THE PURPOSE OF THE CC IS TO ASSURE PARTICIPATION FROM AND INCLUSION OF ALL STAKEHOLDERS, INCLUDING THOSE WITH PAST OR PRESENT HOPE EXPERIENCE WITH HOMELESSNESS, TO DEVELOP POLICY RECOMMENDATIONS TO ENSURE ALIGNMENT OF CITY SERVICES WITH REGIONAL SERVICES TO ENHANCE EFFICIENCY, QUALITY, AND EFFECTIVENESS OF THE COMMUNITY-WIDE RESPONSE TO HOMELESSNESS.

THE CHC DUTIES AND RESPONSIBILITIES INCLUDE ONE, ADVISE THE CITY MANAGER AND THE DALLAS CITY COUNCIL ON ISSUES AFFECTING HOMELESSNESS.

TWO.

ASSIST THE CITY IN EVALUATING NEW AND EXISTING PROGRAMS. THREE.

COORDINATE WITH OTHER LOCAL AND REGIONAL BODIES ADDRESSING HOMELESSNESS.

SO YOU CAN SEE EVERY STEP OF EVERY PROCESS, SOME OF WHICH ARE RATHER LONG.

UM, AND YOU CAN SEE EVERYTHING WITH 1950 FORT WORTH AVENUE THAT HAS BROUGHT US TO WHERE WE ARE, UM, WHICH IS WORKING WITH THE DEVELOPERS ON THAT PROPERTY.

UH, IT'S MOVING ALONG SMOOTHLY.

UH, UPDATES 1950 IS, IS MOVING ALONG VERY, VERY WELL.

WE ARE PROUD TO, UM, STATE THAT THE ARCHITECTURAL DESIGN HAS BEEN COMPLETED.

WE ARE NOW IN THE, UM, PERMIT APPLICATION PHASE.

SO WE'RE GETTING PERMITS THROUGH OUR PERMITTING DEPARTMENT.

AND, UM, THE DEVELOPER IS LOOKING TO, UM, CLOSE ON CONSTRUCTION FINANCING, HOPEFULLY BY EARLY FEBRUARY.

AND, UM, WE WILL DEFINITELY SEE DIRT BEING TURNED AND, UH, GETTING THE PROJECT COMPLETED AND FINISHED.

SO WE'RE VERY PROUD OF THE PROGRESS SO FAR.

UM, YOU WILL NOTE THAT EARLY ON THERE WAS A DEVELOPMENT RFP, UM, AND THAT ONE WE'VE SWITCHED TO A PSH NOPA PROCESS.

UM, SO THAT ONE BACK THEN WAS A KIND OF AN OLD CLUNKY PROCESS, UM, THAT FELL THROUGH OR DIDN'T END UP WORKING OUT.

AND SO WE DID THE NOFA.

THAT IS CURRENTLY UNDER REVIEW, SO WE'LL BE COMING BACK WITH NEXT STEPS AND RECOMMENDATIONS IN JANUARY ON THE PROPERTY.

AND SO AT THIS TIME, I DON'T HAVE ANYTHING ELSE TO REPORT ON THAT ONE.

UM, I KNOW THAT THERE HAD BEEN SOME REQUESTS FOR COUNCIL MEMBERS TO BE HERE THROUGH I BELIEVE THE COMMISSIONERS.

UM, I'M NOT SURE HOW THAT WENT, BUT AT THIS POINT, THAT'S WHAT I'VE GOT.

ANYTHING ELSE ON THAT ONE? DARWIN? NO.

AND THEN VANTAGE POINT, UM, WHICH IS A HOUSING ONE.

DARWIN, DO YOU WANNA TALK ABOUT THIS ONE? THIS ONE ISN'T REALLY THIS, THE FUNDING FOR THIS ONE CAME THROUGH YOU GUYS.

WE'VE BEEN WORKING ON THE PSH SIDE, BUT IT, I THINK WE'RE GOOD AT THIS POINT.

YEAH.

SO VANTAGE POINT CAME TO US THROUGH A, A NOFA APPLICATION.

THE DEVELOPER OF ST.

JUDE, THEY WERE SEEKING GAP FINANCING FOR THE ACQUISITION REHAB OF THIS FACILITY.

AND SO THE DEPARTMENT, THE CITY HOUSING DEPARTMENT PROVIDED THEM WITH ABOUT $3 MILLION IN, UH, LOCAL FUNDING TO ASSIST WITH THE ACQUISITION REHAB.

AND SO FAR, THIS PROJECT AS, UM, AS OF OUR LAST MEETING WITH OUR HOMELESS SOLUTIONS COMMITTEE, THEY WERE AROUND 80% LEASE STUFF.

