    WE DO THIS FAIRLY OFTEN, WHICH IS AMAZING AND REALLY RECOGNIZE TWO INCIDENTS THAT HAPPENED THIS SUMMER, BOTH RELATED TO DROWNING AND IF I CAN TELL YOU ABOUT MAY 14TH, 2024, WHEN POLICE OFFICERS ALICIA CERVANTES AND SIERRA SAINT CLAIR, ALONG WITH DFR ENGINES 50 AND RESCUE 50, WHICH HAD MARK WELLS, EUGENE SPEIGHTS, ANTOINE BERRY, MATTHEW BUTLER, DON KING AND MATTHEW FLORES ON IT, ALONG WITH EMS SUPERVISOR LIEUTENANT MICHAEL AYLWARD.

    THEY RESPONDED TO A FIVE YEAR OLD CHILD WHO HAD SUFFERED A DROWNING IN A POOL.

    THE DPD OFFICERS PERFORMED CPR UNTIL THE DFR PARAMEDICS AND FIREFIGHTERS TOOK OVER HIS CARE AND TRANSPORTED HIM TO CHILDREN'S MEDICAL CENTER.

    THANKS TO ALL OF THEIR EFFORTS, THIS BOY SURVIVED AND HE LEFT THE HOSPITAL COMPLETELY NEUROLOGICALLY INTACT JUST TWO WEEKS LATER ON MAY 28TH. DPD SERGEANT YANCY GRAVES, WITH ENGINE TEN IN DISTRICT 12 AND RESCUE 56, REUBEN REGINA NARVA, JEFFREY CENTERS, OLIVER HERRERA, JAMES ROMERO, MARIO SALCIDO AND TY JOHNSON, ALONG WITH EMS SUPERVISOR LIEUTENANT KARL LUMSDEN, RESPONDED TO A TWO YEAR OLD CHILD WHO HAD ALSO SUFFERED DROWNING IN A POOL.

    SERGEANT GRAVES PERFORMED CPR UNTIL THE DFR.

    PARAMEDICS AND FIREFIGHTERS TOOK OVER HER CARE AND TRANSPORTED HER TO PLANO MEDICAL CITY.

    THANKS TO THEIR EFFORTS, THIS GIRL SURVIVED AND LEFT THE HOSPITAL COMPLETELY NEUROLOGICALLY INTACT.

    I THINK IT JUST BEARS REPEATING THAT ON THE WORST DAY OF A DALLAS RESIDENT, THE WORST MOMENT WE CALL 911, AND WE COUNT ON OUR POLICE AND OUR FIRE PROFESSIONALS TO DO EVERYTHING HUMANLY POSSIBLE.

    Y'ALL SAVE THESE CHILDREN.

    THERE IS NO DOUBT IN MY MIND THAT THEIR SWIFT AND DECISIVE ACTIONS, ALONG WITH THE EXCELLENCE AND CARE PROVIDED, SAVED THE LIVES OF THESE TWO CHILDREN DURING TWO SEPARATE INCIDENTS.

    THERE IS NO DOUBT THAT THEIR ACTIONS EXEMPLIFY THE VERY BEST OF PUBLIC SERVICE.

    CHAIR MENDELSOHN GAVE YOU THE DETAILS OF BOTH OF THESE PEDIATRIC DROWNINGS, AND IT'S THANKS TO THE EFFORTS BEGUN BY THE DALLAS POLICE OFFICERS IN PERFORMING CPR, AND THEN THE AMAZING CARE PROVIDED BY DALLAS FIRE RESCUE ENGINE 50, RESCUE 50, AND ONE OF OUR EMS SUPERVISORS, 785 AND THEN ENGINE TEN, RESCUE 56 AND LIEUTENANT KARL LUMSDEN, ONE OF OUR EMS SUPERVISORS, THAT BOTH OF THESE PATIENTS SURVIVED.

    WE DON'T HAVE A REPRESENTATIVE TODAY FROM MEDICAL CITY, PLANO MEDICAL CITY CHILDREN'S.

    I DO WANT TO ACKNOWLEDGE THAT WE DO HAVE REPRESENTATIVES FROM CHILDREN'S MEDICAL CENTER WHO ALSO CARED FOR ONE OF THESE CHILDREN.

    WE CONTINUE TO STREAM ADS AT GYMS THROUGHOUT THE CITY.

    WE'RE ALSO CONSIDERING ADVERTISING ON BUSSES, INCLUDING BUT NOT LIMITED TO DALLAS, AUSTIN, AND THE HOUSTON AREAS.

