THANK YOU, MS. ALMA. THANK YOU. GOOD MORNING. GOOD MORNING OR EVENING STAFFING. UH, MY NAME IS EMMA RODRIGUEZ. UM, AND I'M VERY GRATEFUL FOR THE OPPORTUNITY TO SPEAK TODAY. UM, I AM A LICENSED BROKER, WHICH MEANS I REPRESENT DIFFERENT CARRIERS. I HELP OUR COMMUNITY NAVIGATING BOTH MEDICARE AND MARKETPLACE, UM, INSURANCE PLANS. I DO, UM, PROVIDE OTHER SERVICES AS WELL IF THEY, UH, NEED FOOD PANTRY OR IF THEY NEED HOME HEALTHCARE, I MAKE THOSE CONNECTIONS FOR OUR COMMUNITY. UM, YES, I AM ALSO A VOLUNTEER AT LO EAST LUNDY, UM, WHERE WE HAVE A PROGRAM FOR OUR SENIORS. THEY CAN GO THERE FROM MONDAY THROUGH FRIDAY FROM 10:00 AM TO ABOUT 1:00 PM. UM, SO IF WE HAVE ANY SENIORS THAT NEED TO HAVE, UM, THAT CONNECTION ALSO TO SOCIAL ACTIVITIES, WE'LL BE MORE THAN HAPPY TO HAVE THEM ON BOARD. UM, AGAIN, I AM BILINGUAL ALSO, SO OUR HISPANIC COMMUNITY, UM, THAT IS LOOKING FOR, UM, OR NEEDING HEALTH INSURANCE. I'LL BE HAPPY TO HELP, UM, GUIDE THEM AS WELL. OKAY? ALL RIGHT. THANK YOU SO MUCH. THANK YOU. OKAY. UH, EVERYONE RECEIVED A COPY OF THE MINUTES FROM OUR, UH, FROM OUR OCTOBER MEETING? YES. UH, AND I SECONDED. OKAY. NO, NO. OR THE MINUTES, THE MINUTES ARE INCORRECT. THEY TALKING NO ONE, THAT'S ME. THAT'S DEBBIE. ALL IN FAVOR OF APPROVING THE MINUTES. NO. UHUH, NO. WHATEVER DEBBIE SAID NO. NO SAID, SAID NO. I THOUGHT SHE WAS SAYING I THAT WAS AN I. IT'S AN I. SHE SAID NO. I KNOW. I CAN HEAR HER . YEAH, THEY STILL PASS. THEY CAN'T HEAR UHUH. UHUH. CAN YOU HEAR US? I CAN HEAR YOU. AND I SAID, NO, CAN'T HEAR YOU. SHE DOESN'T SAID NO. I CAN BARELY HEAR HER. WELL, THAT'S NOT MY DOWN. AND I WAS HEARING THAT OTHER BLUE. I THAT TOO. OKAY. SO WE, WE HAVE A MR. AUSTIN, CAN YOU HEAR US? THE MINUTES CANNOT BE APPROVED BECAUSE THEY'RE WRONG. OKAY. WHAT'S CALLED WHAT? WHAT DIRECTIONS DO YOU HAVE? YOU MARKED ME TARDY. AND I WAS THERE BEFORE THE MEETING EVEN STARTED. I JUST TALKED TO TABITHA ABOUT THAT. AND I WOULD LIKE AN EXPLANATION WHY? MM-HMM. . I WOULD ALSO LIKE TO KNOW, SINCE I BROUGHT THIS UP, PRIOR TO THIS, UH, THIS CHAIRMANSHIP, PEOPLE WERE NOT MARKED, TARDY OR ABSENT ON A PUBLIC DOCUMENT BEFORE. SO I'M TRYING TO UNDERSTAND WHY THIS IS NECESSARY. IS IT TO INTIMIDATE US? IS IT TO EMBARRASS US? IS IT TO COLLECT DATA? WHAT'S THE PURPOSE OF MARKING PEOPLE ABSENT AND TARDY AND PUBLISHING IT? AND I READ, I REALLY NEED THAT CORRECTED. AND SO THE MINUTES CANNOT BE APPROVED BECAUSE THERE'S AN ERROR. ALRIGHT? AGREE. TRUST THIS QUESTION. PLEASE, PLEASE TELL ME WHY THAT'S IMPORTANT FOR YOU TO PUT THAT ON A PUBLIC DOCUMENT. BECAUSE WE ARE VOLUNTEERS. WE GIVE OUR TIME. DADDY, WE PUT EVERY, NO, YOU, LEMME FINISH. DADDY, YOU LEMME FINISH. WE GIVE OUR TIME. I'M A VOLUNTEER. MY COUNCILMAN APPOINTED ME BECAUSE HE KNOWS I CAN DO MY JOB, BUT IT HAS NOTHING TO DO. I DON'T WORK FOR THE CITY OF DALLAS. I VOLUNTEER FOR THE CITY OF DALLAS. I VOLUNTEER FOR [00:05:01] THIS COMMISSION. AND I PUT UP WITH A WHOLE BUNCH OF STUFF AT THIS DOG AND PONY SHOW BECAUSE THAT'S WHAT IT IS. AND YOU'LL NOT MARTIN TARDY OR ABSENT WHEN I'M NOT. AND IF THIS WAS THE FIRST TIME THIS HAD HAPPENED, IT WOULD BE DIFFERENT. BUT I'M GETTING LETTERS. I'VE GOTTEN LETTERS IN THE PAST THAT SAID I WAS ABSENT ON THE VERGE OF BEING KICKED OUT. AND THEY WERE LIES BECAUSE I TALKED TO MY COUNCILMAN ABOUT IT. IT WAS STRAIGHTENED OUT. AND NOW YOU AND I JUST HAPPENED TO NOTICE THAT YOU HAD THAT ASTERISK BY MY NAME FOR BEING TARDY. AND I WAS HERE BEFORE THE MEETING EVEN STARTED. SO WHY DID YOU DO THAT? ASTERISK? DEBBIE. DEBBIE WHAT? ASTERISK WHAT? YES. I'M UPSET BECAUSE EVERY TIME WE TRY TO GET INTO THESE MEETINGS, THERE'S ALWAYS A PROBLEM. I DO WEBEX MEETINGS, UH, UH, ZOOM MEETINGS ALL THE TIME. AND THIS IS THE ONLY ONE THAT I HAVE A PROBLEM GETTING INTO. I JUST TOLD TABITHA THAT ALSO. OKAY. COMMISSIONER AUSTIN. DON'T, DON'T DON'T, DON'T PATRONIZE ME. DON'T DO THAT. DON'T. ON A HARD PARTY, I ASKED FOR AN EXPLANATION. I NEED EXPLAN NOW. IF YOU CANNOT APPROVE MINUTES THAT ARE WRONG, THE AS BY YOUR NAME, RE I CAN'T HEAR YOU. VIDEO CONFERENCE. THE ASTRO BY YOUR NAME REPRESENTS THAT YOU ATTENDED THE MEETING VERY DURING, VIA VIDEO CONFERENCE. NOT THAT YOU WERE MARKED HURTING OR ABSENT. OR ABSENT OR ABSENT, BUT I WAS MARKED ABSENT. YOUR NAME IS RECORDED. WHY IS THAT IMPORTANT? JESSICA? IT SAYS SOMETHING THAT WE'RE REQUIRED TO DOCUMENT. I DON'T RECALL THAT BEING PART OF THAT, UH, THAT LAW THAT THE, UH, GOVERNOR PASSED ABOUT, UH, THE VIRTUAL MEETINGS. WELL, IT'S A STANDARD AND IS IT PART OF OUR SENIOR, UH, AFFAIRS, COMMISSION CHARTER? OUR BYLAWS, WE FOLLOW THE DIRECTIVES OF OUR CITY OF PUBLIC. IT'S NOT, IT'S NOT THIRD WAY THAT WE SHOULD FOR OUR PUBLIC, IT'S A CHAIR. CHAIR. WE, WE NEED TO COME TO ORDER. AND I DO WANNA CLARIFY THAT IT WAS NOT THE, IT WAS NOT THE CHAIR. YES. MORE MEMBERS OF THE COMMISSION TO DRAFT THE MINUTES APPROPRIATE. ACCORDING, ACCORDING TO THE STANDARDS THAT OUR CITY ATTORNEY YES, IT IS. ARE YES, IT IS NOT. YOU REALIZE THAT I CAN'T HEAR HER, RIGHT? IT'S NOT WE'RE OUT OUTTA ORDER. THIS IS NOT ROBIN RULES. I'M NOT OUTTA ORDER. YOU'LL NOT SILENCE ME EITHER, SIR. PLEASE, THIS DOESN'T CONCERN YOU. THIS IS BETWEEN ME AND HER. EVERYBODY. NO, NO, NO. NOT GONNA SILENCE ME. I BEG YOUR PARDON? YOU CAN ASK ME SOMETHING. YOU'RE NOT GONNA TELL ME TO BE QUIET. I'M UPSET RIGHT NOW. I'M EXTREMELY UPSET RIGHT NOW. SO YOU'LL NOT TELL TO BE QUIET BECAUSE WE WAIT A MINUTE, MITCHELL. YOU, I JUST WANNA ASK A QUESTION, THAT'S ALL. NO, NO. I'M NOT FINISHED. ASK A QUESTION. I'M NOT FINISHED. I KNOW YOU'RE NOT. I'M RESPECTING YOU AND I'M UPSET. I'M ASKING YOU TO RESPECT ME AND JUST LET ME SAY ONE THING. OKAY? THAT'S ALL. THANK YOU. I UNDERSTAND YOUR READINESS AND THAT YOU ARE NOT FEELING VERY GOOD RIGHT NOW ABOUT RESPECTED. RESPECTED. BUT WHAT I, OKAY, BUT SINCE THIS ONLY INVOLVES YOU, SOME OF US HAVE DOCTOR'S APPOINTMENTS AND OTHER THINGS WE HAVE TO GO TO. CAN YOU TAKE THIS UP WITH THE STAFF AND WITH THE PRESIDENT AFTER THE MEETING? WELL, THEN YOU'LL NOT APPROVE THE MINUTES. NO, WE'LL NOT. THANK YOU. THAT'S ALL I WANTED THERE. THE OTHER, BY THIS BODY. WE JUST HAVE TO NOTE THE CORRECTION. YES. WELL, OR THE OBJECTION. THAT PERSON THAT IS TRYING TO TELL ME HOW TO BE A SENIOR AFFAIRS COMMISSIONER HAS NOT BEEN WON UNDER ANY OTHER CHAIRPERSON. BUT PETER, SO YOU DON'T KNOW WHAT YOU'RE TALKING ABOUT. AND I'D ADVISE YOU TO PLEASE LET THAT BE BETWEEN JESSICA, PETER, AND ME, PLEASE. THAT'S WHAT WE'RE ASKING. THAT'S ALL BEEN ASKING. THAT'S WHAT WE'RE ASKING. 10 MINUTES OF THE PUBLIC MEETING. YES. IT'S A PUBLIC MEETING. THAT'S WHY I'M SAYING THIS NOW. I WANT, I WANT IT RECORDED. THAT'S WHY I'M SAYING, I'M SAYING, OKAY. YOU SAID IT. WE WE HEARD IT. WE HEARD. THANK YOU. THANK, WE CAN'T APPROVE THE, THE MOTION. NO, YOU CANNOT APPROVE THE MINUTES BECAUSE I DON'T AGREE. I SAID NO. NOW YOU CAN, YOU CAN REVISE THEM OR AMEND THEM FOR THE NEXT MEETING. NO, YOU CANNOT APPROVE THEM AND IT WON'T KILL YOU. YOU CAN MOVE ON. THERE'S NO AUDIO [00:10:02] MEMBERS OF THE SENIOR AFFAIR COMMISSION PARTICIPATED IN THIS MEETING VIA OR BY VIDEO CONFERENCE. NOW, TWO ASTERISK REPRESENTS, INDICATES ARRIVAL, TIME AFTER MEETING, CALL TO OR, OR ORDER OR RECONVENE. NOBODY WAS MARKED THAT, THAT NOBODY IS MARKED WITH TWO ASTERISK. OKAY, WELL, I TYPICALLY AM WE WE HAVE A MOTION. YOU HAVE A SECOND. ALL IN FAVOR OF APPROVING THE MINUTES, SAY AYE. OR SHOW US THAT. AYE. AYE. DEBBIE, WE MARK YOU AS A NO. I'LL, YOU DIDN'T ASK FOR THOSE THAT WERE OPPOSED. PETER, YOU SAID ALL IN FAVOR. SO I HAVE OPPOSED, WHO'S OPPOSED? I'LL, OPPOSED. MAYBE WE COULD ANYBODY ELSE? I'M STILL OPPOSED. OPPOSED? STARTING WITH DISTRICT ONE OR ARE YOU OPPOSED ALSO? YES. OPPOSED? YEAH. WE COULD JUST DO ANOTHER TWO. WE'VE GOT 1, 2, 3 OPPOSED. MOTION CARRIES. MOTION CARRIES WITH MR. CHAIR. I WOULD RECOMMEND AS FOR, UH, ROBERTS, THAT THE COMPLAINT IS INDICATED ON THE MINUTES. YES. SO ROBERTS THIS EASEMENT. YES. YES. SO YOU'RE, SO YOU WOULD WANT TO GO AHEAD AND CALL FOR AN ALTERNATIVE AMENDMENT TO, TO NOTE? NO, NO, JUST, NO, IT JUST A NOTATION IN THESE MINUTES. YOU WELL, OKAY. YOU OPPOSED THE MOTION TO AMEND THE MINUTES AS REQUESTED. NO AMENDMENT BE MADE. IF YOU'RE ASKING FOR AN NOTATION IN AMENDMENT, THAT'S A, THAT'S, UM, THAT'S AN AMENDMENT NOT OF THIS ONE WE ARE TALKING ABOUT OF THE MEETINGS. OH, THE CURRENT MEETINGS MINUTES? YES. OKAY. WE'LL NOTE THAT THERE WAS OPPOSITION TO APPROVE THESE MINUTES ON THE BASIS OF THE RECORDING OF POLICY. OKAY, I UNDERSTAND THAT. OKAY. RIGHT. AND FOR WHOEVER ON THE, ON THE PROCESS, THIS IS A PROCESS ISSUE, RIGHT? IN OTHER WORDS, HOW PEOPLE ARE MARKED IN ATTENDANCE IN AB ABSENTIA, HOWEVER YOU WANNA DO IT. SO THE OBJECTION WAS A PROCESS, RIGHT. ISSUE. RIGHT. SO RIGHT. IT'S NOT A CONTENT ISSUE. OKAY. OKAY. SO THAT'LL GO INTO THE CONVERSATION NOTED THIS MONTH. OKAY. I DO HAVE ONE. EXCUSE ME. ONE, JUST ONE OTHER QUESTION ON THIS. UH, IS THERE A PARTICULAR REASON THAT IT HAS TO HAVE AN ASTERISK THERE TO INDICATE THAT THE PERSON IS VIDEO CONFERENCING? IS THERE SOME PARTICULAR REASON THAT THAT'S THERE? SO I'M NOT SURE IF WE HAVE OUR CITY ATTORNEY'S OFFICE ONLINE TO SPEAK TO THAT. UM, BUT I THINK IT HAS TO DO WITH THE FACT THAT THERE'S CLARITY AROUND WHAT ATTENDANCE MEANS. AND SO IF IT DIDN'T CLARIFY, IT WOULD LEAD TO BELIEVE CERTAIN PEOPLE WERE PHYSICALLY PRESENT AND THEY WEREN'T, THEY WERE PRESENT IN A DIFFERENT MANNER. SO I'M NOT SURE IT HAS TO DO WITH THE QUORUM IS WHAT, UH, IT WELL, YES, BUT, UH, RECALL THAT THE INDIVIDUALS THAT PARTICIPATE VIA VIDEO CONFERENCE DO COUNT TOWARDS QUORUM AS LONG AS THEY'RE ONLINE AND VISIBLE. UM, IF THEIR CAMERAS ARE NOT ON AND THEY'RE NOT VISIBLE TO US, THEN THAT IS, THOSE, THOSE MINUTES ARE NOT COUNTING TOWARDS THEIR ATTENDANCE. RIGHT NOW, COMMISSIONER AUSTIN IS VISIBLE. SHE IS PRESENT AND WE ACTUALLY HAVE THE OTHER TWOS MAY NEED TO TURN THEIR CAMERA ON THOUGH. UM, THE CAMERAS ARE ON. THEY'RE ON BUT CAN'T SEE THEM HERE. YOU CAN SEE THEM. OKAY, GUYS? YEAH, BECAUSE I, I DO A LOT OF MEETINGS WITH PEOPLE THAT ARE VIRTUAL NOW, AND I NEVER HAVE COUNTED ANYBODY. I'VE NEVER INDICATED NOBODY DOES IT BUT THEM. ARE YOUR MEETINGS COVERED BY THE TEXAS OPEN? NO. NO, THEY'RE NOT. I'M JUST, I'M JUST SAYING. WELL, THANK YOU. THIS IS NOT A BOARD. IT'S A COMMISSION. LEMME BRING THIS TO ORDER. WE'VE WASTED HALF AN HOUR ON NOT WASTED IN THIS ISSUE, AND IT'S TIME TO MOVE ON. SO WE'RE GONNA MOVE ON TO THE NEXT ITEM ON THE AGENDA. YES. I JUST HAVE A COMMENT, PLEASE. NOW, IF YOUR VOICE IS YOUR VOTING, WE HAVE ONLY THING WE HAVE ABOUT VOICE, WHEN CAN WE HAVE