I JUST WANT TO MAKE SURE THAT WE HIGHLIGHT THE FACT THAT WE'RE GOING TO CONTINUE TO HIGHLIGHT THE WORK THE ADVOCACY, THE ACCOMPLISHMENTS OF OUR WEE TEAM.
JUST AS A BACKUP, WE GO BACK TO SEPTEMBER, WHERE WE HIGHLIGHTED THE INNOVATIVE PLAN FOR ACCOUNTABILITY AND ENGAGEMENT FOR ALL DEPARTMENTS AS THEY TIE INTO THE CITY'S EQUITY RACIAL EQUITY PLAN.
WE KNOW THAT THE DEPARTMENTS HAVE BEEN WORKING AND THEY'VE BEEN GROUPED INTO PORTFOLIOS.
SO THEY'RE ALL WORKING IN WHAT WE NOW REFER TO AS CROSS COLLABORATION ON A REGULAR BASIS TO, TO.
SO THAT WE CAN BEGIN TO OFFSET THIS WHOLE NOTION OF WORKING IN SILOS AND LOOKING FOR THIS GREAT LEVEL OF SUCCESS, WHICH WE CAN'T DO AS AN ISLAND. WE HAVE TO WORK TOGETHER.
AND SO AS WE HEAR TODAY ABOUT THE LIVABLE PORTFOLIO AND EFFORTS TO CLOSE THE GAPS AND CONTINUOUSLY CLOSING GAPS AND DISPARITIES AS IT RELATES TO, WE'LL CALL IT THE REP PLAN, THE RACIAL EQUITY PLAN, AS WELL AS THE EQUITY INDICATORS.
WE REALIZE THAT WE DON'T HAVE MUCH TIME, BECAUSE TIME IS OF THE ESSENCE.
WE KNOW TIME IS VERY IMPORTANT, BUT WE ALSO UNDERSTAND THAT THIS DAY WE CANNOT RECOUP.
SO WHAT WE LEARNED TODAY, WE LEARNED TODAY, AND WE HOPE TO BUILD ON IT STARTING TOMORROW.

THE DALLAS POLICE OFFICER RECRUITING TEAM WILL BE WALKING THROUGH THE APPLICATION PROCESS, THE REQUIREMENTS, AND JUST BEING ABLE TO MAKE THAT CROSS-COLLABORATION CONTACT SO THAT THE SECURITY OFFICERS AND DEPUTY MARSHALS HAVE A FACE TO THE NAME IF THEY ARE INTERESTED IN MOVING INTO THE POLICE ACADEMY.

AND WHAT WE'RE WORKING ON IS IDENTIFYING DIFFERENT CAREER LADDERS AND LATTICES ACROSS DIFFERENT POSITIONS THAT ARE SIMILAR OR THAT COULD ACTUALLY LEAD TO SOMEONE MOVING FROM ONE AREA TO ANOTHER.
FOR INSTANCE, 911 OPERATORS MAY WANT TO MOVE INTO POLICE OFFICER POSITIONS LATER ON.
YOU MAY HAVE 311 OPERATORS THAT MAY WANT TO MOVE INTO TO BE 911 OPERATORS.
SO WE ARE CREATING CAREER LADDERS AND LATTICES BETWEEN ALL OF THOSE AREAS.
AND, AND MAKING SURE THAT WHEN WE RECRUIT A NEW HIRES, SEE THOSE PATHWAYS AND OPPORTUNITIES FOR FUTURE ADVANCEMENT TO HELP THEM GET INTERESTED IN THE JOBS, BUT ALSO SEE THEM AS A OPPORTUNITY FOR A CAREER.
WE ARE COLLECTING MARKET DATA AS WE CREATE THESE LADDERS TO MAKE SURE THAT WE ARE PAYING THEM PROPORTIONAL TO THEIR ADVANCED QUALIFICATIONS AND YEARS OF EXPERIENCE THAT THEY HAVE.
SO INSTEAD OF HAVING THEM ALL IN ONE LEVEL, THEY WILL ACTUALLY START THE MOST JUNIOR POSSIBLE, AND THEN THEY WILL MOVE UP THE LADDER AND EVEN GET OUT OF THAT PARTICULAR AREA INTO A MORE ADVANCED OR BETTER PAY SEGMENT.
ON SLIDE SEVEN, WE TALK ABOUT THE LICENSING CRITERIA REQUIRED FOR THE SECURITY TEAM.
SO THERE IS THERE AN EXPLANATION ON THE DIFFERENCE BETWEEN SECURITY OFFICERS, DEPUTY MARSHALS AND POLICE OFFICERS? CURRENTLY, THERE IS NO, IN SLIDE EIGHT, WE TALK ABOUT THE EXPLANATION BETWEEN THE DIFFERENCE BETWEEN THE CAREER LADDERS OF MARSHALS DALLAS POLICE AND YOU KNOW, PUBLIC SAFETY IN GENERAL.

