UM, IN FEBRUARY OF 2022, THE CITY COUNCIL AUTHORIZED THE AGREEMENT. UM, THE PROJECT SITE IS OWNED BY DART, AND THE DEVELOPER HAS BEEN WORKING IN PARTNERSHIP WITH DART THROUGH A GROUND LEASE TO, UM, TO REDEVELOP SURFACE PARKING LOTS INTO A MIXED, UH, USE TRANSIT ORIENTED DEVELOPMENT, UM, SEPARATE AND APART FROM THE TIF SUBSIDY. [00:05:01] UM, THE AGREEMENT BETWEEN THE DEVELOPER AND DART, UM, REQUIRED THAT THE DEVELOPER PROVIDE A PUBLIC PARKING GARAGE FOR DART, AND THAT THEY SECURE SEPARATE FUNDING FOR THAT AND THAT GARAGE WOULD BE OWNED AND OPERATED BY DART. UM, THEY'VE SUCCESSFULLY SECURED ADDITIONAL FUNDING IN A PARTNERSHIP WITH THE COUNCIL OF GOVERNMENTS. HOWEVER, THERE HAVE BEEN SOME REVISIONS TO THE GARAGE DESIGN AND THE RELOCATION, WHICH IS PART OF WHY THERE HAVE BEEN DELAYS TO THE PROJECT START. UM, SO THE RESOLUTION THAT APPROVED, UM, THE TIFF FUNDING AGREEMENT, UM, PROVIDED THAT, UM, THE TIP FOUR WOULD, UM, ALLOW THE DIRECTOR OF OUR OFFICE OF ECONOMIC DEVELOPMENT TO APPROVE MINOR MODIFICATIONS, UM, INCLUDING THINGS SUCH AS A REDUCTION IN THE MINIMUM SQUARE FOOTAGE BY LESS THAN 15%, UM, CHANGES TO THE DESIGN, UM, ELEMENTS AS WELL AS, AS AN EXTENSION OF PROJECT DEADLINES UP TO 12 MONTHS. SO THE DEVELOPER FORMALLY REQUESTED, UM, A MODIFICATION, A DEADLINE EXTENSION NOVEMBER 15TH. UM, THE ORIGINAL PROJECT CONCEPT WAS A, A HIGH RISE TOWER WITH A WOOD FRAME COMPONENT. UM, HOWEVER, DUE TO, UM, THE CURRENT NEGATIVE REAL ESTATE MARKET CONDITIONS, THE DEVELOPERS NOW PROPOSED, UM, SOME DEVI DESIGN MODIFICATIONS, WHICH INCLUDE A SEVEN STORY PODIUM APARTMENT. UM, THE REVISED DESIGN, UM, STILL MEETS THE INTENT OF HAVING A TOD DEVELOPMENT IN TERMS OF PLACEMAKING. UM, A FOCUS ON GOOD URBAN DESIGN, UM, SUBGRADE PARKING FOR DART AND AFFORDABLE HOUSING. UM, THE CURRENT PLANS ARE APPROXIMATELY 399 RESIDENTIAL UNITS. UM, THERE WERE ABOUT 429 PLANNED ORIGINALLY. THE CITY'S PLANNING AND DEVELOPMENT DEPARTMENT STAFF HAVE REVIEWED THE UPDATED DESIGN AND ARE SATISFIED WITH REVISIONS. WE HAVE ARTURO, UM, DON CASTILE FROM THAT DEPARTMENT HERE TO ANSWER THE QUESTIONS ABOUT, UM, THE DESIGN, UM, REVIEW. SO, UM, THE CURRENT SITE PLAN FOR THE THE DARK GARAGE, UM, IS SHOWING THERE A LITTLE BIT, UM, EAST OF WORK COLA, THE ORIGINAL, UM, LOCATION WAS, UM, NORTHWEST OF FOR COLA, CLOSER TO TWIN SIXTIES. UM, THERE'S A LOT MORE GREEN SPACE AND