A MEETING TO CLARIFY WHAT YOU'RE SAYING? BECAUSE TO ME, I'M SITTING HERE LISTENING AND I'VE BEEN CALLED OUT AS WELL BY BEING ANSWERED. WHEN DO YOU GET A CHANCE TO EXPRESS WHAT YOU'RE SAYING? SEE, IT DON'T AFFECT YOU IF IT DON'T AFFECT YOU, BUT IF IT AFFECTS YOU, WE GOTTA GET A CHANCE TO BE ALL WE MOVING ON. AND WE DON'T WANT TO HEAR YOU. I THINK THAT IT'S SO RUDE IN OUTTA ORDER. SO WHEN CAN WE HAVE A MEETING TO CLARIFY AND GET STRAIGHT? THAT'S ALL SHE'S ASKED. AND THAT'S ALL I WANT TO KNOW TOO. SO YOU WANNA HAVE A MEETING ON OUR PROCESSOR? I RECORDING MINUTES, 10 MINUTES. IS THIS THE WRONG SETTING? CAN WE GET A MEETING HERE WHERE WE CAN UNDERSTAND? BECAUSE I'M NOT UNDERSTANDING WHY YOU SAID HER NAME IS HIGHLIGHTED. THAT'S WHAT SHE'S ASKING. I'VE BEEN HEARING SOME PEOPLE HAVE NOT BEEN HERE SEVERAL TIMES. I DON'T KNOW WHAT YOU ALL DO BEHIND CLOSED DOORS, BUT I WAS OFFENDED. BUT THEY CALLED ME AND SAID, OH, YOU'VE BEEN ABSENT. OKAY, WELL, I HAD A DOCTOR'S APPOINTMENT AND I HAVE [00:15:01] PTSD AND DA, DA DA DA. SO I GOTTA GO. WELL, I, AND SO I WAS REALLY UGLY, I THINK TO WHOEVER CALLED ME AND I APOLOGIZED. I SAID, IT'S NOT YOU. I WANNA RESPECT THE RULES, BUT DON'T SIGNAL ME OUT. AND IF THAT'S THE WAY YOU DO IT, DO WHAT YOU NEED TO DO. BUT YOU DON'T HAVE TO PUT ME ON. IF THAT WAS MY NAME, I WOULD BE OFFENDED. JUST CALL ME, SAY AND SAY, PHYLLIS, YOU OFF THE BOARD BECAUSE YOU MISSING, I WOULD SAY, OKAY, TAKE IT UP LATER. SURE. SO WE CAN DEFINITELY THAT. AND ACTUALLY EVERYBODY OUGHT TO BE ABLE TO BE ABLE TO BE HEARD. THAT'S ALL I'M SAYING. SO THAT'S AN ENTIRELY DIFFERENT QUESTION, WHAT YOU'RE BRINGING UP. THIS IS NOT ANYTHING REFLECTED OF ATTENDANCE. ATTENDANCE IS STILL COUNTED. WELL, THAT'S WHAT SHE'S SAYING. THAT IS NOT TRUE. WANT THE MEETING? NO, THAT'S, SO THERE IS A RULE THAT BOARD AND COMMISSION MEMBERS CANNOT MISS MORE THAN 25% OF THAT ORDER COMMISSION'S, VENDOR MEETINGS OVER THE COURSE OF A YEAR. WE DO NOT. YOU I WAS TALKING WE DO NOT DETERMINE THAT. RIGHT. WE ONLY REPORT ON ATTENDANCE FOR ONLINE ATTENDANCE. THEY HAVE TO BE VISIBLE AND PRESENT FOR 51% OF THE MEETING. WE LITERALLY AT TIMES HAVE TO SIT DOWN AND WATCH MEETINGS MINUTE BY MINUTE TO COUNT THE MINUTES TO DETERMINE IF SOMEBODY IS ON AND OFF. WE ACTUALLY HAD TO DO THAT QUITE A FEW TIMES. AND SO THERE ARE SOME SLIGHTLY DIFFERENT STANDARDS FOR THE PARTICIPATION VIA VIDEO CONFERENCE VERSUS IN PERSON. BUT IN PERSON WOULD BE THE SAME. IF SOMEBODY LEFT MORE THAN HALFWAY THROUGH THE MEETING, THEY WOULD ALSO, OR LET'S, IF SOMEBODY LEFT EARLY AND MISSED MORE THAN HALF OF THE MEETING, THEY WOULD ALSO BE COUNTED ABSENT. BUT THIS IS NOT A RECORD OF ABSENCE. THIS IS A RECORD OF ATTENDANCE VIA VIDEO. I APPRECI MR. SO I'M THROUGH WITH IT. I, THAT MEETING GO BACK TO THE AGENDA AND I THAT'S WHY YOU HER AND TAKE OUT RECOMMENDATION AND CONSULT WITH THE CHAIR, OUR ATTORNEY OR SAN TALK ABOUT MISSING PAPER, MY OPINION. BEFORE WE DO THAT, I KNOW I SAID LET'S GO ON. CAN I SAY PLEASE? YES. I RECEIVED A LETTER. OKAY. I WAS, I WAS HAVING SURGERY. I DON'T KNOW WHETHER YOU ALL REMEMBER WHEN I HAD SURGERY. OKAY. I RECEIVED A LETTER SAYING THAT IF I MISSED ONE MORE MEETING, THEN I WOULD BE REMOVED FROM THE BOARD. OKAY. OKAY. THAT DID NOT BOTHER ME BECAUSE I ALREADY HAD READ THE GUIDELINES AND KNEW HOW MANY YOUR NAME OUT HERE. YEAH. EVERY, EVERY COMMITTEE, EVERY BOARD THAT I HAVE SERVED ON AND CONTINUE TO SERVE ON. WHEN YOU ARE PRESENT, YOUR NAME IS LISTED AS PRESENT. IF YOU ARE ABSENT, YOUR NAME IS LISTED AS ABSENT. THAT'S BEAUTIFUL. OKAY. AND THAT, THAT IS WHAT SHE'S ASKING. THE ONLY DIFFERENCE, THE ONLY DIFFERENCE IS THERE'S AN ASTERISK HERE THAT INDICATES THAT SHE WAS ONLINE FOR THE MEETING. NOW MAYBE IT MIGHT BE BETTER. I DON'T KNOW WHAT THE ATTORNEY MIGHT SAY THAT YOU JUST HAVE, UH, MEMBERS OF, OF COUNCIL PERSONS OR, OR COMMISSIONER ONLINE, IF THAT WOULD BE BETTER THAN AN AS. BUT FOR MEETINGS, ESPECIALLY WHEN YOU HAVE TO TAKE ATTENDANCE OF PARTICIPANTS, YOU HAVE TO INDICATE IN YOUR MINUTES THOSE THAT ARE PRESENT AND THOSE THAT ARE NOT. AND HOW YOU DO IT. THAT WOULD BE UP TO THE, UP TO THE ORGANIZATION. IT, IT SAYS RIGHT HERE, A, YOUR NOTE COMMISSIONER DEPEND ONLINE NOW THAT, OKAY. SHE, NOW I CAME IN BECAUSE I GOT STUCK IN THE FLOOD OUT THERE. SO I CAME IN LATE. I'LL BE MARKED. AM I RIGHT? HADN'T THE MEETING? NO, BECAUSE YOU WERE NOT, YOU WERE NOT HERE AFTER THE MEETING CALLED OH, OH. ALL. THANK YOU FOR THAT. I CAN, CAN WE WE MOVE ON, PLEASE? YES, SIR. PLEASE. THE ONLY THING I WOULD SAY ABOUT ANOTHER MEETING OR SOMETHING, THERE ARE ONLY A HANDFUL OF PEOPLE WHO THIS SEEMS TO BE AN ISSUE FOR. SO I DON'T THINK YOU NEED TO COVER THIS AT A MEETING OF THE FULL COMMISSION. ANYBODY WHO'S INTERESTED IN KNOWING WHAT THE RULES ARE AND HOW THEY WORK AND WHY IT IS THE WAY IT IS, I SUGGEST THAT WE HAVE JESSICA ORGANIZE A MEETING FOR YOU WITH THE CITY ATTORNEY AND WHOEVER ELSE NEEDS TO BE THERE TO EXPLAIN THE RULES IF YOU DON'T KNOW WHAT THEY ARE. AND THAT'S NOT THE ISSUE. THEY DON'T HAPPEN. WHAT IS THE ISSUE? THAT'S NOT THE ISSUE BECAUSE I, I WAS JUST MENTIONING ABOUT ME, IT'S NOT THAT I DON'T UNDERSTAND THE RULES, MS. UH, COMMISSIONER ALSO JUST MADE OBSERVATION. AND TO ME, I WAS JUST EXPRESSING YOU ALL IN MY OPINION AND IS MY OPINION, JUST DISMISS PEOPLE AND THAT LIKE THEY NOT EVEN, UH, VALIDATING WHAT YOU'RE SAYING. THAT'S ALL I WAS SAYING. I DON'T NEED NO ME TO SIT ME DOWN AND TELL ME. PHIL, IT'S THE RULES IS IF YOU MISSED TWO MANY, OKAY, THAT'S THE RULE. BYE. GOT. SO TO FORBID, THIS IS VOLUNTEER, YOU CAN MOVE ON, BUT LADIES JUST WANTED AN EXPLANATION WHY CAN'T BE [00:20:01] THAT'S RESPECT. SAY OH, GOES WAYS. OKAY, WE'RE GONNA MOVE ON. OF COURSE, WE ALWAYS DO. WELL SHE'S RESPONDING. OKAY. YOU CAN, BECAUSE THAT'S SO FOR THOSE ONLINE, ARE YOU ALL ABLE TO HEAR? WE JUST WANNA MAKE SURE EVERYONE CAN HEAR. I, I CAN HEAR. OKAY. ALL I CAN HEAR. OKAY. ALL RIGHT. THANK YOU COMMISSIONERS. , WHERE THE CHAIRS BEFORE GO. I'M GONNA, I'M GOING TO FOREGO ANY COMMENTS ON ANY OF THAT? EVERYBODY KNOWS WHAT THE OPEN MEETING REQUIREMENTS ARE AND UH, WE'LL GO NEW BUSINESS. UH, WE HAVE A BRIEFING FROM THE PARKS AND REC DEPARTMENT AND THAT'S NEXT UP ON YOU. YES, LATRICE, GOOD AFTERNOON. GOOD AFTERNOON. THANK YOU FOR YOUR TIME TODAY. MY NAME IS LATRICE BROWN. I'M THE SUPERVISOR WITH THE PARK REC DEPARTMENT SENIOR PROGRAM DIVISION. AND I'M VERY EXCITED AND HAPPY TO BE HERE TODAY TO GIVE YOU A PROGRAM UPDATE. OKAY. ALL RIGHT. NEXT SLIDE. SO FIRST OFF, I'D LIKE TO SHARE WITH YOU WHAT THE SENIOR PROGRAM DIVISION IS. WE ARE THE PRIMARY PROVIDERS OF HEALTH AND WELLNESS PROGRAMS, SOCIALIZATION OPPORTUNITIES AND ARTS AND CULTURE ACTIVITIES FOR SENIORS AGE 60 AND OLDER IN THE CITY OF DALLAS. AND WE DO THAT IN COMBINATION WITH THIS FABULOUS TEAM YOU SEE ON THE SCREEN. UM, OUT IN OUR REC CENTERS AND SENIOR ACTIVITIES CENTERS, WE HAVE A GREAT GROUP OF COORDINATORS AND SENIOR RECREATION ASSISTANTS HELPING US DELIVER A GREAT PROGRAM. THIS PICTURE WAS ACTUALLY TAKEN AT OUR ANNUAL RETREAT, UM, FOR TRAINING AND UPDATES FOR THE YEAR. TO GIVE YOU A LITTLE PROGRAM OVERVIEW, I'LL START WITH OUR MISSION STATEMENT. OUR MISSION IS TO SUPPORT THE INDEPENDENCE AND WELLBEING OF OLDER ADULTS BY ENHANCING THEIR DIGNITY AND SELF-RESPECT AND BY PROMOTING OPPORTUNITIES THROUGH COMPREHENSIVE HEALTH, SOCIAL, AND SOCIALIZATION SERVICES. THIS IS A NEW, UM, MISSION STATEMENT. I'LL ALSO BE SHARING WITH YOU OUR NEW VISION AS WE HAVE REVAMPED OUR PROGRAM WITH THE NEW MANAGER , THAT'S COME IN. MM-HMM, , WE'VE MADE SOME GREAT CHANGES. SO THIS IS PART OF OUR NEW MISSION AND VISION. SO LOOKING A LITTLE CLOSER AT THAT VISION STATEMENT, OUR VISION IS TO STRENGTHEN AND EXPAND PROGRAMS AND ACTIVITIES THAT ENHANCE VALUES AND SATISFACTION FOR THOSE WE SERVE, WHILE WE'LL CONTINUOUSLY CREATING INNOVATIVE, DYNAMIC AND HIGH QUALITY OFFERINGS THAT APPEAL TO THE EVOLVING NEEDS AND INTERESTS OF THE NEXT GENERATION OF OLDER ADULTS. ALRIGHT, NEXT SLIDE. SO A LITTLE MORE ABOUT OUR DIVISION. THE DALLAS PARK AND RECREATION DEPARTMENT IS COMMITTED TO ENHANCING THE QUALITY OF LIVES OF ACTIVE SENIOR ADULTS. AND WE DO THIS BY PROVIDING RECREATIONAL LEISURE ACTIVITIES TO COMPLIMENT A FULL AND REWARDING LIFE. SO OUR SENIOR PROGRAM, AS I MENTIONED, HAS GONE THROUGH A LITTLE REVAMP AND ONE OF THE THINGS WE HAVE DONE IS UPDATED OUR CORE AREAS. SO THE SENIOR ACTIVITY, THIS, THE ACTIVE SENIOR ADULT PROGRAM, WHICH IS ALSO REFERRED TO AS ASAP, IS DESIGNED TO ADDRESS THREE CORE AREAS. THOSE CORE AREAS ARE HEALTH AND WELLNESS, SOCIALIZATION, ARTS AND CULTURE. LOOKING AT OUR YEAR, SO IN FISCAL YEAR 2324, WE HAD OVER 75,000 PROGRAM HOURS THAT WERE OFFERED TO DALLAS AREA SENIORS THROUGH OUR PARKS AND RECREATION PROGRAMS. WHAT THAT LOOKS LIKE IS 8,649. REGISTERED SENIOR PARTICIPANTS PARTICIPATED IN OUR PROGRAMS OVER THAT 2324 FISCAL YEAR AS WELL, WHICH IS PRETTY AWESOME TO ME. OUR NEXT SLIDE. SO PROGRAMS OFFERED UNDER THE SENIOR PROGRAM DIVISION ARE CATEGORIZED AS ACTIVE SENIOR ADULT PROGRAMS, WHICH IS WHERE WE GET ASAP FROM. WHAT DOES ASAP WHAT DOES ASAP RISE OF ASAP PROGRAM IS AT 43 OF OUR RECREATION CENTERS, AND IT'S DESIGNED ESPECIALLY FOR PARTICIPANTS AGE 60 AND OLDER. THAT MEANS THEY HAVE ADVANTAGE, THEY ARE ABLE TO TAKE ADVANTAGE OF OUR PROGRAMS MONDAY THROUGH FRIDAY FROM 9:00 AM TO 2:00 PM. IN ADDITION, WE ALSO HAVE DEDICATED SENIOR CENTERS AND PROGRAMS THAT ARE OFFERED MONDAY THROUGH FRIDAY FROM NINE TO FIVE. THOSE DEDICATED SENIOR CENTERS WOULD INCLUDE MARCUS ANNEX, SINGING HILLS, WILLIE B. JOHNSON, FRIS, AND WELL MID CHARITABLE FOUNDATION SENIOR ACTIVITY CENTER, WHICH IS ONE OF OUR PARTNER FACILITIES. OUR NEXT SLIDE, I'D LIKE TO TALK ABOUT SOME OF OUR REC CENTERS. SO EACH OF OUR REC CENTERS OFFER [00:25:01] DIFFERENT PROGRAMS TO CATER THE UNIQUE NEEDS, INTERESTS, AND DEMOGRAPHICS OF THEIR LOCAL COMMUNITIES. BY OFFERING A VARIETY OF PROGRAMS, CENTERS CAN BETTER SERVE THE SPECIFIC PREFERENCES, CHALLENGES, OR DESIRES OF THE SENIORS IN THAT NEIGHBORHOOD. SO SOME OF THE THINGS THAT MAKE UP, YOU KNOW, WE SEE DIFFERENT PROGRAMS AND THAT'S BECAUSE WE HAVE DIFFERENT COMMUNITY DEMOGRAPHICS. SO DIFFERENT NEIGHBORHOODS MAY HAVE VARYING AGES, VARIOUS AGE GROUPS, AND ALSO DIFFERENT CULTURE BACKGROUNDS AND FAMILY STRUCTURES. WE ALSO TAKE INTO CONSIDERATION LOCAL INTERESTS. SO RECREATION CENTERS OFTEN ALIGN THEIR OFFERINGS WITH THE INTERESTS OR HOBBIES THAT ARE MOST POPULAR IN THAT SPECIFIC AREA. SO WHETHER THAT'S GARDENING, FITNESS, SPORTS, OR EDUCATIONAL WORKSHOPS. ANOTHER THING DRIVING THAT DIVERSITY