I KNOW WE HAVE, UH, AN UPDATED, UH, PROGRAM STATEMENT, UH, THAT HAS BEEN, UH, EDITED. UH, SO I'LL LET YOU LEAD INTO, UH, TALKING ABOUT THAT AND, UH, GOING THROUGH SOME OF THE CHANGES THAT WERE MADE. AND THEN THERE ARE ANY QUESTIONS. WE'LL HOLD THOSE TO THE END. UH, AND AT THE CONCLUSION OF THAT, UH, WE'LL ENTERTAIN A MOTION AT THAT POINT. ALRIGHT, THANK YOU. THANK YOU. UM, SO THE PRIMARY REASON FOR DOING THIS IS TO REMOVE THE REFERENCES TO THE SMALL BUSINESS CENTER AND MOVE IT INTO THE OFFICE OF ECONOMIC DEVELOPMENT TO REFLECT THE CHANGES, UH, FOR THE CITY'S ORGANIZATION. UM, AND SO WHILE WE, WHEN WE DID THIS, WE OBVIOUSLY REMOVED THE REFERENCES TO THE SMALL BUSINESS CENTER, AND THEN WE MADE SOME MINOR CHANGES TO THE HUMAN DEVELOPMENT PROGRAM. UM, SO ONE IS THAT WE ARE CLARIFYING THAT GRANT PAYMENTS SHALL NOT BE MADE MORE OFTEN THAN QUARTERLY. WE ARE CLARIFYING THAT THE THIRD PARTY MATCH CAN COME FROM THIRD PARTY FUNDING SOURCES OR CASH ON HAND. UM, WE ARE CLARIFYING THAT UNLESS THE GRANT RECIPIENT IS LOCATED ENTIRELY WITHIN THE SOUTH DALLAS FAIR PARK OPPORTUNITY FUND SERVICE AREA, THE GRANT TEAM MUST DOCUMENT THAT AT LEAST 90% OF THE PEOPLE SERVED MUST BE RESIDENTS OF THAT SERVICE AREA. AND WE'RE ALSO CLARIFYING THAT THE NOTICE OF FUNDING AVAILABILITY WILL BE ISSUED UP TO TWO TIMES A YEAR. UM, AND SO MOST OF THESE ARE REALLY JUST ADMINISTRATIVE CLEANUPS, UM, JUST TO MAKE IT A LITTLE BIT EASIER FOR US TO ADMINISTER THE PROGRAM. UM, AND THAT IS REALLY ALL THAT WE ARE PROPOSING TO DO IN THE PROGRAM STATEMENT CHANGES. THANK YOU, MR. PESCA. EVERYBODY SHOULD HAVE RECEIVED A RED LINE VERSION AND ALSO THE CLEAN VERSION SO THAT YOU CAN SEE, UH, THE, UH, THE CHANGES AND THE EDITS THAT WERE MADE. ARE THERE ANY QUESTIONS, UH, COMMENTS OR, OR FEEDBACK ON THE UPDATED, UH, PROGRAM STATEMENT? I'M HEARING NONE. UH, ACTUALLY, I SEE MS. KIMBERLY, YOU RAISED YOUR HAND. MS. SIMS, JUST A QUICK QUESTION. UM, WITH THE PROGRAM CHANGE, THIS IS SOMETHING THAT WILL HAVE TO GO TO COUNCIL FOR APPROVAL, IS THAT CORRECT? YES, THAT IS CORRECT. AND WE WOULD PLAN TO GO TO COUNCIL IN JANUARY. OKAY. THANK YOU. THANK YOU, MS. SIMS. ANY OTHER QUESTIONS, COMMENTS, OR FEEDBACK ON THE, UH, AMENDED PROGRAM STATEMENT? [00:05:02] OKAY. I'M HEARING NONE. IS THERE A MOTION? SO, MOVE MR. DOCKS. THERE A SECOND. SECOND. UH, I THINK I HEARD MR. KUUMBA SECOND. ALL IN FAVOR? AYE. AYE. AYE. ANY OPPOSED? OKAY. SOUNDS LIKE THE AYES HAVE IT PROGRAM STATEMENT'S BEEN APPROVED TO MOVE ON TO CITY COUNCIL, UH, FOR FINAL RATIFICATION. UM, AND ERIN PV IS HERE. I JUST WANTED TO SAY THAT. OH, THANK YOU VERY MUCH, MS. PV. UH, THANK YOU FOR JOINING US THIS EVENING. UH, AND WITH THAT, UH, WE'LL MOVE ON TO OUR NEXT AGENDA ITEM. UH, MS. PV, I UNDERSTAND THAT YOU WILL NEED TO HOP OFF SOON. SO, UH, WE'RE, WE'RE GONNA SKIP AHEAD HERE AND, UH, WE'RE GONNA GO TO AGENDA ITEM NUMBER SEVEN, WHICH IS TO ACKNOWLEDGE SOME OF OUR DEPARTING BOARD MEMBERS, ONE BEING, UH, MS. PV. SO, UH, AS MOST OF YOU KNOW, BY NOW, UH, ERIN WILL BE STEPPING AWAY. THIS WILL BE HER, UH, FINAL MEETING. UH, IF YOU WANT TO PULL OUT PRESENTATION MODE SO WE CAN SEE MS. P IF YOU LIVE THERE, PLEASE. THIS, THIS WILL BE HER FINAL MEETING. SO I JUST WANTED TO TAKE A MOMENT TO ACKNOWLEDGE HER AND, UH, ACKNOWLEDGE, UH, ALL THE THINGS THAT SHE'S DONE, UH, WITH AND FOR THE BOARD OVER