THE MOTION PASSES THE MINUTES FOR BOTH THE OCTOBER AND THE NOVEMBER, UH, MEETINGS HAVE BEEN APPROVED. MR. CHAIR. UM, ALISON WINTER. ALLEN, DISTRICT NINE. I THINK WE'VE SKIPPED PUBLIC COMMENT. YES, THAT'S RIGHT NOW, YEAH. THANK YOU SO MUCH. UH, I WAS JUST GOING TO SAY, UM, BEFORE WE DO THAT, I MEAN, BUT SINCE OUR LAST MEETING, WE'VE LOST TWO NORTH TEXAS, UH, POLICE OFFICERS IN THE LINE OF DUTY. AND I WANTED TO, UH, HAVE A MOMENT OF SILENCE, UH, FOR THOSE TWO OFFICERS AND THEIR FAMILIES, IF THAT'S OKAY, BEFORE WE DO THE PUBLIC COMMENTS. IT'S A GREAT IDEA. THANK YOU. THANK YOU SO MUCH, MR. MAPLES. AT THIS TIME, WE WILL BEGIN WITH PUB THE PUBLIC COMMENT PORTION OF OUR MEETING IN LINE WITH OUR RULES OF [00:05:01] PROCEDURE. EACH SPEAKER WILL BE ALLOTTED THREE MINUTES, THOUGH I DO RESERVE THE DISCRETION TO ADJUST THIS BASED ON THE NUMBER OF PARTICIPANTS. IF YOU HAVE NOT YET SIGNED UP TO SPEAK, PLEASE SEE A MEMBER OF THE CITY STAFF, UH, SOMEWHERE IN THIS ROOM. AND, UH, SAYS ON THE AGENDA HERE THAT THOSE WHO WISH TO SPEAK MUST REGISTER BEFORE THE MEETING BEGINS. SPEAKER REGISTRATION WILL OPEN 15 MINUTES PRIOR TO THE START OF THE BOARD MEETING, AND THE FIRST FIVE REGISTERED SPEAKERS WILL BE CALLED IN THE ORDER. THEY ARE SIGNED UP TO SPEAK AT THE BEGINNING OF THE MEETING. OUR GOAL HERE IS TO HAVE PRODUCTIVE, RESPECTFUL, AND CONSTRUCTIVE DIALOGUE. AND SO TO ACHIEVE THIS, WE MUST ENGAGE WITH THE STRUCTURE OF MUTUAL RESPECT. I ASK THAT ALL PARTICIPANTS EX EXTEND THIS COURTESY TO ONE ANOTHER AS WE WORK TOGETHER THROUGH THESE IMPORTANT ISSUES. RESPECT AND KINDNESS ARE PARAMOUNT AS WE DISCUSS THE MATTERS THAT IMPACT OUR COMMUNITY. TODAY, WE HAVE THREE THAT HAVE SIGNED UP, TWO THAT ARE VIRTUAL AND ONE THAT IS HERE IN PERSON. UM, I'D LIKE TO RECOGNIZE AT THIS TIME THE VIRTUAL, UH, COMMENT FROM RICARDO MARTINEZ. UH, IS RICARDO SUBPOENAS ON, UH, ON THE LINE? IT'S RICARDO RIS, AND YES, I'M ON THE LINE. OH, THANK YOU SO MUCH. YES. UH, THANK YOU FOR JOINING US. UH, WE CAN HEAR YOU LOUD AND CLEAR, AND, UH, YOU HAVE THREE MINUTES EAGER TO HEAR, UM, YOUR COMMENTS. AND, AND, UH, ONE, ONE QUICK, UH, NOTE, UH, YOUR CAMERA, UH, DOES NEED TO BE ON. IS THAT, IS IT POSSIBLE FOR YOU TO TURN YOUR CAMERA ON FOR US? YES. UM, I TRIED TO TURN IT ON, BUT IT SAYS ACCESS TO CAMERA, NOT, OH, LET ME SEE. IT SAYS, ACCESS TO CAMERA IS NOT ALLOWED. LET ME GO INTO MY SETTINGS. YEAH. OKAY. HELLO. ARE YOU ABLE TO SEE ME, MS. OH, YES. YES. THANK YOU SO MUCH FOR THAT ACCOMMODATION. WE'RE APPRECIATIVE OF YOUR, YOUR ATTENDANCE HERE VIRTUALLY. YEAH. YOU HAVE THREE MINUTES, AND, UH, WHEN YOU START SPEAKING, I'LL START THE TIMER AND YOU'LL HEAR, UH, WHEN THE, THE TIMER GOES OFF. AND, UH, WHEN THAT HAPPENS, JUST FINISH YOUR THOUGHT. I DON'T WANNA CUT YOU OFF. UH, AND, UH, THE FLOOR IS YOURS. OKAY. THANK YOU SO MUCH. UH, THANK YOU FOR EVERYBODY FOR LISTENING TO ME AT THIS TIME. UM, THE REASON WHY I WANTED TO SAY SOMETHING IS BECAUSE I WANTED THIS COMMITTEE TO CONDUCT A INVESTIGATION. UM, THERE WAS A SITUATION THAT HAPPENED TO ME ON SEPTEMBER 5TH, 2022, WHERE I WAS WRONGFULLY ARRESTED AND DETAINED, AND THERE WAS AN OFFICER BY THE NAME OF BRANDON WILLIAMS WITH A BADGE NUMBER 1 2 1 5 3 OH OH. UM, WHERE HE ONLY LISTENED TO ONE SIDE OF THE SITUATION AND THEN ENDED UP TAKING ME TO JAIL. UM, I FILED A, UH, COMPLAINT, AND THEN THEY TOLD ME THAT UPON COMPLETION OR REVIEW, THEY WERE UNABLE TO ESTABLISH A VIOLATION OF THE DEPARTMENT OF POLICIES. BUT THEN I HAVE RECEIVED BODY CAM FOOTAGE OF THAT, AND IN THE BODY CAM FOOTAGE, I CAN HEAR THE POLICE OFFICER PROVIDING FALSE STATEMENTS IN ORDER FOR ME TO GET ARRESTED. THAT'S IT FOR RIGHT NOW. THANK YOU VERY, VERY MUCH FOR YOUR COMMENTS. AND I DO BELIEVE THIS ITEM IS ON THE AGENDA FOR LATER IN THE MEETING. SO WE'LL GO DEEPER, UH, INTO THIS SPECIFIC, SPECIFIC CASE. BUT THANK YOU, UH, FOR THE, YOUR COMMENTS. AND, UH, YEAH. WE'LL, UH, WE'LL CAN PROCEED. UH, THE NEXT, UH, PERSON WE HAVE FOR PUBLIC COMMENT IS OT. OT, UH, IS A VIRTUAL SIGNUP. IS ANYONE ONLINE? ARASH FOR ASAD? OH, THERE IT IS. ARASH FOR ASAD. . HI. CAN THE BOARD SEE ME? YES. THANK YOU. THANK YOU, ARASH. THANK YOU FOR JOINING US. I APOLOGIZE I COULDN'T READ THE HANDWRITING, BUT I, I SAW THE TEXT. I COULD READ IT, UH, FROM THERE, ARASH. SO THANK YOU SO MUCH. UH, YOU HAVE THREE MINUTES, UH, AND WHENEVER YOU BEGIN, UM, UH, I'LL START THE TIMER, AND THEN WHEN YOU HEAR THE TIMER GO OFF, PLEASE FINISH YOUR SENTENCE. DON'T WANNA CUT YOU OFF. UM, AND, UH, THE FLOOR IS YOURS. UH, THANK YOU, CHAIR. UH, HI, MY NAME'S ARASH . UM, FIRST I WANNA THANK Y'ALL FOR THE OPPORTUNITY, UH, TO SPEAK HERE. I'M SICK TODAY, SO THANK YOU FOR BEING ACCOMMODATING WITH THIS VIRTUAL CALL IN. UH, I AM THE STATE VICE CHAIR OF THE TEXAS A-F-L-C-I-O, YOUNG ACTIVE LABOR LEADERS. UM, THE AMERICAN FEDERATION OF LABOR AND THE CONGRESS OF INDUSTRIAL ORGANIZATIONS WE'RE, UH, THE NATION'S LARGEST LABOR FEDERATION OF UNIONS. AND THE REASON I'M HERE TO SPEAK TODAY IS BECAUSE WE HAVE OVER [00:10:01] THE PAST, UH, SINCE AUGUST, BEEN CARRYING OUT A NUMBER OF LABOR SOLIDARITY ACTIONS, PICKETS, INFORMATIONAL FIRINGS, UH, IN SUPPORT OF THE UNION DANCERS AT DALLAS BLACK DANCE THEATER. NOW, THE REASON I NEED TO SPEAK WITH THIS BOARD IS BECAUSE THOSE ACTIONS, UM, SOME OF THEM WENT WITHOUT ANY INTERFERENCE FROM POLICE. THEY WENT VERY WELL, UH, BUT SOME OF THEM DID NOT. IT HAD BEEN INCONSISTENT BASED ON, YOU KNOW, WHO WAS CALLED IN THAT DAY. AND AS Y'ALL KNOW, THE CONSTITUTION IS NOT ABOUT BEING INCONSISTENT. IT APPLIES EVERY SINGLE DAY, AND EVERY OFFICER SWEARS AN OATH TO THE CONSTITUTION. SO WE HAVE A RIGHT IN PARTICULAR, AND THEN UNDER THE FIRST AMENDMENT TO ORGANIZE AND ADDRESS OUR GRIEVANCES IN PUBLIC SPACES. AND WE HAD ISSUES WHERE POLICE WOULD TRY TO KICK US OUT OF A PUBLIC PARK OR KICK US OFF A PUBLIC SIDEWALK WHERE THEY HAD NO RIGHT TO DO THIS. AND WE CHALLENGED THEM. SOMETIMES THEY BACKED OFF, AND SOMETIMES THEY DID IT AGAIN, INCONSISTENT. AND MY QUESTION FOR THIS BOARD IS, HOW CAN WE MAKE SURE THAT, UM, THE RIGHTS OF UNION, UNION ORGANIZERS, ANY KIND OF PROTESTOR, ANY KIND OF PERSON, EVEN THE INDIVIDUAL PERSON'S RIGHT TO VOICE, YOU KNOW, THEIR OPINION, UH, TO EXERCISE OUR FIRST AMENDMENT PROTECTED ACTIVITY. YOU KNOW, HOW ARE WE GONNA MAKE SURE THAT POLICE ARE TRAINED CONSISTENTLY AND UNDERSTAND THAT, AND ACTUALLY UNDERSTAND WHAT IT IS THAT THEIR VOTE, THEIR OATH MEANS? UM, SO THE CONVERSATION I'VE HAD WITH SEVERAL POLICE OFFICERS SINCE THEN IS THAT THEY WILL LISTEN TO INSTRUCTION FROM THE CIVILIAN LEADERSHIP OF THE CITY. SO THAT'S WHY I'M COMING TO YOU, THE CIVILIAN LEADERSHIP OF THIS CITY. I'D LIKE TO HAVE A DEEPER CONVERSATION. I KNOW MY TIME IS LIMITED WITH MY BOARD MEMBER. UM, I DID MEET WITH THE DIRECTOR AND HER POLICY ANALYST, UH, EARLIER THIS YEAR, AND I APPRECIATE THAT. BUT, UH, I WOULD LIKE TO HAVE SOME FOLLOW UP CONVERSATIONS, ESPECIALLY WITH MY BOARD MEMBER. THANK YOU. THANK YOU SO MUCH MR. FAR. I APPRECIATE THAT. DO YOU HAVE A QUESTION, MS. MR. GREENER, MR. FAR SAYS HE WANTS TO SPEAK WITH HIS BOARD MEMBER. I WAS JUST WONDERING IF HE KNOWS WHICH DISTRICT. HE SAID MY, MY APOLOGIES. I'M IN, UH, DISTRICT ONE. I BELIEVE THAT'S, UH, MR. OZZY? YES, CORRECT. UM, I'D BE HAPPY TO SPEAK WITH YOU. SO WE COULD SET SOMETHING UP AND I'LL WORK WITH THE DIRECTOR. MR. CHAIRMAN. THANK YOU. YES, MR. FRIEDMAN COMMENT FROM MR. FAR BRANDON FRIEDMAN, DISTRICT 14. UM, MR. PAROT, UH, THANK YOU FOR BEING HERE. UM, ONE THING THAT I, I'VE SEEN IN THE LAST FEW YEARS THAT WOULD REALLY HELP US, IT'S VERY, IT, IT'S OFTEN DIFFICULT FOR THE BOARD TO LOOK AT A LARGE POLICY ISSUE LIKE THAT, YOU KNOW, THE POLICE ARE BEHAVING IN, IN SOME AMORPHOUS WAY THAT THAT IS A GENERAL POLICY ISSUE. UM, BUT IF YOU GUYS EVER HAVE ANY FOOTAGE, FILM OF, OF DISCREET SPECIFIC EXAMPLES, UH, OF THIS HAPPENING, UH, WE WOULD BE MORE THAN HAPPY TO TAKE, TAKE A LOOK. BUT IT'S, IT'S VERY HELPFUL TO US WHEN YOU'VE GOT SPECIFIC EXAMPLES, SPECIFIC VIDEO. DOES THAT GIVE US SOMETHING WE CAN REACT TO? THANK YOU. THANK YOU SO MUCH, MR. FAR, AND I BELIEVE, UH, BOARD MEMBER SMITH, UH, KNOWS, RECOGNIZES, AND, AND HE'LL BE IN TOUCH, BE AT THE OFFICE. AT THIS TIME, I'D LIKE TO RECOGNIZE MS. DOLORES PHILLIPS TO THE STAND. AND MS. PHILLIPS, I KNOW YOU WANTED A VOTE FOR, FOR FIVE MINUTES, IS THAT RIGHT? EXCUSE ME, CHAIR. I HAVE MY HAND UP TOO. UM, I HAVE A QUESTION FOR MR. . ONE SECOND. MS. PHILLIPS, I APOLOGIZE. I DIDN'T SEE, UH, BOARD MEMBER HIGGINS HAND UP, UH, BOARD MEMBER HIGGINS, THE FLOOR IS YOURS. YEAH. UM, HEY, HOW YOU DOING MR. FER? HOW YOU DOING? UM, I DID, DID ANY OF THE PROTESTORS FILE COMPLAINTS? UH, NO. I WROTE TO MY COUNCILMAN AND HE WROTE TO THE CITY ATTORNEY ABOUT THE POLICY. CITY ATTORNEY RETURNED TO NON-ANSWER. UH, AND ALSO THEY SUGGESTED I SPEAK WITH, UH, THE BOARD, UH, YOUR BOARD. UH, AND THAT'S WHEN THE BOARD DIRECTOR, UM, REACHED OUT TO ME AND, UH, WE SET UP A MEETING. SO THAT'S KIND OF WHERE WE'RE AT RIGHT NOW WITH THIS SITUATION. OKAY. UM, BUT, UH, SO I DON'T, I GUESS I'LL WAIT TO SEE WHAT, UH, THE DIRECTOR, UM, WHAT, WHAT THE OUTCOME WILL BE WITH [00:15:01] THE DIRECTOR AND WITH THE BOARD MEMBER SMITH. BUT I WOULD, I WOULD, I DON'T KNOW IF THEY'VE SUGGESTED, BUT I, I FEEL LIKE THEY NEED TO FILE COMPLAINTS. UM, UH, AS WELL. I WOULD RECOMMEND THAT AS A BOARD, UH, MEMBER, THEIR, THEIR INITIAL SUGGESTION WAS THAT I SPEAK HERE TODAY. SO IF, IF THAT'S, UH, THE WHAT I SHOULD DO, I, YOU KNOW, WE CAN DO THAT PROBABLY. YEAH. YEAH. I MEAN, THAT'S GOOD THAT YOU CAME TO SPEAK. UM, AND OF COURSE YOU TALKED WITH DIRECTOR, UH, ANDRE ALREADY, WHICH SHE PROBABLY RECOMMENDED THIS AS WELL. SO . UH, BUT, BUT IN ORDER FOR THE PROCESS TO WORK FOR YOU, YOU SHOULD, UH, DEFINITELY GET THOSE PROTESTORS AND, AND FOLKS TO FILE COMPLAINTS AND APPRECIATE YOU COMING TO, TO TALK TO US TODAY. THANK YOU SO MUCH. BOARD MEMBER HIGGINS FOR THAT QUESTION. UH, ANY OTHER QUESTIONS FROM THE BOARD? OKAY, WE'RE GOOD. MS. PHILLIPS, UH, THE FLOOR, WE'LL GO AHEAD AND GIVE YOU FIVE MINUTES, UH, TO SHARE WHAT YOU NEED TO SHARE, UH, TODAY, UH, TOTAL. SO, UH, WHENEVER