    WE'LL BE PLACING BILLBOARDS IN HIGH TRAFFIC AREAS OF SAN ANTONIO AND HUNTSVILLE, NEAR SAM HOUSTON AND GALVESTON NEAR THE PORTS, AND IN THE ARLINGTON FORT WORTH AREA AS WELL. WE'RE ALSO IN THE INFANT STAGES OF PLANNING WHAT WE LIKE TO CALL OUR TEXAS RECRUITING TOUR.

    THE VISION IS TO TAKE OUR RECRUITING SHOW ON THE ROAD IN A WAY THAT HASN'T QUITE BEEN DONE BEFORE.

    WE'LL BE PLANNING OUR RECRUITING ROUTE AROUND MAJOR EVENTS THAT ARE HAPPENING THROUGHOUT THE TEXAS CITIES.

    WE STILL HAVE OUR DUAL DPD, BFR BANNERS AT BFR STATIONS AROUND THE CITY, AS WELL AS ALL SEVEN DPD SUBSTATIONS, AND IN OUR EFFORTS TO FIND OTHER WAYS TO TEAM UP WITH BFR, WE ACTUALLY HAD A JOINT RECRUITING EVENT IN SAN DIEGO LAST MONTH THAT GARNERED A LOT OF INTEREST.

    WE CONTINUE TO RECRUIT AT COLLEGES AND UNIVERSITIES, MILITARY BASES, JOB FAIRS, AND WE RECENTLY TEAMED UP WITH THE CITY'S TRAINING AND DEVELOPMENT TEAM TO ASSIST WITH THEIR UPSKILLING PROGRAM.

    THIS PROGRAM CONSISTS OF A CAREER LADDER FOR THE CITY MARSHAL, SECURITY OFFICERS AND DETENTION OFFICERS TO ASSIST WITH THIS PROGRAM.

    OUR RECRUITING TEAM WILL BE CONDUCTING A RECRUITING SESSION HERE AT CITY HALL NEXT WEEK FOR ANY OF THESE INTERESTED SECURITY OFFICERS.

    SOME OF THE TOPICS OUR RECRUITERS WILL BE DISCUSSING WILL BE APPLICATION PROCESS AND HIRING QUALIFICATIONS.

    WE'VE ALSO DISCUSSED WITH THE UPSKILLING TEAM THE POSSIBILITY OF HAVING THIS EVENT FOR ALL CITY OF DALLAS EMPLOYEES WHO MAY BE INTERESTED IN JOINING DPD.

    NEXT SLIDE. TWO OF OUR MAJOR RETENTION STRATEGIES CONTINUE TO BE THE EMPLOYEE REFERRAL PROGRAM AND THE SICK LEAVE EXCHANGE PROGRAM. WE'VE ADVERTISED THIS REFERRAL PROGRAM THROUGHOUT THE DEPARTMENT VIA THE CHIEF'S UPDATE.

    WE HAVE FLIERS AT ALL SUBSTATIONS AND AT HQ AND ALSO ON THE DPD INTRANET.

    NOW, SINCE THE PROGRAM'S INCEPTION ON OCTOBER 1ST, 18 APPLICANTS HAVE ACTUALLY COMPLETED REFERRAL FORMS, AND SO FAR, ONLY ONE OF THOSE APPLICANTS HAS SUCCESSFULLY ENTERED AN ACADEMY CLASS, WHICH WAS CLASS NUMBER 402.

    NEXT SLIDE. FOR THE 2024 SICK LEAVE EXCHANGE PROGRAM, WE'VE HAD 693 OFFICERS SHOW INTEREST BY COMPLETING AN APPLICATION. HERE I'VE BROKEN DOWN IN WHAT DENOMINATION THEY WANT TO SELL BACK THEIR TIME.

    159 OFFICERS WANT TO SELL BACK 40 HOURS.

    106 WANT TO SELL BACK 50 HOURS AND 418 WANT TO SELL BACK 60 HOURS.

    NEXT SLIDE. IN NOVEMBER, 106 APPLICANTS WERE REFERRED TO DPD BY CIVIL SERVICE.

    81 WERE IN SOME FORM OF THE BACKGROUND PHASE DURING NOVEMBER.

    CLASS 403 BEGAN ON NOVEMBER 20TH WITH 39 RECRUITS, AND OUR NEXT ACADEMY CLASS WILL BE NUMBER 404, SLATED TO BEGIN ON JANUARY 15TH OF NEXT YEAR.

