BUT WHAT HAPPENS IS SPECIFIC USE PERMITS HAVE BEEN BEING GRANTED FOR CONCRETE BATCHING, ASPHALT CRUSHING, AND ASPHALT BAT CRUSHING AND [00:05:01] CONCRETE CRUSHING USES THAT ELEVATE OUT OF THE FLOODPLAIN. AND WHAT HAS HAPPENED OVER TIME IS THE FLOODING IN OUR PARK PROPERTIES IS, HAS GOTTEN WORSE YEAR AFTER YEAR, AND IT'S GREATLY IMPACTED OUR ABILITY TO, UM, WELL, ESPECIALLY FOR OUR PARTNERS TO DO BUSINESS WHEN, UH, SEVERAL HOLES OF THE GOLF COURSE GET FLOODED REGULARLY AND WE HAVE TO SPEND TAXPAYER DOLLARS TO GO OUT AND FIX IT. AND THERE'S AN INCOMPATIBILITY OF USES OVER THERE. UH, SO THERE HAVE BEEN SUVS THAT HAVE BEEN GRANTED. AS YOU SAW IN MY BACKGROUND, MOST RECENTLY, THERE WAS ONE FOR 20 ACRES ACROSS FROM OUR GOLF COURSE IN THE SHOOTING RANGE. UH, WE HAD MORE THAN 71,000 FOLKS THAT ATTENDED 15 FREE RODEO EVENT RODEO EVENTS THAT WE HOLD IN THE COLISEUM. THAT'S BEEN A BIG HIT SINCE WE BROUGHT IT BACK. UH, PROBABLY GOING BACK ABOUT FOUR YEARS AGO NOW. UM, OUR BIGGEST DAY OF THE FAIR, 212,000 PEOPLE WERE IN ATTENDANCE ON THE DATE OF THE, UH, RED RIVER RIVALRY GAME TODAY. UM, OF COURSE, 92,000 OF THOSE WE'RE FOOTBALL FANS INSIDE THE STADIUM. UH, BUT WE HAVE A HECK OF A LOT OF OTHER PEOPLE THAT ARE OUTSIDE ON THE GROUNDS, UH, MIXED FOR QUITE A, UH, QUITE A SCENE. UM, THE BEST COLLEGE FOOTBALL ATMOSPHERE THAT YOU'LL SEE IN THE COUNTRY BY FAR. UH, AND THEN, UM, IMPORTANTLY FOR US, $1.3 MILLION AWARDED IN 2024, UH, IN TERMS OF NEW SCHOLARSHIPS, UH, TO 225 STUDENTS, SOME KEY OPERATIONS AND KEY TAKEAWAYS. UH, JUST THINGS THAT MAYBE ARE A LITTLE BEHIND THE SCENES THAT YOU WOULDN'T KNOW THAT WE WERE WORKING ON. OH, NEXT SLIDE. I'M SORRY. AND THEN WE PLACED NEW, UH, WAY FINDING ELEMENTS THROUGHOUT THE GROUNDS. UH, POINTS OF INTEREST. UH, THEY WERE TEXAS ICONS, UH, BLUE BONNETS ARMADILLO, UH, RODEO COWBOY, UH, PLACED AT DIFFERENT GATES, UH, BECAUSE YOU GET PEOPLE THAT COME TO THE FAIR AND WHEN THEY'RE LOOKING TO LEAVE, THEY DON'T REMEMBER WHICH GATE THEY CAME IN. SO WE PUT THESE ELEMENTS IN PLACE SO THAT THEY COULD TELL AN OFFICER WHO THEY'RE ASKING FOR DIRECTIONS, YOU KNOW, WHICH GATE DID YOU COME IN? DID YOU SEE AN ARMADILLO? DID YOU SEE A BLUE BONNET? AND IT'S ALSO A, UH, A PLACE WHERE PEOPLE CAN ACTUALLY, UH, TAKE PICTURES. REALLY COOL. UH, TEXAS ICONS. UH, SHIFTING ATTENDANCE FROM THE WEEKEND TO THE WEEKDAY IS SOMETHING THAT'S BEEN OF IMPORTANCE TO US. UH, WE'VE BEEN TRYING TO PUSH THAT. UH, SORRY, NEXT SLIDE. UH, AND, UH, WE'VE BEEN PUSHING THAT NOW FOR SEVERAL YEARS. UH, WE'VE BEEN ABLE TO SHIFT ABOUT 4.7% FROM WEEKENDS TO WEEKDAYS. UH, THAT'S SOMETHING THAT IS CRITICALLY IMPORTANT FOR US BECAUSE THE WEEKENDS ARE SO CRACKED, UH, YET, YOU KNOW, THERE'S ROOM ON THE WEEKDAYS TO BE ABLE TO ACCOMMODATE MORE, AND THAT HELPS THE VENDORS, UH, STAY BUSY ON THOSE DAYS AS WELL. UH, THE WEATHER, AS I MENTIONED, UH, WAS TOUGH. UH, MID NINETIES THROUGH THE FIRST COUPLE WEEKS OF THE FAIR, UH, WE HAD A NEWLY FORMED ADMISSIONS TEAM, UH, GATE OPERATIONS, PARKING AND TICKET SALES. THEY ALL WORKED TOGETHER AS ONE UNIT, WHEREAS THEY WERE, UH, INDIVIDUAL UNITS PREVIOUSLY. AND THEN WE HAD ONE GATE CAPTAIN AT EACH GATE THAT REALLY KIND OF OVERSAW THE ENTIRE OPERATION THERE, THAT GATE. AND THEN OUR CLEAN TEAM, A CT DID AN, AN OUTSTANDING JOB WHEN YOU HAVE, UH, THE NUMBERS OF PEOPLE THAT WE HAVE COMING THROUGH THE GROUNDS, THESE FOLKS KEPT IT CLEAN. YOU COULD WALK AROUND THE GROUND, YOU DON'T SEE A BUNCH OF TRASH ON THE GROUND IF THEY'RE RIGHT ON IT. AND, UH, DOING AN AWESOME JOB AT ALL