UM, IN THE BACKGROUND, IT TALKS ABOUT, UH, WHEN LIVE NATION, UM, WHEN THE MONIES ARE DISTRIBUTED FROM THE, UH, STATE FAIR EXCESS NET REVENUE, UH, IT SAYS IT IS ANTICIPATED LIVE NATION WILL HAVE THE RIGHT TO PARTICIPATE TOGETHER WITH ALL THE OTHER FAIR PARK CAMPUS PARTNERS, BUT NOT APPROVED PARK DEPARTMENT DECISIONS, DETERMINING HOW THE FUND IS UTILIZED AND SAYS THAT THAT PROCESS WILL, WILL MIRROR THE EXISTING STATE FAIR EXCESS NET REVENUE PROCESS, WHICH ENTAILS AGREEMENT ON THE USES OF THE FUNDS BETWEEN FAIR PARK CAMPUS PARTNERS THROUGH A SIGNED LETTER TO DOCUMENT SUCH AGREED DETERMINATION.
AND THE QUESTION I HAVE IS THIS PROCESS, THE STATE FAIR EXCESS NET REVENUE PROCESS THAT REQUIRES AN AGREEMENT ON THE USE OF THE FUNDS BETWEEN THE CAMPUS PARTNERS.
WAS THIS THE PROCESS THAT WAS FOLLOWED WHEN IT WAS DECIDED TO USE THE NEXT 10 YEARS OF EXCESS REVENUE TO PAY FOR THE SHORTFALLS IN THE COTTON BOWL SCHEDULING ON THOSE IMPROVEMENTS? WAS THAT THE SAME PROCESS? IT'S ALL THE SAME.
UH, IT WAS THE PROCESS THAT WAS USED.
SO THERE WAS A, THERE WAS A DECISION THAT INVOLVED FAIR PARK FIRST AND ALL THE PARTNERS TO UTILIZE STATE FAIR NET ACCESS REVENUES FOR THAT PURPOSE.
UH, MR. HEMAN, DID YOU, UH, YEAH, I JUST AM CURIOUS TO KNOW IF WE ARE GOING TO, UM, ASK FOR THIS TYPE OF, UH, KIND OF RESEARCH ABOUT NOISE.

AND SOME OF THE PEOPLE SAID THAT THEY HAVE CALLED THE VENUE DIRECTLY AND THEY DON'T GET A RESPONSE.
SO I THINK ALSO ON TOP OF THIS WOULD BE REALLY HELPFUL IF THERE'S SOME COMMUNITY ENGAGEMENT, AT LEAST AT A MEETING OR SO FOR THE COMMUNITY TO BE ABLE TO, YOU KNOW, ADDRESS THEIR CONCERNS.
IT DOES NOT HAVE TO HAVE ANYTHING TO DO WITH DELAYING THE CONTRACT SIGN SIGNING, BUT JUST SO THAT PEOPLE ARE AWARE.

IT ALSO INCLUDES PROJECTS THAT ARE FUNDED BY MANY DIFFERENT PARTNERS, WHICH INCLUDES CITY DALLAS BOND FUNDS,

SO ONE, ON NEW TRAIL PROJECTS, WE'RE INCORPORATING WAYFINDING SITES INTO THE DESIGN ITSELF IN CONSTRUCTION.
SO AS TRAILS GO IN, THEY HAVE WAYFINDING SIGNS.

UH, SO WE NEEDED TO REALLY LOOK AT HOW DOES PRESSING GREEN PARK PAGE AND ACCEPT, YOU KNOW, HAVING A TRAIL RUNNING THROUGH IT.
AND SO WE MET WITH THE COMMUNITY SEVERAL TIMES AND CAME UP WITH A PLAN TO KIND OF FRESHEN UP THE PARK AND DESIGNED THINGS IN A CERTAIN WAY SO THAT THE TRAIL IS INTEGRATED WITH THE PARK WITHOUT IT BECOMING A TRAIL HEAD.
IT'S MEANT TO BE JUST WAY POINT, IT'S MEANT TO BE JUST STILL COMMUNITY ACCESS.
AND HOW DO WE DESIGN ELEMENTS? 'CAUSE THINGS ARE GONNA HAVE TO SHIFT A LITTLE BIT ONCE THE TRAIL GOES THROUGH IN ITS ENTIRETY.
UM, HOW DO WE KIND OF DEFINE THIS IS THE TRAIL SPACE OVER HERE FOR THOSE PEOPLE WHO ARE PASSING THROUGH.

THIS IS A PARTNERSHIP PROJECT WITH THE COUNCIL OF GOVERNMENTS IN DALLAS COUNTY TO CONNECT TO THE SANTA FE TRAIL, WHERE IT KIND OF CONNECTS TO FAIR PARK OVER AT PERRY AVENUE IN HIGH SCHOOL.
UM, AND CREATE A TRAIL THAT GOES KIND OF THROUGH THE NORTH END OF FAIR PARK ON THE OUTSIDE OF THE FAIR GATES.
UM, BUT THEN ALSO KIND OF AROUND, UH, AROUND PERRY PARKING HOMES.
SO THERE'D BE A LOOP AROUND FAIR PARK ITSELF THAT WOULD BE BIKE FRIENDLY AND MUCH MORE ACCESSIBLE TO THE NEIGHBORHOOD.
BUT THEN ALSO DURING FAIR TIME, MAJOR EVENTS WHEN THOSE PARKING LOTS ARE USED ON THE NORTH SIDE AND WE NEED TO RESTRICT ACCESS TO THOSE PARKING LOTS.
YOU STILL HAVE A WAY TO GET IT AROUND.

SO I WOULD JUST ENCOURAGE STAFF TO BE EXTRA AGGRESSIVE IN THE NEGOTIATIONS WITH OAC TO GET THEM TO USE MORE OF THIS MONEY THAT THEY'VE COME INTO THAT WAS NOT USED IN THE PAST TO, TO RESTORE THOSE BUILDINGS.
AND NOW THAT WE RUN IT, I UNDERSTAND THEY'RE CONTRACTUALLY NOT OBLIGATED, BUT I WOULD JUST ENCOURAGE STAFF TO PUSH IT HARDER THAN MAYBE HAS BEEN DONE IN THE PAST TO GET THEM TO STEP UP.

THERE'S GONNA BE SOME INFORMATION THAT, UH, COINCIDES WITH THAT, UH, THAT YOU'LL SEE ALONG THE WAY.
WE HAVE OVER TWO MILE, 200 MILES OF EXISTING AND PROGRAM TRAILS.
UH, ONE OF THE, ANOTHER FUN FACT IS THE CITY OF DALLAS CURRENTLY IS 385 SQUARE MILES, AND THE TRAIL SYSTEM CURRENTLY ACCOUNTS FOR 1.3% OF THAT, OF, OF THAT AREA.
UM, NOW THAT IS DIVIDED UP AMONGST THE LINEAR TRAILS, PARK, TRAILS, SOFT SURFACE, SO FORTH.
BUT, UM, IT, IT, IT IS NICE TO SEE THAT WE'RE MAKING AN IMPACT.

SO STARTED THEIR 4TH OF JULY EVENT, WORKED ON THEIR HOLIDAY EVENT.
UM, SO I HAD AN OPPORTUNITY TO WORK TANGENTLY WITH, UH, THE PARK DEPARTMENT, BUT NOW I GET TO BE PART OF THE PARK DEPARTMENT.
