SO OVER THE DURATION, SINCE WE'VE BEEN INVOLVED WITH ESTABLISHING THE PLAN FOR THE COMMUNITY PARK, WE'VE HAD COUNTLESS MEETINGS NOT ONLY WITH OUR DONORS, BUT THE COMMUNITY. OUR PLAN IS MOVING FORWARD IS TO UTILIZE THE FUNDS AND RESOURCES THAT WE ACTUALLY HAVE IN HAND TODAY. STAYING ON TOP OF OUR SCOPE. SOME OF THE THINGS THAT WE THAT KIND OF GOT AWAY WAS WE HAD SCOPE CREEP, WHICH ZAIDA WOULD KIND OF TOUCH ON A LITTLE BIT AFTER ME. AS IT RELATES TO WE TALKED ABOUT THIS PARKING GARAGE THAT KIND OF GOT OUT OF CONTROL. SO NOT JUST STAKEHOLDERS THROUGHOUT THE CITY, BUT RESIDENTS IN 75210 AND 75215 ZIP CODES. WE HAVE PUBLIC WORKSHOPS, OPEN HOUSES AND SURVEYS. AND THAT'S WHAT LED US TO THE PARK LOCATION, WHICH ULTIMATELY LANDED AT LOT 10 A, 10 B RESIDENTS VOTED IN FAVOR OF LOT 11, BUT A LOT 11 IS A LITTLE BIT FURTHER OUT. IT WOULD HAVE CREATED A GAP BETWEEN FROM THE DOS EQUIS . THERE ARE NO CHANGES IN THOSE REQUESTED AMENITIES AND DONOR FUNDED COMPONENTS OF THE PARK. SO WE'RE DELIVERING 100% ON THE OF ALL THE PROMISES AND COMMITMENTS MADE FOR THE COMMUNITY PARK. IF YOU CAN SEE THAT, THERE'S THE PLAYGROUNDS, THE MARKET GROWTH, THE LAWN, THE STAGE, ALL OF THOSE AMENITIES THAT THAT WERE REQUESTED. SCROLL TO THE NEXT ONE, PLEASE. SO WE ARE USING 10.7 ACRES OF THE SITE OF THE PARK. AND THAT IS BECAUSE, AS YOU KNOW, THE PARKING GARAGE WILL NOT BE BUILT. SO WE'RE MAKING ROOM FOR PARKING THAT WE HAD ALSO. THERE ARE PARKING OBLIGATIONS TO OUR FRIENDS AT STATE FAIR OF TEXAS AND DOS EQUIS PAVILION. SO WE HAVE THIS IS ALMOST LIKE A PUZZLE, RIGHT? ALL OF THESE AMENITIES ARE AT THE SIZE THAT THEY NEED TO BE. THEY'RE JUST FITTING SLIGHTLY DIFFERENTLY IN A REFINED SCOPE FOR THE PARK. NEXT SLIDE. WE HAVE ALSO LOOKED AT THE TIMELINE A REVISED TIMELINE FOR THIS PROJECT. AND SO WE ARE CURRENTLY IN DESIGN DEVELOPMENT. AND WE HOPE TO HAVE THAT COMPLETED IN THE SPRING OF 2025 AND THEN START RIGHT ON TO CONSTRUCTION DOCUMENTS TO FINISH THOSE BY THE SUMMER, WITH THE GOAL OF STARTING CONSTRUCTION MOBILIZATION RIGHT AFTER THE STATE FAIR CLOSES IN 2025. WE HAVE A LOOK AT OUR CONSTRUCTION TIMELINE OF 12 MONTHS. SO WE SHOULD BE DOING THE RIBBON CUTTING IN THE WINTER OF 2026. SO AFTER THE FAIR NEXT YEAR, AND KEEPING IN MIND THAT WE'RE LOOKING AT WORKING AROUND THE FAIR NEXT YEAR AND AROUND THE FAIR IN 2026, IN ADDITION TO THE WORLD CUP. RIGHT. THE FIFA, THAT WILL BE WE'RE USING SOME OF THESE FACILITIES DURING THAT IN 2026. REGARDING THE BUDGET, WE'RE LOOKING AT A FINALIZED TURNKEY PROJECT BUDGET OF 39.1 