THE, UH, THE TIME GOES OFF, YOU ARE ALWAYS GOOD AT RESPECTING THAT TIMER, SO I HAVE NO DOUBT. BUT WHEN YOU BEGIN, YOUR FIVE MINUTES BEGINS. DOLORES PHILLIPS PO BOX 5 3 0 2 3 6 GRAND PRAIRIE, TEXAS 7 5 0 5 3. THANK YOU FOR ALLOWING ME TO SPEAK. YOU HAVE A TOTAL OF SIX PAGES. SOME OF YOU HAVE FRONT AND BACK. THIS IS A COMPLAINT I'M REQUESTING TO MEET WITH THE CHAIR AND ALSO THE DIRECTOR, AND ANY OTHER COMMITTEE MEMBERS THAT WILL BE AVAILABLE IN PERSON SO THAT WE CAN FIRST LOOK AT THE LAST PAGE WHERE YOU SEE THE COLOR CD, BLUE AND GREEN. THIS IS THE CD THAT FIRST CAME MISSING HERE IN OOC, B-O-C-P-O-V. UM, I THINK MS. STEINFELD, SHE JUST MUTED. WE'RE GOOD. UM, AND THIS CITY FIRST CAME MISSING IN YOUR OFFICE. IT WAS NOT MISSING, LOST OR MISPLACED. I'M ALLEGING, HAD I NOT SAID NOTHING, THEY WERE GOING TO KEEP IT BECAUSE IT PROVES A COVERUP WITHIN A COVERUP, JUST THIS CD ALONE. I DO HAVE COPIES OF THE 9 1 1 CALLS FROM 2009 2011 NOW. SO FOR THOSE WHO DON'T UNDERSTAND THE MEETING OF OCTOBER 25TH, 2013, IT WAS PREARRANGED BY MAYOR ROLLINS BECAUSE OF 9 1 1 CALLS THAT WERE ERASED IN 2009. IT'S THESE 9 1 1 CALLS IS ALSO RECORDED IN CORPORAL CONNER'S NOTES OCTOBER 25TH, 2013. NOW, PLEASE GO TO THE EMAIL. I DID FILE A FOUR PAGE COMPLAINT. I'VE GIVEN IT TO MS. SHAW. UM, WHEN YOU LOOK AT THE CITY, THE GREEN CITY IN A BLUE SLEEVE, THIS CITY IS NOW MISSING FROM A HUNDRED AND FIRST COURT DALLAS COUNTY, HUNDRED AND FIRST COURT, HONORABLE JUDGE STACEY WILLIAMS, IN CASE DC DASH 21 DASH 0 6 2 9 9. WITH THE EXCEPTION, THIS CITY DID NOT COME UP. YOU KNOW, THEY DIDN'T FIND IT ANYWHERE. THIS CITY WAS BY ITSELF WITH A MOTION. THE OTHER TWO SEALED ENVELOPES, LOTES, LEGAL SIZED ENVELOPES, OR MISSING FROM THE COURT, WALKED AWAY FROM THE COURT, WAS IN POSSESSION OF THE COURT. EVERYTHING THAT WAS IN THOSE ENVELOPES WERE ORIGINAL DOCUMENTS, PICTURES FROM 1998. IT WAS ALSO MEDICAL IMAGES ON CDS WITH THE REPORTS EXPLAINING WHAT WAS ON THOSE MEDICAL IMAGES. IT WAS, THIS CITY WAS SEPARATE, IT WAS ALSO FBI FILES ON THOSE CDS THAT WERE MISSING. THAT WAS, I ALLEGED TARGETED AND STOLEN FROM THE COURT TO OBSTRUCT JUSTICE. WHEN YOU TALK ABOUT SAVING OFFICERS AND CARING ABOUT OFFICERS AND CITIZENS COVERING UP AND CORRUPTION IS NOT THE WAY TO GO, IT'S VERY DANGEROUS FOR CITIZENS AND POLICE OFFICERS. I WANNA READ WHAT IS IN MY EMAIL. MS. CHANDLER, PLEASE ACCEPT THIS EMAIL AS AN OFFICIAL COMPLAINT AND RE REQUEST FOR AN INVESTIGATION FOR TWO ERASE 9 1 1 CALLS IN 2009. THE TWO ERASE CALLS ARE 8 33 AND 8 55. THE ALLEGED 8:33 PM CALL RELEASED IS IN ALL REALITY, THE EIGHT 17 P 8:17 PM CALL DUKE TWICE TO MAKE IT APPEAR AS THOUGH IT IS THE THREE MINUTE 8:33 PM CALL THE VERY DETAILED 8:33 PM AND 8:50 AM 8:55 PM CALLS WERE TOTAL TOTALLY ERASED WITHIN A WEEK UNLAWFUL IMPRISONMENT. OCTOBER 25TH, TWO 13, DPD REPORT, NUMBER 0 2 7 3 2 9 1 DASH A. IN THE INCIDENT DETAIL REPORT, IT STATES THAT CORPORAL COTNER CAME TO THE MEETING WITH HIS OWN POLICE REPORT NUMBER. THE, UM, 9 1 1, UM, REPORTER, UH, DISPATCHER SAID THAT SHE RE IT WAS [00:20:01] REQUIRED FOR HER TO MAKE A NOTE BECAUSE OFFICERS DO NOT COME TO MEETINGS OR CALL DISPATCH WITH THEIR OWN REPORT NUMBERS. THEY CALL FOR A REPORT NUMBER IF REQUIRED. I'M, I'M ALLEGING THAT IT WAS PREMEDITATE PREMEDITATED RETALIATION FOR ME SPEAKING LIKE I'M SPEAKING BEFORE YOU. NOW, WITH THAT BEING SAID, IT WAS ALSO PHARMACEUTICAL RECORDS. MS. MARY LOU VALISE THORN, WHO WENT DOWNSTAIRS TO GET MY COURT DOCUMENTS OCTOBER 25TH, 2013, THAT I WAS GONNA MAIL IMMEDIATELY AFTER LEAVING THE MEETING AT 14 SOUTH, 1400 SOUTH LAMAR. THAT IS DOCUMENTED IN HER NOTES, CORPORAL COTNER, FRIENDS AROUND BEING ANXIOUS, ANTSY, AND ANGRY. THEY TOOK THAT TWO HOURS OUT THE VIDEO. IN HIS REPORT, HE STATED THAT I USE HANDS AND FEETS AS WEAPONS. I'VE NEVER GOT UP. NOT ONE TIME. IT WAS NEVER AN ARGUMENT, NEVER A DISAGREEMENT. I NEVER HAD TO BE, UM, RESTRAINED FROM ACTING DISORDERLY BECAUSE IT NEVER HAPPENED. THEY NEVER RELEASED ANY VIDEO OF ME USING HANDS AND FEETS AS WEAPONS. THE TWO HOUR PLUS MEETING WAS ON THE FIRST FLOOR IN THE LOBBY FOR ALL TO SEE AND HEAR WHERE THE SCANNER WAS. THEY HAVE NOW SINCE RENOVATED OR DID SOMETHING DIFFERENT. I'M ALLEGING THAT IT WAS RETALIATION. I WAS DUALLY ACCEPTED IN A MASTER'S DEGREE PROGRAM AT UTA IN 20 14, 20 15, SOCIAL WORK AND CRIMINAL JUSTICE. I WAS THEN KICKED OUT. THE CONNECTIONS ARE CORPORAL NER AND SHERRY KUMO, WHO WAS AN INSTRUCTOR AND THEY WERE BUILDING FILES. THANK, THANK YOU SO MUCH, MR. THANK YOU SO MUCH. I REALLY APPRECIATE THOSE, THOSE, UH, THOSE FIVE MINUTES AND RESPECTING THE TIME. THANK YOU. OKAY. AND, AND CHAIR, I'VE ALREADY SIGNED UP TO SPEAK, SO CAN YOU PLEASE FOR NEXT MEETING? YEAH, I'VE ALREADY SENT THE EMAIL. OKAY. SOUNDS GOOD. MS. PHILLIPS, I BELIEVE THERE'S A QUESTION FROM THE BOARD. WOULD YOU MIND, UH, UH, TAKING AROUND A LITTLE BIT LONGER? BOARD MEMBER MAPLES, DO YOU HAVE A QUESTION? SO, WHEN THE POLICE OFFICER SAID THAT YOU USED YOUR HANDS AND FEET AS WEAPONS? YES, SIR. CAN YOU TELL ME WHAT YEAR THAT WAS? WAS THAT 2009? THAT WAS 2013. I WAS THERE AT THE MEETING TO SPEAK ABOUT THE ERASE CALLS IN 2009. OKAY. THAT WAS 2013. OKAY. THANK YOU. THANK YOU, SIR. THANK YOU, MS. PHILLIPS. IF ANYONE'S LISTENING ONLINE OR HERE AND PRESENT, AND YOU WOULD LIKE TO SPEAK AT THE END OF THE MEETING, THERE WILL BE, UH, ALSO A TIME AT THE CONCLUSION OF OUR MEETING FOR PUBLIC COMMENT. WE WANT TO HEAR FROM THE COMMUNITY. UH, WE WANNA BE AS ACCESSIBLE AS POSSIBLE. SO, UH, PLEASE CONTACT THE OFFICE. UM, REACH OUT IF YOU'D LIKE TO SIGN UP FOR PUBLIC COMMENT AT THE END OF THE MEETING. UH, BUT WE ARE GONNA NOW MOVE ON. UH, WE'VE ALREADY APPROVED THE MINUTES, AND WE'LL GO TO ITEM FIVE ON THE AGENDA. INTRODUCING JENNIFER KING, THE NEW MEMBER OF THE CPOB FOR DISTRICT 10. I WANT TO, UH, JUST EXTEND A WARM WELCOME TO BOARD MEMBER KING, WHO IS, UH, NOW TAKING THE PLACE AT DISTRICT 10. I WANTED TO GIVE THE FLOOR IF SHE CHOOSES, UH, JUST GIVE A BRIEF INTRODUCTION, UH, AND, UH, GIVE THE THE BOARD A CHANCE TO WELCOME HER, UH, TO, TO THIS BOARD. THANK YOU SO MUCH, CHAIR. I'M EXCITED TO BE HERE TONIGHT AND LOOK FORWARD TO MEETING WITH Y'ALL IN PERSON IN THE FUTURE. UM, I'VE BEEN INVOLVED WITH EDUCATION, PUBLIC SAFETY, UM, IN DISTRICT 10, UH, THROUGH MY FORMER COUNCIL MEMBER MAGOO, AND CURRENTLY, UM, TRYING TO SUPPORT COUNCIL MEMBER STEWART. UH, SO WITHOUT GOING OVER A LOT OF BORING DETAILS, I'M REALLY EXCITED TO PUT MY COMMUNITY, UM, KNOWLEDGE AND INTEREST TO WORK, UM, WITH ALL OF YOU IN SUPPORT OF OUR POLICE DEPARTMENT AND ALSO IN SUPPORT OF OUR CITIZENS. SO, THANK YOU SO MUCH. THANK YOU SO MUCH FOR BEING HERE VIRTUALLY, AND WE HOPE YOU GET BETTER. UH, I HOPE YOU RECOVER SOON FROM, UH, FROM COVID. WE'LL NOW MOVE, UH, WE'RE GONNA NOW MOVE, UH, TO ITEM NUMBER SIX ON THE AGENDA INTRODUCTION OF NEW OCPO STAFF. A LOT HAS GONE ON SINCE OUR OCTOBER MEETING. THE OFFICE HAS BEEN BUSY, AND, UH, I THINK WE'RE ALL PLEASED, UH, ABOUT THE NEW ADDITIONS OF THE, UH, THE OFFICE STAFF AT THE OCPO. I WANNA CONGRATULATE, UH, DIRECTOR ANDRE FOR HARD WORK. HER, UH, DILIGENCE IN, UM, GETTING HER STAFF READY TO DO THE WORK. AND I THINK I, I, I KNOW THAT AS A BOARD, WE'VE BEEN WAITING FOR THIS FOR A LONG TIME TO GET, TO GET THE WORK DONE, AND WE NEED THE PEOPLE TO GET THE WORK DONE. AND IT LOOKS LIKE SHE'S DONE A GOOD JOB GETTING THE RIGHT PEOPLE HERE. I DO WANNA [00:25:01] EXTEND, UH, AN INVITATION ON BEHALF OF THE BOARD, UH, TO, UH, MICHELLE BRO AND GREGORY HUFF, UH, TO WELCOME IN. I'D LIKE TO GIVE YOU AS WELL, UH, A TIME, UH, TO GIVE, INTRODUCE YOURSELF TO THE BOARD BRIEF INTRODUCTION. UH, AND IF THE BOARD HAS ANY QUESTIONS, I'LL EXTEND THAT TO THEM AS WELL. UH, BUT MS. MICHELLE, I'D LIKE TO GIVE YOU THE FLOOR FIRST. YOU'VE BEEN HIRED AS THE COMPLETE INTAKE SPECIALIST. WE NEEDED SOMEBODY, SO WE'RE HAPPY YOU'RE HERE. UM, I'M HERE FROM, WELL, 15 YEARS IN THE LEGAL FIELD. I STARTED AT WITH DALLAS COUNTY SHERIFF DEPARTMENT AS A DSO, THEN A PRETRIAL OFFICER. AND I LEFT AS A INTAKE COORDINATOR FOR THE SHERIFF DEPARTMENT. I HAVE A BACHELOR'S IN SCIENCE, UM, IN CRIMINAL JUSTICE FROM JARVIS CHRISTIAN UNIVERSITY, AND A MASTER'S IN OF SCIENCE, UM, IN CRIMINAL JUSTICE WITH EMPHASIS ON LAW ENFORCEMENT FROM GRAND CANYON UNIVERSITY. AND I'M PURSUING MY DOCTORATE DEGREE, MY . ERIC, COULD YOU ASK THE STAFF TO COME TO THE PODIUM? OH, WELL, UH, PROBABLY EASIER FOR THEM TO SEE, FOR YOU TO SEE. WE CAN'T SEE ANYBODY. UM, I THINK THERE'S A CAMERA BEHIND YOU ON THAT PODIUM, SO MAYBE WHEN YOU'RE SPEAKING, THAT'D BE HELPFUL FOR THE, THE BOARD MEMBERS VIRTUALLY TO SEE, UH, PUT A, UH, A FACE TO A VOICE. OH, GOOD. COULD YOU SAY ALL THAT AGAIN, MS. BRO? JUST JOKING, , JUST JOKING. THIS IS MS. BURROW, UH, JUST SO THE STAFF CAN, CAN YOU SEE ME NOW? ? OH, YEAH. SO THANK YOU. WHY DON'T YOU STAY UP THERE JUST IN CASE. UH, I WON'T EXTEND ANY OPPORTUNITY FOR THE BOARD IF YOU HAVE ANY COMMENTS OR QUESTIONS. AND I'D LIKE TO EXTEND THE SAME INVITATION TO THE BOARD. ANY QUESTIONS OR COMMENTS? UH, TO MR. HUFF? THE FLOOR IS YOURS, MR. HUFF. THANK YOU, CHAIR. MY NAME IS GREG HUFF. UM, A LITTLE BACKGROUND ON ME. I WAS A ADMINISTRATOR, INVESTIGATOR OUT FOR THE CITY AND COUNTY OF DENVER. UM, MY JOB THERE WAS TO INVESTIGATE THE SWORN MEMBERS OF THE DENVER SHERIFF'S DEPARTMENT. IT WAS KIND OF A UNIQUE SITUATION OUT THERE. THEY DISBANDED THE INTERNAL AFFAIRS DEPARTMENT FOR THE DENVER SHERIFF'S DEPARTMENT, AND THEY REPLACED IT WITH CIVILIAN INVESTIGATORS. SO THE CIVILIAN TEAM WAS THE INTERNAL AFFAIRS FOR THE DENVER SHERIFF'S DEPARTMENT. SO I DID THAT FOR FOUR YEARS AS AN INVESTIGATOR. IN THE LAST THREE YEARS, I WAS A SUPERVISOR OF THE UNIT. UM, AND PRIOR TO THAT, I WAS A POLICE OFFICER OUT IN CALIFORNIA. THANK YOU SO MUCH. UH, YEAH, WE RECEIVED AN EMAIL WITH YOUR RESUME AND, UM, VERY RICH RESUME. WE'RE EXCITED. YOU'RE ON BOARD. UH, I WANNA EXTEND TO ANY, UH, COMMENTS OR, OR QUESTIONS FROM THE BOARD AT THIS TIME. MR. MR. CHAIRMAN DAVID KITTER, DISTRICT 13. UM, I, I WANNA SECOND WHAT WAS SAID EARLIER, BUT AS TO THE WHOLE ENTIRE STAFF, I THINK, UH, OUR DIRECTOR HAS DONE