THE LAST TWO YEARS. UH, OVER THE LAST TWO YEARS, SHE'S BECOME, UH, VERY POPULAR AND, AND, AND VERY BUSY. UH, YOU KNOW, AS YOU KNOW, ERIN, UH, UH, WORKS AS AN ARCHITECT AT HKS. UH, SHE, YOU KNOW, SHE RUNS HER TEAM AT HKS. UH, YOU KNOW, SHE WAS VOTED, UH, TOP 40 OR 40 UNDER 40 BEST ARCHITECTS HERE RECENTLY. UH, I THINK SHE'S PART OF THE RESEARCH FOUNDATION AT, AT CORNELL. SHE RUNS HER OWN PODCAST. NOW. SHE HAS A YOUNG CHILD AT HOME, UH, RIGHT NOW WHO'S SICK, BY THE WAY. UH, BUT SHE CAN ALWAYS BE DEPENDENT ON TO SHOW UP AND BE AVAILABLE AND BE RESPONSIVE, UH, AND CONTRIBUTE, UH, EVERYTHING THAT SHE CAN TO EVERYTHING THAT WE'VE DONE. SO, UH, I WANNA PERSONALLY THANK YOU, ERIN, FOR EVERYTHING THAT YOU'VE DONE. UH, YOU KNOW, EVEN GOING BACK TO THE RETREAT, HELPING US GETTING ORGANIZED AND, AND DOING ALL THE STUFF THAT YOU DID WITH THE WHITEBOARD SESSION, WHICH REALLY HELPED, UH, SET US UP AND SPRINGBOARD US, UH, UH, FOR THE TRANSITION BACK OVER TO ECO DEV TO KIND OF HELP US, UH, ORGANIZE WHAT WE WANTED TO DO AND, AND HOW TO DO IT. SO, UH, I WANT TO THANK YOU FOR, UH, EVERYTHING THAT YOU'VE DONE AND ALL OF YOUR CONTRIBUTIONS. AND, UH, YOU KNOW, YOU'LL, YOU'LL SEE A LOT MORE GOOD THINGS COMING OUTTA THE, UH, OPPORTUNITY FUND, UH, HERE SOON. AND FEEL FREE TO TAKE CREDIT FOR ANY AND ALL OF IT BECAUSE YOU, YOU WOULD'VE HAD A PART, UH, IN THAT. SO, UH, I JUST WANNA TAKE A MOMENT TO, TO ACKNOWLEDGE YOU AND SAY THAT. AND, AND NOW I'LL OPEN IT UP FOR ANYONE ELSE WHO, UH, HAS ANY COMMENTS FROM MS. P. THANK YOU SO MUCH. THIS IS V BROOKS. I APPRECIATE IT. THANK YOU. V THANK YOU LEANDER. ERIN, I APPRECIATE ALL YOU'VE DONE, ERIN, THANK YOU SO MUCH. WE'LL MISS YOU. THANK YOU SO MUCH FOR YOUR, FOR YOUR LEADERSHIP AND ALWAYS FOR YOUR THOUGHTFULNESS AND HELPING US TO MOVE FORWARD. AND, UM, WE HOPE TO SEE YOU AROUND. BUT JUST THANK YOU FOR EVERYTHING. THANK YOU. PLEASURE, ERIN, THIS IS BILL DAWKINS. YOU WON'T SEE MY FACE ON THE SCREEN 'CAUSE I'M HERE IN PERSON AT THE MEETING, BUT I REALLY DID APPRECIATE YOUR LEADERSHIP AND WILLINGNESS TO ALWAYS PITCH IN AND, UH, TAKE CHARGE AND CONTRIBUTE YOUR THOUGHTS. IT WAS VERY MUCH APPRECIATED. SO WE'LL DEFINITELY MISS YOU HERE AND, UH, I HOPE YOU THE VERY BEST. THANK YOU. THANK YOU SO MUCH. HEY, AARON, THIS IS CARL ENRIQUEZ. I JUST WANTED TO SAY IN A VERY SHORT TIME THAT WE HAD A CHANCE TO, TO CONNECT, I COULD TELL YOU'RE A VERY PASSIONATE PERSON ABOUT THE THINGS THAT YOU COMMIT YOUR TIME TO. UM, AND WAS I ALWAYS VERY APPRECIATIVE ABOUT YOUR PERSPECTIVE AND, YOU KNOW, LIKE THE, THE ENERGY THAT YOU BROUGHT TO, TO OUR GROUP, UM, WISH YOU ALL THE BEST IN YOUR FUTURE ENDEAVORS. THANK YOU. I, IT IS JUST BEEN SUCH AN HONOR. UM, AS OF TODAY, I NOW HAVE TWO REPLACEMENTS FOR, FOR ME, UM, ONE FROM MY DISTRICT AND ONE FROM ANOTHER THAT I'M WORKING ON. UM, AND MORGAN PINCH, WHO IS A ARCHITECT FROM HKS, IS AMAZING. UM, AND, UH, I'M GONNA BE TALKING WITH THE OTHER INDIVIDUAL AS WELL, UM, IN DISTRICT 14. AND I HOPE THAT THEY CAN TOTALLY SUPPLEMENT AND, UM, THEY SEEM TO HAVE A REALLY STRONG HEART FOR THIS. AND, UM, I JUST REALLY LOOK FORWARD TO LIKE CONTINUING TO BE A CHEERLEADER AND ADVOCATE FOR ALL OF THIS AMAZING WORK. AND IT MAKES ME SO HAPPY TO BE A PART OF [00:10:01] THIS. AND IT'S BEEN SUCH AN HONOR GETTING TO WORK WITH YOU ALL AND GETTING TO KNOW YOU. AND JUST THANK