I'D LIKE TO SAY OUR WELCOME TO ALL OF OUR COMMISSION MEMBERS AND THANK YOU TO ALL OF THE CITY STAFF WHO HAVE JOINED US, UH, TONIGHT IN OUR MEETING, UH, TO MAKE YOURSELVES AVAILABLE, SHOULD ANYTHING, UH, YOU'RE ABLE TO BE HELPFUL OR ANSWER ANY QUESTIONS FOR OUR COMMISSION MEMBERS.
SO I DO WANNA SAY THANK YOU, A VERY QUICK UPDATE FOR, UH, THE COMMISSION TONIGHT.
UM, WANT TO SAY THAT AS YOU WILL RECALL LAST MONTH, WE WERE, UM, WE SHARED THE MEMO WHERE, UH, THE CITY OF DALLAS WAS TO SUBMIT A WORKOUT PLAN FOR OUR CDBG PROGRAM.
JUST WANT TO LET YOU KNOW THAT WE DID SUBMIT THAT WORKOUT PLAN AS REQUIRED BY HUD, AND TYPICALLY IT TAKES 30 TO 45 DAYS TO HEAR BACK FROM HUD REGARDING THE STATUS OF THAT SUBMISSION.
UM, THEY REVIEW IT FOR COMPLIANCE WITH THE REQUIREMENTS AND ALL THE THINGS.
SO, UM, WE HAD PLAN, WE ARE HAD EXPECTED TO BE ABLE TO REPORT OUT TO THE FINANCIAL MONITORING COMMITTEE AT THEIR DECEMBER MEETING, BUT I DID WANNA LET YOU KNOW THAT WE DID HEAR BACK FROM HUD IN PROBABLY, UH, LESS THAN TWO WEEKS AND THEY HAVE ALREADY ACCEPTED THE PLAN.
SO WE WILL BE GOING INTO DETAIL ABOUT THAT PLAN AND WHAT THE BENCHMARKS ARE, ET CETERA, AND THE FINANCIAL MONITORING COMMITTEE MEETING, WHICH WILL BE NEXT MONTH.
BUT JUST WANTED TO AT LEAST LET YOU KNOW THAT, UH, WE ARE IN GOOD STANDING WITH HUD AND THEY ARE VERY PLEASED WITH OUR SUBMISSION AND WE'RE MOVING ALONG.
AND I THINK THAT, UM, COMPLETES OUR REPORT.
I THINK A COUPLE OF THE COMMITTEES WILL BE SETTING, UH, MEETINGS FOR THIS MONTH, BUT THEY'LL BE DOING THAT LATER ON.
BUT IN THE ABSENCE OF ANY QUESTIONS FROM THE COMMISSION, UH, THAT WILL COMPLETE THE CS REPORT.

AND, UH, THE AGENDA FOR THAT MEETING WAS BEING BRIEFED BY CITY STAFF ON, UM, UPDATES TO THE 25 26 NEIGHBORHOOD PUBLIC MEETING COMMUNICATION PLAN, THE DATES AND TIMES, THE FORMATS OF THOSE MEETINGS, AND, UH, THE FLYER IN ENGLISH AND OTHER LANGUAGES.
AND SO, UH, WE RECEIVED THE PRESENTATION.
THERE WAS A ROBUST DISCUSSION WITH A LOT OF COMPLIMENTS TO CITY STAFF FOR THE HARD WORK THAT THEY HAD DONE TO PREPARE FOR THAT PRESENTATION.