SO IS THIS DIRECTED TO JUST PEOPLE WHO ARE DALLAS SECURITY OFFICERS CAN COME TO THIS ON THEIR PATHWAY, OR IS IT PRETTY MUCH OPEN TO ANYONE WHO WOULD WANT TO ATTEND FOR THE 18 WE ARE FOCUSING INTERNALLY, HOWEVER, THIS IS A MODEL THAT WE WILL REPLICATE TO ADVERTISE IN GENERAL.

HOW MANY SECURITIES, HOW MANY PEOPLE ARE ON THE SECURITY STAFF NOW? ON THE SECURITY STAFF WE CAN SAY WE HAVE ABOUT 180 PEOPLE.
SO IF WE WANT TO TRY TO GET 5%, LIKE, WHAT'S OUR GOAL? WE WOULD LIKE FOR EVERYONE TO CONSIDER MOVING ON.
SO OUR GOAL IS THAT EVERYONE THAT COMES THROUGH AND WANTS TO MOVE ON CAN MOVE, BECAUSE WE HAVE OPPORTUNITIES AS POLICE OFFICERS THAT EXCEED THAT 180 PEOPLE.
SO WE HAVE THE POTENTIAL TO TURN OVER OUR ENTIRE SECURITY STAFF.
AND SO THEN DO WE HAVE A RECRUITMENT PLAN FOR THAT RECRUIT SECURITY STAFF THAT WOULD THEN BE EMPTY? YES. AND SO THEY AS WE ARE DEVELOPING THESE MATERIALS, WE'RE LOOKING AT BOTH ENDS, ONE, UPSKILLING AND MOVING THEM INTO OTHER ROLES, AND THEN USING THE SAME OPPORTUNITY FOR RECRUITMENT SO THAT PEOPLE THAT ARE COMING IN COME INTO A SECURITY ROLE, UNDERSTANDING THAT THE GOAL IS FOR THEM TO MOVE ON AND TO BECOME POLICE OFFICERS.
WELL, AND I THINK THAT DOVETAILS BEAUTIFULLY INTO WHAT A COUNCIL MEMBER WILLIS SUGGESTED, RIGHT.
AND THEN SO I THINK THAT'S GREAT.
THE OTHER QUESTION THAT I HAD IS WHAT ABOUT THE OTHER WHAT ABOUT THE OTHER SECURITY DEPARTMENTS, THE RANGERS, THE MARSHALS, THE OTHERS WHO MAY WANT TO BECOME OFFICERS? WE'VE BEEN TALKING ABOUT UPSKILLING FOR A LONG TIME.
AND SO THAT WHOLE PROGRAM I'D LIKE TO UNDERSTAND.
WHAT IS THE PATHWAY? LAST YEAR WAS OUR FIRST YEAR WITH ACTUALLY A FUNDED PROGRAM WITH SOMEONE DEDICATED TO IT AND SOMETHING THAT WE COULD I WILL SAY LAST FUNDING YEAR WAS THE FIRST YEAR THAT WE STARTED WORKING ON THIS, AND WE DID A PILOT LAST YEAR.
DURING THAT PILOT WE IDENTIFIED, IS THIS SOMETHING THAT IS FEASIBLE, SCALABLE? WE WORK IN PARTICULAR WITH EMPLOYEES UNDER CERTAIN SALARY THRESHOLD.
AS WE WERE MIRRORING THE UPSKILLING PROGRAM THAT THE MAYOR ROLLED OUT FOR THE ENTIRE CITY.
THIS YEAR WE STARTED LOOKING AT WHAT ARE OUR KEY POSITIONS, THE POSITIONS THAT ARE THE MOST, I WOULD SAY URGENT, SUCH AS SECURITY POLICE AND WE'RE FOCUSING ON THOSE.
THERE IS, THERE'S QUITE A BIT OF WORK THAT MANAGERS AND, YOU KNOW, DEPARTMENT LEADERS NEED TO DO BEHIND THE SCENES TO CREATE THESE LADDERS. SO WE'RE WORKING WITH THEM WITHIN THE RESOURCES WE HAVE TO, TO MAKE THAT HAPPEN.
YOU CANNOT CREATE A CAREER LADDER IF YOU KNOW, YOUR JOBS BASICALLY ARE FLAT, AND THEY DON'T ALLOW FOR THE DIFFERENT LEVELS THAT ARE NEEDED TO BE ABLE TO DO AN UPSKILLING PROGRAM WITH THOSE POSITIONS.
AS WE BEGIN TO PREPARE FOR THE NEXT BUDGET YEAR, MY SUGGESTION TO YOU, IF I MAY, IS TO SHOW THE PAYOFF, BECAUSE YOU ALREADY KNOW FROM THAT PILOT YOU'LL HAVE DATA FROM THIS PILOT.
WHAT IS THE PAYOFF FOR THIS VERSUS THE EXPENSE TO THIS? BECAUSE YOU, THE WORD THAT YOU USED MANY TIMES IS WITHIN OUR RESOURCES.
AND SO IF YOU HAVE THE IF IT'S IN FACT IF IT'S A FACT THAT IF YOU HAD MORE RESOURCES, YOU COULD ACTUALLY REALLY MAKE A DIFFERENCE IN THE EFFICIENCY AND EFFECTIVENESS OF OUR OWN, BOTH INTERNAL PATHWAYS AND RECRUITING FROM THE FROM THE OUTSIDE. I THINK THAT RATHER THAN THINKING, YOU KNOW, THAT WE'RE LIMITED BY OUR RESOURCES.
AND THAT'S HOW YOU GET COMPEL THE COUNCIL TO INVEST MORE IN THIS AREA BECAUSE IT'S, YOU KNOW, EVERY CORPORATE SYSTEM THAT THAT IS SUCCESSFUL HAS EXTREMELY STRONG PATHWAYS FOR GROWTH.