A FANTASTIC JOB IN THE TWO MONTHS OR THREE MONTHS. I, THREE MONTHS SAID SHE'S BEEN HIRED. UH, SHE'S PUT TOGETHER A TERRIFIC STAFF, AND, UH, I'M REALLY LOOKING FORWARD TO, UH, US SITTING THE GROUND AND DOING SOME REALLY GOOD THINGS HERE. SO, THANK YOU, UM, DIRECTOR AND THANK YOU. AND HIGHER, WE LOOK FORWARD TO WORKING WITH YOU. THANK YOU. THANK YOU SO MUCH, MR. HUFF. I APPRECIATE IT. WITHOUT ANY FURTHER COMMENTS, WE'LL NOW MOVE ON, UH, TO AGENDA ITEM SEVEN. AGENDA ITEM SEVEN. AND THIS IS CONSIDERATION OF INDEPENDENT REVIEW REQUEST. AND, UH, UH, MS. SIERRA, I DON'T KNOW IF IT'D BE EASIER FOR YOU TO, TO STAND TO, UM, BE IN THE PODIUM BEHIND YOU, 'CAUSE OF THE CAMERA FOR THE VIRTUAL, UH, IF YOU'RE OKAY WITH THAT. UM, CAN YOU HEAR, SO THEY WANNA SEE YOU? OH, OKAY. YEAH. BUT IF, IF, UH, IF YOU HAVE YOUR NOTES, EVERYTHING AT THE TABLE, YOU [00:30:01] CAN FEEL FREE TO WORK HERE. BUT IF IT'S, IF IT'S, UH, AVAILABLE, UH, THAT MIGHT BE BETTER FOR THE VIRTUAL ATTENDEES. AND, UH, TODAY, UM, MS. OBSU WILL BE DISCUSSING TWO CASES FOR OUR CONSIDERATION. AND, UH, AFTER, UH, SHE REVEALS, UH, AFTER WE GO THROUGH AN INTRODUCTION OF THE CASE AND, AND WE SEE WHAT WE NEED TO SEE TODAY AT THIS MEETING, WE WILL TAKE A VOTE AS A BOARD ON WHETHER OR NOT WE WOULD LIKE TO CONDUCT AN INDEPENDENT INVESTIGATION ON THESE PARTICULAR CASES. SO, MS. OSU, THE FLOOR IS YOURS. UH, THANK YOU FOR BEING HERE. THANK YOU, MR. CHAIRMAN. ON NOVEMBER 19TH, 2024, MR. HANNAH REQUESTED OCPO TO DO AN INDEPENDENT INVESTIGATION INTO AN INCIDENT THAT OCCURRED ON OCTOBER 13TH, 2024, WHEN OFFICERS VOICE JOLIE RESPONDED TO A CALL WITH FOUR OTHER POLICE VEHICLES TO INITIATE A TRAFFIC STOP. AFTER OBSERVING MR. HANNAH ALLEGEDLY COMMITTING TRAFFIC INFRACTIONS, MR. HANNAH ALLEGEDLY APPEARED DISORIENTED. DURING QUESTIONING, MR. HANNAH DENIED ANY MEDICAL ISSUES OR SUBSTANCE USE. HE COMPLETED PART OF THE HORIZONTAL GAZE NYSTAGMUS TEST, WHICH REVEALED NO SIGNIFICANT INDICATORS OR IMPAIRMENT MR. HANNAH DISCLOSED HE WAS ARMED WITH. AFTER INITIALLY DENYING POSSESSION OF A WEAPON, HE RETRIEVED A FIREARM FROM THE VEHICLE PROMPTING OFFICER JOLIE TO DISARM HIM TO ENSURE SAFETY. FOLLOWING THE ENCOUNTER, HANNAH FILED A COMPLAINT ALLEGING RACIAL PROFILING RUDENESS, AND A LACK OF EXPLANATION OF THE TRAFFIC STOP. AFTER A PRELIMINARY REVIEW, THE OFFICE OF COMMUNITY POLICE OVERSIGHT IS UNABLE TO ESTABLISH A VIOLATION OF THE DALLAS POLICE DEPARTMENT'S DEPARTMENTAL POLICIES OR PROCEDURES. THANK YOU SO MUCH, MS. OSU. UM, DO YOU HAVE ANY QUESTIONS, UH, COMMENTS ON THE BOARD AT THIS TIME BEFORE, UH, WE MAKE A MOTION ON WHETHER OR NOT TO, UH, TO HAVE AN INDEPENDENT INVESTIGATION? MR. CHAIRMAN, IS THERE A VIDEO? SO, SO, IS THERE A VIDEO, UH, FOR OUR MEETING TODAY? IT WAS PROVIDED IN THE SHORE POINT LINK ON FRIDAY VIA EMAIL. AND, UH, WERE YOU ABLE TO SHOW THAT HERE AT THE MEETING? OR, UH, IT OKAY. NO, MR. CHAIR, I WAS NOT ABLE TO OPEN THAT LINK. IT SAID IT WAS UNAVAILABLE OR I DIDN'T HAVE ACCESS. OKAY. I ALSO DON'T HAVE ACCESS. IS, IS ANYONE ELSE HAVING ISSUES WITH THE SHAREPOINT? OKAY. UM, JUDGE LENDER DISTRICT EIGHT. I WAS UNABLE TO OPEN THE LINKS AS WELL. THIS IS GOOD TO KNOW. UH, SO I THINK ONE THING WE COULD DO IS IT'D BE HARD TO MAKE A, AN INFORMED DECISION IF THE VIDEO HAS BEEN INACCESSIBLE. UM, SHOULD WE TABLE THIS, UH, FOR THE NEXT MEETING AND ALLOW US TO WORK OUT THE KINKS WHEN IT COMES TO SHAREPOINT? AND, UH, I GUESS WE NEED TO MAKE A MOTION, UH, FOR THAT. DO I HAVE A, A MOTION TO, TO TABLE THIS FOR THE NEXT BOARD MEETING IN JANUARY? BEFORE WE DO CHAIR, CAN I NO. MOVE, ASK YOU A COUPLE OF QUESTIONS. UM, YES, YOU CAN. BEF SO THERE HASN'T BEEN, NO MOTION HAS BEEN MADE YET. UH, MS. GR OR ALLEN HAS A, A COUPLE QUESTIONS FOR MS. OBSU BEFORE WE MAKE THE MOTION. WAS MR. HANNAH ACTUALLY ARRESTED? I BELIEVE SO, YES. AND, UM, WHAT WAS HE ARRESTED FOR? I BELIEVE HE WAS UNDER THE . I MEAN, THE, THE HGN TEST WAS NOT INDICATIVE OF INTOXICATION. SO IT SOUNDS LIKE HE WAS NOT ARRESTED FOR A DWI. RIGHT. THIS IS JUDGE LAND . I WOULD RESPECTFULLY MOVE THAT THIS MATTER BE, UH, MOVED TO THE NEXT MEETING TO ALLOW ALL MEMBERS TO REVIEW THE INFORMATION PROVIDED WE HAVE A MOTION ON THE FLOOR. I'LL SECOND. I MEAN, THERE, THERE'S NO USE SPECULATING ABOUT SOMETHING WE COULD WATCH. SO, YEAH, WE HAVE A MOTION ON THE FLOOR, UH, TO POSTPONE THIS DISCUSSION TILL OUR NEXT MEETING, UH, IT'S BEEN SECONDED. UM, ANY DISCUSSION BEFORE WE TAKE A VOTE? JUST ONE. UM, I THINK WE'RE GONNA HAVE THE SAME ISSUE ON THE NEXT ONE. UM, SO I, I WANNA PLEASE TABLE BOTH OF THEM AT THE SAME TIME. I WOULD MOVE TO AMEND THE MOTION TO JUST TABLE BOTH OF THEM, UM, AT THIS TIME. UH, THE, MR. CHAIRMAN, THE ONLY ISSUE IS THE GENTLEMAN'S HERE FOR THE SECOND ONE, BUT I MEAN, I GUESS HE CAN COME BACK. [00:35:01] BUT, UM, YEAH. WE'LL, WE'LL JUST DO THIS, THIS ONE, UH, THIS ONE MEETING, THIS ONE CASE AT THIS TIME, AND THEN WE'LL DO A SECOND ONE FOR THE SECOND ONE. AND, UH, WHO MADE THE JUDGE? JUDGE LANDER, YOU MADE THE MOTION. COULD YOU AMEND THE MOTION TO INCLUDE THE DATE OF OUR NEXT MEETING, JANUARY 14TH? ABSOLUTELY. SO MANY. OKAY. PERFECT. UH, THERE IS DISCUSSION ON THE TABLE BOARD MEMBER HIGGINS, DID YOU HAVE YOUR HAND UP? UH, WITH SARI'S DISCUSSION? I BOARD MEMBER HIGGINS, DID YOU HAVE A QUESTION? I SAW YOUR HAND UP BEFORE WE, UH, TAKE A VOTE. YEAH, I'M SORRY. I, I HAD A LAG THERE. WE CAN TAKE THE VOTE. UH, MY QUESTION ISN'T SPECIFICALLY ABOUT THIS VOTE. OKAY, THANK YOU. OKAY. WE HAVE A MOTION ON THE FLOOR. UH, ALL IN FAVOR OF JUDGE LANDERS MOTION. OH, I STILL HAD A QUESTION. I'M SORRY. . ALRIGHT, MS. UM, DR. LAUREN GILBERT SMITH. THE FLOOR IS YOURS. I, I REALIZE THAT IT, IT MAKES THINGS EASIER IF WE CAN ALWAYS PREVIEW THE VIDEOS, BUT IT'S ALSO HELPFUL. UM, WE COULD HAVE ELIMINATED POSTPONING IT IF, IF WE HAVE THE VIDEOS AVAILABLE FOR THE MEETING. 'CAUSE I, I'VE HAD TROUBLE ACCESSING SHAREPOINT FOR, SINCE IT COMES. SOMETIMES I CAN ACCESS AND SOMETIMES I CAN'T. THANK YOU. AND THAT'LL BE DISCUSSED. UH, I'LL DISCUSS THAT WITH THE OFFICE, UH, IN BETWEEN NOW AND THE JANUARY MEETING. ANY FURTHER DISCUSSION BEFORE WE TAKE A VOTE? OKAY. ALL IN FAVOR OF JUDGE LANDERS. UH, MOTION TO POSTPONE, UH, THIS PARTICULAR, UH, THIS CASE TO THE JANUARY 14TH MEETING. ALL IN FAVOR SAY AYE. AYE. AYE. ALL OPPOSED, SAY NAY. THIS MOTION HAS PASSED UNANIMOUSLY. WE NOW MOVE TO THE NEXT CASE. UH, MS. OBSU, UH, YOU CAN GO AHEAD AND, UH, BEGIN THE O UPDATE ON THIS CASE. IT MIGHT BE THE SAME ISSUES ALONG THE BOARD, BUT, UH, I'LL GIVE YOU THE FLOOR AT THIS TIME TO BEGIN THE CONVERSATION. OKAY. ON NOVEMBER 19TH, 2024, MR. S RIS, I'M SORRY, REQUESTED OCPO TO DO AN INDEPENDENT INVESTIGATION INTO AN INCIDENT THAT OCCURRED ON SEPTEMBER 5TH, 2022. WHEN DPD OFFICERS RESPONDED TO TWO SEPARATE INTERACTIONS INVOLVING RICARDO RIS AT THE CITIZENS NIGHTCLUB IN DALLAS, TEXAS, AROUND 1:53 AM MR. RIS FLAGGED DOWN OFFICERS TO REPORT BEING DENIED SERVICE AT THE NIGHTCLUB. THE OFFICERS DETERMINED THIS WAS A CIVIL MATTER AND EXPLAINED THAT THEIR JURISDICTION DID NOT EXTEND SUCH TO SUCH DISPUTES. LATER THAT NIGHT, OFFICERS WERE CALLED BACK TO THE NIGHTCLUB REGARDING AN ALLEGED ALTERCATION BETWEEN MR. SAPR AND THE NIGHTCLUB STAFF. ACCORDING TO THE STATEMENTS FROM THE NIGHTCLUB STAFF, MR. SAPR ATTEMPTED TO ENTER THE ESTABLISHMENT AFTER BEING DENIED ENTRY, LEADING TO A CONFRONTATION WITH BOUNCERS. DURING THE INCIDENT, MR. RIS ALLEGEDLY PUNCHED ONE OF THE BOUNCERS CHASE GREEN IN THE FACE, CAUSING MINOR INJURIES. IN HIS COMPLAINT, MR. RISS ALLEGED RACIAL, RACIAL BIAS AND UNPROFESSIONAL CONDUCT BY OFFICER GUTIERREZ AND OFFICER WILLIAMS. AFTER A PRELIMINARY REVIEW, THE OFFICE OF COMMITTING POLICE OVERSIGHT IS UNABLE TO ESTABLISH A VIOLATION OF DOWS POLICE DEPARTMENT. DEPARTMENTAL POST POLICIES OR PROCEDURES. OCPO REQUESTED AN EXTENSION TO THOROUGHLY REVIEW ALL BODY ONE CAMERA FOOTAGE RELATED TO MR. RE'S COMPLAINT. THIS ADDITIONAL TIME IS NECESSARY TO ENSURE A COMPREHENSIVE AND ACCURATE ASSESSMENT OF THE INCIDENT IN ALL ASSOCIATED MATERIALS. THANK YOU. THANK YOU SO MUCH MR. OBSU. AND I DID NOTICE AT THE VERY END, UH, OF THE PRELIMINARY REVIEW, IT DOES SAY THAT, UH, THE OCPO REQUESTS AN EXTENSION TO THOROUGHLY REVIEW ALL BODY-WORN CAMERA FOOTAGE RELATED TO MR. RE'S COMPLAINT. UH, THIS ADDITIONAL TIME IS NECESSARY TO ENSURE A COMPREHENSIVE AND ACCURATE ASSESSMENT OF THE INCIDENT AND ALL ASSOCIATED, UH, MATERIALS. SO I BELIEVE WE HAVE THE SAME ISSUE, UH, WITH THIS CASE. UM, NOT ONLY DO WE MAYBE HAVE SHAREPOINT ISSUES, BUT IT COULD ALSO BELIEVE THAT THE BOARD HAS ASKED, THE OFFICE HAS REQUESTED ADDITIONAL VIDEO FOOTAGE FROM THE POLICE DEPARTMENT THAT HASN'T QUITE ARRIVED YET. SO, UM, IF THE BOARD FEELS COMFORTABLE THERE, THERE MAY BE A MOTION NEEDED TO EXTEND THIS CASE AS WELL. GIVE DISTRICT 13. I MOVE THAT WE MAKE THE SAME EXTENSION. [00:40:01] DO THE NEXT MEETING. JANUARY 14TH. A MOTION? DO I HAVE A SECOND? JUDGE LAND. SECOND. WE HAVE SOME DISCUSSION, UH, BEFORE WE TAKE A VOTE. UH, MR. SPR HAS HIS HAND UP AT THIS TIME, AND WE'LL, WE'LL INVITE MR. SAPR BACK FOR THE JANUARY, UH, 14TH, UH, MEETING. UH, 'CAUSE WE DON'T HAVE ALL THE INFORMATION TO ACCURATELY DISCUSS, UH, THIS PARTICULAR, UH, TOPIC. ANY DISCUSSION FROM THE BOARD AT THIS TIME BEFORE WE TAKE A VOTE? SEEING THERE IS NO, UH, DISCUSSION, THERE HAS BEEN A MOTION, UH, MADE ALL IN FAVOR OF DAVID KITNER'S, UH, MOTION SAY AYE. A AYE, AYE. ALL OPPOSED, SAY NAY. THIS PO MOTION PASSES UNANIMOUSLY. AND MR. SAPR, IF YOU ARE LISTENING, UH, WE DO, UH, HEAR YOU. WE SEE YOU. WE JUST WANNA BE, UM, DO OUR DUE DILIGENCE AND MAKE SURE WE SEE ALL THE INFORMATION. UH, THE OFFICE WILL, UH, REACH OUT TO YOU AND, UH, WE WILL MAKE SURE TO DISCUSS THIS ISSUE AT OUR JANUARY 14TH MEETING. SO THANK YOU FOR YOUR PATIENCE. SURE. AND WE APOLOGIZE, I'M SO SORRY TO INTERRUPT, BUT, UM, CAN I ASK MR. SOPR A QUESTION BEFORE WE LET HIM GO? SURE. MR. SOPR, IT LOOKS TO ME LIKE YOU WERE ACQUITTED IN A JURY TRIAL. UM, HAVE YOU MADE ANY EFFORTS TO EXPUNGE THIS, UM, ARREST? BECAUSE THAT MIGHT MAKE IT DIFFICULT FOR US TO GET VIDEOS. THANK YOU SO MUCH FOR