THE PURPOSE OF THE CHC IS TO ASSURE PARTICIPATION FROM AND INCLUSION OF ALL STAKEHOLDERS, INCLUDING THOSE WITH PAST OR PRESENT EXPERIENCE WITH HOMELESSNESS, TO DEVELOP POLICY RECOMMENDATIONS TO ENSURE ALIGNMENT OF CITY SERVICES WITH REGIONAL SERVICES TO ENHANCE EFFICIENCY, QUALITY, AND EFFECTIVENESS OF THE COMMUNITY-WIDE RESPONSE TO HOMELESSNESS.
THE CHC DUTIES AND RESPONSIBILITIES INCLUDE ONE, ADVISE THE CITY MANAGER AND THE DALLAS CITY COUNCIL ON ISSUES AFFECTING HOMELESSNESS.
TWO, ASSIST THE CITY IN EVALUATING NEW AND EXISTING PROGRAMS. THREE.

SO WE HAVE WORKED WITH YOU OR ITERATIONS OF OFFICE OF HOMELESS SOLUTIONS THROUGHOUT THE YEAR, THE YEARS, AND APPRECIATE THE OPPORTUNITY TO BE HERE AND TELL YOU A LITTLE BIT MORE ABOUT US, WHICH WE'VE HAD SIGNIFICANT CHANGES IN THE LAST SEVERAL YEARS, WHICH HAVE BENEFITED OUR RESIDENTS TREMENDOUSLY.
I'M GONNA GIVE YOU AN OVERVIEW, AND THEN TIM IS GOING TO TELL YOU ABOUT THE NEW THINGS THAT WE'RE DOING.
WE HAVE RECENTLY ENTERED THE 21ST CENTURY, WHICH I'M HAPPY TO SAY
UM, BUT WE OFFER, UM, TRANSITIONAL LIVING FOR HOMELESS ALCOHOLICS AND ADDICTS WHO ARE SEEKING LONG-TERM SOBRIETY SO THAT THEY CAN BECOME CONTINUING, UM, AND SUPPORTIVE MEMBERS OF THE COMMUNITY.
BESIDES OFFERING TRANSITIONAL LIVING, WE, UM, OFFER SUPPORT SERVICES AND ESSENTIAL LIFE SKILLS.
OUR OVERARCHING GOAL IS FOR OUR PEOPLE TO LIVE INDEPENDENTLY ON A SUCCESSFUL BASIS, AND WE ARE SEEING GREAT STRIDES IN ACCOMPLISHING THAT GOAL.
SO, JUST A QUICK UNDERSTANDING.
WHEN SOMEONE WALKS IN THE DOOR, THEY'RE WELCOMED INTO A FAMILY-LIKE ENVIRONMENT, WHICH WE THINK IS REALLY IMPORTANT BECAUSE THEY'VE BEEN LIVING ON THE STREETS OR COMING OUTTA JAIL, PRISON, MENTAL HEALTH INSTITUTIONS.
UM, MOST OF THEM HAD THE CLOTHES ON THEIR BACK.
SO WE IMMEDIATELY JUMP TO GIVING THEM THE NE THEIR NECESSITIES, FOOD, SHELTER, CLOTHING, MEDICAL CARE THROUGH PARKLAND.
AND THEN WE HAVE A DENTAL PROGRAM THAT IS FREE FOR THEM.
SO WHAT IS THEIR JOB? THEIR JOB IS TO FOLLOW THE, BE, UM, REALLY IMMERSED IN RECOVERY, NUMBER ONE, TO FUNCTION IN A HIGHLY STRUCTURED AND ACCOUNTABLE ENVIRONMENT, WHICH TEACHES THEM HOW TO REALLY LEARN HOW TO LIVE INDEPENDENTLY.
WE HAVE 38 MEETINGS ON SITE EACH WEEK, UH, RECOVERY MEETINGS.
AND WE ARE UNIQUE IN COUPLE OF THINGS RIGHT OFF THE BAT.
ONE IS THAT A RESIDENT CAN COME IN WITH HAVING NO MONEY WHATSOEVER.
WE DO RUN A CREDIT AND WE DO ASK THEM TO PAY A VERY NOMINAL SERVICE FEE, WHICH TEACHES THEM FISCAL RESPONSIBILITY, HOW TO BUDGET, HOW TO START LIVING LIFE NORMALLY.
WE ALSO ARE UNIQUE IN THAT WE, UM, OFFER, UM, OPEN MEETINGS, RECOVERY MEETINGS TO 30 TO OUR COMMUNITY MEMBERS.
SO IT'S A BEAUTIFUL BLEND OF HAVING COMMUNITY COME IN.
THEY STAY SOBER, AND THEY ALSO HELP OUR RESIDENTS BY BEING SPONSORS AND BEING MENTORS.
UM, WE REALLY, REALLY ARE SEEING THE BENEFIT OF THAT.
UM, WE WANT THEM TO SECURE A JOB AND THANK, THANKFULLY WE LIVE ON A STREET.
ROSS AVENUE HAS PROBABLY OVER A THOUSAND JOBS THAT THEY CAN WALK TO.
SO WE SAY, YOU DON'T GET B JOB, YOU GET A JOB, AND YOU START LIFE BACK OVER AGAIN.
SO I MENTIONED THAT THEY PAY A MINIMAL FEE.

