITH THEM.
SO WE WILL BE WORKING HOPEFULLY WITH REV CON THROUGH THIS PROJECT.
SO THE PROJECT LOCATION IS GO, AS YOU CAN SEE IT'S APPROXIMATELY 1,125 LINEAR IS IS GREEN LIVE ALONG GARLAND ROAD ON SHORE OF WHITELOCK WHITE ROCK LAKE TRAIL.
OUR CURRENT EROSION, OUR SITE CONDITIONS IN JUNE 21ST, 2024.
YOU CAN SEE THIS PICTURE OCTOBER 31ST, 2024.
YOU CAN SEE THERE'S REALLY NOT MUCH CHANGE IN THE ROAD AND CONDITION BETWEEN JANUARY AND OCTOBER.
SO OUR CURRENT INFRASTRUCTURE PROTECTION PLAN OF PROPOSED DESIGN IS THAT WE WILL CONSTRUCT AN EROSION CONTROLLED PULPIT IN THE FORM OF SHEET PILINGS THAT'LL BE INSTALLED FROM THE EXISTING TRAIL ADJACENT TO GARLIC GROVE.
IT'S APPROXIMATELY 1,125 LINEAR FEET ESTIMATED AND TIEBACKS WILL BE REQUIRED GARDEN.
SO THE CURRENT INFRASTRUCTURE PROTECTION PLAN, UM, IMPACTS TO THE SHORELINE.
THE CURRENT VEGETATION OR WILDLIFE HABITAT WILL BE MAINTAINED IN MAXIMUM EXTENT POSSIBLE.
YOU FROM THE WEST WILL BE OF SHEEP PILING, BUT IT'S ANTICIPATED THERE'LL BE A COMPOSITE MATERIAL RATHER THAN CORRUGATED STEEL.
AND THE SHEET PILOTING WILL BE SHIELDED FROM BUTTE PARTIALLY BY VEGETATION ALONG THE SHORELINE.
IT IS ALSO OUR PLAN TO HAVE DUNAWAY WHO'S DOING OUR WHITE ROCK LAKE MASTER PLAN TO LOOK AT THE UM, SHEET PILOT OPTION AND TALK WITH THE RIGHT WHITE ROCK LAKE TASK FORCE FOR ANY AESTHETIC IMPROVEMENTS THAT MAY BE NEEDED ADJACENT TO THIS SHEET FINDING WHEN WE GET THIS DESIGN DONE.
SO HOPEFULLY WHEN COMPLETED THE LOOK OF THE EXISTING SHORE, IT'LL BE MAINTAINING BOTH THE LAKE ITSELF AND GARBAGE ROADS.
WE WILL NOT BE REDUCING THE LAKE CAPACITY OR THE AREA OF THE LAKE.
SO WE GET PEDESTRIAN REROUTING FOR TRAIL USERS.
THE INTENT IS, IS TO CREATE AN ULTIMATE TRAIL ROUTE DURING CONSTRUCTION.
WE ARE CURRENTLY WORKING WITH TRANSPORTATION AND PUBLIC WORKS AND
[00:30:01]
AND CURRENTLY THE TRAILS BEING MONITORED TO OBSERVE ANY POTENTIAL CHANGES FOR THE WARRANT TRAIL CLOSURE PRIOR TO CONSTRUCTION REGARDING FUNDING AND TIMELINE, THE PARKS DEPARTMENT IS STILL IN DISCUSSION REGARDING FUNDING FOR MITIGATION EFFORTS AND INTERDEPARTMENTAL SUPPORT.WE DO ESTIMATE THIS PROJECT WILL BE ABOUT TWO AND A HALF TO $3 MILLION.
SO WE ARE STILL AS, AS I SAID, DISCUSSING HOW WE'RE GOING TO PAY THAT AND WE ANTICIPATE THE PROJECT TO BE APPROXIMATELY ONE YEAR.
SO TALKING ABOUT OUR CURRENT INFRASTRUCTURE PROTECTION PLAN, THIS SHOWS A TYPICAL SHEET PAD ION, I KIND OF WANNA POINT OUT ON HERE ON THIS GRAPH OVER TO THE RIGHT IS THAT BASICALLY THE CAP OF THE SHEET PILING WILL BE AT THE ELEVATION OF THE TIN WOOD TRAIL AND YOU CAN SEE THE TIEBACKS THAT ARE KIND OF COMING BACK THAT WILL GO UNDER GARLAND ROAD.
SO THAT'S THE MAIN PURPOSE OF THIS GRAPHIC OVER HERE TO SHOW YOU WHERE THE CAP IS, YOU MOVE THE BRAIL AND WHERE THE TIEBACKS WILL BE.
THE NEXT SLIDE SHOWS SOME EXAMPLE, UM, SHEET PILED PHOTOS IS DIFFERENT AREAS.
SO OUR SHEET PILING MAY NOT LOOK EXACTLY LIKE THIS, BUT AT LEAST GIVES YOU SOME EXAMPLES OF WHAT SHEET PILING LOOKS LIKE IN SOME OTHER AREAS.
UM, FOR LONG TERM SOLUTION EROSION IS PERSISTENT PROBLEM.
IT'S CAUSED BY WAVE ACTION, WHICH IS GENERATED BY WIND AS WELL AS THE RISE OF FALL AND THE WATER FOLLOWING THE STORM.
THE AREA AT THE SOUTH END OF WHITE ROCK LAKE, WHICH IS CURRENTLY ERODING, HAS A LITTLE ROCK STRUCTURE WALL ABOUT 18 INCHES TALL.
WE SUSPECT IT WAS CONSTRUCTED AT WHAT WAS THEN THE WATER'S EDGE OF IT OPENED TIME IS OVERTOP BY THE FLUCTUATING LIGHT LEVELS AND THE WAVE ACTION.
SO IT DOESN'T AFFORD ANY PROTECTION CURRENTLY FROM THE ROAD.
THE SHEET PILING SYSTEM CURRENTLY PROPOSED WILL BE OVER TOP SINCE IT MATCHES TOP OF TRAIL ELEVATION.
THE SHORELINE WILL BE INSPECTED ON AN ANNUAL BASIS DETRACTING BY THE EROSION OCCURRING IN AREAS WITHOUT SHEET PILING.
AND WHEN A EROSION
SOME METHODS TO ADDRESS EROSION INCLUDE SHEET PILING HARD ARMOR, WHICH CAN BE ROCK RIP, ROCK RIP WRAP OR GIAN MATTRESSES OR PLANTINGS OR A COMBINATION OF ANY OF THESE TYPES OF METHODS.
SO TALKING ABOUT THE T STATE HIGHWAY 78 PROJECT, UM, TXDOT IS CURRENTLY INSTALLING A PERMANENT TRAFFIC BARRIER IN PLACE OF THE TEMPORARY WATER BARRIER ON THE WEST SIDE OF GARLAND ROAD BETWEEN HOR AND SAN RAPHAEL DRIVE.
THE INSTRUCTION CONTRACT HAS BEEN AWARDED BY TDOT CONTRACTORS BEEN MOBILIZED, IT'S ANTICIPATED THE INSIDE SOUTHBOUND LANE WILL BE CLOSED AND BASICALLY THEY'RE GOING TO BE PUTTING LOW PROFILE CONCRETE TRAFFIC BARRIERS INSTALLED AND THERE WILL ONLY BE TWO STOPPING LANE OPEN.
PROJECT COMPLETION IS EXPECTED TO MID-MARCH 2025.
AND AGAIN, THE PURPOSE OF THIS PROJECT IS PROVIDE PROTECTION FROM CARS COMING OFF THE TRAIL.
AS YOU MAY RECALL, IN 2023 WE HAD AN INCIDENT THAT A CAR CAME OFF THE TRAIL AND WAS KILLED AND THEN A WEEK LATER
UM, OUR NEXT STEPS, WE HAVE APPROXIMATELY $89 MILLION OF UNFUNDED EROSION ISSUES WITHIN THE PARK SYSTEM THAT WE'RE NOT ACCOUNTED FOR IN THE MODERN PROGRAM.
WE WILL CONTINUE TO PROCEED WITH INSPECTIONS AND HAVING EROSION FIXED.
UH, THE PARKS DEPARTMENT WILL CONTINUE TO KEEP REQUESTING FUNDING AND FUTURE BLOCK PROGRAMS TO ADDRESS EROSION THROUGHOUT THE ENTIRE PARK SYSTEM.
BUT HERE ARE SOME EXAMPLES OF JUST SOME OTHER EROSION AROUND THE PARK.
YOU CAN SEE WHITE ROCK CREEK ON THE ROYAL TENNIS AND GLEN CART PATH, WHICH HAS WHERE FALLEN INTO THE, UH, LAKE THERE VARIOUS SMALL SOCCER FIELDS WHERE WE HAVE SOME EXTREME EROSION.
TEXAS BUCKEYE, TRINITY RIVER FLAG, SO BACK.
SO WE JUST WANT YOU TO SEE THAT WHITEROCK LAKE AND GARLIC IS ONLY PLACE THAT WE ARE OPEN.
I DID, I WANNA MAKE SURE THE BOARD IS AWARE HE'S GOT EROSION ISSUES THROUGHOUT THIS ENTIRE PARK SYSTEM AND A LOT OF IT START TO APPROACH INFRASTRUCTURE.
SO THIS WON'T BE THE LAST, AND I'M JUST REMINDING EVERYONE I KNOW WE DON'T HAVE ANOTHER BOND PROGRAM FOR SEVEN YEARS, BUT THIS IS WHAT HAPPENS WHEN WE DON'T GET FUNDING IN GONE PROGRAMS TO ADDRESS AN EROSION ISSUE.
NO, THAT'S GONNA COME COMPLAIN A CONSTITUENCY.
EXCEPT IN THIS CASE WE DID HAVE SOMEONE THAT APPRECIATE BEING AN ADVOCATE TO BRING ATTENTION TO THIS, BUT THEY'RE GONNA BE COMING BACK TO THIS BOARD THE NEXT COUPLE MONTHS AND MAKING SURE YOU ALL HAVE A SOLID PLAN FOR STAFF RECOMMENDATIONS AND PRIORITY ON HOW WE NEED TO ADDRESS EROSION THROUGHOUT OUR SYSTEM.
SO EVERYONE WILL HAVE A PLAN GOING FORWARD.
AT LEAST IF YOU HEAR IT NOT THERE WILL BE A PLAN.
BUT GO AHEAD MR.
[00:35:01]
AND THANK YOU DIRECTOR FOR THOSE WORDS, UM, UH, ON THIS TOPIC.SO THIS, UH, AND, AND THANK YOU MR. TURNER OVER FOR THE, THE BRIEFING AND THE ILLUSTRATIONS ON, UH, THE EROSION UNDER THIS PART OF THE WHITE ROCK LAKE TRAIL.
UM, I'VE, I'VE RIDDEN THIS TRAIL IN MY LIFE PROBABLY SOMEWHERE BETWEEN 200 AND 300 TIMES.
SO I'M, I'M MORE THAN FAMILIAR WITH, WITH THIS PART OF THE TRAIL AND ALL PARTS AROUND WHITE ROCK LAKE.
IT ABSOLUTELY IS MY FAVORITE PART OF DALLAS TO RIDE MY BIKE.
UM, I I LIKE HOW YOU ILLUSTRATED SOME PHOTOS OF THE EROSION.
UH, I CERTAINLY APPRECIATE MS. BE WALTON FOR COMING IN WITH THAT, UH, PRESENTATION, UH, AND ILLUSTRATING SOME THINGS THAT HAPPENED UNDERNEATH.
AND I, I NEVER KIND OF SAW THAT PERSPECTIVE, BUT I WANNA DO, WHAT I WANNA DO FOR EVERYONE IS I WANNA ILLUSTRATE THE IMPACT TO THE TRAIL ITSELF BECAUSE THAT WASN'T IN THIS BRIEFING.
SO THE ONLY TIME DEMONSTRATE WITH MY HANDS LIKE THE TRAIL'S LIKE THIS, AND YOU GOT TRAFFIC COMING THIS WAY ON THE TRAIL, YOU GOT TRAFFIC GOING THIS WAY.
UM, IT'S, IT'S BEEN SPLITTING RIGHT DOWN THE MEDIAN.
UH, SO MUCH SO THAT AT ONE POINT A TIRE, A BIKE TIRE GAP, IT WAS THE GAP OF A BIKE TIRE.
AND IF YOU'RE NOT CAREFUL, YOU'RE RIDING A BIKE, YOU KIND OF SLITHER INTO THAT GAP AND OFF YOU GO AND IT'S GONNA BE A BAD SITUATION.
I APPRECIATE THE FACT THAT OUR MAINTENANCE TEAM IS, IS, IS FOR THE MOST PART ON TOP OF THIS.
AND THEY GO OUT AND THEY, THEY FILL THIS GAP AND THEY, I DON'T KNOW IF IT'S LIKE TAR LIKE SOME ASPHALT.
I MEAN, I DON'T KNOW THE SCIENCE BEHIND IT AND THEY'VE DONE THAT RECENTLY, BUT IT'S SPLITTING AGAIN AND NOW THERE'S LIKE KIND OF A, LIKE A HAIRLINE SPLIT AND NOW IT IT'S GROWING.
WE'RE, WHAT I'M GOING WITH THIS IS, THIS IS A PUBLIC SAFETY MATTER.
UM, IT'S, IT'S NOT JUST LIKE WE'RE JUST TALKING ABOUT EROSION AND THEN, AND THAT'S NOT A PUBLIC SAFETY MATTER IN THIS PARTICULAR INSTANCE.
IT ABSOLUTELY IS A PUBLIC SAFETY MATTER.
UM, BECAUSE OF THAT CONTINUOUS SPLIT, IT'S HAPPENING FASTER AND FASTER AND, AND IT AT SOME POINT IT WILL PROBABLY COLLAPSE.
SO I APPRECIATE THE BIAS FOR ACTION AND URGENCY.
BUT UM, I WANT, IT'S, IT'S QUITE TIMELY.
RIGHT BEFORE THIS MEETING WE WERE UH, WE HAD A WHITE ROCK LEAGUE MASTER PLAN BRIEFING AND IN THERE WE, UH, SOME GENTLEMEN WE'RE, WE'RE TALKING ABOUT SOME, SOME STUDIES DONE WAY BACK 30 YEARS AGO IN 1994 PREDATING ANY OF US EVEN DIRECTOR'S TIME HERE.
UH, AND THERE WAS MENTION OF EROSION IN THAT STUDY GOING BACK 30 YEARS AGO, UM, IN 30 YEARS AGO.
IT PROBABLY WASN'T A SAFETY ISSUE THEN, BUT IT ABSOLUTELY IS NOW.
SO, UM, AND AND ALSO QUITE TIMELY, LAST WEEK WE HAD A FANTASTIC, ONE OF OUR BEST BRIEFINGS EVER FROM MS. JOHNSON'S TEAM ABOUT WHAT OUR TRAIL TEAMS ARE DOING TO STAY ON TOP OF MAINTENANCE.
SO I JUST WANNA MAKE SURE THAT WE'RE ALL WORKING TOGETHER WITH, WITH THE MAINTENANCE TEAM AND, AND, AND THE FOLKS WHO ARE OUT ON THE TRAILS AND RIDING THE TRAILS AND AND EXPLORING THE TRAILS WEEKLY, MONTHLY.
UM, BEFORE I'M GOING WITH THIS, HOW DO WE GET AHEAD OF THIS ELSEWHERE? BECAUSE IN MY OPINION, WHEN WE START TO SEE THESE GAPS FORM WHERE THERE'S A HAIRLINE FRACTURE OR A GAP THE SIZE OF FAT TIRE, EVEN IF YOU KNOW WHAT A BIKE IS, SOME SOMETIMES THEY'RE BOTH FAT TIRES.
HOW DO WE ALLOW THAT TO HAPPEN? WHAT CAN WE DO TO GET AHEAD OF THIS IN THE FUTURE? AND AND IS THERE ANY WAY TO PUT EVEN MORE URGENCY ON THIS PUBLIC SAFETY ISSUE? JENKINSON STAFF? YEAH, SO, SO TO YOUR POINT THAT'S, THAT'S, THAT'S WHY WE NEED TO REALLY, LIKE I SAID, WE CAN DEVELOP A PLAN ALL DAY AND THERE'S COMPETING PRIORITIES AND THERE'S NOT ADVOCACY GROUPS ALL ACROSS THE CITY ADVOCATING FOR TRAIL EROSION.
I MEAN EROSION THAT'S IMPACTING OUR INFRASTRUCTURE FROM TRAILS TO BRIDGES TO PLAYGROUNDS TO ATHLETIC FIELDS.
I CAN, I CAN SHOW YOU EIGHT ATHLETIC KIDS.
WE HAD TO TAKE OUT A SERVICE BECAUSE OF
THAT'S WHY THOSE ATHLETIC FIELDS HAD TO BE REMOVED.
THERE ARE TRAILS WE HAD TO REROUTE.
I CAN TELL YOU ALL ALONG WHITE ROCK CREEK, THEY TURNED INTO A SAFETY ISSUE.
THERE WAS NO FUNDING TO FIX IT BECAUSE THOSE FIXES WOULD'VE BEEN LIKE $10 MILLION, $3 MILLION TO FIX.
SO WE HAVE TO TAKE IT OUT OF SERVICE.
SO I DON'T KNOW, WE CAN JUST KEEP MAKING OUR CASE.
BUT YOU'RE NOT THE FIRST BOARD.
WE DID NOT FUND EROSION CONCERNS.
WHAT WE ARE LEFT WITH IS IN THIS CASE ONCE AGAIN, AND I APPRECIATE MS. WALTON, BUT YOU HAVE A, YOU HAVE A LOUD ADVOCACY THAT'S PUSHING IT AND PUSHING IT.
I PROMISE YOU I CAN GIVE YOU 20 EXAMPLES ACROSS THIS PARK SYSTEM WHERE THERE IS NO ADVOCACY PUSHING IN AND PUSHING IT.
NOW WHAT HAPPENS IS NOW I GOTTA GO FIND THE MONEY.
IT'S NOT THE RIGHT WAY TO OPERATE A BAR SYSTEM BECAUSE IT'S GOING TO BLOW MY BUDGET.
BUT IT'S A SAFETY ISSUE AND THEN WE HAVE TO ADDRESS IT.
MR. PRESIDENT, THANK YOU VERY THANK I HAVE ONE QUESTION.
I KNOW IT'S AN EROSION ISSUE AND IT'S AN EROSION ISSUE IN THE BAR DURING BOND.
I THINK THERE WAS A SUBSTANTIAL MONEY WHICH WAS
[00:40:01]
COMMITTED FOR EROSION.ACTUALLY IT WAS MORE THAN WHAT THEY ASKED.
DOES ANY, DID ANYONE FROM OUR STAFF ADVOCATE AT THE PARK WITH THE, BECAUSE THERE WAS A TOTALLY COMMITTEE FOR THE OCEAN.
I KNOW IT'S NOT A SEXY ISSUE IF WE MAKE AN EFFORT AT LEAST TO GO TO THEM AND PUT IT AS AN ISSUE, NOT A POLITIC ISSUE.
YEAH, WE UH, WE ALWAYS, WE HAVE, WE GO BACK AND FORTH ALL TIME THE TIME OR WHAT THAT WE HAVE ISSUES WHERE WE HAVE CREEKS THAT COME THROUGH OUR PARK SYSTEM AND THEY SAY, AND WE ARE LIKE, HEY, THAT'S PART OF THE FLOODWAY MANAGEMENT.
AND THEY'RE LIKE, NO, IT'S IN YOUR PARK, YOU'RE RESPONSIBLE.
BUT THAT'S A PARK ASSET, BELIEVE IT OR NOT.
SO Y'ALL NEED TO PUT THAT IN YOUR FARM PROGRAM.
THIS HAS BEEN A BACK AND FORTH, I ASSURE YOU, 32 YEARS I'VE BEEN HERE.
AND AT SOME POINT IT HAS TO BE A POLICY DECISION THAT AT THE COUNCIL LEVEL TO DECIDE THAT THESE CREEK EMBANKMENTS, THESE WATERWAYS IS NOT THE PARK DEPARTMENT RESPONSIBILITY, BUT IS THE CITYWIDE RESPONSIBILITY.
SO HOW DO WE DO THAT? WHAT CAN THIS BOARD DO TO PUT IT TO THE COUNCIL RATHER THAN, I THINK WE JUST HAVING THESE BRIEFINGS AND AS YOU SAID FOR 30 YEARS YOU'VE BEEN FIGHTING IT.
HOW CAN WE MAKE A POLICY ACTION TO TAKE IT TO THE COUNCIL? THEY AGREE OR NOT? THAT'S A SEPARATE ISSUE.
I LIKE THE, I THINK THE FIRST APPROACH IS WE PROBABLY, WE PROBABLY NEED THE FUND, I DON'T KNOW NOT TO TALK TO STAFF, BUT I THINK FIRST IT IS JUST 'CAUSE WE KNOW WHERE THEY ARE.
WE COME BACK WITH Y'ALL IN THE NEXT COUPLE MONTHS WITH A BRIEFING AND THEN WHAT'S GONNA BE THE ACTION PLAN IF THAT IS THAT WE NEED TO DO A RESOLUTION FROM THE BOARD ASKING THE COUNCIL TO CONSIDER THIS AS A MORE OF A CITYWIDE ISSUE AND NOT JUST A PARK ISSUE.
'CAUSE I ASSURE YOU WE WOULD EITHER OUR ENTIRE BOND PROGRAMS ON ADDRESS EROSION ISSUES.
SO YOU BRING UP A GOOD POINT, MR. CHAIR.
AND SO I THINK THE NEXT STEP IS, UM, YOU KNOW, LET US COME BACK OVER THE NEXT COUPLE MONTHS HERE, PROBABLY IN PROBABLY THE NEXT FOUR OR FIVE MONTHS, COME BACK WITH A DETAILED BRIEFING WITH ALL THE EROSION ISSUES ARE AND HAVE YOU ALL DIRECT US.
THEY EITHER DO A, A, UH, HIRE A CONSULTANT THAT GIVES YOU THE TOTAL COST OF WHAT IT TAKES BECAUSE I THINK IT'S GONNA BE THE COST THAT WHERE IT GETS THE COUNCIL ATTENTION THAT IF I GOT OVER A HUNDRED MILLION DOLLARS WORTH EROSION, I MEAN EROSION ISSUES, UH, THAT'S GONNA TAKE SEVERAL BOND PROGRAMS TO FIX IT.
AND IS THAT GONNA BE A PRIORITY GOING FORWARD? AND IT SHOULDN'T BE IN OUR PROPOSITION THAT MAYBE DIG SOME ACTIONS FIGHT FOR MANY YEARS.
AND LET'S SEE WHAT COMES MR. CON.
UM, SO JOHN, REAL QUICK, I HAD A LOT OF QUESTIONS, BUT JOHN, TO YOUR POINT, YOU KNOW, THIS IS WHAT
BUT IF THIS CHANGE, IF THE, IF THE SUBJECT HAS CHANGED TO FROM EROSION TO SAFETY, I THINK THAT THAT I I DON'T ACCEPT THAT IT'S BEEN 30 YEARS.
THIS WE HEARD TODAY FROM, FROM, I WISH THE ENTIRE BOARD COULD HAVE HEARD THE WHITE ROCK LAKE GROUP THAT CAME IN THIS MORNING BECAUSE WE GRILLED THEM.
THERE WERE GUIDELINES THAT WERE PUT IN PLACE.
THAT'S 30 YEARS THAT EROSION WAS KNOWN HERE AND THEN UP ON THE NORTH END OF MOCKINGBIRD POINT, THAT EROSION NEEDED TO BE MITIGATED IN THIS AREA.
UM, SO I, YOU KNOW, WHEN YOU TALK ABOUT THIS IS A SAFETY ISSUE RATHER THAN AN ISSUE THAT IT IS JUST EROSION.
I I, I TOTALLY DISAGREE WITH YOU THAT IT'S BEEN 30 YEARS AND THE BOARD WANTS LIKE COOL AND SEXY THINGS.
YEAH, BUT YOU KNOW, IF FROM A SAFETY PERSPECTIVE, I THINK EVERYBODY AROUND THIS THIS WORKS, YOU AND DOWNSTAIRS WOULD UNDERSTAND SAFETY ISSUES FIRST.
SO REAL QUICK, I KNOW I BURNED A MINUTE.