THAT QUESTION. SO, MR. RIS, IF YOU WOULD ALSO, UH, SORRY ABOUT THIS, BUT, UH, PUT YOUR VIDEO ON FOR US AS WELL, IF POSSIBLE. THANK YOU SO MUCH. HELLO? YES, WE CAN SEE YOU. SORRY FOR THE INTERRUPTION THAT THE FLOOR IS YOURS. OKAY. THANK YOU SO MUCH. UM, YES. SO I WENT TO TRIAL AND I WAS FOUGHT NOW GUILTY IN SELF-DEFENSE, AND NOW I WAS ABLE TO OBTAIN THE BODY CAM FOOTAGE, UM, FOR, FROM THE POLICE OFFICERS. SO THE, THE ARREST NO LONGER SHOWS UP ON MY RECORD ANYMORE, BUT I AM, I AM IN POSSESSION OF ALL THREE BODY CAM FOOTAGE FROM THE POLICE OFFICERS. AND WHEN YOU SAY THAT YOU HAVE THE BODY CAM FOOTAGE, YOU MEAN YOUR DEFENSE ATTORNEY HAD IT? NO, I, I HAVE IT. YOU HAVE IT? UM, I REACHED, YES, I REACHED OUT TO THE ATTORNEY GENERAL BECAUSE I FILED A CIVIL LAWSUIT AGAINST THE PERSON FOR MALICIOUS PROSECUTION, AND I ENDED UP PAYING A HUNDRED DOLLARS. AND THEN, SO I WAS ABLE TO REVIEW THE BODY CAM FOOTAGE, AND UPON LISTENING TO THE BODY CAM FOOTAGE FOR THE MALICIOUS PROSECUTION, I COULD HEAR THE POLICE OFFICERS ONE, ONE POLICE OFFICER STATING THAT I SHOULD NOT GO TO JAIL BECAUSE THE MISDEMEANOR WITH A BODILY INJURY DID NOT OCCUR, AND THE POLICE OFFICER'S PRESENCE. BUT THEN ALSO TOO, I CAN HEAR ONE OF THE POLICE OFFICERS MAKING A FALSE STATEMENT IN ORDER FOR ME TO GO TO JAIL BECAUSE THEY SAID THAT I MADE A THREAT AND SAID, I'M GONNA MAKE THEM FEEL MY PAIN. AND THAT GAVE THEM THE AUTHORITY TO GO AHEAD AND SEND ME TO JAIL. GOTCHA. OKAY. WELL, IF THE OFFICE IS HAVING TROUBLE GETTING THE VIDEO FROM UH, DPD, I SUPPOSE THEY WILL REACH OUT TO YOU AND GET YOU A COPY. THANK YOU. YES. THANK YOU. THANK YOU AGAIN, MR. RIS. AND I JUST WANT YOU TO KNOW THIS IS IMPORTANT TO US. UH, WE JUST WANNA MAKE SURE WE HAVE ALL THE INFORMATION. SO, UH, JANUARY 14TH, WE WILL, UH, TAKE A LOOK AT YOUR CASE WITH ALL THE EVIDENCE. SO THANK YOU FOR YOUR PATIENCE. THANK YOU SO MUCH FOR LISTENING. ANY FURTHER QUESTIONS FROM THE BOARD BEFORE WE MOVE ON IN THAT CASE? UM, WE WILL NOW MOVE ON TO ITEM 10, REPORTS AND BRIEFINGS. REPORTS AND BRIEFINGS. ITEM 10 ON THE AGENDA. UM, AND WE'LL GO FROM 10 TO 10, A LEGISLATIVE BRIEFINGS. UH, THE CHAIR WOULD LIKE TO RECOGNIZE THE POLICY ANALYST SIERRA OBSU, UH, TO GIVE, UH, LEGISLATIVE BRIEFINGS ON SENATE BILL TWO 80 AND HOUSE BILL 8 81. THE FLOOR IS YOURS. THANK YOU. YOU, MR. CHAIRMAN, SENATE BILL TWO 80, WHICH ESTABLISHES INDEPENDENT CIVILIAN COMPLAINT REVIEW BOARDS IN TEXAS CITIES WITH POPULATION OF 200,000 OR MORE. THE BOARD CREATED BOARDS CREATED UNDER SB TWO 80 WOULD CONSIST OF FIVE MEMBERS APPOINTED BY LOCAL GOVERNMENT OFFICIALS, INCLUDING THE MUNICIPAL GOVERNING BODY, COUNTY JUDGES, POLICE CHIEF, AND COUNTY COMMISSIONER'S COURT. EACH BOARD WILL INVESTIGATE ALLEGATIONS OF OFFICER MISCONDUCT SUCH AS EXCESSIVE FORCE [00:45:01] ABUSIVE AUTHORITY WITH THE SUPPORT OF MUNICIPAL ATTORNEYS. INVESTIGATIONS MUST CONCLUDE WITHIN 120 DAYS, AND THE BOARDS HAVE THE AUTHORITY TO RECOMMEND DISCIPLINARY ACTION. SB TWO 80 GRANTS THE PROPOSED BOARD THE POWER TO ISSUE SUBPOENA POWER, UH, SUBPOENAS MAINTAIN THE CONFIDENTIALITY OF COMPLAINANTS AND PROVIDE STATUS UPDATES ON CASES IF, IF IMPLEMENTED AS PROPOSED. SB TWO 80 WOULD REQUIRE MUNICIPALITIES WITH POPULATIONS OVER 200,000 TO CREATE MUNICIPAL CIVILIAN COMPLAINT REVIEW BOARDS. DEPENDING ON HOW THESE NEW BOARDS ARE INTEGRATED OR WHETHER THEY REPLACE EXISTING ENTITIES, THIS COULD LEAD TO CONFLICTING OVERSIGHT MODELS IN CITIES THAT ALREADY HAVE ESTABLISHED CIVILIAN OVERSIGHT OFFICES OR BOARDS. LOCAL GOVERNMENTS MAY NEED TO DISSOLVE OR RESTRUCTURE THEIR CURRENT SYSTEM TO COMPLY WITH THE NEW LAW, ESPECIALLY IN CASES WHERE THEIR EXISTING OVERSIGHT ENTITIES LACK INVESTIGATION OR SUBPOENA POWER. HOWEVER, THE BILL DOES NOT ADDRESS HOW TO INTEGRATE WITH PREEXISTING OVERSIGHT MODELS, LEAVING UNCERTAINTY ABOUT HOW TO RESOLVE POTENTIAL CONFLICTS OR REDUNDANCIES. ANOTHER CONCERN IS THE PROPOSED COMPOSITION, WHICH LIMITS MEMBERSHIP TO FIVE INDIVIDUALS IN LARGE AND DIVERSITIES SUCH AS DALLAS, THE CURRENT MODEL, WHICH OUR CURRENT MODEL INCLUDES 15 BOARD MEMBERS TO REPRESENT EACH, UH, COUNTY OR DISTRICT. THANK YOU. THANK YOU SO MUCH. SO THIS IS AN ACTUAL BILL THAT IS UP FOR THE, UH, THE LEGISLATIVE SESSION IN TEXAS, IS THAT CORRECT? YES. IT WAS PRE-FILED IN NOVEMBER. NOVEMBER 12TH. AND DOES ANYBODY KNOW WHEN THE LEGISLATIVE SESSION STARTS? UH, JANUARY 14TH, IN JANUARY. SO THIS IS, UH, JANUARY. A BILL IS 14TH, JUNIOR 14TH. AND, UH, IF THIS BILL PASSES WITH THESE DIFFERENT, UH, YOU KNOW, THE BOARD STRUCTURE FUNCTIONS, DOES DALLAS FALL INTO, UH, ONE OF THE, THE CITIES THAT WOULD BE AFFECTED BY THIS BILL? CORRECT? YES. OKAY. WELL, THANK YOU FOR THE AWARENESS. I WANTED TO JUST PUT THAT BEFORE THE BOARD. ANY DISCUSSION, COMMENTS ON THIS, MR. CHAIRMAN? UH, JUST ONE QUESTION. I, AND I CAN PROBABLY LUCK THIS UP, BUT DO YOU KNOW OFFHAND, UH, MS. OBSU SUE IF, UM, OR WHO THE BILL SPONSORS ARE? UM, SO I DO KNOW IT WAS WRITTEN BY BORIS MILES, SO HE'S A HOUSTON SENATOR. OKAY, THANK YOU. DO WE KNOW IF THE CITY OF DALLAS IS GONNA TAKE ANY POSITION ON THIS OR THE LOBBYIST OR OTHERWISE DIRECTOR? DO YOU KNOW THIS, THE, THIS ANSWER TO THIS QUESTION? NO, BUT I WILL BE LOOKING INTO THAT DIRECTOR. DO YOU PLAN TO GO DOWN TO AUSTIN FOR THE LEGISLATIVE SESSION AS WELL? THAT IS THE PLAN. UM, MR. CHAIRMAN, COULD I ASK A QUESTION? YES. BOARD MEMBER KING, THE, THE FLOOR IS YOURS. THANK YOU SO MUCH. DO WE KNOW THE MOTIVATION AROUND THIS? IS THIS JUST TO PROVIDE BLANKET OPPORTUNITY FOR SUCH REVIEW BOARDS ACROSS THE STATE? IS THIS ANOTHER OPPORTUNITY FOR THE STATE TO TELL CITIES WHAT TO DO OR SOME OTHER PERSPECTIVE? UM, BECAUSE IT SEEMS LIKE THE CITY OF DALLAS DOESN'T NEED THIS OVERSIGHT OPPORTUNITY. SO DO YOU KNOW, DO YOU KNOW THIS? UM, IT SEEMS THAT THEY'RE TRYING TO ESTABLISH A UNIFORM STANDARD ACROSS THE STATE OF TEXAS WITH OFFICES LIKE FORT WORTH WHO DOESN'T NECESSARILY HAVE A BOARD AND SOME OTHER LARGE ENTITIES LIKE, UM, I BELIEVE HOUSTON HAS A SMALLER BOARD. UM, EL PASO DOESN'T, THEY DON'T HAVE A BOARD. EL PASO DOESN'T CORRECT. UH, THEY DON'T HAVE A BOARD, BUT EL PASO, UM, IT SEEMS AS THOUGH THEY'RE JUST TRYING TO CREATE A UNIFORM STANDARD FOR BOARDS COMPLAINT REVIEW BOARDS FOR MISCONDUCT FOR OFFICERS. MR. CHAIRMAN? YES, MR. I'M NOT FAMILIAR WITH SENATOR MILES, UM, BUT HE IS A DEMOCRAT AND JUST BASED ON PAST HISTORY OF THESE SORTS OF BILL FILINGS COMING, THE DIFFERENCE BETWEEN THE DEMOCRATIC FILINGS AND THE REPUBLICAN ONES, THE, UH, REPUBLICAN ONES TEND TO BE THE ONES THAT ARE TRYING TO CONTROL CITIES. SO, UM, JUST WANTED TO SHARE THAT. THANK YOU. YEAH, THAT'S A GOOD POINT. UM, THANK YOU. UM, I WOULD SAY THOUGH THAT THIS WOULD BE SOMETHING FOR US TO BE, OBVIOUSLY WE'RE MONITORING IT, UM, TO SEE IF THERE'S AN EXCEPTION FOR CITIES THAT ALREADY HAVE A WORKING POLICE OVERSIGHT BOARD THAT COULD, YOU KNOW, DEMONSTRATE TO THE STATE LEGISLATURE THAT WE HAVE SOMETHING IN PLACE THAT IS WORKING. THAT'S VERY REPRESENTATIVE, BECAUSE I THINK THAT'S ALSO YOU, YOU BRING UP IN YOUR CONCERNS THAT, UH, FIVE PEOPLE IS NOT REALLY REPRESENTATIVE OF LARGE, DIVERSE, UM, MUNICIPALITIES LIKE CITY LIKE DALLAS OR HOUSTON, ET CETERA, FORT WORTH. OKAY. THANK [00:50:01] YOU SO MUCH. UH, BOARD MEMBER SMITH. YEAH. UM, SORRY, I GUESS MY QUESTION, UM, WOULD BE, DO YOU KNOW IF THERE'S ANY INFORMATION ON WHETHER OR NOT THERE'S BIPARTISAN SUPPORT FOR THIS BILL? UM, JUST THINKING THAT, UM, TEXAS LEGISLATURE IS CONTROLLED BY THE REPUBLICAN PARTY. JUST WONDERING IF THIS BILL EVEN HAS LEGS. SO HOW MUCH EFFORT DO WE PUT INTO CHASING IT? IF, IF YOU DON'T THINK IT'S GONNA GO ANYWHERE? UM, I COULD FOLLOW UP WITH YOU ABOUT THAT ONE. BOARD MEMBER. HIGGINS, UH, THE FLOOR IS YOURS. YEAH, SORRY ABOUT THAT. I HAVE A SERIOUS LAG GOING ON HERE. UM, SO JUST MAKING SURE EVERYBODY CAN HEAR ME OKAY. MM-HMM . YES. LOUD AND CLEAR? YES. OKAY. ALL RIGHT. UM, YEAH, I, I THINK ONCE WE DO OUR HOMEWORK, WE NEED TO, UM, I WOULD SUGGEST THAT WE, UH, AS THE CHAIR OF THE POLICY, UM, COMMITTEE TO, FOR US TO LOOK AT WHAT OUR TAKE ON THIS IS COLLECTIVELY AS A BOARD. AND IF WE CAN COME TO A COLLECTIVE, UM, ALIGNMENT ON, UH, YOU KNOW, CLEAR, UM, POSITION THAT WE HAVE ON IT TO MAKE SURE WE SUBMIT THAT, UM, DURING THIS LEGISLATIVE SESSION, UM, WHEN WE HAD AN OPPORTUNITY TO THANK YOU SO MUCH, BOARD MEMBER HIGGINS. AND I THINK IT'S GOOD THAT WE HAVE THIS ON THE AGENDA. THANK YOU FOR BRINGING THIS, UH, TO OUR ATTENTION. AND I THINK WE SHOULD KEEP IT ON THE AGENDA, UH, KEEP IT FRESH, KEEP TALKING ABOUT IT. AND SO, UH, YEAH, LET'S, LET'S MAKE SURE THIS IS ON THE AGENDA FOR NEXT MEETING AS WELL. UH, BEFORE WE MOVE ON TO ONE MORE QUESTION, THE NEXT, IF I MAY, OH, SORRY. UH, HIGGINS, GO AHEAD. THE FLOOR IS YOURS. I WAS JUST, I WAS JUST GONNA ASK, UH, MS. OSU, UH, ARE YOU, UH, CURRENTLY DOING, IS THE OFFICE CURRENTLY DOING MORE RESEARCH ON, ON THIS BOARD OR, I MEAN, ON THIS BILL? I'M SORRY, UM, TO GET MORE INFORMATION OR IS THERE A WAY YOU CAN GET US THE INFORMATION YOU HAVE? UM, WE CAN DO OUR OWN RESEARCH, BUT I MEAN, IF YOU GUYS ARE PUTTING SOME STUFF TOGETHER, IS IT SOMETHING WE CAN ACCESS? YES. SO, UH, SUGGESTION WAS MADE TO ACTUALLY REACH OUT TO THE OFFICE, THE, UH, OF SENATOR MILES TO GET MORE INFORMATION ABOUT THE REASON WHY THIS BILL WAS CREATED, AND IF THERE WILL BE ANY AMENDMENTS THROUGHOUT THE COMMITTEE. IS IT YOUR PLAN TO REACH OUT TO HIS OFFICE? YES. OKAY. SO MAYBE BY NEXT MEETING, WE POSSIBLY COULD HAVE AN UPDATE ON HOW THAT WENT. OKAY. WELL, THANK YOU. ANY OTHER QUESTIONS, COMMENTS FROM THE BOARD ON SENATE BILL TWO 80? OKAY, THANK YOU SO MUCH. WE'LL NOW, UH, CONTINUE WITH OUR POLICY ANALYST, SIERRA BASUI, UH, WITH AN UPDATE ON HOUSE BILL 8 81. THANK YOU, MR. CHAIRMAN, HOUSE BILL 8 81, WHICH MANDATES A PROGRESSIVE DISCIPLINARY MATRIX FOR MUNICIPAL POLICE OFFICERS AND CERTAIN TEXAS MUNICIPALITIES, PARTICULARLY THOSE WITHOUT CHAPTER 1 43, CIVIL SERVICE PROTECTION. THE MATRIX STANDARDIZES DISCIPLINARY ACTIONS RANGING FROM WRITTEN WARNINGS TO SUSPENSIONS OR REMOVAL, ENSURING CONSISTENCY AND ADDRESSING POLICE MISCONDUCT. IT EMPHASIZES ACCOUNTABILITY BY INCLUDING