TO ME, HAVING SOME OF OUR HIGHEST PAID OFFICERS ASSIGNED TO DETAIL POSITIONS IS NOT EFFICIENT.
IT'S NOT VERY SMART USE OF OUR RESOURCES.
WE CANNOT COUNT ON WHAT WE HAVE TAKEN AS AN ACTION TO JUST SEE THEM COME IN AT A HIGHER PAY.
BECAUSE INSTITUTIONAL KNOWLEDGE WITH THESE ROLES MATTER A LOT.
AND QUITE FRANKLY, MORALE, JUST AS WE SPEAK ABOUT OFTEN, ALSO MATTERS A LOT.

THEY CERTAINLY SHOULDN'T BE TRANSPORTED IN OUR SANITATION TRUCKS.
ALL OR ALL DALLAS RESIDENTS HAVE ACCESS TO DISPOSE OF THEIR HOUSEHOLD CHEMICALS AT THE DALLAS COUNTY FACILITY, WHICH IS IN FAR NORTHEAST DALLAS.
WHICH IS NOT IDEAL LOCATION FOR MANY FOR MANY RESIDENTS.
AND THEY ALSO HAVE LIMITED HOURS.
SO TO ADD TO THAT, WE OFFER THESE MOBILE SERVICES IN PARTNERSHIP WITH THE DEPARTMENT OF CODE

WE'VE ALSO IN ADDITION TO JUST WORKING TO SERVICE THOSE CHARITABLE EVENTS, WE'VE RECOGNIZED THE NEED TO PROVIDE CONTAINERS FOR OTHER CITY SPONSORED EVENTS.
SO WE'VE DEVELOPED A PROGRAM WITH THESE CONTAINERS WHERE COUNCIL OFFICES OR OTHER CITY DEPARTMENTS CAN CALL US, CHECK OUT WHATEVER CONTAINERS THEY MAY NEED FOR THEIR EVENT.
SO IT'S WORKED OUT REALLY WELL AND WE'RE EXCITED TO CONTINUE THAT SERVICE.