AND THEY, UM, ANTICIPATE TO BE AT FULL STABILIZATION, WHICH IS 90% LEASE STUFF BY THE BEGINNING OF NEXT YEAR.

SO WE WE'RE PROUD TO, UH, HAVE ASSISTED AND, UH, ABLE TO PROVIDE MUCH NEEDED PERMITS FOR HOUSING FOR THE RESIDENTS OF DALLAS.

UH, WE ALSO DO KNOW THAT THERE'S A, THERE'S ABOUT

25, UH, DHA PROJECT BASE VOUCHERS IN THIS FACILITY.

UM, SO I BELIEVE ROUGHLY 10 OF THOSE 25 ARE LEFT TO BE LEASED UP.

SO EVERYTHING IS GOING GOOD SO FAR, AND, UH, UH, WE'RE VERY HAPPY AROUND THE, UH, HAPPY TO SEE THE PROGRESS IN THIS PROJECT.

UM, CAN YOU DESCRIBE WHAT IS HAPPENING WHEN IT, UH, WHEN NOFA IS UNDER REVIEW? SO DOES THAT MEAN WE HAVE APPLICANTS, THOSE APPLICANTS ARE BEING REVIEWED? AND THEN WHAT ARE THE PRO, WHAT'S THE PROCESS HERE? AND THEN WHAT DO WE ANTICIPATE FROM THAT? AND THAT IS A HOUSING QUESTION.

DARWIN, CAN YOU TAKE THAT ONE? SURE.

SO TYPICALLY WHEN NO APPLICATIONS ARE SUBMITTED THERE, THERE'S A, A REVIEW PROCESS.

WE, UH, FOR THIS PARTICULAR PROJECT, THERE'S, UH, INTERNAL REVIEW.

UH, SO WE ARE HAVING DISCUSSIONS AND, UH, ONCE THOSE DISCUSSIONS ARE, UM, I GUESS YOU COULD USE THE TERM FINALIZED, WE WILL IN TURN PROVIDE AN UPDATE TO THIS COMMITTEE AS WELL AS OUR, UH, HOMELESS AND HOUSING SOLUTIONS COMMITTEE ON THE UPDATE FOR THE NEXT STEP TO THIS PROJECT.

BUT RIGHT NOW, WE DID RECEIVE ONE APPLICATION, ONE NOTE FOR APPLICATION FROM A DEVELOPER, AND THOSE TALKS ARE ON UNDERWAY.

AND BASED ON THE, UM, FINALIZATION OF THOSE NEGOTIATIONS, THOSE, UH, MEETINGS, WE WILL PROVIDE AN UPDATE ON THE STATUS OF THAT.

BUT AT THIS POINT, I CAN'T TALK ABOUT IT.

SO, JUST SO I'M CLEAR THERE, ONLY ONE APPLICATION WAS SUBMITTED UNDER NOPA AND THAT CORRECT.

SO WE RE THE NOFO APPLICATION PERIOD FOR AN ADDITIONAL 60 DAYS AND DID A LITTLE BIT MORE OUTREACH TO TRY TO GET INTEREST FROM OTHER DEVELOPERS AND OTHER INTERESTED PARTIES TO APPLY.

AND THAT DUE DATE WAS NOVEMBER THE 18TH.

AS OF THE NOVEMBER 18TH DUE DATE, WE ONLY RECEIVED ONE APPLICATION.

AND THAT IS WHAT WE, WE ARE LOOKING AT RIGHT NOW.

AND WE WILL PROVIDE A FOLLOW UP AS RELATES TO THOSE DISCUSSIONS.

AND THEY'VE MET THOSE REQUIREMENTS, YOU KNOW, WITH THE PROPER SINKS AND WHATNOT.

HOW WERE THEY ABLE TO DO THAT? SO QUICKLY? I, DARWIN, I DON'T KNOW IF YOU WANNA TALK ABOUT THE OUTSIDE PROCESS.

THAT WAS ONE THAT WE CONTRIBUTED FUNDS TO, BUT IT WAS PRIVATELY LED.

THAT THAT IS CORRECT.

THE DEVELOPER CAME TO US WITH THE GAP AND WE BASICALLY, THE CITY, WE HELPED FILL THE GAP FOR THE ACQUISITION REHAB AND, AND ONCE IT WAS COMPLETED AS FAR AS THE REHAB, THE DEVELOPER WORKED WITH HOUSING FORWARD, OTHER, UH, PARTNERS THAT THEY WORKED WITH TO, UM, PROVIDE SUBSIDIES AND, UH, TO GET INTERESTED RESIDENTS INTO THE PROPERTY AND, AND ULTIMATELY HELP THEM WITH THEIR LEASE UP.

