AS YOU KNOW, DALLAS SPIKE DAD CENTER HAS BEEN WORKING TO NEGOTIATE IN GOOD FAITH WITH THE AMERICAN GUILD OF MUSICAL ARTIST AGMA.

SINCE OUR MAIN COMPANY DANCERS VOTED TO UNION UNIONIZE LAST MAY, THE NATIONAL LABOR RELATIONS BOARD HAS ISSUED A COMPLAINT RELATED TO ALLEGATIONS OF UNFAIR LABOR PRACTICES BROUGHT BY AGMA.

A HEARING IS CURRENTLY SET TO BEGIN ON DECEMBER 9TH, 2024, BEFORE A NATIONAL LABOR RELATIONS BOARD ADMINISTRATIVE LAW JUDGE FOLLOWING THE HEARING, WHICH COULD TAKE SEVERAL WEEKS.

THE ADMINISTRATIVE LAW JUDGE ISSUES THEIR DECISION AS TO THE MERITS OF THE ALLEGATIONS.

AT THAT POINT, EITHER DVDT OR AGMA MAY FILE AN APPEAL TO THE BOARD OF LABOR RELATIONS.

HOWEVER, DALLAS BY DEATH SITTER DOES NOT CONTROL THE TIMELINE OF THE NLRBS PROCESSES.

THE MOTION PRESENTED BY THE ALLOCATIONS COMMITTEE SETS AN APRIL 15TH DEADLINE ON FINALIZING AN AGREEMENT.

DALLAS BY DEATH SITTER WOULD LIKE TO REQUEST THAT DUE PROCESS BE ALLOWED TO INCLUDE AN AMENDMENT TO THE MOTION TO ALLOW FOR DALLAS BY DEATH SITTER TO APPEAL AND SETTLE BY APRIL 15TH.

SHOULD THERE BE A NEGATIVE RULE? SUPPORT FROM THE CITY OF DALLAS IS FOUNDATIONAL TO DALLAS BY DEATH SITTER'S ABILITY TO PROVIDE 2000 SERVICES TO MORE THAN 104,000 CITIZENS, OF WHICH 81,000 ARE CAPABLE OF DEAF STUDENTS.

IN THE MEANTIME, DALLAS BLACK DANCE CENTER IS COMMITTED TO CONTINUING TO PROVIDE ALL PROGRAMS, PUBLIC PERFORMANCES, MASTER CLASSES, ACADEMY CLASSES, WORKSHOPS, COMMUNITY OUTREACH IN SCHOOL RESIDENCY, STUDENT MATNEY PERFORMANCES, AND FREE FESTIVALS.

DC AND I, ALONG WITH EACH OF MY FELLOW DANCERS, USE MY OWN RESOURCES TO MOVE TO DALLAS TO DANCE WITH THIS DANCE COMPANY.

I WAS WITH THE COMPANY FOR ONE SEASON BEFORE BEING FIRED AT DALLAS BLACK.

I RARELY SAW THE EXECUTIVE LEADERSHIP.

IT WAS US, THE DANCERS WHO WERE IN THE STUDIO EVERY DAY DOING ALL OF THE HARD WORK.

MY ONLY INTERACTION WITH THE EXECUTIVE LEADERSHIP WAS THAT PERFORMANCES AND AT THE COMPANY HOLIDAY PARTY IN WHICH TTA DREW, WHO JUST SPOKE, TOLD ME A NEW DANCER, THAT MY PAYCHECK COULD DISAPPEAR.

I FELT THREATENED.

IT FELT THREATENING.

I QUICKLY UNDERSTOOD.

THE EXECUTIVE LEADERSHIP SAW US DANCERS AS DISPENSABLE.

I AM JOINED TODAY BY SEVERAL OF MY FELLOW DBDT ARTISTS.

WE ASK, WE ASK YOU THE COMMISSION TO RECOMMEND CONTINUING TO WITHHOLD ALL CITY FUNDING TO DALLAS FLAG DANCE LEADER.

I'M SURE YOU ARE ALL AWARE THAT THE NATIONAL LABOR RELATIONS BOARD RECENTLY ISSUED A COMPLAINT AGAINST DALLAS BY THEATER WITH NEARLY 40 COUNTS OF UNLAWFUL BEHAVIOR AND PRACTICES.