WE ALSO INCREASED THE STANDARDS.
WE WANT TO MAKE SURE THAT IT'S SAFE, MAKE SURE THAT IT'S SANITARY.
WE ALSO WANTED TO INCREASE THE FINES AND PENALTIES.
WE INCREASED IT TO A CLASS B MISDEMEANOR TO NOT BE IN COMPLIANCE WITH THOSE ORDINANCES.
YOU HAVE TO HAVE A LICENSE FOR EACH INDIVIDUAL BOARDING HOUSES.
SO AGAIN THESE ARE OFTEN THE MOST VULNERABLE RESIDENTS IN OUR COMMUNITY.
SO WE WANTED TO MAKE SURE THAT WE PROVIDED THE TOOLS TO MAKE SURE THEY WERE SAFE AND SECURE.
MANY TIMES PEOPLE WON'T REPORT VIOLATIONS OUT OF FEAR OF RETALIATION.
SO WE'RE DOING OUR QUARTERLY INSPECTIONS THAT WE DO ON A ROTATING BASIS.
WE WANT TO MAKE SURE WE HAVE A BILL OF RIGHTS FOR THOSE TENANTS.
ONE OTHER MEASURE THAT WE'RE EXTREMELY PROUD OF IS OUR ILLEGAL DUMPING PROTEIN.
WE INCREASED THAT FROM 2 TO 4 FULLY OPERATIONAL TEAMS THAT ARE NOW INTO EFFECT AS OF MAY 2024.

ABOUT 74 TO 75% OF THE ILLEGAL DUMPING DOES TAKE PLACE IN THOSE SOUTHERN AREAS OF THE CITY.
AND SO THAT'S WHERE OUR MAJORITY OF OUR FOCUS IS ABOUT 74%.

THEY HAVE SEVERAL PROGRAMS FROM LOVE YOUR BLOCK, ADOPT A SPOT, COMMUNITY TWO RENTAL PROGRAMS, COMMUNITY CLASS CLEANUPS, AS CLIFF JUST MENTIONED MOMENTARILY.
AND THIS IS A HUGE IMPACT FOR THE CITY OF DALLAS.
RESIDENTIAL HAZARDOUS PROPERTIES, DEMOLITIONS.
THIS IS SOMETHING THAT AFFECTS THE NEIGHBORHOOD IN MANY DIFFERENT WAYS, AFFECTS OUR COMMUNITIES.
WHEN YOU HAVE A BOARDED UP, VACANT STRUCTURE THAT NEEDS TO BE DEMOLISHED.
SO INCREASING THOSE DEMOLITIONS HAS BEEN A HUGE IMPACT FOR US AND FOR THE CITY.
SO WE HAVE INCREASED OFFICERS IN THOSE AREAS.
SO ABOUT 64 TO 65% OF OUR OFFICERS ARE LOCATED IN THESE TARGETED AREAS.
AND THAT'S WHY WE'VE STAFFED OURSELVES ACCORDINGLY.
NOW, AS FAR AS HOW IT IMPACTS SOME OF OUR MEASURABLES, WE'VE HAD 61 CLEANUP EVENTS.
AND THIS IS AGAIN THROUGH OUR MARKETING AND OUTREACH TEAM.
AND SO THE IMPETUS BEHIND THIS IS FOCUSING ON COMMUNITY LED INITIATIVES.
SO OUR COMMUNITY TOOLS ON THE GO PROGRAM WE WILL BRING LAWNMOWERS, BLOWERS, CHAINSAWS, POST SAWS, TRASH BAGS, TRASH PICKERS TO THEIR LOCATION. AND SO WE WANT TO EMPHASIZE THE NEED FOR COMMUNITY LEADERS TO TAKE THE LEAD ON THOSE PROGRAMS. AND SO IT CAN BE SUSTAINABLE OVER THE COURSE OF TIME.

THE MORE THAT WE SECURE OUR NEIGHBORHOODS, THE HIGHER THE PROPERTY VALUES GO.

THESE CAMERAS ARE VERY ADVANCED AND HAVE THE ABILITY TO DETECT OVER 100 DISTINCT VIOLATIONS.
AND IT RECORDS IT, IT STORES IT.