BUFFERING THAN THE ORIGINAL, UM, DESIGN. SO I THINK FROM THE STAFF'S PERSPECTIVE, THIS IS A MUCH, UM, NICER DESIGN IN TERMS OF THE PLACEMENT OF THE DARK GARAGE COMPARED TO THE ORIGINAL. UM, HERE'S AN UPDATED SITE PLAN FOR THE MULTIFAMILY DEVELOPMENT. UM, YOU'LL SEE THAT IT'S STILL VERY, UM, URBAN FORM, UH, THE BUILDING'S UP TO THE STREET. UM, PLENTY OF WHITE SIDEWALKS AND STREETSCAPE TREATMENTS. UM, HERE'S A NEW RENDERING OF THE, UM, THE CURRENT, UM, PODIUM STYLE APARTMENT. SO THE DEVELOPERS ALSO REQUESTED A REDUCTION IN THE MINIMUM LEASEABLE SQUARE FEET, UM, FROM 340,000 TO 325,000. SO THAT'S BELOW THAT 15% THRESHOLD THAT WE'RE ALLOWED TO DO ADMINISTRATIVELY. UM, THEY'VE ALSO, UM, REQUESTED AN EXTENSION OF ALL MATERIAL DATES AND DEADLINES BY 12 MONTHS. SO THAT WOULD BE THE BUILDING PERMIT DEADLINE WOULD MOVE FROM THIS MONTH TO DECEMBER OF 2025. AND ALL THE COMPLETION RELATED DEADLINES WOULD MOVE FROM DECEMBER, 2026 TO DECEMBER, 2027. ALL OTHER CONDITIONS OF THE AGREEMENT WILL REMAIN IN PLACE. UM, SO STAFF'S RECOMMENDATION IS TO, UM, APPROVE ALL THE REQUESTED MODIFICATIONS AND FORWARD THAT RECOMMENDATION TO OUR DIRECTOR. SO, UM, WITH THAT, THAT'S KIND OF THE OVERVIEW. AND THE AMOUNT LEFT, WE SEE 1,007,007 DEGREES CONSTRUCTION, PUBLIC EXPENSE SCOPE, PUBLIC INFRASTRUCTURE IMPROVEMENTS IN THE AREA ADJACENT TO THE 200 BLOCK OF STREET AND 2200 BLOCK OF RIVERFRONT BOULEVARD TO SUPPLEMENT THE PUBLIC INFRASTRUCTURE COMPONENT OF THE LONGHORN MODEL REDEVELOPMENT PROJECT THAT WAS DESIGNED, THAT WAS ASSIGNED TO DPEW ON JULY 30TH, 2024 PURSUANT TO SUPPLEMENTAL AGREEMENT NUMBER ONE IN THE CITY OF DALLAS AND HOLDINGS, LLC AUTHORIZED ON DECEMBER 13TH, 2023 BY CITY COUNCIL RESOLUTION UNDER 23, 16 50. SO, UM, I PULLED UP THE BRIEF SUMMARY THAT WAS SENT TO THE BOARD, AND AGAIN, THIS IS KIND OF NEW INFORMATION FOR A LOT OF NEW BOARD MEMBERS, BUT, UM, AS PART OF, UH, THE DEVELOPMENT AGREEMENT WE HAD TO SUPPORT THE LONGHORN BALLROOM REDEVELOPMENT, THERE WAS AN INFRASTRUCTURE COMPONENT ORIGINALLY PART OF THAT AGREEMENT, AND IT WAS DECIDED AFTER SOME COLLABORATION WITH, UM, THE DEPARTMENT OF TRANSPORTATION AND OTHERS THAT, UM, TO GO AHEAD AND LET THE CITY TAKE CARE OF THE INFRASTRUCTURE COMPONENT. AND IN CONJUNCTION WITH THAT, UM, BROADEN THE SCOPE OF INFRASTRUCTURE IMPROVEMENTS BECAUSE ORIGINALLY THERE WAS THE IDEA OF IMPROVING PRIMARILY THE