UH, LIKE COMMISSIONER MILLS MENTIONED, THIS PRESENTATION WAS GIVEN ON OCTOBER 22ND TO THE CITIZEN PARTICIPATION POLICY AND PROCEDURES COMMITTEE.
AND SO I'M GONNA GO OVER, UH, IN TODAY'S PRESENTATION, I'M GONNA BE DISCUSSING THE GOALS AND OBJECTIVES FOR OUR NEIGHBORHOOD PUBLIC MEETINGS, OUR PLAN ADVERTISEMENT EFFORTS TO ENSURE BROAD PUBLIC AWARENESS, HOW WE'RE COORDINATING WITH OTHER CITY DEPARTMENTS FOR EFFECTIVE OUTREACH MEETINGS WITH STAKEHOLDERS TO GATHER TARGETED INPUT, A PROPOSED SCHEDULE FOR THE NEIGHBORHOOD PUBLIC MEETINGS, OPPORTUNITIES FOR COLLABORATION TO MAXIMIZE COMMUNITY ENGAGEMENT.
AND FINALLY, HOW WE'LL MEASURE THE OUTCOMES AND OVERALL PERFORMANCE FOR OUR COMMUNICATION STRATEGY.
AND SO THIS COMMUNICATION PLAN IS A RESULT OF A COLLABORATIVE EFFORT BETWEEN THE COMMUNITY DEVELOPMENT COMMISSION AND CITY STAFF.
WE WORK TO DEVELOP A COMPREHENSIVE APPROACH TO ENGAGE AND INFORM THE PUBLIC ABOUT HUD CONSOLIDATED PLAN FUNDING.
AND CITY STAFF WILL BE ACTIVELY SUPPORTING CDC MEMBERS AND FACILITATING ALL OUTREACH EFFORTS.
AND SO TYPICALLY WE SET GOALS.
HOWEVER, THIS YEAR WE DIDN'T JUST WANNA SET GOALS.
WE ALSO WANTED TO ESTABLISH OBJECTIVES TO ENSURE THAT OUR GOALS WERE NOT ONLY ACHIEVABLE, BUT THAT SOME WERE ALSO MEASURABLE.
THE FIRST BEING STRENGTH STRENGTHENING, COMMUNITY ENGAGEMENT, AND DECISION MAKING.
SECOND, WE WANT TO BUILD TRUST AND TRANSPARENCY WITH OUR RESIDENTS.
THIRD, WE WANT TO ENSURE EQUITABLE ACCESS TO PUBLIC MEETINGS.
AND LASTLY, WE WANT TO GATHER MEANINGFUL AND ACTIONABLE PUBLIC FEEDBACK.

AND SO THE OBJECTIVES FOR OUR FIRST GOAL ENTAILS US COLLABORATING WITH RESIDENTS AND LOCAL INSTITUTIONS AND NONPROFITS.UH, JUST TO ENSURE THAT WE DO HAVE DIVERSE REPRESENTATION THROUGHOUT OUR DEVELOPMENT PROCESS, AND THAT WE WANT TO CREATE NEIGHBORHOOD SPECIFIC OUTREACH STRATEGIES.
WE WANT TO TAP INTO THOSE PARTICULAR NEIGHBORHOODS THAT ARE UNDERREPRESENTED OR THOSE THAT WE TYPICALLY DON'T CENTRALIZE OUR AREAS OF FOCUS OR OUR SECOND OBJECTIVE OR OUR SECOND GOAL OF BUILDING TRUST AND TRANSPARENCY.
WE WANT TO ENSURE THAT WE PROVIDE CLEAR AND DETAILED INFORMATION TO THE PUBLIC ABOUT OUR ACTIVITIES, AND WE WANT TO ALSO PROVIDE UPDATES TO OUR CITIZENS.
WE WANT TO ENSURE THAT THEY CAN FOLLOW ALONG WITH THE PROCESS.
AND FOR OUR THIRD GOAL, WE INTEND TO ORGANIZE MEETINGS THAT ACCOMMODATE DIVERSE SCHEDULES.
AND WE WANT TO ENSURE THAT WE COVER SCHEDULES FOR INDIVIDUALS THAT MAY WORK.
UH, YOUR TYPICAL, UH, NINE TO FIVE.
UH, WE KNOW THAT OUR OLDER POPULATION TENDS TO BE MORE ACTIVE DURING THE DAY, SO WE ENSURE THAT WE HAVE A MEETING DURING THE MORNING.
UH, SECOND, WE WANT TO OFFER TRANSLATION SERVICES AT ALL OF OUR MEETINGS AND ENSURE WE HAVE A DA COMPLIANT MATERIALS.
SO WE DON'T ONLY WANNA FOCUS ON OUR ENGLISH SPEAKERS, WE WANT TO ALSO ENSURE WE ENGAGE OUR NON-ENGLISH SPEAKERS, UH, AS WELL AS PERSONS WITH DISABILITIES.
AND THEN OUR LAST SET OF OBJECTIVES MEASURE THAT WE USE INNOVATIVE TOOLS LIKE OUR SURVEYS, POSTING ON COMMUNITY FORUMS AND GATHERING THAT FEEDBACK USING AN ARRAY OF DIGITAL PLATFORMS TO COLLECT DATA AND INFORMATION JUST SO WE CAN GET OUR INPUT FROM RESIDENTS.
AND THEN SECONDLY, WE WANT TO INCORPORATE THAT FEEDBACK THAT WE GET TO TACKLE THE ISSUES THAT THE RESIDENTS HAVE GIVEN US FOR OUR ADVERTISEMENTS.
HUD REQUIRES THAT WE HOST TWO PUBLIC HEARINGS, ONE BEING TAILORED SPECIFICALLY TOWARDS OUR HOPWA POPULATION.
ONE OF THE ADVERTISEMENT HAS TO BE POSTED IN A NEWSPAPER OF GENERAL CIRCULATION.
SO THAT'S TYPICALLY GOING TO BE OUR DALLAS MORNING NEWS.
THEN WE ADVERTISE TO THE PUBLIC IN NEWSPAPER PUBLICATIONS AND DIGITALLY.
SO EVERY YEAR WE TRY TO POST IN AN ARRAY OF PUBLICATION OF VARIOUS LANGUAGES.