TIMES. NEXT SLIDE. PUBLIC SAFETY. THIS WAS A KEY FOCUS FOR US THIS YEAR, UH, . UM, WHAT WE WENT THROUGH AFTER THE, UH, UH, 2023 FAIR. UM, SO WE PUT A LOT OF EMPHASIS ON THIS. WE HAD A DETAILED SITE ASSESSMENT, UH, FROM A CONSULTANT THAT CAME IN TO TALK, UH, AND LOOK AT, DO A FULL STUDY ON VULNERABILITIES. AND THAT BECAME THE FOUNDATION FOR OUR PLAN FOR 2024. UH, ANDY FRAME SERVICES IS OUR, UH, PUBLIC OR OUR, UM, PRIVATE SECURITY, UH, GROUP, AND THEY DID AN EXCELLENT JOB IN THEIR SECOND YEAR. A LOT [00:25:01] OF LESSONS LEARNED FROM YEAR ONE THAT WE WERE ABLE TO, UH, IMPLEMENT THIS YEAR. THE PEDESTRIAN GATE REDESIGN WAS REALLY ALL MEANT TO HARDEN THE PERIMETER. UM, ACCESS CONTROL MEASURES, UH, INCREASED SCREENING STATIONS, A LOT MORE SCREENING GOING ON. FEWER PEDESTRIAN GATES ALLOWED US TO CONSOLIDATE, UH, OUR WORKFORCE AND MAKE IT MORE EFFICIENT. AND THEN STATE FAIR COMMAND IS SOMETHING THAT WAS NEW THIS YEAR. WE PUT A LOT OF TIME AND EFFORT INTO BUILDING OUT BASICALLY OUR OWN EMERGENCY OPERATION CENTER, UH, WHICH WAS LED BY THE WAY, BY ROCKY BOZ, UH, WHO CAME TO US FROM THE CITY OF DALLAS AFTER HIS RETIREMENT. AND HE WAS THERE EVERY SINGLE DAY, UH, RUNNING OUR EMERGENCY OPERATIONS CENTER, UM, WHICH WORKED OUT EXTREMELY WELL. UM, WE HAVE NOW MORE THAN A HUNDRED CAMERAS AROUND THE GROUNDS, UH, AFTER WE MADE AN INVESTMENT IN THAT LAST YEAR TO MAKE SURE THAT WE HAD, UH, CAMERAS AT ALL OF THE ENTRANCES THAT REALLY KIND OF, UH, ALLOW TO MONITOR SECURITY AS PEOPLE ARE COMING THROUGH, MAKING SURE THAT IF THEY, UH, AN INDICATOR GOES OFF ON METAL DETECTOR, THAT THEY'RE DOING THE JOBS THAT THEY, UH, THEY NEED TO BE DOING. NEXT SLIDE. UM, AGAIN, NOW STILL ON PUBLIC SAFETY, APPROXIMATELY 200 POLICE OFFICERS PER DAY. UM, WE'RE ON THE GROUNDS. UM, THEY'RE THERE 24 HOURS. UM, THEY DO MANY DIFFERENT THINGS DURING THE FAIR, UM, BUT MA MAINLY JUST KEEPING US SAFE. AND, UH, JUST AS A REMINDER, THE STATE FAIR REPAYS DPDA HUNDRED PERCENT FOR ALL COSTS. UM, JUST AS A, AS AN ASIDE AND TALK ABOUT SAFETY AND SECURITY AND WHAT A IMPORTANT PART IT IS FOR US. THE, UH, AMOUNT OF MONEY THAT WE SPEND ON SAFETY AND SECURITY NOW IS PUSHING $9 MILLION A YEAR. SO THOSE EXPENSES, UH, ARE SIGNIFICANT. UM, BUT IT'S AN AREA THAT WE FEEL LIKE, YOU KNOW, YOU CAN'T, YOU CAN'T CUT CORNERS ON. IT'S CRITICALLY IMPORTANT THAT WE PROVIDE A SAFE ENVIRONMENT FOR OUR FAIRGOERS. UH, WE HAVE SAFETY TEAM MEMBERS THAT STAFF THE 15 STANDS WITHIN THE INTERIOR FOOTPRINT. YOU KNOW, MOST OF THESE SAFETY TEAM MEMBERS ARE RETIRED DPD OFFICERS, UH, AND THEY CAN COME OUT AND DO AN EXCELLENT JOB FOR US. UM, OUR FIREARM POLICY AND OUR NEW BACK POLICY WERE IMPLEMENTED WITH NO ISSUES THIS YEAR. UM, WE HAD, UH, COOPERATION FROM OUR FAIRGOERS AND VERY FEW INCIDENTS WHERE EVEN FOLKS HAD TO RETURN, UH, FIREARMS TO THEIR VEHICLES. UM, EXTENSIVE TRAINING, UH, WAS EXTENDED TO OUR ENTIRE STAFF, UH, DEESCALATION SITUATIONAL AWARENESS, STANDARD RESPONSE PROTOCOL, AND THEN BASICALLY KNOW YOUR ROLE, WHICH MEANS, HEY, IF THERE'S AN INCIDENT THAT COMES UP, NO MATTER WHAT, YOU KNOW, WHETHER IT'S WEATHER RELATED OR YOU KNOW, ACTIVE SHOOTER SITUATION, ANY, ALL OF THE THINGS THAT YOU DON'T WANT TO HAPPEN, BUT YOU NEED TO BE PREPARED TO HAPPEN, WE NEED TO MAKE SURE THAT OUR STAFF KNOWS EXACTLY WHAT TO DO IN THOSE, UH, SITUATIONS. UH, AND THEN WE CARRIED OUT TABLETOP EXERCISES WITH ALL OF OUR PUBLIC SERVICE PARTNERS TO WALK THROUGH THOSE DIFFERENT SCENARIOS AND MAKE SURE THAT, UH, WE WERE PREPARED FOR ANYTHING THAT COULD HAPPEN. THE FAIR HAS A HUGE