WHY WAS THERE A SIGNIFICANT DELAY IN PARKING ON, ON UH, PLANNING DESIGN STAFF INSPECTING THESE, THE AREA ON MAY 10TH, 2023 THEN INITIATING A WILDLIFE TRAIL FOR PRELIMINARY ENGINEERING REPORT ON 20 MAY, JANUARY, 2024? WELL I DON'T FEEL THAT THAT WAS A SIGNIFICANT DELAY.
BASICALLY WE, FROM MAY TILL JANUARY, IT WAS SIX MONTHS.
BASICALLY GET NAMES TOGETHER, TAKES THAT LONG TO INITIATE A CONTRACT, IT TAKES THAT LONG TO GET PAPERWORK IN PLACE.
SO THAT WAS HOW LONG IT TOOK TO GET THE CONTRACT PLACE TO ACTUALLY BE ABLE TO FORWARD WITH RESUBMITS.
SO ALL THAT TIME WAS THAT TIME WAS SPENT GETTING THAT CONTRACT IN PLACE.
UH, WHY WAS THERE A FOUR MONTH DELAY IN THE ENGINEERING REPORT BEING ISSUED IN APRIL AND DR DISCUSSING SHEET PILING WITH DW IN JULY? WHAT WORK WAS DONE IN THAT FOUR MONTH PERIOD ON THAT ISSUE? GET SHEET BACK, BACK, BACK UP PLEASE.
[00:45:01]
THIS IS PAGE FIVE, BACKGROUND HISTORY.I'M SORRY MR. CO, CAN YOU PLEASE REPEAT YOUR QUESTION NOW THAT I'M ACTUALLY LOOKING AT THE YEAH, WHY WAS THERE A FOUR MONTH DELAY IN THE ENGINEERING REPORT BEING ISSUED IN APRIL AND DEPORT DISCUSSING? SHE PILOTED WITH DW IN JULY.
WHAT WORK WAS DONE IN THAT FOUR MONTH PERIOD? WE WERE EVALUATING INTERNALLY WHAT OPTIONS WE THOUGHT WE HAD AND DISCUSSING AT THE SAME TIME.
SO AGAIN, WE WERE DISCUSSING INTERNALLY WHAT WE WANTED TO DO.
ONCE WE GOT SOME INTERNAL DISCUSSION DONE AND WENT BACK TO FREEZING NICHOLS THAT
WHY DID FREEZING NICHOLS, THE ONES WHO WE CONTRACT WITH TO DO THE INITIAL REPORT, SAY THAT SHEET PILING WASN'T AN UNVIABLE OPTION.
ARE THEY HERE TODAY? WHY IS CELEBRITY ENGINEERING SAY THAT IT CAN BE DONE? OTHER FIRMS SAID IT COULD NOT.
WHY THE TWO FIRMS WHEN WE BASICALLY DIDN'T LIKE THE, THE, THE ANSWER WE GOT ON THE FIRST FIRM AND ARE EITHER FIRM'S HERE TODAY, NEITHER FIRM IS HERE TODAY.
UM, DIFFERENT ENGINEERING FIRMS AND DIFFERENT ENGINEERS HAVE DIFFERENT OPINIONS.
THE REASON WE WANT TO TALK TO HOUSTON AREA FIRMS IS BECAUSE THEY DEAL WITH THESE TYPE OF WAVE TYPE EROSION ISSUES MUCH MORE OFTEN THAN WE DO IN HOUSTON SCENARIO.
SO IT WAS TO SAY THAT RESA NICHOLS DID ANYTHING WRONG OR ANYTHING ELSE, IT WAS THEIR PROFESSIONAL OPINION SHEET FILED WASN'T AN OPTION.
WE WANTED TO GO AND TALK WITH FIRMS THAT DEAL WITH THIS TYPE OF WAVE ACTION AND EROSION ACTION ON A REGULAR BASIS.
WHICH IS WHY WE HADN'T TALK TO FIRMS IN HOUSTON, WHICH INDICATED THAT IT WAS A VIABLE OPTION TO DO SHEET FILE.
WHY DID WE CONTRACT A FREEZING NICHOLS IN THE FIRST PLACE IF THERE WERE BETTER FIRMS TO AND MORE EXTRA BECAUSE THIS WAS AN URGENT MATTER AND WE WENT THROUGH THAT, MS.
AND THAT'S WHO WE CONSULTED WITH THROUGHOUT THIS ENTIRE PROCESS.
THIS IS NOT OUR EXPERTISE DEALING WITH A WHOLE BUNCH OF HYDRAULICS AROUND WATER.
SO WE WENT TO THE FOLKS, THIS IS THEIR EXPERTISE, BW AND I JUST WANT TO CHIME IN.
THERE WAS PLENTY OF DISCUSSIONS GOING BEHIND THE SCENES.
IT'S NOT DOCUMENTED THAT I PERSONALLY WAS INVOLVED IN TO GET MOVEMENT ON THIS.
WHY, UM, UH, HOW ARE WE ADDRESSING THE ISSUES UNDERNEATH TRAIL AND GARLAND ROAD? IS THE SHEET PILING JUST A BANDAID? WHAT'S BEING USED TO PATENT BUILD THAT AREA? THAT WILL BE PART OF THE DESIGN PROCESS.
WE DON'T HAVE THAT DESIGN FIELD ABLE SPECIFIC QUESTION THAT WOULD BE PART OF THE DESIGN PROCESS IS HOW THE ACTUAL, UM, ISSUE OR HAVE THE ACTUAL ISSUE OF WHAT, WHAT GETS BILLED ON GARLAND ROAD IS TAKEN CARE OF.
THAT WOULD BE PART OF THE ACTUAL
WHY IS PARKS RESPONSIBLE FOR THIS? NOT DWU? YEAH, THAT'S WHY WE'RE HAVING A DISCUSSION BACK AND FORTH.
BUT RIGHT NOW, TO YOUR POINT EARLIER, MR. CONNOR, THIS IS A SAME ISSUE AND, AND WE'RE SEEING IT CONTINUE TO DETERIORATE.
SO FROM MY POSITION, I'VE TOLD STAFF WE'RE WE'RE PROCEEDING FORWARD AND WE WILL WORK OUT WHO'S GOING TO PAY FOR WHAT LATER.
BUT FOR RIGHT THERE, WE'RE GONNA GET THIS MATTER RESOLVED.
ALL RIGHT, PAGE SIX, SEPTEMBER 4TH FUNDING WAS REQUESTED FROM WHO AND FOR WHAT AMOUNT? UM, SEPTEMBER 4TH.
THE FUNDING WAS REQUESTED ON PARK DEPARTMENT FOR THE ENGINEERING
I DON'T KNOW WE HAVE A SPECIFIC AMOUNT OF THE ENGINEERING CONTRACT, BUT THAT WAS THE FUNDING THAT WAS REQUESTED FOR THE ENGINEERING CONTRACT IN OUR, IN OUR COMMITTEE MEETING THIS MORNING FROM THE WHITE ROCK LAKE GROUP THAT CAME IN.
WE HEARD THERE WERE SEVEN WAYS TO MITIGATE EROSION.
WHY IS SHE PILING THE BEST? I'M GONNA DEFER TO EITHER JOHN REYNOLDS AND
I THINK IN THIS CASE IT'S BECAUSE OF THE DEPTH OF THE, SO SHE PILING IS MOST EFFECTIVE WHEN, UM, WEROCK IS FURTHER.
SO THIS CASE IT'S, IT WEROCK WEROCK ON THIS SIDE.
THEY DID FREEZING NICKELS, DID DO BORINGS, BUT I THEY SUED AS MUCH AS THEY SHOULD HAVE.
BUT IT'S, IT'S A 25 FOOT DEPTH DOWN TO THE WEROCK AT THIS LOCATION WEROCK.
SO SHEET PILE IS GOOD FOR THAT APPLICATION.
IT'S NOT, THERE'S A LOT OF AREAS IN TEXAS OR NORTH TEXAS.
IT'S NOT GONNA BECAUSE IT'S NOT ACCURATE
THE OTHER REASON WAS IT'S MORE EXPEDITIONS THAN THE PROPOSAL THAT
AND SO JUST THE AMOUNT OF MATERIAL, IT'S APPROXIMATELY 16,000 YARDS OF MATERIAL.
THAT'S UM, I BELIEVE THAT'S 16, 1618 WHEELERS CROSSING WHITE ROCK CREEK TRAIL BACK AND FORTH TO PUT THAT MATERIAL IN.
SO FROM THAT FAST STANDPOINT, THAT'S WHAT SHE FOUND.
[00:50:01]
IT'S MUCH FASTER.YOU DON'T HAVE THAT DISRUPTION TO THE, THE TRAIL BRINGING, BRINGING MATERIALS IN.
IT'S NOT THAT YOU COULDN'T DO IT WITH THE OTHER DAY, BUT THOSE CHANGE THE LOOK OF THE SHORELINE.
ALL THE TREES WOULD BE TAKEN DOWN PROBABLY ROCK FROM GARLAND ROAD OUT 40 FEET INTO THE LAKE.
SO THAT'S, THAT'S THE ADVANTAGE YOU FOUND VERSUS
THAT'S, THAT'S THE REASON LESS IMPACT TO TRAIL USERS FROM MID.
SO IN TERMS OF THE 16,000, YOU KNOW, I, I GET WHAT YOU'RE SAYING, BUT AGAIN, THIS GOES BACK TO A 30 YEAR PROBLEM AND IF THIS WAS ADDRESSED 20 YEARS AGO, MAYBE IT WOULD'VE BEEN 16,000 TRUCKLOAD MATERIAL TO, TO FIX THAT.
ARE ARE WE, ARE WE REINFORCING THE TRAIL AND THE ROAD? SO THE THE ROAD IS NOT, IT IS NOT COMPROMISED.
IT'S THE EROSION IS CURRENTLY ABOUT TWO FEET UNDERNEATH THE TRAIL THAT, THAT PHOTO WAS THE, THAT IS THE WORST LOCATION WE SAW.
UM, SO WHAT THEY'RE GONNA DO, WE PUT THE SHEET BOW IN, WE'LL REPLACE THE TRAIL.
WE WE'LL BACK, WE'LL PUT THE SHEET BOW IN BACK THE, AND INSTALL THE TRAIL, A NEW TRAILER ON THE BOTTOM.
IT, IT WOULD BE A TRAIL THAT CONTINUOUS TO CROSS TO YOUR POINT ABOUT THE, UH, FORGET INTER MENTIONED ABOUT, UM, JOINT, I'M SORRY, MR. GREEN.
UM, HE HAD, HE HAD A JOINT THERE.
WHEN, WHEN THE, WHEN THE, UH, TRAIL WAS ORIGINALLY BUILT IN 86, THERE WAS AN EXISTING SIDEWALK THERE.
AND SO THEY ADDED ON TO THAT SIDEWALK RATHER THAN, THAN INSTALLING A NEW TRAIL, I GUESS TO SAY THE CONCRETE THAT WAS THERE.
AND THAT'S THE JOINT YOU'RE SEEING MOVEMENT OUT.
IT'S, IT'S BEEN MOVING SINCE SHORTLY AFTER THEY PUT IT IN.
UM, OR IT DOES VARY IN SO SO AREN'T WE REINFORCING THE ACTUAL TRAIL WILL WE REPLACE WILL BE REPLACING THE EXISTING TRAIL IN THIS LOCATION? YES.
SO WILL THE SHEET PILINGS HELP MITIGATE FUTURE MOVEMENT OF THE TRAIL? HOW ARE YOU
HOW ARE YOU GOING TO MAKE SURE THAT TRAIL DOESN'T SHIFT AGAIN? RIGHT.
IT'LL BE, IT'LL BE BACKFILLED AS, AS ALL OUR PROJECTS ARE WITH, UM, WITH MATERIAL.
YOU, YOU STAY BLOOD MATERIAL, YOU BACKFILL IT, YOU CAN BACK.
WHY ALL THIS HAPPENED WITHOUT INFORMATION OF THE PARK BOARD? WHAT, WHAT, WHAT, WHEN YOU SAY ALL OF THIS HAPPENED, CAN THE THE, THE THE INFOR THE THE REPORT BEING DONE IN APRIL AND PART WE'RE NOT BEING ALERTED OF THE REPORTS UNTIL SEPTEMBER? YEAH, I, I CAN TELL YOU AGAIN, I, I'VE SAID THIS POSITIVE BEFORE AND I'LL SAY THIS TO THE ENTIRE BOARD.
THAT'S THE WILL OF THE BOARD NOW.
AND I UNDERSTAND THAT EVERYBODY HAS THEIR, THEIR OPINION OF WHITE ROCK.
UH, BUT BECAUSE I WAS DEALING WITH A TRAIL ISSUE, UH, I'M DEALING WITH AN INFRASTRUCTURE ISSUE THAT I I DEAL WITH MONTHLY THROUGHOUT THIS PARK SYSTEM.
IT'S BEEN THE PRACTICE THAT WE CONTACT THE BOARD MEMBER AND THE COUNCIL MEMBER IN THE DISTRICT.
WE'RE DEALING WITH SOMETHING VERY SPECIFIC LIKE THIS.
NOW, WHEN WE GOT TO THE POINT WHERE WE'RE TALKING ABOUT CLOSING THIS ENTIRE TRAIL DOWN BECAUSE THIS IS A REGIONAL ASSET, NO, THE ENTIRE BOARD NEED TO BE NOTIFIED.
'CAUSE YOU'RE GONNA GET ALL KIND OF CALLS BECAUSE WE'RE SHUTTING DOWN THE ENTIRE TRAIL THAT HUNDREDS OF THOUSANDS OF PEOPLE UTILIZE.
IF THIS THE BOARD PREFACE GOING FORWARD, LIKE WHEN I HAD THE ISSUE WITH CRAWFORD WHERE THE BRIDGE COMPLETELY FAILED, I HAD TO SHUT THAT DOWN.
I CAN NAME Y'ALL 10 OTHER EXAMPLE IF IT'S THE BOARD PREFERENCE GOING FORWARD AND I TALK ABOUT ON EVERY INFRASTRUCTURE FAILURE IN THIS DEPARTMENT, I WILL DO THAT.
I I DON'T THINK THAT'S, I I THINK THAT'S A LITTLE BIT HYPERBOLE.
LIKE I, I THINK HE MARIA, GIMME THE FACTS.
TELL MARIA, AND, AND, AND, AND YOU KNOW, WE'RE TALKING ABOUT A SAFETY ISSUE IN ONE, ONE SIDE OF OUR MOUTH.
AND WE'RE TALKING ABOUT, WELL, IF THE BOARD WANTS TO BE ALERTED ABOUT EVERY, EVERY SAFETY OR EVERY ISSUE, THEN THAT'S JUST GONNA BASICALLY BOG US DOWN.
I I DON'T ACCEPT THAT BECAUSE I THINK FOR US TO HELP MARIA AND, AND COUNCIL MEMBER BLACKMAN TO ADVOCATE FOR SOMETHING LIKE THIS, WE, I MEAN, AGAIN, TALK ABOUT IT WAS, THIS WAS CAME UP IN COMMITTEE.
WE'RE TALKING ABOUT FIVE JEWELS OF, OF, OF THE CITY OF DALLAS.
I I THINK THE BOARD SHOULD HAVE KNOWN WHITE ROCK.
LIKE, AND I KNOW I'M RUNNING OUTTA TIME, BUT THE DREDGING THAT'S HAPPENING AT TWIN LAKE PARK, I MEAN THAT, THAT'S A TWO ACRE, THREE ACRE PARK.
I MEAN THAT'S NOT A REGIONAL PARK.
AND I WOULD'VE LIKED TO HAVE HELPED MARIA ADVOCATE FOR THIS FAR BEFORE THIS CAME TO THE BOARD.
AND, AND WE HAD SPEAKERS ON THIS.
UM, AND I'VE GOT MORE QUESTIONS, BUT I'M OUT OF TIME.
AND I JUST, ONCE AGAIN, I GOTTA CLARIFY.
[00:55:01]
UH, MR. CON WHAT YOU SAID, I HAVE NO PROBLEM AND I'M NOT TRYING TO MAKE THIS IN BIGGER WHAT IT IS, BUT THIS IS TO ME IN MY EYES AS THE PARK PROFESSIONAL AND THE, AND THE PARK DIRECTOR.THIS IS NO DIFFERENT THAN CR A PARK WHEN THE, WHEN THE BRIDGE FELL VERSUS I GOT A TRAIL WHERE THE INFRASTRUCTURE HAS FAILED.
AND IF I WILL MAKE SURE Y'ALL KNOW ABOUT, IF YOU WANT ME TO KEEP IT AT THE REGIONAL LEVEL PARK, THAT'S WHAT I WILL DO.
I GOT CRAWFORD, THAT'S A REGIONAL PARK.
I HAVE KEITH, THAT'S A REGIONAL PARK.
I HAVE SAMUEL BRAND, THAT'S A REGIONAL PARK.
I HAVE BACHMAN, THAT'S A REGIONAL PARK.
THAT'S A REGIONAL PARK AND FAIR PARK.
I'M SORRY, BUT THAT'S THE CITY FAIR PARK IS MORE OF THE MORE BIG CITYWIDE.
UH, I'M GONNA CONTINUE TO KICK A DEAD HORSE TO, HAS BEEN KICKING FOR SEVEN YEARS.
BUT WHEN I HEAR DIRECTOR JENKINS TALK ABOUT THE TRUTH OF THIS, WHICH IS THAT THERE IS NO SUPPORT FOR THESE INFRASTRUCTURE ISSUES WHEN IT COMES TO BONDS.
I'M GONNA CONTINUE TO SAY THIS, THAT, AND OF COURSE IT'S ANOTHER PART THAT WILL DEAL WITH THIS AND FIVE TO SEVEN YEARS WHEN THE NEXT BOND COMES UP.
BUT WE HAVE THIS PROPENSITY FOR GIVING OUR BOND MONEY TO PROJECTS THAT HAVE SIGNIFICANT MATCHING MONEY.
LIKE WE HAVE AN EIGHT TO ONE MATCH.
HOW DO WE TURN THAT DOWN? HOW CAN WE TURN THAT DOWN? IT'S SUCH A GOOD DEAL.
WELL, WHEN WE LOOK AT THE INFRASTRUCTURE NEEDS, IT'S UP TO THIS BOARD TO SAY, WELL NO, YOU, SOMETIMES YOU HAVE TO SAY NO TO VERY POWERFUL PEOPLE WHO HAVE THEIR PET PROJECTS AND ARE WILLING TO PUT MILLIONS OF THEIR OWN MONEY INTO IT.
BUT IF WE HAVE OTHER NEEDS THAT, THAT WE'RE GONNA TAKE 20 TO 30 MILLION OF OUR EXISTING BOND MONEY, YOU GOT ANOTHER 90 OR A HUNDRED MILLION IN MATCHING MONEY.
IF THOSE PROJECTS CONTINUE TO GET PRIORITIZED, WE'RE NEVER GONNA GET THERE.
SO IT'S, GUESS IT'S WORDS INTO THE ETHER, BECAUSE I WON'T BE AROUND WHEN THIS HAPPENS, BUT THIS IS AN ISSUE THAT I, I WANT TO BE STATED ON THE RECORD THAT WE'VE GOTTA RECONSIDER THAT ARE ALWAYS GOING FOR THIS MATCHING MONEY AND IGNORING THINGS LIKE SAFETY ISSUES AND INFRASTRUCTURE ISSUES AND THINGS ALSO LIKE THE FACILITIES THAT OUR EMPLOYEES.
SO THAT'S, UH, I'VE HEARD IT SAID THAT ONE OF THE HARDEST JOBS OF A PARK DEPARTMENT DIRECTOR IS SOMETIMES HAVING TO SAY NO TO POWERFUL PEOPLE.
AND I THINK THIS APPLIES TO SOME BOARD MEMBERS AS WELL.
IT'S LIKE, WE GOTTA START TO CONSIDER THESE THINGS.
'CAUSE THERE IS, WE GOTTA GET BACK TO BASICS ON
SO THAT'S, I JUST WANT TO CONTINUE ON THE RECORD EVEN THOUGH I WON'T BE AROUND.
UM, THE QUESTION I HAVE ABOUT THE SHEET PILINGS AND FRIES AND NICHOLS, WHEN THEY SAID IT'S NOT A FEASIBLE OPTION, WAS THERE ANY SAFETY ELEMENT IN THAT RULING? WHAT WAS THEIR EXACT REASON THAT THIS WAS NOT, IN THEIR OPINION, A FEASIBLE OPTION? THE SHEET PILOTS, I THINK THEY'RE NOT AS FAMILIAR WITH THEM AS SOME OTHER FIRMS ARE.
I HAD MENTIONED ANOTHER, THERE'S A, A PRODUCT FEASIBLE CODE CALLED FIBER FORM.
WE USED IT ON IT TO, FOR DAM REPAIR TENNIS.
AND THEY'RE NOT FAMILIAR WITH THAT PRODUCT.
THEY'RE NOT, I MEAN, EVERYBODY HAS THEIR, THEIR STRONG SUITS AND I THINK THEY TYPICALLY GO WITH THE ROCK IANS, THAT'S PRETTY TYPICAL IN NORTH TEXAS CITY.
THEY, THEY MAY NOT BE EXPERIENCED.
I MEAN, CHIEF PINES ARE USED, THINK OF ALL THE MILES OF, UH, UM, SHORELINE IN THE US CHIEF PLOWING EV EVERY PORT CITY HAS USED IT WITH THIS OCEANS, WITH HURRICANE SHEET POLL IS, IS A, A WIDELY ACCEPTED ENGINEERING SOLUTION FOR WATER RELATED DEALS.
IT'S NOT THAT COMMON HERE, BUT THAT'S BECAUSE THE DIFFICULTY WITH THE, USUALLY THERE'S ROCK CLOSE AND WE CAN'T WEAR SHEET POND ROCK.
AND I DON'T THINK THEY HAD, UH, LOOKED INTO IT AS PERHAPS THEY, YOU KNOW, IT WASN'T, IT WASN'T, IT'S NOT SOMETHING THEY TYPICALLY DO.
OH, AND JUST A QUICK QUESTION ON THE, JUST A PERSONAL ON THE ACHMAN.
WHERE ON WHERE, WHERE ON ARE THE SHEET PONDS CONNECTED TO THE DAMON AND SPILLWAY RECONSTRUCTION? THERE ARE, THERE'S ACTUALLY TWO SETS OF SHEET PONDS.
THERE'S A CURRENT ONE, THERE'S A TEMPORARY SHEET POND AND THERE'S ALSO A PERMANENT SHEET POND.
IT'S PART AT WHERE, WHERE? AT BACHMAN.
AND I JUST WANTED TO SAY ON OPTION OF THE DIRECTOR JENKINS AND THE STAFF ARE GOING, UH, GET THIS FIGURED OUT SOMEHOW.
I APPRECIATE YOUR COMMITMENT TO GIVING US REGULAR UPDATES ON THE PROCESS, ON THE PROGRESS OF THIS 'CAUSE THERE ARE THESE, IT'S A COMPLICATED ISSUE AND REGULAR UPDATES FOR US WOULD BE MUCH APPRECIATED.
[01:00:01]
MR. MR. DICK TO ADD TO YOUR POINT, I TOTALLY AGREE THAT YOU'RE BRINGING UP THIS BIG ISSUE OF YEAH.MATCHING FUNDS AND UH, THE BOND PRIORITIES AND CALL.
AND IT REALLY PUTS A CHALLENGE ON US AS A BOARD THROUGH IN THE BUDGETS THAT ARE WE RUNNING THE DEPARTMENT IN THE MOST EFFICIENT WAY? SO MUCH EFFORT WE KEEP FROM HAPPENING? DOES IT INCREASE EVERY YEAR? BECAUSE TRULY I THINK WE NEED TO, AS A BOARD TO FISCALLY MORE RESPONSIBLE THAT ARE WE RUNNING? BECAUSE ANY BUSINESS SHOULD NOT RUN THAT WAY.
THAT, OH, OKAY, SOMEHOW IF I'M RUNNING MY BUSINESS THAT SOMEHOW 10 YEARS I GET ANOTHER, SOME INFUSION OF THE MONEY AND I MAINTAIN MY BUSINESS IF THIS IS THE BUSINESS.
SO I THINK THE NEXT BUDGETING EXERCISE WE SHOULD LOOK AT THAT, THAT WHY DO WE KEEP ON GETTING THIS DE MAINTENANCE AND WHY WE KEEP ON KICKING THE CAN.
