UM, THE CITY COUNCIL IS HAVING, UH, HOLDING AN EXECUTIVE SESSION TOMORROW AND THEY WILL BE BRIEFED BY THE CITY ATTORNEY'S OFFICE, THE BUDGET OFFICE, SOME OTHER, UM, EXPERTS AT CITY HALL ON WHAT THEY THINK ARE GOING TO BE THE RAMIFICATIONS OF THESE AND WHAT THEY AS A CITY WILL HAVE TO DO TO COMPLY. AND I THINK WE'LL KNOW A LITTLE MORE THAN, BUT IT WILL KIND OF BE UNFOLDING OVER THE NEXT MONTH OR TWO AS WE ROLL UP INTO KIND OF BUDGET SEASON, WHICH STARTS SINCE EARLY AS FEBRUARY FOR CITY DEPARTMENTS AND FIGURE OUT WHAT THE CITY IS REALLY KIND OF ON THE HOOK FOR IN TERMS OF SETTING ASIDE MONEY FOR THE POLICE OFFICER POSITIONS AND HOW WE'RE GONNA BACKFILL THOSE FUNDS. BECAUSE YOU CAN'T JUST TAKE $38 MILLION OUT AND NOT PUT IT BACK SOMEWHERE. THOSE WOULD BE JUST INCREDIBLY DRAC AND I QUITE HOPEFUL IT DOES NOT COME TO THAT, BUT AT THIS POINT THERE'S STILL A LOT OF INFORMATION GATHERING AND TALKING TO LAWYERS AND REVIEWING SPECIFIC LANGUAGE AND KIND OF UNDERSTANDING, UH, WHAT THE IMPACT REALLY WILL BE. BUT I KNOW HEATHER IS VERY MUCH ON TOP OF THIS AND WILL KEEP US AS IN THE LOOP AS POSSIBLE. BUT I ALSO ENCOURAGE YOU TO CHECK VERY REGULARLY WITH YOUR COUNCIL MEMBERS AND TELL THEM HOW MUCH YOU ARE CONCERNED ABOUT THIS IMPACTING THE LIBRARY SYSTEM AND THE LOCAL BRANCHES IN YOUR DISTRICT. ARE THERE WAYS THAT IT MIGHT IMPACT THE LIBRARY SYSTEM OTHER THAN, UH, WHAT YOU JUST SAID ABOUT THE LAWSUIT? SO, WELL, PROPOSITION U WHICH IS THE ONE ABOUT ADDING MORE POLICE OFFICERS. YEAH. THE WAY THAT, THAT MOST PEOPLE ARE INTERPRETING THAT IS THAT THE CITY IS REQUIRED TO FUND 900 POSITION WHETHER OR NOT THEY CAN FILL THEM. AND IT WILL TAKE 37 AND A HALF MILLION DOLLARS TO FUND THOSE ADDITIONAL POSITIONS. AND WE DON'T HAVE ANY EXTRA REVENUE COMING IN. THERE'S NO REVENUE SOURCE FOR THAT. SO THEY'RE GONNA HAVE TO TAKE 37 AND A HALF MILLION DOLLARS FROM ELSEWHERE IN BUDGET. YOU'RE THERE AND EVERYWHERE IN FRONT THE LIBRARY FROM THE LIBRARY AND PARKS AND ARTS AND SANITATION AND STREETS AND ALL THE OTHER THINGS THAT THE CITY DOES. UM, GIVEN THE GRAVITY OF THE SITUATION WITH THE PASSING OF PROPOSITION U THIS MAY SEEM SORT OF LIKE A SIDE ISSUE, BUT I THINK THAT MAY NOT BE, UH, WE REALLY DO NEED TO HAVE A PERMANENT CHAIR FOR THIS BODY. AND, UM, WE HAVEN'T HAD A PERMANENT CHAIR FOR THE LAST 18 MONTHS. UM, AS YOU KNOW, THE MAYOR APPOINTS THE CHAIR, BUT THE CITY COUNCIL CAN APPOINT A VICE CHAIR, MEANING THAT, THAT VICE CHAIR, CORRECT ME IF I'M WRONG, THAT VICE CHAIR COULD STEP INTO THE CHAIRMAN ROLE PERHAPS. UH, AND I JUST THINK IT'S SUPER IMPORTANT SINCE, UH, PROMISES IN YOU IS IS GONNA BE REALLY, REALLY TOUGH IF WE NEED A STRONG LEADER, NOT, YOU KNOW, A TEMPORARY CHAIR EVERY MEETING. SO WOULD IT MAKE SENSE AS MUCH AS WE WANT, WE'D LIKE TO HAVE, AND SO, UM, SHOULD WE EACH ONE OF US, UH, CONTACT OUR CITY COUNCIL PERSON AND EXPLAIN THE SITUATION AND SAY, YOU KNOW, WE ON THE MLB