IN OUR PROGRAMMINGS AT OUR CENTERS IS BASED ON FEEDBACK AND PARTICIPATION. SO CENTERS ALSO TAILOR PROGRAMS BASED ON FEEDBACK FROM THEIR COMMUNITY MEMBERS. WE WANNA MAKE SURE THAT WE'RE ENSURING THAT THE OFFERINGS REMAIN RELEVANT AND ENGAGING FOR THE PARTICIPANTS ATTENDING. NEXT SLIDE. SO NEXT WE'RE GONNA GET INTO OUR REGISTRATION NUMBERS AND TRENDS. SO THE GRAPH THAT YOU SEE, I KNOW THIS PRINT IS PROBABLY PRETTY SMALL, BUT SOME OF THE GREAT THINGS I WANNA SHARE ABOUT THIS GRAPH IS IT HIGHLIGHTS OUR GOAL FOR EACH FISCAL YEAR AS WELL AS WHAT WE ATTAIN. SO THIS, THIS GRAPH TAKES US BACK TO THE 2021 FISCAL YEAR. WE HAD A GOAL, WE WANTED TO SERVE 5,000 SENIORS. WE FELL A LITTLE SHORT OF THAT GOAL AND CAME IN AT 4,776, WHICH IS OKAY, YOU'RE GONNA STILL KEEP TRYING THAT NEXT YEAR, 21, 22. WE ALL KNOW BIG BACK COVID KIND OF SHUT IT DOWN. SO THOUGH WE STILL HAVE THAT SAME GOAL OF REACHING 5,000. UNFORTUNATELY WITH THE POPULATION WE SERVE, WE WERE ONLY ABLE TO, UM, SERVE 2,357. BUT LUCKILY IN 2223 THINGS CHANGED AND OUR NUMBERS STARTED TO GO BACK UP. NOT ONLY DID OUR NUMBERS GO BACK UP, OUR EXPECTATIONS WENT BACK UP. SO WE SAID, OKAY, THAT 5,000, LET'S SEE IF WE CAN MAKE IT 5,550. AND GUESS WHAT? WE KNOCKED IT OUT THE APART, WE SERVED 7,159 SENIORS THAT YEAR. SO IT PROBABLY HAD BEEN PRETTY EAGER ABOUT WHAT WE DID IN 2324. OUR GOAL WAS SET AT 6,000, AND GUESS WHAT? WE KNOCKED IT OUT THE PARK AGAIN SERVING 8,649 SENIORS IN THE 2324 FISCAL YEAR. NOW THAT MAKES ME PRETTY EXCITED. YES. SO WITH THAT BEING SAID, AT THAT ORIGINAL PICTURE, YOU GUYS SAW THAT GREAT TEAM, THEY MADE A GOAL IN THE 24TH, 25 FISCAL YEAR THAT WE WANNA SERVE 10,000. SO, UM, WE ARE REALLY LOOKING FORWARD TO MEETING THAT GOAL. SO I'LL BE HAPPY TO REPORT NEXT TIME AND SEE WHERE WE'RE AT. OKAY, NEXT SLIDE. SO NOT ONLY HAVE I SHARED WITH YOU THE NUMBERS, ALSO WANTED TO SHARE THE GENDER BREAKDOWN AT OUR REC CENTERS. UM, WE HAVE 64% FEMALE AND 29% IN OUR 23 22 23 FISCAL YEAR. AND THAT HAS CHANGED NOW IN OUR 2324 FISCAL YEAR. WE NOW ARE SEEING 62% ARE FEMALE AND 30% ARE MALE. AN UNDISCLOSED NUMBER WENT FROM 7% LAST YEAR TO 8% THIS YEAR. SO A LITTLE CHANGE, A FEW MORE, UH, MALES HAVE ADDED, ADDED TO THE PROGRAM, WHICH IS GREAT. ON OUR NEXT SLIDE, WE GO A LITTLE FARTHER AND BREAK DOWN OUR AGES. SO IN THE FISCAL YEAR 2223, WE WERE SERVING 25% OF OUR POPULATION WAS 70 TO 74. ANOTHER 25% WAS AGE 65 TO 69, 19% WERE 60 TO 64, AND 31% WAS 75 AND OLDER FOR THIS LAST FISCAL YEAR. THOSE, THOSE NUMBERS WERE PRETTY SIMILAR. SO AGAIN, WE HAD THE 75 PLUS AGE GROUP COMING IN AT 31%. OUR 70 TO 74% DID GO DOWN A LITTLE BIT. THAT'S AT 23%. WE SAW A LITTLE INCREASE IN OUR 65 TO 69 YEAR OLDS THAT WAS UP TO 26%. AND THEN WE ALSO SEEN A SLIGHT INCREASE IN OUR 60 TO 64 YEAR OLDS WITH THAT COMING UP TO 20% IN THIS LAST FISCAL YEAR. ALL RIGHT, TAKING A LOOK AT OUR NEXT SLIDE. NEXT WE'RE GONNA TALK ABOUT HOW THE ASAP PROGRAM IS FUNDED. SO THE ACTIVE SENIOR ADULT PROGRAM IS FUNDED THROUGH THE CITY'S GENERAL FUND BUDGET. THE PARK AND RECREATION DEPARTMENT IS ALLOWED AT $1.1 MILLION FOR THE SENIOR PROGRAM DIVISION. SINCE 2017, THE PARK AND RECREATION DEPARTMENT HAS RECEIVED SEVEN $742,992 FROM WELLED CHARITABLE FOUNDATION. THIS FOUNDATION SUPPORTS THE PROGRAMS AND ALLOWS QUALIFYING PARTICIPANTS ACCESS WITHOUT ANY FINANCIAL BURDEN, WHICH IS A BIG DEAL. THE DALLAS COUNTY HEALTH AND HUMAN [00:30:01] SERVICES NUTRITION PROGRAMS ALSO PROVIDE CON MEALS SERVICES TO OUR SENIORS, UH, MONDAY THROUGH FRIDAY AT SIX VARIOUS LOCATIONS. MM-HMM, . AND AGAIN, THIS PROGRAM IS COMPLETELY FREE TO OUR SENIORS. SO YOU CAN SEE SOME OF THOSE PROGRAMS AND OP THOSE NUTRITION PROGRAMS AND OPERATION AT CENTERS LIKE DR. DR. MARTIN LUTHER KING, JR CENTER, JOHN C. PHELPS, LARRY JOHNSON, MARCUS ANNEX, SINGING HILLS, WILLIE B. JOHNSON, AND AT WELLMED SENIOR ACTIVITY CENTER. BUT I DIDN'T WANNA STOP AT JUST LISTING THE NAMES OF THE FACILITIES THAT THOSE NUTRITION PROGRAMS ARE AT. I ALSO WANTED TO SHARE JUST HOW MANY MEALS THAT THEY ARE SERVING. SO ON THE NEXT SLIDE, YOU GUYS SEE A BREAKDOWN OF EACH LOCATION IN THE MEALS THEY'RE SERVING. SO IN THE, FOR THE FISCAL YEAR 2023 AND 2024, WHICH IS OCTOBER ONE THROUGH SEPTEMBER 30TH, 2024, JOHN C. PHELPS, WHICH WAS JUST ADDED IN SEPTEMBER OF 2024, HAS ALREADY SERVED 412 MEALS. THEY HAVE A TOTAL OF 37 CLIENTS THAT THEY'RE SERVING. AND WE ALSO, AND YOU CAN SEE THE BREAKDOWN FOR EACH OF THOSE LOCATIONS. WHAT THIS IS, IS, AT THE END OF THE DAY, 64,782 MEALS WERE SERVED TO A TOTAL OF 1,117 PARTICIPANTS THAT WERE IN NEED, WHICH IS PRETTY AWESOME. YES, TRUE. ALRIGHT, SO OUR NEXT SLIDE, WE'RE GONNA TALK A LITTLE BIT MORE ABOUT WHAT THE AVERAGE WEEKLY ATTENDANCE IS. UM, I KNOW MANY OF YOU REPRESENT VARIOUS DISTRICTS AND THOSE DISTRICTS ARE BROKEN DOWN. SO IT STARTS OFF, UM, AS YOU LOOK AT THIS GRAPH, I DO WANNA NOTE THAT THERE ARE SOME BUILDINGS THAT ARE HIGHLIGHTED IN GREEN THAT IS JUST AN INDICATION THAT THAT IS ONE OF OUR SENIOR CENTERS. UM, SO ANYTIME YOU SEE THOSE GREEN NUMBERS, THAT'S JUST AN INDICATION OF THAT. SO IN COUNCIL DISTRICT ONE, WE GOT KIDS SPRINGS, BARB WEISS. UM, THEIR WEEKLY ATTENDANCE IS 66 AND 32, AND YOU CAN CONTINUE TO SEE THE BREAKDOWN. COUNCIL DISTRICT TWO, YOU GUYS HAD A FEW MORE, UM, BUILDINGS IN THAT AREA. ARLINGTON PARK, ROTWEILER, HARRY STONE, KB, POLK RIVER, SEAN AND SAMUEL GRANT, UM, THEIR NUMBERS WERE 25 73, 1 59, 23, 21, AND 64. I'M GLAD YOU GUYS CAN SEE THIS. WEEKLY ATTENDANCE IS KIND OF VARIES, BUT IT IS BROKEN DOWN FOR YOU, UM, THROUGHOUT ALL OF THE COUNCIL DISTRICTS. UM, AND THAT DOES CONTINUE ON TO THE NEXT SLIDE AS WELL. UM, YOU GUYS WILL ALSO HAVE A COPY OF THIS PRESENTATION TOO, SO THAT I DON'T HAVE TO READ ALL THOSE NUMBERS TO YOU. OKAY. ALRIGHT. AND TAKING THIS TO OUR LAST SLIDE, UM, ANOTHER BIG THING THAT WE LIKE TO DO IS CELEBRATE THE HOLIDAYS AND WE'LL BE DOING THAT WITH SOME HOLIDAY LUNCHEONS. UM, I HAVE LISTED THREE HOLIDAY LUNCHEONS, SO IF ANY OF THOSE HAPPEN TO FALL IN YOUR SERVICE AREA, WE'D LOVE TO SEE YOUR SMILING FACES THERE. SO ON BEHALF OF THE SENIOR PROGRAM DIVISION, WE'D LOVE TO WELCOME YOU OUT EITHER TO OUR DECEM TUESDAY, DECEMBER 10TH, WEDNESDAY DECEMBER 11TH, OR FRIDAY DECEMBER 13TH, HOLIDAY LUNCHEONS. WE ALSO WILL BE SHARING THOSE FLYERS WITH ME AND HER TEAM TO DISTRIBUTE TO YOU SO THAT YOU GUYS CAN PICK EACH PARTY WORKS BEST FOR YOU ACCORDINGLY. THAT IS THE END OF MY UPDATE AND I DO APPRECIATE EACH AND EVERYONE FOR YOUR TIME TODAY. THANK YOU. CAN I ASK A QUICK QUESTION? UM, THE, UH, IS, IS THE MAJORITY MILLION DOLLARS COVER THE PAYROLL FOR THE PICTURE GROUP OF PEOPLE? YOU GET A PICTURE OF THAT WHERE MOST OF THAT MONEY IS ALLOCATED TO PROVIDE. I WOULD SAY THAT PROBABLY IS A LARGE CHUNK OF IT. HOWEVER, I DO NOT KNOW THE EXACT BREAKDOWN IN NUMBERS. IF THAT'S SOMETHING YOU'D LIKE FOR ME TO FOLLOW UP WITH THE COMMISSION, I'D BE MORE THAN HAPPY TO DO THAT. I, I WAS, I WAS JUST CURIOUS TO, OF THE PROGRAMS THAT ARE OFFERED, UM, YOU DON'T REALLY HAVE FULL-TIME INSTRUCTORS THAT, OR PERMANENT INSTRUCTORS AT EACH LOCATION. THEY ROTATE THROUGH THE, THROUGH THE SYSTEM AND IT, IT WOULD SEEM THAT PEOPLE WHO THEY LIKE CHEERING, UH, TO, THEY'D HAVE TO GO FROM DIFFERENT TO DIFFERENT LOCATIONS IF THEY WANTED TO MAINTAIN THE PROGRAM AT SOME POINT IN THE FUTURE, IT WOULD BE INTERESTING TO KNOW WHAT WOULD IT COST TO BE ABLE TO STAFF THOSE, THAT KIND OF PROGRAMMING AT ALL CENTERS VERSUS HAVING, INSTEAD OF JUST HAVING A TEAM THAT, THAT ROTATES THROUGH THE SYSTEM? WELL, WE HAVEN'T BEEN ABLE TO QUITE, UM, GET IT TO WHERE WE HAVE PERMANENT INSTRUCTORS AT ALL THE SITES. WE DO HAVE SOME HUBS THAT DO OFFER YEAR ROUND PROGRAMMING AND THINGS LIKE CHAIR YOGA. AND THEN IT'S ALSO OFFERED ON THAT, UM, ROTATIONAL BASIS AS WELL. SO IN EACH OF OUR SERVICE AREAS, WE WILL HAVE LIKE A STATIONARY SPOT WHERE SOMEONE CAN GO YEAR ROUND AND WE DO HOPE TO CONTINUE TO ADD TO THOSE. [00:35:02] I WAS JUST GONNA, UH, TELL LATRICE AND TELL THE BOARD HERE THAT I AM FOR MANY OF HER AND SHE IS, UH, AND HER STAFF WITH THE ASAP PROGRAM IS A VERY GOOD PROGRAM. WE HAD AN ELOISE LUNDY AND WE HAD A SUMMER CAMP THIS SUMMER, WHICH SHE DOES NOT ONLY SIT HERE BEHIND A DESK, SHE GOES OUT IN THE FIELD AND RIDE WITH US AND HAVE A GOOD TIME. SO IF YOU ALL ARE INTERESTED IN THAT, I WOULD JUST BE THE ONE TO SAY, PLEASE GET INVOLVED. AND WE DO HAVE PEOPLE THAT COME AND ROTATE AND LIKE IN MY CENTER, WE DON'T HAVE THE SAME NUMBER. AND THAT MIGHT BE THE REASON WHY IT WOULDN'T BE BENEFICIAL TO HAVE A PERSONNEL LIKE EVERY DAY, BECAUSE SOME DAY YOU MIGHT HAVE TWO, SOME OF YOU MIGHT HAVE THREE, BUT IF THEY ROTATE AND WE KIND OF GET THE SAME SERVICES, I THINK THAT'S GOOD TOO. DOES THAT MAKE SENSE? KIND OF LIKE YOU ROTATE BECAUSE OF THE NUMBERS. I HAVE TWO QUESTIONS. ONE IS BACK TO CHAIR YOGA. UH, I'M IN DISTRICT 14, BUT SAND BRAND SERVES A LOT OF 14. UH, IS, ARE YOU GONNA KEEP THAT CONTRACT IN PLACE THIS YEAR? I MEAN, LAST YEAR THERE WAS A GAP THE LAST TWO YEARS AND THAT'S, THAT'S WHEN I GOT CALLED ON AS A COMMISSIONER TO DO SOMETHING ABOUT THE CHAIR YOGA CONTRACT. ARE YOU ABLE TO KEEP THAT CONTRACT IN PLACE THIS YEAR, DO YOU THINK? WITHOUT IT EXPIRING? THAT IS OUR GOAL. WE'VE BEEN A LITTLE PROACTIVE THIS YEAR. OKAY. AND I MAKE SURE THAT OUR CONTRACTS ARE ABLE TO CONTINUE TO RUN SEAMLESSLY. SO WE HOPE TO NOT HAVE THAT SAME HICCUP THAT WE HAD LAST YEAR. I, I MEAN, I THINK SAMUEL BRENDA'S GREAT PROGRAMMING, BUT THE CHEERIO IS WHAT I GOT CALLED ABOUT. AND THEN, UM, THE OTHER THING IS HAVE YOU GIVEN THOUGHT TO EXPANDING THE MEAL PROGRAMS TO OTHER CENTERS? I KNOW LIKE DISTRICT 14 HAS ONE CENTER FOR, FOR FOR MEALS AND IT'S AT ROSELAND HOMES AND IT'S INSIDE THE ROSELAND HOMES. I DON'T KNOW HOW MANY WOULD COME TO SAMUEL FRIEND, BUT I, I CAN SEE THAT BEING A GOOD SPOT BETWEEN OWEN WOOD AND NEIGHBORHOODS USING IT. HOLD ON. I KNOW THAT WE, THAT IS A PARTNERSHIP BETWEEN US IN DALLAS COUNTY AND I DEFINITELY WILL SHARE THAT WITH LINDSEY RIDER, OUR MANAGER, UM, SEE OTHER AREAS OF THAT PROGRAM. SO IT MAY BE GROWING AND I KNOW RENEE AND I LOOKED AT, THERE'S A LOT OF AREAS IN TOWN THAT DO NOT HAVE SENIOR CENTERS, SO RIGHT. A LOT FOR MEALS. YEAH. SO, THANK YOU. UH, THE OTHER QUESTION, UM, THAT I, I HAVE A QUESTION. SOME OF OUR FACILITIES, UM, ARE UM, BADLY OUT OF DATE, RIGHT. BADLY OUT OF DATE. UM, AND SO IF YOU WANNA DO SENIOR PROGRAM, YOU HAVE TO KNOCK OUT ANOTHER PROGRAM BECAUSE THERE'S JUST NOT ENOUGH SPACE. AND I KNOW WE'RE GOING TO BE FACING A DASTARDLY BUDGET, BUT, UM RIGHT. IF WE'RE READING RIGHT, UM, UH, IS THERE ANY, UM, PLANS