AND IF THAT REQUIRED SOME SERIOUS BUDGET ADJUSTMENTS, WE WE NEED TO BE LOOKING AT THAT BIGGER ISSUE THAN WHITEROCK SINCE YOU BROUGHT IT UP.
I, I THINK, UH, THAT NEEDS TO BE LOADED DEPARTMENT REALLY, IT BRINGS IT UP.
'CAUSE WE JUST CAN'T KEEP ON EVERY TIME SAYING, OH, SUDDENLY WE'LL PUT THIS BOND.
WE'VE NOT EVEN STARTED CASHING OVER BOND, UH, LAST ONE AND WE ALREADY TALKING OF NEXT BOND.
IT'S, UH, REALLY SHOULD NOT ADD.
SO, BUT TOTALLY APPRECIATE YOUR POINT THIS
AND YES, I'M, YOU KNOW, YOU KNOW HOW I LOVE TO TALK ABOUT YOU CAN'T GO ON VACATION TILL YOU PAY YOUR MORTGAGE, THAT WE HAVE SO MUCH DEFERRED MAINTENANCE AND THAT WE CAN SECURE OF THAT BEFORE WE START BUILDING NEW SHINY THINGS.
AND THIS KIND OF FEEDS RIGHT INTO THAT.
UM, I THINK WE'VE, WE TALKED ABOUT THIS EROSION AND THE WATER FLOW AND THE, THE STORM RUNOFF IT'S AFFECTED, THAT IS AFFECTING OUR ENTIRE PARK SYSTEM.
I MEAN, WE'VE LOST, UH, WE'VE LOST THE TENNIS CENTER AT FAIR OAKS BECAUSE OF WHITE ROCK CREEK AND HOW THAT WATER FLOWS THROUGH THERE.
WE'RE GETTING READY TO LOSE TENISON GOLF COURSE.
'CAUSE YOU'VE SEEN THE PICTURES LIKE THOSE GOLF CARTS PASS ARE FALLING INTO THE CREEK.
SO THIS, THIS IS DESTROYING OUR PARKLAND.
THE EROSION ABOUT WHITE ROCK LAKE HAS BEEN GOING ON AS LONG AS THERE'S BEEN A WHITE ROCK LAKE.
AND EVERY, YOU KNOW, EVERY TIME THERE WAS A MAINTENANCE DISCUSSION AROUND WHITE ROCK LAKE, THE WHITE ROCK LAKE TRAILS, THE TRAILS GOING UP NORTH ALONG THE CREEK.
SO WE HAVE TO, WE HAVE TO HAVE SOME KIND OF, UM, FINANCIAL MECHANISM TO HELP US.
'CAUSE THIS IS COMING FROM ALL THE WAY UP NORTH AND IT AFFECTS EVERY CREEK, EVERY PARK, EVERY WATER RUNOFF.
SO WE HAVE TO FIND A WAY THAT'S JUST NOT ABOUT US PUTTING OUT BOND EVERY SEVEN YEARS TO TRY TO FIX ALL THESE EROSION PROGRAM PROBLEMS THAT ARE NOT GOING AWAY.
SO I THINK HOWEVER WE CAN DO THAT, DIRECTOR JENKINS, HOWEVER WE CAN BRING MORE LIGHT ONTO PARTNERING WITH WU OR PARTNERING WITH OTHER CITIES TO THE NORTH OF US AND, UM, FINDING SOME MECHANISM TO PAY FOR THESE EROSION PROBLEMS THAT ARE NOT GONNA GO AWAY.
THEY'RE JUST GOING TO CONTINUE TO HAPPEN.
AND UNFORTUNATELY THEY'RE ALL HAPPENING AND THEY'RE ALL HAPPENING, TO YOUR POINT, ALL OVER THE CITY ALL THE TIME.
AND THE ONLY TIME WE EVER ACTUALLY HAVE TO HAVE THIS CONVERSATION IS WHEN IT DOES BECOME A SAFETY ISSUE.
AND UNFORTUNATELY WITH THIS ONE, AS IT ERODES THAT TRAIL UNDER GARLAND, IT DID RISE, YOU KNOW, UP TO THE SURFACE OF BEING A SAFETY ISSUE.
AND THE STAFF HAS BEEN WORKING BEHIND THE SCENES.
WE'VE MET OUT THERE MANY TIMES.
AND UNFORTUNATELY THE PROCESS TAKES A LONG TIME AND THEN YOU GOTTA GO FIND THE MONEY.
SO I'M HOPEFUL THAT THIS WILL GET SOLVED, BUT I THINK IT'S A BIG RED FLAG TEST THAT WE NEED TO PAY MORE ATTENTION TO THESE PROBLEMS GOING FORWARD AND HOW WE'RE GONNA PAY FOR 'EM.
BECAUSE NOW WE GOTTA GO FIND THE MONEY TO FIND SOMEBODY TO HELP US PAY FOR.
UM, SO, YOU KNOW, I THINK IT'S A BIGGER, IT'S BIGGER THAN ALL OF US.
I THINK WE NEED TO SUPPORT THE DIRECTOR AND
AND THEN THE ONLY OTHER THING I WANTED TO ADD WAS THAT THE 1994 REPORT THAT OUR, UM, MASTER PLAN FOLKS TALKED ABOUT THAT 1994 WAS A DESIGN GUIDELINE DOCUMENT FOR WHITE WHITEROCK LAKE.
IT SPOKE TO HOW TO ADDRESS EROSION ISSUES ALL OVER THE LAKE AND THE DIFFERENT TYPES.
IT WASN'T REALLY AN ENGINEERING FORM.
EROSION HAS EXISTED AT WHITEROCK FOR A LONG TIME.
AND I JUST WANNA SAY ONE THING.
UM, I DON'T WANT, UH, PROBABLY TO THINK THAT ALL THIS IS DW ISSUES BECAUSE I'VE BEEN SPEAKING WITH MY STAFF AND I KNOW THIS, THIS IS WHAT HAPPENED IN THE PAST.
BUT WE GOTTA MAKE SURE WHEN WE'RE DESIGNING TRAILS, WE DON'T PUT THEM SO CLOSE TO THE CREEK AND BANK.
I KNOW THE PUBLIC WANT TO GET CLOSE UP TO THE CREEK.
DW HAS COMPLAINED OVER THE LAST SEVERAL YEARS.
Y'ALL QUIT PUTTING YOUR TRAILS CLOSE TO THE CREEK BANK 'CAUSE THAT CREEK IS GOING TO VENTURE AND GROW.
AND SO I'VE BEEN INSTRUCTED MY STAFF NOW, NO, WE DON'T PUT JUST
[01:05:01]
BECAUSE THE PUBLIC SAYS PUT IT NEXT TO THE CREEK BANK 'CAUSE THEY WANNA SEE THE CREEK WHILE THEY'RE OUT THERE WALKING AND RUNNING.THAT IS IS NOT A GOOD BUSINESS DECISION 'CAUSE THAT CREEK WILLARD ROLLED OVER TO.
AND SO I'VE BEEN IN INSTRUCTING MY STAFF NOW, IF YOU'RE AT THESE COMMUNITY MEETINGS AND YOU'RE TALKING TO A COUNCIL MEMBER, BOARD MEMBER, YOU NEED TO SPEAK UP TO TIM'S POINT AND SAY, NO, WE HAVE TO MOVE.
WE HAVE TO BE LOOKING 20 AND 30 OR 50 YEARS DOWN THE ROAD.
UM, FROM OUR PLANNING AND DESIGN MEETING, I WANNA BE A PRAGMATICS MATTER.
IT WAS ESTABLISHED A LONG TIME AGO AND REITERATED IN OUR PLANNING DESIGN MEETING THAT BRIGHT ROCK LAKE IS A CITYWIDE PARK, NOT A REGIONAL PARK.
THE, THE AMOUNT OF, UM, INFORM, UM, EMAILS THAT WERE SENT OUT FOR THE, UM, MEETINGS THAT, OR COMMUNITY MEETINGS AND FEEDBACK FOR THAT MASTER PLAN TRAIL MASTER WHITE ROCK MASTER PLAN REACHED OUT TO A WIDER COMMUNITY THAN REGIONAL PARK.
SO I JUST WANNA MAKE SURE THAT WHITE ROCK LAKE UNDERSTOOD THAT IT'S A CITYWIDE IT DOES MATTER FOR ALL OF US.
'CAUSE WHEN I USED THE TERM REGIONAL, THOSE ARE WHAT WE CONSIDER OUR CITYWIDE PARKS, THOSE SEVEN PARKS YOU MENTIONED.
WELL I'M JUST SAYING, I'M JUST TALKING ABOUT RIGHT ROCK CLICK RIGHT NOW.
SO, UM, AND, AND WHAT'S CONCERNING IS, IS THAT WHAT WAS, WE WERE PRIVY TO EARLIER, THE PLANNING AND DESIGN MEETING WAS THE, THE, THE TASK FORCE AND THE GENTLEMAN THAT SPOKE TO US ABOUT THE WHITE ROCK MASTER PLAN, A FORMER STAFFER IS ON IT WHO'S NOW A CONSULTANT, OUR FORMER PARK DIRECTOR IS, IS A PART OF THIS.
BUT EROSION SINCE HAS BEEN HAPPENING SINCE THE BEGINNING OF THIS.
AND IT REALLY LOOKED AT IN 1994.
NOW IN 2024, IT SEEMS TO BE EROSION IS EQUATED TO A SAFETY ISSUE, A REALLY DANGEROUS SAFETY ISSUE.
SO HOW DOES THAT NOT GET ADDRESSED ADEQUATELY? AND THEN HOW DOES YOUR DEPARTMENT, YOUR PLANNING DESIGN DEPARTMENT, HOW ARE THEY ABLE TO SAY IF THEY DON'T HAVE ENOUGH INFORMATION ON WHAT SHEET PILING IS TO SAY SHEET PILING IS THE BEST OPTION, LET'S GO TO SOMEBODY ELSE.
I, I'M A LITTLE BIT CON CONFUSED ON THAT.
SO IF SOMEBODY CAN YEAH, THAT'S WHAT, UH, MR. RONALDS WAS EXPLAINING THE REASON WHY THEY WENT WITH THE SHEET ROCK OPTION.
AND I HAVE HIM MAKE SURE HE EXPLAINED MORE IN DETAILS AGAIN.
UH, BUT UH, BUT SHE HAD BROUGHT UP SOMETHING MS. ELL, THAT I WANTED TO RESPOND TO, BUT HE CAN GO AHEAD AND JUST EXPLAIN THAT.
BUT HE SAID HE DOESN'T DEAL WITH THIS OFTEN.
SO THEN HOW IS HE ABLE, HOW IS I SAID SHE, I'M SORRY I THREE NILES.
I DON'T THINK FREE NIPPLES TYPICALLY DOES SHEET S THEY TYPICALLY DO THE SOLUTIONS THEY PROPOSED, WHICH WERE ROCK
BOTH OF THOSE ARE, ARE EROSION CONTROL.
BUT I DON'T THINK THEY TOOK INTO ACCOUNT THE NUMBER OF PEOPLE THAT
WE HAVE, IT'S A, IT'S ONE OF NEXT TO THE KATY DRILL.
IT'S THE, IT'S THE MOST USED DRILL WE HAVE.
AND SO WE NEED TO, UM, MAKE THE DURATION AS SHORT AS POSSIBLE AND BRING IN ALL THAT MATERIAL INTO, TO FILL IN THE LAKE.
IT'S NOT THE IS IS NOT THE MOST EXPEDITIOUS WITH ALL THE TRUCKS CROSSING THE, THE TRAIL.
THAT'S THE REASON WE PROPOSED.
SHE FILINGS, I DON'T THINK REASON LES TOOK INTO ACCOUNT THE DEPTH OF THE ROCK.
THEY DID THE BORING, BUT I DON'T, I THINK THEY NEVER REALLY EVEN WENT BACK AND LOOKED AT, THEY PROPOSED, UM, ROCK FROM THE OUTSET BECAUSE THAT IS A, THAT'S A VERY TYPICAL NORTH TEXAS SOLUTION.
'CAUSE SHEET ROCK DOESN'T WORK EVERYWHERE, BUT IT DOES IN THIS APPLICATION.
AND THAT WAS WHY WE LOOKED AT THAT SOLUTION FOR THIS.
SO, SO I WHY DO WE GO WITH THEM IF THAT WAS NOT SOMETHING IN THEIR WHEELHOUSE? AND DID YOU ALSO THEN AFTER THE HOUSTON COMPANY GET US A THIRD OPINION? BECAUSE IF ONE PERSON SAYS YES, ONE PERSON SAYS NO, NORMALLY IT YOU GET BALANCED OUT WITH THE, SOMEWHERE IN THE MIDDLE OF SOMEBODY ELSE SAYING SOMETHING ELSE OR AGREEING WITH THE THE OTHER.
WE'VE HAD SEVERAL PEOPLE THAT SAID THAT CHIEF FILING IS A, A VIABLE SOLUTION FROM CONTRACTORS.
IT'S DONE, UM, ON LAKES ALL OVER.
IT'S A LOT, A LOT OF IT'S DONE IN TEXAS.
SMALLER, SMALLER CHIEF FILINGS.
BUT IT'S A VERY COMMON SOLUTION AT LEAKAGES.
SO IT IS, IT'S A VIABLE SOLUTION FOR, FOR MARINE ENVIRONMENT.
AND THE EXPEDITIONS POINTED IN, THAT'S THAT, THAT'S, ITS UH, UM, YOU KNOW, TO NOT IMPACT THE LAKE IS FOR A LONG PERIOD OF TIME AND IT'S A PERMANENT SOLUTION.
IT SOLVES THE ISSUE OF THE, OF THE TRAIL.
YOU DON'T HAVE TO CREATE A WALL.
YOU'VE CREATED THE WALL WITH THE, UM, THERE'S OTHER WAYS TO DO THAT.
SO SPECIFICALLY IN THE AREA OFF OF GARLAND ROAD, THE, UH, GARLAND ROAD, THE RIGHT
[01:10:01]
OF WAY THERE, WHAT UTILITIES ARE UNDER THE, UNDER THAT TRAIL? UH, THERE'S, UM, STORM SEWER, UM,BUT THERE, THERE IS, IS THERE GAS? IS THERE FIBER OPTIC? IS THERE, DO, DO YOU KNOW? WELL THAT'S, THAT'S PART OF THE DEAL.
IT IS, IT IS GOING TO DO A, UM, IT IS A SUE IT'S CALLED A BASICALLY FROM UNDERGROUND UTILITY.
SO, UM, THAT'S PART OF THAT DESIGN PROCESS.
YEAH, THERE'S, WE DON'T KNOW IF THERE'S A GAS PIPELINE.
WE DON'T KNOW IF THERE'S, I BELIEVE THE GAS PIPELINE.
I BELIEVE IT'S BEEN REROUTED NOW.
SO I MEAN, THOSE WERE ALL THINGS WE WORK AROUND EVERY DAY.
AND SO WE'LL DO THE SAME WITH THIS PROJECT.
I, I HAVE A COUPLE OTHER QUESTIONS.
UM, WHAT ELSE DOES TXDOT SAY IN REGARDS TO THIS? BECAUSE IF THEY DEAL WITH THIS TYPE OF ROAD, DID WE HAVE OPINION FROM TXDOT ON WHAT I MEAN THEY, THEY, IF THEY DEAL WITH THIS ALL THE TIME, ALL OVER THE STATE OF TEXAS, SO THEY'RE CAN YOU TELL ME? YEAH, I MEAN THEY, THEY'RE, THEY'RE ALSO FAMILIAR WITH, UM, CHIEF INGS AND ACTUALLY, UH, EVEN WHEN WE DRIVE ON I 35, THAT ACTUALLY HAS TIEBACKS UNDERNEATH IT AS WELL.
THAT'S HOW ALL THOSE, THOSE ARE MECHANICALLY STABILIZED, UH, SORT WALL.
THAT'S HOW THOSE, THAT'S HOW THOSE FUNCTIONS.
SO WHEN YOU MENTIONED TIEBACKS TO IT'S, UM, IT'S SOMETHING THEY'RE FAMILIAR WITH AND YOU KNOW, THEY'LL OFFICER REVIEW AND IMPROVE THE POINT, BUT IT'S NOT, IT'S NOT UNCOMMON TO DO.
AND THEN DO WE HAVE, AS AN ENGINEERING, ARE WE ALSO GETTING A FIRM, FIRM THAT IS ENVIRONMENTAL COMPLETE SOUND? NOT JUST STRUCTURALLY.
'CAUSE WE'RE DEALING WITH A HUGE, UH, I MEAN THIS IS A ENVIRONMENTALLY SOUND IS REALLY IMPORTANT COMPATIBLE WITH THE STRUCTURE.
AND THIS WE'RE TALKING LIKE, SO THEY'RE, THEY'RE FAMILIAR WITH ENVIRONMENTAL SITUATIONS AND THE ADVANTAGE THAT SHE FINDS IS YOU'RE NOT, UM, YOU'RE NOT DOWN AT THE WATERS EDGE.
WE'RE KIND OF BRING IN FROM THE, THE TRAIL ITSELF.
SO IT WOULD BE GENERALLY JUST OFF THE EDGE OF THE CURRENT TRAIL.
SO, SO THE SHORE LINE MOST PART WOULD BE STILL STAY THE SAME WITH THE PERSON.
IS THERE A DEPTH OF, IS THERE A HYPE WHERE SHEET PILINGS DON'T, DON'T REALLY PROTECT OR SECURE IT ANYMORE? I MEAN, I DON'T KNOW.
ROCK AND BATMAN COMPARE AND WHERE THIS WAS, I KNOW THAT WAS ONE OF MY QUESTIONS AND YOU ALREADY ASKED IT, BUT I STILL VISUALLY, SO BASICALLY THE EXISTING TRAIL IS 10 FEET ABOVE THE ELEVATION OF THE STANDARD POOL ELEVATION OF UH, WHITE ROCK LAKE.
SO IN SOME CASES YOU'LL HAVE 10 FISH SHEET PILE.
IN SOME CASES THERE'S STILL EARTH IN THAT SAME AREA, BUT THE TRAIL'S NOT WALKED OUT UNDER THAT WHOLE SECTION.
THERE ARE SECTIONS THAT ARE ERODING, SOME ARE NOT CLEAN.
AND SO IT IS 10 FOOT SEPARATION.
THEN TYPICALLY SHE COMES HER USUALLY TWICE THE FOR
THIS IS CONCERNING THE SAFETY ISSUE OF EROSION.
UM, AND THEN HOW IN 1994 IT WAS, IT WAS LOOKED AT AND NOW WE'RE IN 2020 AND NOW WE'RE STILL KIND OF, AND I UNDERSTAND IT'S NOT SEXY, BUT SAFETY IS IMPORTANT.
SO, AND, AND IT SHOULDN'T EVEN, THAT SHOULD NOT EVEN BE THE, THAT DOES NOT MAKE SENSE TO ME.
SO WHAT HAPPENS, MS. MOND? UH, IT'S NOT A SAFETY ISSUE UNTIL IT DE DETERIORATE TO A CERTAIN POINT.
UH, I CAN IDENTIFY, LIKE I SAID, EROSION IS JUST WHAT IT IS.
OVER TIME IT CONTINUES TO ENROLL AND THEN EVENTUALLY IT'S GOING TO TURN INTO A SAFETY ISSUE.
AND THAT'S THE WHOLE POINT THAT WE'RE TRYING TO MAKE.
UH, FOR FUTURE BOND PROGRAMS. IF YOU DON'T FIX IT, NOW'S GOING TO TURN INTO A SAFETY ISSUE IN THE FUTURE.
IT MAY BE ONE YEAR, IT MAY BE 50 YEARS, BUT FOR SURE IT'S GOING TO TURN INTO A SAFETY ISSUE.
I CAN DEFINITELY TELL YOU OUR MAINTENANCE TEAM IS SEXY SO THAT THEY
AND I WANT TO COME IN YOUR MAIN OUR MAINTENANCE TEAM BECAUSE OUR MAINTENANCE TEAM HAS BEEN THE ONES OVER THE LAST 30 YEARS GOING OUT THERE TO MR. KAREEM POINT WHERE THE TRAIL IS SPLIT.
WHEN I WAS THE DARN, UH, AD OVER MAINTENANCE 10 YEARS AGO, I HAD THEM GO OUT THERE AND REPAIR THE TRAIL BECAUSE IT WAS SPLITTING.
UM, THANK YOU MS. HANEY, MR. CONNOR FOR LEADERSHIP ON THIS, WORKING THROUGH THESE ISSUES.
THANK YOU MS. BE WALTON FOR RAISING THIS TO THE BOARD BECAUSE I, I REALLY THINK IT'S A LITTLE DISINGENUOUS TO TELL US THAT THE PARK BOARD AND THE COUNCIL NEED TO
SO I THINK THAT, I THINK THAT STAFF SHOULD HAVE THE PROFESSIONAL JUDGMENT ON WHEN TO RAISE WHAT BECOME A PUBLIC SAFETY ISSUE ON A, ON A CITYWIDE ASSET.
AND THERE WAS A FAILURE IN THIS CASE.
[01:15:01]
COLLEAGUES HAVE SAID, I WOULD LIKE TO SEE QUARTERLY UPDATES ON THIS PARTICULAR ENTRY TO THE CLINIC AND DESIGN COMMITTEE STARTING, UH, IN THE FIRST QUARTER OF NEXT YEAR.SO THAT WE ALL ARE KEPT IN THE LOOP ON THIS BECAUSE IT'S JUST EMBARRASSING THAT, THAT THE BOARD HAD TO FIND IT OUT FROM SOMEBODY WHO REASONABLY ASSUMED THAT THE BOARD ALREADY KNEW ABOUT THIS.
AND THEN WE ASKED IN A PUBLIC MEETING, MR. CONNOR ASKED FOR THE REPORT AND WE STILL DIDN'T GET IT.
AND I'D ASK AGAIN, AND THAT'S WHY THIS BRIEFING CAME ABOUT THIS WAY.
'CAUSE IT SEEMED LIKE FOR WHATEVER REASON THERE WAS A LACK OF INFORMATION FROM STAFF ON THIS.
SO THAT'S JUST REALLY FRUSTRATING AND IT PUTS US IN A, IN A BAD SPOT.
AND LIKE MR. CONNOR SAID, WE WANNA SUPPORT THE PARK BOARD MEMBER WHO REPRESENTS THAT DISTRICT, ESPECIALLY FOR ME BEING RIGHT AT JASON AND, AND PROBABLY HAVING AS MANY CONSTITUENTS AS ANYBODY BESIDES DISTRICT NINE THAT UTILIZE THAT THAT TRAIL.
SO WE JUST, WE NEED TO DO BETTER WITH INFORMING US ON OBVIOUS STUFF.
IT'S NOT, WE'RE NOT ASKING FOR UPDATES ON EVERY LITTLE THING RELATED TO EROSION ALL OVER THE CITY.
IT'S, THIS WAS AN OBVIOUS ONE THAT SHOULD HAVE BEEN FLAGGED A LOT SOONER TO THE BOARD.
UM, IS THE DESIGN CONTRACT NOT COMING TO PARK BOARD BECAUSE OF THE DOLLAR AMOUNT OR THE DESIGN CONTRACTS THAT THAT'S REFERENCED IN THE TIMELINE? THAT DESIGN CONTRACT IS REFERENCED IN THE TIMELINE'S NO LONGER OCCURRING BECAUSE RIGHT.
WELL, I MEAN WHATEVER IT ENDS UP BEING IS THAT, DOES THAT NOT COME TO PARK BOARD? WELL, IT WILL DEPEND.
WE DON'T KNOW IF THE AMOUNT IS GOING TO BE WITH THE, WITH THE NEW CONTRACT
THAT HUNDRED THOUSAND WILL NOT.
UM, YEAH, AND I WOULD JUST SAY, I MEAN, AGAIN, ALONG THE LINES, I, I DON'T THINK, I MEAN WE, WE ADVOCATE AND WE FUND THINGS THAT AREN'T WHAT'S SEXY, BUT IT, WE'VE GOTTA HAVE THE INFORMATION AND I THINK THERE ARE CONSTITUENCIES EVEN OUTSIDE OF THE WHITE ROCK LAKE SUPPORTERS THAT WILL ADVOCATE FOR FUNDING FOR EROSION.