YOU SO MUCH TO ALL OF YOU AND TO LEANDER AND THE CITY OF DALLAS. AND THANK YOU. SO YOU SEE, IT'S GONNA TAKE TWO PEOPLE TO REPLACE YOU. . THERE YOU GO. THERE YOU GO. WELL, THANK YOU SO MUCH, AARON. UH, WE ALL, WE ALL THANK YOU AND APPRECIATE YOU, UH, ONCE AGAIN. SO THANK YOU. UM, AND, AND FOR THOSE WHO, WHO MAY NOT BE AWARE, UH, UH, MR. LEVINE IS ALSO, UH, STEPPING AWAY DUE TO TIME COMMITMENTS. I DON'T THINK HE'S ON, UH, WITH US, UH, THIS EVENING. UH, BUT, UH, HE WILL BE STEPPING AWAY AS WELL. UH, I KNOW, YOU KNOW, HE RUNS HIS OWN REAL ESTATE BUSINESS. HE DOES MUCH MARKETING AND CONSULTING. UM, YOU KNOW, HE'S A PART OF BRENTWOOD HEIGHTS, UH, COMMUNITY, UH, DEVELOPMENT. UH, AND, UH, HE'S GONNA CONTINUE DOING THE GREAT WORK THAT HE'S DOING IN THE COMMUNITY. UH, HE'S EXPRESSED THE NEED TO, TO, UH, ADDRESS SOME OF THE PROBLEMS, UH, ON THE GROUND WITHIN HIS DISTRICT, UH, IN A MORE HANDS-ON WAY, UH, THAT THAT, THAT HE FEELS, UH, REALLY NEEDS HIS ATTENTION. SO, UM, UH, HE, IF YOU TALK TO HIM, UH, UH, YOU KNOW, THIS WAS, WOULD BE HIS LAST MEETING, UH, AS WELL. SO, UH, YOU KNOW, FEEL FREE TO REACH OUT TO HIM, BUT I WANT TO, TO PUBLICLY ACKNOWLEDGE HIM, UH, AS WELL IF HE EVER, YOU KNOW, WATCHES THIS DOWN THE ROAD TO SAY THAT WE APPRECIATE HIS CONTRIBUTIONS AS WELL. UH, YOU KNOW, UH, SPECIFICALLY, YOU KNOW, THE MARKETING, UH, PROGRAM, UH, THAT HE PUT TOGETHER, UH, THAT MOST OF US SAW DURING THE, THE LAST PRESENTATION I THOUGHT WAS REALLY HELPFUL AND, AND HELPING US, UH, UH, GET SOME THINGS OUT ON PAPER THAT WE HAD BEEN TALKING ABOUT. SO I WANTED TO RECOGNIZE MR. LEVINE AS WELL. SO JUST WANNA MAKE SURE THAT EVERYBODY WAS INFORMED OF, UH, FOLKS THAT WERE, UH, ON THE BOARD AND WILL NO LONGER BE WITH US AND MAKE SURE THAT WE ACKNOWLEDGE ALL THOSE CONTRIBUTIONS. SO THANK YOU SO MUCH AGAIN, UH, MS. PV, AND I KNOW YOU HAVE A SICK CHILD AT HOME, SO, UH, WHENEVER YOU HAVE TO PEEL OFF, UH, YOU KNOW, FEEL FREE TO FEEL FREE TO DO SO. SO, OKAY, THANK YOU SO MUCH. YOU'RE WELCOME TO STAY ON. SO, ALRIGHT. THANK YOU TIFFANY. ABSOLUTELY. ABSOLUTELY. ALRIGHT, SO WE'LL MOVE ON TO OUR NEXT AGENDA ITEM, UH, WHICH WILL BE AGENDA ITEM NUMBER SIX, WHICH WILL BE OUR SUBCOMMITTEE REPORTS. UH, WE WILL BEGIN WITH THE BUSINESS, UH, STRATEGIC DEVELOPMENT SUBCOMMITTEE, UH, CHAIR BY MS. KIMBERLY SIMS. UM, I UNDERSTAND THAT THERE WERE SOME, UH, THINGS ON THE NOFA SIDE THAT, UH, YOU GUYS WERE DISCUSSING, UH, MAYBE, UH, YOU KNOW, IN CONCERT WITH THE MARKETING SUBCOMMITTEE AS WELL. SO, MS. SIMS, I'LL LET YOU, UH, TEE THAT UP AND, AND TEE UP, UH, UH, MR. SARAH, UH, FOR AN UPDATE AND, UH, AS TO WHAT YOU GUYS HAVE BEEN DOING ON YOUR SIDE. SO THANKS EVERYONE. UH, UNFORTUNATELY OUR LAST MEETING, UH, HAD TO BE CANCELED FOR LACK OF A QUORUM, BUT I WAS ABLE TO STAY BEHIND AND WORK WITH STAFF ON MAKING SOME ADJUSTMENTS TO THE NOTEBOOK APPLICATION. UM, NICHOLAS AND HEATHER HAD STARTED, UH, MAKING SOME CHANGES, AND THEN I HAD SOME ADDITIONAL EDITS THAT WE KIND OF SPENT THE EVENING TALKING THROUGH, WANTING TO MAKE SURE THAT EVERYTHING WAS CLEAR AS FAR AS HOW THE APPLICATION PROCESS WORKS, UM, AS WELL AS UNDERSTANDING, YOU KNOW, SOME OF THE METRICS, SOME OF THE INFORMATION, I'M SORRY, SOME OF THE INFORMATION, YOU KNOW, THAT WE NEED FOR METRICS. YOU KNOW, HOW MANY PEOPLE ARE YOU SERVING? UM, YOU KNOW, HOW ARE THE PEOPLE, YOU