ECONOMIC IMPACT. UM, YOU CAN SEE THAT, UH, WE DID A NEW STUDY. UM, THIS STUDY WAS COMPLETED IN 2024, BUT WAS ON THE RESULTS OF 2023 STATE FAIR, UH, AND SHOWED THAT OUR ECONOMIC IMPACT WAS BETWEEN 562 AND $680 MILLION FOR, UH, NOT ONLY DALLAS AND, UH, BUT THE ENTIRE, UH, BFW AREA, NORTH TEXAS REGION AS WELL. AND THAT DOES NOT INCLUDE ANYTHING, UH, FROM THE TEXAS AUTO SHOW. UH, WE KNOW IT LEADS TO A LOT OF SALES, UM, PEOPLE COMING TO THE AUTO SHOW AND LOOKING AT VEHICLES, BUT THEY DON'T SELL ON SITE. SO WE DON'T GET INFORMATION ON, UH, WHAT, UH, SORT OF SALES ARE, UH, ARE MADE THROUGH THAT, THOSE INTERACTIONS. UH, ABOUT 7,000 PEOPLE EMPLOYED DURING THE FAIR. UM, 22.8% OF FAIR GOERS ARE FROM OUTSIDE, UH, THE 13 COUNTY DFW AREA. SO A LOT OF PEOPLE, YOU KNOW, COMING IN, WHEN YOU'RE TALKING ABOUT 2.3, UH, PLUS MILLION PEOPLE, 22% OF THOSE COMING FROM OUTSIDE OUR 13 COUNTY IS A SIGNIFICANT NUMBER OF PEOPLE. UH, NEXT SLIDE. UH, TRAFFIC ENHANCEMENTS. UM, YOU KNOW, A FEW YEARS BACK, WE GAVE THE CITY $3 MILLION, UH, TO REPLACE THE INOP INOPERABLE MESSAGE BOARDS THAT SURROUND FAIR PARK. YOU KNOW, YOU SEE THESE AROUND TOWN AS WELL IN DIFFERENT AREAS, BUT THIS WAS SOMETHING THAT WAS REALLY IMPORTANT FOR US, UH, WITH A LOT THE AMOUNT OF TRAFFIC THAT WE HAVE COMING THROUGH THE GROUNDS, UM, OR PARKING, LOOKING FOR PARKING AND THINGS LIKE THAT. UH, WE WERE ABLE THROUGH, UM, THE CITY TO GO AHEAD AND GET SIX OF THOSE INSTALLED FOR THE 2024 FAIR. UH, THEY'RE STILL WORKING ON GETTING SOME OTHERS, UH, INSTALLED, BUT ALL IN ALL IN, UH, EVERYTHING IS COMPLETED. UH, LATE 2024, UM, I'M SORRY, UH, EARLY 2025 IS PROBABLY THE TIMELINE OF WHEN WE WERE LOOKING AT GETTING THESE SIX ADDITIONAL, UH, BOARDS THAT WOULD BE, UH, INSTALLED. THESE ARE MUCH HIGHER QUALITY BOARDS THAN WHAT WERE IN PLACE, UH, PREVIOUSLY, SO REALLY HAPPY ABOUT THAT. AND, UH, IT'S GONNA BE A GREAT ASSET, NOT ONLY DURING THE STATE FAIR TIME, BUT BE ABLE TO BE USED, UH, FOR [00:30:01] FAIR PARK, UM, EVENTS THROUGHOUT THE YEAR. UM, AND THEN REMAINING SIGNS AND RELOCATIONS OF SIGN STRUCTURES WILL BE HAPPENING. ALSO, WE'LL PUT SOME IN SOME AREAS WHERE WE DIDN'T, UH, PREVIOUSLY HAVE SIGNS TO BE ABLE TO HELP OUT IN THIS PARTICULAR AREAS. NEXT SLIDE. UH, BIG TECH'S CHOICE AWARDS. SO, UH, THE DOMINICAN FUTERRA DOG BY JUSTIN MARTINEZ, I WAS ACTUALLY THE WINNER OF THE SAVORY, UH, BEST TASTING SAVORY NEXT SLIDE. AND THEN THE COTTON CANDY, BACON ON A STICK. UH, GOT ALL THE ATTENTION THIS YEAR. UH, IT WAS DEFINITELY A HUGE SELLER, UH, BY ISAAC RUSSO, ONE OF OUR BEST CONCESSIONAIRES. UH, AND THEN TEXAS SUGAR RUSH PICKLES, UH, BY HEATHER PERKINS. UM, AT THE STATE FAIR HAS 12 LIFE-SIZED DINOSAURS, UH, THAT RODE THE LANDS OF TEXAS BACK IN THE DAY. UH, AND IT ALSO INCLUDES A PLAY AREA FOR KIDS, DINING OPTIONS, A LOT OF SEATING, AND REALLY SOME OF THE BEST VIEWS ON THE GROUNDS. UM, AND THEN, UH, ALLOWED US, LIKE I SAID, WE WE'RE, WE HAVE A LAND USE COMMITTEE AND WE LOOK AT WAYS TO TAKE THE 277 ACRES OF FAIR PARK AND HOW TO UTILIZE THESE AREAS TO THE BEST OF OUR ABILITY. UH, YOU KNOW, AND THIS WAS JUST ONE, UH, EXAMPLE OF A GREAT IDEA THAT WAS IMPLEMENTED THAT, UH, HAS BEEN A GREAT BENEFIT, UH, TO OUR FAIR. GORS. NEXT SLIDE. YOU CAN SEE JUST THE GAME ALONE HAD 7.9 MILLION VIEWERS ON A B, C THIS YEAR. UM, WE HAD MANY STROKES FROM SCC NATION. WE ALSO WELCOMED BAR SCHOOL SPORTS. UM, DAVID FORT MOY, HE CAME OUT TO THE FAIR AND, UM, THAT HAS JUST CONTINUED TO DRIVE SOCIAL ENGAGEMENT WITH HIM, POSTING ALL OF THE VIDEOS OF HIM BEING AT THE FAIR. UM, SO FAR