THE FIRST PHASE IS REALLY THAT ENTRY LEVEL PHASE WHEN THERE IS VERY HIGH ACCOUNTABILITY AND STRUCTURE, UM, WE JUST, IT'S A COMMUNAL LIVING AND THEY LEARN HOW TO GET ALONG.
THEY LEARN HOW TO GET A JOB, THEY LEARN HOW TO START WORKING THEIR RECOVERY PROGRAM.
AND THEN ONCE THEY'VE GOTTEN STABILIZED, THEY CAN MOVE TO PHASE TWO WHERE THEY'RE IN A DORM LIKE ENVIRONMENT WITH THREE OTHER, UH, ROOMMATES.
THEY HAVE A LESS CURFEW, THEY HAVE LESS RESPONSIBILITIES, BUT STILL THEY'RE WORKING THAT SAME STRONG PROGRAM.
UM, THEY HAVE OPPORTUNITY WHERE THEY CAN TAKE A PASS AND BE GO HOME AND SEE THEIR FAMILY AND FRIENDS, WHICH IS REALLY NICE.
WE APPRECIATE THAT OPPORTUNITY FOR THEM.
OUR PHASE THREE WAS REALLY, UM, A GODSEND BECAUSE IN 2020 APRIL, TO BE EXACT, YOU CAN HARKEN BACK TO THOSE DAYS.
WE WERE OFFERED A, AN APARTMENT COMPLEX AROUND THE CORNER, JUST THREE STREETS OVER.
AND, UM, IT WAS RECONCILIATION OUTREACH MINISTRIES CALLED AND SAID, WE HAVE TO UNLOAD THIS, AND WE WANT ONLY YOU TO BUY IT BECAUSE WE'LL SELL IT TO YOU TO DISCOUNT.