AND ALONG THOSE LINES, UH, ARE WE WORKING WITH THE CITIES OFFICE OF GOVERNMENT AFFAIRS TO ALWAYS BE LOOKING FOR FEDERAL AND STATE TYPE FUNDING STREAMS BEYOND BOND PROGRAMS? YEAH, I I'LL SAY MR. GOLD STATE HOUSE IS YES, WITH COST.
BECAUSE I THINK THAT, I MEAN, I THINK YOU WAVED HAD MORE OF A COMPREHENSIVE FUNDING PLAN, BUT I THINK THAT SHOULD BE PART OF IT.
IT CAN'T JUST BE 90 MILLION AND WE'LL WAIT TILL THE NEXT BOND.
UM, MR. GOLDSTEIN, WELL, MR. GOLDSTEIN MENTIONED A SPECIFIC, UH, I'D ALSO SAID IT WOULD BE GOOD TO GET REGULAR UPDATES.
UH, MR. GOLDSTEIN MENTIONED A SPECIFIC SCHEDULE OF THAT QUARTERLY BEGINNING IN A CERTAIN PERIOD.
SO IS THE PROPER WAY, IF, IF WE SUPPORT THAT, UH, OBVIOUSLY THIS ISN'T A VOTING ITEM, SO YOU CAN'T REALLY MAKE A MOTION.
BUT WHAT WOULD BE THE PROPER WAY THE BOARD, YOU KNOW, YOU LOOK OFTEN FOR THE STAFF, THE DIRECTION FROM THE BOARD.
SO A WAY TO KIND OF CODIFY MORE IN WHATEVER PARLIAMENTARY OR ROBERT'S RULES WAY WE CAN, IF THE BOARD AGREES WITH MR. GOLDSTEIN'S SPECIFICS, HOW WOULD WE BEST DO THAT? IF THAT IS THE WILL OF THE BOARD? I THINK, AND CORRECT ME IF I'M, I THINK I, I THINK I'LL SUPPORT HIS REQUEST AND NOW BEING BASED WHAT YOU'RE SAYING AND I WILL JUST, UH, REQUEST IT AFTER JACK KINGS TO MAKE THAT PART OF THE QUARTERLY BRIEFING.
AND I TOTALLY AGREE WITH YOU THAT
SO
SO BOTH NEEDS TO BE FULLY INFORMED IF THERE ARE ISSUES LIKE THIS FOR THESE.
AND THAT'S WHERE IT COMES TO YOUR JUDGMENT, THAT WHICH ARE THESE BIG PROJECTS, WHICH ARE CITY'S PROJECT THAT MEANS WANT TO, SO WE ARE GIVING 30 MILLION.
IT'S NOT BECAUSE OF BLACK JUST CHECK
SO I THINK, SO I'LL MAKE A REQUEST ON BEHALF OF THE BOARD YEAH.
DIRECTOR, CHECK THAT WE SHOULD
AND THANK YOU MR. PRESIDENT BECAUSE YOU USED THE TERM JUDGMENT AND I APPRECIATE THAT.
BUT WHAT I DON'T APPRECIATE IS SAYING THAT WITH THIS JAMES OF STAFF, THAT'S NEVER OUR INTENT.
AND I'M OKAY WITH YOU SAYING WE MAY HAVE USED SOME BAD JUDGMENT, BUT THERE WAS NO INTENT TO BE DISINGENUOUS TOWARDS THIS ENTIRE BOARD ON THIS ISSUE.
WE DEAL A WHOLE BUNCH OF ISSUES IN THAT PARK SYSTEM AND IT IS A JUDGMENT CALL FROM TIME TO TIME.
DO WE GET IT RIGHT EVERY TIME? NO, WE DON'T.
BUT PLEASE DON'T BOARD MEMBERS EVER PUBLICLY TRY TO SAY WE'RE BEING DISINGENUOUS TOWARDS YOU ALL.
WE WOULD NEVER DISRESPECT YOU IN THAT WAY.
I'M A PROFESSIONAL AND ALL MY STAFF IS PROFESSIONAL.
WE WOULDN'T DO THAT, BUT THANK YOU.
[01:20:01]
YEAH, THERE HAS BEEN A LITTLE LAPSE FOR, AND WHICH YOU'RE ACKNOWLEDGING ON A MAJOR PROJECT LIKE THIS, AND WE'LL MOVE ON WITH THENO, THAT'S, THAT'S THE ANSWER I WAS WANTING.
JUST TO CLARIFY, I'M SAYING THAT TO SAY THAT IT'S THE POLICY MAKERS AT THE PARK BOARD AND THE CITY COUNCIL LEVEL NEED TO MAKE A DECISION IN A BROADER SENSE OF PRIORITIZING THESE ISSUES.
WE NEED TO HAVE THE INFORMATION FROM THE STAFF.
SO I'M NOT SAYING IN THIS PARTICULAR CASE THAT FOLKS ARE BEING DISINGENUOUS.
I'M SAYING IT'S TO, WE, WE'VE GOTTA HAVE THAT INFORMATION.
THAT'S WHY IT'S IMPORTANT FOR US TO KNOW WHEN IT GETS TO THIS LEVEL.
OTHERWISE WE DON'T HAVE REASON TO ADVOCATE FOR IT.
AND, AND, AND MR.
AND YOU CAN'T COUNT ON US FROM PARKS TO COME WITH WHATEVER, 20, 30, 50, WHATEVER THAT NUMBER IS.
AND I'M PRETTY SURE WHY TRUCK LAKE IS SO, SO I THINK WE, WE MAKE IT SEXY FOR HOPEFULLY
THANK YOU, MR. GOLDSTEIN, ARE YOU DONE? YEAH.
YEAH, I WOULD LOVE TO FIGURE OUT A WAY TO, TO MAKE IT SEXY.
YOU KNOW, JUST GOING OFF OF, UM, MR. GOLDSTEIN'S COMMENTS ABOUT FRUSTRATION.
IT, IT DEFINITELY IS FRUSTRATING THAT THE MAINTENANCE PLAN FOR EVERYTHING, WHETHER IT'S STREETS AND TRANSPORTATION OR PUBLIC ART COLLECTION OR PARK, SEEMS TO BE DEFERMENT ACROSS THE BOARD.
UM, I WOULD REALLY LIKE TO FIGURE OUT PROACTIVE ON ISSUES LIKE THIS, NOT WAITING UNTIL WE HAVE A SAFETY ISSUE TO RESOLVE IT.
'CAUSE BY THAT POINT, IT'S TOO LATE.
THAT MEANS ANY DAY SOMETHING BAD COULD HAPPEN.
I'M A REGULAR USER OF THIS TRAIL AND I HAVE BEEN NOTICING THIS EROSION FOR YEARS AND, YOU KNOW, WONDERING ABOUT IT.
UM, AND I'M NOT SAYING NAMELESS TO BLAME ON THAT, JUST I WOULD LOVE TO FIGURE OUT A WAY THAT I CAN HELP YOU GUYS, UM, YOU KNOW, CREATE A PLAN THAT ACTUALLY GETS USED.
IT'S ALSO FRUSTRATING TO HEAR ABOUT A PLAN IN 1994, SIMILAR TO THE GREAT TRINITY FOREST MANAGEMENT PLAN WITH THE CLE HUMPHREYS THEATER MASTER PLAN THAT SPEND ALL THIS TIME IMAGINING SOLUTIONS THAT JUST GET SHELVED.
UM, SO YEAH, IT WOULD BE, AGAIN, GREAT TO GET THE POSITION TO GET, UH, MAINTENANCE FOR THINGS LIKE THIS, ESPECIALLY WHEN YOU'RE, WHEN YOU COME SAY THE ISSUES INTO A PROACTIVE STANCE AS OPPOSED TO HAVING, YOU ALL HAVE TO REACT AND FIGURE OUT MONEY TO DO SO.
ONE OF THEM IS LOOKING AT PAGE SEVEN, THERE'S AN, YOU KNOW, 1,125 FOOT EXPANSE OF THIS.
BUT AS EROSION IS ALWAYS OCCURRING, I'M JUST CURIOUS HOW THE END POINTS ARE DETERMINED.
IS MY CONCERN SOMETHING LIKE THIS? IF THAT WATER WOULD WORK ITS WAY AROUND THE END POINTS AND GET BEHIND THE, UM, THE WALL, HOW DOES IT COME TO AN END? AND I MEAN, I, I LIKE THE IDEA OF MAINTAINING THE NATURAL LANDSCAPE, OBVIOUSLY PUTS UP FOUR, EIGHT FEET OF ROCK.
UM, BUT YEAH, I JUST WANTED TO GIVE A BETTER UNDERSTANDING OF HOW TYPICALLY WOULD COME BACK IN.
IT WOULD GO ROTATE BACK INTO THE, UH, END OF THE BANKS.
AND SO SIMILAR TO WHAT, WHAT PERTAIN ANIMALS DO WHEN THEY COME TO THE COME TO END, SHE, UM, CONTINUE AROUND AND, UM, THE OUTBURST ON THE OUTSIDE SLOWED DOWN.
I TURN THE, AS FAR AS HOW, HOW FAR COME, BECAUSE I MEAN IT IS ERODING, YOU KNOW, 30 YEARS FROM NOW.
THESE ARE MY SECOND QUESTION IS HOW PERMANENT OF A SOLUTION IS THIS? BECAUSE IN THE PUBLIC ART, YOU KNOW, UM, DEPARTMENT FOR EXAMPLE, WE TALKED ABOUT PERMANENT ART BEING 20 YEARS.
SO HOW MANY YEARS IS THIS COMPOSITE MATERIAL ALL IN PLACE? 2000 MATERIAL? IT'S, IT DOESN'T, UH, DOESN'T DETERIORATE.
THAT'S, THAT'S THE ADVANTAGE TO IT IS A, IT'S A PERMANENT SOLUTION.
NOT TO SAY AT SOME POINT YOU MIGHT HAVE TO EXTEND AT SOME POINT THE, THE LOCATION HERE IS THE, UH, IS THE INFRASTRUCTURE THAT'S MOST IMPACTED.
NOW, IT'S NOT TO SAY THAT THERE'S NOT THE LOCATION THAT, OR THE POINT THAT'RE ERODING, BUT TO THE POINT WHERE IT'S, UM, INFRASTRUCTURE BEING, IN FACT THAT'S WHAT WE'RE, THAT'S WHAT WE'RE, WE'RE PREPARING AT THIS TIME.
I MEAN, IT'LL BE A PERMANENT, PERMANENT REPAIR LOCATION.
IT'S NOT TO SAY THAT IT IS SOME A LOCATIONS THE LAKE IN THE FUTURE, IF YOU MIGHT HAVE, IT'LL NEED TO BE BETTER.
EROSION CONTROL SOLVES THIS ISSUE.
[01:25:07]
THANK YOU, SIR.LET ME SEE IF, UH, I CAN GIVE MR. PLAYER FIRST AND I'LL CALL SECOND.
UH, YEAH AND, AND THIS GOES BACK TO SOMETHING I'VE BEEN TALKING ABOUT MAYBE FOR A COUPLE YEARS, IS THAT MAINTENANCE IS OUR BIGGEST THING THAT WE HAVE IN OUR PARKS AND, AND WHATEVER WE DO, WHETHER IT'S FIELDS, YOU KNOW, THAT'S MY LOVE AND, AND REC CENTERS AND POOLS AND WHITE ROCK AND FAIR PARK, WE CAN NAME 'EM ALL.
MAINTENANCE IS THE MOST IMPORTANT THING WE DO.
WE GOTTA REALLY BUILD THAT BUDGET FOR MAINTENANCE.
AND WE'VE TALKED, I'VE TALKED ABOUT MANY TIMES THAT RENEE'S DEPARTMENT NEEDS TO GET THE BULK OF OUR MONEY, UM, REGARDLESS OF WHAT WE DO IN THIS, IN THIS DEPARTMENT.
AND, AND SOMETIMES WE'RE GONNA HAVE TO CUT BACK PROGRAMMING OR PUBLIC PROJECTS OR WHATEVER WE'RE DOING TO MAKE SURE THE MEANS THAT WE HAVE IT IS DEVELOPED.
WE'VE TALKED ABOUT THIS FOR A COUPLE YEARS AND WE REALLY GOTTA HAMMER THAT OUT.
AND WE HAVE OUR, WHEN WE HAVE OUR RETREAT, WE REALLY NEED DECIDE WHERE WE WANNA BE WITH THE DEPARTMENT.
WHETHER WE WANTED THEM TO FIX ALL OF OUR BUILDINGS, OUR PARKS, OUR PLAYGROUNDS, OR DO WE WANT TO HAVE PUBLIC PROGRAMMING OR PICKLEBALL COURTS, WE NEED PICKLEBALL COURTS.
WE CAN'T FIX THE ONES WE HAVE NOW, ET CETERA, ET CETERA.
WE GOTTA REALLY THINK ABOUT STUFF LIKE THAT AS A, AS A BOARD.
SO WE, THIS PROJECT WHITE ROCK DOESN'T GET TO THIS POINT OR WE CAN MAIN KEEP MAINTAINING IT UNTIL WE GET THE BIGGER DOLLAR THAT WE NEED.
SO IT'S SOMETHING WE GOTTA DO.
IT'S NOT THE SEXIEST THING THAT WE CAN DO BECAUSE WE'RE FIXING THE UNDERGROUND OR WE'RE FIXING THE, THE PIPINGS OR, OR WHATEVER AND PEOPLE CAN'T SEE WHAT WE'RE DOING, YOU KNOW, BUT IT'S SOMETHING THAT WE REALLY, WE'VE TALKED, I'VE TALKED ABOUT THIS A LOT OF TIMES, WHAT WE GOTTA DO TO GET IT RIGHT AND WE MIGHT HAVE TO CUT SOME PROGRAMMING, ESPECIALLY IF WE'RE GONNA HAVE A BUDGET SHORTFALL, EVEN BIGGER ONE AS WE MOVE FORWARD.
WE'RE GONNA HAVE TO DECIDE WHAT WE WANT TO DO.
DO WE WANT TO KEEP DOING ALL THE SEX STUFF OR FIX THE NEEDED MUCH STUFF THAT YOU NEED IN YOUR HOUSEHOLD TO MAKE SURE IT MAINTAINS AND WE CAN KEEP DOING SOME OF THE SIMPLE STUFF IN THE FUTURE.
SO IT'S JUST SOMETHING, THIS IS JUST ONE OF THE THINGS THAT WE HAVE NOT BEEN ABLE TO MAYBE TAKE CARE OF OR WE DIDN'T PROJECT OR WHATEVER THE CASE WAS.
BUT SOMETHING WE GOTTA LOOK AT FOR THE FUTURE IS MAIN MAINTENANCE, MAINTENANCE OFF ALL OUR FACILITIES THAT EXIST NOW AND MAYBE NOT BUILD NEW ONES UNTIL WE CAN GET THIS RIGHT.
SO JUST SOMETHING TO THINK ABOUT.
I REPEAT, I THINK THAT COULD BE IMPORTANT.
THE RETREAT THIS YEAR AND OUR BUDGETS RIGHTLY SAID, WE ALL LOVE DOING RIBBON CUT.
WE GET HAPPY, BIG SPEECHES GO AWAY, SWEAR WE JUST CAN'T KEEP ON PUTTING DOCUMENT HERE.
WE NEED TO TAKE IT TO THE COUNCIL.
BUT ALL THESE LITTLE THINGS HE NEED TO ADDRESS.
SO MR. GLAD UH OH THANK YOU MR. PRESIDENT, I HEARD YOU CALL HIM.
OKAY, I'LL JUST GO AHEAD AND JUMP IN.
UH, I WANNA START BY SAYING ONE, UM, THIS BOARD IS EXPANSIVE.
THERE ARE A LOT OF MEMBERS ON THIS BOARD.
THERE'S A LIMITED AMOUNT OF STAFF.
WE DO ACTUALLY ASK FOR EVERY LITTLE THING.
AND I WANT TO JUST POINT OUT THAT I THINK THE STAFF IS DOING A GREAT JOB AT THE MAJOR PROJECTS THAT WE TYPICALLY GIVE TO THEM.
SO I JUST WANNA SAY WE DO ASK A LOT.
BUT I WANT TO GIVE DIFFERENCE TO OUR PARK DEPARTMENT DIRECTOR BECAUSE WHEN YOU ARE HANDLING THAT MANY PROJECTS
AND HE'S DONE A MASSIVE JOB AT THAT.
AND TWO, IF THERE'S A WAY THAT BOARD CAN GET MORE ENGAGED AND I DON'T KNOW MR. CHAIR OR MR. PRESIDENT, IF THIS IS FOR YOU MR. DIRECTOR, IS IT POSSIBLE TO HAVE A COMMITTEE THAT'S FOCUSED ON MAINTENANCE JUST GIVEN THAT WE'VE HAD SO MANY DIFFERENT MEETINGS OR INQUIRIES FROM DIFFERENT BOARD MEMBERS ABOUT MAINTENANCE? IS THAT, IS THAT A POSSIBILITY? THAT'S A GREAT IDEA.
UH, JUST BECAUSE THE JENKINS, I THINK THAT'S A GREAT IDEA.
WE'LL CALL A MAINTENANCE NON SEXY MEETING.
ACTUALLY, MR. BECAUSE I THINK WHAT, UH, MR.
THEY DON'T KNOW WHAT PROJECTS THAT WE WANT TO SEE AND IF THEY ASK FOR IT AND THEN THEY'VE GOT, THERE'S AMOUNT OF TIME TO PRODUCE REPORTS AND THEN THEY MAY BE 15 OF US ASKING FOR 15 DIFFERENT THINGS.
SO I JUST WANNA MAKE SURE THIS IS A BIG FOCUS OF
[01:30:01]
THE BOARD, THAT WE OFFICIALLY MAKE IT A FOCUS SO THAT WE'RE NOT NICK AND DOWNING THE STAFF FOR EVERY DETAIL OF EVERY SINGLE PROJECT BECAUSE THEN THIS LESS OVERSIGHT AND MORE MICROMANAGEMENT.I JUST WANT TO UH, DISCUSS WITH HIM THAT IT DOESN'T PUT ADDITIONAL PRESSURE ON THE STAFF OR SOMETHING REPORT FOR ANOTHER STAFF MEMBER.
SO IT SHOULD BE ADDITION NOT SUBTRACT.
SO THAT WE GET BACK TO YOU FIRST TIME THIS YEAR TODAY, MR. PRESIDENT, UM, THANK YOU FOR THIS BRIEFING.
I HAVE, I HAVE A FEW QUESTIONS AND I THINK THE FIRST THING THAT STOOD OUT TO ME WHEN I WENT THROUGH THE BRIEFING WAS WE HAVE $89 MILLION IN UNFUNDED EROSION.
I MEAN THAT SEEMS LIKE THAT'S APPROACHING OUR ANNUAL BUDGET FOR THE ENTIRE DEPARTMENT.
AND SO DO WE HAVE A BREAKDOWN ANYWHERE OF, YOU KNOW, HOW, YOU KNOW, WHERE WE HAVE ALL THESE EROSION NEEDS AND HOW MUCH WE NEED TO SPEND TO RECTIFY EACH ONE TO GET TO THAT $89 MILLION NUMBER? YES.
PART BOARD MEMBER KITNER, WE DO HAVE IN THE NEEDS INVENTORY, WE DO HAVE IN THE NEEDS INVENTORY THE BREAKDOWN OF THOSE PROJECTS AND WE CAN BREAK THAT DOWN AND PROVIDE THAT.
WE NEED TO CLEAN IT UP A LITTLE BIT, BUT THAT'S WHY THAT CAME FROM APPROXIMATELY HOW MANY DIFFERENT UH, PARKS DOES THAT CONSTITUTE? THE 89 MILLION? I DON'T KNOW OFF THE TOP OF MY HEAD.
AND I THINK, I THINK ON THE TOPIC OF, YOU KNOW, GETTING THE MORE INFORMATION OUT THERE TO THE BOARD, I THINK CIRCULATING, YOU KNOW, WHERE ALL THE PARKS ARE, WHERE WE HAVE EROSION NEEDS WOULD BE REALLY HELPFUL BECAUSE IT MIGHT, YOU KNOW, THERE MAY BE FRIENDS GROUPS ASSOCIATED WITH SOME OF THOSE PARKS THAT COULD HELP FUNDRAISE OR THERE MAY BE A PARK THAT'S CLOSE TO A PARTICULAR DONOR WHO IS UH, INTERESTED IN HELPING TO FUNDRAISE.
AND SO I THINK IF WE KNOW WHAT THE NEEDS ARE SPECIFICALLY FOR ALL THESE EROSION, I KNOW IT'S NOT SEXY, BUT UH, WE MAY BE ABLE TO TRY TO IDENTIFY, UM, OTHER ENTITIES LIKE MR. GOLDSTEIN SAID, LOOKING AT FEDERAL FUND FUNDING OR STATE FUNDING, BUT ALSO LET'S BE CREATIVE.
MAYBE THERE'S SOME COUNTY MONEY, MAYBE THERE'S OTHER CITY DEPARTMENTS COULD DW FUNDED THIS STUFF.
AND SO I THINK IF WE JUST KNOW WHERE THE NEEDS ARE, WE CAN HELP TRY TO ADDRESS THOSE.
I JUST WANNA COMMENT FOR JARED COMMENT, I MEAN I KNOW THEY $89 MILLION THAT, THAT IS A NEEDS INVENTORY THAT IS NOT UPDATED PRICING, THAT'S NOT ALL THE OTHER EROSION IS TAKING PLACE.
AND THAT'S WHY I SAID I WOULD PREFER TO COME BACK TO THIS, BUT WITHIN ABOUT THE NEXT FIVE TO SIX MONTHS, LET THEM GO OUT AND DO THE COMPLETE ANALYSIS, HAVE Y'ALL PICTURES OF ALL THE DIFFERENT AREAS.
'CAUSE YOU HAVE THESE LARGE EROSION PROJECTS THAT COST YOU ANYWHERE FROM, WE ARE GONNA SAY THESE ON A MILLION DOLLAR PLUS EROSION ISSUES.
AND THEN WE HAVE THESE SMALLER EROSION ISSUES THAT MAY COST YOU 300,000 AND BELOW.
THOSE WE TRY TO FIX ON A REGULAR BASIS BECAUSE YOU KNOW, IT'S REALLY AFFECTING MAINTENANCE.
THEY'RE HAVING TO KEEP, GO BACK OUT, REDOING IT OVER AND OVER AGAIN.
SO THAT DOES BRING YOU A MORE DETAILED BRIEFING OUTLINING THE DIFFERENT TYPES OF EROSION THROUGHOUT THE PROCESS.
YEAH, I THINK THAT WOULD BE HELPFUL.
AND I, I REMEMBER EARLIER THIS YEAR WE HAD A, A SMALL EROSION ISSUE AT BURFIELD PARK AND THE MAINTENANCE TEAM, MIGUEL AND THE MAINTENANCE TEAM WERE ABLE TO GET OUT THERE QUICKLY AND ADDRESS IT AND IT DIDN'T REQUIRE ANY ADDITIONAL EXTERNAL CONTRACTOR OR ANYTHING LIKE THAT.
SO SOME OF THESE COULD BE ADDRESSED THAT WAY AS WELL TOO.
TWO, YEAH, WE'RE TALKING ABOUT THE LARGER ONES.
WE'RE TALKING ABOUT THE ONES THAT'S GONNA COST YOU MINIMUM OF LIKE 500,000 OF, AND DON'T GET ME WRONG, THOSE LITTLE BID ONES, 2 5300 WIPE WIPE US OUT TOO FROM A BUDGET STANDPOINT.
YEAH, I I, YEAH, JUST BE HELPFUL THAT WAY WE CAN TRY TO IDENTIFY ALTERNATIVE SOURCES OF FUNDING, WHETHER IT'S UM, OTHER CITY DEPARTMENTS OR OTHER LEVELS OF GOVERNMENT OR PRIVATE DONORS, BUT IT ALLOWS US TO BE CREATIVE IN THOSE ASKS.
UH, ON PAGE 11 WHEN WE TALKED ABOUT THE ALTERNATE TRAIL THAT'S COMING IN, AND I APPRECIATE MR. KAREEM'S COMMENT THAT HE'S RIDDEN THE TRAIL 200 TO 300 TIMES.
I PROBABLY HAVEN'T RIDDEN IT QUITE THAT MANY, BUT HAVE BEEN OUT THERE FREQUENTLY AS WELL TOO.