TO SORT OF UPDATE SOME OF THE CENTERS OR THAT'S RIGHT. TOTALLY OFF THE TABLE. RIGHT. SO THAT'S NOT MY EXPERTISE, BUT I WILL SAY THAT I DO KNOW THAT, YOU KNOW, VIA THE BOND PROGRAM, BUT THAT IS THE DIRECT WAY THAT CENTERS ARE UPDATED AND THINGS LIKE THAT. UM, PLEASE FORGIVE ME, I DON'T ACTUALLY KNOW WHERE ALL THOSE BONDS, MONEY AND DOLLARS HAVE BEEN ALLOWED, ALLOWED AND ALLOCATED, BUT I'D BE MORE THAN HAPPY TO GET A LITTLE MORE FEEDBACK AND HAVE THAT SHARED WITH THE COMMISSION. THAT'D BE GREAT. THANK YOU. DEBBIE, DID YOU HAVE A QUESTION? YES, I DO. HI LATRICE, HOW ARE YOU DOING? I'M GREAT, HOW ARE YOU? I'M FINE. AND THANK YOU FOR HELPING OUT WITH OUR SENIOR LISTENING SESSIONS. THE PERKS WERE REALLY NICE AND EVERYBODY APPRECIATED THEM. YES. I I HAVE THREE QUESTIONS. UH, CARVER HEIGHTS OVER IN MY DISTRICT USED TO BE A CONGREGATE MALE, UH, MEAL SITE. SO IT, IT WASN'T ON THE LIST. SO DALLAS COUNTY ISN'T SERVICING THEM ANYMORE OR HAS EVERYBODY MOVED TO SENIOR HILLS? IS THAT WHAT IT IS? SO THAT IS ONE OF THE LOCATIONS THAT THE CITY OF DALLAS WAS NOT RUNNING. IT WAS RUN INDEPENDENTLY BY DALLAS COUNTY. UM, I COULDN'T, CAN'T GIVE YOU ANY ADDITIONAL INFORMATION ON THAT DIRECT LOCATION. UM, BUT I'D BE MORE THAN HAPPY TO PASS THAT QUESTION ONTO THE COUNTY FOR AN UPDATE. OKAY. I CAN ASK MARK MYSELF IF WE COMMUNICATE. UM, AND THE WELLMED CHRISTMAS EVENT THAT YOU ALL HAD LAST YEAR AT THE WELLMED CENTER ON CAMP WISDOM, AND I KNOW THAT'S COMMISSIONER MITCHELL'S DISTRICT, UH, YOU DIDN'T MENTION THAT. ARE YOU ALL HAVING THAT THIS YEAR? UM, THE SENIOR CENTERS WILL BE HAVING HOLIDAY EVENTS AS WELL. I'LL MAKE SURE TO SHARE THAT WITH THE COMMISSIONER AS WELL FOR SOME OF THOSE SENIOR ACTIVITIES CENTERS THAT MAY BE HAVING EVENTS. YEAH, YOU KNOW, WELLED ACTUALLY SENT STAFF THERE, SO I THOUGHT IT WAS LIKE MAYBE A, A BIGGER THAN NORMAL EVENT. AND THEN THE BOND FACTORY EVENT THAT, UH, I THINK IT'S PORSCHE'S DISTRICT HAS IN IN IN COOPERATION WITH ANOTHER DISTRICT. IS THAT ON OUR SCHEDULE TOO? YES. THAT ON PART OF REC, I SAY YEAH, WE, I DIDN'T ASK IF THERE WAS A REC CENTER. I ASKED IF WE WERE GONNA [00:40:01] HAVE THAT EVENT THIS YEAR. YES, WE WILL. YES. YES. OKAY. THANK YOU. PORTIA JITA, YOU HAVE YOUR HAND UP? YES. GOOD AFTERNOON. UH, LATRICE, SHE DID A FABULOUS JOB OVER AT . MY QUESTION IS IF YOU HAVE CERTIFIED INSTRUCTORS, BECAUSE I FEEL THAT'S REALLY IMPORTANT TO HAVE CERTIFIED INSTRUCTORS BECAUSE I POP IN OVER THERE AT AND THE ATTENDEES SEEM NOT TO BE DOING THE EXERCISES CORRECTLY. DON'T SAY ANYTHING BECAUSE IT'S NOT MY PLACE AT COURSE. BUT I THINK THAT WOULD BE OPENING. WELL IT OPENS A CAN OF WORMS BECAUSE THE SENIOR COULD FALL GET HURT. AND WHAT I UNDERSTAND THIS LAST YEAR THEY HAD TWO ACCIDENTS THERE IN THE CLASS. NOW IS IT BECAUSE MAYBE WE DON'T HAVE CERTIFIED INSTRUCTORS THAT ARE INSTRUCTING THAT YOU NEED TO DO. CORRECT. AND THE SECOND QUESTION I HAVE IS I WAS OVER AT KIDS SPRINGS DOING CHEER YOGA, WHICH WAS FABULOUS AND THAT WAS THE SPECIFIC INSTRUCTOR DOING CHEER YOGA WHO ONLY DOES CHEER YOGAS FOR THE DIFFERENT PARKS THAT THEY I GUESS CONTRACT SOME OF THE INSTRUCTORS. NOT , SHE'S BEEN THERE EVER. I'VE BEEN GOING THERE. I DID. OH, AND ONE MORE QUESTION. DO WE HAVE ANY IDEA WHEN THERE'LL BE AN INDOOR CART, INDOOR POOL UP AND RUNNING SUCH AS BOX IF THAT EVER GONNA OPEN UP AGAIN? AND THOSE ARE MY QUESTION. I'LL START. UM, I DON'T, I I CAN, I CAN GET WITH A AQUATICS FOR AN UPDATE ON THE POOLS. I DON'T HAVE A POOL SCHEDULE TO SHARE WITH YOU. UM, REGARDING INSTRUCTORS. SO A LOT OF TIMES THOSE ROTATIONAL INSTRUCTORS THAT UC ARE C CERTIFIED IN THEIR SPECIALTY. SO OUR SENIOR RECREATION ASSISTANTS OR SRAS OUT IN THE FIELD, UM, THEY'RE USUALLY NOT THE ONES CARRYING OUT THAT PROGRAM JUST BECAUSE YOGA DOES TAKE A LITTLE SOMETHING SPECIAL. UM, THOSE VENDORS THAT WE DO BRING ON HAVE TO PROVIDE US WITH THEIR CREDENTIAL AND THINGS LIKE THAT TO OFFSET THAT. SOME OF THE THINGS THAT WE'RE DOING. SO THAT ORIGINAL SLIDE THAT YOU SAW OF OUR TEAM THAT WAS AT OUR ANNUAL RETREAT, WE HAVE OUTSIDE PEOPLE COME IN AND PROVIDE TRAINING. UM, RIGHT NOW WE'RE GEARING UP TO TEACH OUR STAFF FALL PREVENTION. UM, AND WE DO ENSURE THAT THEY KIND OF HAVE THOSE THINGS IN THEIR TOOL BELT JUST SO THAT WE ARE ALWAYS KEEPING OUR SENIOR SAFETY IN MIND. OF COURSE, WE'RE ALL TRAINED IN FIRST AID CPR AND ALL THAT GOOD STUFF TOO AS WELL. THE TRAINING IS DEFINITELY IMPORTANT TO US AND SO FOR US, WE ARE SENDING THOSE SRAS OUT TO DIFFERENT, UM, TRAININGS, LIKE I SAID THE FALL PREVENTION AND THINGS LIKE THAT JUST TO ENSURE THAT THEY DO HAVE THOSE TOOLS IN THEIR BACK POCKET. RIGHT. THANK YOU FOR THAT, FOR ANSWERING MY QUESTIONS. THANK YOU EVERYBODY. UM, COURSE I SAY HELLO. OKAY, NEXT UP IS, UH, TAB AND JESSICA ARE GOING TO PROVIDE AN UPDATE ON THE, UH, SENIOR SERVICES STRATEGIC PLAN THAT IS NOW UNDERWAY. COMMISSIONER, I BELIEVE JUSTICE COMING TWO POINTS TO PRESENT THE FIRST HALF AND I'LL FOLLOW UP WITH THE SECOND HALF. WHERE, WHERE DO YOU WANNA SIT? OH, WE'LL SWITCH OFF. ALRIGHT, WE'LL JUST SWITCH OFF. DO THESE REQUIRE ME TO TURN THEM ON? SO THEY ARE, I THINK JUST MAKING SURE SOME OF THEM DO. OKAY. ALRIGHT. HELLO COMMISSIONERS. THANK YOU SO MUCH, UH, FOR GIVING US THE OPPORTUNITY TO GIVE A UPDATE ON EFFORTS RELATED TO STRATEGIC PLANNING. UM, SO I'LL BE GIVING A QUICK INTRODUCTION, STARTING WITH BACKGROUND, AND THEN I'M GONNA TURN IT OVER TO TABITHA TAYLOR, OF COURSE OUR AND AGE FRIENDLY OFFICER WHO IS GOING TO TALK A LITTLE BIT ABOUT EFFORTS THAT ARE STARTING AND BEGINNING TO GO UNDERWAY AND WHAT WE'RE GOING TO BE KIND OF GETTING IN TERMS OF DELIVERABLES OUT OF THIS PROJECT. UH, FOR THE SAKE OF INTRODUCTIONS, JESSICA HAW, DIRECTOR, OFFICE OF COMMUNITY CARE AND EMPOWERMENT. SO MOVING ALONG WE'LL PROVIDE AN OVERVIEW OF THE SENIOR SERVICES STRATEGIC PLAN PROCESS, THE TIMELINE, AND THEN WE'LL MOVE ON, UH, TO THE OPPORTUNITIES AND ENGAGEMENTS FOR COMMISSIONERS AND OTHERS DURING THAT PROCESS AS THAT [00:45:01] COMES TO BE. SO AGAIN, WE CAN KIND OF SKIP THE OVERVIEW SLIDE. IT'S JUST A BIT OF A REPEAT ON, UH, WHAT I ALREADY HIGHLIGHTED. THE NEXT SLIDE OVERVIEW OR THE NEXT SLIDE OUTLINES THE SCOPE OF WORK. SO THESE ARE THE EIGHT COMPONENTS THAT WE SAW IT WHEN SOLICITING A VENDOR FOR THIS WORK. SO THE FIRST WAS THE DEMOGRAPHICS COMPONENT. SO WE SPECIFICALLY WERE SEEKING SOMEONE THAT COULD TAKE IN THE DEMOGRAPHICS DATA THAT WE HAVE, DO SOME ANALYSIS, SOME POTENTIAL RECONFIGURATION, IDENTIFY ADDITIONAL OPPORTUNITIES TO INCORPORATE DATA ANALYSIS INTO ANALYTICS, INTO THE WORK THAT WE DO MAYBE IMPROVE UPON OR BUILD UPON THE, UH, DATA THAT WE HAVE. THE NEXT COMPONENT WAS FOR A LANDSCAPE ANALYSIS. SO THAT IS REALLY REFERRING TO THE VARIOUS LANDSCAPE OF NONPROFITS, GOVERNMENT PROGRAMS AND OTHERS THAT ARE PROVIDING SERVICES TO SENIORS AND OLDER ADULTS IN OUR COMMUNITY. SO WHILE THIS MIGHT BE CENTERED IN LARGE REGARD ON PROGRAMS AT THE CITY OF DALLAS, IT'S NOT EXCLUSIVE TO THAT BECAUSE WE WANT TO OF COURSE IDENTIFY OPPORTUNITIES FOR COLLABORATION PARTNERSHIPS OR POTENTIALLY GAPS IN THE COMMUNITY AT LARGE WHERE THERE MIGHT BE NEEDS THAT AREN'T BEING MET BY ANYONE. UM, THE NEXT COMPONENT IS THAT INDEX. SO WHEN IT COMES TO THE INDEX, THAT'S REALLY KIND OF ART ARTICULATING AND INDEXING ALL THE THINGS THAT WE FIND, WHICH IS REALLY GONNA HELP LEAD TO THAT UNDERSTANDING OF WHAT WE ARE AND AREN'T ABLE TO DO THROUGH THE LANDSCAPE THAT CURRENTLY EXISTS. THE NEXT COMPONENT WILL BE THE NEEDS ASSESSMENT. SO THE NEEDS ASSESSMENT IS TURNING THE FOCUS ONTO THE SENIORS AND OLDER ADULTS IN OUR COMMUNITY LOOKING AT SOME DIFFERENT SPECIALIZED, UH, POPULATIONS IN A UNIQUE WAY AS WELL. AND TABITHA WILL SPEAK TO THAT A BIT MORE DURING PER PORTION, BUT SENIORS BROADLY DIFFERENT, UH, POPULATIONS OR COMMUNITIES WITHIN THE OVERALL SENIOR POPULATION. AND TRYING TO UNDERSTAND WHAT TYPES OF NEEDS ARE OUT THERE. AND AGAIN, SO THAT WE CAN KIND OF LOOK BACK TO OUR ANALYSIS OF THE LANDSCAPE AND SERVICES INDEX AND UNDERSTAND WHAT WE'RE DOING WELL AS A CITY AND AS A COMMUNITY OR WHAT AREAS WE PROBABLY NEED TO BE DOING BETTER ON. NEXT UP PROGRAM EFFECTIVENESS. SO LOOKING AT THE PROGRAMS THAT WE HAVE, UM, IN OUR SHOP AT THIS TIME. SO REALLY, UH, IT'LL FOCUS ON OUR COMMUNITY CARE PROGRAMS, BUT ALSO WE'LL KIND OF HAVE THE OPPORTUNITY TO LOOK AT SOME OTHER PROGRAMMING IN THE CITY TO REALLY UNDERSTAND ARE THE PROGRAMS THAT WE'RE DELIVERING ALIGNED WITH THE NEEDS OF THE COMMUNITY? UM, ARE THEY DELIVERING THE SERVICES AND AT THE LEVEL OF EFFICIENCY AND EFFECTIVENESS THAT'S NEEDED. UM, THE NEXT COMPONENT, COMPONENT NUMBER SIX IS A REVIEW OF OUR AGE FRIENDLY BALANCE PLAN. IT HAS BEEN LIKE FIVE YEARS, OVER FIVE YEARS, PROBABLY GOING ON SIX YEARS SINCE THE HR LINK DALLAS PLAN WAS ADOPTED. UM, OBVIOUSLY OUR WHOLE KIND OF COVID SITUATION REALLY PUT A HICCUP IN A LOT OF ADVANCEMENT. UM, BUT IT'S REALLY TIME TO GO BACK AND TAKE A LOOK AT THAT AGAIN TO DETERMINE IF THOSE PRIORITIES ARE STILL THE RIGHT PRIORITIES AND COME UP WITH A PLAN OR STRATEGY FOR HOW WE MIGHT MOVE FORWARD. UM, I DON'T, I, UH, I HAVE TO FIGHT MY TENDENCY TO START, 'CAUSE WE'RE IN A STRATEGIC PLANNING PROCESS. I HAVE TO FIGHT MY OWN TENDENCY TO WANNA START TO SAY WE COULD DO THIS OR THIS OR THIS. I HAVE TO LET THE PROCESS DETERMINE THAT. BUT I THINK THERE'S A LOT OF AVENUES THAT WE COULD POTENTIALLY TAKE IN TERMS OF ALIGNING THIS WORK AND A FUTURE POTENTIAL ITERATION OF AGE-FRIENDLY DALLAS. AND I'M GONNA STOP THERE BEFORE I START TO DO THE JOB OF THE STRATEGIC PLAYERS BY WAY OF THIS MEETING. UM, THE NEXT COMPONENT IS TO GENERALIZE THE GENERATE, GENERATE SOME RECOMMENDATIONS FOR SOME REALLY CORE AND IMPORTANT FOCUS AREAS THAT WE SHOULD BE DOING, UM, AND FOCUSING ON. SO REALLY THEY NEED TO BE ACTIONABLE SOLUTIONS THAT TARGET GAPS, TARGET AREAS OF HIGHER NEEDS AND HELP TO IMPROVE THE SERVICES BEING DELIVERED. UM, AND SO THAT COULD BE RECOMMENDATIONS AROUND RESOURCE REALLOCATION, RETHINKING STRATEGIC APPROACHES TO DIFFERENT SERVICES. REFOCUSING ON ONE AREA THAT'S REALLY BUBBLING UP IS A MUCH MORE EMERGENT NEED OR RECOMMENDING THAT WE, YOU KNOW, DO A LOT MORE IN SOME SPECIFIC PROGRAM AREA. SO THERE'S SO MANY OPPORTUNITIES OF COURSE, THAT ALL THIS WORK WILL HELP TO IDENTIFY FOR US, UH, TO GENERATE SOME RECOMMENDATIONS. AND THE GOAL OF THOSE WOULD BE THAT THOSE WOULD BE THE TYPES OF RECOMMENDATIONS THAT WE COULD ACTUALLY DO SOMETHING ABOUT AND MAKE A DIFFERENCE WITHIN THREE TO FIVE YEARS IF WE CHOOSE TO REALLY ADDRESS THEM. AND THEN FINALLY, UM, EFFECTIVENESS OF COMMUNICATIONS. SO WE HEAR A LOT