MORE THAN 16.1 MILLION VIEWS AND GROWING ACROSS ALL PLATFORMS. AWESOME. WE INTRODUCED A NEW SHOW, NEXT SLIDE, SORRY. UM, WE INTRODUCED A NEW SHOW THIS YEAR IN PARTNERSHIP WITH FORD. UM, AND THEY DID SO WITH MORE THAN 1500 DRONES IN THE SKY OVER FAIR PARK, AND IT COULD BE SEEN FAR BEYOND FAIR PARK IF YOU OPENED YOUR, UH, DOOR AND LOOKED DOWN THOSE THINGS. UM, BUT IT WAS 1500 DRONES ON THE NIGHT OF THE ANNOUNCEMENT, AND 100 HITECH FIRMS, MEANING THEY SHOT HIRE FROM THEM, UM, DURING THE SHOW. AND THIS WAS A THREE, IT STARTED ON OCTOBER 3RD, WENT THROUGH OCTOBER 6TH. SO IT WAS A VERY SHORT WINDOW, BUT A GREAT TEST TOO, TO SEE WHAT THE APPETITE IS FOR SOMETHING LIKE THAT. SO REALLY KEEPING IT AGAIN WITH THE MOST TEX IN PLACE ON OUR, UM, WE HAD, IN TERMS [00:35:01] OF OUR LIVESTOCK, WE, WE HAVE MANY HORSE SHOWS LEADING UP TO THE FAIR AND THE FAIR PARK COLISEUM. AS MITCHELL MENTIONED, WE HAVE A RECORD SELL DURING OUR BIG TECH YOUTH LIVESTOCK AUCTION OF OUR GRAND CHAMPION STEER OF $180,000 THIS YEAR. VERY PROUD OF THAT. WE RAISED MONEY THROUGH THAT TO END UP POUR THAT, POURING IT BACK INTO THE COMMUNITY TO HELP FUND SCHOLARSHIPS AND EDUCATIONAL INITIATIVES FOR TEXAS YOUTH THROUGHOUT THE STATE. UM, ON AG AWARENESS DAY, REALLY BRINGING ATTENTION TO AG AWARENESS. UM, WE HAD NEARLY 7,700 STUDENTS WHO CAME OUT ON AG AWARENESS DAY THROUGH ACTIVITIES AROUND THE FAIRGROUNDS. WE HAD 76 ANIMALS BORN DURING THE 24 DAY RUN OF THE FAIR IN BIG TEXAS BIRTHING BARN. SO HERE'S JUST SOME HIGHLIGHTS, UM, OF THAT COVERAGE THAT WE HAD FROM SPEAKING OF THE BIG TECH TWO LIVESTOCK AUCTION I JUST MENTIONED TO OUR SENSORY FRIENDLY MORNINGS INITIATIVE WHERE EVERY WEDNESDAY MORNING WE TURN THE LIGHTS OFF AND THE SOUNDS DOWN TO HELP WELCOME PEOPLE WITH SENSORY SENSITIVITIES OUT TO THE FAIRGROUNDS FOR SEVERAL HOURS SO THAT THEY GET TO ENJOY THE FAIR AS WELL. UM, TO OUR NON-PROFIT GRANT PROGRAM, OUR STATE FAIR CARES FOOD DRIVE, BIG TECH SERVING FARMS, AND OF COURSE HONORING JUAN CRAFT WITH THE WANTING TO CRAFT HUMANITARIAN AWARDS, OUR DURING FAIR COMMUNITY EVENTS, YOU KNOW, WE HOSTED NINE TOTAL SIGNATURE EVENTS THIS YEAR, UM, THROUGH OUR COMMUNITY AFFAIRS PROGRAM, IN ADDITION TO SUPPORTING MANY OTHER, UM, NON-PROFIT ORGANIZATIONS OUT AT FAIR PARK THROUGHOUT THE YEAR. UM, BUT JUST THOSE DURING THE FAIR OF OUR THREE SPECIAL EVENTS DURING OUR PASTOR'S LUNCHEON, WE WELCOMED ABOUT 135 PEOPLE. UM, THE JUANITA CRAFT HUMANITARIAN AWARDS HONORED SEVEN, UM, SORRY, HONORED, UM, MULTIPLE INDIVIDUALS, SEVEN INDIVIDUALS WHO WERE FOLLOWING IN MS. CRAFT'S FOOTSTEPS. AND WE HAD NEARLY 200 PEOPLE IN ATTENDANCE TO WATCH PEOPLE RECEIVE THOSE AWARDS. UM, FOR COMMUNITY ENGAGEMENT DAY, WE ACTUALLY HAD MORE THAN 350 NONPROFIT LEADERS WHO ATTENDED THAT AS OUR LARGE LARGEST COMMUNITY ENGAGEMENT DAY. YET WE HAVE 'EM ON A QUARTERLY BASIS, AND THE ONE DURING THE FAIR IS OUR LARGEST, AND IT'S JUST AN OPPORTUNITY TO BRING OTHER NONPROFITS WHO ARE SERVING SOUTH DALLAS FAIR PARK COME TOGETHER TO SHARE IDEAS, BEST, BEST PRACTICES, HEAR WHAT OTHER PEOPLE ARE DOING, AND MAYBE THERE'S AREAS FOR COLLABORATION. IT'S JUST CONTINUES TO GROW BECAUSE IT'S SO VALUABLE AND A GREAT WAY TO BRING PEOPLE TOGETHER. UM, AND THEN WE WERE ABLE TO GIVE MORE THAN 1100 ADMISSION TICKETS, GET TO NONPROFIT ORGANIZATIONS SERVING FAIR PARK TO HELP THEM HAVE THEIR CONSTITUENTS COME OUT AND ENJOY THE FAIR ON US. OTHER WAYS BIG TECH GETS BACK, UM, WE ACTUALLY, WITH OUR COMBINED PHILANTHROPIC AND FAIR PART GIVING, WE DON'T HAVE AUDIT FINANCIALS YET, SO I CAN'T