MILLION. [00:10:05] THE ORIGINAL BUDGET WAS 35 MILLION. WE ALREADY HAVE 30 MILLION SECURED BETWEEN PUBLIC AND FUNDING AND PLEDGES FROM DONORS. SO WE HAVE ABOUT $9.7 MILLION TO RAISE, AND WE'RE CONFIDENT THAT WE CAN DO THAT IN THE NEXT 12 TO 18 MONTHS. NEXT SLIDE. YOU'RE CLOSING. ALYSSA DO YOU WANT TO MAKE ANY? WE DID THAT LARGELY BECAUSE IN MANY OF THE MEETINGS, IN THE BEGINNING WITH THE ARCHITECTS, OVG HAD REQUESTED A LARGE COMMERCIAL STAGE WITH DRESSING ROOMS, ETC., THAT WERE PRETTY EXPENSIVE AND UNNECESSARY FOR THE COMMUNITY. THEY HAD ALSO ASKED ON THE PARKING GARAGE THAT IT INCLUDE TWO ITEMS. AND SINCE WE DON'T HAVE THE PARKING GARAGE, ONE OF THOSE ITEMS, THEY WANTED ANOTHER EVENT SPACE, AND THE OTHER ITEM WAS A BERM THAT WOULD HOUSE A MAINTENANCE FACILITY UNDERNEATH IT. BOTH OF THOSE ARE GONE. THE PARKING GARAGE IS GONE FOR A COUPLE OF REASONS. NUMBER ONE, THE COMMUNITY DID NOT WANT SOMETHING SORT OF IN YOUR FACE THAT CLOSE TO THEM. SO THEY HAVE REQUESTED THAT WE NOT NOT DO THAT. IT ALSO TOOK UP MORE PARKING. WE ARE SENSITIVE TO THE STATE FAIR OF TEXAS AND DOS EQUIS AND THEIR PARKING NEEDS. SO WE ARE IN FREQUENT CONVERSATIONS RELATIVE TO THAT FOR THEM. THIS PARK, AS YOU REMEMBER IN THE STATED LOCATION, IS THE LOCATION FROM WHERE HOUSES WERE TAKEN BY EMINENT DOMAIN IN THE 60S AND 70S. SO THIS WILL BE RESTITUTION IN MANY WAYS. PART OF THE THINGS THAT WE WANT TO INCLUDE THAT ARE NOT LISTED. NUMBER ONE, SOME INTERPRETATION AND HISTORICAL INTERPRETATION OF WHAT DID EXIST ON THE PROPERTY, AND ALSO PROGRAMING RELATED TO THAT HISTORIC ASPECT. WE DO HAVE A LOT OF NEED FOR ENSURING THAT THE COMMUNITY CAN CROSS INTO THIS SPACE, AND ALYSSA HAS WORKED ON A TRAFFIC STUDY WITH KIMLEY-HORN TO ENSURE THAT NEIGHBORS CAN WALK ACROSS THE STREET BECAUSE THEY WANT TO REMEMBER. I WANT YOU TO REMEMBER THERE ARE PEOPLE BOTH LIVING OVER THERE, AND PEOPLE MAKE SOMEWHAT OF THEIR LIVING THROUGH PARKING LOTS THAT EXIST ACROSS THE STREET. SO WE'LL NEED A FAIRLY SOPHISTICATED PEDESTRIAN CROSSING ELEMENT TO THIS, WHICH WE WILL NEED TO WORK ON. AND KIMLEY-HORN, AS I SAID, HAS STUDY, BUT THAT WILL BE AN IMPORTANT FEATURE TO THIS THAT'S NOT REALLY LISTED BUT IS IMPORTANT TO ASPECTS OF THIS. SO I JUST WANT TO ADDRESS SOME OF THE THINGS THAT I HEARD TODAY, BECAUSE I THINK THAT YOU ALL ARE APPROACHING THIS VERY CONSCIOUS OF NOT ONLY HISTORIC CONTEXT, BUT HOW WE CAN MAKE THIS SUCCESSFUL MOVING FORWARD. AND I DON'T THINK THAT IT IS AN APPLES TO APPLES COMPARISON TO EVEN THROW ANY OTHER PARK IN OUR CITY TO TO