KNOW, HOW ARE YOUR FOLKS RECRUITED AND, AND ALL THAT GOOD STUFF. AND, AND I THINK WE HAVE A PRETTY SOLID NOFA APPLICATION NOW, UM, BUT WE ARE READY TO, UM, READY TO MOVE FORWARD WITH. WE DID ALSO, IN ADDITION TO THAT, THERE ARE A COUPLE OF THINGS, UM, LEAN THAT YOU ORIGINALLY CHARGED US WITH, YOU KNOW, THINKING ABOUT, UM, OUTREACH. AND THOSE ARE THINGS WE HAD BEEN TOUCHING ON IN MARKETING. SO WE KIND OF TOOK THAT OUT OF OUR COMMITTEE AND GAVE IT TO CARL AND HIS COMMITTEE, UM, SO THAT WE CAN HAVE, UM, YOU KNOW, CLEAR LINES, THERE'S NO OVERLAP OR, OR DOUBLE WORK THERE. AND THAT'S IT FOR MY LITTLE REPORT THERE. ALRIGHT, THANK YOU CHAIRWOMAN SIMS, UM, NICHOLAS, AND I KNOW YOU HAVE, UH, UH, YOU KNOW, A PRESENTATION OR, AND, OR SOME UPDATES, UH, TEED UP. SO, UM, AT THIS TIME, I WILL TURN IT OVER TO YOU, UM, TO GO THROUGH THOSE UPDATES AND WE'LL HOLD ALL QUESTIONS TO THE END FOR, FOR MR. RA. UH, THANK YOU, MR. CHAIR. SO, YEAH, I WANNA UPDATE YOU GUYS, [00:15:01] UH, QUICKLY ON SOME OF THE CHANGES WE MADE TO THE NOTICE OF FUNDING AVAILABILITY FOR THE HUMAN DEVELOPMENT PROGRAM FOR THE SOUTH DALLAS FAIR PARK OPPORTUNITY FUND. UH, I WAS PRETTY EXCITED TO REVAMP THIS, AND SO WE, UH, HEATHER AND I KIND OF TALKED ABOUT SOME OF THE CHANGES THAT NEED TO BE MADE, AND THERE WERE KIND OF THREE MAJOR POINTS WE WANTED TO HIT. WE WANTED IT TO BE MADE MORE ACCESSIBLE AND EASIER TO USE. WE WANTED TO BRING IT IN LINE WITH BEST PRACTICES OF OTHER RFPS AND NOVAS THAT EXIST OUT IN THE UNIVERSE. AND WE WANTED TO OPTIMIZE THE APPLICATION TO EXTRACT THE INFO THAT WE NEEDED SO THAT WE COULD MAKE DECISIONS, UH, AS PART OF THIS ADVISORY BOARD. AND SO YOU'LL SEE WE MADE, UH, A HANDFUL OF CHANGES. UH, FIRST, YOU KNOW, WE MADE CHANGES THAT, UH, REFLECT THE NEW AMENDMENTS THAT, UM, HEATHER JUST MADE EARLIER IN THE MEETING, UH, TO MARY. UH, SO IT'S MARRIED TO THE PROGRAM STATEMENT. SO THAT WAS THE FIRST THING. UH, THE SECOND IS YOU'LL NOTICE IS YOU REVIEWED THE NOFA THAT IT'S LONGER. AND SO TO BRING IT IN LINE WITH BEST PRACTICES, WE WANTED TO ADD IN A LOT OF, UH, BACKGROUND INFORMATION, INCLUDING ELIGIBILITY CRITERIA AND RESTATING THE PROGRAM GOALS. WE WANT FOLKS WHO ARE CONSIDERING TO APPLY FOR A GRANT TO KIND OF KNOW EXACTLY WHAT THE EXPECTATIONS ARE. AND SO WE THOUGHT IT WAS IMPORTANT TO ADD THAT BACK IN. A NEW FEATURE IS THE APPLICATION CHECKLIST. UM, AND YOU KNOW, WE, YOU KNOW, APPLICANTS ARE REQUIRED TO SUBMIT A NUMBER OF DIFFERENT ATTACHMENTS TO THEIR APPLICATION, AND IT CAN BE COMPLICATED TO KEEP TRACK OF ALL OF THEM. AND SO THE CHECKLIST IS TO HELP APPLICANTS KIND OF STREAMLINE THEIR PROCESS AND TO ENSURE THAT THEY ARE SUBMITTING A FULL AND COMPLETE SUBMISSION, WHICH WE THINK IS INCREDIBLY IMPORTANT. UM, IN ADDITION TO THAT, WE WANTED TO KIND OF RESTRUCTURE AND TIE THE WAY WE ASKED QUESTIONS. AS YOU ALL KNOW, LAST YEAR, THE WAY THE SUBMISSION REQUIREMENTS WORKED IS, YOU KNOW, THEY REQUESTED A 10 PAGE, UH, PROPOSAL. AND WITHIN THERE, THERE WERE A NUMBER OF QUESTIONS THAT WE ASKED THEM TO ANSWER. AND IT MADE IT DIFFICULT SOMETIMES FOR US TO FIND THE INFORMATION WE NEEDED. AND IF THERE WAS AN ORGANIZATION THAT MAYBE WASN'T CONFIDENT ABOUT AN ANSWER, THEY WOULD KIND OF BURY IT IN THERE. AND SO WE KIND OF WANTED TO AVOID ALL OF THAT. AND SO WE ARE DEVELOPING A NEW APPLICATION FORM THAT'S NOT GONNA ASK JUST