HOW DO WE ACHIEVE THIS? THROUGH DATA DRIVEN ACTIONS, USING INSIGHTS TO IDENTIFY AREAS WITH THE GREATEST NEEDS.
PROVIDING RESOURCES LIKE SUBSIDIZED SPAY AND NEUTER SURGERIES, WHICH THE COUNCIL HAS SO GRACIOUSLY ADDED TO OUR BUDGET AND PORTFOLIO AND PET CARE SERVICES TO ENSURE ANIMALS ARE HEALTHY, HAPPY AND A PART OF THRIVING FAMILIES.

WE'VE PROVIDED OVER 2000 SPAY AND NEUTER SURGERIES THAT ARE SUBSIDIZED THROUGH THE FUNDS PROVIDED BY THE CITY TO CONTROL OVERPOPULATION, IMPROVE PET HEALTH. WE'VE HOSTED 12 FREE VACCINE CLINICS PROTECTING THOUSANDS OF PETS FROM PREVENTABLE DISEASE, AND WE'VE DISTRIBUTED ESSENTIALS TOOLS LIKE DOG RUNS, LEADS AND HARNESSES.
HELPING PETS STAY SAFE AT HOME.
THESE EFFORTS REMOVED FINANCIAL BARRIERS AND PROMOTED PUBLIC SAFETY WITH THE GOAL OF REDUCING PET.