    FOR PROFESSIONAL STAFF, WE PROCESSED 37 APPLICANTS, 19 ENTERED BACKGROUND AND 14 WERE ONBOARDED.

    HERE I WOULD LIKE ALSO TO MENTION OUR YEAR TO DATE HIRING AND RETENTION NUMBERS BEGINNING OF OCTOBER.

    IN THE BEGINNING OF OCTOBER, WE HAD 3122.

    WE LOST 27 AND WE'VE HIRED 44, LEAVING US WITH 303,135 OFFICERS AS OF THE END OF NOVEMBER.

OUR RECRUITERS ATTENDED 22 EVENTS IN NOVEMBER TO INCLUDE FIVE IN STATE JOB FAIRS FOR OUT OF STATE JOB FAIRS, SIX MILITARY JOB FAIRS, AND SEVEN OTHER EVENTS THAT INCLUDED THE 2024 KOREAN FESTIVAL AND THE TEEN SAFETY SEMINAR. WE HAD 2ND NOVEMBER ON SITE EVENTS AT DPD HEADQUARTERS IN NOVEMBER THAT YIELDED 71 APPLICANTS.

    THEY HEARD ABOUT US THROUGH VARIOUS MEANS BROKEN DOWN HERE, 15 THROUGH DPD OFFICERS, 26 THROUGH DALLAS POLICE NET, 18 THROUGH SOCIAL MEDIA, AND 712 THROUGH RECRUITING EVENTS.

AND, YOU KNOW, I HAVE SOME FAIRLY DETAILED INFORMATION I CAN SHARE WITH PEOPLE, BUT THEY DON'T VISUALLY SEE THAT HAPPENING AND SO WHEN I SAW THIS ABOUT THE BILLBOARDS, I THOUGHT, YEAH, IT WOULD BE SOMETHING VISUAL, BUT IF IT SHOULD ONLY BE DONE IF IT'S PRODUCTIVE FOR RECRUITMENT, IT SHOULDN'T BE DONE FOR THE REASON I'M MENTIONING, BUT I THINK IT WOULD HAVE ANOTHER BENEFIT IN ADDITION TO THE IF IT DOES HELP WITH RECRUITING IT, JUST GETTING THAT MESSAGE OUT TO OUR RESIDENTS, TO OUR TAXPAYERS THAT WE ARE ACTIVELY RECRUITING.

    WE CAN WORK THROUGH THE CHALLENGES, BUT IN TALKING INTERNALLY WITH MY TEAM, WE'RE PROBABLY CLOSER TO A GOOD NUMBER WHERE WE'RE NOT HAVING TO PULL A LOT OF ADJUNCT INSTRUCTORS OUT OF PATROL BECAUSE I'M TRYING TO STAFF PATROL NUMBERS BACK UP, PROBABLY CLOSER TO THE 300 MARK.

    HIRING DATES COMING FORWARD.

    WE'VE GOT A CLASS ON JANUARY 25TH.

    THEN THAT'S FEBRUARY 26TH, APRIL 9TH, MAY 21ST, JULY 9TH AND AUGUST 20TH IS WHEN WE'RE LOOKING TO DO THAT.

    ONE OF THE THINGS THAT WE'RE LOOKING AT INSTEAD OF WE'RE STILL DOING THE SAME AMOUNT PER QUARTER, BUT INSTEAD OF HAVING BIG CLASSES OF 60, WE'RE SPACING SOME OF THEM OUT SIX WEEKS APART AND WHAT THAT DOES FOR US IS ACTUALLY SAVES US SOME TIME, SOME TRAINING TIME ON THE BACK END, BECAUSE ONE OF OUR BOTTLENECKS IN OUR TRAINING IS GETTING THE RECRUITS IN FOR THEIR CLINICALS AND THE RIDE OUTS.

    SO BY US STILL HIRING THE SAME AMOUNT EACH QUARTER, BUT SPACING THE CLASSES OUT WHERE 25 OR SO EACH, THAT'LL ACTUALLY SAVE US SOME TRAINING TIME AND IT'LL GET THEM MORE REPETITIONS WITH THOSE CRITICAL SKILLS AND OTHER TRAINING OPPORTUNITIES.

    ONE OF THE THINGS WE'RE DOING, WE CALL THEM OUR FAST TRACK CLASSES.