UM, THIS YEAR, THIS PAST YEAR ALONE, WE SAW 79% SUCCESSFUL, UM, PROGRAM GRADUATE GRADUATION.
FROM THERE AT THE TWO FOUR, WE HAD A 31%.
THAT IS, BOTH OF THOSE NUMBERS ARE VERY HIGH, BUT THAT'S NOT WHERE WE WANNA STOP.
SO I'M GONNA LET, UM, UM, LET ME JUST ADD ONE MORE THING.
WE RECENTLY WE'RE CHALLENGED WITH, WHAT ELSE DO YOU DO? WE THOUGHT, WELL, WHAT MORE CAN WE DO? AND WE STARTED THINKING WE DO SOMETHING REALLY IMPORTANT.
WE HAD LAST YEAR, 476 UNIQUE PEOPLE THAT WE HELPED REFER OUT TO REALLY STRONG RESOURCE PARTNERS.
PEOPLE COME THROUGH OUR DOORS ALL THE TIME, HUNDREDS OF THEM WHO NEED HELP, WHO NEED DETOX OR MENTAL HEALTH, UM, ISSUES OR HELP WITH HOW DO YOU NAVIGATE THE BUS.
THERE ARE A VARIETY OF REASONS THEY COME AND NEED HELP.
THEY DON'T NECESSARILY NEED TO BE A RESIDENT AT THE DALLAS 24 HOUR CLUB.
SO THAT IS, WE'RE KIND OF BIFURCATED INTO BEING RESIDENT CENTRIC AND COMMUNITY CENTRIC.
SO I'M GONNA LET TIM TELL YOU ABOUT WHAT THE, WHAT THE, UM, PRESENT LOOKS LIKE TODAY.
AND THE, THE PLACES, THE THREE HIGHEST PLACES THAT WE SENT PEOPLE WERE DETOX AND TREATMENT.
SOMEBODY THAT NEEDED INPATIENT CARE OR A DETOX OR, UH, SOMETHING LIKE THAT.
AND, UH, THEN OTHER, UH, TRANSITIONAL LIVINGS.
WE HAVE A A KIND OF A NETWORK OF PLACES WHERE PEOPLE CAN, UH, GET SOME HELP.

I MEAN, IT'S, IT'S KIND OF, UH, UM, IT'S KIND OF WEIRD, HONESTLY, TO BE IN A FORUM LIKE THIS.
UM, MY ALCOHOLISM AND DRUG ADDICTION, UH, TOOK ME TO LIVING IN AN ALLEY OFF GREENVILLE AVENUE.
I DON'T KNOW WHAT DISTRICT THAT'S IN, BUT I'VE, I'VE LIVED IN AN ALLEY AND ONE OF YOU GUYS TAKES 14.
AND, UH, I'VE, I'VE STAYED AT SALVATION ARMY EMERGENCY SHELTER.
I'VE BEEN TO DIFFERENT TREATMENT CENTERS.
AND, UH, THE 24 HOUR CLUB MADE A HIGHLY IMPACTFUL, UM, UH, JUST MARK ON MY LIFE.
AND IT'S WHERE I STARTED TO, UH, TO GET BETTER.
I GREW UP IN THE PARK CITIES AND I ENDED UP ALMOST, YOU KNOW, AND, UM, UH, SOBRIETY HAS BEEN, UH, GREAT.

DENTAL CARE CAN MEAN, UH, CHRONIC PAIN AND SELF-ESTEEM ISSUES, WHICH SOMETIMES LEADS TO DRUDGE AND ALCOHOL.
AND, UH, HAVING SOMETHING LIKE DENTAL CARE PROGRAM IS VERY IMPORTANT.
I KNOW THERE'S A LOT OF RESOURCES OUT THERE AT THE STEW POT AS WELL.
WE ALSO DO IN-HOUSE TRAINING, OUR RESIDENT KITCHEN TRAINING PROGRAM, WE TRAIN UP TO FOUR RESIDENTS AT A TIME TO WORK IN THE SERVICE INDUSTRY.

WE HAVE PEOPLE THAT WORK AT OVER 15 ORGANIZATIONS IN DALLAS FORT WORTH AS RECOVERY TECHS TRAINING TO BE COUNSELORS.
WE TEACH OUR PEOPLE NONVIOLENT CRISIS INTERVENTION, CPR FIRST AID TO A ED CONFLICT RESOLUTION, AS WELL AS ON THE JOB TRAINING AND JOB SKILLS, AS WELL AS MENTORSHIP.