WHAT IT IS THAT WE SHOULD BE DOING. IN FACT, WHEN WE APPROVE, HOPEFULLY SOON, THE AUTHORIZED HEARING FOR PD 595, WE'RE ACTUALLY GOING TO BE KIND OF SPEARHEADING AND PIONEERING REMOVING PARKING REQUIREMENTS ALL AROUND SOUTH DALLAS. AND SO I THINK THIS IS RIGHT IN LINE WITH WHAT THE COMMUNITY HAS ALREADY SHOWN A LOT OF SUPPORT FOR IN NEIGHBORING PARCELS AS WELL. SO JUST WANTED TO ADD SOME CONTEXT TO THAT. AND I THINK IT'S GREAT FEEDBACK THAT WE NEED TO GET VERY PROACTIVE ON THE FEE STRUCTURE AND MAKING SURE THAT WE HAVE SOME SORT OF SUSTAINABLE REVENUE THAT'S STAYING INSIDE OF THE PARK. WE ALSO HAVE THE POTENTIAL OF A HOTEL BEING BUILT THERE. RIGHT. AND SO LOOKING AT THAT POTENTIAL LEGISLATION THAT'S A LITTLE BIT UNCONVENTIONAL SINCE WE ARE SITTING ON PARK LAND AND MAKING SURE THAT THERE'S A RECAPTURE AND THAT WE'RE NOT GOING TO SEE THE SAME THING HAPPEN AGAIN, THAT WE'RE GOING TO GENERATE REVENUE, AND IT'S GOING TO GO ALL OUTSIDE OF THE PARK AND THE NEIGHBORHOOD. THE PLEDGES THAT COME IN GO TO THE DALLAS FOUNDATION. THE PUBLIC FUNDING IS DISPERSED IN THE WAY THAT'S APPROPRIATE WITH EACH GRANT. AND SO THE ANSWER IS YES. GOOD. THAT'S WHAT WE WANT TO HEAR. HAVE WE DONE A STUDY ON ANY POTENTIAL NAMING RIGHTS AND WHAT THAT WOULD BRING IN IN REVENUE? THAT'S HEATHER'S AREA OF EXPERTISE IN TERMS OF NAMING. SO YES, WITHIN THE PARK AND WITH OTHER LOCATIONS. PERFECT. CERTAINLY. THIS CHALK HILL TRAIL IS A GREAT CONNECTIVITY PROJECT AS WE DO WORK ON MANY MULTIMODAL TRAILS AT DALLAS COUNTY. WE ALWAYS CHECK ON OUR REGIONAL MOBILITY WITH COG AND MAKE SURE THAT THE OVERALL CONNECTIVITY IS HAPPENING THROUGH THE CHALK HILL TRAIL IS REGIONAL CONNECTIVITY. SO THIS PROJECT, AS YOU CAN SEE ON THE MAP, IS DIVIDED INTO MULTIPLE PHASES STARTING FROM SOUTH, THAT IS STARTING AT THE WESTMORELAND DOT STATION, GOING NORTH TO THE DAVIS STREET AT CHALK HILL. AND THE ENTIRE CORRIDOR IS CHANGING A GREAT ELEVATIONS THROUGHOUT. AND I REMEMBER BEING INVOLVED IN THE [INAUDIBLE] CORRIDOR. IT HAS A GREAT RESEMBLANCE WITH THIS CORRIDOR. SO THE PHASES THAT WE HAVE IS BECAUSE OF THE CORRIDOR CHALLENGES AND THE BUDGET CONSTRAINTS THAT I'LL GET INTO FURTHER. SO BUT I WANTED TO POINT OUT, AS I MENTIONED, ABOUT THE REGIONAL CONNECTIVITY AT THE SOUTH, IT WILL EVENTUALLY CONNECT TO THE FIVE MILE CORRIDOR, WHICH IS UNDER EARLY PHASES OF PLANNING. AND ON THE NORTH SIDE, IT WILL EVENTUALLY CONNECT TO THE COOMBS CREEK TRAIL. NEXT SLIDE PLEASE. AS I MENTIONED ABOUT THE REGIONAL CONNECTIVITY, THIS TRAIL, AS YOU CAN SEE IN