FOR 10 PAGES OF INFORMATION, BUT INSTEAD IT'S GOING TO LIST OUT ALL THE DIFFERENT QUESTIONS THAT WE NEED THEM TO ANSWER AND GIVE THEM CHARACTER LIMITS TO ANSWER THAT EXACT QUESTION. AND SO WE THINK THAT'S ONE WAY TO KIND OF ENSURE THAT WE'RE GETTING GOOD QUALITY INFORMATION, UH, FROM THE APPLICANTS, AND IT'S SOMETHING THAT A LOT OF OTHER ORGS ARE ALSO DOING TO ENSURE THEY GET WHAT THEY NEED. AND SO WE THOUGHT THAT WAS IMPORTANT. UM, FINALLY, YOU KNOW, WE ARE LOOKING TO TEMPLATIZE THINGS THAT MAKE SENSE. AND SO WE ARE GONNA MAKE TWEAKS TO THE BUDGET TEMPLATE, AND WE'RE GONNA GIVE FOLKS THE OPPORTUNITY TO DOWNLOAD AN EXCEL FILE SO THEY CAN CUSTOMIZE THAT BUDGET, UM, FOR EASE OF THEIR OWN USE. AND WE'RE GONNA LOOK AT WAYS TO TEMPLATIZE THE BUDGET NARRATIVE, BECAUSE AS YOU ALL KNOW, IT'S AN INCREDIBLY IMPORTANT PIECE, ESPECIALLY DURING THE COMPLIANCE SPACE. AND SO WE NEED THE BUDGET NARRATIVES, UH, TO MATCH WITH THE BUDGET AND TO BE DETAIL ORIENTED. AND SO WE'RE GONNA LOOK AT WAYS TO TURN THAT INTO A TEMPLATE SO APPLICANTS CAN DOWNLOAD IT AND JUST FILL IT IN. UH, AND SO DOUG, THAT'S BA THOSE ARE BASICALLY ALL THE CHANGES THAT WERE MADE TO THE NOFA, UH, WHICH, YOU KNOW, I THINK IS VERY MUCH IMPROVED UPON. THANK YOU VERY MUCH FOR THAT REPORT. MR. VARA, ARE THERE ANY QUESTIONS, COMMENTS, OR FEEDBACK, UH, TO SOME OF THE CHANGES THAT HAVE BEEN MADE TO THE NOPA? MR. RODRIGUEZ? UH, THANK YOU AGAIN, NICHOLAS. UM, QUESTION FOR YOU REGARDING THE CHECKLIST. UM, WHEN WILL WE BE ABLE TO SEE THAT CHECKLIST? IS IT, I DON'T, I DON'T THINK IT WAS INCLUDED IN THE ATTACK, WAS IT? MY, YEAH, IT'S IN ONE, IT'S ONE OF THE EXHIBITS AT THE VERY END. UH, BUT IT'S, IT'S INCLUDED IN THE, IN THE PDF THAT WAS SENT OUT ON FRIDAY. IT'S EXHIBIT B. PERFECT. 12. THAT MY OVERSIGHT. PAGE 12. 12. OKAY. ANY OTHER QUESTIONS, COMMENTS, OR FEEDBACK? MS. BROOKS? UM, IN TERMS OF NEXT STEPS, WHAT WOULD BE THE PROCESS FOR UPDATING IT AND IF THERE ARE PAST, UM, APPLICANTS, WOULD THEY BE NOTIFIED EARLY OF THE CHANGES? SO THAT I, I NOTE THAT WITH THE 13 THAT HAD BEEN INVOLVED IN A PROCESS BEFORE, THERE MAY BE TWO, THAT THAT WOULD PROBABLY BE, UM, REAPPLYING, LET ME SAY IT THAT WAY TOO. [00:20:01] IT LOOKS LIKE THEY MAYBE REAPPLYING, WOULD THEY BE, UH, ABLE TO USE THIS NEW PROCESS AND THE OUTREACH TO THEM BE MADE EARLY? Y YES. SO ANYBODY WHO'S APPLYING IN THE FEBRUARY CYCLE OR THE NEW CYCLE WILL BE USING THIS APPLICATION ONCE IT'S FINALIZED. SO WE, WE STILL NEED TO PUT IT INTO A PDF VERSION AND CREATE THE CHARACTER COUNT LIMITS. AND ASSUMING THE FEEDBACK TODAY IS GOOD, RIGHT? IF FEEDBACK TODAY SAYS THERE'S STILL MORE WORK TO DO, WE'LL BRING BACK ANOTHER VERSION OF THIS. BUT ASSUMING THAT, YOU KNOW, EVERYBODY IS COMFORTABLE WITH THIS AS KIND OF THE TEMPLATE FOR THE APPLICATION, WE WOULD USE THAT FOR THE NEXT CYCLE. UM, SO ANYBODY WHO IS A NEW APPLICANT WOULD NOW BE USING THIS NEW DOCUMENT. AND I'M SURE, YOU KNOW, WE, WE HAVE THE INFORMATION SESSIONS USUALLY WITH THE NOFA, UM, AND I'M SURE STAFF WILL BE ABLE TO TALK THROUGH SOME OF THOSE CHANGES AS WELL. THANK YOU MS. SIMS. UH, MS. PEEVY, I JUST WANTED TO SAY, THIS IS WHY I WANTED TO STAY ON THIS IS TO LIKE, SEE I AM JUST OVERJOYED TO SEE THIS TYPE OF PROGRESS. I FEEL LIKE THIS IS WHAT I'VE BEEN HOPING FOR FOR MANY YEARS AND I'M JUST LIKE, NICHOLAS, HEATHER, CARL, KIMBERLY, LIKE, EV