UM, WHAT, WHAT IS THE ALTERNATE TRAIL ROUTE GOING TO BE SPECIFICALLY AND WHAT SURFACE IS GONNA BE USED FOR THE, THE ALTERNATE AND THEN HOW IS THAT BEEN FUNDED? UM, ANTICIPATE PUTTING THE, UM, TRAIL THAT CURRENTLY THEY'RE PUTTING UP CONCRETE BARRICADES THERE FOR THE WORK FOR THE, UH, PERMANENT CONCRETE BARRICADE.
THE INTENT WOULD BE TO, UM, MUCH LIKE THEY DID FOR THE EXIT, SAME CONTRACTOR
SO THEY MOVED THE TRUCK TRAFFIC OUT INTO ONE LANE OF, UH, BRO THE ROAD, UM, WHICH WILL BE AVAILABLE TO US AFTER THE PROJECT.
[01:35:01]
BE TO KEEP IT ON THE SAME SIDE OF THE ROAD AS THE TRAIL IS CURRENTLY.SO IT'D BE MAKING ASPHALT CONNECTIONS, UM, AND HAVING A BARRICADE OUT THERE TO KEEP IT FROM TRAFFIC.
SO THERE WOULDN'T, I MEAN THE COST WOULD BE MINIMAL BECAUSE IT WOULD BE USING EXISTING, EXISTING ROADWAY, OBVIOUSLY COORDINATION WITH THE CONTRACTOR WORKING ACHIEVEMENT MATERIAL, IT'S GONNA HAVE MORE
SO WE WOULD, IT'S NOT GONNA BE A NEW TRAIL, NEW ASPHALT.
THIS WOULD BE USING EXISTING ROADWAY THAT'S ALREADY THERE? THAT'S CORRECT.
AND SO THEN WE'RE GONNA HAVE TO MAKE SURE THAT'S SAFE AS WELL TOO BECAUSE IF WE'RE REQUIRING PEDESTRIANS AND CYCLISTS TO GO UP ONTO AN EXISTING ROAD, ARE THEY GOING TO BE COMPETING WITH VEHICULAR TRAFFIC AS WELL TOO? CAN YOU REPEAT THE QUESTION ONE MORE TIME? SORRY.
IF IT ARE, ARE CYCLISTS AND PEDESTRIANS GOING TO THEN HAVE TO, WHEN THEY'RE DEVIATED, ARE THEY GONNA HAVE TO COMPETE WITH VEHICULAR TRAFFIC AS WELL? NO, THEY, IT WOULD BE A TEMPORARY BARRICADE SIMILAR TO WHAT WE COULD EVEN USE, COULD REVIEW THE WATER BARRIERS THAT ARE BEING TAKEN OUT FOR THIS PROJECT.
YOU COULD PUT THE WATER BARRIERS OUT TO CREATE ANOTHER BARRIER ON BETWEEN THE DRIVE LANES AND THE UH, AND THEN THE ONE LANE THAT'S CURRENTLY THE LANE CLOSEST TO THE LAKE.
WELL JUST AS LONG AS Y'ALL HAVE ASSESSED IT AND DETERMINE THAT IT WILL BE SAFE FOR EVERYBODY, THEN THAT'S, THAT'S GONNA BE IMPORTANT BECAUSE WE'VE TALKED ABOUT TRAIL SAFETY IS PARAMOUNT HERE FOR EVERYTHING THAT WE'RE TRYING TO DO.
UH, SO THEN THE, THERE'S SOME DISCUSSION ABOUT THE SHORELINE ANNUAL INSPECTION.
CAN Y'ALL TELL ME MORE ABOUT LIKE WHAT'S INVOLVED IN THAT? LIKE IS THAT SOMETHING THAT STAFF DOES, DOES IT DONE EXTERNALLY? HOW, HOW IS THAT, HOW IS THAT GOING TO BE DONE? UM, HARPER MEMBER KITNER, THAT IS SOMETHING THAT WE ARE STILL DEVELOPING THE PROGRAM FOR, WHETHER IT IS A PROGRAM THAT WILL BE DEVELOPED, WHETHER IT BE DONE BY O WHETHER IT BE DONE BY CONSULTANT, WHETHER OR WHETHER IT BE DONE BY INTERNAL STAFF.
THAT IS A PROGRAM FOR THAT BE DEVELOPED, BUT IT IS ONE THAT IS NECESSARY AND WE UNDERSTAND THAT.
DO WE HAVE A SENSE OF WHAT THAT WOULD COST? I MEAN, I KNOW IF IT'S DONE INTERNALLY, IT MAY COST SOMETHING DIFFERENT THAN IT'S DONE EXTERNALLY AND DON'T HAVE A COST OF PAYING TOO TO BE ABLE TO GET YOU RIGHT NOW.
I THINK THE OVERARCHING THEME HERE IS THAT THIS IS ALL VERY GOING TO COST A LOT OF MONEY AND WE'RE GONNA HAVE TO FIGURE OUT HOW TO PAY FOR IT AND WE NEED TO PRIORITIZE THE SAFETY ISSUES, UH, BECAUSE THIS STUFF IS DEFINITELY NOT GOING AWAY.
UH, LA LAST QUESTION REAL QUICK.
UM, THERE IN THE BRIEFING WE TALKED ABOUT THE TDOT INSTALLATION OF THE BARRIER.
IS THAT, HOW'S THAT GONNA, MR. KATE, THAT WAS YOUR THREE MINUTES.
UM, I, I THINK THAT I'VE BEEN ON THE BOARD FOR FIVE YEARS AND I'VE BEEN HEARING ABOUT EROSION, UM, FOR THAT ENTIRE TIME.
UM, NO SPECIFICS ON THE WHITE ROCK ONE, BUT IT ALL DEPENDS ON THE PARK BOARD MEMBER AND THE COUNCIL MEMBER FOR PRIORITIES AND THE MONEY THAT THEY HAVE.
I KNOW THAT I REMOVED SOME EROSION FROM A CREEK.
UM, I, I TOOK THE MONEY FROM THAT $600,000.
I MOVED IT TO ANOTHER PARK THAT WAS MORE SEXY PROJECT.
UM, I ONLY HAD A MILLION DOLLARS TO SPEND WHEN I MOVED INTO THE, UM, POSITION, THERE WAS NO BOND FUNDING, SO THERE WAS A MILLION DOLLARS, 600,000 FOR EROSION.
I TOOK THAT MONEY AND I MOVED IT SOMEWHERE WHERE IT WAS MORE PRODUCTIVE FOR A LOT MORE PEOPLE.
SO IT ALL DEPENDS ON THE PERSON SITTING IN THIS SEAT.
STAFF DOESN'T ALWAYS AGREE WITH IT.
THEY SAID, YOU GOTTA LEAVE SOME MONEY HERE FOR THIS.
I'M LIKE, BUT WE DON'T HAVE ANY MONEY SO YOU KNOW, WE WANNA MOVE THIS OVER HERE.
SO IT ALL DEPENDS ON THE PRIORITIES OF THE COUNCIL AND OF THE UM, PARK BOARD MEMBER.
UM, JUST LIKE, YOU KNOW, NOW IN THE EIGHTIES IN MR. CONNOR'S DISTRICT, THEY DIDN'T PRIORITIZE PARKS LIKE, UM, COUNCILWOMAN MENDELSOHN SAID EARLIER AND TODAY WE HAVE A COUNCIL MEMBER UP THERE THAT'S PUTTING HER MONEY WHERE HER MOUTH IS AND SHE'S TRYING TO HELP INCREASE THE PARKS.
SO IT, IT ALL DEPENDS ON THE STAFF OR THE PEOPLE THAT ARE SITTING IN THESE SEATS HELPING MAKE THOSE DECISIONS.
SO I I THINK TRYING TO BLAME STAFF FOR NOT BRINGING IN, THEY'VE BEEN TELLING US ABOUT IT FOR A LONG TIME IF WE'RE LISTENING AND PAYING ATTENTION TO THEM AND NOT DEFYING THEM SOMETIMES.
UM, I THINK, UH, IT, I I THINK THAT, YOU KNOW, THEY TRY TO GUIDE US, BUT THEY DON'T,
[01:40:01]
WE DON'T ALWAYS LISTEN.I KNOW I DON'T LISTEN AND I MOVED IT AWAY.
UM, AND YOU KNOW, I'VE SHARED THE PARK NOW WITH A, A FELLOW COLLEAGUE MOVED TO DISTRICT TWO, UM, SO NOW, UH, SHE'S GOT SOME
SO, UM, BUT IT, IT ALL DEPENDS ON THE, YOU KNOW, THE MONEY IS LIMITED FOR EVERYBODY AND IT, IT'S, IT'S HARD, IT'S HARD TO BALANCE THAT.
YOU CAN'T ALWAYS DO EVERYTHING THAT YOU WANNA DO.
THANK YOU MR. WOOD FOR TELLING US YOU TOOK CONVERSION MONEY.
WHAT'S UNDERNEATH THE TRAIL? I'M BETTER CLARIFICATION OF THAT.
AND UH, DOES BACK BILLING IMPACT THAT? AND IF WE, WE DON'T KNOW.
WHY DON'T WE KNOW? SO THERE'S NO GAS LINES, THERE'S NO, I'M, I'M SORRY, I I I'M SORRY.
DO WE KNOW, DO WE HAVE AN INVENTORY OF THAT? WE DON'T HAVE SURVEYED YET.
'CAUSE THAT'LL BE PART OF DESIGN.
WE'RE, WE'RE STILL IN THE
1,000 ROADWAY HAVE, HOW MUCH SHOULD WE PAY? FREEZE AND NICHOLS FOR THE REPORT.
UH, HOW MUCH SHOULD WE PAY? SLOPE ENGINEERING THE AMOUNT OF NICHOLS WE HAVE A BASE SLOPE ENGINEERING, HOW MUCH DID WE PAY FOR NICHOLS? IT WAS UNDER A HUNDRED THOUSAND, BUT WE CAN GET YOU THAT EXACT NUMBER.
AND I JUST WANTED, MAKE SURE I HEARD CORRECTLY EARLIER, THE SOLUTION WILL LAST A HUNDRED YEARS.
WELL THAT I I JUST TO SHEET PILING THE GENERAL, UM, THIS LOCATION WE HAVE, WE HAVE HISTORICAL DATA THAT SHOWS THAT THIS SHEET PILING IN OTHER AREAS OF DALLAS, A SIMILAR SITUATIONS LASTS A HUNDRED YEARS.
THE MARINE ENVIRONMENTS, I MEAN THIS IS WHERE THEY CURRENTLY USE, WHICH IS ACTUALLY A MORE APPROACH TO AREA THAN IS BECAUSE SALT.
UM, WE CAN, UH, WE CAN MANUFACTURE, UH,
UH, HOW LONG WERE, WOULD THE TRAIL USERS BE ON PAGE 11? HOW LONG WERE TRAIL USERS BE ON THE ALTERNATE ROUTE? WE ANTICIPATE CONSTRUCTION, WELL WE HAD ANTICIPATED CONSTRUCTION WHEN WE WERE DOING
SO AT THIS POINT WITH THE DESIGN BUILD OPTION, WHICH CONSTRUCTION BE APPROXIMATELY SIX MONTHS, BUT THAT MAY VARY A LITTLE DEPENDING ON WHAT WE HEAR FROM REVON.
SO, AND, AND BEST WE CAN GIVE YOU TODAY, APPROXIMATELY SIX MONTHS.
SO WE RECEIVED A GREAT DEAL OF INFORMATION ABOUT THE WHITE ROCK LAKE TASK FORCE THIS MORNING DURING OUR COMMITTEE MEETING, WHICH I'D ALWAYS HEARD ABOUT AND DIDN'T KNOW MUCH ABOUT.
MS. HAMAN GAVE, GAVE ME GREAT INFORMATION ABOUT THAT TASK FORCE.
I WE WERE TOLD THIS MORNING THEY MEET MONTHLY.
WAS THE TASK FORCE INFORMED THIS HAS COME UP IN THE COMMUNITY? SO WAS THE TASK FORCE INFORMED OF THIS ENGINEER'S REPORT IN APRIL? IF, IF NOT, WHY NOT? I DON'T HAVE THE ANSWER TO THAT.
UM, I, I THINK THAT'S QUESTIONS FOR MS. ROUND.
YEAH, I, I LOOK FORWARD TO SEEING THE BRIEFING CHECK.
I I SUSPECT THAT EROSION LIKE HEALTHCARE GETS WORSE THE LONGER YOU DEFER IT.
SO WHEN YOU HAVE SMALL AND LARGE PROJECTS WITH COSTS ASSOCIATED, PERHAPS YOU COULD ALSO INDICATE WHICH OF THOSE SMALL PROJECTS, IF NOT INTENDED TO IN THE RELATIVE NEAR FUTURE WILL BECOME LARGE PROJECTS.
BECAUSE I THINK THAT MIGHT HELP WITH THE PROACTIVITY THAT WE NEED HERE.
UM, AND YOU KNOW, CREATING URGENCY AND MAKING THESE THINGS A PRIORITY.
IF YOU SAY THIS IS GONNA COST 200,000 POUND, BUT IF WE DEFER THIS FOR 10 YEARS, IT'S GONNA TURN ISSUE.
UM, SO I, YOU KNOW, MAYBE THAT WOULD, UH, HELP HERE
[01:45:01]
AND SIX MONTHS FOR THE TRAIL WORK.BECAUSE THAT WOULD NOT BE HAPPENING SIMULTANEOUSLY.
YEAH, AND TO YOUR POINT OF, I KNOW LAST WEEK Y'ALL GOT THE BRIEFING FROM MY, NOW I NEW TRAIL COMMITTEE, I MEAN TRAIL DESIGNATED TRAIL TEAM AND THEY'RE GONNA BE ABLE TO CATCH STUFF LIKE THIS A LOT SOONER.
TO YOUR POINT, THEY'RE GONNA GIVE IT A GRADE AND SO YOU GONNA NOTICE STUFF.
AND SO JUST, JUST TRYING TO PUT ALL THESE NEW PROCESSES IN PLACE SO WE ARE MORE PROACTIVE VERSUS WAITING UNTIL THIS STRUCTURE FAILURE BECAUSE WE JUST DON'T HAVE THE MONEY TO GO HIRE A CONSULTANT TO GO LOOK AT EVERY EROSION ISSUE THAT'S GONNA BE MILLIONS OF DOLLARS.
BUT WHAT Y'ALL SAW IN-HOUSE TALENT THAT'S ABLE TO DO THAT TYPE OF STUFF NOW AND DO IT IN THE, AS AS AS MR. PRESIDENT THOUGHT THESE WERE CONSULTANTS BECAUSE THAT'S THE LEVEL OF DETAIL AND THE KNOWLEDGE THEY HAVE.
THEY'RE GONNA HELP US IN THIS AREA GOING FORWARD.
WE'RE GONNA BE WORKING WITH THEM TO GET YOU THAT DATA AS WELL BECAUSE THEY HAVE A VERY SYSTEMATIC APPROACH AND USING DATA LOOK LIKE SCIENCE.
UM, I THINK ALL THIS UH, TALK ABOUT EROSION IS, IS VERY INFORMATIVE AND I WANNA APPRECIATE THE STAFF FOR THAT.
UM, AN IDEA, UM, FOR, FOR AN EROSION BRIEFING.
UM, IT'S NICE, BUT I PROMISE YOU IF YOU START TELLING 15 BOARD MEMBERS ABOUT MY HALF MILLION DOLLARS, WHAT THE EROSION NEEDS AT TENON PARK, EVERYONE'S GONNA FALL ASLEEP.
IF WE'RE GONNA SPEND TIME TO ASK STAFF TO CREATE AN EROSION BRIEFING, MAYBE DO IT WITH A SPECIFIC OVERLAY OF WHICH ONE OF THESE DIRECTLY IMPACTS PUBLIC SAFETY, LIKE WHAT WE'RE TALKING ABOUT EARLIER.
AND I WANT TO JUST TAKE THIS LAST OPPORTUNITY, JUST REEL IT BACK INTO THIS RIGHT HERE IS, IT IS BRANDED AS AN EROSION BRIEF, BUT REALLY THIS IS A PUBLIC SAFETY BRIEF THAT TRAIL COLLAPSES, PEOPLE WILL DIE.
SO IF, IF, IF WE KIND OF REEL THIS BACK IN, IS THAT WHERE, WHERE ARE WE GONNA LOOK FOR EROSION CONCERNS IN OUR CITY THAT ARE A DIRECT IMPACT TO PUBLIC AND PUBLIC SAFETY WHERE LIVES ARE AT STAKE? THAT'S WHAT I WANNA HEAR ABOUT IN THE CREEK.
THAT'S, I DON'T WANNA REALLY HEAR ABOUT TURTLE CREEK.
I DON'T WANNA HEAR ABOUT TENON AND THESE ARE MY OWN PARKS.
I DON'T WANNA HEAR ABOUT YOUR EROSION PROBLEMS EITHER.
I WANNA HEAR ABOUT THE ONES THAT ARE PUBLIC SAFETY IMPACTS, LIKE THIS ONE.
UM, THAT, THAT'S ALL THAT'S, THAT'S ALL I WANTED TO SAY.
JUST TO CLARIFY, WE WILL, WE'LL PROVIDE YOU A BRIEFING THAT SHOWS THAT IF WORK IS NOT DONE, IT WILL BECOME A SAFETY ISSUE.
AS YOU, AS YOU HEARD FROM STAFF TODAY, BECAUSE I DON'T WANT THE PUBLIC TO THINK THAT THE STAFF HAS NOT SERIOUSLY WENT OUT AND LOOKED AT WHITE ROCK CREEK TRAIL.
IT IS AN ISSUE WITH AVO, BUT I'M ASSURE YOU, WE WOULD HAVE ALREADY SHUT DOWN THE TRAIL.
IT, IT WAS AT THE POINT WHERE IT IS A METERED THREAT TO SAFETY.
'CAUSE I DON'T WANT THE PUBLIC WALKING AWAY FROM THIS DISCUSSION TODAY THINKING THAT THE ONLY REASON WE'RE SHUTTING DOWN THE TRAIL NOW IS BECAUSE, BECAUSE THE BOARD REQUESTED A BRIEFING OR THAT BECAUSE THE CITIZEN HAS SPOKEN UP, STAFF HAS BEEN OUT THERE, I'VE BEEN OUT THERE MYSELF AND LOOKED AT IT AND IT IS NOT AN IMMEDIATE THREAT WHERE IT SHOULD BE SHUT DOWN 30 DAYS AGO OR TWO MONTHS AGO.
IS IT APPROACHING NOW BECAUSE OF ALL THE EXTRA RAIN WE'VE BEEN GETTING? I'M TALKING ABOUT WHAT HAPPENED LIKE SIX MONTHS AGO.
IS IT CONTINUING TO DETERIORATE? THE ANSWER IS YES.
AND STAFF FEELS LIKE IT'S GETTING TO A POINT NOW THAT WE NEED TO GO AHEAD AND TAKE THE TRAIL OUTTA SERVICE AND PUT AN ALTERNATE ROUTE IN PLACE RIGHT NOW.
EVEN THOUGH WE ARE IN HERE, ENGINEERS LOOK AT IT, WE HAVE LOOKED AT IT, BUT WE FEEL LIKE IT'S GETTING TO A POINT.
NOW LET'S JUST ON ON, ON THE SIDE OF CAUTION, LET'S GO AHEAD AND SHUT THE TRAIL DOWN, I THINK VERY IMPORTANT RECORD.
I WANT TO GO BACK TO THIS UTILITY LINES AND THE PARTNERSHIP THAT I KNOW THAT IS WITH ATMOS AND ENCORE AND DW AND THE FIBER OPTICS THAT POTENTIALLY UNDER THERE.
CAN WE REALLY, CAN WE GET THAT INFORMATION ONCE YOU GET THAT AND IF A GAS LINE IS HOT OR NOT OR WHATEVER LIKE THAT UNDER THERE SO WE UNDERSTAND WHAT WHAT HAS, WHAT'S GOING ON.
ONCE WE'RE AT THAT POINT IN THE DESIGN, WE CAN DEFINITELY COMMISSION OUT OF CURIOSITY, WHAT'S THE ETA A ON THAT? NOT FOR THAT WHERE YOU'RE
[01:50:01]
ON AT THAT POINT.I CAN'T GIVE YOU AN ANSWER TO THAT BECAUSE WE DON'T HAVE A CONFERENCE WITH THE, I I, MY BEST GUESS WOULD BE IT'S PROBABLY TWO MONTH OR TWO.
AND AND TELL ME AGAIN WHAT FREEZE AND NICHOLS, WERE THEY A DESIGNER OR WERE THEY AN ENGINEER COMPANY? THEY'RE AN ENGINEERING FIRM.
AND SO WHEN THEY HAD ALL THAT INFORMATION THAT THEY GAVE TO YOU GUYS ON APRIL OF 2024 THAT STATED THAT THE EVALUATION OF THE VERSION WHICH RESULTED IN THAT THE SHORELINE WAS BEING ERODED IN THE FAILURE OF THE, IT'S ON PAGE FOUR, ALL OF THAT INFORMATION RIGHT THERE, WAS THAT PASSED ALONG TO THE TASK FORCE OR DID ANYBODY ON OUR PARK BOARD OR ANYBODY ELSE RECEIVE THAT? IT WAS PASSED ALONG TO MARK
I CANNOT ANSWER FOR THE PASS ALONG THE WHITE MARK TASK FORCE.
AND, AND MARK WAS NOT IN YOUR ROOM.
UH, MARK CONNOR ASKED THAT QUESTION.
SO I SEE THAT CHAIR HAS IS, IS INDICATING PASSED.
SO THE COMM, SO THEN THERE, SO THE COMMUNITY ENGAGEMENT AND EVERYBODY ELSE GOT THAT.
AND MS.
I IT'S KIND LIKE A FRIENDS GROUP I'M UNDERSTANDING.
SO, BUT IT WAS JUST THE IDEA THAT IF I WAS CURIOUS TO KNOW IF THEY HAD EVER RECEIVED IT AND WHAT THEIR THOUGHTS WERE SINCE THEY'VE BEEN SO DILIGENT AND THEY'RE CONTRACTED IS LIKE A FRIENDS GROUP.
MR. KAMAN, YOU GET THE FINAL WORD? NO, OF THE, OKAY, GO AHEAD.
IT'D BE MY THIRD ROUND IS HER SECOND ROUND.
I JUST WANNA BE DIFFERENT TO HER.
UM, JUST TO ANSWER YOUR QUESTION, UM, THIS IS SOMETHING THAT WE WORKING ON, GOING BACK TO LAST SUMMER WHEN WE WERE ALL OUT THERE WALKING THE TRAIL, LOOKING AT IT AS IT WENT ON.
UM, I ATTEND THE, UH, COMMUNITY TASK, THE WHITE
ANYTHING THAT'S GOING ON AT THE LAKE, THEY'RE GIVEN BRIEFINGS ON.
SO THAT HAS BEEN DISCUSSED OVER TIME AS WE WENT ALONG.
ALSO, UH, COUNCIL MEMBER BLACKMAN WAS BROUGHT INTO THE LOOP AND SINCE WE'VE BEEN RECEIVING OUR FABULOUS, UH, UPDATED REPORTS FROM PLANNING AND DESIGN, IT WAS ALSO ON THAT LIST OF PROJECTS THAT WERE ONGOING IN DISTRICT NINE.
SO BEHIND THE SCENES THERE WAS A LOT OF CONVERSATION, A LOT OF INTERACTION STAFF, REESE NICHOLS.
SO, UH, IT, YOU KNOW, IT MAY HAVE COME AS, UH, UNKNOWN INFORMATION AT THE PARK BOARD LEVEL, BUT I'D ASSURE YOU BEHIND THE SCENES WITH STAFF AND WITH THE COUNCIL PERSON AND DIRECTOR JENKINS, THESE WERE ALL THINGS THAT WE WERE DISCUSSING.
AND UNFORTUNATELY, LIKE WE TALKED ABOUT EARLIER, ALL THIS, THESE TYPE OF PROJECTS THAT ARE GOING ON THAT SEEM SOMEWHAT IMPORTANT, ALWAYS GET ELEVATED WHEN THERE'S A SAFETY ELEMENT ATTACHED TO IT.
SO THAT'S KIND OF WHERE WE ARE WITH THIS ONE.
IT GOT ELEVATED WHEN IT BECAME APPARENT THAT WE WERE GOING TO HAVE TO DO SOMETHING ABOUT THE TRAIL, UH, REGARDLESS OF HOW WE FIX THE EROSION.