STREET SCAPE ALONG, UH, LONGHORN BALLROOM'S PROPERTY. AND IF ANYBODY'S FAMILIAR WITH THE AREA, YOU'LL KNOW THAT RIVERFRONT AND CORINTH, UM, THERE'S NO CURB AND GUTTER. THE ROADWAYS VERY, VERY AND REALLY POOR CONDITION. THE TRAFFIC IS JUST REALLY UNMANAGEABLE, ESPECIALLY AT RUSH HOUR. SO THE IDEA WAS TO GO AHEAD AND PARTNER, UM, ASSIGNED THE PUBLIC INFRASTRUCTURE COMPONENT CONSTRUCTION TO, UM, THE CITY. UM, BUT WE, WE HAVE THE DEVELOPER, UM, GO AHEAD AND HAVE THEIR ENGINEERS DESIGN NOT JUST THE ORIGINAL SCOPE OF IMPROVEMENTS, BUT A BROADER SCOPE TO TRY TO FIX THE ENTIRE INTERSECTION OF RIVERFRONT [00:15:01] AND CORINTH. SO, UM, THAT, THAT ENGINEERING WORK HAS BEEN COMPLETED. AND SO THE, UM, THE FULL SCOPE OF IMPROVEMENTS, UM, HAS BEEN DESIGNED AND THERE'S A PROBABLE CONSTRUCTION COST ESTIMATE. SO, UM, IT'S NOT SURPRISING THAT, UM, THE FUNDING NEEDED TO DELIVER MORE EXPANDED SCOPE, UM, IS HIGHER THAN THE ORIGINAL, UM, TIFF ALLOCATION. UM, SO THAT'S WHY WE'RE ASKING, OR THE CITY'S, UM, DEPARTMENT OF TRANSPORTATION PUBLIC WORKS IS ASKING FOR ADDITIONAL FUNDING. AND THERE'S A BREAKDOWN THAT YOU'LL SEE OF THE ELEMENTS THAT, UM, THE TIF FUNDS WOULD SUPPORT, WHICH IS PAVING AND DRAINAGE STREETSCAPE, UM, AND THE ENGINEERING FEES. UM, OTHER CITY DEPARTMENTS ARE ALSO BRINGING, UM, COST PARTICIPATION TO THE PROJECT. UM, DALLAS WATER UTILITIES IS COMMITTED TO DEALING WITH, UM, SOME WATER AND WASTEWATER UPGRADES AND, UM, THE CITY'S, UM, TRANSPORTATION PUBLIC WORKS DEPARTMENT HAS FUNDING FOR BRANDED RAPID SIGNAL. AND SO IF APPROVED TODAY, THE, UM, UH, THE CITY'S TRANSPORTATION PUBLIC WORKS DEPARTMENT, UH, WILL EITHER DO SOME WORK IN-HOUSE OR BID, UH, BID THE WORK OUT, BUT THEY WILL, UM, DELIVER, UM, THE CONSTRUCTION OF THE PROJECT AND, UM, ARE CONFIDENT THAT THEY CAN DO THAT BY SPRING OF 2026. UM, AND THAT PROJECT'S IN THE PLANNING STAGES TRYING TO, UM, FINALIZE TENANTS, UM, REALLY NOT ANY OTHER NEW INITIATIVES. UM, AND SKIP AHEAD TO OUR, OUR CURRENT, UM, VALUE AND REVENUE SUMMARY. UM, IN TERMS OF WHERE WE ARE WITH GOALS, UM, ROUGHLY, UM, 662 MILLION IN NEW INVESTMENT IS EITHER COMPLETED UNDERWAY OR PLANNED, WHICH IS ABOUT 27% OF THE GOAL, UM, BASED ON THE CHIEF DISTRICT'S PROJECT PLAN. IN TERMS OF, UH, DEVELOPMENT, UH, WE'RE ABOUT 13% OF THE GOAL FOR, UM, RETAIL OFFICE SPACE AND ABOUT 19% OF THE GOAL FOR NEW RESIDENTIAL UNITS.