I DON'T KNOW IF YOU GUYS ARE FAMILIAR WITH THAT, BUT IT'S ANYWHERE FROM TWO DAYS TO 17 WEEKS WHERE A PERSON CAN GET AN IN DEMAND, UH, JOB SKILL AND CERTIFICATION, ANYWHERE FROM FORKLIFT DRIVING, WELDING PHLEBOTOMY, CDL ENTREPRENEURSHIP, AS WELL AS TRADITIONAL COLLEGE.

WE HAVE FOUND THAT IT'S VERY HARD TO STAY SOBER WHEN YOU'RE RUNNING FROM THE LAW, AND THE BEST THING TO DO IS FACE UP TO THAT, BUT SOMETIMES YOU NEED A LITTLE HELP.
IT'S THE, THE, THE, THE COURT SYSTEM CAN BE OVERWHELMING FOR SOMEBODY THAT'S TRYING TO COME OFF THE STREET AND STAY SOBER.
SO WE WANT TO HELP THOSE PEOPLE AS WELL AS, UH, CAREER COACHING.
UH, TAJA HEREFORD IS OUR CURRENT CAREER COACH.
SHE COMES OVER AND MEETS WITH PEOPLE FOR AN HOUR AT A TIME, DOES RESUMES, DOES WORK, WORKPLACE RESOLUTION, ONLINE JOB APPLICATIONS AND THINGS LIKE THAT.

YOU KNOW, UH, MARSHA MENTIONED OUR SUCCESSFUL COMPLETION RATE ABOUT ONE OUT OF EVERY THREE PEOPLE LEAVES WITH AT LEAST 30 DAYS SOBER, WORKING A STRONG RECOVERY PROGRAM, AND THEY DON'T OWE ANY SERVICE FEES AND THEY HAVE A SAFE PLACE TO GO.

AFTER THAT SITE IS CLOSED, UM, THEN WE KIND OF HAND IT OFF TO OUR CITY TO MAINTAIN THAT SITE CLOSURE, UM, SO THAT IT CAN BE OPENED BACK UP TO THE PUBLIC SO THAT, UM, IT'S A PLACE FOR EVERYONE, UH, TO ENJOY AGAIN.
AND FOR THAT PART, UM, JUST TO PICK UP ON THAT, SOMETHING THAT'S DIFFERENT, UH, WITH STREET TO HOME IS WE HAVE A REALLY GREAT PARTNERSHIP WITH OUR EMERGENCY MANAGEMENT CRISIS RESPONSE TEAM, UM, WHICH USED TO SOUND LIKE A COUPLE DIFFERENT DEPARTMENTS, AND NOW IT'S ALL MERGED.
SO IT'S DIRECTOR ODIN, AND UNDERNEATH THAT IS MOBILE CRISIS, RIGHT? CARE MEDIC, ONE OFFICE OF EMERGENCY MANAGEMENT.

IT'S A DIFFERENT BEAST THAN, UM, MOST OF THE ENCAMPMENTS THAT WE HAD CLOSED BEFORE.
SO THIS TOOK, UM, A LOT OF COLLABORATION AND PLANNING, UM, ON, YOU KNOW, LEADERSHIP AS WELL AS, UM, THROUGH OUR MIDDLE MANAGEMENT AND OUR DIRECT SERVICE PROVIDERS TO MAKE THIS HAPPEN.
SO THESE ARE THE THREE ZONES THAT WERE, UM, CLOSED.
AND YOU'LL SEE, UH, THEY'RE COLOR CODED, UM, BUT THE LIBRARY WAS OUR VERY FIRST, UM, CLOSURE THEN, UM, THAT ZONE TWO FROM YOUNG TO CANTON.