SO WE DO DIVERSION WHICH IS A VERY INEXPENSIVE AND FAST WAY OF DIVERTING PEOPLE WHO ARE NEWLY HOMELESS OUT OF THAT SITUATION AND BACK TO THEIR FAMILIES, IF AT ALL POSSIBLE.
WE'VE ALSO DONE THE WINTER WARMTH COAT DRIVE, WHICH CONTINUES.
THAT ALLOWS US TO PROVIDE COATS TO ANYONE WHO NEEDS THEM DURING INCLEMENT WEATHER.
SO OUR EQUITY MEASURES VERY MUCH FOCUS ON EXPANSION OF OUR COMMUNICATIONS TO ADDRESS NOT ONLY PERMANENT SUPPORTIVE HOUSING FOR RESIDENTS, AND MAKE SURE THAT WE ARE ENSURING A CONTINUING PIPELINE OF AFFORDABLE HOUSING THROUGH THOSE PARTNERSHIPS, AND NOT JUST THROUGH CAPITAL SHOULDERED BY THE CITY, BUT ALSO TO MAKE SURE THAT WE ARE WORKING WITH THE LARGER AREA ABOUT POTENTIAL POLICY RECOMMENDATIONS TO HELP THOSE WHO ARE POTENTIALLY DISCRIMINATED AGAINST VIA INCOME DISCRIMINATION OR THINGS LIKE THAT.
SO, OF COURSE, WE HAVE A PERMANENT SUPPORTIVE HOUSING PARTNERSHIP THAT WE'VE HAD FOR A NUMBER OF YEARS NOW WITH OUR LOCAL CONTINUUM OF CARE LEAD HOUSING, FORD, OUR HOUSING DEPARTMENT, OFFICE OF COMMUNITY CARE, DALLAS COUNTY AND A COUPLE OTHERS.
NOW TALKING ABOUT ALL OF THE PROJECTS THAT WE ALL HAVE GOING ON TO MAKE SURE THAT WE ARE MAKING SURE THAT EVERYTHING HAS THE RIGHT CAPITAL STACKS, THAT WE'RE APPLYING FOR THE VOUCHERS FOR EVERY PROJECT SO THAT WE CAN MAKE SURE NOTHING IS DROPPING THROUGH THE CRACKS AND EVERYTHING HAS THE RESOURCES IT NEEDS.
AND THEN LET'S SEE, WE ALSO HAVE INTERNAL AND EXTERNAL MEETINGS THAT WE WORK ON IN TERMS OF MAKING SURE THAT WE ARE ALIGNED WITH THE CONTINUUM OF CARE, WHICH OF COURSE HAS BROUGHT US TO WHERE WE ARE NOW.
WITH ALMOST 14,000 INDIVIDUALS HOUSED IN A DOUBLING OF OUR NOFA AWARD, 22.8 MILLION SINCE 2021.
SO IN TERMS OF IMPROVING THE LIVES OF RESIDENTS, I KNOW THIS IS VERY, VERY DETAILED.
SO AGAIN, HITTING THE HIGH POINTS CROSS-DEPARTMENTAL.
PARTNERSHIPS REALLY MAKING SURE THAT EVERYONE WHO TOUCHES AFFORDABLE HOUSING, SPECIFICALLY PERMANENT SUPPORTIVE HOUSING, IS ON THE SAME WAVELENGTH SO THAT WE CAN BRAID OUR RESOURCES MORE EFFICIENTLY.
AND THEN, OF COURSE, WE COLLABORATE WITH EXTERNAL PARTNERS ON TACKLING THIS AS WELL.
AND WE ALSO KNOW THAT THROUGH THIS MODEL, 80 TO 90% OF TENANTS WILL REMAIN STABLY HOUSED.
AND WE ALSO KNOW THAT WHEN WE'RE TARGETING PEOPLE BRINGING IN THE EQUITY PIECE, WE NEED TO MAKE SURE THAT WE'RE TARGETING THOSE WHO ARE THE MOST CHRONICALLY HOMELESS, WHICH IS WHY A LOT OF THE TIME YOU SEE US DOING ENCAMPMENT, ENCAMPMENT DECOMMISSIONING.
AND THEN, OF COURSE, WE ALSO KNOW THAT 50% OF THE LOCAL UNSHELTERED POPULATION IS OLDER AND AFRICAN AMERICAN, AND ACTUALLY ABOUT 68% OF THE POPULATION WE ARE HOUSING IS AFRICAN AMERICAN. SO WE'RE VERY MUCH PAYING ATTENTION TO THOSE DEMOGRAPHICS AND WHY THAT IS HAPPENING, AND HOW WE MAKE SURE THAT WE'RE LOWERING BARRIERS AND WORK WITH LANDLORDS TO REALIZE POTENTIALLY SOME UNCONSCIOUS BIAS THAT PREVENTS PEOPLE FROM GETTING HOUSED THROUGHOUT THE SYSTEM.
THIS, OF COURSE, CONTINUES TO IMPROVE QUALITY OF LIFE BECAUSE WE ARE BRINGING MORE HOUSING INTO THE SYSTEM, AND WE ARE LIFTING PEOPLE OUT OF HOMELESSNESS WHO HAVE BEEN DISPROPORTIONATELY IMPACTED BY THAT OVER DECADES IN DALLAS AND THEN ECONOMIC IMPACT.
WE'VE SEEN RECENTLY STUDIES FROM THE COUNTY ON THE COST OF HOMELESSNESS TO THE CITY AT ABOUT OR EXCUSE ME, TO DALLAS COUNTY, WHICH IS ABOUT 48,000 PER PERSON, VERSUS THE COST TO HOUSE PEOPLE THROUGH THE SYSTEM IS ABOUT 27,000 PER PERSON.
SO IT'S A DRAMATICALLY DIFFERENT COST PER PERSON IN TERMS OF TAXPAYERS.
AND SO OBVIOUSLY WE WANT TO REDUCE THAT ECONOMIC IMPACT.
AND IF WE CAN GO TO THE NEXT SLIDE.
SO WHAT'S NEXT WILL OF COURSE CONTINUE GROWING THIS STOCK.
ABOUT 6 MILLION WAS ALLOCATED TO THE PERMANENT SUPPORTIVE HOUSING NOFA THAT WILL RUN THROUGH THE HOUSING DEPARTMENT, WHICH MEANS THAT THERE WILL BE CONSTANT SEED FUNDING FOR ANY DEVELOPERS WHO WANT TO DEVELOP HOUSING THAT HAS SOME MIXED USE FOR PERMANENT SUPPORTIVE HOUSING IN IT, AND THEREBY INTENTIONALLY PROMOTING THAT TYPE OF DEVELOPMENT.

IN THE COUNTY, THEN IT'S 3900.
OKAY, MY LAST QUESTION, IF I MAY, IS ARE WE CHOOSING AFTER SCHOOL INVESTMENT AREAS BASED ON THE CPAL MAP CORRELATING WITH HIGH DEMAND AND LOW SUPPLY? HOW ARE WE CHOOSING THOSE AREAS? YES. SO THE CPAL MAP IS ACTUALLY THE MAP THAT WAS PROVIDED TO US BY OUR PARTNER THAT THEY HAVE WORKED DIRECTLY WITH CPAL TO CREATE, AND IT DOES DRIVE THEIR DECISION MAKING.