THE NLRB RECOMMENDS SEEKING EMERGENCY INJUNCTIVE RELIEF FOR US IN FEDERAL DISTRICT COURT.

A STEP ONLY TAKEN IN THE MOST EGREGIOUS CASES.

WHAT YOU MAY NOT KNOW YET IS THAT DALLAS BLACK DANCE THEATER'S RESPONSE TO THE NLRBS COMPLAINT IS THEY ARE CHALLENGING THE CONSTITUTIONALITY OF THE NATIONAL LABOR RELATIONS BOARD ITSELF.

AN INSTITUTION THAT HAS BEEN AROUND FOR 90 YEARS BY DOING THIS.

DBDT TRIES TO NOT ONLY SILENCE AND ERASE US, THE 10 DANCERS WHO WERE, UH, WHO OUR RIGHTS WERE VIOLATED AND VICIOUSLY VIOLATED.

BUT EFFECTIVELY, THEY'RE TRYING TO DESTROY THE LEGAL RIGHTS OF ALL WORKING PEOPLE IN THE UNITED STATES.

YOU THIS COMMISSION AND THE DALLAS CITY COUNCIL HAVE THE OPPORTUNITY TO CONTINUE SENDING THE MESSAGE TO DBDT LEADERSHIP THAT SUCH ACTIONS DO NOT ALIGN WITH THE VALUES OF THE CITY OF DALLAS.

WONDERFUL DALLAS BLACK DANCE THEATER IS AN IMPORTANT DANCE IS AN IMPORTANT INSTITUTION IN THE DANCE WORLD AND IN THE CITY OF DALLAS.

BECAUSE OF THIS, IT NEEDS TO BE HELD ACCOUNTABLE AGAIN.

WHEN YOU VOTE TODAY ON WHETHER TO WITHHOLD A RECOMMENDATION FOR A GRANT FOR, FOR DALLAS BLACK DANCE THEATER, I WANT YOU TO THINK ABOUT WHO YOU'RE REALLY TRYING TO SUPPORT AND WHAT PRINCIPLES YOU'RE REALLY TRYING TO HOLD UP IN YOUR POSITION ON THIS COMMISSION.

I KNOW THAT THE MEMBERS OF THE COMMISSION ARE VERY INVESTED IN THE ARTS.

THAT'S WHY YOU WERE PICKED TO BE HERE.

MANY OF YOU ARE ARTISTS YOURSELVES.

YOU THINK ABOUT, I KNOW THAT, YOU KNOW, JUST HOW IMPORTANT IT IS THAT WE RECOGNIZE NOT JUST THE INCREDIBLE TALENT AND PASSION THAT GOES INTO CREATING ART, BUT THE LABOR AND EFFORT ARTISTS PUT IN DAY IN AND DAY OUT.

MANY MAKE GREAT SACRIFICES TO PURSUE THEIR ART.

THE DANCERS OF DALLAS BLACK DANCE THEATER EXERCISED THEIR LEGAL RIGHT TO STAND UP FOR THEMSELVES AS A UNIT, AS A UNION TO DEMAND FAIR TREATMENT IN ACCORDANCE WITH THEIR EFFORT AND TALENT AND PASSION.

AND THEY WERE FIRED FOR IT.

THE NRB WAS NOT CONVINCED BY ANY OF THE LAME EXCUSES IN RED AIRINGS THAT THE DVDT LEADERSHIP TRIED TO CLAIM WAS THE SUPPOSED REASONS FOR THE FIRINGS.

THAT'S WHY THEY FILED OVER 40 DIFFERENT CHARGES OF UNLAWFUL CONDUCT.

THIS COMMISSION'S MISSION, ACCORDING TO THE WEBSITE, IS TO ENCOURAGE CONCERN ABOUT CULTURAL AFFAIRS IN THE CITY OF DALLAS.

THERE'S CERTAINLY A LOT OF CONCERN RIGHT NOW, BUT I ASSUME THAT THIS ALSO INCLUDES RAISING SUPPORT, INTEREST, AND ENTHUSIASM.

AND THAT IS AT AN ALL TIME LOW WITH DVDT AND WILL CONTINUE TO BE.