SO, UM, THROUGH AND A SPECIAL NOFO THAT HAPPENED WITH HUD, UM, IN 2022, WE WERE ABLE TO BRING A LOT OF DOLLARS INTO THE COMMUNITY FOR PERMANENT SUPPORTIVE HOUSING.
AND ALONG WITH THAT, UM, A FULL INTEGRATION OF BEHAVIORAL HEALTHCARE SERVICES.
SO THIS SLIDE, UM, DOES SHOW MANY OF THE PARTNERS THAT ARE INVOLVED WITH IT, BUT ESSENTIALLY ALL OF THE PSH, UM, THAT'S COMING INTO OUR COMMUNITY, UM, WE'RE MAKING SURE THAT THERE ARE FUNDS FOR, UM, OUR PROVIDERS TO WORK WITH NPA, UM, IN ORDER TO GET PEOPLE TRIAGED AND ASSESSED, AND THEN THEY HAVE A CHOICE OF WHO, UM, THEY'LL BE WORKING WITH.
UM, AS FAR AS FOR THEIR MENTAL HEALTH AND BEHAVIORAL HEALTH.
UM, MEADOWS MENTAL HEALTH POLICY INSTITUTE HAS, UH, CREATED SOME VERY HOUSING, HOUSING FOCUSED, UM, INTENSIVE CASE MANAGEMENT, UM, PROTOCOLS AND TRAINING THAT THEY'RE DOING, UM, WITH ALL OF THAT STUFF ALSO.
SO JUST TALKING A LITTLE BIT MORE ABOUT HOW WE'RE INTEGRATING BEHAVIORAL HEALTHCARE.
SO IN OUTREACH AND ENGAGEMENT, UM, AS I TALKED ABOUT ABOUT BEFORE NOW, UM, THERE ARE BEHAVIORAL HEALTH COORDINATORS AND PEER SPECIALISTS THAT GO OUT WITH OUR COORDINATED OUTREACH TEAMS. UM, AND REALLY THEY'RE JUST MAKING SURE THAT THEY CAN START THAT CONNECTION FROM THE VERY FIRST POINT OF ENGAGEMENT.
THAT NOT ONLY ARE WE TALKING ABOUT GETTING SOMEONE HOUSED, BUT WE'RE ALSO TRYING TO MAKE SURE THEY UNDERSTAND THAT THERE'S WRAPAROUND SERVICES, UM, THAT COME WITH THAT.
SO AS WE'RE DOING OUR ENCAMPMENT CLOSURES, THEY'RE GETTING DAILY SUPPORT IN SOME KIND OF TOUCH POINT FROM NOT ONLY SOMETHING THAT'S HOUSING RELATED, BUT ALSO SOMETHING THAT IS BEHAVIORAL HEALTH RELATED, IF THOSE SERVICES ARE NEEDED.
AND I'LL ALSO SAY THIS IS THE FIRST OF ITS KIND.
SO EMBEDDING, UM, BEHAVIORAL HEALTHCARE AND OUTREACH TO OUR KNOWLEDGE, THIS IS THE FIRST TIME IT'S BEING DONE.
UM, AND SO IT'S, IT'S VERY COOL AND ACTUALLY AT, UH, HOUSING AND HOMELESSNESS SOLUTIONS, AND I WISH WE COULD HAVE BROUGHT THEM TODAY.
WE HAD OUR REPRESENTATIVES FROM NIPA AND THE MEADOWS POLICY INSTITUTE WHO COULD TALK ABOUT WHAT'S BEING OFFERED.

UM, THEY, WE HAVE DIFFERENT OPTIONS FOR WHO CAN GIVE THAT LEVEL OF SERVICE, BUT IT'S A TEAM OF PEOPLE WHO ARE ACTUALLY LOOKING AT THAT PERSON AND SAYING WHAT SERVICES ARE NEEDED, WHAT RESOURCES ARE NEEDED IN ORDER FOR THEM TO BE STABILIZED IN THEIR NEW HOME.
UM, THIS IS ALL EVIDENCE-BASED.
I KIND OF TALKED ABOUT WHAT, UM, MEADOWS MENTAL HEALTH, UM, AND POLICY INSTITUTE IS DOING, BUT, UM, IT'S HELPING THOSE WHO HAVE THESE SERIOUS MENTAL HEALTH CONDITIONS AND SUBSTANCE ABUSE ISSUES.
THEY HAVE A TEAM OF PEOPLE THAT ARE WORKING ALONG WITH THEM TO GET THEM CONNECTED TO THE RESOURCES THAT THEY NEED.