REPORT FOR 2024, BUT IN 2023, WE, UM, COMBINED IT WAS COMBINED $15.8 MILLION THAT THE FAIR WAS ABLE TO GIVE THROUGH BOTH OUR PHILANTHROPIC AND FAIR PARK GIVING EFFORTS. UM, THERE'S A LOT OF COPY ON THIS SLIDE, SO I WON'T GO THROUGH ALL OF IT, BUT IT'S REALLY JUST SPOTLIGHTING SOME OF THE AREAS WHERE THAT FUNDING GOES. UM, AND YOU KNOW, IN 2023, WE GAVE MORE TO MORE THAN 100 ORGANIZATIONS SUPPORTING NON-PROFIT, SUPPORTING FAIR PARK SOUTH DALLAS, AND, UM, 662,000 IN PROJECT FUNDING THROUGH OUR COMMUNITY GRANTS AND SPONSORSHIPS PROGRAM. UM, WE HAVE MULTIPLE EVENTS, AS I MENTIONED THROUGHOUT THE YEAR TO BRING THE COMMUNITY TOGETHER. AND WE HAVE A PROGRAM WHERE, UM, IT'S A CATALYST FOR SMALL BUSINESSES CALLED THE BIG TEXT BUSINESS MASTERCLASS. AND IF THEY WANNA BECOME A VENDOR AT THE STATE FAIR OF TEXAS SELLING THEIR FOOD AND BEVERAGE ITEMS, OR THE OTHER THREE MORE THAN 3000 FAIRES AND EVENTS ACROSS THE NATION, THIS IS A GREAT LAUNCHING PATH FOR THEM TO LEARN A LOT OF WHAT IT TAKES TO BE A VENDOR AT NOT ONLY THE STATE FAIR OF TEXAS, BUT ALSO OTHER EVENTS, UM, THROUGHOUT THE, THROUGHOUT THE COUNTRY AND AREA. UM, AND OVER THE PAST FIVE YEARS, UM, THE FAIR HAS INVESTED NEARLY $32 MILLION INTO FAIR PARK IMPROVEMENTS. AND THROUGH OUR HISTORICAL PRESERVATION OF FAIR PARK, WE'VE GIVEN TO THE CITY FOR FAIR PARK SINCE 2015, MORE THAN $41 MILLION TO GO TOWARDS THE HISTORICAL PRESERVATION AND UPKEEP OF FAIR PARK. WE ARE INCREDIBLY PROUD TO HAVE THAT PART OF WHAT WE DO HERE AT THE STATE FAIR OF TEXAS, AND WE KNOW THAT THAT'S NOT POSSIBLE WITHOUT THE SUPPORT OF OUR FAIR NUMBERS, UM, COMING OUT EVERY YEAR TO ENJOY THE FAIR IN TERMS OF FAIR PARK GIVING, UM, TO, DUE TO THE RESULTS OF THE 2023 FAIR, WHICH IS OUR LARGEST COMMUNITY PROGRAM AND FUNDRAISER OF THE YEAR, UM, WE GAVE 4.16 BILLION TO THE CITY OF DALLAS FOR MAINTENANCE PROJECTS AT FAIR PARK DUE TO THE RESULTS OF LAST YEAR'S FAIR IN ADDITION TO OUR ANNUAL RENT OF 1.75 MILLION PAID TO THE CITY. AND THAT HAS AN AGREEMENT THAT THAT MONEY MUST GO TOWARDS FAIR [00:40:01] PARK. UM, REALLY WHERE THE MONEY WENT THIS YEAR THAT WE GAVE WAS TOWARDS THE COTTON BOWL RENOVATIONS THAT ARE HEAVILY UNDERWAY. AND I'M SURE MANY OF YOU SAW, UM, THE STEPS THAT ARE IN PLACE, UM, DURING THIS YEAR'S FAIR. AND WE'RE EXCITED TO SEE WHAT'S GONNA HAPPEN OVER THE NEXT YEAR. IN ADDITION, THE FAIR SPENT MORE THAN $2.4 MILLION, UM, BY THE STATE FAIR DURING 2024 ON OTHER FAIR PARK IMPROVEMENTS AND STATE FAIR OPERATIONS. THOSE ARE ADDITIONAL PROJECTS THAT WE FEEL WILL BRING VALUE NOT ONLY TO THE STATE FAIR, BUT ALSO TO FAIR PARK YEAR ROUND, ONE OF THOSE BEING THE NIMITZ TERRACE UPGRADE THAT MITCHELL MENTIONED BY US PUTTING CONCRETE DOWN AND HELPING WITH SOME ANCHORS IN THAT AREA THAT WILL ALLOW FOR THE TRINITY, THE SEA DALLAS, THE FC TRINITY TEAM, IN ORDER TO, UM, HAVE FOR THEIR ADMISSIONS ENTRY AND EXITS. AND REALLY, WE ALWAYS TRY AND THINK OF HOW FAIR PARK CAN BENEFIT FROM THESE ITEMS YEAR ROUND. UM, WE DID A LOT OF PAVING THROUGHOUT THE GROUNDS. WE, UM, HELPED WITH THE HVAC SYSTEM AND THE TOWER BUILDING AND REPLACING THOSE UNITS AS WELL AS OUR STATE FAIR COMMAND CENTER THAT MITCHELL SPOKE OF THAT CAN NOW BE UTILIZED BY FAIR PARK YEAR ROUND FOR DIFFERENT EVENTS THAT THEY HAVE NOW THAT IT'S STOOD UP AND IN PLACE. UM, AND THEN OTHER FAIR, OTHER VARIOUS UTILITY UPGRADES AROUND THE GRANTS IN TERMS OF OUR COMMUNITY GIVING. AS YOU CAN SEE, THAT HAS CONTINUED TO CLIMB AND, UM, WE'RE IN A GREAT PLACE IN TERMS OF WHAT WE ARE DOING IN THE COMMUNITY AND IT'S INCREDIBLY