SO JUST WANTED TO CLARIFY THAT.
I JUST REAL QUICK WANTED TO TRY TO ASK THAT LAST QUESTION ON THE T UH, SX 78 PROJECT.
I SAW THAT'S INCLUDED IN THE BRIEFING, BUT CAN YOU SOMEONE EXPLAIN JUST REAL QUICK HOW THAT'S IMPACTING THE EROSION OF THE LAKE HERE? UM, SPECIFICALLY HOW THAT ALL TIES IN TO THIS, THAT THAT PROJECT REALLY DOESN'T HAVE ANY IMPACT ON THE EROSION OF THE LAKE.
IT'S REALLY JUST A SAFETY CONTROL PROJECT TO PROTECT TRAFFIC FROM ENTERING THE TRAIL.
SO IT REALLY DOESN'T HAVE ANYTHING TO DO WITH THE EROSION ON THE LAKE AT ALL.
WE JUST WANTED TO PUT IT IN HERE SO THAT YOU WERE AWARE 'CAUSE IT'S IN THE SAME AREA AND YOU WERE GONNA SEE WATER BARRIERS THAT WE PUT UP BEING MOVED.
SO WE WANTED YOU TO BE AWARE OF WHY THEY WERE BEING MOVED.
YEAH, I I WAS JUST TRYING TO FIGURE OUT IF THERE WAS A CONNECTION TO THAT OR NOT.
AND THEN REAL QUICK, UM, WHEN WE'RE TALKING ABOUT THE IMPACTS OF THE SHORELINE ON, CAN SOMEONE EXPLAIN THE VEGETATION AND WILDLIFE, UH, WILDLIFE HABITAT AND HOW THAT'S GONNA BE IMPACTED AND MAINTAINED DURING THE PROCESS? THERE'S A REFERENCE TO THAT, BUT I DIDN'T SEE ANY DETAILS.
I BELIEVE WE JUST INDICATED THAT THE SHORELINE LINE, UM, MAIN AS IT CURRENTLY IS, THE, THE PROPOSAL BY FREEZING NICHOLS, UM, AT A LARGE 40 FOOT WIDE SWATH OF ROCK GOING FROM THE TRAIL OUT INTO THE LAKE.
AND SO WHATEVER WAS THERE WAS GONNA GO AWAY.
AND SO BY DOING SHEET PILINGS, BASICALLY THE VEGETATION'S THERE FOR THE MOST PART AND REMAIN INTACT, OBVIOUSLY IT'S RIGHT NEXT TO SOME, SOME OF THE TREES FRONT OVERHANGING TRAIL A BIT.
SO WE'LL HAVE TO CUT BACK A FEW FEET.
BUT FOR THE MOST PART, THE SHORELINE
[01:55:01]
SHOULD REMAIN AS IT CURRENTLY IS.THAT WAS, THAT WAS THE OTHER REASON FOR DOING IT.
CHIEF LIN WAS TO LET, BASICALLY THE LAKE WILL BE THE SAME CONFIGURATION AS IT'S NOW, OTHER THAN IT STAPLE IT.
UM, DO WE HAVE ANY OTHER INFORMATION? THE, UH, GROUP THAT CAME IN THIS MORNING GAVE US INFORMATION ABOUT MOCKINGBIRD POINT AND THE NORTH END OF THE LAKE.
UM, DO WE HAVE ANY OTHER INFORMATION ABOUT MOCKINGBIRD POINT, IF THAT, THAT IS A SAFETY ISSUE? I DO NOT CURRENTLY HAVE ANY.
WHY DO WE NOT, WHY DO WE CHOOSE NOT TO HAVE FRIES, NICHOLS OR CELEBRITY TODAY? WE PAY THEM.
I KNOW CELEBRITY MAY, MAYBE, YOU KNOW, 'CAUSE WE ASKED 'EM FOR ADVICE, BUT WE PAID THE FREE $70,000.
WHY DID WE NOT HAVE THEM IN THERE HERE TODAY? 'CAUSE THIS WAS JUST GONNA BE A STAFF BRIEFING TODAY.
IF THAT'S THE REQUEST, MR. CON, WE CAN HAVE A FOLLOW UP AND HAVE THEM HERE.
NO, I JUST WONDERING WHY, WHY WE'RE HERE.
UM, I JUST WANTED TO, YOU KNOW, THANK EVERY THANK STAFF AND MR. JENKINS FOR HAVING THIS.
YOU KNOW, I, I WROTE THE MEMO OF THIS, MARIA AND I TALKED ABOUT THIS AS WELL ON THE PHONE.
AND I STAND BY WHAT I SAID EARLIER ABOUT COMMUNICATION.
IT'S HARD FOR US TO HELP ADVOCATE AND I HOPE YOU KNOW THAT LIKE I WANT TO HELP YOU.
SO I WANNA HELP MR. WOOD AND MR. MR. GOLDSTEIN.
AND I THINK THAT'S WHAT WE HEAR ABOUT THE, AROUND THIS HORSES VIEW IS THE INFORMATION, ESPECIALLY AROUND THE BIGGER PARKS.
UM, AGAIN, I DON'T THINK ANYBODY CARES ABOUT WHAT'S GOING ON AT TWIN LAKE PARK AND THE DREDGING BECAUSE IT'S SUCH A SMALL COMMUNITY NEIGHBORHOOD PARK WHEN YOU HAVE REGIONAL CITYWIDE PARKS TO MISS MANDEL'S POINT, YOU KNOW, I HOPE THAT VICTOR LANDING BECOMES SOMETHING LIKE THAT AND PEOPLE ARE INTERESTED ENOUGH TO ACTUALLY RAISE ISSUES ABOUT THAT IN THE FUTURE THAT, YOU KNOW, I WANNA BE ABLE TO HELP ADVOCATE IN TERMS OF WHEN WE GO THROUGH THE PROCESS.
'CAUSE IT'S NOT A SHORT PROCESS, THE FUNDING PROCESS.
SO AGAIN, THIS IS A PROBLEM THAT EXTENDS BACK 30 PLUS YEARS AND IT'S NOT YOU AND IT'S NOT STAFF RIGHT NOW.
THE COMMUNICATION RIGHT NOW TO MR. GOLDSTEIN'S POINT WASN'T GREAT.
THIS IS THE 30 YEAR PROBLEM THAT'S BEEN BUILDING OVER TIME.
WE START TALKING ABOUT SAFETY ISSUES TO GRADY'S POINT, YOU KNOW, THE 250,000 VERSUS WHAT IT'S GONNA BE IN FIVE YEARS.
I THINK THAT'S SOMETHING WE NEED TO KNOW AND ESPECIALLY FOR LIKE MS HAS AND, AND AND YOU KNOW, ESPECIALLY HELPING THE WHITE ROCK LAKE TASK FORCE, WHICH AGAIN, I LEARNED MORE ABOUT TODAY, WHICH I'M REALLY HAPPY ABOUT.
UM, I THINK THAT'S WHAT WE'RE HERE PUT HERE TO DO IS TO HELP PEOPLE ADVOCATE FOR THOSE ISSUES.
WE DON'T HAVE THE INFORMATION.
IT'S HARD TO DO THAT TO MR. STEIN.
I JUST FEEL LIKE SINCE THIS HAP THIS INFORMATION GENERATED, UH, IN APRIL AND WE JUST POTENTIALLY MISSED THE BOND, PUTTING SOMETHING LIKE THIS ON THE BOND AND HOPING THAT OTHER, LIKE, CITY COUNCIL, MY CITY COUNCIL MEMBER, OTHER CITY COUNCIL MEMBERS WOULD'VE SEEN THIS AND SAID, YOU KNOW WHAT? THIS IS SOMETHING THAT'S REALLY A DIRE NEED.
AND THEN WE PUT SOME, SOMEWHERE ALONG THE LINES WITH THE SUPPORT, UM, OF BEING ABLE TO, UM, ALLOCATE BOND DOLLARS OR SOMETHING OF THAT DISCRETIONARY, SOMETHING LIKE THAT.
SINCE THIS IS SUCH A MAJOR ISSUE, UM, I FEEL LIKE WE MISSED THAT.
I THINK THE LAST CHANGES WERE MADE IN MARCH OR BOND, UM, FOR THE BOND.
SO IT'S JUST A SHAME THAT IT CAME OUT IN APRIL.
WE JUST DIDN'T HAVE THE DETAILS.
I MEAN, WE COULD LOOK AT SOMETHING ON THE SURFACE OF THE DAY, BUT WE JUST DIDN'T HAVE THE DETAILS.
AS YOU CAN SEE, IT'S IMPORTANT ISSUE.
SO
KNOW ABOUT THIS IN INFORMATION.
PLEASE LET US HAVE YOU TAKE A BREAK BEFORE NEXT BRIEFING, THOUGH YOU ARE
YEAH, MR. PRESIDENT, I'M, BECAUSE I KNOW WE SPENT A LOT OF TIME ON THIS ITEM, SO I'M GONNA ASK THEM TO MAKE THEIR PRESENTATIONS BRIEF ON THE NEXT TWO PRESENTATIONS, AND I BOARD MEMBERS TO GIVE THAT QUESTION, PLEASE.
UM, TODAY WE'RE GONNA BRIEFLY PROVIDE YOU WITH A BRIEF OVERVIEW OF OUR YOUTH SPORTS 20 23, 20 24 OPERATIONS, ALL THE GREAT THINGS THAT WE'VE ACCOMPLISHED WITH, UH, WITHIN THAT TIME PERIOD, WHETHER IT'S OUR PROGRAMS OR PARTNERSHIPS WITH
[02:00:01]
DISD AND PARTNERSHIPS WITH, UM, OTHERS.SO AT THIS POINT, I WOULD HAVE SERGIO GARZA, HE'S OUR MANAGER OF OUR YOUTH FORCE, AND THEN I HAVE KEISHA RANDALL, SHE'S OUR SUPERINTENDENT OVER YOUTH FORCE, AND THEY'RE GONNA PROVIDE ALL THE DATA AND THE INFORMATION IN THE BACKGROUND.
FAIR TO ANSWER TO YOUR QUESTION.
UM, LIKE JOHN SAID, WE WANTED TO COME TO YOU GUYS AND GIVE YOU AN UPDATE ON THE GREAT THINGS THAT HAVE BEEN HAPPENING IN OUR ATHLETICS AND YOUTH, JUST YOUTH SPORTS, UM, DIVISION, UM, VISION.
UM, GIO GOING TO GIVE A, A GREAT PRESENTATION, AND THEN WE HAVE SOME INFORMATION THAT WE WANNA SHARE WITH YOU AT THE END OF OUR PRESENTATION.
BUT I KNOW THAT WE HAVE NEW, NEW MEMBERS OF THE BOARD, AND I JUST WANNA MAKE SURE THAT EVERYONE KIND OF KNEW WHAT WE DID WHILE WE WERE HERE AND WHO WE WERE SERVING.
UM, SO AGAIN, WE ARE THE YOUTH SPORTS, AND SO OUR TEAM IS RESPONSIBLE FOR COORDINATING ALL OF THE DIFFERENT, IN DIFFERENT ACTIVITIES THAT OUR, UM, DEPARTMENT DOES, WHETHER IT IS THROUGH THE, UM, SPORTS PROGRAMS OR OUR SOCCER, BASEBALL, BASKETBALL, ALL OF THOSE PROGRAMS, WORKING WITH OUR PARTNERS.
SO WE ARE KIND OF LIKE THE WHEEL, WE'RE KIND OF LIKE THE, THE MIDDLE OF THE WHEEL.
AND THEN WE HAVE ALL THESE DIFFERENT ENTITIES THAT WE WORK WITH, INCLUDING RECREATION CENTERS, OUR DISD PARTNERS, SOME OF OUR, UM, LOCAL SPORTS TEAM PARTNERS.
AND SO WE WANTED TO COME TO YOU AND TELL YOU ALL THE FABULOUS THINGS THAT THEY'VE BEEN DOING THIS YEAR.
UM, AND I DID WANNA MAKE SURE THAT I MADE THAT POINT ON RECOGNIZING WHAT OUR, OUR YEAR IS.
SO RIGHT NOW WE TALK A LOT ABOUT OUR FISCAL YEAR AND OUR CALENDAR YEAR, OUR YOUTH SPORTS YEAR.
WE FOLLOW THE, UM, THE SCHOOL CALENDAR.
AND SO THAT'S WHY YOU'LL SEE SOME OF THE INFORMATION AND HOW IT'S DATED FROM AUGUST.
AND THEN IT'LL ROLL AROUND UNTIL, UM, SEPTEMBER, WHICH IS OUR, OUR SCHOOL YEAR CALENDAR THAT WE WORK WITHIN.
SO I'M GONNA TURN IT OVER TO SERGIO SO THAT YOU CAN HEAR THE FABULOUS THINGS UP.
UM, GOOD AFTERNOON BOARD MEMBERS.
UM, UH, SO AS THE BOARD MAY RECALL, UM, EARLIER THIS YEAR, KE KEISHA GAVE A PRESENTATION REGARDING YOUTH SPORTS AND THE DIRECTION THAT WE WERE HEADED.
UM, SO I'M JUST GOING TO GIVE YOU A BRIEF OVERVIEW OF THE DIRECT OF THE PROGRESS THAT WE'VE MADE AND THE WORK THAT WE'VE ACCOMPLISHED.
UM, SO THE FIRST SLIDE IS RIGHT HERE.
WE'RE TALKING ABOUT OUR MISSION AND VISION.
AND IT'S ONE THING THAT I DEFINITELY WANNA MAKE SURE THAT, UH, WE TALK ABOUT WHEN WE LOOK AT OUR, OUR VISION FOR OUR YOUTH SUPPORT DIVISION.
AND I GOT TO CALL THE THREE A, AND THAT'S TO MAKE SURE THAT OUR PROGRAMS ARE ACCESSIBLE, AFFORDABLE, AND THAT THEY HAVE AN A PLUS QUALITY PROGRAM.
AND SO OUR MAIN GOAL IN OUR YOUTH SPORTS PROGRAM IS TO MAKE SURE THAT EVERY CHILD HAS THE OPPORTUNITY TO PARTICIPATE IN SPORTS, UM, REGARDLESS OF ANY TYPE OF BARRIERS THEY HAVE.
AND SO WE HAVE 40 RECREATION CENTERS, NUMEROUS PARTS THROUGHOUT OUR CITY.
WE WANNA MAKE SURE THAT WE PROVIDE THOSE OPPORTUNITIES TO THEM.
UM, OUR HOPE IS THAT BY DOING SO, WE BECOME ONE OF THE PREPARED PROVIDERS OF RECREATIONAL SPORTS PROGRAMS IN THE CITY.
UM, WE WANNA BE THE ONES THAT WHEN PARENTS THINK ABOUT SIGNING THEIR KIDS UP FOR YOUTH SPORTS PROGRAMS, THAT THEY THINK DALLAS PARK DIRECT, AND THEY WANT TO BE EAGER TO SIGN THEIR CHILD UP WITHIN OUR PROGRAM, IN OUR DEPARTMENT, UH, SIX STUDIES.
SO I COME TO YOU TODAY, WE'RE GONNA REALLY HIGHLIGHT JUST THREE AREAS.
UM, ONE IS OUR OVERALL GROWTH PARTICIPATION IN ALL OF OUR SPORTS PROGRAMS. UM, THE SECOND THING IS OUR GREAT RELATIONSHIP THAT WE HAVE WITH THE SCHOOL DISTRICTS, UM, KIND OF JUST KIND EXPLAIN AND BE CAREFUL WE'VE BEEN DOING FOR THE LAST SEVERAL YEARS WITH THEM.
AND THE THIRD THING IS TO HIGHLIGHT OUR, MAKE YOUR PARTNERS THAT WE HAVE, SPECIFICALLY OUR SPORTS ORGANIZATIONS.
UM, SO FOR THOSE OF YOU WHO DON'T KNOW, OUR YOUTH SPORTS TEAM IS A VERY SMALL TEAM.
UM, THIS PAST YEAR WE ONLY HAD TWO FULL-TIME STAFF MEMBERS AND EIGHT PART-TIME STAFF MEMBERS.
UM, WE HAVE GROWN A LITTLE BIT SINCE THEN WITH THE NEW FISCAL YEAR.
UM, BUT, UH, THAT TEAM WAS ABLE TO ACCOMPLISH A LOT.
UM, SPECIFICALLY WE'RE AT 116 COMBINED SITES.
UM, WHEN YOU LOOK, I'M SORRY, 118 COMBINED SITES, WHEN WE LOOK AT WORK THAT WE DID WITH OUR 40 RECREATION CENTERS, OUR 78 SCHOOLS, UM, THAT TEAM WAS RESPONSIBLE FOR OVERSEEING THE GROWTH OF OUR CITYWIDE SPORTS PROGRAM, UM, THAT WE OFFER SEASONALLY THROUGHOUT THE RECREATION CENTERS.
UM, IN ONE YEAR, WE BASICALLY GREW ALMOST AVERAGE YEAR, UM, IN THAT PROGRAM FROM 7,668 KIDS TO 2005 AND 19.
AND THEN THAT TEAM WAS ALSO DIRECTLY RESPONSIBLE FOR FACILITATING THE RECREATIONAL BASE PROGRAM, UM, THAT HAD TREMENDOUS GROWTH OF ABOUT 45.2%.
UM, SO THE NEXT SLIDE RIGHT HERE KIND OF JUST GIVES YOU A MAP OF ALL OF OUR PROGRAMMING EFFORTS.
UM, AS YOU CAN SEE, WE'RE OUTWARD THROUGHOUT THE WHOLE ENTIRE CITY.
UM, WE HAVE PLENTY OF COVERAGE.
UM, WE ALSO ARE VERY MUCH IN COMMUNITIES OF POVERTY WHERE THEY NOT NECESSARILY HAVE THE OPPORTUNITIES.
UM, WE MAKE SURE THAT WE PRIORITIZE THOSE AND MAKE EVERY EFFORT TO PROVIDE PROGRAM AND SERVICES IN THOSE COMMUNITIES.
UM, RIGHT HERE, THIS MAP JUST KIND OF BREAKS DOWN.
YOU PROBABLY CAN SEE IT BETTER, UM, ON YOUR PRESENTATION THAT WE GIVE TO YOU, BUT IT JUST GIVES YOU THE RECREATION CENTER IN BLUE, YOU KNOW, THE ELEMENTARY SCHOOLS IN THE, IN THE ORANGE COLOR AND THE SECONDARY SCHOOLS.
[02:05:01]
INTO MORE DETAIL LATER.UM, THE NEXT SLIDE BASICALLY JUST GIVES YOU THE INFORMATION AS FAR AS WHAT WE ACCOMPLISHED THIS YEAR ON A BREAKDOWN IN OUR FOUR CORE AREAS.
UM, WE OFFER OUR CITYWIDE SPORTS PROGRAM, WHICH IS OFFERED AT OUR 40 RECREATION CENTERS.
THAT'S OFFERED THROUGH THE FALL, WINTER, AND, UH, SPRING SPORTS.
WE OFFER OUR SCHOOL-BASED PROGRAM THAT, UM, IS A, BASICALLY A PARTNERSHIP PROGRAM WITH THE SCHOOLS IN WHICH WE OFFER SPORTS AS AN INCENTIVE, WHICH, UH, ACADEMIC PERFORMANCE.
UM, WE OFFER
AND THEN OUR OTHER PROGRAMS, THIS IS OUR GAA TRACK PROGRAM.
THESE ARE OUR, UM, SPORTS COMPETITIONS LIKE PEOPLE TO RUN.
THESE MAY BE, UM, ANY KIND OF PROGRAM THAT IS NOT IN A NORMAL WHEELHOUSE OF DAY-TO-DAY OPERATIONS.
UM, ONE THING THAT YOU CAN SEE RIGHT THERE IS THAT OUR RECORDS CENTER BASED PROGRAM IS PROBABLY OUR BIGGEST PROGRAM, NOT PROBABLY IS OUR BIGGEST PROGRAM.
AND WE WILL CONTINUE TO SEE IT PROBABLY BE UP BETWEEN 40 TO 50% OF OUR OUR DAY OPERATION WORK.
UM, AS I MENTIONED, UH, WE HAD A TREMENDOUS GROWTH IN OUR CITYWIDE SPORTS PROGRAM.
UM, THIS SLIDE RIGHT HERE JUST KIND OF BREAKS DOWN THE, ALL THE SPORTS THAT WE, UM, DID THROUGHOUT THE YEAR THAT ARE OFFERED AT THE FOR BREAK CENTERS.
UH, FOR THOSE OF YOU WHO DON'T HAVE NEVER BEEN FAMILIAR WITH THE ECY SPORTS PROGRAM, THE WAY IT OPERATES IS WE HAVE ALL OUR RECREATION CENTERS FOLLOW A SPORTS CALENDAR.
UM, WE ALL SIMULTANEOUSLY START REGISTRATION AT ONE TIME.
WE ALL END REGISTRATION AT ONE TIME.
UM, WE TAKE THOSE SIGN OFF FOR THE RECREATION CENTERS AND WE CREATE COMMUNITY, UM, PLACES TO PLAY, UM, AT DIFFERENT PARKS THROUGHOUT THE CITY.
UM, SO WE ALLOW THESE REC CENTERS TO, TO CROSS OVER OUR COMMUNITIES AND COMPETE.
UM, AND WE DO THIS AT A VERY LOW COST, AND, UM, A PLACE WHERE EVERYBODY CAN GET TO.
UM, WE DON'T TRY TO HAVE TEAMS TRAVEL ACROSS TOWN.
WE TRY TO MAKE IT WHERE THE PARENTS CAN PLAY ON CERTAIN DAYS OF THE WEEK, UM, THAT THEY CAN GET TO GAMES, AND ALSO THAT THEY, THAT THEY BELIEVE, UM, THAT THEY'RE GETTING A GOOD QUALITY PROGRAM.
UM, ONE THING THAT I DO WANT TO MAKE A NOTE ON HERE JUST FOR FUTURE REFERENCE, YOU SEE THE TREMENDOUS, UM, GROWTH IN THE SOCCER PROGRAM.
BASICALLY, UM, THERE'S LIKE 600 KIDS, UM, AND WE RIGHT NOW, WE'RE ACTUALLY HAVING ANOTHER GROWTH, ABOUT 300 KIDS THAT WERE LATER ON THIS YEAR.
UM, IF WE KEEP PRINTING IN THAT DIRECTION, WE DEFINITELY WILL NEED TO START HAVING A CONVERSATION ABOUT MORE FIELDS OF PLAY, UM, FOR OUR, FOR OUR YOUTH SPORTS PROGRAMS. NEXT SLIDE.
UM, SO YOU'RE PROBABLY WONDERING HOW WE INCREASE THE GROWTH FOR OUR
UM, ONE IS WE INTENSIFIED OUR GRASSROOTS MARKETING EFFORTS.
UM, WE MADE SURE BOTH IN THE YOUTH SPORTS DIVISION AND IN THE RECREATION CENTER TEAM, THAT WE GOT OUR INFORMATION OUT THERE TO THE PUBLIC, UM, WHETHER THAT BE THROUGH SOCIAL MEDIA, WHETHER THAT BE THROUGH MAKING SURE WE INFILTRATE THE SCHOOL SYSTEM, WHETHER BE ATTENDANCE OF CERTAIN COMMUNITY EVENTS AT CHURCHES, ET CETERA, AND TRY TO MAKE SURE WE, THAT EVERY CHILD HAD THE OPPORTUNITY TO GET THE INFORMATION IN THEIR HAND, OR THE PARENT HAD THE OPPORTUNITY INFORMATION IN THEIR HAND SO THAT KNEW WHEN WERE ASSIGNED UP TO THE PROGRAM.
UM, THE NEXT THING WE DID, WE CONDUCTED STAFF TRAININGS.
UM, I'M A BIG BELIEVER WE CAN'T ASK STAFF TO DO SOMETHING IF WE HAVEN'T PROVIDED IT WITH THE RESOURCES.
AND SO WE WANTED TO MAKE SURE THAT WE EDUCATED THE STAFF, THAT THEY BECOME FAMILIAR WITH A PARTICULAR SPORT LEADING IT.
UM, AND THEY DIDN'T HAVE OFFICER COACHES ON THEIR SITE.
UH, THE NEXT THING WE DID IS THE PARKWOOD, UM, BY A LITTLE BIT OVER A YEAR AND A HALF AGO, THEY APPROVED, UM, THE ACCESS FOR THE FIELD TO GET PRIORITY FOR TO OUR RECREATION CENTER.