    SO WE'RE LOOKING AT APPLICATIONS OR APPLICANTS THAT MAYBE THEY HAVE FIRE, BUT NOT PARAMEDIC, OR MAYBE THEY HAVE PARAMEDIC AND NOT FIRE.

    SO THEY'RE NOT TRULY THEY DON'T QUALIFY TO BE LATERALS.

    SO WHAT WE'RE LOOKING AT THOSE AS A GROUP.

    BECAUSE IF WE CAN GET CLASSES WITH THOSE IN WHICH IS SOMETHING THAT WE STARTED DOING, SO NOW WE CAN GET THEM OUT TO THE FIELD 4 TO 6 MONTHS EARLIER BECAUSE WE'RE ONLY PROVIDING HALF OF THE OTHER HALF OF WHAT THEY DON'T HAVE.

    WE TALKED EARLIER ABOUT A HIGH SCHOOL FIRE ACADEMY THAT WE'RE WORKING WITH, ROOSEVELT HIGH SCHOOL IN DISD.

    SO IT'S A COLLABORATION WITH DISD, DALLAS COLLEGE AS WELL AS DFR.

    THERE ARE CURRENTLY 30 FRESHMEN THAT ARE CURRENTLY ENROLLED THERE.

    THESE FRESHMEN, THEY'RE GOING TO GRADUATE WITH 36 COLLEGE HOURS AND EMT BASIC, AS WELL AS THEIR TCP, THEIR TEXAS COMMISSION OF FIRE PROTECTION CERTIFICATE AND WE'RE LOOKING TO ENROLL 30 A YEAR.

    SO THIS IS THE FIRST YEAR WE'VE GOT 30.

    SO MAX, WE'RE LOOKING AT 120 THAT WE MAY HAVE IN THAT AS A PIPELINE TO THE DEPARTMENT AS WELL AS OTHER AREAS AROUND. THE FINAL THING WE HAVE IS WE ARE IN CONVERSATION WITH THE TIMBERLAND ADVERTISING INSTITUTE WITH SMU, AND WE'RE WORKING WITH THE GRADUATE PROGRAM THIS SPRING AND THIS IS A PROGRAM WHERE THEY'RE GOING TO HAVE A JOINT ADVERTISING CAMPAIGN FOR BOTH BFR AND FA.

    THEY'RE GOING TO DO IT'S GOING TO BE WE'RE WORKING WITH THE GRADUATE STUDENTS.

    SO IT'S GOING TO BE A COMPLETE PROGRAM WITH THE TARGET AREAS AS WELL AS THE DIFFERENT AVENUES FOR THAT.

    WE THINK THIS IS IMPORTANT BECAUSE THIS IS REALLY THE PEOPLE THAT ARE PRODUCING THIS ARE REALLY THE TARGET AUDIENCE FOR US WITH HIRING.

    SO THE GRADUATE PROGRAM, THEY'VE GOT DEGREES BOTH IN ADVERTISING AS WELL AS STRATEGIC ADVERTISING.

    THEY'VE GOT A CERTIFICATE IN THAT.

    SO THEY'RE GOING TO BE WORKING WITH US OVER THIS SPRING FOR A JOINT PROGRAM.

    CRISIS INTERVENTION TEAM.

    NEXT SLIDE. THE CRISIS INTERVENTION UNIT IS A CIVILIAN LED RESPONSE TEAM COMPOSED OF BEHAVIORAL HEALTH PROFESSIONALS WITH DIVERSE EXPERTISE AND BACKGROUND.

    THE TEAM IS SMALL BUT HIGHLY EFFECTIVE, AND IN JUST A SHORT YEAR, THE TEAM HAS ANSWERED OVER 2000 CALLS.

    THIS MULTIDISCIPLINARY WORK STATION COMBINES THE EXPERTISE OF DPD COMMUNICATIONS, DFR DISPATCH, AND BEHAVIORAL HEALTH PROFESSIONALS TO STREAMLINE AND IMPROVE HOW CALLS ARE TRIAGED, AND WHICH CRISIS RESPONSE RESOURCES ARE ALLOCATED TO EACH CALL.

    THE IMPLEMENTATION OF THE BEHAVIORAL HEALTH DESK WOULD ONE.

    PROVIDE A NEW CALL PROMPT FOR RESIDENTS, WHERE RESIDENTS WOULD BE ASKED IF THEY NEED POLICE, FIRE, EMS OR MENTAL HEALTH? SECONDLY, IT WOULD IMPLEMENT A NEW PROCESS FOR EFFECTIVE CALL SCREENING UTILIZING DFR'S ASSESSMENT HEALTH CARE ASSESSMENT THROUGH PRO QA.