SO IF THEY'RE NOT HELD ACCOUNTABLE FOR WHAT THEY'VE DONE TO THE BRILLIANT ARTISTS WHO UPENDED THEIR LIVES TO COME DANCE FOR THEM, IF THEY'RE GIVEN THE GRANT THAT THEY DON'T DESERVE, THEN IT WILL BE WASTED MONEY

BECAUSE THE ORGANIZATION WILL FAIL NO MATTER HOW MUCH MONEY THE DALLAS CITY OF DALLAS GIVES IT.

BECAUSE DALLAS DOES NOT SUPPORT ORGANIZATIONS THAT MISTREAT THEIR ARTISTS.

AND GRADUALLY, AS THE REPUTATION PRECEDES THEM, FEWER AND FEWER DANCERS WILL ADDITION.

EVENTUALLY THEY'LL EVEN START TREATING THEIR SCAB DANCERS AS POORLY AS THEY DID THE DANCERS.

THEY FIRED.

AND THEY'LL LEAVE TOO BY GIVING THIS GRANT TO DALLAS BLACK DANCE THEATER.

RIGHT NOW, YOU WOULD NOT BE SUPPORTING THE ARTS IN DALLAS.

YOU WOULD NOT BE SUPPORTING ARTISTS IN DALLAS.

YOU WOULD ONLY BE SLIGHTLY PROLONGING THE LAST GASPS OF AN EGOCENTRIC POWER TRIP BY TWO OR THREE PEOPLE IN LEADERSHIP POSITIONS WHO ARE MORE CONCERNED ABOUT MAINTAINING DICTATORIAL POWER THAN THEY ARE ABOUT THE ACTUAL MISSION AND LEGACY OF THE DALLAS BLACK DANCE THEATER.

WE ALL KNOW HOW IMPORTANT THIS INSTITUTION IS TO OUR CITY, BUT SINCE THEIR LEADERSHIP DOESN'T CARE ANYMORE ABOUT THE REPUTATION AND SUCCESS OF THE ORGANIZATION, IT FALLS UPON PEOPLE LIKE YOU TO SAVE IT.

I'M HERE IN SUPPORT OF THE DANCERS AND THEIR RIGHT TO UNIONIZE PROTECTED BY THE FIRST AMENDMENT OF THE CONSTITUTION, WHICH GUARANTEES THE FREEDOM OF SPEECH ASSEMBLY AND PETITION, AS WELL AS GUARANTEES FREEDOM OF ASSOCIATION.

FREEDOM OF ASSOCIATION FOR THE ADVANCEMENT OF SHARED VALUES IS ALSO INSEPARABLE FROM LIBERTY, WHICH IS ASSURED BY THE DUE PROCESS CLAUSE OF THE 14TH AMENDMENT.

RECENTLY THE NLRB ISSUED A COMPLAINT BINDING REASONABLE CAUSE THAT THE DVPT COMMITTED NUMEROUS UNFAIR LABOR PRACTICES, WHICH SOME OF THESE ARE THREATENING DANCERS WITH LOSS OF BENEFITS, DISCIPLINE OR DISCHARGE PROMISING BENEFITS IF DANCERS STOP SUPPORTING, UH, PROMISING BENEFITS IF DANCERS STOPS SUPPORTING THE UNION.

SHORTENING DANCERS SUMMER CONTRACTS, EXCLUDING DANCERS FROM TEACHING OPPORTUNITIES AT BOTH THE COMPANY AND AT THE DALLAS BLACK DANCE THEATERS ACADEMY.

FAILING TO PAY DANCERS FOR WORK THAT THEY HAD PERFORMED, DECREASING THE, THE NUMBER OF MAIN COMPANY DANCERS FROM 14 TO 11, AN UNSUSTAINABLE AND UNSAFE NUMBER REFUSING TO HIRE THREE DANCERS WHO STOOD IN SOLIDARITY WITH THE FIRE DANCERS, MAINTAINING AN EMPLOYEE HANDBOOK THAT IN MULTIPLE WAYS VIOLATED THE DANCER'S RIGHTS TO ENGAGE IN CONVERSATIONS AND CONDUCT INVOLVING AND CONDUCT INVOLVING THEIR TERMS AND CONDITIONS OF EMPLOYMENT, FAILING TO NOTIFY OR BARGAIN WITH THE UNION AS LEGALLY REQUIRED.