STANDARDS FOR INFRACTIONS RELATED TO THE USE OF FORCE AND FAILURE TO DEESCALATE WHILE INCORPORATING OFFICER'S PRIOR CONDUCT RECORDS IN DETERMINING DISCIPLINARY ACTIONS. THIS LEGISLATION WOULD IMPACT POLICE DEPARTMENTS LIKE DALLAS, WHERE OFFICERS ARE NOT COVERED BY THE PROTECTION OF TEXAS LOCAL GOVERNMENT CODE CHAPTER 1 43, WHICH GOVERNS CIVIL SERVICE SYSTEMS FOR LAW ENFORCEMENT AND MANY MUNICIPALITIES. INSTEAD, DALLAS POLICE OFFICERS FALL UNDER TEXAS LOCAL GOVERNMENT CODE CHAPTER 1 47, WHICH APPLIES SPECIFICALLY TO MISS MUNICIPALITIES WITH POPULATIONS OF 1 MILLION OR MORE. THIS CODE GOVERNS LABOR RELATIONS, RELATIONS AND COLLECTIVE BARGAINING FOR POLICE OFFICERS, WHICH IS DIFFERENT FROM THE PROTECTIONS OF PROCEDURES OUTLINED IN CHAPTER 1 43. HB EIGHT 80, HB 8 81 WOULD LIMIT DISCRETION IN HOW DISCIPLINE IS ADMINISTERED, ENSURING THAT PENALTIES FOR INFRACTIONS FOLLOW THE PREDETERMINED GUIDELINES IN THE MATRIX. ONE OF THE SIGNIFICANT PROVISIONS FOR HB 8 81 IS THE ESTABLISHMENT OF AN INDEPENDENT APPEALS PROCESS FOR DISCIPLINARY ACTIONS. THIS PROVISION MIGHT PROVIDE DALLAS OFFICERS ADDITIONAL PROTECTION AGAINST PERCEIVED UNFAIR TREATMENT, ALIGNING THEIR PROCEDURAL PROTECTIONS MORE CLOSELY [00:55:01] WITH THOSE AFFORDED TO CHAPTER 1 43. THANK YOU. THANK YOU SO MUCH, MS. OBSU. AGAIN, I WANNA OPEN UP THE FLOOR, UH, THE BOARD TO THE, THE FLOOR TO THE BOARD, UH, FOR ANY QUESTIONS OR COMMENTS, UM, TOWARDS MS. OBSU OR, UH, TO THE BOARD IN GENERAL? OH, YES. UH, BOARD MEMBER KING, I SEE YOUR HAND. UH, THE, YOU'RE, UH, NOT RECOGNIZED FLOOR. YOURS. THANK YOU SO MUCH. UM, IS THIS, WAS THIS BILL, UM, FILED BY REPRESENTATIVE SYMPHONIA THOMPSON? IS THAT THE THOMPSON ON THERE? YES. YES. OKAY. UM, I BELIEVE SHE'S ALSO A DEMOCRAT, SO THAT MIGHT GIVE YOU SOME INDICATION OF, OF THE, THE VALUE OF WHY SHE'S PUTTING THIS DOWN. UM, I ASSUME ALL THESE BRIEFINGS THAT YOU'RE PROVIDING US, THAT THAT IS SOMETHING YOU'RE CLOSELY MONITORING AS THE, THE SESSION STARTS NEXT MONTH, AND, UM, SINCE I'M SO NEW, I DON'T KNOW IF WE COMMUNICATE IN BETWEEN MEETINGS VIA EMAIL OR IF YOU CAN PROVIDE REAL TIME UPDATES, YOU KNOW, AS NECESSARY, ESPECIALLY AS THE SESSION GETS, UM, FURTHER DOWN THE LINE AND CLOSER TO CLOSING. YES, I CAN, ESPECIALLY WHEN SESSION STARTS JANUARY 14TH, I WILL PROBABLY, I WILL WORK WITH THE DIRECTOR TO SCHEDULE WEEKLY UPDATES ON THESE BILLS. NOW THAT WE HAVE SOME NEW STAFF MEMBERS, YOU CAN ACTUALLY BE A POLICY ANALYST, . SO IT'S GONNA BE, UH, LOOK FORWARD TO YOUR, UH, YOUR WORK AND KINDA KEEPING US UPDATED. THANK YOU. YEAH, I, I HOPE WE WORK WITH THE CITY AND PARTICULARLY THE POLICE DEPARTMENT. THIS WOULD SEEM TO BE AN ISSUE MORE ADDRESSED TO, UH, THEIR SELF-INTEREST, UH, AND SOMETHING AS OPPOSED TO THE PRIOR BILL. SO, UH, I WOULD HOPE THAT WE WOULD WORK WITH THEM AND, AND GET UPDATES, UH, FROM THEM TIME TO TIME. I SEE, UH, ARE NOT OVER HERE. SO I DO APPRECIATE THAT. THANK YOU. THANK YOU. MAJOR GR I APOLOGIZE, IS YOUR MICROPHONE ON BY CHANCE? IT IS NOW. OKAY. DID, DID THE, DID THE ONLINE, UH, ATTENDEE'S HERE WHAT HE SAID? DID IT, OKAY. UH, WOULD YOU, THAT WAS REALLY GOOD WHAT YOU HAD TO SAY. WOULD YOU MIND JUST REPEATING ONE MORE TIME? I'M JUST LETTING THE BOARD KNOW THAT THE, THE DEPARTMENT ALREADY HAS SEVERAL VIOLATIONS THAT ARE ALREADY DEEMED MATRIX VIOLATION. I DON'T KNOW IF THIS BOARD, I MEAN, IF THE, IF THE BILL, IF IT, IT GOES THROUGH, IF IT WOULD MEAN THAT WE'D HAVE TO EXPAND THAT NUMBER OF VIOLATION OR, YOU KNOW, IF WE'RE IN A GOOD PLACE NOW WITH THAT NUMBER OF VIOLATIONS. WELL, WE WOULD APPRECIATE IT IF YOU WOULD LET US KNOW THE DEPARTMENT'S POSITION AT OUR NEXT MEETING, IF YOU CAN DO SO. ABSOLUTELY. THANK YOU. WILL MAPLES, THE FLOOR IS YOURS. YEAH, I, UM, I, I TOO WOULD LIKE, UM, TO MAKE SURE THAT WE'RE GETTING THOSE UPDATES BECAUSE THERE ARE SEVERAL, UH, BILLS THAT, UH, I'M REACHING OUT TO OUR REPRESENTATIVE TO MAKE SURE THAT THEY'RE BEING ADDRESSED, UH, DOWN IN AUSTIN. AND, UH, I, I WANNA MAKE SURE THAT AS I DO RESEARCH HERE AND EDUCATE MYSELF, WHICH REPRESENTS MY COMMUNITY, THAT I'M GETTING THE RIGHT INFORMATION HERE, AS WELL AS FOR THE COMMUNITY. BECAUSE, YOU KNOW, OUR REPRESENTATIVE IS AN ELECTED OFFICIAL, AND AS AN ELECTED OFFICIAL, UH, HE HAS A RESPONSIBILITY TO DO OR TRY TO DO CERTAIN THINGS. SO I, I APPRECIATE THE WORK, BUT I TOO WILL BE LOOKING, UH, UH, FOR REPORTING AND AS MUCH REPORTING AS WE CAN, WE CAN GET TO FIGHT THE GOOD FIGHT. THANK YOU SO MUCH, SO MUCH. BOARD MEMBER MAPLES. ANY, UH, FURTHER QUESTIONS OR COMMENTS FROM THE BOARD AT THIS TIME? SEEING THERE'S NONE. THANK YOU SO MUCH, MS. OBSU FOR, UM, YOUR, YOUR HARD WORK ON THIS. AND AGAIN, WE'RE LOOKING FORWARD TO, UH, GETTING UPDATES. AND AS YOU CONTINUE TO MONITOR THESE, UH, DIFFERENT BILLS THAT UP, UP FOR, UH, VOTE, UH, WE'RE GONNA NOW MOVE, UH, TO ITEM 10 B, WHICH IS THE CPOB STANDING SUBCOMMITTEE REPORT. AND, UH, THE DIRECTOR, ANDRE, [01:00:01] HAS DONE A LOT OF GOOD THINGS SINCE SHE'S BEEN HERE, UH, IN HER THREE MONTHS. SHE'S HIRED GREAT STAFF. AND ANOTHER THING IS SHE HAS RESURRECTED AND SHE'S REALLY GOT THESE SUBCOMMITTEES THAT WERE, HAVE ALWAYS NEEDED TO BE INITIATED, STARTED. AND THESE GROUPS ARE BEGINNING TO MEET. ONE IN PARTICULAR IS THE POLICY. THAT'S A VERY IMPORTANT SUBCOMMITTEE, UM, THAT, UH, WILL SPECIFICALLY LOOK AT AT POLICY AND HOW WE AS A BOARD CAN, UM, CAN INITIATE DISCUSSIONS ON POLICY BOTH FROM A DEPARTMENTAL AREA, UH, REALM, BUT ALSO EVEN STATE STATEWIDE. AND, UH, THERE WAS A MEETING I WANTED TO, UH, GIVE. THERE'S FOUR DIFFERENT SUBCOMMITTEES, POLICY RULES, BOARD TRAINING, AND COMMUNITY ENGAGEMENT. UH, WE WILL GIVE, UH, EACH OF THE CHAIRS A CHANCE TO GIVE AN UPDATE. SOME OF THEM, THE UPDATE IS, THERE IS NO UPDATE. UH, BUT IF WE WANNA GIVE THAT OPPORTUNITY, UH, JUST FOR YOU TO REC RECOGNIZED AS THE CHAIR, I WANNA BEGIN WITH THE POLICY CHAIR, UH, BOARD MEMBER HIGGINS, UH, THE FLOOR IS YOUR, OH, THERE YOU ARE. UH, YOU DISAPPEARED FOR A MOMENT. UH, BOARD MEMBER HIGGINS, WOULD YOU MIND GIVING AN UPDATE, UH, ON, UM, THE POLICY SUBCOMMITTEE? YES. I'M SORRY FOR MY TECHNICAL DIFFICULTIES. UH, IT LOOKS LIKE I HAVE A LAG AND I'M GOING IN AND OUT. UM, BUT YEAH, IT WAS, UM, DECEMBER 2ND. WE HAD A GREAT POLICY, UH, SUBCOMMITTEE MEETING. UM, PRIMARILY THE, THE MOST OF THE TIME IN THE MEETING WAS SPENT, UH, REALLY TALKING ABOUT WHAT IT IS WE WANTED TO ACCOMPLISH, WHAT THE GOALS OF THE SUBCOMMITTEE WILL BE, AND KIND OF LOOKING OVER SOME OF THE, AND DISCUSSING SOME OF THE CHALLENGES AND THINGS THAT, UH, UM, WE THINK ARE IMPORTANT AND HOW WE GET THAT INFORMATION FROM THE REST OF THE BOARD MEMBERS AS WELL. AND, UM, YOU KNOW, UH, GET THAT DONE IN A TIMELY FASHION IN ORDER FOR IT TO BE IMPLEMENTED WITH THE CITY. UM, SO, UM, REALLY THAT WAS, THAT WAS IT, IT WAS A DISCUSSION. UH, WE HAD SOME HOMEWORK TO ANALYZE AND LOOK AT SOME, SOME PAST NOTES AND ANALYSIS FROM, UM, THE, UH, FORMER DIRECTOR AND, UH, SOME OF THE COALITION MEMBERS THAT HAD BEEN DOING SOME ANALYSIS FOR A WHILE ON SOME OF THE CHALLENGES AND STRENGTH, I MEAN, WEAKNESSES AND, AND CHANGES THAT NEED TO HAPPEN. SO I'M EXCITED. I'M LOOKING FORWARD TO IT. UH, HATS OFF TO DIRECTOR ANDRE AND, UH, MISS OBBA SUGE FOR, UH, PUSHING TO MAKE SURE WE ACTUALLY MEET. 'CAUSE THEY HAD TO HERD A LOT OF CATS TO TRY TO GET US, TO GET US, UH, TO GET, UH, GET OUR SCHEDULE SCHEDULING RIGHT. BUT, UH, YOU KNOW, WE'RE GONNA BE MOVING FROM HERE. SO, UH, UM, LOOKING FORWARD AND EXCITED TO THE WORK. THANK YOU, UH, BOARD MEMBER HIGGINS. AND, UH, I WAS AT THAT MEETING AND IT'S A GREAT BEGINNING AND IT'S GONNA BE, UH, THIS, THIS POLICY SUBCOMMITTEE IS IMPORTANT. A LOT OF GREAT DISCUSSION WILL TAKE PLACE FROM THERE. AND OF COURSE, WHAT HAPPENS IN THAT MEETING WILL BE TAKEN INTO THIS WIDER BOARD FOR DISCUSSION. BUT I DO WANNA THANK, UH, THAT SUBCOMMITTEE FOR MEETING FOR, UH, MR. O OSU, YOU FOR, FOR GETTING THAT SCHEDULE. WE APPRECIATE THAT. UM, IF, UH, BEFORE WE GO ON TO THIS OTHER SUBCOMMITTEES, IF YOU LOOK ON THAT FIRST TAB, THERE IS A LIST OF THE FOUR SUBCOMMITTEES, WHO THE CHAIR IS, WHO THE VICE CHAIR IS, AND THEN WHO THE MEMBERS ARE. AND, UH, YOU KNOW, THIS IS OF COURSE THE, THE CURRENT VERSION, BUT IF YOU SEE YOUR NAME ON A COMMITTEE THAT YOU DON'T WANT TO BE A PART OF, OR YOU'RE, UM, YOU SEE A COMMITTEE THAT YOU WANT TO BE A PART OF, UH, JUST PLEASE CONTACT THE OFFICE. THE ONLY LIMITATION THAT WE DO HAVE IS QUORUM, BECAUSE IF WE DO HAVE A CERTAIN AMOUNT OF PEOPLE PRESENT AT THESE SUBCOMMITTEE MEETINGS, THEN UH, IT CHANGES THE DYNAMIC OF, UH, WE CAN'T HAVE A, OF A QUORUM. SO THAT LIMITS THE NUMBER OF PEOPLE, UH, WITHIN THE SUBCOMMITTEE AND, UH, BOARD MEMBER KING. I KNOW. YOU'RE WELCOME. YOU'RE NEW HERE. WE'RE, WE'RE EXCITED THAT YOU'RE HERE. SO WE'LL HAVE TO GET YOU ON ONE OF THESE AND, UH, MAYBE WE CAN CONNECT AND FIGURE OUT WHICH ONE OF THESE YOU HAVE A PASSION FOR, UH, AND THEN GET YOU CONNECTED, UH, TO THESE SUBCOMMITTEES. UH, BUT, UH, AT THIS TIME I'D LIKE TO RECOGNIZE THE CHAIR OF THE SUBCOMMITTEE, UM, RULES SUBCOMMITTEE, ALLISON GRANTER. ALLEN, DO YOU HAVE ANY UPDATE, UH, FROM YOUR SUBCOMMITTEE BOARD MEMBER? KING, WE REALLY ARE EXCITED TO HAVE YOU, AND IF YOU'D LIKE TO JOIN THE RULES COMMITTEE, IT'S AWESOME. THERE'S PRETTY MUCH NOTHING GOING ON ON THE RULES COMMITTEE RIGHT NOW, UM, BECAUSE THE OFFICE ITSELF IS SORT OF IN A STRUCTURAL FLUX. SO I ANTICIPATE ROUNDABOUT, I'M, I DON'T KNOW, I'M HOPING MAYBE MARCH OR APRIL WE MIGHT BE ABLE TO MAKE SOME RULES. UM, BUT AT THIS POINT, THE RULES COMMITTEE IS, IS IN RECESS. , THANK YOU SO MUCH FOR THAT UPDATE. UH, THE, THE CHAIR WOULD [01:05:01] LIKE TO RECOGNIZE THE CHAIR OF THE BOARD TRAINING SUBCOMMITTEE, DR. LONG, SO SHE JUST LEFT. SO HOW ABOUT WE, UM, OH, I'M STILL, OH, THERE YOU'RE, YEAH, I WAS, I, I WAS LOOKING AT WHERE YOU USUALLY SIT, DR. I, I SAID, I THOUGHT YOU JUST WALKED OUT TO GET SOMETHING TO EAT , BUT, UH, YOU'RE THERE. UH, SO I'D LIKE TO RECOGNIZE YOU AT THIS TIME, I KNOW YOU, UH, FACILITATED THE WONDERFUL RETREAT THAT WE HAD, UH, IN NOVEMBER, BUT I WANTED TO GIVE THE, THE FLOOR TO YOU, UH, TO GIVE AN UPDATE TO THE