UH, SO WE'LL GO OUT AND CANVAS ALONG THE EASTERN STRETCH OF PARK LANE IN DALLAS JUST TO ENSURE THAT WE ARE INCLUDING OUR AMERIC SPEAKING ETHIOPIAN COMMUNITY.
SO THE CITY OF DALLAS HAS ESTABLISHED EQUITY PRIORITY AREAS THAT ARE DETERMINED BY ZIP CODE.
WE PLAN TO INCREASE OUR PRESENCE IN THOSE HIGH IMPACT AREAS BY COLLABORATING WITH EXTERNAL PARTNERS LIKE COMMUNITY ORGANIZATIONS TO ULTIMATELY EXPAND OUR REACH.
OUR GOAL IS TO INCREASE ATTENDANCE FROM THESE HIGH IMPACT ZIP CODES AT OUR NEIGHBORHOOD PUBLIC MEETINGS.
AND WE ALSO WANT TO GET FEEDBACK FROM THOSE HIGH IMPACT AREAS AS FAR AS OUR SURVEY GOES.

SO REGIONALLY, WE AS AN OFFICE, WE REPRESENT BOTH FORT WORTH AND DALLAS.
AND SO WHAT I'VE STARTED DOING THIS YEAR IS TRYING TO HAVE MORE VIRTUAL GRANTS WORKSHOP IS WHAT WE'RE CALLING OR GRANT SEMINAR.
AND THESE ARE SEMINARS THAT ARE SPECIFICALLY ON AN ISSUE.
SO RATHER THAN US TALKING ABOUT, UM, ALL THESE DIFFERENT GRANTS THAT EXIST WITH THE DEPARTMENT OF ENERGY OR WITH, YOU KNOW, ANY OTHER AGENCY WE TEND TO GRAB OR GRAB, WE TEND TO FOCUS ON A SPECIFIC DEPARTMENT.