UH, IN SEPTEMBER, THE ALLOCATIONS COMMITTEE BROUGHT ITS RECOMMENDATIONS FOR COP PROGRAMMING TO THE COMMISSION, RECOMMENDING FUNDING FOR 56 ORGANIZATIONS NOT TO EXCEED $6.4 MILLION.

INCLUDED IN THAT RECOMMENDATION WAS A RECOMMENDATION FOR FUNDING UNDER THE COP PROGRAM TO DALLAS BLACK DANCE THEATER FOR $248,435.

WHEN THAT RECOMMENDATION WAS PRESENTED TO THE QUALITY OF LIFE COMMITTEE ON OCTOBER 21ST, 2024, THE COMMITTEE HAD QUESTIONS FOR THE OAC AND FOR PEOPLE WHO WERE IN ATTENDANCE AT THE MEETING REGARDING WHAT CONSIDERATION HAD BEEN GIVEN TO THE LABOR DISPUTE BETWEEN DALLAS BLACK DANCE THEATER AND THE DANCERS WHO HAD BEEN FIRED.

AS A RESULT OF THAT MEETING, THE QUALITY OF LIFE COMMITTEE RECOMMENDED APPROVAL OF ALL OF THE COP FUNDING, EXCEPT THE FUNDING THAT HAD BEEN RECOMMENDED FOR DALLAS BLACK DANCE THEATER.

AND THEY PULLED THAT ITEM FROM THE CITY COUNCIL APPROVAL AGENDA FOR DISCUSSION AT THE CITY COUNCIL MEETING ON OCTOBER 23RD.

OUR THOUGHT PROCESS WAS THAT THE BEST OF ALL POSSIBLE WORLDS WOULD BE FOR THE DISPUTE TO BE RESOLVED AND THE MONEY TO BE AVAILABLE FOR THE ORGANIZATION.

BUT IF THAT CANNOT OCCUR IN A TIMELY FASHION DURING OUR FISCAL YEAR, WE DID NOT WANT TO SEE THAT MONEY, UM, IN EFFECT, DISAPPEAR AND NOT BE ABLE TO BENEFIT ARTS AND ARTS ORGANIZATIONS WITHIN THE CITY.

A LOT OF PEOPLE TUNED IN, WHETHER IT BE A STREAMING TO CLASSICAL RADIO STATIONS OR OTHER WAY, JUST AS A SOURCE OF CALL AND VERY, VERY TURBULENT TIME.

SO, ACROSS THE COUNTRY, WE SAW A HUGE SURGE.

20 20, 20 21, 20 22 THAT STARTED TO FALL.

EVERY FOUR YEARS IN NATIONAL ELECTIONS, WE SEE A MOVE TOWARDS BLIST TO NEWS PEOPLE PAYING ATTENTION TO NEWS IN ELECTION CYCLES, KERA NEWS, THE STATION WE RUN THERE.

IN FACT, FOR THE FIRST TIME IN ITS HISTORY, HIT NUMBER ONE IN THE ENTIRE NORTH TEXAS MARKET IN THE RATINGS THIS SUMMER.

AS A RESULT OF THE NUMBER OF PEOPLE TUNING IN TO NEWS DURING AN ELECTION CYCLE, WAS ACTUALLY THE MONTH IN WHICH PRESIDENT BIDEN DROPPED OUT.

VICE PRESIDENT HARRIS BECAME THE NOMINEE.

PRESIDENT TRUMP HAD BEEN SHOT IN THE YEAR THAT MONTH.

SO A LOT OF THINGS DRIVING LISTENERS TOWARDS NEWS, THEY COME

SO WE SAW CLASSICAL RADIO.

WE ALSO TRACK KIND OF WHAT'S AFFECTING, UH, AUDIENCES AND OUR RATING MEASUREMENTS.

AND THERE'S SOME PANEL EFFECTS AS WELL.

SO WHAT WE WANNA TALK WITH YOU A LITTLE BIT IS JUST THE WORK WE'VE BEEN DOING KIND OF UNDER THE HOOK FOR THE LAST YEAR AND A HALF OR SO SINCE WRR MOVED OVER TO KATE MANAGEMENT.