WE MAKE SURE WE MANAGE THAT AGREEMENT AND, UH, MAKE SURE THAT WE PUT OUR RESERVATIONS IN TIME ENOUGH IN ADVANCE SO THAT WE COULD UTILIZE THOSE SKILLS AND HAVE IN PLACE TO PRACTICE.
UM, AND THEN THE LAST THING WE DID IS WE MAKE SURE WE HELD THE STAFF ACCOUNT.
UM, OUR SERVICE MANAGERS AND OUR REC SERVICES TEAM DID A TREMENDOUS JOB OF WORKING WITH THEIR STAFF AND FIGURING OUT WHAT THEIR GOAL WAS GONNA BE FOR THE RECREATION CENTER, AND THEN FOLDING THEM TO THAT, UM, THAT NUMBER THROUGHOUT THE YEAR.
UM, THE NEXT PART OF THIS IS OUR SCHOOL-BASED PROGRAMS. UM, THIS IS SOMETHING I'M VERY PROUD OF.
IT'S A PROGRAM THAT I HELPED CREATE.
UM, WE STARTED THIS PROGRAM IN 2010.
UM, THE SCHOOL SYSTEM BASICALLY APPROACHED US AND ASKED IF THERE WAS A WAY FOR US TO START A, A SPORTS PROGRAM AT THEIR CAMPUSES.
UM, THE FACTORS WERE, THEY WANTED TO USE IT AS AN INCENTIVE TO INCREASE GRADES, HELP WITH, UM, ATTENDANCE, HELP WITH STUDENT BEHAVIOR, AND EVEN USE IT AS A WAY TO GET PARENTS INVOLVED.
UM, SOME OF YOU HAVE SEEN BEFORE, PARENTS WON'T SHOW UP FOR A PTA MEETING.
THEY WON'T SHOW UP FOR PARENT CONFERENCE, BUT THEY WILL SHOW UP FOR AN EVENT
AND SO THE SCHOOLS DEFINITELY USE THAT AS A, AS A,
[02:10:01]
A TOOL IN THEIR CAMPUS.AND WE WERE ABLE TO CULTIVATE RELATIONSHIPS WITH THOSE CAMPUSES, UM, TO DEVELOP THIS PROGRAM.
UM, THIS PAST YEAR WE WERE AT 56 SCHOOLS AND, AND IT HAD 2,130 YOUTH.
UM, PRE COVID, JUST TO KIND GIVE YOU AMERICAN STICK.
WE WERE IN, UH, WE WERE AT 90 ELEMENTARY SCHOOL, SO WE'RE STILL TRYING TO GET TO THAT POINT.
THIS IS ONLY YEAR TWO AFTER, UH, AFTER THE PANDEMIC.
AND THEN WE'RE YEAR THREE AND WE'RE WAY ON OUR WAY TO TRY TO GET THERE AND HOPE TO GET THERE BY THE END OF YEAR FOUR.
UH, BACK TO OUR PRE PANDEMIC NOTES, NEXT SLIDE.
UM, AS PART OF OUR, UH, SCHOOL SPORTS PROGRAM, WE ALSO HAVE A SECONDARY SPORTS PROGRAM.
UM, THIS PROGRAM THIS PAST YEAR, FOCUSED ON THE HIGH SCHOOLS.
UM, SOME OF YOU HAVE, MAY, MAY HAVE SEEN THE RESEARCH THAT'S OUT THERE AS FAR AS THE COST OF SPORTS AND HOW HIGH IT IS, AND IT'S BECOME A PROGRAM, I'M SORRY, PROBLEM IN REGARDS TO THE AFFORDABILITY.
AND YOU SEE THE HAVES AND THE HAVE NOTS AND, UM, PARTICULARLY AT THE A A U AND SELECT LEVEL.
AND SO WHAT WE'VE DONE IS WE'VE CREATED A PROGRAM WHERE THESE TACTICAL TEAMS CAN STAY TOGETHER AND COMPETE.
UM, THEY STILL ABIDE BY THE UIL RULES, SO THEY'RE NOT COACHED BY THE UIL COACHES AT ALL, COACHED BY VOLUNTEERS.
UM, BUT THEY COMPETE ON THE OFF SEASON AND COMPETE WITH, HONE THEIR SKILLS, AND SO THAT EVERY CHILD THAT, UH, PLAYS ON A HIGH SCHOOL TEAM HAS THE OPPORTUNITY, UM, TO COMPETE.
IT ALSO ALLOWS FOR THE HIGH SCHOOL COACHES TO GET A EARLY GLANCE AT THE KIDS THAT MAY BE COMING TO THEIR SCHOOLS AND HAVE NOT HAD THE OPPORTUNITY TO TRY OUT.
SO IT, IT IS A WIN WIN BOTH SITUATION.
UM, THE PROGRAM WE COME IN HAS BECOME ALL, UM, WE ARE GETTING SCHOOL CONTACTED FROM HIGH SCHOOLS, UM, OUTSIDE OF THE CITY TO JOIN OUR PROGRAM, HAD FEW IN THE PAST AND CONTINUE TO WANT TO MAKE THIS PROGRAM LARGER.
UM, THAT BEING SAID, THE THE PLAN ALSO IS TO REINTRODUCE OUR SIXTH GRADE SPORTS PROGRAM FOR THIS UPCOMING YEAR.
UM, AS MANY OF YOU MAY KNOW, UM, IN SIXTH GRADE, THEY DO NOT HAVE SPORTS IN MIDDLE SCHOOL.
YOU HAVE TO BE SEVENTH, EIGHTH GRADE TO BE ELIGIBLE.
AND SO WE WANNA MAKE SURE THAT WE ARE CAPTURE THOSE, UH, STUDENTS AS WELL.
SO, AS MANY OF YOU MAY KNOW, UM, WHEN YOU YOUTH SPORTS PROGRAM, YOU'RE, YOU'RE NOT GONNA HAVE ANY POSSIBLE ABILITY TO BE SUSTAINABLE UNLESS YOU HAVE PARTNERS.
AND WE, THAT'S HAD SOME TREMENDOUS PARTNER OVER THE PAST FOUR YEARS.
UM, THESE ARE THE MAIN FOUR MAIN ONES THAT WE'VE HAD, UM, THIS PAST YEAR.
UM, DALLAS STARS, THE DALLAS MAVERICKS, THE TEXAS RANGERS FOUNDATION, FC DALLAS.
UM, I JUST WANNA SAY TREMENDOUS GRATITUDE TO TO THEM.
AND THEN, UM, LET THEM KNOW THAT WE WOULDN'T, WE WERE AT THE DEPARTMENT THIS YEAR IF IT WASN'T FOR THE CONTRIBUTIONS THAT THEY HAVE MADE.
UM, I'M GONNA HIGHLIGHT SOME OF 'EM ON THE NEXT SLIDE.
UM, OUR FIRST ONE IS OUR DATA STARS.
UM, THEY ARE HERE TODAY, AND THEY WILL BE MAKING AN ANNOUNCEMENT AFTER I PRESENT.
UM, BUT OUR DATA STARS PROGRAM, THE BIGGEST THING THAT THEY'VE DONE THIS YEAR IS THEY HAD A COMPLETE REFURBISHMENT OF HAWAII, UH, WILLIAM.
UM, SO I DON'T KNOW IF THEY HAD OPPORTUNITY TO SEE IT, BUT THE KIDS WENT IN THERE, THEY COMPLETELY PAINTED IT.
UM, YOU CAN SEE THE IMAGE OF IT RIGHT THERE.
UM, THEY, THEY HAVE A, UH, UM, A COMPANY MURAL OF SOME OF THE CHILDREN THAT PARTICIPATED ON THE DALLAS STAR PROGRAMS. THEY REFINISHED THE FLOOR, UM, PLACED THE DATA STAR, THE LOGO.
IT LOOKS BRAND NEW LIKE THE DALLAS STAR GYM.
SO IT WAS A TREMENDOUS ASSET FOR US.
UM, CAN'T THANK THEM ENOUGH FOR THE WORK THAT THEY'RE DIDN THROUGH THAT.
UM, THE OTHER THING THAT OUR STARS HAVE DONE IS, IN MY BIGGEST, IN MY VIEW, THE BIGGEST IMPACT IS THEY'VE INTRODUCED HOCKEY TO KIDS THAT NEVER HAVE HAD THE OPPORTUNITY TO PARTICIPATE.
NOT THAT COMING OUT AND TEACHING 'EM HOCKEY, UM, THROUGH OUR FUTURE STARS PROGRAM, OR GIVING THEM OPPORTUNITY TO GO TO A HOCKEY GAME.
UM, A VERY COUNTLESS TIME THIS YEAR THAT THIS WAS THE FIRST TIME EVER THAT THEY GOT TO ATTEND THE DALLAS STARS HOCKEY GAME, AND THEY WOULDN'T HAVE DONE THAT WITH, WITHOUT THE, THE, UM, DONATION FROM THE STARS.
UM, THE OTHER ONE IS THE FC DALLAS, WHICH COMMUNITY SOCCER CLINICS.
UM, THEY PROVIDED PROFESSIONAL INSTRUC SKILLS TO THE KIDS, UM, AND FREE OF CHARGE AND PROVIDED WITH SOCCER BALLS, TENNIS BALL, SOCCER BALLS AND SHIRTS.
NEXT ONE, UM, TEXAS RANGERS FOUNDATION AND DALLAS MAVERICKS.
UM, BOTH THESE WERE GREAT, UM, PARTNERS.
I DO WANT TO JUST SIGN OUT THAT THE RANGERS PROVIDED OVER 1600 UNIFORMS FOR US.
UM, THESE UNIFORMS, UM, ALLOWED US TO MITIGATE TO THE COST THAT WE HAD, UM, AND MAKE SURE THAT WE, OUR BASEBALL PROGRAMS, UH, IS AFFORDABLE TO ALL OUR YOUTH.
UM, THE OTHER THING AS YES, MAY HAVE BEEN KNOWN OF A COUPLE MONTHS AGO, WE WERE AWARDED THE 10 K, UH, GRANT, UM, TO ENHANCE OUR BASEBALL PROGRAMS. UH, NEXT SLIDE.
UM, SO THIS, RIGHT NOW, THIS IS JUST A COUPLE OF OTHER, OTHER EVENTS THAT WE HOST, UM, IN OUR DEPARTMENT.
[02:15:01]
UM, THESE ARE NOT OUR STANDARD, UH, CITYWIDE EVENTS OR SCHOOL EVENTS.WE HOPE TO EXPAND ON THESE, PARTICULARLY OUR TLAF REGIONAL TRACK PROGRAM.
WE JUST HOST A REGIONAL MEET, UH, BUT WE'RE LOOKING IN THE FUTURE TO ADD ANOTHER TWO TO THREE MEETS SO THAT WE CAN ACTUALLY HAVE A FULL CIRCUIT TRACK PROGRAM IN DALLAS.
UM, I WRAP UP BY JUST GOING OVER OUR, JUST QUICK, BRIEFLY ABOUT, ABOUT OUR GOALS, UM, FOR THE YEAR.
UM, RIGHT NOW, AS YOU, AS YOU SAW, WE HAD 10,500 YOUTH.
UM, WE'RE LOOKING AT TRYING TO INCREASE OUR NUMBER OF YOUTH 1500 PER PER YEAR.
UM, I KNOW IT'S KIND OF AGGRESSIVE, BUT AT THE SAME TIME, WE DO HAVE ADDITIONAL STAFF THAT WE WERE AWARDED THIS YEAR.
AND WE BELIEVE JUST WITH THE WORK THAT WE'VE DONE AND THE, THAT WE'VE HAD, THEY WERE ABLE TO ACCOMPLISH THIS SUCCESSFULLY BY THIS FISCAL YEAR.
UM, THE OTHER THING IS TO CONTINUE TO RECRUIT CAMPUSES, UM, FOR OUR SPORTS SPORTS PROGRAMS. AS I SAID BEFORE, WE HAD 90 ELEMENTARY CAMP CAMPUSES, UM, PRE COVID FOR THE 126 TOTAL WHEN WE ADDED AT OUR SECONDARY SCHOOL.
AND SO FOR THIS YEAR, WE WANT TO END ON THAT NOTE OF NINED CAMPUSES FOR THIS YEAR.
UM, THE OTHER THINGS THAT WE WANNA DO IS, UH, WANNA MAKE SURE THAT OUR GIRLS SPORTS TO THE FOCUS THIS POINT THAT GOING FORWARD, UM, I WANNA GET TO THE POINT WHERE A NUMBER OF YOUNG LADIES THAT ARE PARTICIPATING IN SPORTS IS COM IS COMPARABLE TO THE, THE SECOND NUMBER
SO, UM, THERE'S A, THERE'S A LOT OF, THERE'S A LOT OF GOOD THINGS HAPPENING IN WOMEN'S SPORTS, AND WE WANNA MAKE SURE THAT WE'RE AT THE FOREFRONT FOR THAT.
UM, AND THEN THE, THE LAST THING IS JUST THE PARTNERSHIPS THAT I ALLUDED TO.
MAKE SURE THAT WE STRENGTHEN THOSE.
UM, SO THAT BEING SAID, AT THIS TIME, I WANT TO INTRODUCE, UH, MR. ALTO.
HE'S THE VICE PRESIDENT OF COMMUNITY GROWTH AND STRATEGY, BUT HE GOT A START THAT HE'D LIKE TO MAKE.
UM, LIKE, SIR, YOU SAID ALTO PRESIDENT STRATEGY.
IT'S AN HONOR TO BE HERE TODAY, SEEING THOSE FLAGS BE PUT UP ON, ON, ON THE SCREEN.
IT IS SPECIAL, IT REALLY IS, BECAUSE I'M NOT STANDING IN FRONT OF YOU TODAY WITHOUT ORGANIZATIONS LIKE DALLAS PARKS RECS.
UM, A LITTLE BIT ABOUT ME, RAISED BY IMMIGRANTS, RAISED BY MY, UH, MY CUBAN AMERICAN MOTHER INTO THIS COUNTRY AS A REFUGEE.
IT WAS SPORT THAT WAS MY EQUALIZER.
UH, SPENT 15 YEARS PLAYING FOR PROFESSIONAL HOCKEY, BECAME THE FIRST CUBAN AMERICAN TO PLAY IN THE NATIONAL HOCKEY LEAGUE, AND 10 YEARS IN THE NATIONAL HOCKEY.
SO I SAY THAT, YEAH, I, I, I SAY THAT BECAUSE IT, IT'S SPORTS LIKE THIS THAT, THAT THAT FEED THE YOUTH, THAT ALLOW KIDS TO REALLY BECOME THEMSELVES.
YOU KNOW, I GREW UP IN A CITY WHERE I WOULD STEP OUTSIDE AND IT WAS ALL ENGLISH INSIDE MY HOUSE, IT WAS ALL SPANISH.
BUT WHEN I GOT TO PUT THAT HELMET ON, I WAS A GOALTENDER.
WHEN I GOT TO PUT THAT HELMET ON, I COULD BE WHOEVER, WHOEVER THAT.
SO TODAY, I'M STANDING IN FRONT OF YOU BECAUSE OF PROGRAMS LIKE THIS, BECAUSE PEOPLE 'CAUSE THE LEADERSHIP BELIEVE IN IT.
WE STARTED, UH, THE FUTURE START PROGRAM ON BEHALF OF THE DALLAS STARS AND THE NATIONAL HOCKEY LEAGUE.
I JUST WANT TO THANK YOU ALL FOR BELIEVING IN US, BELIEVING IN US AS PARTNERS.
UH, I REMEMBER A FEW YEARS BACK, IT WAS CRYSTAL, GIO, KEISHA AND MYSELF, TRYING TO FIND WAYS TO SEE IF WE'RE REAL ON BEHALF OF THIS PARTNERSHIP.
IT WAS, I THINK THEY STARTED TO SEE THAT OUR PASSION WAS JUST AS GOOD AS THEIR PASSION THAT WE WANTED TO, TO GIVE BACK TO THE YOUTH AND, AND BUILD THIS PROGRAM.
THE FUTURE STARS PROGRAM WITH CIRCULAR TOUCHED ON IS, UH, A SUSTAINABLE BALL HOCKEY PROGRAM, UH, THAT PROVIDES ACCESS AND OPPORTUNITY.
WE'RE NOT TRYING TO CREATE HOCKEY PLAYERS, WE JUST WANT KIDS TO LOOK AT THAT STATUS STAR TABLE AND SAY, THAT'S MY TEAM.
YOU MENTIONED SOME COOL THINGS.
A COUPLE THOUSAND KIDS HAVE ATTENDED HOCKEY GAMES, A LOT OF 'EM FOR THEIR FIRST TIMES.
UM, GYM REFURBISHMENT, PROJECT UPDATING PLAY SPACES WHERE THESE KIDS SPEND A LOT OF THEIR TIME.
I WAS RAISED BY MY MOTHER, FOUR BOYS.
SO YOU CAN IMAGINE IT WAS ORGANIZATIONS LIKE THIS, PLACES LIKE THE REC CENTERS THAT THESE KIDS SPEND A LOT OF THEIR TIMES.
SO GIVING IT THAT, UH, THAT FACELIFT LIFTING UP THE COMMUNITY.
BUT I THINK ANOTHER COOL PART IS, IS BEING ABLE TO SEE EXECUTIVES LIKE MYSELF THAT LOOK AND SOUND LIKE THAT COME IN AND SEE THAT THESE KIDS CAN HAVE AN OPPORTUNITY.
IT DOESN'T HAVE TO BE JUST PLAYING SPORT.
IT COULD BE IN THE SPORT OF HOCKEY OR IN THE SPORT OF, YOU KNOW, AS AN EXECUTIVE.
AND, AND I'M STANDING IN FRONT OF YOU TODAY BECAUSE MY FRIEND AND FRED ALBERT, MY OWNER, TO BELIEVES IN THIS AND, AND WE'RE GONNA CONTINUE TO GROW.
AND THEY'VE SET AN ACCOMPLISHED AMOUNT OF TIMES THAT THEY WANT OUR OFFICE TO LOOK LIKE THE COMMUNITY OF DALLAS.
AND, AND I THINK WE'RE WELL ON OUR WAY.
SO THANK YOU FOR THIS PARTNERSHIP.
[02:20:02]
A NICE, ANOTHER NICE LITTLE ANNOUNCEMENT THAT I'D LIKE TO MAKE TODAY IS, UH, WE WILL BE REFURBISHING THE GYM AT ROTWEILER REC CENTER.SO, UM, HI WALTER WILLIAMS. VERY SPECIAL PLACE.
I WAS THERE THE DAY YOU GUYS RENAMED IT.
I, WALTER WILLIAMS HAVE HAD THE PRIVILEGE TO MEET HIM.
AND NOW GR WEILER IS WHERE WE DO, WE TRAIN THE COACHES, BUT WE GIVE BACK TO THE COACHES.
WE CAN'T BE THERE EVERY SINGLE DAY TO THE COACHES.
AND ONE OF OUR FIRST TRAINING SESSIONS WAS AT THAT GYM.
SO THIS YEAR, WE'LL, WE'LL, WE REFURBISHING THAT GYM AND CONTINUE TO GROW THIS PARTNERSHIP.
AND I, I THANK YOU ALL FOR YOUR TIME AND
YOU WANT HIM? CAN WE HAVE A BOY GET A PICTURE? DO YOU AND SIGNATURE.
SAY THE CAMOUFLAGED DON'T HAVE LIKE YOUR SHIRT.
WE JUST PUT YOU RIGHT IN THE CENTER OF THIS PICTURE RIGHT HERE.
PUT YOUR HANDS JUST ABOUT PICTURE.
HOW DO WE JUMP STACK THE PADS.
THAT'S WHAT WE DO IN GOALIE PICK.
WE NEED LIKE A USE SO IT MAKE SURE WE DON'T MISS WE WE NEED, SO WE DON'T MISS IN THE BACK.
SO WE'RE GONNA FIND OFF OF PAL.
CRYSTAL, YOU GONNA GET IN IT? KICK MY KNEE OUT THERE.
LISTEN, I LOVE YOUR IMMIGRANT STORY.
I'M LIVING MY DREAM RIGHT HERE ON THE DALLAS PARK RECREATION.
UH, OKAY, UH, LISTEN, EVERYONE KNOWS FIFA IS COMING TO TOWN IN 2026.
WHAT DOES THAT MEAN FOR US? WELL, WE GOT NINE MATCHES.
UH, AND, AND, AND LET'S BE PREPARED FOR THIS.
LET'S, UH, WHEN THESE FIELDS REOPEN IN MARCH ABOUT TO SHUT DOWN, WE GOT A HUGE DEMAND FOR THE WORLD'S GAME.
NOT JUST IN EAST DALLAS WHERE I REPRESENT, BUT ALL ACROSS TOWN WHEN THESE FIELDS REOPEN.
LET'S REALLY CAPITALIZE ON THIS.
UM, MS. RANDALL, YOU KNOW THAT I GOT A FIELD IN EAST DALLAS THANKS TO MS. JOHNSON AND THEIR AUSTIN QUEENS.
IT'S GOT A DAY OPEN, RIGHT? LET'S BRING YOU SPORTS THERE.
I LOVE THE ADULT LATINOS THAT PLAY THAT.
ON SUNDAY, I LEARNED ALL OF MY BEST SPANISH, BAD, BAD WORDS.
I LOVE OUR RELATIONSHIP WITH WITHDRAWING ALONG THERE.
UH, BUT WE HAVE, UH, AVAILABILITY THERE.
AND LET'S BRING SOME OF THESE YOUTH SPORTS THERE TO THAT FIELD.
YOU KNOW, WHICH ONE I'M TALKING ABOUT? PLEASE, LET'S DO THAT IN 2025.
THANK YOU
UH, I JUST WANT TO CONGRATULATE THE, THE TEAM, MR. LAWRENCE, MR. GARZA, MS. RANDALL, ON THIS INCREDIBLE INCREASE IN THE YOUTH SOCCER.
THAT'S JUST, THAT'S STAGGERING AND IT'S WONDERFUL.
AND WHAT YOU ALL DO, AND I'VE SAID IT A MILLION TIMES IN THIS PAY TO PLAY ATMOSPHERE THAT THE WHOLE NATION IS IN.
UH, YOU ALL ARE BRINGING IT TO THE KIDS.
THE KIDS WHO COULD EITHER CAN'T COMPETE AND GET ON A
[02:25:01]
SELECT TEAM, CAN'T AFFORD A SELECT TEAM.YOU, THAT'S THE, IT'S JUST THE BEST THING WE DO.
AND YOU'RE RIGHT IN THE HEART OF IT.
AND, UH, I WANNA SAY THAT I APPRECIATE ALSO YOUR, YOUR HARD WORK TO INCREASE OUR ACCESS TO MONEYGRAM.
UH, WE RECENTLY SPOKE TO THE DIRECTORY AT GR WEILER.
I WAS THERE VOTING AND ASKED ABOUT THE, 'CAUSE THEY HAD SOME YOUTH SOCCER TROPHIES THERE.
AND OH MY GOSH, THEY'RE SO INTO SOCCER, THAT GUY'S LIKE ALL OVER IT.
AND I ASKED ABOUT THE MONEYGRAM, AND THEY WERE THOSE KIDS NOW GOING TO MONEYGRAM? AND HE SAID THEY WERE JUST BLOWN AWAY TO BE ABLE TO GO THERE.
AND SO THANK YOU FOR ALL YOUR EFFORTS TO INCREASE OUR USE OF THAT $30 MILLION FACILITY.
UM, I KNOW NOVEMBER IS ROUGHLY WHEN WE'RE TRYING TO BOOK FOR NEXT YEAR.
DO YOU HAVE AN IDEA OF, I KNOW A THOUSAND HOURS IS A LOT TO DO.
UH, THIS, ARE WE LOOKING FOR, HOW DO WE LOOK FOR OUR AVAILABILITY FOR THE NEXT YEAR AT MONEYGRAM FOR OUR KIDS? SO I DON'T HAVE AN EXACT FIGURE OF THE NUMBER OF HOURS, BUT I CAN TELL YOU, UM, WE ARE PLANNING SCHOOL BASED PROGRAM OVER THERE IN MARCH.
UM, ALSO THE SIXTH GRADE PROGRAM THAT I ALLUDED TO EARLIER, UM, WITH THE SIXTH GRADE SOCCER, WE WOULD BE COMPETING OVER THERE.