ABOUT THIS AREA, UM, BUT WE WANNA KNOW HOW EFFECTIVELY ARE WE REALLY REACHING THE OLDER ADULT POPULATION, THE SENIOR POPULATION. I THINK THAT THIS IS ANOTHER AVENUE FOR, UM, FOCUSING AND PRIORITIZING OR DIFFERENTIATING HOW WE ADDRESS, YOU KNOW, CERTAIN KEY POPULATIONS. ONE AREA THAT'S [00:50:01] COME UP A LOT IN THIS COMMISSION THAT COMES UP A LOT IN STAFF CONVERSATIONS AND OTHER AREAS IS THE OLDER ADULTS WHO NOT, DON'T NECESSARILY AREN'T ABLE TO GET OUT OF THE HOME. FOR EXAMPLE, HOW DIFFICULT IT CAN BE TO REACH THOSE OLDER ADULTS. UM, HOW DO WE REACH ADULTS THAT AREN'T ALREADY PARTICIPATING IN SOME OF THESE PROGRAMS? HOW DO WE GET OUT THERE TO PEOPLE WE DON'T HAVE RELATIONSHIPS WITH? UM, AND SO WE'RE GONNA BE LOOKING FOR SOME RECOMMENDATIONS, UM, ON HOW TO DO THAT BASED ON UNDERSTANDING THE EFFECTIVENESS OF THE WORK THAT WE DO ALREADY. UM, AND THEN I WILL MOVE ALONG TO OUR CONTRACTORS. SO WE, UM, WITH THIS SCOPE OF WORK THROUGH A PUBLIC COMPETITIVE SOLICITATION PROCESS, UM, A REQUEST FOR PROPOSALS PROCESS TO BE SPECIFIC, UM, WE SOUGHT, UH, VENDORS TO, UM, PROPOSE FOR THE PROJECT AND THE SELECTED VENDOR. UM, AMONG SIX, THE SELECTED VENDOR WAS GUIDEHOUSE INCORPORATED. UM, THEY HAVE SOME, UH, REALLY, UH, THEY HAVE SOME STAFF MEMBERS THAT HAVE SOME REALLY, REALLY KIND OF STRONG BACKGROUND KNOWLEDGE AROUND, UH, PROGRAMMING FOR OLDER ADULTS, UH, GOVERNMENT ADMINISTRATION FOR OLDER ADULTS PROGRAMS AND OTHER AREAS. SO THEY'RE A REALLY EXCITING VENDOR. WE ACTUALLY GOT OUT OF THE SIX PROPOSERS, THREE OF THEM WERE VERY STRONG, UM, AND WE'RE QUITE COMPETITIVE. UM, AND SO, UH, AS IS OUR TYPICAL PROCESS, UH, THIS WAS DONE THROUGH OUR PROCUREMENT OFFICE, UM, AND WE WOULD HAVE AN EVALUATOR PANEL OF, UH, STAFF PROFESSIONALS THAT EVALUATED SCORE THOSE TO HELP GENERATE THE RECOMMENDATIONS ON THOSE AWARDS. SO OUR EVALUATOR OR CONTRACTOR FOR THIS IS BY HOUSE INCORPORATED. AND AT THIS POINT, I'M GONNA GO AHEAD AND TURN IT OVER TO OUR AGE-FRIENDLY OFFICER. THIS IS WHERE SHE TAKES OVER IN THE PRESENTATION, BUT IT'S ALSO METAPHORICALLY WHEN SHE TOOK OVER IN THE PROJECT TO TALK ABOUT THIS WORK. OH, YOU WERE TALKING FAST, WHICH I APPRECIATE. SORRY, . OKAY, SO GUIDEHOUSE IS THE, THEY'RE GONNA BE THE CONSULTANT THAT HELPS. YES. AND WHO DID YOU SAY WAS GONNA BE EVALUATING? DID YOU SAY, OH, THEY'RE THE CONSULTANT THAT IS GONNA DO THAT, IS GONNA DO THE PROJECT? SO WHEN I SPOKE TO THE EVALUATIONS, I, I'M SORRY FOR THE LACK OF CLARITY, I WAS SPEAKING ON THE EVALUATIONS OF THE PROPOSALS OH. TO SELECT GUIDEHOUSE AS THE CONTRACTOR. OKAY, THANK YOU. AND I'M SORRY THAT WAS NOT VERY CLEAR. IT'S ALL RIGHT. THANK YOU. I ALSO HAVE ONE QUESTION JUST ON THE COMMUNICATION EFFECTIVENESS. YES. ARE YOU ALSO TALKING ABOUT LOOKING AT THE DIFFERENT SILOS OF COMMUNICATION THAT WE HAVE AND POTENTIALLY EVALUATING THAT AS WELL? OR JUST THE EFFECTIVENESS WITHIN THE OFFICE OF COMMUNITY CARE AND SENIOR SERVICES? SO OUR GOAL IS THAT THIS PROJECT IS REALLY CITYWIDE CAPITAL C. SO THAT WOULD BE REALLY CONNECTING THEM WITH MEMBERS OF MANY DEPARTMENTS THAT WORK WITH SENIORS. BUT BROADER THAN THAT TOO, BECAUSE YOU'LL SEE LANDSCAPE ANALYSIS, DATA DEMOGRAPHICS, UM, THE, THE SERVICE INDEX, THOSE COMPONENTS ARE BROADER THAN THE CITY OF DALLAS ALONE AS WELL. UM, AND SO WHILE THERE ARE, AS THE CITY OF DALLAS AND AS A DEPARTMENT WITHIN THE CITY OF DALLAS, RIGHT, WE HAVE A WAY TO KIND OF RECOMMEND AND ADVOCATE FOR STRATEGIES FOR OUR DEPARTMENT AND FOR THE CITY AT LARGE, RIGHT? WHICH IS SOMETHING THAT, THAT OF COURSE OUR SENIOR AFFAIRS COMMISSION IN PARTICULAR COULD HELP ADVANCE AS WELL. NOW WE COULD, YOU KNOW, POTENTIALLY IN THIS WORK EVEN IDENTIFY SOME OTHER GENERAL METHODOLOGIES TO SHARE AND RECOMMEND TO PARTNERS AS WELL. UM, BUT AGAIN, YOU KNOW, WE, BUT WE CAN'T, WE CAN'T NECESSARILY DO MUCH MORE THAN RECOMMEND THAT. BUT IT COULD ALSO GO INTO THINKING ABOUT AGE-FRIENDLY DALLAS. SO I THINK THAT THERE'S A LOT OF THINGS IN THIS SCOPE THAT COULD UNEARTH WHAT COULD BE OUR FUTURE PRIORITIES AS A COMMUNITY WHEN WE'RE THINKING OF BUILDING AN AGE-FRIENDLY CITY. GLAD TO HEAR THAT. SO, OKAY. ARE, ARE Y'ALL READY FOR ME TO TURN IT OVER TO TABITHA? YES, MA'AM. OKAY, GREAT. ONE, ONE OTHER QUICK QUESTION. NOT QUITE READY. READY. ONE OTHER THING I DIDN'T HEAR YOU SAY ANYTHING ABOUT ARE, IS THERE ANY PART OF THIS WITH A CONSULTANT TO, UH, TALK ABOUT LOOKING AT BEST PRACTICES IN OTHER CITIES AROUND THE COUNTRY? YES. TOPIC THAT WE'LL TALK A LOT MORE ABOUT THE DETAILS. I WAS JUST KIND OF SPEAKING TO THIS, THE, THE SCOPE THOUGHT. BUT YES, THAT'S A COMPONENT OF ACHIEVING SOME OF THESE COMPONENTS OF THE SCOPE. ALRIGHT. BUT YES, TOPIC HAS A LOT MORE THE NITTY GRITTY OF THE PROCESS. ALRIGHT, GENTLE. ALRIGHT, THANKS. I'M ALRIGHT. FOR THE RECORD PURPOSES, PAPA, THE TAYLOR AGE FRIENDLY OFFICER, UM, SENIOR SERVICES UNIT OFF THE COMMUNITY CARE AND EMPOWERMENT. SO, UM, COMMISSIONERS, THANK YOU ALL SO MUCH FOR THIS OPPORTUNITY, UM, TO SPEAK ABOUT THIS STRATEGIC PLAN. I, I JUST GUYS HAS ALREADY MENTIONED, WE ARE UNDERWAY AND [00:55:01] AS YOU ALL KNOW, WE, UM, BEGIN THIS RFP, UM, AROUND I BELIEVE THE SUMMER AND SECURED GUIDEHOUSE. NOW I WILL SAY WE HAVE JUST NOW BEGAN OUR INITIATION, UM, PARTS OF THIS PARTICULAR CONTRACT. AND SO WE'RE GRATEFUL BECAUSE GUIDEHOUSE HAS TAKEN EVERYTHING WE TALKED ABOUT WITHIN THE RFP AND HAVE NOW PUT IT INTO . AND SO AS YOU ALL CAN SEE HERE, WE HAVE NOW BEGAN PHASE ZERO. THAT'S OUR FIRST STEP. UM, AS YOU CAN IMAGINE, WHENEVER YOU'RE STARTING ANYTHING THAT GOING TO BE A LOT OF ADMINISTRATIVE TASKS. AND SO AS WE'RE MOVING FORWARD, ONE THING I WANT YOU ALL TO KNOW IS THAT WE WANT TO MAKE SURE THAT WE'RE PROVIDING YOU ALL WITH CLEAR, CONSISTENT INFORMATION, BUT THEN ALSO LETTING YOU ALL KNOW THAT IN THIS, THERE'S SOME ADMINISTRATIVE THINGS THAT MYSELF AND THE TEAM WILL TAKE ON BEFORE WE'RE ABLE TO PROVIDE YOU ALL WITH, UM, AN UPDATE BY WAY OF DOCUMENTATION. SO WITH THAT SAID, UM, WE HAVE STARTED NOW IN THE MONTH OF NOVEMBER. UM, WE HAVE THUS FAR MET WITH GUIDEHOUSE, UM, THREE TIMES. AND THESE ARE OUR WEEK WEEKLY CADENCES TO MEET WITH THEM TO TALK ABOUT OUR ADMINISTRATIVE THINGS THAT WE NEED TO TAKE CARE OF TO PUT THINGS INTO PLACE SUCH AS OUR GOALS, OUR STRATEGIES, UM, SUCH THINGS SUCH AS, UM, OUR REPOSITORIES. WE'RE JUST STARTING THOSE PARTICULAR CONVERSATIONS. IN ADDITION TO THAT, WE HAVE ALSO PUT TOGETHER NOW WHAT WE'RE CALLING OUR PROJECT MANAGEMENT TOOL. SO HOW WE'RE LOOKING AT THE PROJECT, HOW WE'RE DOING SOME OF THE OVERARCHING ITEMS IN PHASE ONE, THAT IS GONNA BE MORE OR LESS OUR CURRENT STATE ASSESSMENT. SO THAT'S GONNA SEE, THAT'S GONNA TELL US WHERE WE ARE AS A CITY. WE'RE GONNA DO SOME OF THOSE THINGS AND I'LL TALK ABOUT IT HERE A LITTLE LATER. BUT WHAT'S HAPPENING WITHIN OUR COMMUNITY, UM, WE'LL LOOK AT SOME OF OUR ENGAGEMENT STRATEGIES AND THEN ALSO THE STATE ONCE AGAIN OF OUR OLDER ADULTS HERE, UM, WITHIN THE CITY OF DALLAS. AND THEN OUR THIRD PIECE IS ACTUALLY PHASE TWO. THAT IS WHERE THE STRATEGIC PLANNING ACTUALLY HAPPENS. UM, THERE IS WHEN WE'LL BEGIN TO LOOK AT AREAS FOR PROCESS IMPROVEMENT, UM, WE WILL THEN BEGIN TO ACTUALLY WRITE THE STRATEGIC PLAN AS WELL. YOU CAN MOVE ON TO THE NEXT SLIDE PLEASE. SO THE WORK PLAN IS REALLY, AND I WANNA REITERATE THIS BECAUSE I WANNA MAKE SURE YOU ALL KNOW EXACTLY WHERE WE ARE. THE WORK PLAN PHASE ZERO, I TALKED ABOUT THE PROJECT AND INITIATION PHASE. THAT IS THE MONTH OF NOVEMBER. SO THAT'S WHERE WE ARE RIGHT NOW. WE'RE IN THE PROCESS OF, LIKE I SAID, LOOKING AT SOME OF THE THINGS, CONFIRMING OUR APPROACHES, UM, LOOKING AT OUR DESIRED OUTCOMES. WE'RE GOING THROUGH ALL OF OUR ADMINISTRATIVE TASKS TO MAKE SURE WITH OUR CONTRACT, UH, DEPARTMENT WITHIN THE CITY AS WELL TO MAKE SURE WE HAVE EVERYTHING SET UP FOR SUCCESS PHASE ONE, NOVEMBER THROUGH, UH, FEBRUARY. AND SO THIS IS AN OPPORTUNITY AND WE'RE GONNA GET INTO IT. SO I'M GONNA GO AHEAD OF MYSELF, BUT THIS IS GONNA BE THE OPPORTUNITY WHERE WE'RE GONNA COME IN TO, UM, THIS PARTICULAR COMMISSION AND SPEAK TO YOU ALL. UM, WE WILL HAVE OUR CONSULTANTS TO COME IN. THERE'S GONNA BE TWO DIFFERENT THINGS THAT'S GONNA HAPPEN DURING THIS TIMEFRAME. ONE, WE'RE GONNA HOLD A LISTENING SECTION AND THEN ALSO THEY'RE GONNA PROVIDE YOU ALL WITH AN OVERVIEW. SO WE WANT TO ENSURE THAT YOU ALL KNOW THAT YOU WILL HAVE DIRECT ACCESS TO OUR CONSULTANTS. UM, AND IN BETWEEN TIME YOU WILL WORK WITH MYSELF AND THE TEAM. IF THERE'S ANY QUESTIONS THAT SHOULD ARISE, IF THERE'S ANY CONCERNS, ANY INFORMATION THAT YOU ALL MAY NEED, I WILL BE THE PERSON WHO WILL REPRESENTS PHASE THREE, PHASE TWO, I'M SORRY. AND THEN LIKE I SAID, BEFORE DECEMBER THROUGH MAY, WE WILL THEN AT THAT TIME BEGIN TO WRITE THE STRATEGIC PLAN. AND ONCE AGAIN, THERE'S SO MANY PIECES THAT'S MOVING THROUGH HERE AS WE TALKED ABOUT THE LANDSCAPE ANALYSIS, UM, SOME OF OUR REPOSITORIES WE'RE SHARING WITH THEM AS WELL. UM, THERE'S GONNA BE A LOT OF COMMUNITY ENGAGE, WELL, SEVERAL COMMUNITY ENGAGEMENT OPPORTUNITIES. SO THOSE PIECES, LIKE I SAID, THEY'RE GOING TO BE MOVING SIMULTANEOUSLY AS WELL WITHIN PHASE TWO. SO AS WE'RE LOOKING AT PHASE ZERO AND WE TALKED ABOUT THAT WE WANT ONCE AGAIN BEING TRANSPARENT AND VERY, VERY IMPORTANT. UM, AND SO AS YOU ALL CAN SEE HERE, WE HAVE PROPOSED TAX OF WHAT THAT WILL LOOK LIKE. UM, AND SO AS YOU ALL CAN IMAGINE, LIKE I SAID BEFORE, WE'VE MET WITH GUY HOUSE, THEY HAVE ALREADY ASKED FOR MANY DOCUMENTS. AND SO WE ARE GATHERING THOSE TO ENSURE THAT THEY HAVE WHAT THEY NEED. UM, IN ADDITION TO THAT, LIKE I SAID BEFORE, WE HAVE COME UP WITH OUR WEEKLY CADENCE AND THEN WE ARE NOW IN THE PROCESS OF THIS WEEK, WE'LL BE HOLDING OUR OCC AND E, WHICH OFFICE OF COMMUNITY CARE AND EMPOWERMENT LEADERSHIP INTERVIEWS. SO WHAT DOES THAT LOOK LIKE? THEY'LL BE MEETING WITH MYSELF, THEY'LL BE MEETING WITH JESSICA, THEY'LL BE MEETING WITH MIRACLE. AND ONCE THOSE ARE COMPLETED, AND ONCE AGAIN WE HAVE THE PROJECT MANAGEMENT PLAN, UM, THEY'LL, THE OUTREACH PLAN THAT'LL BE WORKING SIMULTANEOUSLY AND SO FORTH WILL THEN BEGIN TO MOVE INTO PHASE ONE. [01:00:01] OKAY? UM, AND LIKE I SAID, EVERYTHING YOU ALL SEE ON THIS FIRST DOCUMENT HERE, THIS IS GONNA BE CONSIDERED EVERYTHING THAT'S WITHIN PHASE ZERO SO THAT WE CAN COMPLETE BY NOVEMBER, 2024. NOW THIS IS PROPOSED BECAUSE WE DO KNOW THAT WE ALSO HAVE HOLIDAYS. SO THERE ARE SOME THINGS THAT WE MAY HAVE TO PUSH OFF BY WEEK OR SO FORTH, BUT THOSE ARE THE TYPE OF THINGS. IF YOU HAVE ANY QUESTIONS, I'M HAPPY TO ADDRESS THOSE AND SPEAK TO THOSE AS WELL. WAIT, WE'RE IN PHASE ZERO, BUT YOU PLEASE CLARIFY. YES