ADVOCATE TO APPOINT A VICE CHAIR, THE CITY COUNCIL, IT DEFINITELY WOULD NOT HURT. IT'S JUST, I MEAN, THERE'S A LOT, I UNDERSTAND THERE'S A LOT GOING ON AT CITY HALL AND I HAVE A LOT OF PRESSING ISSUES AND THIS IS NOT ONE OF THEM, BUT WE'VE ALSO BEEN WORKING WITH THE CITY [00:10:01] SECRETARY'S OFFICE, TALKED IT THROUGH WITH, UM, MANAGER AND YOU KNOW, WE AGREE THAT IT WOULD BE BENEFICIAL FOR THE PROGRAM, FOR THE LIBRARY TO HAVE, UM, SOMEONE THAT WE CAN WORK WITH TO SET AGENDAS. SO, SO WHAT'S, WHEN YOU BRING THIS UP TO THEM, THE RESPONSES, WE'LL GET TO IT OR YEP. YOU NEVER KNOW , THAT'S IT. AND IT IS HIS OFFICE'S RESPONSIBILITY TO APPOINT A NEW CHAIR FROM AMONG THE MEMBERS. UM, BUT THEN IF YOU DO DRILL DOWN INTO OUR STRATEGIC PLAN GOALS, YOU'LL SEE THAT PARTNERSHIPS FEATURE IN, IN MULTIPLE GOALS IN MULTIPLE WAYS. SO WHEN WE ARE TALKING ABOUT PARTNERSHIPS OR WHO WOULD BE A GOOD PARTNER, WE'RE LOOKING FOR ORGANIZATIONS THAT HAVE SIMILAR GOALS, UM, SIMILAR, UM, MISSION STATEMENTS OR VISION STATEMENTS TO SEE THAT WE'RE KIND OF IN ALIGNMENT. UM, WE WANT TO PARTNER WITH ORGANIZATIONS THAT CAN PROVIDE SERVICES AND RESOURCES THAT, UM, THAT WE CAN'T PROVIDE ON OUR OWN. UM, A GOOD EXAMPLE, UM, WOULD BE PERHAPS THE WILKINSON CENTER THAT PROVIDES SOME GED CLASSES AND SOME OF OUR BRANCHES THAT OTHERWISE LIBRARY STAFF WOULD HAVE TO PROVIDE THOSE CLASSES. UM, WE'RE AL WE ARE ALSO LOOKING FOR PARTNERS THAT WILL HELP US GET OUR MESSAGE OUT. SO, UH, PARTNERS WHO, UH, WHO SHARE OUR TARGET AUDIENCE, THAT'S WHO WE'RE REALLY REACHING OUT TO WHEN WE'RE TRYING TO DO OUTREACH, WHEN WE'RE TRYING TO, UM, TO TELL PEOPLE ABOUT OUR SERVICES AND RESOURCES, UM, THAT WE WANT THEM TO, TO COME TO THE LIBRARY TO USE. UH, WE ALSO, UH, HAVE EXTENSIVE PARTNERSHIPS, UM, OBVIOUSLY WITH OTHER CITY DEPARTMENTS TO HELP THEM ACHIEVE THEIR GOALS AND OTHER CITYWIDE INITIATIVES. UM, SO WHEN WE, WHEN WE STARTED THINKING ABOUT THIS AND TALKING ABOUT THIS, THAT IT BECAME CLEAR PRETTY QUICKLY THAT THE TERM PARTNER IS THROWN AROUND A LOT AND CAN MEET A LOT OF DIFFERENT THINGS, UM, DEPENDING ON THE PERSON THAT YOU'RE TALKING TO. UM, AND IT CAN MEAN A LOT OF DIFFERENT DEGREES OF RELATIONSHIP. UM, SO, YOU KNOW, THERE ARE, AS I KIND OF MENTIONED BEFORE, THAT THERE ARE KIND OF SYSTEM-WIDE PARTNERS, BUT THEN THERE ARE ALSO, YOU KNOW, BRANCH OR UNIT SPECIFIC PARTNERS. AND, UM, AND SO, AND SOMETIMES A PARTNER CAN BE BOTH. UM, I WOULD BRING UP LIKE DALLAS ISD AS AN EXAMPLE THAT WE MAY COMMUNICATE WITH THEM AT AN ADMINISTRATION LEVEL, BUT THEN IT'S REALLY THOSE, IT'S REALLY THOSE BRANCH LIBRARIES THAT BUILD RELATIONSHIPS WITH THE SPECIFIC SCHOOLS, WITH THE SPECIFIC PRINCIPALS AND LIBRARIANS AND STUDENTS AT THOSE INDIVIDUAL SCHOOLS. UM, SO IT CAN, SO THAT'S WHAT I MEAN BY IT CAN, THE [00:20:01] PARTNERSHIP CAN EXIST ON MULTIPLE LEVELS. UM, AND SO THIS IS KIND OF, THIS LIST IS KIND OF WHAT WE MEAN BY PARTNERS.