ENTIRE BOARD ON, UM, THE TRAINING SUBCOMMITTEE. WELL, I HAVE NO UPDATE BECAUSE WE HAVE NOT MET SINCE THE RETREAT. AND WE HAD, UM, WE ACTUALLY HAD A QUORUM IN ATTENDANCE AT THE RETREAT. AND I'M SORRY, THAT CONFLICTED WITH SOME OTHER FOLKS SCHEDULE AND THEY WERE UNABLE TO ATTEND. IT WAS VERY INFORMATIVE. WE RECEIVED, WE RECEIVED TRAINING FROM, UM, THE, UH, POLICE OFFICERS, UH, FROM THE DISTRICT ATTORNEY. UM, I FORGOT THE LADY FROM HOUSTON THAT WAS VIRTUAL DIRECTOR. RANYA, EDWIN. SHE WAS FROM OAKLAND, CALIFORNIA. OH, OAKLAND, RIGHT? YES, SHE WAS. VERY GOOD. VERY GOOD. UM, DID WE RECORD THAT? YES. I WILL HAVE TO FOLLOW UP WITH, UM, WITH IT S TO GET THAT. YEAH, THOSE WE'RE NOT ABLE TO ATTEND. BUT I WOULD LIKE TO HAVE A MEETING, UM, IN JANUARY SO THAT WE CAN SCHEDULE A, UM, ANOTHER UPDATE FOR ALL OF THE, UH, MEMBERS TO ATTEND THE POLICE DEPARTMENT FOR SOME TRAINING. THANK YOU SO MUCH, DR. LAUREN GILBERT SMITH FOR THAT UPDATE AND FOR YOUR ROLE AS THE CHAIR WOMAN OF THE TRAINING SUBCOMMITTEE. WE REALLY APPRECIATE THAT. UH, THE CHAIR WOULD NOW LIKE TO RECOGNIZE BOARD MEMBER JONATHAN MAPLES FOR AN UPDATE IF HE CHOOSES ON THE COMMUNITY ENGAGEMENT SUBCOMMITTEE BOARD MEMBER MAPLES. THE, THE FLOOR IS YOURS. WELL, I AM PLEASED TO SAY THAT IT LOOKS LIKE SOME ENGAGEMENT HAS BEEN GOING ON FOR MY NEW DIRECTOR, AND, UH, THAT IS, THAT IS A POSITIVE THING. SO I'LL LET THE DIRECTOR TALK ABOUT WHAT SHE'S DONE, AND THEN I WILL FOLLOW UP WITH, UH, UH, THINGS THE BOARD COULD DO. I'M GONNA DO A BRIEF . I SENT A, UM, A LIST WHAT THE ACTIVITIES THAT WE'VE BEEN DOING. SO JUST WANNA NOTE THAT, YOU KNOW, OCBO CONTINUES TO ENGAGE WITH THE COMMUNITY DURING WEEKENDS, UM, AS WELL AS EVENINGS, DESPITE THE LIMITED STAFFING. UM, AND JUST ENSURING THE CITYWIDE, UM, PRESENCE. UM, A DETAILED COMMUNITY ACTIVITY UPDATE LIST OUTLINED RECENT AND UPCOMING ENGAGEMENT ACTIVITIES WAS SHARED WITH THE BOARD, UM, PRIOR TO THE MEETING FROM TRANSPARENCY. UM, JUST TO HIGHLIGHT IN REGARDS TO TRAINING, JUST TO TOUCH ON OCTOBER 13TH TO THE 17TH, POLICY ANALYSTS AND I ATTENDED THE 30TH ANNUAL NACO CONFERENCE IN TUCSON, ARIZONA. UM, KEY, UM, SESSIONS FOCUSED ON TRANSPARENCY, A BRIDGE TO TRUST IN COLLABORATION, OVERCOMING OBSTACLE STRATEGIES, SO EFFECTIVE CIVILIAN OVERSIGHT OF LAW ENFORCEMENT, AND THEN UNVEILING, UM, DEPUTY GANGS. UM, THE 20 20 20 25 ANNUAL, UM, NAPAL CONFERENCE WAS SCHEDULED FOR OCTOBER 26TH TO THE 30TH AND MINNEAPOLIS, MINNESOTA. UM, I HAVE, UM, BEEN RECENTLY, UM, ASKED AND INVITED TO SPEAK, UM, BLACK AND BLUE CIVIL RIGHTS ISSUES AND POLICING PANEL, UM, SOUTHWEST REGIONAL, UM, OF THE NATIONAL BLACK LAW STUDENTS ASSOCIATION REGIONAL CONFERENCE. THAT'S A CURRENT, UM, IN DALLAS, JANUARY 25TH. UM, I'VE ALSO BEEN ASKED TO SPEAK AT A VIRTUAL, UM, PANEL, UM, BY HOWARD LAW SCHOOL, UM, NEXT WEEK. UM, SO THERE'S A LOT COMING UP AND, UM, WE HOPE TO CONTINUE TO JUST GET OUT THERE AND ENGAGE AND HOPEFULLY, UM, WHEN WE HAVE OUR NEW SENIOR, UM, OUTREACH SPECIALISTS STARTING, WE'LL HAVE A LOT MORE AS WELL AND START TO REALLY PLAN OUT, UM, SOME TOWN HALL ENGAGEMENTS WITH THE COMMUNITY. SEE WHAT I MEAN? THERE'S A LOT GOING ON. AND IN THE CITY THE SIZE OF DALLAS, THEY'RE REALLY ISN'T A SHORTAGE OF EVENTS THAT, UH, WE CAN GET ENGAGED IN TO MAKE SURE THAT PEOPLE KNOW THAT WE EXIST, [01:10:01] THAT WE HEAR THAT WE ARE HERE AND THAT WE ARE LISTENING. I WANNA, I WANT TO THANK, UH, UH, MR. GRAM AND THE CHAIRMAN WHO WERE OUT WHEN WE FIRST STARTED ROLLING OUT THE PUBLIC ENGAGEMENT WITH PROJECT UNITY TOGETHER. WE'VE ALL, I'M MISSING SOMEBODY. WHO AM I MISSING? THERE WAS ONE OTHER DOC. DOC, I'M SORRY. DOC. I'M SORRY. DOC , HUH? OKAY. AND SO IT, IT WAS THE DIRECTOR AND D WADSWORTH AT TOGETHER, WE DINE AND I BELIEVE TOGETHER. TOGETHER, WE, TOGETHER WE DYING. HAPPENS, UM, MONTHLY, DOESN'T IT? OR QUARTERLY? I THINK IT HAPPENS QUARTERLY. OKAY. SO IF YOU, IF GO ON TO YOUR GOOGLE MACHINES AND LOOK UP PROJECT UNITY AND, UH, THERE'S A LOT OF THINGS THAT ARE GOING ON. I DON'T KNOW WHAT OUR BUDGET LOOKS LIKE, BUT WE MAY HAVE ENOUGH MONEY IN THE KITTY TO WHERE, UH, WE CAN GET SPONSORED FOR SOME OF THESE, UH, EVENTS, OR AT LEAST NET HALFWAY 50 50. UM, THE COME. SO COMING UP AS WE GET THROUGH THE HOLIDAY SEASON, WE JUST GOT PAST HOME FOR THE HOLIDAYS, WHICH WAS AN INITIATIVE PUT ON AT SINGING HILLS RECREATION CENTER THIS PAST SATURDAY BY COUNCILMAN ATKINS. UH, THIS SATURDAY COMING UP AT, UH, KEITH PARK, UH, WILL BE AN EVENT, UM, PUT ON BY COUNCILWOMAN ARNOLD. SO IF ANYBODY WANTS TO COME OUT TO KEITH PARK, IT'S BETWEEN FOUR AND EIGHT THIS SATURDAY. UM, I BELIEVE THE OFFICE HAS PLENTY OF SWAG FOR US, SO WE CAN START TO GIVE AWAY SWAG. YOU CAN SHAKE SOME HANDS, TELL 'EM WHO YOU ARE, WHAT DISTRICT YOU REPRESENT. UM, FOR THOSE WHO DON'T KNOW, KEITH PARK IS IN OAK CLIFF, THE BEAUTIFUL EAST, THE BEAUTIFUL OAK CLIFF, TEXAS. UM, AND THEN I THINK THE BIG EVENT COMING UP IN JANUARY, UM, IS THE MLK GALA. UH, THE MLK GALA IS ON JANUARY THE 11TH. I BELIEVE IT'S AT, UH, STARTS AT SIX. I'M NOT SURE OF THE LOCATION. I THINK IT MAY BE AT THE RADISON, BUT DON'T HOLD ME TO THAT. I WILL MAKE SURE THAT THE DIRECTOR GETS THAT INFORMATION. AND IF YOU CAN'T MAKE THAT, PLEASE, PLEASE, PLEASE TRY TO MAKE THE MLK PARADE. THE MLK PARADE IS A BIG DEAL HERE IN THE CITY. AND AGAIN, WE SHOULD HAVE PLENTY OF SWAG. UH, THE MAPLES FOUNDATION, WHICH IS MY 5 0 1 C3, WE HAVE A FLOAT IN THIS PARADE. AND, UH, WE CAN, UH, ALL COME TOGETHER AS A, AS A BOARD AND TAKE PART IN THAT AND SHAKE HANDS AND GIVE AWAY, UH, CPOB MATERIAL. UH, I THINK THAT IS ALL THAT I HAVE FOR, FOR RIGHT NOW AS IT RELATES TO PUBLIC OUTREACH. BUT GET READY FOR ST. PATRICK'S DAY 2025. 'CAUSE WE DO IT BIG. THEN ALSO, WE'VE GOT THE RIGHT MAN FOR THIS JOB. THANK YOU SO MUCH. BOARD MEMBER MAPLES FOR THAT UPDATE. AND THANK YOU TO THE CHAIR PEOPLE OF THE SUBCOMMITTEES. UH, THIS IS A GREAT STEP IN, UH, THE FORMATION OF THIS BOARD. I THINK IT'S GONNA HELP US STAY ON TRACK, GET THINGS DONE, AND I'M EXCITED ABOUT WHO WE HAVE ON THESE COMMITTEES AND THE FUTURE, UH, OF THIS. SO THANK YOU SO MUCH FOR THOSE UPDATES. WITHOUT ANY FURTHER COMMENTS FROM THE BOARD, I'D LIKE TO MOVE ON TO, UH, ITEM 10 C, WHICH IS A REPORT FROM INTERNAL AFFAIRS DIVISION. AGAIN, WE'RE SO THANKFUL, APPRECIATIVE OF MAJOR ANTHONY GREER AND HIS STAFF WHO COME, UH, TO THESE MEETINGS. IT'S NOT LOST ON US, UH, THE COMMITMENT AND, UH, WE SEE IT. WE APPRECIATE IT, AND THANK YOU SO MUCH. I WANNA GIVE YOU THE FLOOR TO GIVE AN UPDATE, UH, FROM YOUR DEPARTMENT, UH, TO THE BOARD AT THIS TIME. ABSOLUTELY. I, I'D LIKE TO INTRODUCE FIRST ONE OF THE NEW LIEUTENANTS THAT WE HAVE. OUTSTANDING LIEUTENANT MAVEN TYLER. HE COMPLETES THE, UH, WE'RE STAFF FOR THREE LIEUTENANTS, AND HE'S OUR THIRD ONE REALLY, REALLY OUTSTANDING LIEUTENANT. UM, AS FAR AS THE UPDATES FOR INTERNAL AFFAIRS, ONE THING THAT WE, AS WE PUSH FORWARD THE NEW YEAR, UH, ONE THING THAT WE REALLY WANT TO BUILD ON IS BEING TRANSPARENT. AND, UH, WE'VE REACHED OUT TO THE DIRECTOR. HE'S GIVEN US SOME OUTSTANDING IDEAS THAT WE'RE ASSESSING AND WE'LL BE IMPLEMENTING, UM, THOSE IDEAS TO, TO MAKE CONTROL AFFAIRS TRANSPARENT AS WE CAN, NOT ONLY FOR THE CITIZENS, BUT ALSO FOR THE OFFICERS THAT YOU KNOW, THAT, THAT, THAT GO THROUGH THE PROCESS. UM, ONE OF THE THINGS THAT I'M REALLY EXCITED ABOUT THAT WE HAVE IN KIND OF IN THE WORKS, UM, IT'S A PUBLIC FACING PORTAL THAT WILL ALLOW CITIZENS TO HAVE KINDA REAL TIME UPDATE THAT TO WHAT'S GOING ON WITH THEIR COMPLAINT. THIS PORTAL WILL ALLOW THE CITIZEN TO, UH, [01:15:01] COMMUNICATE DIRECTLY WITH THE INVESTIGATOR. UH, AT ANY POINT IN TIME, THEY CAN GO ON TO THE PORTAL AND SEE THAT THEIR, UH, THEIR COMPLAINT IS AT THE, FOR EXAMPLE, AT THE INTAKE STAGE WHERE IT'S BEING INVESTIGATED, INVESTIGATED BY A DETECTIVE, OR IT'S AT THE REVIEW STAGE, OR IF IT'S AT THE FINAL STAGE, WHICH WITH WHICH IS AT ME, UH, BECAUSE IT'S TECHNOLOGY, THE GOTTA MOVE SLOW. BUT WE DO HAVE THAT, UH, PROCESS, UH, BEING WORKED ON AND BEEN GOING RIGHT NOW. UH, WE'LL CONTINUE OUR COMMITMENT TO THE BOARD, UH, PROVIDING THE BOARD WITH EVERYTHING THEY NEED TO DO A GOOD JOB FOR THE CITIZENS AS WELL AS THE OFFICERS, AND AS WELL AS, UM, WE'LL CONTINUE OUR COMMITMENT TO, UH, CONDUCTING FAIR, THOROUGH AND TITLE INVESTIGATIONS, YOU KNOW, AS WE CAN SEE DOWN THE ROAD, 2025. THANK YOU SO MUCH MR. GREER. AND, UH, I KNOW TOO, I WAS TALKING TO THE DIRECTOR AND SHE WAS SAYING THAT, THAT, THAT, UH, THE PLAN IS POTENTIALLY TO HAVE THE INTERIM POLICE CHIEF TO JOIN US, UH, IN THE JANUARY MEETING. THAT'S RIGHT. UH, JANUARY 14TH. UH, THAT'S SLATED AT THIS TIME. YES, SIR. THAT'S GREAT NEWS. SO WE'RE, WE'RE THANKFUL THAT HE'LL, UH, HE'LL BE HERE, THE INTERIM POLICE CHIEF JANUARY 14TH MEETING, UH, TO GET TO KNOW THE BOARD, AND I KNOW THAT AS WELL. UH, BOARD MEMBER MAPLES HAS HAD A, HAS A QUESTION EVERY, UH, BOARD MEETING ABOUT, UH, THE DISPARITY IN ETHNICITY AND RACE WHEN IT COMES TO ARRESTS AND, UH, THE BOARD. UH, SO THE DIRECTOR MENTIONED THAT POTENTIALLY THERE'S SOMEONE FROM THE POLICE DEPARTMENT COME IN TO SPEAK TO US JANUARY 14TH, KIND OF ABOUT THAT ISSUE. YES, SIR. WE'RE, WE'RE GETTING THAT ALSO, UM, IN THE PROCESS OF BEING SCHEDULED WITH THE, UH, IT'S AN OUTSIDE, UH, UH, COMPANY THAT LOOKS OVER OUR NUMBERS, ALL USE OF FORCE COMPLAINTS, ALL ARREST DATA GOES TO THIS COMPANY. THEY, UH, SCRUB IT FOR DETAILS AND PUT IN AN ANNUAL REPORT. THAT REPORT CAN BE FOUND@DALLASPOLICE.NET IF YOU HADN'T SEEN IT YET. BUT, UM, SOME OF THE QUESTIONS THAT ARE SPECIFICALLY THAT WE WANT TO ANSWER, THAT GENTLEMAN CAN ANSWER 'EM. AND, UH, WE'RE IN THE WORKS OF GETTING THEM HERE, OR IT'S GONNA BE EITHER HERE OR BERKELEY. I DON'T KNOW WHICH ONE OF 'EM BE, BUT WE'RE CERTAINLY WORKING ON GETTING THAT TAKEN CARE OF FOR THE NEXT MEETING, JANUARY 14TH. THANK YOU SO MUCH. MAJOR GREER. IT SOUNDS LIKE JANUARY 14TH HAS BEEN A GOOD MEETING. WE POTENTIALLY WILL HAVE THE, THE INTERIM POLICE CHIEF WITH US, AS WELL AS THAT REPORT THAT WILL GIVE INSIGHT INTO SOME OF THE NUMBERS THAT BOARD MEMBER MAPLES, UH, REMINDS US THAT, YOU KNOW, IT BRINGS TO OUR ATTENTION EVERY MEETING