THE BENEFIT GOES TO THE HOUSEHOLD THOUGH THE PAYMENTS ARE MADE DIRECTLY TO THE PROGRAMS. BUT IT IS TO COVER THEIR COST OF THEIR ACTUAL SLOT ON THE CDBG SIDE, NOT A GRANT OR INVESTMENT IN THE PROGRAM OPERATION.
BUT SO IF THERE'S LOW SUPPLY, THEN THEY MAY BE ELIGIBLE, BUT THEY CAN'T ACCESS ANYTHING.
RIGHT. SO THE A SUPPLY BASED INVESTMENT WOULD LOOK LIKE SOMETHING ELSE.
AND THAT WE'RE NOT DOING AS A CITY.
NOT SPECIFICALLY OUTSIDE OF SOME OF THE FUNDING THAT WE PUT THROUGH THE ARPA MONEY AT THIS TIME.
SO IT'S A REVENUE FOR THE PROVIDER, NOT A GRANT FOR THE PROVIDER.
OKAY. GOTCHA. SO WHAT THAT FINALLY MEANS IS THAT WE FROM AN EQUITY PERSPECTIVE, WE HAVE GOT TO UNDERSTAND THE ECONOMIC IMPACT OF PEOPLE NOT HAVING ADEQUATE CHILDCARE, PRESCHOOL AND AFTER SCHOOL.
BECAUSE IF WE UNDERSTAND THE HUNDREDS OF MILLIONS OF PROBABLY MORE THAT IT COSTS OUR SOCIETY EVERY SINGLE YEAR FOR NOT HELPING THESE FAMILIES BE ABLE TO WORK, THEN WE CAN BEGIN TO UNDERSTAND WHY WE NEED TO INVEST IN THESE KINDS OF WHETHER IT'S A SUBSIDY TO AN INDIVIDUAL OR A PROGRAM.
WE SPEND, YOU KNOW, BILLIONS ON, ON PUBLIC SAFETY.
SO WE JUST NEED TO KEEP THAT DRUMBEAT GOING.

YES, SIR. SO THE PROJECT WAS A ONE OF OUR ORIGINAL AMERICAN RESCUE PLAN ACT FUNDED PROJECTS PROPOSED.
IT HAD LAUNCHED IN EARLY 2023, AND THE INTENTION OF THE PROJECT WAS TO CONDUCT A SERIES OF RESEARCH, CONVERSATIONS AND ASSESSMENTS AND ANALYZES TO BETTER UNDERSTAND THE SCOPE AND NEED OF BENEFITS, ACCESS, AS WELL AS THE BARRIERS THAT ARE MAKING IT DIFFICULT FOR INDIVIDUALS WHO NEED THAT TO ACCESS THOSE BENEFITS TO DO SO.
IN DOING SO, THEY LOOKED AT SOME OF THE MAJOR BENEFITS.
THEY LOOKED AT WIC. THEY LOOKED AT SNAP.
THEY LOOKED AT MEDICAID. THEY LOOKED AT THEY LOOKED AT ACP.
HOWEVER, THAT IS NO LONGER A PROGRAM.
BUT AT THE TIME IT WAS, AND THEY DID SOME VARIOUS ASSESSMENTS APPLYING ACROSS EACH OF THESE MAJOR BENEFITS TO DETERMINE THE NUMBER OF PEOPLE IN OUR COMMUNITY THAT WERE LIKELY ELIGIBLE FOR THOSE RELATIVE TO THE NUMBER OF PEOPLE WHO WERE ACTUALLY CLAIMING THOSE.