IMPACTFUL WORK. OUR TEAM WORKS SO HARD TO BE LISTENING TO WHAT THE COMMUNITY NEEDS AND ENSURING THAT WE ARE ADDRESSING THOSE NEEDS WHERE WE CAN, OR HELPING INTRODUCE THEM TO OTHERS WHO CAN HELP. UM, OUR BUDGET FOR THIS YEAR, WE ANTICIPATE SPENDING AROUND $917,000 THROUGH THESE EFFORTS. NEXT SLIDE, I'M SORRY. UM, BIG TECH URBAN FARMS, UM, WHICH IS OUR FARM THAT WE OPERATE YEAR ROUND, RIGHT ON THE MIDWAY IN FAIR PARK. UH, SOMETHING THAT, UH, BO BO SLAUGHTER OUR COLLEAGUE HAS BROUGHT UP THAT, UM, HAS COME TO THE CHAMBER AT LEAST 30 TIMES IN THE, DURING THE STATE FAIRS RUN, IS JUST THE DEARTH OF BLACK HISTORY, UM, AND LATINX HISTORY THAT IS SHOWCASED AT THE STATE FAIR DURING THE STATE FAIR. AND THAT DOES BEG THE QUESTION. UM, AS THE AFRICAN AMERICAN MUSEUM AND THE FORMER, I GUESS FORMERLY KNOWN AS THE HALL OF NEGRO LIFE WAS ONE OF THE CENTERS OF THE GREATEST FIGHTS BETWEEN THE BLACK COMMUNITY AND THE STATE FAIR AND THE CITY OF DALLAS, IT HAS A LOT OF VALUE JUST IN THE HISTORY OF THE STORY. AND A LOT OF LEADERS CAME TO US AND TALKED ABOUT THE FACT THAT SINCE DR. FRANCOIS, BUT, UH, BOOKER DREW IS NO LONGER A VICE PRESIDENT AT THE STATE FAIR, WE DON'T FEEL AS CONNECTED AS COMMUNITY AS WE ONCE DID TO THE STATE FAIR. AND FOR DALLAS TO BE ONE OF THE CITIES THAT HAS ONE OF THE LARGEST BLACK POPULATIONS, I'M WONDERING IF WE'RE MISSING SOME OPPORTUNITIES TO MAKE ALL OF THE PEOPLE WHO ARE AT THE FAIRFIELD AS WELCOMED OR TO COME IN FOR THE HISTORY. AND MITCHELL, I FEEL REALLY COMFORTABLE ONE, JUST SHARING THIS WITH YOU BECAUSE Y'ALL HAVE BEEN SO OPEN TO JUST WORKING WITH COMMUNITY AND MAKING SURE EVERYBODY FEELS SEEN. SO THERE'S JUST SOMETHING THAT WE WANTED TO THROW OUT AND SOMETHING WE'D LIKE TO SEE HAPPEN. I KNOW THE STATE FAIR HAS A MILLION THINGS THAT Y'ALL ARE DOING TO GIVE BACK TO COMMUNITY, BUT THIS IS JUST SOMETHING THAT SOME RESIDENTS FROM THE AREA AND COMMUNITY LEADERS BROUGHT TO US. AND I THOUGHT IT WAS IMPORTANT TO SHARE THAT SINCE THE AFRICAN AMERICAN MUSEUM IS OUT THERE, THERE MAY BE SOMETHING CONTRACTUAL THAT WE DON'T KNOW ABOUT THAT THE STATE FAIR HAS TO DEAL WITH, AND MAYBE THAT'S WHY THEY'RE NOT INVOLVED. BUT WE'D LOVE TO SEE MORE ENGAGEMENT WITH THE, UH, THE STATE, UH, THE STATE FAIR AND THE AFRICAN AMERICAN MUSEUM IF POSSIBLE. BUT JUST WANTED TO GET SOME FEEDBACK ON WHY IT'S CURRENTLY NOT THAT WAY TODAY. OKAY, SURE. UM, WELL FIRST OF ALL, LET ME SAY THIS, UH, MY DOOR'S ALWAYS OPEN, SO, UH, I'D LOVE TO SIT DOWN WITH YOU AND, UH, TALK THROUGH IDEAS OF WAYS THAT YOU THINK THAT WE CAN IMPROVE IN THOSE PARTICULAR AREAS. UM, THE AFRICAN AMERICAN MUSEUM IS CERTAINLY OPEN AND OPERATING, AND WE ACTUALLY, UH, DO, UH, PAY MONEY TO THEM TO, IN ORDER TO MAKE IT FREE, UH, DURING THE STATE FAIR. UM, WHEN WE WORK WITH THESE, UH, INSTITUTIONS ON GROUNDS, WHETHER IT BE AQUARIUM OR TEXAS DISCOVERY GARDENS OR AFRICAN AMERICAN MUSEUM OR PAUL STATE, UM, GENERALLY THEY ARE COMING UP WITH THE PROGRAMMING, UH, FOR WHAT THEY'RE DOING INSIDE OF THEIR FACILITIES. UM, SO FOR INSTANCE, TEXAS DISCOVERY GARDENS CAME THIS YEAR AND THEY WANTED TO DO A BEER GARDEN AREA, AND THEY ARRANGED FOR IT. IT WAS PRETTY SUCCESSFUL. AND, UH, I THINK THAT THEY WILL CONTINUE TO DO IT BECAUSE IT WAS SUCCESSFUL. UM, I THINK IT'S REALLY A MATTER OF US, MAYBE YOU AND I AND, UH, THE AFRICAN AMERICAN MUSEUM LEADERSHIP SITTING DOWN AND TRYING TO FIGURE OUT WAYS THAT THEY CAN ACTIVATE, UH, TO DRAW MORE TRAFFIC INTO THEM, GIVING PEOPLE A REASON TO ACTUALLY COME IN. UM, YOU KNOW, IT'S, IT'S IN A GOOD LOCATION. THERE'S