SO MOVING FROM A COMMERCIAL STATION TO NON-COMMERCIAL, THAT MEANT BUILDING A SLIGHTLY DIFFERENT REVENUE MODEL AS WE THOUGHT ABOUT LONG-TERM SUSTAINABILITY AND OUR ABILITY TO KEEP THE STATION AS A CLASSICAL STATION SERVING LISTENERS THROUGHOUT DALLAS, AS REQUIRED BY OUR AGREEMENT WITH THE CITY.

UH, THIS WAS A REALLY IMPORTANT GOAL FOR US.

SO WE'RE REALLY PLEASED WITH HOW THAT'S BEEN GOING.

WE'RE REALLY TRACKING THE BENCHMARKS THAT WE PUT IN THE PROPOSAL AND OUR INTERNAL GOALS FOR WHAT THAT CONVERSION WOULD LOOK LIKE.

A HUGE PART OF OUR WORK BEYOND BUILDING THE REVENUE MODEL IS FOCUSING ON LOCAL AND FOCUSING ON REV PRESENTATION.

LET'S REALLY TAKE FEW FORMS ON THE DIVERSIFICATION AND IMPROVING REPRESENTATION OF THE MUSIC THAT WE HEAR ON WRR.

WE'VE HAD A TWO PART STRATEGY.

WE USE HERITAGE MONTH, UM, TO BROADEN THE PLAYLIST TO CELEBRATE DIFFERENT ASPECTS OF CULTURE DURING THOSE MONTHS.

AND THEN WE'LL KEEP A SMALLER SELECTION OF WHAT WE PLAY IN THOSE MONTHS TO THE PERMANENT PLAYLIST.

SO WE USE THAT AS A WAY TO GO DEEP AND THEN TO DIVERSIFY THE PLAYLIST ON AN ONGOING BASIS.

FOR EXAMPLE, DURING PRIDE MONTH 2024, WE ADDED ALMOST 2000 PIECES TO OUR LIBRARY, UH, THAT HELPED REPRESENT AND CELEBRATE THAT THAT MONTH THERE'LL BE A SMALLER SELECTION THAT STATE PERMANENTLY.

BUT THAT'S OUR STRATEGY FOR INCREASING REPRESENTATION WITHIN THE MUSIC LIBRARY.

AT THE SAME TIME, THE INSTRUCTION WE'VE GIVEN THE TEAM IS TO ANYTIME THEY CAN FIND A GREAT PERFORMANCE IN A LOCAL PIECE OF MUSIC, WHETHER IT'S BY THE DALLAS SYMPHONY, BY ANOTHER ARTS ORGANIZATIONS, TO PUT THAT IN THE LIBRARY, TO PLAY THAT.

AND TO SAY THAT JUST TO HELP US BE MORE LOCAL, TO CELEBRATE THE GREAT ARTISTS AND ARTS ORGANIZATIONS IN DALLAS AND ACROSS NORTH TEXAS THAT WE SERVE THROUGH WRR.

SO WE'VE DONE A LOT OF WORK ON THOSE FRONTS.

WE'RE DEDICATING AN HOUR EVERY WEEK TO SPOTLIGHTING CONCERTS BROADCAST FROM RIGHT HERE IN NORTH TEXAS.

THE CORNERSTONE OF THAT REALLY IS OUR PARTNERSHIP WITH THE DALLAS SYMPHONY.

BUT BEYOND THAT, IT'S ALSO THE GREATER DALLAS YOUTH ORCHESTRA, DALLAS WINDS, AND A NUMBER OF OTHER SYMPHONY ORCHESTRAS ACROSS THE METRO AREA.

WE'VE ALSO GOT OUR AGREEMENT, UM, WITH THE CITY OF DALLAS OFFICE OF, OF ARTS AND CULTURE UP AND RUNNING TO PROVIDE ADDITIONAL SUPPORT TO NONPROFIT CULTURAL ORGANIZATIONS AND CITY OF DALLAS DEPARTMENTS.

AND THESE ARE THE FIRST FOUR THAT WERE SELECTED THAT WE ARE PROVIDING FREE, UH, UNDERWRITING AND SPONSORSHIP MESSAGES TO AS WE'VE ALSO BEEN WORKING ON OPPORTUNITIES TO CONNECT WITH NEW AUDIENCES IN PERSON.