ABSOLUTELY TODAY, AND IT MIGHT HAPPEN LATER TODAY. UM, BUT I WANT TO JUST GIVE THE BOARD AN OPPORTUNITY, UH, IF THERE'S ANY QUESTIONS OR COMMENTS, UH, TOWARDS, UH, MAJOR GREER AT THIS TIME. UH, WANNA GET THAT, EXTEND THAT INVITATION. UH, BOARD MEMBER ALLISON GR. ALLEN . THANK YOU, CHAIR. UH, I CAN'T HELP BUT NOTICE THAT, UH, OUR LABOR LEADER, MR. PARA, IS STILL ON THE CALL, AND SO I'D BE REMISS TO, UH, TO NOT ASK YOU. I KNOW THAT IT'S NOT REALLY, UM, I'S PURVIEW. AND WHEN CHIEF GARCIA CAME AND SPOKE TO US, IT SOUNDS LIKE THIS SORT OF THING IS MORE IN THE OFFICE OF CONSTITUTIONAL POLICING, BUT ARE THERE ANY POLICY DOCUMENTS ABOUT PROTESTS AND THE DEPARTMENT'S HANDLING OF PROTESTS? I KNOW THERE WAS AN AFTER ACTION REPORT AFTER THE GEORGE FLOYD, UH, PROTESTS. HAS THERE BEEN ANY DEVELOPMENT IN THE POLICIES TOWARD, UM, MAJOR CIVILIAN ACTIONS AND PROTESTS? IF THERE, UH, UH, POLICIES THAT ARE INVOLVED, I'LL MAKE SURE I GET 'EM TO THE DIRECTOR SO THEY CAN, YOU KNOW, CERTAINLY HAVE 'EM TO DISCUSS OR TO VIEW THE POLICY IN DETAIL. UM, I DON'T WANNA SPEAK TO THE POLICY AND I'M NOT, HAVE IT RIGHT HERE IN FRONT OF ME. AND, UH, HAVE YOU ALL CORRECT AND UPDATE INFORMATION. THANK YOU, MAJOR. I APPRECIATE IT, MR. MAPLES. YES. UM, THANK YOU. I APPRECIATE IT. WE APPRECIATE YOU BEING HERE, MA'AM. YES, SIR, YES, SIR. WE, WE REALLY DO. UM, I, I WANT IF YOU CAN, SOME MORE INFORMATION ABOUT THE, THE ROLLOUT OF THE NEW PORTAL. UM, BECAUSE IT IS TECHNOLOGY AND IN MY MIND AS AN OLD MAN, TECHNOLOGY MEANS YOU MOVE FASTER, . SO IT, DO YOU KNOW IF THERE'S GONNA BE A DEDICATED PERSON THAT'S GOING TO BE HANDLING THAT, OR BETTER YET, AS THE ROLLOUT HAPPENS, CAN, CAN THIS BOARD GET INFORMATION AND MAYBE EVEN SOME TRAINING? BECAUSE ULTIMATELY WE'RE GONNA ASK ABOUT IT WHEN THERE ARE HICCUPS IN IT, AS YOU KNOW, THERE'S, YOU KNOW, ROLL OUT OF ANYTHING TECHNICAL IS GOING TO HAVE HICCUPS, AND WE JUST WANT TO BE ABLE TO MAKE SURE WE CAN GIVE THE MOST EDUCATED ANSWER AND MOST DIPLOMATIC RESPONSE, BECAUSE EVERYBODY HEARS THINGS DIFFERENTLY WHEN YOU'RE EXPLAINING IT TO HIM. [01:20:01] SO, UH, MAYBE, MAYBE THAT'S SOMETHING THAT, UH, WE CAN GET, UM, JUST SO WE KNOW WHAT'S HAPPENING AND HOW TO ANSWER CERTAIN QUESTIONS ABOUT THE, UH, THE PORTAL. JUST TO BE CLEAR, UM, THE, THE, THAT PROCESS, WE'RE IN THE PROCESS OF OBTAINING, UH, APPROVAL TO GET THAT PORTAL. OKAY. UH, THAT'S NOT SOMETHING THAT I CAN ABSOLUTELY TELL YOU. IT'S GONNA BE ROLLED OUT ON THE X, Y, Z DATE. SO WE DON'T EVEN KNOW IF IT'S GONNA HAPPEN YET, BUT I'M FAIRLY CERTAIN THAT IT'S GONNA HAPPEN. OKAY. BECAUSE IT'S AT THAT STAGE IN THE PROCESS. OKAY. BUT, UH, UH, I DON'T KNOW ABOUT THE, THE ROLLOUT FOR IT. I DON'T HAVE A DATE, BUT CERTAINLY WHEN IT TIME IS TIME AND IT IS ROLLED OUT EXTENT, ANY TRAINING THAT YOU WANT, WE WILL BE HERE TO WALK YOU THROUGH ANYTHING YOU WANT TO KNOW ABOUT IT, WHEN IT IS, IS, UH, IMPLEMENTED. OKAY. THANK YOU. ANY OTHER QUESTIONS, UH, FROM THE BOARD AT THIS TIME TO MAJOR GREER SENIOR IS DONE. THANK YOU SO MUCH MR. GREER, AGAIN FOR YOUR TIME AND, UH, FOR YOUR WILLINGNESS TO ANSWER THESE QUESTIONS. ABSOLUTELY. AT THIS TIME, I'D LIKE TO MOVE ON TO AGENDA ITEM 10 D, WHICH IS THE DIRECTOR'S REPORT, AND THE CHAIR WOULD LIKE TO RECOGNIZE THE DIRECTOR OF THE OCPO, MICHELLE ANDRE. HELLO. GOOD EVENING. SO I JUST HAVE TO JUST QUICK UPDATE. UM, SO THE OCPO IS, UM, COLLABORATING WITH ITS, UM, TO SECURE 15 LAPTOPS FOR BOARD MEMBERS. THIS IS A FOLLOW UP INTO SOME OF THE TRAINING THAT WE HAD JUST TO TRANSITION THE BOARD FROM MOVING AWAY FROM USING PERSONAL DEVICES FOR BOARD RELATED WORK. UM, SO I'M WORKING WITH THEM ON THAT. AND THEN STARTING NEXT YEAR, THE OFFICE WILL BE MOVING AWAY FROM, UM, SENDING INFORMATION TO PERSONAL EMAILS FOR BOARD ACTIVITY. YOU KNOW, FOR, FOR THE BOARD, ONE OF THE MAIN THINGS I WANNA JUST KNOW IN REGARDS TO THE SHAREPOINT, A LOT OF THE ISSUES THAT'S OCCURRING, UM, IS, UM, THE USE OF PERSONAL EMAILS. SO YOU CAN'T ACCESS THE SHAREPOINT USING PERSONAL EMAILS. YOU HAVE TO USE THE, UM, DALLAS.GOV, UM, EMAILS AND ENABLE TO, YOU KNOW, GET THAT, UM, INFORMATION. SO THAT'S PART OF LIKE, TO ALLEVIATE SOME OF THE ISSUES THAT HAS HAPPENED, BEING ABLE TO SIGN IN. I'VE BEEN WORKING WITH ITS TO GET, UM, LAPTOPS FOR THE BOARD. UM, BUT LARGE PART OF THAT HAS BEEN FUNDING, UM, ISSUES. UM, AND THEN I'M ALSO WORKING ON, UM, SUBMITTING, I BELIEVE I SUBMITTED THE PAPERWORK FOR, UM, JIMMY KING, THE NEW BOARD MEMBER TO RECEIVE A DALLAS DO GO EMAIL AS WELL. UM, SO SHE CAN START THAT, THAT WORK AS WELL. IN REGARDS TO TRAINING, I TOUCHED ON SOME OF THIS, UM, AND AS WELL AS, UM, DR. GILBERT SMITH TOUCHED ON IN REGARDS TO NOVEMBER 2ND. UM, WE HELD A RETREAT COVERING, UM, THE ORDINANCE 3 1, 1 9 2. UM, JUST AN OVERVIEW AND THEN AN EFFECTIVE OVERSIGHT BOARD ROLES RESPONSIBILITY, EXTERNAL COMPLAINT PROCESS, AS WELL AS A PRE A PRESENTATION BY THE DALLAS COUNTY DISTRICT ATTORNEY'S OFFICE REGARDING CRITICAL INCIDENTS. AND THEN, UM, GRAND JURY PROCEEDING. I JUST WANT TO THANK THE DISTRICT'S ATTORNEY'S OFFICE AS WELL. UM, THE CITY ATTORNEY'S OFFICE INTERNAL AFFAIRS DIVISION, AS WELL AS THE CONSULTANT, RONYA EDWIN. BUT THE INVALUABLE, UM, CONTRIBUTION TO THE RETREAT. UM, I WANTED TO JUST ALSO HIGHLIGHT, UM, I COMPLETED A SIX WEEK, UM, CONCENTRATED, UM, COPA PEOPLE'S ACADEMY TRAINING DESIGN, UM, TO PROVIDE INSIGHT INTO THEIR PROCESS. UM, CIVILIAN OVERSIGHT AND THEN INVESTIGATIVE TECHNIQUES AND LEGAL CONCEPTS. UM, THEY'RE PRETTY LARGE, UM, OVERSIGHT BODY. THEY HAVE 157 STAFF MEMBERS. UM, SO IT WAS JUST REALLY IMPORTANT TO JUST GET INSIGHT ON THEIR OPERATIONS AND HOW, UM, THEY MANAGE, UM, THEIR INVESTIGATIONS. UM, ONE OF THE MAJOR THINGS I WANTED TO JUST PROVIDE UPDATES AS FAR AS UPDATES ON STAFFING, UM, TEMPORARY STAFFING, UM, ASSIGNMENTS, UM, ENDED LAST WEEK, UM, WITH THE NEW TWO STAFFS COMING IN, THE COMPLAINT INTAKE SPECIALIST AND SPECIAL INVESTIGATORS JOINING MONDAY. UM, AS WELL AS THE LAST TWO AUTHORS FOR THE POSITIONS THAT WERE VACANT. THE COMMUNICATION ADVISOR AND SENIOR OUTREACH SPECIALIST, UM, ALSO HAVE BEEN EXTENDED, UM, AND PENDING, YOU KNOW, BACKGROUND CHECKS. THEY ARE SCHEDULED. THE COMPLAINT ADVISOR IS SCHEDULED TO START JANUARY 6TH, AS WELL AS THE SENIOR OUTREACH SPECIALIST IS SCHEDULED TO START, UM, JANUARY 8TH. UM, SO AT THIS POINT, ALL OCBO VACANCIES HAS BEEN FILLED, UM, WITHIN THREE MONTHS OF MY TENURED, UM, YOU KNOW, REALLY ACHIEVING A KEY MILESTONE IN MY A HUNDRED DAY PLAN. UM, IN LIGHT OF DE'S DEVELOPMENT, THE CHAIR, UM, AND THE BOARD MEMBER, UM, DEE WORKS HAVE DETERMINED THAT, UH, THE REQUESTED HR BRIEFING, UM, IS NO LONGER NECESSARY THAT WAS REQUIRED, UM, IN REGARDS [01:25:01] ABOUT THE PROCESS. AND I KNOW THERE WERE SOME CONCERNS ABOUT US, UM, LOSING SOME POSITION AS A RESULT OF NOT, UM, FILLING THEM IN THAT CALENDAR YEAR. UM, SO THAT HAS BEEN ADDRESSED. SO, BUT THAT'S ALL FOR ME THIS TIME. THANK YOU SO MUCH, DIRECTOR. ANY QUESTIONS, COMMENTS TOWARDS DIRECTOR MICHELLE ANDRE FROM THE BOARD THIS TIME? YES, MS. DIRECTOR ALLEN. VERY EXCITED TO BE FULLY STAFFED. VERY COOL. THANK YOU. DR. LAUREN GILBERT SMITH, UH, THE FLOOR IS YOURS. DIRECTOR, YOU ARE A POWERHOUSE. WE, WE ARE SO BLESSED TO HAVE YOU HERE. THANK YOU SO MUCH FOR ACCEPTING THE JOB AND MOVING CROSS COUNTRY BECAUSE WE REALLY NEED YOU. THANK YOU. THANK YOU. ANY OTHER COMMENTS FROM THE BOARD THIS TIME? SO, UH, THESE TWO NEW STAFF MEMBERS WILL, WILL START IN JANUARY, AND THEY WILL BE HERE ON JANUARY 14TH. SO, UM, THE SENIOR OUTREACH SPECIALIST, THAT'S AN INTERNAL HIRE THAT'S GONNA START ON THE EIGHTH. AND THEN, UM, THE COMMUNICATION ADVISOR, UM, WILL BE MOVING FROM CALIFORNIA AND WE'LL BE STARTING JANUARY 6TH. ALRIGHT. IT'D BE GREAT TO SEE THE WHOLE TEAM TOGETHER. UH, JANUARY 14TH. SEE THERE'S NO MORE, UH, QUESTIONS FROM THE BOARD THIS TIME. UH, WE'LL MOVE ON TO ITEM E, UH, 10 E, WHICH IS THE CHAIRMAN REPORT. I JUST HAVE TWO QUICK ITEMS, UH, TO BRING FORWARD, UH, TO THE BOARD. UH, TYPICALLY WE HAVE AN ANNUAL REPORT THAT IS DUE. UM, AND THE GOAL IS TO HAVE THAT REPORT DUE ON JANUARY 14TH. AND, UH, SO IN, IN PREVIOUS YEARS, WHAT WE HAVE REQUESTED AS A BOARD FOR OUR ANNUAL REPORT IS, NUMBER ONE, THE NUMBER OF INVESTIGATION REQUESTS MADE BY THE COMMUNITY. NUMBER TWO, THE NUMBER OF INVESTIGATIONS REQUESTED BY THE BOARD. NUMBER THREE, THE NUMBER OF RECOMMENDATIONS SUBMITTED TO DPD BY THE CPOB AND A NUMBER OF THOSE RECOMMENDATIONS THAT WERE ACCEPTED. AND THEN, FOUR, THE NUMBER OF COMPLAINTS RECEIVED FROM DPD OR THE OFFICE ALONG WITH CONFIRMATION THAT AN AUDIT WAS CONDUCTED BY THE OFFICE TO VERIFY THE INFORMATION. SO THOSE ARE FOUR THINGS. UH, THAT'S TYPICALLY WHAT HAS BEEN INCLUDED IN THE ANNUAL REPORT. BUT I WANTED TO EXTEND JUST THE INVITATION TO THE BOARD THIS TIME TO SEE IF THERE'S ANY ADDITIONAL INFORMATION THAT YOU WOULD LIKE TO BE INCLUDED ON THIS ANNUAL REPORT. AND, UH, THE HOPE IS, IS THAT, UH, ONCE, UH, WE HEAR A CONFIRMATION FROM THIS BOARD THAT THESE ARE THE ITEMS THAT WE'D LIKE, THEN, UH, THE OFFICE WILL BEGIN WORKING ON THAT REPORT. THEY'LL SEND A DRAFT, UH, TO ME, POTENTIALLY THE BOARD, UH, BEFORE THAT JANUARY 14TH MEETING. AND HOPEFULLY WE'LL HAVE THIS ANNUAL REPORT PRESENTED TO US BY THE JANUARY 14TH MEETING. BUT IN ADDITION TO THOSE FOUR, IS THERE ANYTHING ELSE THE BOARD WILL BE CURIOUS TO INCLUDE IN THE ANNUAL REPORT? UH, BOARD MEMBER HIGGINS. I SEE YOUR HAND IS UP THE FLOOR IS YOURS. UH, YES. UM, UH, IT, ALONG WITH THE RECOMMENDATIONS, UM, UH, WITH SOME STATS ON, ON RECOMMENDATIONS, UM, ALSO IF THERE'S ANYTHING THAT CAME OUT OF THOSE RECOMMENDATIONS THAT BECAME POLICY OR, UM, WITHIN DPD WOULD BE, OR WITH THE CITY ACTUALLY WOULD BE, UH, I THINK IT WOULD BE GOOD. YOU KNOW, UM, UH, THERE'S A FEW MORE THINGS THAT, THAT, THAT KIND OF FIRE THROUGH MY BRAIN REALLY QUICKLY, LIKE ABOUT FOUR OR FIVE MORE THINGS THAT I CAN'T REMEMBER AT THIS TIME. BUT I WILL GET THOSE TO, UH, YOU, UH, CHAIR AND, UH, THANK YOU THE DIRECTOR. THANK YOU. SOUNDS GOOD BOARDS. THANK YOU SO MUCH. I'LL LOOK FOR THOSE BOARD MEMBER. KING I, THE, YOUR HAND IS UP. YES. RECOGNIZE YOU AT THIS TIME. THANK YOU SO MUCH. I