RED, IT WILL EVENTUALLY CONNECT TO THE FIVE MILE CORRIDOR, WHICH IS IN LIGHT BLUE, WHICH CONNECTS NORTH TO THE HONEY SPRINGS TRAIL ON THE EASTERN SIDE, IT IS OVERALL CONNECTING TO THE LOOP TRAIL AND ON THE SOUTH SIDE, WHERE COG STUDIED THE REGIONAL RAILWAY CONNECTION FROM MULTIPLE CITIES, STARTING WEST FROM GRAND PRAIRIE TO GOING EAST TO LANCASTER AND EVENTUALLY CONNECTING TO THE RUNYAN TRAIL GOING TOWARDS THE FIVE MILE CORRIDOR. SO JUST LOVE THIS MAP THAT SHOWS A GREAT CONNECTIVITY AND MODEL BEING INTO THE REGIONAL MOBILITY IN COMPLIANCE WITH 2045 COG MOBILITY. NEXT SLIDE PLEASE. SO I'LL PROVIDE SOME UPDATES ON THE PROJECT AND SOME HISTORY. NEXT SLIDE. THESE ARE SOME PHOTOS OF THE CORRIDOR. SO AS WE STARTED ON THIS PROJECT THE PROJECT WAS IN THE TAP PROGRAM AT THE DALLAS COUNTY, AND IT WAS UNDER PLANNING AND DESIGN PER THE LOCAL DESIGN STANDARDS. AND DALLAS COUNTY WAS WORKING CLOSELY WITH THE CITY OF DALLAS HAVING THE INTERLOCAL AGREEMENT. AS WE ADVANCED INTO THE PROJECT, THE PROJECT DID NOT HAVE THE FULL FUNDING [00:55:02] AVAILABLE. AND ALSO THE CORRIDOR HAD MANY CHALLENGES. SO IN ORDER TO STRATEGICALLY DIVIDE THE TRAIL INTO MULTIPLE PHASES AND ADDRESS EACH PHASE WITH ADDITIONAL FUNDING AVAILABLE FROM, FROM THE FUTURE OR FROM THE FEDERAL FUNDING. WHAT WE DID, WE DIVIDED INTO THREE PHASES, AS I MENTIONED EARLIER. AND THE FIRST PHASE FROM COCKRELL HILL TO GINGER AVENUE THAT WE APPLIED FOR THE FEDERAL GRANT IN 2022, WE RECEIVED THE TRANSPORTATION ALTERNATIVE PROGRAM GRANT FROM COG. AND THE WAY THAT THEY LOOKED AT THIS TRAIL THAT THIS TRAIL DID NOT HAVE THE RIGHT OF WAY CHALLENGES. AND ALSO THE OTHER RISKS THAT THAT WERE ABLE TO BE MITIGATED. SO THE GRANT WAS APPROVED AND WE ENTERED INTO THE ADVANCED FUNDING AGREEMENT WITH TXDOT AFTER THE RTC APPROVAL. SO THE THAT'S WHEN WE ALSO APPLIED FOR THE ARP FUNDING AVAILABLE AND THAT ARP FUNDING WAS VERY HELPFUL TO CONVERT THE DESIGN FROM LOCAL STANDARDS TO FEDERAL STANDARDS IN COMPLIANCE WITH WHAT THE TASA SET ASIDE GRANT APPROVED. ONE ONE ASPECT OF IT WITH THE TASA SET ASIDE THAT HAD COME WITH THE CONSTRUCTION LEARNING REQUIREMENT, THAT HAS TO BE BY 2025 DECEMBER. SO WE ARE WELL INTO THE DESIGN RIGHT NOW. WE HAVE CONSULTANTS ON BOARD. KICKOFF HAS HAPPENED AND WE ARE MAKING GREAT PROGRESS, AND WE ARE WELL INTO INTO THE OVERALL TIMELINE THAT WE HAVE SET BY DECEMBER 2025. BUT THESE ARP FUNDS HAS ALSO HELPED US TO SECURE THE DESIGN WORK ORDER WITH THE CONSULTANT. NOT ONLY THAT, WITH THE PHASE ONE, BUT AT THE SAME TIME, PHASE TWO THAT