PLENTY OF TRAFFIC THAT COMES BY. IT'S JUST A MATTER OF WHAT DO THEY HAVE IN THERE THAT'S DRAWING PEOPLE IN. AND I THINK THAT WE CAN WORK TOGETHER, UH, TO COME UP WITH SOME IDEAS TO HELP THAT. AND, AND I, I AND I THINK, OH, GO AHEAD. I'M SORRY. I WAS GONNA SAY, UH, DR. I MEAN, EVERY YEAR IS GONNA, THERE'S GONNA BE A LITTLE BIT OF THIS THAT, UM, OUR CONCESSION, UH, REVENUES ARE ACTUALLY CONTINUING TO INCREASE. UM, I DON'T THINK THAT DEDUCT THE DENOMINATION, UM, HAS HAD MUCH OF AN IMPACT. UH, THE MAIN REASON THAT THE CHANGE WAS MADE IS BECAUSE, YOU KNOW, WHEN WE ARE NOW SELLING 85, $90 MILLION WORTH OF COUPONS DURING THE COURSE OF THE YEAR, WEIGHING THOSE COUPONS, THAT'S A LOT OF BAGS OF COUPONS. AND SO, UH, THERE WERE DEFINITELY SOME ADVANTAGES TO GOING TO A DOLLAR INCREMENT. JUST BECAUSE IT WENT TO A DOLLAR DOESN'T MEAN THAT, YOU KNOW, A CORNY DOG WENT FROM $7 TO $14, YOU KNOW, IT WENT FROM 14 COUPONS TO SEVEN. SO IT'S STILL THE SAME DOLLAR, UH, SITUATION. IT'S A LARGE URBAN LAKE, UH, THAT WE ARE SO VERY PROUD OF. SO, JUST NEXT SLIDE. SO THIS IS WHERE I GET A CHANCE TO TALK ABOUT, UH, WHO I REALLY APPRECIATE. AND THIS IS MY TEAM. UM, THE WHITE ROCK BLACK TEAM. UM, THAT SMITH CAME OVER IN 2020. UM, I STARTED IN 2020 AS WELL, AND WAS ABLE TO HIRE DAVID, UH, DISTRICT SIX TO COME OVER TO, UH, THE AREA OF WHITE BAR LAKE. UH, AS A DISTRICT LEADER AT THAT TIME, WE WERE REALLY HAVING SOME CHALLENGES RELATING AS IT RELATES TO MAINTENANCE. UM, WE HAD OUR MEETINGS WITH OUR PARK BOARD MEMBER, UH, ON SITE AND COMMITTEE MEETINGS IN REGARDS TO WHAT THE LAKE, UH, YOU KNOW, WHAT WE NEEDED TO ACCOMPLISH THERE BETWEEN THE ORDINANCE AND, UM, JUST THE MAINTENANCE THERE OR THE LACK OF MAINTENANCE THERE. SO WE WEREN'T REAL PROUD OF, UH, WHERE WE FROM AT THE TIME, UH, WHEN IT COMES TO WHAT THE LAKE WAS REVEALING TO US. AND WE GOT TO LIT PICK UPS, UM, MAINTENANCE SCHEDULES AS FAR AS TERM MANAGEMENT, ALL THOSE KINDS OF THINGS. SO WE REALLY LOOKED AT A NEW APPROACH, AND WE CALLED IT THE CUSTOMER SERVICE FIRST APPROACH. OUR RENEWED PHILOSOPHY, AND I JUST WANTED TO MAKE SURE I HIGHLIGHT THAT, UM, AND LET YOU ALL KNOW THAT THIS PHILOSOPHY IS A CUSTOMER SERVICE. UH, FIRST APPROACH IS THE IDEA OF WHAT WE PRIORITIZE, PRIORITIZE THE CUSTOMER. WE HAD SO MANY CUSTOMERS AT WHITE ROCKWAY, UH, SO MANY PARTNERS AND SO MANY STAKEHOLDERS, AND WE WORKED WITH ALL THOSE GROUPS IN ORDER TO AND OF LAKE. THE TEAM THERE, UH, LED BY DAVID SMITH, UH, REALLY WENT ON TO DO A, A WONDERFUL JOB, UM, TO GET THE LAKE UP TO A, A STANDARD THAT WE'RE PROUD OF NOW. AND SO WITH THAT, I'M GOING TO TURN IT OVER, UM, TO DAVE, AND HE'S GONNA REALLY KIND OF TAKE YOU THROUGH SOME OF THE IMPROVEMENTS. I, BUT I JUST HAVE TO MAKE SURE THAT I RECOGNIZE OUR HAS BEEN BECAUSE WE HAD SO MANY MEETINGS, UH, WHICH WITH STAFF, UH, TO TALK ABOUT THE LAKE AND HOW WE WANTED TO MAKE SURE THAT WE PRESERVE THE CONSERVATION, THE CONSERVATION OF THE LAKE, AS WELL AS IMPROVE THE MAIN LAKE. AND, UH, OUR PARTNERS WORKING WITH THEM TO MAKE SURE THAT WE ESTABLISH, UH, A TOOL THAT WE WOULD REALLY BE PROUD OF. SO WITH THAT, I'M GONNA GIVE TO DAVID. UH, GOOD MORNING, EVERYONE. UH, IT'S GREAT TO BE IN FRONT OF Y'ALL AGAIN. IT'S, IT'S FITTING THAT I'M HERE TO GIVE A BRIEFING ABOUT MY LAST FOUR YEARS AND THE TEAM THAT I'VE WORKED WITH, KIND OF LIVE AND BREATH WITH. UH, BREATHE IT. MARIA, YOU KNOW, IT'S BEEN AN ABSOLUTE PLEASURE, STILL IS. UM, TO REALLY QUICKLY TOUCH BASE ON THIS SLIDE, UH, IN THE NEW APPROACH, IT, UH, WHEN I FIRST CAME OVER TO DISTRICT ONE, IT