    THIRD, THIS CALL DESK WOULD EVALUATE AND DETERMINE THE MOST APPROPRIATE LEVEL OF RESPONSE, RECOGNIZING THAT EACH CRISIS RESPONSE CAN BE CATEGORIZED IN A DIFFERENT TIERED RESPONSE.

    ADDITIONALLY, CITY STAFF WOULD HAVE INTERNAL ACCESS TO SUBMIT THEIR REFERRALS FOR REVIEW TO THIS HELP DESK.

    THE MAIN GOAL OF THIS PROJECT IS TO ENSURE THAT WE ARE CAREFULLY SCREENING MENTAL HEALTH CALLS THAT REQUIRE AN ALTERNATE RESPONSE GROUP AND PROPERLY EVALUATE THE BEST LEVEL OF RESPONSE AND QUALITY OF CARE FOR THE NEEDED CALLER.

    PTSD AND DEPRESSION ARE SIGNIFICANT CONCERNS FOR ALL OF US.

    THESE ARE COMMON DIAGNOSES, OFTEN UNTREATED, DUE TO STIGMA, YET MANY DO NOT SEEK HELP BECAUSE OF LACK OF RESOURCES AND, AS I SAID, STIGMA.

    AS A NATION, WE'RE RECOGNIZING THIS CRISIS, AND DALLAS IS NOW STEPPING UP IN A SIGNIFICANT WAY TO ADDRESS IT.

    NEXT SLIDE. FIRST RESPONDERS FACE UNIQUE STRESSORS THAT DEEPLY IMPACT THEIR MENTAL HEALTH.

    IN THE REALM OF SUBSTANCE ABUSE, MANY TURN TO ALCOHOL OR OTHER SUBSTANCES TO COPE WITH THE TRAUMA.

    ONE AND A HALF TIMES MORE LIKELY TO DIE BY SUICIDE ARE FIRST RESPONDERS.

    TRAGICALLY, MORE FIRST RESPONDERS DIE BY SUICIDE THAN IN THE LINE OF DUTY.

    WE MUST ADDRESS THESE CHALLENGES HEAD ON TO PROTECT THE HEALTH OF THOSE WHO PROTECT THE PUBLIC.

    WE RECOGNIZE THE NEED FOR A MORE ROBUST WELLNESS APPROACH AND THROUGH MULTIPLE THINK TANKS AND DISCUSSING WITH OUR RANK AND FILE THE NEEDS OF THE CREATION OF THE WELLNESS UNIT WAS LAUNCHED IN 2022, AND IT WAS DEVELOPED TO PROACTIVELY ADDRESS CHALLENGES BY USING A MODEL OF EMPATHY, COMPASSION AND SUPPORT, WITH THE GOAL TO PROVIDE PROACTIVE SUPPORT TO REDUCE THE STIGMA AND INCREASE ACCESSIBILITY TO ADDITIONAL RESOURCES BOTH INSIDE AND OUTSIDE OF THE DEPARTMENT. IN ADDITION, PROVIDE ADDITIONAL TRAINING FOR SUICIDE PREVENTION CLASSES, ASSIST OTHER AGENCIES IN BUILDING A WELLNESS PROGRAM, AND TO CONTINUE THE SUPPORT OF THE PHYSICAL, EMOTIONAL, SPIRITUAL, AND FINANCIAL HEALTH OF THE EMPLOYEES.

    SINCE 2019, TWO YEAR TO DATE, THE DALLAS POLICE DEPARTMENT HAS EXPERIENCED THREE SUICIDES.

    WE'VE HAD FOUR SUICIDE PREVENTION CLASSES YEAR TO DATE, AND CURRENTLY WE'RE LOOKING INTO GRANT OPPORTUNITIES TO CONTINUE TO ASSIST WITH THE FUNDING FOR MENTAL HEALTH SUPPORT TRAINING. NEXT SLIDE.

    SOME OF THE WELLNESS UNIT INITIATIVES ARE ON SCENE AND POST-INCIDENT CRITICAL SUPPORT.

    THOSE ARE COUNSELING SERVICES, PEER SUPPORT PROGRAMS, CHECKPOINTS, AND OUR PSYCH ED.

    ONE OF THE KEY COMPONENTS I'D LIKE TO HIGHLIGHT IS OUR CHECKPOINTS.