EVERYBODY. THANK YOU. THIS FEELS SO, LIKE TO HAVE A CHECKLIST, TO HAVE THESE ASPECTS WHERE WE'RE TEMPLATIZING THIS TO HAVE IT TO, TO WHERE, YOU KNOW, COMPLIANCE IS ALWAYS GONNA BE HARD, BUT AT LEAST WE'RE SHOWING THEM WHAT IT LOOKS LIKE, YOU KNOW WHAT I MEAN? UM, AND IT JUST OVERJOY ME. SO THANK YOU FOR YOUR WORK AROUND THIS. IT'S GREATLY APPRECIATED. I WOULD JUST ADD THAT FEEDBACK. UH, WHO, OH, SORRY. MR. CHAIR. UH, YES. WHO'S SPEAKING? THIS IS DOUGLAS DUN SAVAGE, DISTRICT NINE. OH, MR. DUN SAVAGE. GO AHEAD. I WOULD JUST ADD ON TO, UM, WHAT HAS BEEN SAID, BUT I REALLY LIKE THE CHECKLIST. I THINK THAT THAT IS AN EASY WAY TO SORT OF STREAMLINE THE INFORMATION THAT'S COMING IN AND IT MAKES IT SO MUCH, UH, EASIER BECAUSE IT, IT, UM, IT ALSO PROVIDES CLARITY TO THE APPLICANTS, UH, IN TERMS OF FEELING LIKE THEY'RE GETTING WHAT THEY SHOULD BE GETTING IN. AND THE MORE THAT YOU SORT OF HAVE THAT CHECKLIST, I KNOW IN DOING GRANTS IN THE NONPROFIT WORLD AND APPLYING FOR AND PUTTING THE OTHER PROPOSALS LIKE THIS, UM, A CHECKLIST WAS ALWAYS WELCOME. AND, AND I THINK THAT THAT'S A HU THAT'S A REALLY NICE STEP IN, IN LOOKING AT AND REVIEWING IT. SO JUST WANTED TO GIVE YOU KUDOS. THANKS FOR THOSE COMMENTS, MR. DUN SAVAGE, ANY OTHER QUESTIONS, COMMENTS OR FEEDBACK ON THE UPDATES? HEARING NONE REALLY QUICKLY. UH, MS. SKA, UM, ASSUMING THAT THE, THE FEEDBACK IS, IS, IS POSITIVE AROUND WHAT WE HAVE, UH, SHOULD WHAT, WHAT'S THE PROCESS? IF THERE'S SOMETHING THAT NEEDS TO BE ADDED DOWN THE LINE, THIS DOESN'T NEED TO GO TO CITY COUNCIL DOES IT? OKAY. OKAY. SO THAT, THAT CAN BE AN ITERATIVE PROCESS OF SOMEBODY, CORRECT. AND YOU CAN GO TO THE, YOU KNOW, FOR EVERYBODY, UH, ON, ON THE PHONE, YOU CAN GO TO, TO, UH, CHAIRWOMAN SIMS COMMITTEE AND PROPOSE THOSE CHANGES AND THEN, UH, HAVE THOSE, UH, INCORPORATE AND THEN WE CAN BRING 'EM BACK MUCH LIKE WHAT WE'RE DOING NOW AND INCORPORATE THOSE, SHOULD THERE BE SOMETHING ELSE THAT COMES UP THAT SHE, THAT SHE DIDN'T THINK OF THAT YOU THINK MAY BE HELPFUL DOWN THE ROAD. SO I JUST WANNA THROW THAT OUT THERE TO MAKE SURE THAT, UH, YOU KNOW, IF WE TAKE ACTION ON SOMETHING TODAY, IT'S, IT'S NOT THE END ALL BE ALL. WE CAN STILL GO IN AND, AND MODIFY THINGS AS WE GO. AND I WOULD SUGGEST THAT THERE IS, IS ADDITIONAL FEEDBACK. WE GET THAT IN THE NEXT MONTH OR SO, SO THAT WE CAN LOCK IN FOR THE FEBRUARY CYCLE. SO WHEN WE START INFORMATION SITE, YOU KNOW, WE DON'T WANNA BE HAVING A GOAL SEEK KIND OF SITUATION. UM, SO IF WE CAN GET ANY COMMENTS IN BY THE END OF THIS YEAR, THEN WE'LL BE READY TO GO FOR THE 2025 FEBRUARY NOFA CYCLE. GREAT POINT, GREAT POINT. PERFECT. UH, ARE THERE ANY OTHER QUESTIONS, COMMENTS, OR FEEDBACK, UH, ABOUT THE NOFA UPDATES, UH, IN THE APPLICATION? OKAY, I'M HEARING THAT, UH, WHO'S, SO CAN YOU HEAR ME? WHO'S THAT? I'M SORRY. . THIS IS KIMBERLY SIMS. OKAY. I ALSO WANTED TO MENTION, UH, FOR, FOR MY COMMITTEE REPORT, WE ALSO STARTED LOOKING AT THE LOAN APPLICATION, UM, YOU KNOW, TO MAKE SURE THAT EVERYTHING WAS IN LINE WITH THAT. SO THE QUESTIONS THAT I HAD STAFF WAS ABLE TO ANSWER A LOT OF THOSE QUESTIONS. UM, A LOT OF THE INFORMATION THAT WE WERE ASKING ABOUT IN EARLIER COMMITTEE MEETINGS, YOU KNOW, UM, HOW ARE WE VERIFYING THE BUSINESS AND, YOU KNOW, ALL THESE OTHER THINGS, UM, THOSE SEEM TO BE MOVING [00:25:01] PRETTY WELL. BUT