WASN'T A MATTER OF OF ASSESSING WHAT WAS GOING ON WITH THE TEAM. IT WAS REALLY JUST A MATTER OF NEEDS. THE COMMUNITY AND THE TEAM COMES SECOND, YOU KNOW, THEY'RE, THEY'RE, THEY'RE INTEGRAL TO THE SYSTEM. BUT TO GAIN THAT TRUST BACK, IT WAS A MATTER OF WORKING DIRECTLY WITH MARIA AND, AND ALL THE PARTNERS, ALL THE STAKEHOLDERS THERE. AND SO BY DOING THIS APPROACH, I WAS ABLE TO SET [01:10:01] THE TONE WITH THE TEAM THE WAY IT NEEDED TO BE DONE, AS OPPOSED TO DOING IT REVERSE. I COULD SET THE TONE WITH THE TEAM, BUT IF THE TEAM AND I DIDN'T HAVE THE MARCH IN ORDER, THE DIRECTION, WE NEVER WOULD'VE GOTTEN THERE, WE WOULD'VE TAKEN. SO I REALLY WANNA SAY, UH, THAT APPROACH, UH, COULD BE USED IN A LOT OF DIFFERENT WAYS. SO, MOVING FORWARD, UH, LET'S GO TO THE NEXT SLIDE. SO, THE FIRST PART OF THIS, THIS IS, UH, A BIG SUCCESS, UM, GOES THROUGH THE WHITE ROCK LAKE CON, UH, COMPREHENSIVE MAINTENANCE PLAN. WHEN WE FIRST START, GOT THERE, WHEN I FIRST GOT THERE, I WAS ABLE TO ACTUALLY WORK WITH, UH, DAVID LOPEZ AS WELL. BRETT JOHNSON. THIS WAS A COLLABORATIVE EFFORT WITH ALL THE, THE, THE MAJOR PLAYERS WITHIN THE PARK DEPARTMENT TO ENSURE THAT WE WERE LOOKING AT A VARIETY OF THE THINGS THAT NEEDED TO BE DONE HOLISTICALLY TO COME UP WITH A PLAN FOR INTERNAL AND EXTERNAL USAGE. SO WE DO WANT TO MAKE SURE THAT WE ARE LOOKING AT THOSE NATIONAL RESOURCES AND MAKING SURE THAT WE'RE APPRECIATIVE. SO WHETHER IT'S A PRAIRIE MANAGEMENT, WILDLIFE CONSERVATION, INTEGRATED PEST MANAGEMENT. SO WE'RE MINIMIZING OUR IMPACT, YOU KNOW, FROM A CHEMICAL STANDPOINT. ONCE AGAIN, FOR THE LEVEL LAKE, THE FISH HATCHERY, WHITE ROCK LAKE FOUNDATION HAS BEEN DOING FANTASTIC WORK AND IS CURRENTLY STILL DOING FANTASTIC WORK. THEN WITH THE ENGAGEMENT PIECE, IT'S REALLY A MATTER OF EDUCATION. SO WE'RE WORKING WITH, UM, THE MASTER NATURALISTS, THE EVEN THE TASK FORCE THROUGH COMMUNICATION. BUT IN THE CENTER WE HAVE THE WINFORD POINT, ATHLETIC FIELD PARKING LOT, WHICH WAS RENOVATED WHEN I FIRST SHOWED UP. AND THEN, UH, THEN ON THE RIGHT, THE INSIDE WE JUST HAVE SOME BOULDERS. WE WERE USING BOULDERS FOR AESTHETIC, AESTHETICALLY PLEASING, UM, COMPONENTS THERE AT MOCKINGBIRD. THAT WAS NEXT SLIDE. WE HAVE FOUR RENTABLE FACILITIES, SO WE DO SEE SOME INCOME FROM THAT. UM, OUR OPERATORS OUT THERE ALL PAY US RENT. WE DON'T GIVE THEM ANY STIPENDS, AND THEY ALL, UM, PAY FOR THEIR OWN MAINTENANCE. SO WE HAVE A GOOD SITUATION WITH THOSE FOLKS AS WELL. THE, THE BIG CHALLENGE WITH WHITE ROCK RAKE, WHITE ROCK LAKE, UM, IS THAT THE GENERAL CONSENSUS FOR MOST FOLKS IS THEY LIKE IT JUST THE WAY IT IS. AND THERE HAS BEEN HISTORICAL PUSHBACK FOR ANY KIND OF, UH, MONETIZATION AS FAR AS RESTAURANTS ARE, MORE CONS ARE MORE, UM, ANY KIND OF, UH, BUSINESSES THAT WOULD BE OUT AT THAT PARK. SO IT'S A FINE BALANCE OF HOW DO WE, HOW DO WE, UH, MAKE SURE THAT WE HAVE THE MONEY TO TAKE CARE OF THIS PARK. AND THINGS LIKE DREDGING MO MOVING FORWARD BALANCE WITH, UH, THE GENERAL CONSENSUS THAT THEY DON'T WANT ANY MORE DEVELOPMENT OUT THERE. UH, IT JUST THE SAME WAY SINCE, UH, YOU KNOW, AS THE GRAVEL LOTS AND THE DEAD END PARKING IS NOT, UH, ORGANIZED IN TERMS OF HAVING ACTUAL PARKING SPACES. SO WE ALWAYS SEE A LOT OF RECOMMENDATIONS SAY CONSOLIDATE PARKING, IT'S NOT TO SAY THAT WE'RE [01:55:01] MOVING IT AS MUCH AS KIND OF REORGANIZE. I'LL GO TO NEXT SLIDE. SO SOME OF THESE, UH, ACTUALLY MOST OF THEM MAY ACTUALLY BE JUST DOCUMENTING ELEMENTS THAT ARE ONGOING AT THE LAKE RIGHT NOW, AND THEY NOT CURRENTLY UP TO DATE IN THE DESIGN GUIDELINES.