KNOW I'M THE NEW GIRL. SO THIS MAY ALREADY BE PART OF THE ANNUAL REPORT, BUT IT WOULD SEEM THAT MAYBE AN EXECUTIVE SUMMARY OF ALL THE WORK THAT YOU ALL DID THIS YEAR. UM, I DON'T KNOW IF A RETREAT IS A TYPICAL THING, BUT IT SOUNDS LIKE YOU'VE HAD STAFF TURNOVER AND, UM, MS. ANDRE HAS DONE AN EXCELLENT JOB RAMPING UP AND CERTAINLY STAFFING UP. AND SO SOMETHING TO SHOW THAT, YOU KNOW, THERE HAS BEEN SOME CHANGES OVER THIS PAST YEAR AND THAT THIS BOARD AND THE STAFF AND THE POLICE DEPARTMENT HAVE RISEN TO ADDRESS THOSE. I THINK THAT'S A POSITIVE THAT WE WOULD WANNA NOTE FOR THE RECORD. THANK YOU SO MUCH. BOARD MEMBER KING. THAT'S A GREAT IDEA. I LIKE THAT. WE CAN, WE CAN, WE CAN DEFINITELY INCLUDE THAT EXECUTIVE [01:30:01] SUMMARY. ANY OTHER QUESTIONS, COMMENTS FROM THE BOARD THIS TIME? YES, SIR. I HAVE A COMMENT. YEAH, THE CHAIR, UH, BEFORE, BEFORE YOU BEGIN, ONE THING THAT WE WILL INCLUDE AS WELL IS, UH, OUR ROLE IN THIS PAST YEAR IN THE RECRUITMENT OF OUR NEW DIRECTOR, BECAUSE I KNOW THE BOARD WAS PARTICIPATIVE IN THAT PROCESS. SO IN OUR ANNUAL REPORT, IT'D BE GOOD TO, TO DOCUMENT 'CAUSE WE NEED SOME CREDIT FOR THE GOOD THING. WE DID BRING IN DIRECTOR ANDRE IN, UH, WE HAD A, WE HAD A SMALL PIECE IN THAT, THAT ROLE. SO, UH, IT'D BE GOOD TO ALSO INCLUDE THAT IN THE ANNUAL REPORT BOARD MEMBER MAPLES, UH, THE FLOOR IS YOURS. YEAH, THAT, THAT, UH, THAT, UH, KIND OF STOLE MY THUNDER, BUT YES, I, I THINK THAT, UH, WE SHOULD INCLUDE THAT. BUT I ALSO BELIEVE THAT WE NEED TO MAKE SURE THAT WE INCLUDE OUTREACH, BECAUSE A LOT OF TIMES THE PUBLIC WILL SAY, WE DIDN'T KNOW OR THEY DIDN'T KNOW HOW. SO LET'S MAKE SURE THAT WE'RE INCLUDING THE PUBLIC OUTREACH THAT WE'RE DOING TO MAKE SURE THAT THE RESIDENTS OF DALLAS ARE AWARE THAT WE EXIST. THANK YOU SO MUCH. AND WITH THESE ADDITIONS, UH, BOARD MEMBER, BRIAN BA UH, THE FLOOR IS YOURS. UH, JUST ONE LAST SUGGESTION WAS, THIS MAY HAVE ALREADY BEEN DONE, BUT HAVE WE LOOKED INTO WHAT OTHER BIGGER CITY BOARDS ARE DOING IN TERMS OF THEIR ANNUAL REPORTS? AND IF THERE'S USEFUL ITEMS ON THOSE REPORTS TO INCORPORATE THAT INTO OUR OWN? THANK YOU. THAT'S A GREAT SUGGESTION. PERFECT. WE'LL, WE'LL TAKE THESE GREAT COMMENTS, UH, TO THE TABLES AND, AND, UH, THE GOAL WILL BE FOR THE OFFICE TO COME UP WITH A DRAFT AND, AND FOR SURE SEND IT TO ME. AND HOPEFULLY THE, THE REST OF THE BOARD WE CAN GET A DRAFT OF THIS, UH, REPORT. AND THEN, UH, LORD WILLING, IT'LL BE, UH, PRESENTED AT THE JANUARY 14TH MEETING. UH, THAT WAS ADAM. THE FIRST THING, THE SECOND I WANTED TO JUST BRING, UH, FORTH TO THE BOARD IS THAT WE HAVE AN OPPORTUNITY AHEAD OF US. UM, THE, THE DIRECTOR AND MYSELF, UH, EITHER IN JANUARY, PROBABLY IN FEBRUARY, UH, WE WILL HAVE A, A CHANCE TO SPEAK BEFORE THE DALLAS CITY COUNCIL AND RECOMMEND ANY POTENTIAL CHANGES, UH, TO THE, UM, ORDINANCE. AND THIS IS A, A WINDOW THAT DOESN'T HAPPEN ALL THE TIME. I THINK IT'S A, UM, IT'S, IT'S A GREAT OPPORTUNITY. THIS IS A, A WINDOW, IT'S ALMOST LIKE AN ECLIPSE THAT THE, THE SHIPS ARE COMING AND ARE PASSING AT THIS TIME FOR US TO BE ABLE TO HAVE THIS OPPORTUNITY. THE POLICY SUBCOMMITTEE IS AWARE OF THIS, AND THEY'LL KIND OF BE, THEY'RE GONNA BE HEADING SPEARHEADING KIND OF THIS CONVERSATION. AND THEN, UM, HOPEFULLY IN THE NEXT MEETING, UH, THEY'LL BE ABLE TO COME BEFORE THE ENTIRE BOARD AND WE CAN COME INTO AN AGREEMENT ON WHAT WE'D LIKE TO PUT BEFORE THE CITY COUNCIL AS CHANGES TO THE ORDINANCE REGARDING POLICE OVERSIGHT. UH, AND THIS WOULD BE A TOUGH TASK. I THINK THIS IS A, IT'S AN UPHILL BATTLE, BUT WE DO HAVE AN OPPORTUNITY. AND I WANTED TO LET THE BOARD, UH, KNOW THAT THIS IS, UM, COMING AND WE HAVE THIS CHANCE AND THAT WE'RE, WE, WE, THANKFULLY WE HAVE A LOT OF SMART, TALENTED PEOPLE AMONG THIS BOARD, BUT WE HAVE THIS OPPORTUNITY. SO IN THE NEXT FEW MONTHS, UH, TO GIMME A TIME WHERE WE NEED YOUR ENGAGEMENT IN THESE DISCUSSIONS, IF THERE'S AN EMAIL THAT'S BEING CIRCULATED, A A SUBCOMMITTEE MEETING, UM, THIS, UH, IS A GOOD TIME FOR YOU TO BE INVOLVED. AND I DO WANNA THANK THE POLICY SUBCOMMITTEE BECAUSE I KNOW YOU'LL BE MEETING A LOT MORE AND KIND OF, UH, SPEARHEADING KIND OF THIS DISCUSSION ABOUT WHAT WE'RE GONNA DO AND, UH, THE SPECIFIC RECOMMENDATIONS THAT WE CAN BRING FORWARD TO THE DALLAS CITY COUNCIL. SO I JUST WANTED TO BRING THAT FORWARD TO YOU ALL, MAKE YOU AWARE, AND ALSO JUST ASK, UH, FOR YOUR PARTICIPATION IN THAT PROCESS. UH, THE LAST THING IS, I KNOW, UH, I DO WANNA THANK THE INTERIM, UH, CITY, UH, INTERIM POLICE CHIEF. UH, I KNOW I'VE BEEN THE CHAIR OF THE BOARD SINCE FEBRUARY, AND I'VE ONLY MET WITH THE POLICE CHIEF ONE TIME. AND, UH, BUT I THOUGHT THE RUMOR WAS THAT WE MEET EVERY MONTH. THAT WAS WHAT I THOUGHT. AND I THINK, UH, WITH THE, I, I DON'T BLAME THE FORMER POLICE CHIEF 'CAUSE I THINK HAD TO DO MORE WITH THE ORGAN IN ORGANIZATION WITHIN THE OFFICE OF KIND OF SCHEDULING THAT. BUT, UM, I HAVE EXTENDED THAT REQUEST TO THE INTERIM POLICE CHIEF, AND HE HAS ACCEPTED THAT. AND SO I JUST WANNA LET THE BOARD KNOW THAT, UH, STARTING IN DECEMBER THIS MONTH, UH, WE WILL BE INITIATING MONTHLY MEETINGS, UH, WITH ME, THE CHAIR, SPEAKING ON BEHALF OF THE ENTIRETY OF THE BOARD, UH, WITH THE INTERIM POLICE CHIEF. SO, UH, REACH OUT TO ME, UH, AND I'LL REACH OUT TO YOU AHEAD OF THESE MEETINGS. 'CAUSE I WANNA BE A, UH, A MOUTHPIECE FOR THE ENTIRETY OF THE BOARD. AND, BUT [01:35:01] I WANTED TO LET YOU GUYS KNOW THAT THOSE MEETINGS WILL BEACON, UH, AGAIN IN DECEMBER. ANY, UH, QUESTIONS OR COMMENTS BEFORE WE, UH, MOVE ON? I, I HAVE, UM, I HAVE A COMMENT. UM, WHEN YOU GUYS DECIDE WHEN YOU'RE GOING TO, UM, BE MEETING OR SPEAKING AT COUNCIL, CAN YOU PLEASE GIVE US A HEADS UP, UH, SO THAT WE CAN TRY TO PUT IT ON OUR CALENDAR TO BE THERE TO SUPPORT YOU? PERCENT? I'VE ATTENDED A FEW, UH, CITY COUNCIL MEETINGS. , THE MORE PEOPLE THAT ARE THERE TO SUPPORT THE PERSON THAT'S SPEAKING, THE BETTER OFF IT IS. THANK YOU. AND I HAD SOME TIME, I HAD SOME TIME TO SPEND WITH THE INTERIM CHIEF YESTERDAY. GOOD GUY. AND I, I THINK HE'S, HE'S GOING TO LISTEN. SO THAT'S, THAT'S A GOOD THING. SO, UH, ALL PRAYERS UP FOR THAT. THANK YOU SO MUCH, MR. MAPLES. ANY OTHER QUESTIONS OR COMMENTS, STUFF FROM THE BOARD AT THIS TIME? EXCELLENT. SEEING THERE IS NONE NOW, WE'LL MOVE NOW, UH, TO ITEM 11 ON THE AGENDA, MONTHLY ACTIVITY REPORTS. AND, UH, WE'LL GO TO ITEM A ON THIS DPD MONTHLY ARREST BY COUNCIL DISTRICT. UM, THIS IS, UH, WHAT, WHICH TAB IS THIS IN? ANYBODY KNOW ON OUR, UH, TAB? TAB FIVE. OKAY, GREAT. UH, SO, UH, WE HAVE, UH, TAB FIVE IF YOU GUYS WANNA LOOK AT THIS. SO LOOK AT THIS DOCUMENT, LOOK IT OVER. UM, AND I, UH, WILL GIVE SOME TIME FOR THE BOARD TO HAVE ANY QUESTIONS OR COMMENTS BEFORE WE MOVE ON TO THE NEXT AGENDA ITEM. DO OUR ONLINE MEMBERS HAVE A, A VIRTUAL AGENDA? OKAY. JUST MAKE SURE YOU'RE, YOU'RE COVERED. ANY QUESTIONS FROM THE BOARD AT THIS TIME ON THIS AGENDA? ITEM BOARD MEMBER MAPLES? YEAH. UM, I'D BE REMISS IF I DIDN'T SAY WHAT I SAY. EVERY MEETING SOMETHING IS BROKEN AS I LOOK AT THESE NUMBERS AND, AND AS IT RELATES TO BLACK AND BROWN MEN OR WOMEN OR THAT ARE BEING ARRESTED, THIS NUMBER IS ASTRONOMICAL. AND THEN I FLIP BACK AND I SEE BY COUNCIL DISTRICT AND TWO AND SIX IS BLOWING EVERYTHING OUT OF THE WATER. AND GUESS WHAT? TWO AND SIX GOVERNED MY NEIGHBORHOOD. SO I'M GONNA HAVE TO HAVE A CONVERSATION WITH MY COUNCILMAN, BOTH OF THEM, ABOUT WHY THE CRIME SEEMS TO BE OUT OF CONTROL IN TWO AND SIX, BUT I DON'T SEE IT IN MY SPECIFIC NEIGHBORHOOD. SO THOSE NUMBERS ARE CONCERNING TO ME. UM, I KNOW THAT, UM, WE HAVE SOMEONE THAT'S GONNA BE LOOKING INTO THAT A LITTLE BIT MORE DEEPER, UH, THAT MAYBE CAN, CAN HELP OUT WITH THAT. BUT JUST TO SEE THAT BIG OF A GAP, IT'S A RED FLAG. I MEAN, IT, IT JUST HAS TO BE A RED FLAG. IT'S NOT 25 OR 50, IT'S HUNDREDS. SO AGAIN, UM, YEAH, I, I, I JUST, I JUST DON'T UNDERSTAND AND WE GOTTA FIGURE THIS OUT. THANK YOU. THANK YOU SO MUCH MR. MAPLES. ANY OTHER COMMENTS BEFORE WE MOVE, UH, TO THE NEXT AGENDA ITEM? SEEING THERE'S NONE, WE'LL DO NOT. WE'LL NOW MOVE TO ITEM B ON AGENDA NUMBER 11, EXTERNAL ADMINISTRATIVE COMPLAINTS. UH, WE HAVE TWO, UH, AGENDA ITEMS, ONE AND TWO, THE MONTHLY EXTERNAL ADMINISTRATIVE COMPLAINT MEMO, AND THE MONTHLY EXTERNAL ADMINISTRATIVE COMPLAINT CHART. I BELIEVE THE MEMO IS SOMETHING NEW THAT I HAVEN'T SEEN IN OUR, UH, PACKET BEFORE. SO I LIKE, UH, HOW IT'S BROKEN DOWN FOR YOU TO, AS BOARD MEMBERS TO KIND OF TAKE A LOOK AT IT. HAS THE, UH, UH, THE TERM, WHAT IT MEANS, CONTROL NUMBER, DIVISION REFERRAL, NO INVESTIGATION, PUBLIC INTEGRITY, AND THEN, UH, THE COMPLAINT BREAKDOWN. AND I DO BELIEVE DIRECTOR, THIS IS, THESE NUMBERS INCLUDE BOTH THE OCPO AND IAD, IS THAT CORRECT? CORRECT. SO, UH, BOTH OFFICES, UH, IAD AND OCPO, UM, ON, ON THIS PARTICULAR, UH, MEMO. AND SO AT THIS TIME, IF THE BOARD COULD LOOK THAT OVER, UH, AND IF THERE'S ANY QUESTIONS OR COMMENTS, LET ME HEAR IT. AND [01:40:01] IF NOT, WE'LL UH, MOVE TO THE NEXT AGENDA ITEM. AND THEN JUST TO NOTE, THIS IS FOR THE MONTH OF OCTOBER AND NOVEMBER SINCE WE DIDN'T MEET ROB. NOVEMBER. DIRECTOR. ANDRE, WHAT DOES IT MEAN THAT ONE COMPLAINT INVOLVED A THIRD PARTY? WHO'S A THIRD PARTY? YOU, I WOULD HAVE, DO YOU HAVE A SPECIFIC NUMBER? SECOND. OH, I'M JUST LOOKING AT THE SUMMARY OF THE, OF THE COMPLAINTS. IT SAYS RIGHT BEFORE WE GET TO THE CHART, IT SAYS FOUR PERTAIN TO GUILT OR INNOCENCE. ONE INVOLVED A THIRD PARTY. I, I IF YOU READ THIS, IT SAYS A THIRD. YOU CANNOT MAKE A COMPLAINT AS A THIRD PARTY TO SOMEBODY ELSE. OH, OKAY. THEY'RE NOT. SO THE THIRD PARTY IS SOMEBODY MAKING THE COMPLAINT, LIKE A POLICE OFFICER WAS RUDE TO MY MOM, BUT I'M NOT, THAT WASN'T INVOLVED. GOT IT. ANY OTHER QUESTIONS, COMMENTS FROM THE BOARD AT THIS TIME? IS THIS A LOT? IS THIS TYPICAL? UM, NOT REALLY . UM, IT, YOU KNOW, SOME MONTHS ARE HIGHER THAN OTHERS, BUT THIS IS TWO MONTHS. SO IT'S, IT'S MUCH HIGHER THAN THE LAST ONE THAT WE HAD. UM, BUT I WOULD SAY IT'S ABOUT AVERAGE. YEAH. ANY OTHER QUESTIONS COMING FROM THE BOARD? SEEING THERE'S A NOTE AT THIS TIME? UH, WE'LL MOVE ON, ON THE AGENDA, UM, TO DISCUSSING UPCOMING MEETINGS.