UM, BUT WE ARE, UH, THE VERY FIRST CONTINUUM HERE.
SO DALLAS AND COLLIN COUNTIES THAT WAS ISSUED A FEDERAL WAIVER TO SUPPORT MAXIMIZING, UM, FEDERAL AND STATE RESOURCES.
UH, THE BIG DEAL WITH THIS WAIVER IS THAT WE ARE PROVIDING A CERTAIN AMOUNT OF MONEY TO, UM, NIPA TO DO THE ASSESSMENT OF, UH, OUR CLIENTS.
BUT ALONG WITH THAT, WE KNOW THAT THERE'S, UM, INDIGENT FUNDS, THERE'S OTHER THINGS THAT ARE COMING.
SO THERE IS MORE IN THE, UM, PIPELINE FOR THIS WORK, UM, AS FAR AS INVOLVING, UM, MANAGED CARE ORGANIZATIONS AND ALSO TRYING TO GET, UM, MORE FUNDS THROUGH MEDICARE TO BE A SUSTAINABLE RESOURCE FOR THE BEHAVIORAL HEALTH.

SO THESE ARE THE PEOPLE THAT THEY ARE, UM, USED TO SEEING, YOU KNOW, UM, ON A REGULAR BASIS.
UH, THEY HAVE HAD CONVERSATIONS.
THESE OUTREACH TEAMS HAVE USUALLY GONE OUT THAT WEEK BEFORE TO TELL THEM, HEY, JUST KNOW THERE'S OTHER PEOPLE THAT ARE GOING TO BE COMING AROUND WITH US.
UM, BUT WITH THAT TIER, UH, TIER ONE, IT'S THE AREAS LIKE DOWNTOWN WHERE WE KNOW THAT WE'RE GOING TO BE OBSERVING, UM, PEOPLE EXPERIENCING HOMELESSNESS.
THEN TIER TWO IS AREAS WHERE WE HAVE SEEN, UM, PEOPLE EXPERIENCING HOMELESSNESS, BUT IT MAY HAVE ONLY BEEN ONE OR TWO PEOPLE AT A TIME.
UM, NOT SO MUCH THE ENCAMPMENT OR ANYTHING LIKE THAT.
UM, WE TRY TO USE SYSTEM WORKERS TO LEAD THOSE TEAMS. 'CAUSE ONCE AGAIN, WE DO EXPECT TO ENCOUNTER PEOPLE EXPERIENCING HOMELESSNESS.
BUT, UM, WE DO WANNA MAKE SURE THAT WE HAVE PEOPLE THAT HAVE WORKED WITHIN THE HOMELESS SYSTEM.
THIS COULD BE PEOPLE WHO WORK IN SHELTER IN OUTREACH AND NAVIGATION, WHATEVER THAT MAY BE, UM, TO HELP LEAD THOSE TEAMS, UM, AS THEY GO OUT AND DO OUR, OUR COUNT.
AND THEN TIER THREE IS AREAS WHERE WE HAVE NOT REALLY, UM, ENCOUNTERED PEOPLE EXPERIENCING HOMELESSNESS.
AND, UM, A LOT OF THOSE AREAS ARE VOLUNTEER BASED, UM, WHERE WE ASSIGN VOLUNTEERS THERE.
UM, ARE ALL OF OUR VOLUNTEERS THOUGH, DO HAVE SOME TYPE OF KICKOFF, UM, THAT THEY GO TO TO KIND OF GET MORE INFORMATION ABOUT WHAT WE'RE GONNA BE DOING.