WE ALSO HAVE SECURED THE ARP FUNDING, WHICH REALLY HELPED US TO OR HELPING US TO MAKE THIS SEGMENT SHOVEL READY FOR THE FUTURE AVAILABLE FEDERAL GRANT OPPORTUNITIES. AND THEN THE LAST SEGMENT THAT WAS OR THAT IS STILL UNDER THE RIGHT OF WAY, ACQUISITION BY THE CITY OF DALLAS. AND OVERALL, WE APPRECIATE THE CITY OF DALLAS TAKING THE LEAD ON THE RIGHT OF WAY AND THE ENVIRONMENTAL ASSESSMENT, BECAUSE THIS HAD A LOT OF RIGHT OF WAY CHALLENGES AND THE ENVIRONMENTAL CHALLENGES TO BE IN COMPLIANCE WITH THE TCEQ. AND WE'LL CONTINUE TO MAKE SURE THAT ALL THOSE CRITICAL ITEMS THAT WE DEFINE INTO OUR PSA DOCUMENTS, SO WE CONTINUE TO STAY IN COMPLIANCE THROUGHOUT THE PROJECT DEVELOPMENT. NEXT SLIDE PLEASE. AND AS I MENTIONED, THE CHALLENGES, THE RIGHT OF WAY, THE ENVIRONMENTAL, AND THE FUNDING CONSTRAINTS AND THE DESIGN. SO WE HAVE GREAT CHALLENGES, BUT WE ARE DESPITE OF ALL THE CHALLENGES. NEXT SLIDE. THAT WE HAVE ACHIEVED MANY THINGS, AS I MENTIONED ABOUT THE TCEQ COMPLIANCE THAT THAT WE ARE CONTINUE TO STAY WITHIN THAT PURVIEW. CONSULTANT AGREEMENTS ARE ALL IN PLACE FOR PHASE ONE AND PHASE TWO, AND PHASE THREE IS STILL UNDER THE RIGHT OF WAY ACQUISITION. WE ARE CONTINUING TO KEEP OUR PARTNERS, INCLUDING THE CITY COG AND TXDOT IN THE LOOP ALONG WITH THE OTHER KEY STAKEHOLDERS. AARP FUNDING, WHICH WAS SUPPOSED TO BE OBLIGATED PRIOR TO THE 2024 FOR DESIGN, WHICH WE ALREADY HAVE EXECUTED ALL THOSE AGREEMENTS. IN TOTAL WE DO HAVE A FOR PHASE ONE $11.4 MILLION AT THIS TIME TOWARDS DESIGN AND CONSTRUCTION. NEXT NEXT SLIDE PLEASE. THIS ONE WILL BE PHASE TWO. PHASE TWO IS FROM CHALK HILL ROAD TO GINGER AVENUE. AND YOU LOOK AT WEST DALLAS, IT'S A HUGE SWATH OF LAND WHEN YOU'RE GOING FROM THE IRVING BORDER ON THE WEST, YOU HAVE I-30, ON THE SOUTH, YOU HAVE THE LEVEES ON THE EAST AND ALL THE WAY THROUGH THE NORTHERN PART OF WEST DALLAS. WHAT IS THE GOAL OR HOW CAN WE GET CONNECTIVITY? BECAUSE, YOU KNOW, WE HAVE TO LOOK AT A DIFFERENT FORM OF MOBILITY OR MICRO MOBILITY FOR WEST DALLAS SIMPLY IN, IN IN THAT DART CONNECTS THROUGH BUSSES. WE DON'T HAVE WE DON'T HAVE TRAINS, WE DON'T HAVE LIGHT RAIL, WE DON'T HAVE ANYTHING THAT'S A LITTLE BIT BIGGER THAN THAT. WE MAY BE LOSING OUR PEOPLE MOVER. WE WITH HIGH SPEED RAIL POSSIBLY MOVING. AND I THINK THAT THERE'S A WAY THAT WE COULD CONNECT EITHER TO THE CHALK HILL BIKE TRAIL OR CONNECT TO THE LEVEES OR LOOK AT HOW CAN WE CONNECT TO THE GATEWAY, WHICH IS OF THE OF THE HAROLD SIMMONS PARK. BECAUSE THIS BECOMES AN EQUITY ISSUE AND WEST DALLAS, WE'VE