OKAY.SORRY, I WAS, I NEED SOME WATER
SO THIS GRANT, UH, WORKS OR SEMINAR THAT WE DO IS, WAS SPECIFICALLY WAS IN JANUARY, WAS SPECIFICALLY IN THE ARTS.
AND WE USUALLY BRING SOMEBODY LIKE A CONGRESSIONAL, UH, AFFAIRS LIAISON, UM, ON BEHALF OF THE NATIONAL ENDOWMENT FOR THE ARTS.
AND THEN WE BROUGHT, UH, ALSO SOMEBODY FROM THE NATIONAL ENDOWMENT FOR THE HUMANITIES, AND THEN THE STATE PERSON, UM, THAT RECEIVED SOME OF THAT GRANT FUNDING, BUT THEN ALSO KIND OF BREAKS SOME OF THAT GRANT FUNDING INTO SMALLER GRANTS.
AND SO THROUGH THAT WE WERE ABLE TO KIND OF TALK TO THE WHOLE KIND OF SCOPE OF ORGANIZATIONS IN THE DFW AREA, RIGHT? SO THERE'S FOLKS LIKE THE ARLINGTON MUSEUM OR FOLKS LIKE THAT, THAT MAYBE ARE BIGGER ENTITIES, AND THEN THERE'S SMALLER, YOU KNOW, MAYBE A LOCAL, UM, WHAT IS IT, THEATER OR SOMETHING LIKE THAT, LIKE A LOCAL NONPROFIT THAT'S, THAT'S DOING WORK IN THE ARTS.
AND SO KIND OF HELPING THEM UNDERSTAND, YOU KNOW, IF THEY'RE A BIT BIGGER, MAYBE THEY CAN APPLY FOR THE FEDERAL GRANTS AND IF THEY'RE SMALLER, UM, AND STARTING OFF OR MAYBE JUST DON'T HAVE THE CAPACITY, THEY CAN APPLY FOR THE SMALLER GRANTS THAT MAYBE COME THROUGH THE STATE OF TEXAS.
SO THOSE ARE THE KIND OF THINGS THAT I KIND OF WANTED TO SHARE FOR YOU ALL TO BE AWARE OF, UM, AS YOU DO, UH, ENGAGEMENT IN THE COMMUNITY AS WELL, TO KNOW THAT THERE'S GRANTS IN DIFFERENT, UH, AT DIFFERENT LEVELS OF GOVERNMENT, BUT ALSO TO KNOW THAT THERE'S DIFFERENT SIZES OF, UM, ENTITIES THAT CAN APPLY FOR THESE DIFFERENT TYPES OF GRANTS.
AGAIN, OBVIOUSLY ALL THESE GRANTS YOU HAVE TO REPORT, UM, BUT SOMETIMES USUALLY IT'S EASIER TO GET SOME OF THOSE SMALLER GRANTS AND BUILD, UH, A RECORD.
I, I GUESS, AND FROM THERE, BE ABLE TO GROW TO APPLY FOR THE BIGGER GRANTS.
AND THEN THESE ARE A LOT OF THE AGENCIES THAT, UM, THAT HAVE THESE GRANTS.
AND ONE THING I'LL SAY WITH THIS, UM, IN MY LEARNING ABOUT THE GRANT, UH, PROCESS AND GRANTS IN GENERAL, UM, THERE'S GRANTS THAT I DON'T THINK WE OFTEN THINK EXISTS.
SO, UH, USUALLY WHEN I THINK ABOUT GRANTS FOR EDUCATION PURPOSES, UH, MY FIRST THOUGHT IS OBVIOUSLY THE DEPARTMENT OF EDUCATION.
UM, BUT THERE'S GRANTS THROUGH, LET'S SAY, UH, I THINK IT'S THE USDA, UM, AND I BELIEVE IT'S THROUGH SOME OF THE FARM WORKER PROGRAMS OR THINGS LIKE THAT THAT HAVE TO DO WITH EDUCATION THAT I WOULD'VE NEVER THOUGHT ABOUT, UM, UM, UNLESS I KIND OF WENT AND LOOKED.
SO ALL THAT TO SAY FOR A LOT OF THE NONPROFITS OR A LOT OF LOCAL, UM, WHETHER GOVERNMENT ENTITIES OR OTHER ENTITIES, UM, IN THE COMMUNITY, UH, WHAT I'M TRYING TO SAY IS THAT THERE'S A LOT OF GRANTS IN AGENCIES AND DEPARTMENTS THAT WE WOULDN'T HAVE THOUGHT ABOUT AND THAT WE CONSTANTLY HAVE TO BE LOOKING THROUGH.
AND SO ALL THAT TO SAY, WE AS AN OFFICE USUALLY HAVE A GRANTS WORKSHOP ONCE A YEAR, WHICH I THINK THE CITY OF DALLAS AND OTHER LOCAL GOVERNMENTS ATTEND.
UM, AND THIS IS MAINLY FOR ORGANIZATIONS, LOCAL GOVERNMENTS, UH, COUNTIES, UH, WHAT IS IT, UH, LOCAL NONPROFITS AND REALLY JUST COMMUNITY ORGANIZATIONS.
AND SO I WANTED TO SHARE SOME OF THAT WITH YOU ALL.
SO AS YOU DO COMMUNITY WORK, I'M SURE THAT YOU ALL ARE INVOLVED IN OTHER THINGS, NOT JUST THIS COMMISSION THAT YOU ALL CAN SHARE SOME OF THAT INFORMATION.
AND USUALLY THIS IS FOR ANYBODY IN THE DFW AREA AND WE HAVE ABOUT 3, 4, 3 3, 320 DIFFERENT, UH, NONPROFITS AND ORGANIZATIONS, UM, COME AND ATTEND.
SO I'LL STOP SHARING, BUT I JUST WANTED TO MAKE SURE I, UH, IN TALKING TO CHAIR RUBEN, THAT I SH SHARED SOME OF THIS INFORMATION WITH YOU ALL, UM, AND THAT YOU ALL WERE AWARE OF THIS.

SO WE HAVE, WE TRY TO HAVE ONE ONCE A QUARTER AND USUALLY WE DO A SURVEY WITH A LOT OF THESE NONPROFITS OR, UH, LOCAL GOVERNMENT ENTITIES THAT HAVE PARTICIPATED AND KIND OF ASK THEM WHO DO YOU WANNA HEAR AND WHAT AGENCY? AND THEN, YOU KNOW, HOW DO WE MAKE SURE WE PUT YOU IN CONTACT WITH THEM? UM, SO USUALLY IT DEPENDS ON THE SURVEY, BUT YOU KNOW, WE, WE ALWAYS DO SOCIAL SECURITY, UH, WE'LL DO, UH, IRS, UH, WE'LL DO REALLY ANY AGENCY THAT CONSTITUENTS ARE WANTING TO LEARN MORE ABOUT.
SO ESSENTIALLY IT'S PUTTING THEM IN CONTACT WITH A LIAISON FROM, FROM THAT AGENCY THAT HELPS 'EM TO UNDERSTAND AND ANSWER QUESTIONS AND HOPEFULLY BE ABLE TO HELP THEM OUT EVEN AFTERWARDS, RIGHT.