'CAUSE WE THINK THAT'S A LOT OF THE STRATEGY FOR REACHING NEW AUDIENCES AND ALIGNS WELL WITH THE WORK ORGANIZATIONS.

AND SO I CA I BROUGHT THEM ALL TOGETHER AND A LOCAL GROUP OF VOLUNTEERS HAS BEEN WORKING ON THIS FOR A COUPLE OF YEARS NOW.

UM, WE RECENTLY PRESENTED THE QUALITY OF LIFE MEETING, UM, COUNCIL WEDLEY, AND THEN LAST NIGHT I WAS ABLE TO, UM, BRIEF MORE RESIDENTS AT A DISTRICT ONE TOWN HALL COMMUNITY MEETING.

AND SO THAT WAS THE PRESENTATION THAT I SENT TO EMMA MANUEL.

UM, BUT WHAT IT DOES, IT JUST SETS IT UP BECAUSE IF YOU KNOW THE DALLAS ARTS DISTRICT, DEEP ELLUM FOUNDATION OR FAIR PARK, YOU KNOW THAT THEY HAVE BEEN DESIGNATED A CULTURAL DISTRICT AS DEFINED BY THE TEXAS COMMISSION OF THE ARTS.

UM, AND SO THE NONPROFIT ARTS ORGANIZATIONS THAT RESIDE IN THE FOOTPRINT OF THESE CULTURAL DISTRICTS ARE ELIGIBLE FOR STATE MATCHING GRANTS.

AND THE GRANTS ARE SPECIFICALLY EITHER FOR PROGRAMMING OR FOR, UM, BRICK AND MORTAR WAY, FINDING SIGNS, MARKETING, UM, THAT, THAT, UH, THOSE KINDS OF THINGS.

AND OAK CLIFF SOCIETY OF FINE ARTS WAS DEVELOPED, UH, ESTABLISHED IN 1926.

UM, AND THEN THE OTHER THING THAT WE'VE BEEN SPEAKING ABOUT VERY INTENT INTENTIONALLY, IS THE CAPACITY BUILDING INITIATIVE THAT WE HIRED A CONSULTANT, YOLANDA ENA, TO DESIGN A PILOT PROJECT FOR US.

AND SHE HAS DONE THAT.

WE HAVE HAD FOUR MEETINGS AND GONE THROUGH TWO DRAFTS, THE ALLOCATIONS COMMITTEE AND THE PUBLIC ART COMMITTEE, AND THE DIVERSITY AND EQUITY COMMITTEE SUBMITTED GOALS FOR 25 COMMISSIONERS.

REEL, BLAZE AND OMO ALSO SUBMITTED GOALS FOR 25 TO THE COMMITTEE.

ALL OF THE COMMISSIONERS HAD THE OPPORTUNITY, UH, COMMISSIONER DEL UH, REDRAFTED THE GOALS, AND I, UH, SENT THE DRAFT TO EVERYBODY THAT RECOMMENDED GOALS FOR 25.

I'VE HEARD BACK FROM THREE OF THEM, AND THE GOALS LOOK FINE.

I'M STILL WAITING TO HEAR FROM TWO OF THEM, BUT I JUST SENT THE GOALS FOR 25 THIS MORNING.

UM, OUR NEW ETHICS OFFICER HAS, UM, NOW FOR THE SECOND YEAR IN A ROW, UH, PLANNED A REALLY WONDERFUL WEEK OF EVENTS AROUND ETHICS.

UM, YOU REMEMBER BARON, OUR IG HAD COME TO SHARE WITH US SOME TIME AGO ABOUT THE GIFT POLICY AND THINGS OF THAT NATURE.

AND THEY'VE JUST REALLY BEEN WORKING ACROSS DEPARTMENTS TO, UM, ENSURE THAT, YOU KNOW, THERE'S NOT ANY KIND OF COLD AIR BECAUSE SOME FOLKS, YOU KNOW, YOUR MUNICIPALITY HAS AND IT'S OFFICE OF THE INSPECTOR GENERAL OR ETHICS STAFF.

SOMETIMES THERE'S JUST LIKE WEIRD RELATIONSHIP, BUT THAT'S UNNECESSARY.

NOT ONLY ON THE ADMINISTRATIVE LEVEL, UM, BUT UM, CULTURAL CENTER MANAGERS ARE FEELING HIS POSITIVE IMPACT.