SIR. PHASE ZERO, PROPOSE SAY, SAY ZERO. THESE ARE THE PROPOSED TASKS HERE AT THE TOP. SO ALL OF THESE TASKS HERE WAS PROPOSED WITHIN THEIR CONTRACT. THIS IS WHAT THEY SET OUT TO DO. SO THEY LOOKED AT THE RFP AND SAID, OKAY, BASED ON WHAT YOU ALL SAID, WE NEED TO HAVE IN THIS CONTRACT, THIS IS WHAT WE'RE SAYING WE'RE GOING TO DO. OKAY. BUT WE'RE HALFWAY THROUGH NOVEMBER. YES, SIR. SO WE'RE HALFWAY THROUGH WHAT ACTUALLY HAS TAKEN PLACE. SO WE'RE HALFWAY THROUGH NOVEMBER AND WE HAVE DONE ITEMS ONE, WHICH IS WE HAVE ALREADY HELD OUR KICKOFF MEETING. IN FACT, WE HAVE ALREADY, UH, MET WITH THEM A TOTAL OF THREE TIMES. THEY HAVE ALREADY BEGAN TO REQUEST DOCUMENTS FROM THE CITY OF DALLAS. IN ADDITION TO THAT, ONCE AGAIN, I TOLD YOU ABOUT THE CADENCE. WE HAVE AGREED THAT WE'LL MEET WITH THEM WEEKLY. UM, AND IN ADDITION TO THAT, THEY HAVE SET UP THEIR INTERVIEWS. SO THOSE WERE THE PROPOSED TASKS AND THEY ARE ON TRACK FOR COMPLETING THOSE. I'M SORRY, WHO ARE THEY INTERVIEWING? SO THEY'RE INTERVIEWING, UM, JESSICA, OUR DIRECTOR, TABITHA, OFFICER AMERICA SUPERVISOR. ALRIGHT, THANK YOU. SO PHASE ONE, ONCE AGAIN, SLIDE FOR, UH, NOVEMBER, 2024. FEBRUARY THROUGH FEBRUARY, 2025. THERE ARE, AS OF RIGHT NOW, FIVE PROPOSED TABS RESULTING IN, UH, 1, 2, 3, 4, 5, 6, 7, 8, 9, 9 DELIVERABLE. OKAY, SO FOR THE PROPOSED TABS, THE FIRST ONE WILL BE A DEMOGRAPHIC REPORT. THE SECOND WILL BE THAT LANDSCAPE ANALYSIS AND JUST SPOKE TO THAT JUST A LITTLE BIT AGO. AND THEN THAT CLEAR SERVICES INDEX, THE NEEDS ASSESSMENT. UH, WHAT ARE THE NEEDS OF OUR OLDER ADULTS? HOW ARE WE WORKING WITH OUR NONPROFITS OR EVEN OUR AGING PARTNERS? UM, WHAT ARE THE NEEDS OF ALL OF OUR OLDER ADULTS CONSIDERING THOSE, WE HAVE NOT REACHED THOSE WHO ARE HOME BOUND. AND THAT IS AN AREA THAT I WOULD SAY FOR ME, I HAVE SPOKE TO THE CONTRACTORS, AND I EVEN WROTE IT IN WHEN WE ACTUALLY SCORED, WHAT ARE WE GONNA DO ABOUT HOME BOUND, OLDER ADULTS? WHAT ARE WE GONNA DO TO REACH THOSE THAT WE HAVE NOT REACHED AS OF YET? WHAT STRATEGIES WOULD YOU ALL USE AS WELL? UM, OUR, OUR OLDER ADULTS THAT BELONGS TO THE LGBTQI PLUS COMMUNITY. HOW ARE WE REACHING THOSE INDIVIDUALS, UM, IN SO MANY OTHER AREAS? I DON'T WANNA, I DON'T WANNA STOP CALLING OUT BECAUSE I DON'T WANNA LIMIT AND STREAM, YOU KNOW, TO MAKE IT GENERAL. BUT THESE ARE THE AREAS THAT WE'RE LOOKING AT. AND THIS IS ALSO THE AREA IN WHICH WE WILL SPEAK TO THE COMMISSION ABOUT. UM, WE WANNA HEAR FROM YOU ALL. WE WANT TO KNOW IF THERE'S AREAS THAT WE ARE MISSING AND SO FORTH. UM, IN ADDITION TO THAT, YOU'LL SEE THAT ONE OF THE AREAS TOO IS LISTENING SECTIONS. SO THERE'S THE SERVICE PRO, UH, PROVIDER LISTENING SESSION. THERE'S PUBLIC LISTENING SESSIONS. BUT THEN AMONGST THIS PHASE, ONE THING I SHARED WITH YOU ALL, AND I WILL HOLD THEM TO, AND THEY ARE ALREADY PLANNING TO DO, IS TO WORK OUT A TIME SO THAT THEY CAN, ONE, COME TO THE COMMISSION AND SPEAK WITH YOU ALL. AND THEN TWO, BY WAY OF A LISTENING SESSION. AND THEN, UH, NUMBER TWO, ALSO ENSURE, UM, THAT THEY COME TO PROVIDE YOU ALL WITH ANOTHER UPDATE. IT'S GREAT TO HEAR FROM ME. I UNDERSTAND THAT. I'M SURE I CAN ARTICULATE AND SHARE THE THINGS THAT WE'RE WORKING ON WITH YOU ALL, BUT SOMETIMES YOU WANT TO HEAR FROM THE ACTUAL PERSON WHO HAS BEEN HIRED THROUGH THE WORK. AND SO WE DO WANNA RESPECT, UM, THAT AND WE UNDERSTAND. THAT IS GREAT. THAT IS GREAT IMPORTANCE, UM, TO OUR POSITION. HERE'S ANOTHER QUESTION. YES. ON THE LISTENING SESSIONS, EACH OF US HAVE DONE LISTENING SESSIONS IN OUR PERSPECTIVE YES. DISTRICTS. HOW DOES THAT LISTENING SESSION THAT IMPACT WHAT WE DO IN OUR, IN OUR, IN OUR RESPECTIVE DISTRICTS? OR IS THIS A LISTENING SESSION SPECIFICALLY FOR THE, THE COMMISSION? SO THE LISTENING SESSION THAT I INITIALLY SPOKE TO WOULD BE THE LISTENING SESSION FOR THE COMMISSION AS A WHOLE. NOW, THEY HAVE ALREADY REQUESTED THE INFORMATION THAT WE RETRIEVE ALL OF THE QUALITATIVE INFORMATION THAT WE RECEIVED FROM OUR LISTENING SESSIONS THAT WE HAVE HELD IN EACH DISTRICT. UM, AS OF RIGHT NOW, AND I'LL JUST BE TRANSPARENT, WE WILL NOT BE ABLE TO HOLD LISTENING SESSIONS OR MORE LISTENING SESSIONS IN EVERY DISTRICT FOR THIS PARTICULAR, UM, STRATEGIC PLAN. SURE. RIGHT. HOWEVER, WE WILL LISTEN AND THEY WILL TAKE INTO ACCOUNT ALL OF THE QUALITATIVE INFORMATION THAT WE RECEIVED. THEY WILL REVIEW THAT. THAT'S A PART OF OUR, UH, DATA REPOSITORY LIST THAT WE'RE PASSING OVER TO THEM. SO EVERYTHING THAT WE HAVE DONE, THEY HAVE ALREADY BEGUN TO LOOK AT SOME OF THE, UM, SOME OF OUR, [01:05:01] UH, YEARLY REPORTS THAT YOU ALL PUT TOGETHER. THEY HAVE ALREADY BEGAN TO LOOK AT THAT. THEY HAVE ALREADY BEGAN TO LOOK AT SOME OF OUR HIRING AGENCIES. SO ANYTHING THAT WE'VE DONE IN THE PAST, WE'RE BUILDING A REPOSITORY AND THEY ARE, THEY'RE REVIEWING IT. SEC JUST ONE, JUST ONE MORE CLARIFICATION. LISTENING. WHEN I THINK ABOUT LISTENING AMONGST THIS GROUP, UH, WE'RE A PRETTY ACTIVE GROUP. THE FEEDBACK AND RECOMMENDATIONS AND THOUGHTS, HOW MUCH TIME IS BEING SET ASIDE FOR THIS LISTENING SESSION? THIS LISTENING SESSION? GREAT QUESTION. UM, I CAN'T SPEAK TO THAT AS OF YET. WE HAVE NOT GOT TO THAT POINT FOR THE EXACT TIME, BUT I WOULD IMAGINE THAT WE WOULD LIKE TO PUT IT ON THE AGENDA WHEN WE HAVE A LIGHTER AGENDA. UM, IF WE NEED TO LOOK INTO A SPECIAL OF PAUL MEETING, SOMETHING OF THAT SORT, WE WILL WORK WITH THE COMMISSION TO DO SO. BUT AS OF RIGHT NOW, WE ARE DEFINITELY THINKING WITHIN THE TIMEFRAME WITHIN THE COMMISSION, UM, ALLOTTED TIME. BUT IF WE NEED TO, LIKE I SAID, HAVE A SPECIAL PART MEETING OR DO SOMETHING VERY SPECIAL, WE WILL ENSURE THAT WE'RE, UH, FOLLOWING ALL OF THE GUIDELINES TO DO SO, SO THAT YOU ALL HAVE ENOUGH TIME. SO WHAT, WHERE WERE YOU PROJECTED AS THE ALLOTTED TIME? SO I PERSONALLY WOULD OBJECT NO MORE THAN TWO HOURS. UM, VARIOUS, I MEAN, UP TO, I WOULD SAY UP TO, BUT I WOULD SAY MORE OR LESS AN HOUR, UM, WOULD BE OF SUFFICIENT, I WOULD SAY THAT. BUT THIRDLY, WE WANNA HEAR BACK FROM YOU ALL AND WHEN WE GET TO THAT POINT, RIGHT, WHEN WE GET TO THAT POINT, WE WILL, YOU KNOW, DISCUSS THAT. IT DEPENDS ON WHAT'S ON THE AGENDA. SO I SAID UP TO TWO, BUT IT MAY BE 45 MINUTES AND MAYBE AN HOUR. UH, WE WILL CERTAINLY DISCUSS THAT WITH YOU ALL AND TAKE INTO CONSIDERATION, UM, THE TIMEFRAME THAT WE CAN ALLOT, KEEPING IN MIND. WE DO HAVE THINGS COMING UP, UM, SUCH AS YOUR EAGLE REPORT AND OTHER THINGS THAT'S GONNA BE GOING ON THE AGENDA. SO I KNOW IT'S OF IMPORTANCE TO GET, UM, THE CONSULTANT IN HERE EARLIER THAN LATER. UM, SO WE WANNA TAKE ALL OF THESE THINGS UNDER CONSIDERATION. AND THAT'S IN PHASE ONE? THAT'S GONNA BE IN PHASE ONE. YES. RIGHT. SO, WHICH WE'RE, WE'RE, WHICH WE'RE HEADING INTO, UM, AS YOU WALK IN, SEE, THERE'S SOME THINGS THAT'S ALREADY MOVING INTO PHASE ONE, SO THAT'S STILL CONSIDERED KIND OF OVERLAPPING FOR NOVEMBER. UM, BUT WITHIN THAT TIMEFRAME OF NOVEMBER TO FEBRUARY, WE WILL HAVE OUR CONSULTANTS TO SPEAK WITH YOU BASICALLY DE DECEMBER, JANUARY, DECEMBER. I, I'M ASSUMING IT'S PROBABLY GONNA BE LIFE, JANUARY AND FEBRUARY IS PROBABLY WHAT YOU'RE PROJECTING IN TERMS OF MONDAY'S LISTING SESSIONS TAKE PLACE WITHIN DECEMBER, FEBRUARY. YES, SIR. THAT IS CORRECT. UM, ONE PERSON'S OPINION, BUT I THINK WE NEED TO BE PLANNING ON A LISTENING SESSION SEPARATE FROM OUR, I AGREE. IT COULD BE PIGGYBACK ON THE SAME DAY WHERE WE, WHERE WE MEET WITH THEM FOR TWO HOURS FOR A LISTENING SESSION AND IT ROLLS INTO OUR PUBLIC MEETING. I THINK IT WOULD BE A MISTAKE TO TRY TO DO IT IN THE CONTEXT OF OUR RECOMMENDATION. WE, WE CERTAINLY, UM, WOULD NOT WANT TO LIMIT THE COMMISSION. SO IF THAT IS A REQUEST, WE WILL DEFINITELY TAKE THAT BACK, UM, TO, FOR APPROVAL ALONG WITH ENSURING THAT OUR CONSULTANTS MAKE SURE THEY'RE AVAILABLE AS WELL, WHICH I DON'T SEE THAT BEING AN ISSUE WITH HOWEVER. UM, BUT CERTAINLY YES, SIR. I, I CLEARLY UNDERSTAND. OKAY, SO PHASE TWO, AND I'VE SPOKE TO IT AND YOU, SOME OF THESE THINGS ARE KIND OF REDUNDANT, BUT I WANNA MAKE SURE THAT YOU ALL UNDERSTAND THE TIMELINE. UM, PHASE TWO, UM, THE PROPOSED HAD JUST SPOKE ABOUT IT, THE 20, UM, 19 AGE FRIENDLY DALLAS, UM, ANALYSIS, THE REPORTS AND THEN ALSO WHAT GUIDEHOUSE HAVE SEEN. LIKE, SO THEY'RE COMING, THEY'RE, THEY'RE EXPERTS IN THEIR OWN RIGHT. AND SO AS THEY ARE LOOKING TOWARDS AND, AND LOOKING THROUGH ALL OUR REPOSITORY AT THAT POINT, THEY WOULD'VE, UM, ALREADY DONE WITH OUR LISTENING SESSIONS AND SO FORTH, THEY'RE GONNA START WRITING THOSE RECOMMENDATIONS OF WHAT THEY, UM, HAVE LEARNED. UM, THIS IS THE PIECE I THINK WE'RE ALL, I KNOW FOR MYSELF, VERY MUCH SO INTERESTED IN THE COMMUNICATION, UM, PIECE AND THE PLAN ITSELF AND WHAT THAT LOOKED LIKE. AND SO I KNOW THAT JESSICA SPOKE TO IT, UM, SLIGHTLY, BUT I WANT TO IN INFORM YOU ALL THAT THIS, WHEN WE LOOK AT THAT COMMUNICATION PIECE, THAT'S NOT JUST HOW WE, HOW WE SHARE OUR INFORMATION. UM, IT'S LOOKING AT OUR WEBPAGE, UM, WHAT DOES THAT LOOK? IS IT, IS IT EASY TO NAVIGATE THROUGH THAT? HOW ARE WE, UM, SHARING OUR INFORMATION BY WAY OF EVENTS AS A WHOLE? HOW IS ASAP SHARING INFORMATION? WHAT HAVE WE BEEN SUCCESSFUL IN AND WITH? UM, SHOULD WE LOOK AT OTHER PLATFORMS SUCH AS RADIO? UM, SHOULD WE DO MORE MEDIA? WHAT DOES THIS LOOK LIKE TO GET TO ALL OF OUR, UM, OLDER ADULTS AND INCORPORATING NEW PROVIDERS, AGING PARTNERS SUCH AS FAITH-BASED ORGANIZATIONS AND SUPPORTING THEM, UM, AND ENSURING THAT WE HAVE THAT VERY CLOSE KNIT RELATIONSHIP. I'VE SEEN THAT TO BE VERY SUCCESSFUL, UM, WORKING DOWN IN AUSTIN. AND SO THOSE ARE SOME OF THE THINGS THAT I WANT TO SHARE WITH YOU ALL ON SOME [01:10:01] IDEAS, UM, THAT I AM PROVIDING TO THE TEAM AS WELL AS, YOU KNOW, UM, LISTENING FROM THEM AS WELL IN THEIR OWN RIGHT. LIKE I SAID, THEY'RE EXPERTS AND THEY'VE DONE THIS LEVEL OF STRATEGIC PLANNING, AND SO WE'RE TAKING IN WHAT WE KNOW AND THEN ALSO WHAT OUR COMMUNITY NEEDS ARE. UM, AT THIS PHASE, THIS IS ALSO WHERE THEY HAVE ALREADY BEGUN WRITING THE STRATEGIC PLAN. AND THEN WE WILL HAVE THAT FINAL DOCUMENT, UM, BY MAY OF 2025. OKAY. SO WHAT DOES IT LOOK LIKE AS A WHOLE? THERE ARE JUST SOME KEY POINTS THAT I WANT YOU ALL TO REMEMBER THAT THE DURATION WE ACTUALLY GOT STARTED IN NOVEMBER. SO NOVEMBER ONE WAS THEIR OFFICIAL START DATE, AND WE WILL END MAY, 2025 IS WHEN WE SHOULD HAVE THAT, UH, STRATEGIC, UH, REPORT. AND WE PROCEED THAT WE WILL BE ABLE TO COMPLETE THE REPORT, UM, BY, WITHIN THOSE SEVEN MONTHS, IF THERE WAS ANYTHING THAT WOULD HINDER OR ANY BARRIERS, WE WILL COME BACK TO THE COMMISSION AND INFORM YOU ALL, UM, IF THERE ARE ANY, THERE ANY PROPOSED OR WE SEE ANY RISKS, UH, COMING UP. UM, AS