AGAIN, UM, IF YOU ALL HAVE ANY QUESTIONS OR COMMENTS ABOUT THE LOAN APPLICATION, UM, PLEASE GET WITH HEATHER AND NICHOLAS ABOUT THAT SO THAT THAT CAN BE UPDATED SOONER THAN LATER. THANK YOU FOR THAT. CHAIRWOMAN SIMS, DID ANYBODY HAVE ANY, UH, FURTHER QUESTIONS, COMMENTS OR FEEDBACK, UH, ABOUT ANYTHING REGARDING THE NOFA IN THE APPLICATION AND OR, UH, INPUTS FOR, UH, GOING THROUGH THIS SAME PROCESS WITH, WITH THE LOAN APPLICATION? ANYBODY HAVE ANY QUESTIONS ABOUT THAT? OKAY. I'M HEARING NONE. UH, SO THANK YOU. THANK YOU VERY MUCH, UH, CHAIRWOMAN SIMS FOR THAT SUBCOMMITTEE REPORT. AND SO NOW WE'LL MOVE ON TO THE MARKETING SUBCOMMITTEE REPORT, UH, BY, UH, MS. UH, CHAIRMAN, UH, MARQUEZ. ENRIQUEZ. EXCUSE ME. THANK YOU, MR. CHAIR. UM, GOOD EVENING EVERYONE. SO, UH, A NUMBER OF UPDATES FOR YOU TODAY. UH, FIRST WITH THE, WITH OUR RECENT SOUTH DALLAS FAIR PARK OPPORTUNITY FUND PROGRAM PAGE ON THE ECO DEV WEBSITE. UH, AS OF LAST WEEK, WE HAVE UPDATED THE LANGUAGE ON THAT WEBSITE JUST TO REFLECT A LITTLE BIT MORE SIMPLICITY ABOUT THE PROGRAM, AS WELL AS, UM, SOME INFORMATION ON HUMAN, THE, OUR HUMAN DEVELOPMENT INITIATIVE, EXCUSE ME, HUMAN DEVELOPMENT INITIATIVES AND ECONOMIC DEVELOPMENT INITIATIVES, UM, JUST TO MAKE IT AS CLEAR AND CONCISE AS TO WHAT OUR, UM, WHAT OUR FOCUS IS ON THE, ON THE PROGRAM. UM, SO OUR NEXT STEPS WITH THAT PAGE WOULD BE TO ADD SOME MEDIA. THERE'S THE ABILITY TO ADD A MEDIA REEL, UH, WITH PHO, UH, PHOTOGRAPHS OR ANY VIDEOS. I KNOW RECENTLY WE, WE HAD CONDUCTED THE BOARD TOUR OF THE SOUTH DALLAS FAIR PARK AREA. SO IF THERE'S ANY IMAGES THAT ANYONE HAS OUT THERE, IF YOU WANNA FUNNEL 'EM MY WAY OR ANY, ANYONE ON THE SUBCOMMITTEE'S WAY, UM, WITH A CAPTION OF WHAT THE IMAGE WAS FOR, WE CAN WORK THE WITH STAFF TO GET THAT UPDATED. ON THE, ON THE PAGE. I THINK I SEE A HAND, MISS, MISS PEEVY, SORRY, I DIDN'T WANNA CUT YOU OFF, BUT I WAS LIKE, OH, I TOOK SO MANY PHOTOS FROM LIKE, DIFFERENT PERSPECTIVES TRYING TO GET THE WHOLE GROUP INVOLVED, LIKE, SO I HAVE A MILLION. UM, I WOULD LOVE IF YOU COULD JUST REACH OUT. I, OR I'LL TRY TO LIKE CREATE A GOOGLE FOLDER AND INVITE YOU TO IT, AND THEN YOU CAN JUST DOWNLOAD WHICHEVER ONES YOU WANT. UM, 'CAUSE THERE'S A TON FROM LIKE, EACH OF THE DIFFERENT SITES. UM, SO YEAH. PERFECT. I'LL DEFINITELY REACH OUT. THANK YOU, MS. PEEV. SO THAT WILL BE OUR NEXT STEP IS, UH, INTEGRATING THAT REEL WITH STAFF TO MAKE SURE WE CAN HAVE SOME MEDIA ON THERE. UH, THERE'S A LINK ON THE, UM, ON OUR, OUR PROGRAM PAGE THAT TAKES US TO THE BOARD, DALLAS BOARDS AND COMMISSIONS PAGE. UH, OUR NEXT STEP IS WORKING WITH STAFF TO SEE HOW WE CAN GET THAT, THAT PAGE UPDATED, BECAUSE THERE'S SOME, SOME OLDER INFORMATION AS WELL AS, UM, SOME REFERENCES TO THE, TO THE SMALL BUSINESS CENTER AND OUR PREVIOUS STAFF THAT WAS SUPPORTING US. SO WE JUST WANNA GET THAT INFORMATION UPDATED SO THAT WAY EVERYTHING IS KIND OF IN SYNC. AND, UM, SAYING THE SAME, THE SAME WORDS. UM, OUR FOCUS FOR THAT IS, IS TO GET THAT COMPLETE BY BY JANUARY. OUR NEXT PIECE IS A MARKETING COLLATERAL HANDOUT THAT WE'VE BEEN, WE'VE BEEN TALKING THROUGH. UH, SO WE'RE WORKING WITH STAFF RIGHT NOW TO PRODUCE A MARKETING COLLATERAL HANDOUT THAT WE CAN UTILIZE GETTING INTO THE NEW YEAR. UM, STAFF IS WORKING WITH COMMS TO WORK UP TWO DIFFERENT VERSIONS. UH, ONE THAT IS A BIT MORE PEOPLE FOCUSED, UM, WITH