AND THAT'S HOW THAT GAP WAS ASSESSED.AND THAT GAP WAS ASSESSED AS PART OF THE CROSSWALK WHICH WAS CREATED, IN WHICH THEY LOOKED AT ALL OF THESE DIFFERENT BENEFITS, THEIR REQUIREMENTS, AND WHERE THE THINGS KIND OF OVERLAPPED AND WHERE THE PEOPLE COULD POTENTIALLY OVERLAP.
ADDITIONALLY, THEY CONDUCTED GAP ANALYZES, LOOKING AT EXISTING PROGRAMING WITHIN OUR COMMUNITY.
THEY LOOKED AT VARIOUS THINGS, INCLUDING HOW EASY IT WAS FOR INDIVIDUALS TO GET HELP APPLYING FOR TROUBLESHOOTING APPLICATIONS, REAPPLYING FOR. AND WE FOUND THAT THERE'S A LOT OF VARIATION ACROSS DIFFERENT BENEFIT TYPES AS WELL AS THERE'S MUCH MORE ASSISTANCE AVAILABLE FOR SOMEONE TO SAY APPLY FOR SNAP THAN THERE IS FOR SOMEONE TO GET APPLICATION TROUBLESHOOTING OR UNDERSTAND WHY THEY MIGHT HAVE BEEN DENIED FOR SNAP.
AND SO THE WORK HERE WAS INTENDED TO INFORM THE NEXT PHASE OF THE PROGRAM, WHICH WAS TO PILOT.
THERE WERE FOUR PILOTS THAT WERE DESIGNED THAT WOULD HAVE BEEN IMPLEMENTED IN PHASE TWO.
ULTIMATELY, THE RECOMMENDATION WOULD HAVE BEEN AN IMPLEMENTATION PLAN AND STRATEGY, INCLUDING PARTNERSHIP OPPORTUNITIES, FUNDING OPPORTUNITIES AND KIND OF LEADERSHIP AND ORGANIZATIONAL OPPORTUNITIES FOR HOW THE CITY COULD PUT INTO PLACE THE CITY AND PARTNERS, THE COMMUNITY, SHOULD I SAY, COULD PUT INTO PLACE A FULL SCALE BENEFITS ACCESS NETWORK THAT COULD HELP OVERCOME THESE BARRIERS.
SO ALL OF THESE BENEFITS ARE FEDERALLY FUNDED.
NO. THEY LOOKED AT FEDERAL AND STATE BENEFITS.
AND DID THE CITY GET ITS MONEY'S WORTH OUT OF THE WORK THAT THEY DID COMPLETE, OR IS THERE AN ISSUE THAT THEY FAILED TO COMPLETE THE PHASE ONE THAT WE HAVE PAID FOR? NO, WE DID GET OUR MONEY'S WORTH ABOUT THAT WHICH WAS PAID FOR.
SO WE DIDN'T EXPEND ALL THE FUND AGAINST THE CONTRACT.
ONCE IT WAS CANCELED, THOSE MONIES ARE RELEASED AGAIN.
I CAN'T SPEAK TO THE PLANS FOR THOSE MONIES.
AS WE NOTE IN THIS MEMO, BOTH WE ARE WORKING WITH THE BUDGET MANAGEMENT SERVICES BECAUSE THOSE ARE NOW RELEASED ARPA DOLLARS FOR HOW THAT MIGHT GO INTO ARPA REALLOCATION PLANNING, AS WELL AS JUST REFLECTING COUNCIL MEMBER SCHULTZ'S FEEDBACK, WHICH WE ALSO NOTE IN THE MEMO, WE'RE INTENDING TO KIND OF GO BACK AND LOOK AT HOW WE CAN USE WHAT WE'VE GOTTEN TO COME FORWARD WITH A PLAN.
BUT WE DO BELIEVE THAT WE'RE A CORE PARTNER IN THAT WORK.
WE'VE GOTTEN A LOT OF VALUABLE FEEDBACK.
THERE WERE CLIENT INTERVIEWS, INTERVIEWS WITH COMMUNITY BASED ORGANIZATIONS AND NONPROFITS.
THERE WAS CONVERSATIONS WITH HEALTHCARE STAKEHOLDERS.
THERE WAS RESEARCH ON THE VARIETY OF DIFFERENT PROGRAMS AND SURVEYS DONE ACROSS VARIOUS NONPROFITS.
THERE WERE PILOT DESIGNS DEVELOPED.
THERE WAS EVEN A PILOT THAT WAS PARTIALLY ADMINISTERED.
WE HAVE IT BROKEN DOWN BY BENEFIT TYPE AS WELL.
AND WE DID NOT PAY FOR ANYTHING THAT THEY DIDN'T DELIVER.