I HAVE STATED BEFORE, PRIVATE MANAGEMENT, AS OF RIGHT NOW, WE'RE MEETING WITH THEM ON A WEEKLY BASIS, AS YOU ALL ARE PROBABLY AWARE RIGHT NOW, THAT CADENCE, LIKE I SAID, IS WEEKLY, BUT AS THEY MOVE FORWARD IN THIS PROJECT, IT MAY BECOME BIWEEKLY, RIGHT? WE WANNA MAKE SURE THEY'RE, THEY HAVE TIME TO WORK ON, UM, THE REPORTS AND SO FORTH. AND SO, UM, AT THAT POINT, ONCE AGAIN, I WILL INFORM THE, INFORM THE MISSION, UM, ABOUT THAT CADENCE ONCE AGAIN, AND I SAID IT BEFORE AND I'LL SAY IT AGAIN, COMMUNICATION. I THINK IT'S VERY IMPORTANT. SO WE WANNA MAKE SURE THAT WE ARE PROVIDING CLEAR, UM, AND CONSISTENT COMMUNICATION AS WE MOVE FORWARD WITH THIS PLAN. WE UNDERSTAND THAT THIS IS A RECOMMENDATION THAT CAME FROM THE COMMISSION AS A WHOLE. WE RESPECT THAT, AND I, WE'RE GRATEFUL FOR, FOR ALL OF YOU. UH, WE UNDERSTAND YOUR COMMITMENT TO THE COMMUNITY AS WELL AND WHY THIS IS SO IMPORTANT. AND SO ONCE AGAIN, BECAUSE OF THAT, WE WANT TO ENSURE THAT WE'RE PROVIDING YOU ALL WITH, UM, REGULAR UPDATES. ALRIGHT? SO AT THIS TIME, I WILL TAKE ANY QUESTIONS THAT I CAN ASK. I'M SURE YOU ALL HAVE PLENTY. THERE MAY BE SOME I CAN'T ANSWER, BUT I'LL, I'LL DO MY BEST AND IF NOT, WE'LL GET THOSE, THOSE QUESTIONS ANSWERED. SO I'M HAPPY TO TAKE THAT. I, I'D LIKE JUST ONE POINT OF CLARIFICATION YES, SIR. IS, IS THIS STRATEGIC PLAN A PLAN SPECIFICALLY FOR THE OFFICE OF COMMUNITY CARE OR, BECAUSE IT'S KIND OF WHAT IT SAYS HERE, AND, AND I I THINK THAT IT REALLY, I, MY UNDERSTANDING IS IT WAS GOING TO BE A STRATEGIC PLAN AS TO HOW THE CITY SHOULD APPROACH SENIOR ISSUES. ABSOLUTELY. CITYWIDE. IS THAT YES, ACCURATE. SO, IN FACT, ONE THING I NEGLECTED TO SAY IS A PART OF THESE INTERVIEWS IS WE'RE BRINGING IN OUR, UM, OTHER DEPARTMENTS, SO SUCH AS THE ASAP PROGRAM, UM, THEIR LEADERSHIP TEAM, UM, CODE, UM, WE HAVE A LIST LIBRARIES, EVERYONE WHO, UM, OFFERS, UH, PROGRAMMING SERVICES ORDER THOSE, WE'RE BRINGING THEM IN TO BE INTERVIEWED AS WELL. SO THIS IS NOT JUST OCC, IN FACT, I HAVE , BUT IN FACT I HAVE ALSO SHARED THAT ON, IN WITHIN OUR MEETINGS, UM, TO MAKE SURE THAT OUR CONTRACTORS WERE CLEAR. AND YOU MAY SEE THE VERBIAGE BECAUSE A LOT OF THIS WAS TAKEN FROM THEIR, I WANTED TO MAKE SURE THAT WE'RE TAKEN EXACTLY FROM, UM, THEIR PROPOSED, UM, PRESENTATIONS THAT THEY'VE GIVEN US. BUT WE HAVE REITERATED THAT SEVERAL TIMES AND THEY UNDERSTAND THAT THIS IS CITYWIDE. WE ARE JUST THE ONES MANAGING IT OFF THE COMMUNITY CARE DEPARTMENT. YEAH. AND I WANNA PROVIDE A LITTLE ADDITIONAL CONTEXT ON THAT. THE PHRASING ABOUT IT BELONGING TO THE OFFICE OF COMMUNITY CARE IS OKAY, BECAUSE THE OFFICE OF COMMUNITY CARE HOUSES, THE AGE FRIENDLY WORK, OUR OFFICE HAS BEEN CHARGED WITH LEADING THE COORDINATION OF SENIOR SERVICES ACROSS THE CITY. SO IN A SENSE IT BELONGS TO US, BUT AT THE SAME TIME, WE ARE THE DEPARTMENT THAT HAS GOTTEN THAT CHARGE. THAT IS WHY WE HAVE AGE FRIENDLY OFFICER. UM, AND SO, UH, WE ARE DEFINITELY, I KNOW THAT TABITHA HAS ALREADY STARTED CONVENING AND HAVING CONVERSATIONS WITH FOLKS FROM OTHER DEPARTMENTS ACROSS, ACROSS THE CITY. AND I THINK THAT THERE IS SOME GENERAL EXCITEMENT, UM, FOR, YOU KNOW, PEOPLE IN SOME OTHER TEAMS TO BE ABLE TO KIND OF COME TOGETHER AND LIKE HOW WE CAN BETTER COLLABORATE. SO IT'S A YES, BUT IT'S A YES. AND UM, IT IS BOTH JUST PIGGYBACKING ON EACH QUESTION ABOUT, UH, COMPARISON. SORRY, FIRSTLY VERSUS VERSUS OTHER CITIES. YES. WHERE DOES THAT COME INTO PLAY? PHASE? SO THAT ACTUALLY, ACTUALLY, YEP. SO WE'RE THERE NOW. SO GUY HAS ACTUALLY ASKED US, UM, ABOUT THAT IN OUR LAST MEETING ABOUT BEST PRACTICES, IF THERE'S OTHER CITIES IN WHICH WE ARE MODELING AFTER CITY THAT WE FEEL LIKE THEY DO VERY, VERY WELL. UM, AND WE SPOKE TO THEM ABOUT, UM, THE, IN MIAMI, FLORIDA, THEY'VE DONE A FRIENDLY VERY WELL, BUT THEN ALSO LOOKING AT, UM, WITHIN OUR OWN STATE. AND SO OF COURSE, I DON'T WANNA BE BIASED, [01:15:01] BUT I, YOU KNOW, SOME OF THE CHALLENGES THAT WE FACE AND SOME OF THESE THINGS, YOU KNOW, WE FACE OUR NUANCE TO OUR PARTICULAR COMMUNITY. MM-HMM. . BUT THEN THERE'S SOME THINGS THAT'S CONSISTENT. THE COMMUNICATION PIECE WAS A PIECE THAT I, WE DID THE SAME THING ALSO. WE HAD A STRATEGIC PLAN, I MANAGED IT, SAME EXACT THING. UM, AND IT WAS WITHIN THE COMMUNICATION PLAN WE FOUND OUT WE NEED TO, UH, PUT MONEY ASIDE FOR MEDIA, FOR THE RADIO, ET CETERA. AND SO THOSE ARE SOME OF THE PIECES THAT THEY HAVE ACCESS, AND THAT'S WHAT I'M SHARING WITH THEM AS WELL. OKAY. I WOULD SUGGEST IN ADDITION TO THAT, THAT'S WHY WE BRING IN OUTSIDE EXPERTS. I WOULD HOPE THEY'RE BRINGING IN SOME OF THAT EXPERTISE BASED ON THEIR EXPERIENCE TO BE ABLE TO SAY TO US, RIGHT, THIS IS MY POINT LA THIS IS WHAT WORKS IN PORTLAND. RIGHT. THAT'S WHY WE HIRED EACH PEOPLE. CORRECT. SO IT'S A COMBINATION. THEY WANNA KNOW WHERE WE ARE, UM, AS WHAT DO YOU THINK, WHAT'S HAPPENING? SO, UM, WHEN I, I SERVED ABOUT, I SERVED ON RICHARDSON SCHOOL BOARD FOR SIX YEARS, AND SO I'M REALLY FAMILIAR WITH STRATEGIC PLANS THAT AL I'VE ALWAYS HAD A CONCERN ABOUT WHAT HAPPENS WHEN THE STRATEGIC PLAN IS DONE, HOW LONG WILL IT TAKE TO MAKE IT ACTIONABLE? IDEALLY THERE WILL BE SOME THINGS THAT WE CAN LOOK AT AND BEGIN TO SHARE AS FAR AS, UM, FOR EXAMPLE, THE COMMUNICATION PLAN. THERE'S SOME THINGS WE MAY SAY, OH, WE CAN DO THIS DIFFERENTLY AND IT MAY NOT HAVE A MONETARY TYPE OF THING ATTACHED TO IT, BUT THEN THERE'S SOME THINGS AND JUST SPOKE TO THE THREE TO FIVE YEARS. IT MAY BE THREE TO FIVE YEARS. AND I WANNA BE HONEST AND TRANSPARENT. THERE MAY BE SOME ITEMS THAT WE NEED TO LOOK AT, REVAMP, UM, CREATE, UH, YOU KNOW, WORK ON PARTNERSHIPS THOSE MAY TAKE, BUT THEN THERE MAY BE SOME ITEMS WHERE WE MAY BE ABLE TO BEGIN TO IMPLEMENT THOSE IMMEDIATELY. MM-HMM. WELL, WELL, SPEAKING OF YOUR EXPERIENCE IN AUSTIN, SORRY. THAT'S OKAY. HOW LONG DID IT TAKE BEFORE YOU STARTED PRODUCING RESULTS? I DON'T MEAN WE, DID YOU FINISH BUT WELL PROBABLY AREN'T FINISHED, BUT HOW LONG DID IT TAKE BEFORE YOU STARTED WITH SEE MAKING CHANGES THAT MADE A DIFFERENCE? SOME OF THE PIECES CAME OUT AROUND LANGUAGE ACCESS. SO SOME OF THOSE IMPLEMENT PIECES THAT WE WERE ABLE TO IMPLEMENT QUICKLY. UM, IT WAS JUST A MATTER OF GOING INTO THE COMMUNITY, ENSURING THAT WE HAVE OUR INTERPRETERS AND THAT WE WERE TRANSLATING DOCUMENTS IN THE APPROPRIATE, APPROPRIATE LANGUAGES WHEN YOU BEGAN TO TRANSLATE THINGS, THE PEOPLE YOU'VE NEVER REACHED BEFORE, THEY SHOW UP BECAUSE WE HAVE AN OFFERED THIS SERVICE. SO THERE'S SOME THINGS LIKE THAT THAT WOULD TOOK ABOUT THREE TO SIX MONTHS TO BEGIN TO SEE THE CHANGE GOING TO THOSE NEIGHBORHOODS. UM, TALKING TO THE PARKS AND REC FACILITIES, UM, ENSURING THAT WE HAVE THE APPROPRIATE LANGUAGE OR INTERPRETER AVAILABLE. UM, THINGS SUCH AS THE COMMUNICATIONS PLAN, UM, LOOKING AT THE MEDIA AND PURCHASING THINGS, WE HAVE TO BE A LITTLE CREATIVE. SO THERE MAY HAVE BEEN ANOTHER DEPARTMENT THAT ALREADY HAD A SLOT, UM, FOR RADIO. AND SO I WOULD THEN WAVE MY HAND AND SAY, MAY I COME ON WITH YOU PLEASE? OR COULD YOU, UM, CREATE A SEGMENT AROUND AGE FRIENDLY? AND SO THEN I WAS ABLE TO DO, SO IT DIDN'T NECESSARILY COME OUT OF GENERAL FUND MY BUDGET FOR MY DEPARTMENT, BUT I WAS ABLE TO WORK WITH, UM, ANOTHER DEPARTMENT TO HAVE THAT LEVEL OF COLLABORATION TO, YOU KNOW, BEGIN TO SEE THE CHANGE. SO THAT MEANS THAT AS PART OF YOUR YOUR PLAN, YOU INCLUDE THE TIMELINE THAT INDICATES THOSE THINGS THAT CAN BE START STARTING IMMEDIATELY AND THOSE THAT MAY BE LONG TERM BECAUSE THEY INVOLVE FUNDS OR COOPERATION FROM SOMEONE ELSE. TRUE. JUST BECAUSE NO, PLEASE. OH, YOUR OVERVIEW TALKED ABOUT EFFECTIVELY SERVING THE GROWING POPULATION OF OLDER ADULTS. HOW BIG IS THAT SCOPE? I MEAN, WE'VE GOT FOOD, WE'VE GOT HOUSING, WE'VE GOT TRANSPORTATION, WE'VE GOT, YOU KNOW, IS IT EXISTING SERVICES THAT WE OFFER OR IS IT GOING BEYOND, UM, TO FIGURE OUT HOW TO ADD NEW THINGS THAT PERHAPS WE ARE NOT DOING A GOOD JOB? CORRECT. SO YES, MA'AM. SO IT'S GONNA BE ON A BROADER SCALE, AND SO WE'RE GONNA UTILIZE THE LANDSCAPE ANALYSIS, THE DATA THAT WE TAKE TO KIND OF ANSWER THAT VERY QUESTION YOU JUST ASKED. UM, AS OF RIGHT NOW, IN ORDER FOR US TO REALLY DIVE IN AND UNDERSTAND THAT WE NEED TO HAVE THAT LEVEL OF DATA IN FRONT OF US. ALL RIGHT. SO, UM, UH, IN OUR MINUTES, UH, SHERIFF KIND DID A FABULOUS, FABULOUS, FABULOUS REPORT OF WHAT HE SEES HAPPENING IN THE CITY NOW. YES. HE CALLS IT DATA INSIGHTS FROM WHAT WE, WE'VE BEEN GATHERING. OR HE PARTICULARLY, SO HE THROWS OUT SOME THINGS LIKE AN AGING IN PLACE [01:20:01] INITIATIVE. SO, AND I'M JUST LOOKING AT, I'M GONNA CALL THAT ONE OUT JUST TO GET A SENSE. SO IF, IF THIS COMMISSION MAYBE SAYS WE REALLY THINK WE NEED TO LOOK FURTHER AT WHAT AGING, I MEAN THERE'S LOTS AND LOTS AND LOTS OF DATA ON AGING PLACE SOLUTIONS IF WE WANNA DO THAT, DOES THAT GO INTO THE STRATEGIC PLAN? HOW WOULD LIKE A PROJECT LIKE THAT FIT THAT? SO RIGHT, AGAIN, THERE ARE SOME FABULOUS THINGS IN THIS REPORT. WHERE WOULD THOSE FIT STRATEGICALLY? SO STRATEGICALLY, THAT WOULD BE A PART OF OUR DATA REPOSITORY THAT WE'RE HANDING OVER TO OUR CONTRACTORS. NOW, SOME OF THE THINGS AND ELEMENTS PREEXISTING, UM, DATA OR NARRATIVES, MEETINGS, MINUTES, ET CETERA, SOME OF THOSE PIECES IS WHAT WE PROVIDE TO THEM. AND AS WE BEGIN, AS THEY'RE DOING THE LANDSCAPE ANALYSIS, THAT SOME THINGS WILL BE STREAMLINED AND SAY LIKE, WE HEARD IT HERE, WE SEE THIS HERE, AND NOW THIS, HERE'S OUR RECOMMENDATION. SO THAT'S THE WAY, YOU KNOW, YOU HAVE TO TAKE, YOU KNOW, INTO ACCOUNT WHAT WE HAVE EXISTING, WHAT HAS ALREADY BEEN SHARED, WHAT HAS ALREADY BEEN DONE. NOW THIS IS THEIR RECOMMENDATION, AND HOW DO WE STREAMLINE THOSE TO PUT IT IN OUR FINAL REPORT AS THE RECOMMENDATION. ALL RIGHT. SO WHAT IF THIS IS, UH, I'M GONNA GET THROUGH. WHAT IF, I MEAN, I'M NOT SURE WHERE OTHER CITIES HAVE DONE WITH AGING IN PLACE INITIATIVES. THEY'VE MOSTLY BEEN PRIVATE, I THINK. BUT UM, WHAT IF WE WERE TO GO AND COME UP WITH A WAY OUT IDEA THAT WE SAY AS A CITY, WE WANNA PILOT SOMETHING THAT'S NEVER BEEN DONE BEFORE. WOULD THAT HAVE TO BE PART OF THIS STRATEGIC PLAN? SO THE COMMISSION IS ALWAYS WELCOME TO STEP FORTH THE RECOMMENDATIONS. OKAY. AND FOR US, FOR YOU ALL TO DELIVER THAT, UM, TO THE CITY OF DALLAS, THAT IT DOESN'T NECESSARILY NEED TO BE IN THE STRATEGIC PLAN. OKAY. BUT IF THERE IS ALIGNMENT, UM, WITH WHAT IS FOUND WITHIN THE STRATEGIC PLAN, BY ALL MEANS, AT THAT POINT WE WILL BEGIN TO STREAMLINE THINGS TOGETHER. OKAY. YEAH. THANK YOU. YOU'RE WELCOME. ON THE PART OF COMMUNICATION, I THINK IT WOULD BENEFIT, AND I HAVE JUST ATTENDED SOME OF THE LISTENING