PEOPLE IMAGERY, AND ANOTHER ONE THAT'S A BIT MORE INFOGRAPHIC FOCUSED. UM, OUR OBJECTIVE THERE IS JUST TO HAVE A VERY CONCISE WAY TO COMMUNICATE, YOU KNOW, OUR, OUR PROGRAM AS WELL AS, YOU KNOW, OUR INITIATIVES FROM HUMAN DEVELOPMENT VERSUS ECONOMIC DEVELOPMENT IN ONE CONCISE FASHION IN BOTH ENGLISH AND SPANISH. UM, AND, YOU KNOW, HAVE ONE OF THOSE WORKED UP BY OUR JANUARY MEETING, SO THAT WAY THE BOARD CAN TAKE A LOOK AT IT AND WE CAN VOTE ON WHICH, WHICH, UM, WHICH COLLATERAL WE WANT TO UTILIZE. UM, SO A A BIG FOCUS OF THE INFORMATION THAT'LL GO INSIDE OF THAT COLLATERAL, UM, IS, YOU KNOW, THE, THE LANGUAGE THAT WE RECENTLY UPDATED ON THE PAGE, UTILIZING SOME OF THAT LANGUAGE TO JUST KIND OF BE CON, UH, CONSISTENT WITH OUR COMMUNICATION. UM, INCLUDE A PICTURE OF THE SERVICE MAP BOUNDARY AREAS, UM, AND EVEN SOME STATISTICS ON PAST AWARDS FROM, LET'S SAY 20 23, 20 22, 20 21 ON JUST, UM, HUMAN DEVELOPMENT AND ECONOMIC DEVELOPMENT AWARDS THAT WE'VE MADE. UM, AND THEN OF COURSE ALSO INCLUDE CONTACT INFORMATION. SO AGAIN, OUR TIMING FOR THAT IS, IS JANUARY, 2025, UM, WHERE WE HOPE TO HAVE A ROUGH DRAFT COMPLETED FOR US TO TAKE A LOOK AT OUR, IN OUR NEXT MARKETING SUBCOMMITTEE MEETING, AND THEN ULTIMATELY PRESENT TO THE BOARD AT OUR MEETING IN JANUARY. UM, SO OUR, OUR LAST PIECE, IT BRINGS US TO Q1 EVENTS. [00:30:01] UH, RECENTLY IN OUR RECENT SUBCOMMITTEE MEETING, WE HAD A DISCUSSION WITH STAFF ON, UH, UPCOMING NOFA SESSIONS IN FEBRUARY, UM, INFORMATION SESSIONS. UH, SO THE TIMING FOR THOSE IS GONNA BE IN THE BEGINNING OF, OF FEBRUARY. UH, STAFF, WE WORKED WITH STAFF TO IDENTIFY THE NEED FOR TWO SESSIONS. UM, AND, UH, RIGHT NOW OUR BIGGEST NEED IS IDENTIFYING LOCATIONS, YOU KNOW, ACROSS THE AREA THAT COULD HOST INFO SESSIONS FOR US TO, YOU KNOW, EXECUTE. UM, KIND OF SIMILAR TO HOW PREVIOUS STAFF DID, UH, EARLIER THIS YEAR. UM, SO WE'VE IDENTIFIED PLACES LIKE SOUTH DALLAS CULTURE CENTER, VISTA BANK, LA UH, THE LATINO CULTURE CENTER, BILL J PRIEST INSTITUTE. UM, AND THERE HAVE BEEN A FEW OTHER BOARD MEMBERS THAT HAVE REACHED OUT WITH SOME OTHER, UM, IDEAS. UH, IF YOU HAVE ANY IDEAS OF PLACES THAT YOU FEEL WOULD BE EXCELLENT OPPORTUNITIES FOR US TO, UH, HAVE THESE NOFA INFO SESSIONS HOSTED, PLEASE REACH OUT TO MYSELF, ANYONE ON THE SUBCOMMITTEE OR EVEN STAFF, UM, WITH THE, THE NAME OF THAT PLACE AS WELL AS A CONTACT THAT YOU MIGHT HAVE THERE. UM, SO THAT WAY WE COULD EXPLORE THAT OPPORTUNITY AS WELL. AND LAST PIECE, UM, REGARDING Q1 EVENTS, UM, IS OUR CONTINUE TO WORK TO IDENTIFY AN EVENT FOR US TO DO TABLING THAT'S A BUSINESS OR COMMUNITY, UH, RELATED EVENT. RECENTLY WE HAD SOME CONVERSATION ABOUT A BUSINESS BANKING AND BREAKFAST NETWORK SERIES THAT OCCURS AT THE SOUTH DALLAS FAIR PARK INNOVATION CENTER ONCE A MONTH. UM, SO EXPLORING OPPORTUNITY TO, UM, SEE IF THERE'S AN OP, IF WE CAN, UH, BE THERE, UH, YOU KNOW, HAND OUT SOME OF OUR COLLATERAL THAT WE'RE, WE'RE LOOKING TO PRINT OUT JUST TO CREATE MORE AWARENESS. UM, ANOTHER ONE WAS AT THE INNOVATION CENTER OFF OF MLK AND MALCOLM X, AS WELL AS, UH, POTENTIAL POTENTIALLY WORKING WITH THE DEC AT REDBIRD. UM, SO THAT BEING SAID, AS, UH, AS WE, UH, WE TALKED ABOUT AT PREVIOUS MEETINGS, IF YOU HAVE CERTAIN EVENTS THAT, UH, YOU FEEL WOULD BE A REALLY GREAT OPPORTUNITY FOR OUR PROGRAM TO GET MORE VISIBILITY, PLEASE REACH OUT.