UM, WE ARE ADDING A SPRING SOCCER SEASON.
THAT'S GONNA BE THE SUM AS OUR FALL SOCCER SEASON TO PLAY OVER THERE AS WELL.
AND THEN WE WILL RERUN OUR SUMMER SOCCER SERIES AND OUR FALL SOCCER SERIES AS WELL.
SO THERE SHOULD BE AN INCREASE IN HOURS.
UM, AND I CAN GET YOU THE PREDICTIVE FIGURE, UM, IN THE COMING DAYS.
AND, UH, I LOVE YOUR THREE AS ACCESSIBLE, AFFORDABLE, AND A PLUS QUALITY AND IN THE ACCESSIBILITY, UH, PORTION.
UM, AND THIS GETS INTO LIKE A QUESTION I'LL ASK IN OUR BUDGET IF WE GET A BUDGET BRIEFING, OR I'D LIKE TO ASK IT WHEN IT'S BUDGET TIME, BUT TRANSPORTATION, I KNOW WE DON'T WANT OUR KIDS TO TRY TO GO ALL THE WAY ACROSS TOWN, BUT FOR EXAMPLE, IN NORTHWEST DALLAS, WE HAVE SCHOOLS AND REC CENTERS, UH, THAT ARE, ARE CLOSE ENOUGH TO MONEYGRAM OR CROWN PARK, AN UNDERUSED SOCCER FACILITY AS IT RELATES TO YOUTH SPORTS, YOUTH SOCCER.
UM, AND WELL, THIS, I GUESS YOU CAN'T ANSWER THIS.
IT'S A QUESTION FOR MS. BARRY OR A STATEMENT FOR THE, FOR I THINK WE NEED TO, I WANT TO FIGURE OUT IF WE'VE GOT ENOUGH BUSES, IF WE GOT ENOUGH, NOT BUSES, BUT WELL PASSENGER BANDS IN OUR SYSTEM.
'CAUSE I KNOW THAT SOME OF MY REC CENTERS IN WEST DALLAS DON'T HAVE S AND THE SENIORS CAN'T GO.
SO THAT'S A SEPARATE QUESTION.
BUT I WANNA MAKE SURE THAT KIDS WHO CAN'T, WHOSE PARENTS CAN'T GET THEM THERE, WE'VE GOT THE RESOURCES TO HELP GET THEM THERE WITH THOSE 12 PASSENGER PASSENGER VANS.
UM, AND THEN LAST THING I WOULD JUST SAY IS AT CROWN PARK, THE TWO HUGE SOCCER FIELDS THERE, AND I, YOU MENTION WE WANT TO INCREASE OUR, UM, THAT'S MY TIME RUNNING.
IT'S NOT WANNA INCREASE OUR YOUTH SPORTS AVAILABILITY.
WELL, THOSE TWO HUGE SOCCER FIELDS WE COULD DO THE, THE SMALLER FIELDS ON THE SIDE HASN'T REALLY BEEN DONE MUCH.
SO, BUT IF WE COULD LOOK AT THAT, BECAUSE THERE'S A LOT OF AVAILABILITY AT CROWN PARK AND THAT'S ALSO WHERE TRANSPORTATION BANK COME IN.
THANK YOU MS. HEMAN, THANK YOU FOR THAT GREAT PRESENTATION AND KUDOS FOR BUILDING ALL OF YOUR PROGRAMS. IT'S VERY IMPRESSIVE.
UM, IN PARTNERING WITH THE SCHOOLS, DO THEY SHARE THE COST OF THE PROGRAMS WITH YOU OR IS THAT ALL ON PARK AND REC? SO WHEN WE CHARGE THE SCHOOLS, THE, THE COST THAT'S ASSOCIATED WITH THAT IS ALL, ALL THE OUR COST.
SO THEY, THEY DIRECTLY FOR THE, UM, THE, THE FEE THAT THEY PAY FOR PAY FOR THE OFFICIALS, PAY FOR THE AWARDS, UM, THEY DO INCUR COST FOR TRANSPORTATION THAT THEY TAKE CARE OF THAT THEMSELVES.
UM, AND THEY ALSO PAY FOR THEIR OFF UNIFORMS. YES.
AND THE SECOND QUESTION I'M GONNA ADVOCATE FOR LANE DISTRICT, JUST LOOKING AT YOUR MAP, THAT LOOKS LIKE THERE'S NOT A LOT GOING ON NORTH OF SIXTH GRADE FIVE.
VIRTUALLY NO SCHOOLS THAT ARE JUST MORE DIFFICULT TO PARTNER OR WE JUST FOCUS ON THAT AREA.
UM, WE HAVEN'T HAD THE OPPORTUNITY TO, TO REALLY SIT DOWN WITH RSD TO SEE IF THEY OH, IS THAT OKAY? YEAH.
SO, UM, WHAT'S WORKED IN THE FUTURE, BUT WE JUST HAVEN'T HAD THE OPPORTUNITY BECAUSE WE'VE BEEN VERY FOCUSED ON DALLAS AND THE STAFF.
WE KIND OF JUST KNEW WHERE OUR LIMITATION WORKED AFTER HEARING COUNCIL MENTAL THIS MORNING AND THE DENSITY OF THAT POPULATION UP THERE, THAT SEEMS LIKE THAT WOULD BE A GREAT SPOT TO FOCUS ON YOUR EFFORTS IN THE FUTURE.
I JUST WANNA LET YOU KNOW RICHARD SAYING ONE TIME THEY USED TO RUN THEIR OWN PROGRAMS OKAY.
AND SO NOW IT LOOK LIKE THEY'RE WILLING TO OPEN THE DOOR AGAIN.
SENSE ME WHAT THEY RECRUITING FOR
[02:30:01]
SAY, UM, THE 1,630 GIRLS COMPETED IN SPORTS LEAGUES AS A GIRL DAD.UM, JUST WANNA SAY THANK YOU FOR ADVOCATING CONTINUED INCREASE GIRLS SPORTS.
UM, HOW DO WE INCREASE THAT NUMBER? DO WE HAVE 4,500 PEOPLE THAT, THAT PARTICIPATED IN BASEBALL FLAG FOOTBALL AND SOCCER? HOW DO WE GET THAT 1630 UP FOR GIRLS YOUTH SPORTS? UM, TO BE HONEST, IT'S A QUICK THING THAT WE'VE BEEN TACKLING RECENTLY.
UM, ONE OF THE CONVERSATIONS WE'VE HAD IS TO REALLY LOOK AT FOCUSING ON GIRLS SPECIFIC LEAGUES IN OUR OLDER DIVISIONS, UM, AND OUR 10 TO 12-YEAR-OLD LEVELS.
UM, JUST SO THAT WE ALL KNOW THAT THERE'S CHANGES AMONG THE YOUNG LADIES AND THEY WANNA BE WITHIN THEIR, UM, WITH THEIR FRIENDS.
AND WE WANNA MAKE SURE THAT WE BUILD BETTER TEAMS THAT THEY CAN, THAT THEY FEEL COMFORTABLE PARTICIPATING WITH.
UM, SO THAT'S ONE AREA THAT WE'RE, WE'RE LOOKING AT.
THE SECOND, SECOND AREA IS IN OUR SCHOOL SYSTEM, IS REALLY TRYING TO ADVOCATE FOR THE COACHES THAT WHEN THEY BUILD A BOYS TEAM, ALSO TRY TO BUILD A GIRLS TEAM AND MAKE EVERY EFFORT TO DO SO.
UM, SOMETIMES THAT WILL HAVE TO BE A BOOST THAT WE HAVE A CONVERSATION WITH THE ADMINISTRATION AND SO THEY, THEY CAN ALSO PUSH IT AS WELL.
I SEE THE PARTNER PROGRAMS AND CONTRIBUTIONS HOCKEY, THE, THE DALLAS STARS REALLY APPRECIATE THE REPRESENTATIVE BEING HERE AT FC DALLAS, THE RANGERS AND THE MAVERICKS KIND OF SAW A LITTLE BIT ABOUT, UM, THE, UH, DALLAS TRINITY, HOW DO WE, HOW DO WE BUILD PARTNERSHIPS WITH DALLAS TRINITY FC DALLAS WINGS, S WOMEN'S ATHLETICS, SO FORTH AND SO ON.
SO THAT'S, SO THAT'S REALLY BEEN, UM, OUR MAIN FOCUS IS REALLY TO REACH OUT INTO THE COMMUNITY AND TO REACH OUT INTO OUR UNIVERSITY AND PROFESSIONAL, UM, GROUP GROUPS AND TO THEIR COMMUNITY FOUNDATIONS TO MAKE SURE THAT WE'RE TRYING TO GROW THOSE PARTNERSHIPS.
SO AGAIN, THIS YEAR WE, WE FOCUSED ON THE FOUR THAT WE'VE, THAT WE'VE ESTABLISHED AND TRYING TO GROW THOSE.
BUT AGAIN, WE, WE'VE BEEN REACHING OUT TO THEM IN CONVERSATIONS ON HOW WE CAN GROW THOSE ACTIVITIES.
UM, ONE OF THE THINGS WITH THE DALLAS WINGS THAT WE'RE, WE'RE, WE'RE CURRENTLY HAVING CONVERSATIONS ON, ON THEM BEING A BIGGER PARTNER IN WHAT WE'RE DOING, ESPECIALLY LIKE I SAID, FOR THE GIRLS SPORTS AND WOMEN'S BASKETBALL AND THE, AND THE, UH, WAVE THAT'S, UH, RIGHT NOW.
SO WE, WE HAVE BEEN WORKING TO MAKE SURE THAT WE'RE WORKING WITH THOSE FOLKS.
WHO ARE YOU WORKING WITH? DR. WILSON.
YOU, I MEAN, WE CAN, WE CAN TAKE IT OFF.
THE DOCTOR RUNS THE, UH, THE COMMUNITY FOUNDATION FOR, SHE'S A VERY PERSONAL FRIEND OF MINE HELP.
CAN SHE? SHE LIVES IN DALLAS, SO.
UM, BOY, MOM ATHLETE THROUGH COLLEGE, SO THANK YOU.
UM, I'D LOVE HEARING ALL THESE WONDERFUL, WONDERFUL OPPORTUNITIES FOR OUR YOUTH.
UM, HOW ARE WE DISTRIBUTING THE, UM, THE PARTNERSHIP, UH, OPPORTUNITIES THROUGHOUT OUR, OUR DALLAS OPERA, LIKE THE REC CENTER? SO I'M HUNGRY.
SO IN REFERENCE TO, UM, HOW WE SPREAD IT IN THROUGHOUT THE CITY, WHAT WE TRY TO DO IS WHEN WE'RE SELECTING THE RECREATION CENTER TO PARTICIPATE IN THE PROGRAMS, WE'RE DEFINITELY LOOKING TO MAKE SURE THAT WE HAVE AT LEAST ONE REPRESENTATIVE FROM EACH COUNCIL DISTRICT, UM, IF POSSIBLE.
UM, HOPEFULLY WHAT WE'RE REALLY HOPING IS THAT THE PARTNER IS WILLING TO GROW LARGE ENOUGH THAT WE CAN INCLUDE ALL OF RECREATION CENTERS AND, UM, THEN WE EVALUATE SPOTS WHERE THERE MAY BE AREAS OF NEED OR JUST IS VACANT AND THOSE SLOT ACCORDINGLY.
THE LAST TIME, UH, YOU AND I REALLY SPOKE ABOUT THE FC DALLAS AND HOW WE WERE ALLOCATING THE HOURS, UM, FROM FC, UM, IT WAS, YOU WERE GONNA HAVE A CALENDAR, UH, REQUEST BY NOVEMBER 1ST.
DID THAT, DID THAT HAPPEN? OR WHERE ARE WE AT WITH THAT? SO WE, WE ACTUALLY HAVE A MEETING SET WITH THEM.
UM, BUT I'LL, I KNOW WE HAVE A MEETING WITH HIM TO TALK ABOUT ALL OUR DAYS FOR THE UPCOMING YEAR.
I'LL JUST SEND YOU A FOLLOW UP TO THAT ONE EMAIL AND SAY, FOLLOW UP WITH ME WHEN YOU KNOW THAT.
REALLY, YOU'RE, THIS IS INCREDIBLE.
UM, AND IT'S WONDERFUL TO KNOW THAT ALL OF THESE KIDS IN OUR CITY ARE, ARE REALLY ACCESS, HAVE ACCESS TO QUALITY SPORTS, AND THANKS TO ALL THE COACHES AND THE STAFFING THAT ARE OUT THERE VOLUNTEERING THEIR TIME.
[02:35:02]
THANK YOU.UM, THE ONE THING THAT YOU SAID THAT STOOD OUT IS YOU CAN'T GET PEOPLE, UM, PARENTS TO A SCHOOL TO BE ACTIVE, UM, IN PTA AND, UM, WHAT IS IT? THE SPDM AND DIFFERENT SITE, YOU KNOW, SPECIFIC THINGS, BUT IF YOU BRING 'EM FOR SPORTS, THEY GET ACTIVE.
SO, AND YOU'RE BUILDING THAT RELATIONSHIP WITH THE SCHOOL AND GETTING THE PARENTS.
SO I THINK THAT WAS, YOU KNOW, A KEY, UM, THING.
UM, AND I THINK THAT DXD SHOULD WELCOME MORE AND MORE, UM, OF THAT.
WHAT IS YOUR CURRENT BUDGET FOR THIS AND HOW DID YOU, HOW ARE YOU DEALING WITH BUDGET SHORTFALLS OTHER THAN TRYING TO GET SPONSORS AND HOW ARE YOU GONNA GROW WHEN BUDGET IS UNDER SCRUTINY AWAY FROM EROSION,
UM, BUT AGAIN, THAT'S JUST, THAT'S SOLELY, YOU KNOW, WE'RE DEALING WITH OUR STAFFING AND SUPPLIES AND EQUIPMENT, YOU KNOW, KIND OF THE HARD COST.
UM, AGAIN, OBVIOUSLY WE ARE PARTNERS, BUT WE ALSO HAVE TO UNDERSTAND THAT WE'RE WORKING WITH DISD OR OUR RECREATION CENTERS.
SO RECREATION CENTERS ALSO HAVE A SPORTS BUDGET.
SO THESE THINGS ARE DISTRIBUTED FAIRLY EQUALLY AROUND EVERYONE ELSE.
SO IT'S NOT JUST OUR TEAM KIND OF PURCHASES ALL THESE THINGS OR, YOU KNOW, HAS ALL THIS.
WE KINDA HAVE OUR SMALL BUDGET FOR OPERATIONS AND THEN WE USE OUR PARTNERS AND THEN OUR, ALL THOSE COMMUNITY GROUPS THAT WE WORK WITH AS WELL.
UM, BUT WE, WE
IT'S, IT'S JUST HOW DO YOU, YOU KNOW, ROAM IT.
UM, DO PARENTS, ARE PARENTS EVER ASKED TO PAY ANYTHING? LIKE WHAT IS THEIR, WHAT IS THE COST TO GET INTO LIKE THE SUMMER? SO FOR, UM, OUR, OUR SPORTS PROGRAM THROUGH THE RECREATION CENTERS IS $40.
THEY'LL, THEY'LL PAY FOUR, FIVE WITH THE $45, I'M SORRY, IT'S $45.
BECAUSE PARENTS WILL PAY FOR THEIR CHILDREN IF THEY'RE INTERESTED IN IT.
I DON'T WANNA HAVE NOT HAVE ACE ACCESSIBILITY IF THAT'S JUST NOT AN OPTION.
IF SOMEBODY HAS FIVE KIDS AND YOU KNOW, THEY NEED HELP, UM, I THINK WE SHOULD HAVE GRANT, GRANT TYPE PROGRAMS THAT WE CAN HELP THEM, BUT PARENTS WILL PAY.
SO I LIKE TO SEE THAT WE'RE WORKING TOWARDS, YOU KNOW, REFINING THAT MONEY BECAUSE THAT MONEY WILL HELP YOU FASTER.
UM, I WOULD JUST LIKE TO, UM, SAID THAT YOU ARE FOR THE NEXT BUDGET CYCLE.
YOU'RE LOOKING FOR ADDITIONAL STAFF AND I WOULD JUST SAY I WOULD TOTALLY SUPPORT GROWING YOUR STAFF, UH, ONCE AGAIN, UH, 400,000 GIVEN THAT WE SPEND MANY, MANY MILLIONS ON OTHER THINGS OFF, ET CETERA.
THAT THIS, THIS IMPACT THE DOLLAR, THE BANG FOR THE BUCK IN YOUR AREA IS WORTH IT.
SO I WOULD ENCOURAGE HIM TO, AS WE TALK ABOUT THE GOING FORWARD WITH THE BUDGET TO GIVING YOU GUYS WHATEVER YOU WANT IN THAT REGARD.
AND THEN I JUST QUICKLY SAY, UH, I WANNA BACK UP WHAT MR. CONNOR SAID ABOUT TRYING TO GROW THE, THE GIRLS SPORTS.
I NOTICED THAT 1,630 ON THE WORKSHEET, IT'S ACTUALLY BE A GIRL PITCHING SOFTBALL AND UH, I THINK THERE, THIS GIRL SOFTBALL USED TO BE BIG IN THIS DEPARTMENT AND I THINK DEMOGRAPHICS CHANGED OR THE WAY PEOPLE, THINGS CHANGED.
PEOPLE DON'T, BUT I THINK WE'VE GOT A LOT OF GIRLS OUT THERE, YOUNG GIRLS WHO NEVER EVEN, THEY, THEY'RE, NO, THERE'S NOT, THEY DON'T EVEN KNOW ABOUT SOFTBALL.
BUT IF THEY, YOU GOT A SOFTBALL IN THEIR HAND AND IF THEY HAD AN OPPORTUNITY TO PLAY SOFTBALL, UH, THEY MAY JUST, UH, WANT TO DO IT AND WE MAY BE ABLE TO GROW THAT NUMBER.
AND I'LL JUST OFFER UP ONCE AGAIN ABOUT CROWN PARK.
UH, WE HAVE TWO BEAUTIFUL LIT SOFTBALL FIELDS OUT THERE THAT ARE TOTALLY UNUSED.
WE'RE EVEN TALKING ABOUT USING THE OUTFIELDS FOR SOME SOCCER AND RUGBY PRACTICE, WHICH IS GREAT.
BUT IN THE LONG RUN, UH, IF WE ARE ABLE TO GROW, WE'VE GOT THESE TWO GREAT SOFTBALL FIELDS THERE.
UH, THEY'RE RIGHT OFF OF INTERSTATE 35.
AND THAT GETS BACK TO MY POINT ABOUT TRANSPORTATION AS WELL, IS THAT IF WE WANT, THESE KIDS ARE HAVING TROUBLE GETTING UP, THERE'S JUST RIGHT OFF 35, YOU TAKE A ROYAL LANE, BOOM, YOU'RE THERE.
UM, SO WE CAN, IF WE COULD INCREASE OUR ABILITY TO TRANSPORT KIDS THERE, IF WE ARE ABLE TO RECRUIT GIRLS FOR SOFTBALL,
[02:40:01]
I THINK THAT WOULD BE A REALLY GOOD GROWTH AREA TO LOOK AT.SO, AND THERE'S A FACILITY, SO THANKS.
JOHN ETHICS SPORTS IS THE, THE STUDIES WHICH SAY KIDS INVOLVED IN SPORTS AND WE PERFORMANCE TOO.
I THINK WE, OUR NEXT BRIEFING WE ARE THINGS, WE ARE DEFINITELY THAT FOR THE NEXT TIME FOR
YEAH, WE DEFER ANY BUDGET UPDATE HERE.
I HAVE A QUESTION, A BUDGET QUESTION.
UM, AND IT IS, IT IS ACTUALLY JUST A SUGGESTION OR A QUESTION.
UM, AS WE UH, LOOK AT THE BUDGET, I, I'D LIKE TO INVESTIGATE OUR SITUATION AS IT RELATES TO, UH, OUR TRANSPORTATION, OUR 12 PASSENGER.
WELL THIS RELATES TO MS. ROSS WELL, 'CAUSE UH, I KNOW THAT FOR EXAMPLE, IN UH, WEST DALLAS AT THE ANITA MARTINEZ WRECK CENTER, THEY LOST THE BIN.
AND OUR SENIORS THERE ARE NOW NOT ABLE TO GET AS THEY USED TO, TO THE, TO THE ARBORETUM.
AND SO THE VANS ARE REALLY CRITICAL AND I JUST WOULD LIKE TO KNOW AND NOT TO, NOT, NOT TODAY NECESSARILY, BUT DO WE HAVE ENOUGH GIVEN WHAT WE'RE TRYING TO GROW AND DO AND IF AND IF NOT, UM, TO GET TO KNOW FACTS SO WE CAN MAKE A BOARD REQUEST IF THERE'S A WILL THE BOARD TO DO THAT, TO ENSURE THAT THAT'S A PRIORITY AS WE TALK ABOUT THE UPCOMING BUDGET, IF THAT'S A NEED THAT NEEDS TO BE FILLED AND I KNOW AT WEST DALLAS THERE IS A NEED THINKING, WHAT I'LL DO IS DO AN ASSESSMENT OF WHERE OUR VANS ARE ALLOCATED AND ENSURE THAT THEY HAVE THE PROGRAM MEMBERS TO SUPPORT HAVING THE VAN IN THE PARK THEY UTILIZE IN THEIR FACILITY.
UM, WE ALSO WILL MAKE SURE THAT WHEN, UH, SITES HAVE CHALLENGES WITH TRANSPORTATION, THAT WE UTILIZE OUR 20 PASSENGER BUSES THAT WE HAVE.
WE HAVE THREE IN THE DEPARTMENT.
SO I'VE NOT BEEN MADE AWARE OF ANY CHALLENGES OF SENIORS GETTING TO AND FROM SPECIAL EVENTS, BUT WE WILL LOOK AT IT AND IF THERE'S A NEED TO PURCHASE ADDITIONAL ADVANCE AND WE'LL TALK AND FIGURE OUT HOW WE CAN IDENTIFY STUDENTS.
THEN WE MOVE TO START OF ANNOUNCEMENTS.
ANY, I'LL SAVE ANY NRPA BOARD BOOKS, I'LL SEND THEM TO ME AND I CAN INSTRUC.
HEARING ANY MEMBER LAYERS OR PLEASE
I JUST WANNA MAKE SURE, I DON'T KNOW IF Y'ALL GOT, I'M WAITING ON THE REC CENTER TO SEND IT OUT, BUT TOMORROW THE FRIENDS OF KIDS SPRINGS PARK WITH OUR SENIORS HAVING A PICKLEBALL TOURNAMENT AT KIDS SPRINGS CENTER.
I WAS WAITING ON THEM TO SEND IT TO ME, BUT IT HAVEN'T YET.
SO AS SOON AS I GET I'LL, I'LL FORWARD TO SOON AS YOU CAN PULL.
YOU GUYS, WE WANNA MAKE IT OUT A FREE EVENT BEING SPONSORED BY METHODIST AND KISS SPRINGS FRIENDS GROUP FOR OUR SENIORS IN THE BUILDING SO THAT SOMETHING WE CAN CHECK OUT.
IT'S KIND OF MAKE NOTES, BUT THANK YOU.
UH, THE HOLIDAYS AT THE ARBORETUM.
I THINK IT'S GETTING ON NOVEMBER 11TH AND I THINK Y'ALL HAVE BEEN INVITED TO THE TREE LIGHTING, SO I HOPE TO THERE.
AND THEN YOUR PEOPLE, YOUR FREE TICKETS.
SEE YOU THAT, UM, AT FAIR PARK, UM, AT THE CHILDREN'S AQUARIUM ON THE LAGOON, THEY HAVE PUT IN SOME DRAGON BOATS AND WE'VE BEEN INVITED AS A BOARD TO COME OUT THERE AND RIDE THE DRAGON BOATS.
I THINK IT WOULD BE A FUN EVENT, AN AFTERNOON.
UM, IF FOLKS WANNA MEET OUT THERE, UH, AND RIDE THE DRAGON BOATS, I THINK IT WOULD BE FUN.
I THINK IT COULD BE A, A MARKETING THING THAT WE COULD HELP PUSH, UM, SOME FOLKS UP TO FAIR PARK AND BUILD TRAFFIC FOR THEM TOO.
SO ELSE WITH THAT, UH, NEXT PARK, THURSDAY, NOVEMBER 21ST, 2024, IT 45.