SESSIONS, BUT, UM, MS. UM, LATRICE IS LEAVING, BUT THE ASAP PROGRAM THAT WE HAVE IN ALL THESE CENTERS IS VERY INSTRUMENTAL. SO THAT WOULD BE A BIG PART THAT YOU COULD START PUTTING DIFFERENT FLYERS AND STUFF THERE. BECAUSE I WAS AT, UH, CEDAR, CHRIS IS NOT REALLY A PARK AND RECREATION, BUT I SAW MS, THERE'S NAME PRONOU, SHE PRONOUNCE YOUR NAME, BUT I SAW HER FLYER UP IN ONE OF THE RECREATION CENTERS. SO I'M THINKING WITH THE ASAP PROGRAM, THAT WOULD BE SOME OF YOUR BIGGEST COMMUNICATION. AND THESE PEOPLE ARE SAYING, WE DIDN'T KNOW Y'ALL HAD THAT. WE DIDN'T KNOW THEY HAD A ASAP PROGRAM GETTING WITH UM, LA UM, LA NAME LA YOU LARISA, WHAT'S HER NAME? I'M CAPITAL. OH, YOU CAPITAL GETTING WITH EACH OTHER. YES. I THINK THAT WOULD BE A VERY GOOD PLACE TO START. AND LETTING THEM KNOW THE CENTERS HAVE ACTUALLY GOOD PROGRAMS THERE AND THEY ARE FREE INCEPT 60, THEY FREE AND THEY CAN HAVE ALL KINDS, THEY CAN BE CREATIVE IN THEIR OWN RIGHT AND IT WOULD BE REALLY GOOD. AND I'M SPEAKING TO THAT JUST FOR ONE SECOND. SO COMMISSIONER LEE, WE HAVE, WE ALREADY HAVE A VERY GREAT RELATIONSHIP. IN FACT, I FEEL LIKE I'M SEEING, UH, LATRICE AND LINDSEY MORE AND MORE AND MORE. AND I KNOW THAT OUR STAFF HAS DONE A PHENOMENAL JOB WITH, UM, PROVIDING THEM WITH, IF THERE'S ESTATE PLANNING, UM, OPPORTUNITIES, IF THERE IS SESSIONS THAT WE'RE HOLDING MACAU AND JAMES AND THE TEAM, THEY USUALLY GO OVER THERE AND HOST EVENTS AND PROVIDE FLYERS AND SO FORTH. THAT'S GOOD. SO I FEEL LIKE WE'RE DOING THAT. COULD WE DO THINGS BETTER? THERE'S ALWAYS, YOU KNOW, WAYS TO IMPROVE. UM, BUT WHAT I WILL ALSO SAY IS SOMETIMES, AND I'LL JUST BE VERY TRANSPARENT, NO MATTER HOW MUCH INFORMATION YOU KIND OF PUT OUT THERE, WE STILL GET FEEDBACK THAT WE DIDN'T KNOW YOU ALL. SOME OF THAT IS BECAUSE WHEN YOU LOOK AT THE, AS A WHOLE, PEOPLE DON'T ALWAYS CONNECT THE DOTS BETWEEN. AND SO THEN WHEN YOU SAY WE'RE REPRESENTING THE CITY AND WE'RE THE SENIOR SERVICES UNIT, PEOPLE MAY ALSO JUST SAY THAT, OH, YOU GUYS ARE JUST THE OUTREACH TEAM, OR YOU ALL ARE THE UNIT WHO HANDLES, YOU KNOW, THE HOTLINE, BUT THEY DON'T ALWAYS TIE THINGS TOGETHER. IS THERE AREA OF RECRUITMENT? ABSOLUTELY. SO, BUT THANK YOU FOR BRINGING THAT UP. THAT WOULD BE RUDE. UM, BUT IT'S SOMETHING THAT WE ALWAYS HEAR AND WE OBSERVE. OKAY, SO A QUESTION WAS ASKED A YOU EARLIER YES. AS YOU WERE TALKING ABOUT AUSTIN YES. YOUR ENTHUSIASM IN AUSTIN, YOUR RESPONSE WAS IT WAS PUT IN PLACE QUICKLY FOR CERTAIN AREAS. YES. SO UNDERSTAND, JUST FINISH, JUST GO ON WITH ME HERE. YES. WHAT DOES QUICKLY MEAN IN TERMS OF MONTHS, DAYS, WEEKS, YEARS? PLEASE BE SPECIFIC. YES. QUICKLY MEANS TO YOU. SO TO ME QUICKLY MEANS THAT SOMETHING THAT WE CAN DO WITHIN ZERO TO THREE MONTHS. OKAY. THAT'S QUICKLY FOR ME. OKAY. [01:25:01] UM, DON'T HOLD ME TO THAT, RIGHT? NO, NO. I WAS SPEAKING TO THAT MAKE CHANGE AND THOSE WERE, AND THEN I SPOKE TO LANGUAGE, ACTING DEFINITION, DEFINITION IS IMPORTANT. UH, ONCE AGAIN, I GAVE MY BACKGROUND, BUT I, BUT I ALSO A CONSULTANT. I DO CONSULTING WORK IN THE AREAS OF SALES AND SALES LEADERSHIP, THAT THAT'S MY WORK. SO THAT MEANS VERY, IT MEANS A WHOLE LOT TO ME. AND, AND I JUST WANNA CAUTION EVERYONE ON THIS. SO, YOU KNOW, WHEN YOU THINK ABOUT DAVID, MYSELF, BUT YOU KNOW, BROWN VERSUS BOARD OF EDUCATION THAT TOOK PLACE WITH THE SUPREME COURT THAT, YOU KNOW, THE, THE JUSTICES CAME BACK AND SAID, WE WILL IMPLEMENT DESEGREGATION WITH ALL DELIBERATE SPEED. SO WHAT WE FOUND OUT THAT DELIBERATE SPEED WAS 8, 9, 10 YEARS FROM THAT POINT. SO WE AS SENIORS DON'T HAVE THAT KIND OF TIME , YOU KNOW, SO IF YOU'RE SAYING, YOU KNOW, HYPOTHETICALLY THREE TO FIVE YEARS, FIVE YEARS, SOME SENIORS ARE GONNA BE GONE, BUT IT WILL BENEFIT THOSE FOR NEXT GENERATION. YEAH. BUT WE STILL WANT, I WANT TO HIT THOSE SENIORS THAT ARE HERE AS WELL, IF WE WE CAN POSSIBLE. I JUST WANTED TO PUT THAT OUT THAT DON'T LET THIS FALL INTO THE CATEGORY OF ALL DELIBERATE SPEAK. EXCUSE. OKAY. AGAIN, I WILL SAY, UM, OF COURSE WE, WE ARE NOT TO THIS PLACE YET FURTHER THE RECOMMENDATIONS. AND SO WHEN I SPOKE, YOU KNOW, OF COURSE OF ITEMS FOR CLARITY PURPOSES, UM, ZERO THREE MONTHS IS WHAT I WOULD CONSIDER THAT WE CAN IMPLEMENT. AND THAT'S BASICALLY MOVING THINGS AROUND, UM, QUICK IMPLEMENTATION AND LANGUAGE ACCESS. LIKE I SAID, THAT WAS A PIECE THAT WAS ALREADY PREEXISTING THAT WE WERE ABLE TO JUST MAKE SURE THAT WE WERE ACTUALLY TAKING INTO ACCOUNT, GOING INTO THOSE COMMUNITIES, ENSURING THAT WE HAVE THE APPROPRIATE LANGUAGES SO FORTH. SO THREE TO SIX MONTHS FOR THAT. I LOVE THAT BECAUSE THAT'S, WE HAVE MISS . WE HAVE A LADY THAT COME TO OUR CENTER AND SHE MISS JULIA COMES ALL THE TIME. AND SHE DON'T SPEAK ENGLISH, BUT SHE JUST SIT THERE AND SMILE. I KNOW SHE DON'T KNOW WHAT WE DOING, BUT THEN WHEN MS. ALMA COMES, SHE'LL TRY TO HELP HER OR HER DAUGHTER MIGHT HELP TRANSLATE. SO THAT'S VERY IMPORTANT TO MAKE SOME PEOPLE FEEL A PART OF WHEN THEY DON'T SPEAK YOUR LANGUAGE, BUT SHE BLENDS RIGHT IN WITH US. EVEN I HAVE, I'M BILINGUAL SOMETIMES, BUT ANYWAY, THAT'S REAL GOOD. THE LANGUAGE, UH, A COUPLE OF THINGS. ONE IS THE, THE RECENT CHARTER AMENDMENTS, THINGS THAT HAPPEN VERY LIKELY THAT THE CITY IS NOT GOING TO HAVE ANY EXTRA MONEY TO DO MUCH OF ANYTHING. AND, UH, I THINK THAT IT'S IMPORTANT FOR THE CONSULTANT TO BE VIEWING THIS WITHOUT THE CONSTRAINT OF THAT, BECAUSE WE OUGHT TO BE VIEWING WHAT THE SENIOR PROBLEMS AND ISSUES ARE AND THEN COME UP WITH CREATIVE APPROACHES THAT COULD BE DONE IN CONJUNCTION WITH OTHER NONPROFITS OR THAT TYPE OF THING TO ATTACK THE PROBLEM. BUT I WOULDN'T WANNA, I WOULDN'T WANT YOU TO BE CONSTRAINED BY THE KNOWLEDGE THAT IT'S GONNA BE A TOUGH BUDGET SITUATION, AT LEAST FOR A FEW YEARS, PROBABLY. UH, AND, AND I THINK WE OUGHT TO BE LOOKING AT THIS IN TERMS OF WHAT THE COMMUNITY NEEDS, WHETHER THE CITY PROVIDES THAT OR SOMEBODY ELSE PROVIDES IT. UH, KEEP THAT, THAT CONTEXT IN MIND. ABSOLUTELY. WELL, AND I AGREE AND TO CHIME IN ON THAT, THE NONPROFITS DO A PHENOMENAL JOB. YEAH, THAT'S, AND IF WE DON'T PARTNER UP WITH THEM TO HELP OUR SENIORS, WE'RE MISSING BIG PIECE. DID YOU WANNA SPEAK TO ANYTHING ELSE? NO, I DON'T THINK SO. I JUST NO, REGARDING THE, THE COMMENTS AROUND KIND OF THE AMENDMENT AND THINGS, I DON'T THINK WE HAVE A LOT THAT WE CAN REALLY SAY AT THIS. WE DON'T KNOW YET. NO, WE, NO, I JUST WAS HERE IN CASE THERE WERE QUESTIONS ABOUT THAT TOO. OH, COMMISSIONER. OH, CHAIR SEAT. HAD A QUESTION SEAT. UH, YES. ONE THING THAT I THINK WE TEND TO FORGET IS THAT WE'RE TALKING ABOUT SENIORS LIKE OURSELVES OR LIKE Y'ALL, BECAUSE SOMETIMES I DON'T THINK OF MYSELF AS A SENIOR. YOU KNOW, WE GET OUT, SPEAK TO PEOPLE. I MEAN, LIKE WITH MY LISTENING SESSION, I HAD MY, MY FLYERS IN MY CAR HANDING IT TO MY NEIGHBORHOOD AND ALL THIS. BUT THE BIGGEST CONCERN I KNOW MY COUNCIL PERSON HAS, AND HE WOULD VERY HAPPY WITH LISTENING SESSION, BUT THE SENIORS THAT ARE IN THEIR HOMES OVER 70 THAT DO NOT, DO NOT GO OUT AND YOU KNOW, THEY'LL SAY, OH, WELL FAMILY, THEY HAVE FAMILY. NOT ALL OF THEM HAVE FAMILY AND WE NEED SOMEHOW, I DON'T KNOW NOW, [01:30:01] BUT REACH THOSE. I THINK M I'M HOPING THAT THEY ARE STILL WATCHING TELEVISION. SO EVERY OTHER WORD, YOU KNOW, GETTING WORD OUT BY THE UTILITY BILLS. WELL THEY'VE DONE THAT FOR A LONG TIME AND I STILL GET PEOPLE SURPRISED WHEN THEY TELL HAS A SERVICE TO PLACE YOUR, EVERYONE ALWAYS SAYS, I DIDN'T KNOW THIS WAS HAPPENING. RIGHT? MM-HMM, SOME PEOPLE DON'T OR DON'T PAY ATTENTION OR KEEP THAT INFORMATION. SO I THINK IT'S A GREAT THING THAT WE'RE TALKING ABOUT HERE FOR US TO FIND. ANOTHER THING THAT MY COUNCIL FER ASKED, HE WANTED TO KNOW WHEN HE CONCERNED PEOPLE TO HAVE AN OPEN LIGHT OUR SESSION. AND I TOLD HIM I KNEW NOTHING ABOUT THAT. UM, NO AT THAT UNDERSTAND, UH, SARADA, WE COULDN'T HEAR THAT LAST QUESTION. DID YOU ASK WHEN WE WOULD HAVE INFORMATION REGARDING THE RESULTS OF ALL OF THE LISTEN LISTENING SESSIONS? NO, NO. WHAT I ASKED WAS THAT, UH, CHAD WEST, MY COUNSEL PERSON, HE ASKED, WE WOULD HAVE OPEN SENIOR AFFAIRS AND SHARE WITH THAT. YOU'RE BREAKING UP. YEAH. TERINA, MAYBE YOU CAN SEND THAT QUESTION TO PETE SO WE CAN, SHE'S ASKING, SHE SAYS HER COUNCILMAN WANTS TO KNOW IF MEMBERS OF THE COMMUNITY CAN ATTEND OUR MEETINGS AND UH, SHARE INFORMATION, RIGHT, TERRA? YES, CORRECT. YES. MEETINGS, MEETING. YES. THESE ARE PUBLIC MEETINGS. ABSOLUTELY. ABSOLUTELY. OH, THAT'S BE, SORRY. SO YES, TO AN EXTENT. UM, SO YOU CAN, YOU CAN TO THE PUBLIC SPEAKER TOPIC OR GENERALLY, UM, GUESTS CAN SPEAK ON A TOPIC, BUT IT'S, YOU KNOW, NOT IN CONVERS IT'S SPEAK ON A TOPIC, SOMEONE LIKE YEAH, IF THEY WERE SPEAKING YEAH. DURING THE GENERAL AND WELL ATTEND COULD ATTEND, RIGHT JESSICA? YES. THEY CAN ATTEND AS WELL. WE DO NOT HAVE A UH, UM, WE DON'T HAVE A SIGNUP SHEET OR TOPIC BASED CONVERSATION, SO MAYBE WE SHOULD, I DON'T KNOW. THAT'S HOW COUNCIL USUALLY DOES IT. YEAH. SO WE DEFER TO, GENERALLY WHAT COUNCIL DOES IS OUR RESIDENT. RIGHT. I HAVE RECALLED GUESTS AT OUR MEETINGS AND INCLUDING SOME, UH, COUNCIL PERSONS FROM TIME TO TIME. AND I THINK THAT THE SPEAKER, THE LAST ONE THAT I REMEMBER, SHE HAD ARRANGED WITH THE CHAIRPERSON TO SPEAK TO US ON A CERTAIN TOPIC. AND SHE DID. SO WE HAD THAT THIS MORNING. THIS MORNING. OH YES. THANK YOU. ARE THERE ANY MORE QUESTIONS FOR ME? GREAT TIME. GREAT JOB. JOB, JESSICA. GREAT JOB. EVERYBODY KNOWS HOW TO REACH. I THINK WE, UH, MAY HAVE ENDED THE PRESENTATION, BUT YOU ALL HAVE MY CONTACT INFORMATION IF ANYTHING ARISES. SORRY. THANK YOU ALL. TABITHA, I HAVE ONE QUESTION. I DID A LITTLE RESEARCH ON GUIDEHOUSE AND THEIR, UH, EXECUTIVE, UH, LEADERSHIP AND IT LOOKS VERY DIVERSE, BUT IT LOOKS VERY GOOD. BUT I WAS JUST CURIOUS AS TO HOW THEY WERE SELECTED. WAS THERE A CERTAIN CRITERIA OR WAS IT JUST A, UM, A BID? DID THEY BID ON IT? SO THERE WAS, UM, THE PROCESS THAT WE TYPICALLY FOLLOW, UM, THERE WAS, WE SENT IT OUT TO, YOU KNOW, AMONG THE MASSES. AND SO GUIDEHOUSE, THEY HAD TO FIRST PROVIDE THEIR PROPOSAL TO US. WE DID GO IN, WE HAD A TEAM THAT WENT THROUGH AND RATED ALL SIX OF THE APPLICATION AND THEY SCORED, UM, VERY HIGH. UM, AND SO THEY DID REVEAL EVERYTHING THAT WE DID REQUEST, UM, BY WAY OF THE PROPOSAL WITHIN THEIR, OKAY. I WAS JUST CURIOUS. I SAW THAT THEY WERE A SPIN OFF OF PWC AND SO I WAS JUST CURIOUS 'CAUSE THAT MADE ME HAVE MORE FAITH IN THEM BECAUSE THEIR CONNECTION WITH PWC. OKAY. THANK YOU. YOU'RE WELCOME. THANK YOU. WE HAVE GONE 20 MINUTES OVER, SO I WOULD ENTERTAIN A MOTION TO ADJOURN. I FOURTH AND WE ADJOURNED. THANK. * This transcript was created by voice-to-text technology.