GOT SO MANY PEOPLE MOVING IN AND SO MANY NEW NEW HOMES, SINGLE FAMILY RESIDENTIAL HOMES ALL THE WAY TO APARTMENT BUILDINGS. WE HAVE AN INFLUX OF PEOPLE, AND WE HAVE THE PARKS. WE HAVE EVERYTHING WE NEED. WE JUST DON'T HAVE THE CONNECTIVITY. THEY FOLLOW DART OR ENCORE, SOMETIMES CREEKS AND OUR RIVERS WHEN WE CAN. ANY TYPE OF OPEN SPACE, USUALLY LINEAR, THAT'S CRISSCROSSING THE CITY, OLD RAIL LINES, WHATNOT. WHAT IS CHALLENGING IN WEST DALLAS AND IN OTHER PARTS OF THE CITY IS WE DON'T HAVE A LOT OF THOSE CORRIDORS. OR IF YOU DO HAVE A RAIL LINE, IT'S ACTIVE FREIGHT AND THEY DON'T ALLOW TRAILS PARALLELING OR BEING WITHIN. SO THAT'S ONE ISSUE. THERE ARE PROJECTS IN THE WORKS TO CONNECT. YOU'RE PROBABLY FAMILIAR WITH THE PROJECT THROUGH THE LOOP TO TO REDO THE SYLVAN AVENUE BRIDGE OVER THE TRINITY, TAKING IT FROM SIX LANES DOWN TO FOUR, PUTTING IN FULL CONCRETE PROTECTED WIDE BIKE LANES ON BOTH SIDES TO GET FROM THE TRINITY STRAND AND THE DESIGN DISTRICT ACROSS THE RIVER DOWN TO THE SKYLINE TRAIL, AND THEN TO THE BIKE LANES THAT ARE BEING WORKED ON WITH OUR TRANSPORTATION DEPARTMENT THAT CONTINUES SOUTH ON SYLVAN. THERE IS ALSO A PROJECT THAT WAS IN THE 2024 BOND, ACTUALLY THROUGH THE TRANSPORTATION DEPARTMENT, LOOKING AT BERNAL DRIVE FROM ABOUT, I THINK IT'S SINGLETON HEADING BACK TO THE NORTHEAST, HEADING BACK INTO THE NEIGHBORHOOD. I THINK THERE'S A FAIRLY WIDE STREET WITH A VERY WIDE MEDIAN, THEY'RE PROPOSING A QUOTE UNQUOTE, A TRAIL ON IT. SO THAT WILL HELP WITH EXPANDING THE TRAIL SYSTEM WITHIN THAT PART OF WEST DALLAS. AND THEN I THINK WE ALSO NEED TO LOOK AT THE BIKE PLAN UPDATE THAT TRANSPORTATION IS WORKING ON, TO SEE HOW THE STREET SYSTEM CAN BE MODIFIED TO ALLOW THIS CONNECTIVITY, EITHER WITH BIKE LANES OR NARROWING THE ROADWAY TO PUT TRAILS ON IT LIKE WE'VE DONE. BUT THE PRIMARY ISSUE IS WE DON'T HAVE A LOT OF JUST OBVIOUS RIGHTS OF WAY TO PUT THESE LINEAR TRAILS, BUT I'D BE HAPPY TO SPEAK WITH YOU WITH THAT FURTHER AND KIND OF GET INTO THE WEEDS ON IT. THE BOOMERANG HOLDS LAUNCHES AND OTHER ROWING OR OTHER EQUIPMENT FOR THEIR ROW PROGRAM, AS WELL AS A FEE BASED STORAGE FOR THE KAYAKS AND CANOES. SO I'M LOOKING AT, YOU KNOW, FROM BOAT STORAGE TO ADULT PROGRAMS TO AND HOW ARE THESE STREAMS BEING USED IN WHAT CITY MONEY IS BEING USED COMPARED TO THAT? ALSO LOOKING AT THE FINANCIAL AID OF EACH GROUP. BECAUSE WE KNOW THAT THIS CAN BE A WHAT AM I TRYING TO SAY, A AN OPPORTUNITY FOR KIDS TO, YOU KNOW, TO CREATE MORE ABOUT THEMSELVES OR TO LEARN MORE ABOUT THEMSELVES.