SO RIGHT NOW THINGS ARE LOOKING UP AND, UH, WE ANTICIPATE 90% LEASE RATE AT THE FIRST OF THE YEAR.

SO THE CONDITION OF THE PROPERTY AND JUST THE, UM, UNKNOWNS, UM, OF, OF A PROPERTY WHEN YOU, WHEN YOU'RE HAVING TO COME IN AND DO A, A REALLY, REALLY DETAILED GUT, ARE REHAB WORK ON A PROPERTY.

SO I THINK SOMETIMES THAT IS GOING TO BE THE DRIVING FACTOR BEHIND THE DECISION FROM A FUTURE DEVELOPER TO, UH, COME AND PARTNER BECAUSE THE CITY IS ONLY PROVIDING A GAP, RIGHT? AND SO A DEVELOPER THAT'S COMING TO US TO ASSIST IN THIS EFFORT WILL DEFINITELY HAVE TO BRING ADDITIONAL DEBT OR, UM, CHARITABLE DONATIONS OR SOMETHING LIKE THAT TO THE TABLE IN ORDER FOR THIS, UH, PROCESS TO WORK.

AND I BELIEVE THAT WAS A CONTRIBUTING FACTOR IN THE NUMBER OF APPLICANTS THAT WERE, YOU KNOW, KEENLY INTERESTED IN HELPING THE CITY IN THIS IN EFFORT.

SO, AND I'M BEING REMINDED, UM, THAT ACTUALLY THE PROPERTY WAS SUPPOSED TO BE 80% PSH, 20% RAPID REHOUSING.

SO THAT WAS THE MIX THAT WAS REQUESTED BY THE COMMUNITY GROUP.

UH, DARWIN, LET ME ANSWER PART OF THAT QUESTION AND THEN IF YOU WANNA TAKE OVER, UM, NOT BEING A DEVELOPER MYSELF, UH, OR A SUBJECT MATTER EXPERT ON, ON THAT AREA, THE THING I CAN SAY IS THAT THAT IS WHY WE REQUESTED THE MONEY IN THE BOND, WHICH WE HAVE 6 MILLION THAT'S GONNA BE SET ASIDE FOR PERMANENT SUPPORTIVE HOUSING NOFA MM-HMM .

SO THAT WHEN DEVELOPERS ARE LOOKING FOR ADDITIONAL FUNDS TO HELP CLOSE THE GAP, IF THEY USE THESE, THEY ARE MANDATED TO INCLUDE PERMANENT SUPPORTIVE HOUSING, UM, AND WORK WITH OUR CONTINUUM OF CARE.

SO THAT'S HOW WE'RE ENSURING IN THE FUTURE THAT THIS IS DONE FROM A FUNDING STANDPOINT, LESS SO A BY THE BUILDING STANDPOINT, WHICH HAS NOT BEEN OUR BEST, UH, BEST HOUR.

THAT POOL OF APPLICANTS IS, IS, IT'S A VERY SMALL POOL, RIGHT? UH, AND SO WE HAVE TO WORK WITH OTHER PARTNERS TO ENSURE THAT WE, THAT WE ARE BUILDING THE CAPACITY OF DEVELOPERS WHO ARE SEEKING TO MAYBE GET INTO THIS TYPE OF LINE OF WORK.

SO IN THE DEPARTMENT, WE ARE, UM, ASSISTING IN AFFORDABLE HOUSING, MIXED INCOME HOUSING RENTAL, SINGLE FAMILY OWNERSHIP, AS WELL AS PERMIT SUPPORTIVE HOUSING AND PROVIDING GAP FINANCING TO THOSE DEVELOPERS THAT HAVE THE CAPACITY AND ARE ABLE TO COME TO US, UH, WITH THE PROJECT, UH, AND THAT THAT WE CAN FUND AND, UH, PROVIDE MUCH NEEDED HOUSING.

SO WE WE'RE DOING IT ON BOTH FRONTS, BOTH PROACTIVE, UH, AS WELL AS REACTIVE WHEN, WHEN, WHEN A DEVELOPER HAS A SITE THAT THEY WANT TO DEVELOP FOR PERMANENCY HOUSING OR ANY TYPE OF HOUSING.

UM, AND SO WITH THIS PARTICULAR DEAL, WE JUST DIDN'T HAVE THAT POOL OF APPLICANTS THAT WANTED TO STEP UP TO THE PLATE.

I MEAN, I THINK THE PSH NOFA, THE SWITCH TO, UM, HELPING USE FUNDS TO LEVERAGE GREATER PARTNERSHIPS, UM, AND HAVE OUR DOLLARS STRETCH FARTHER, IS DEFINITELY A BETTER USE OF THE FUNDING.

AND WE ARE ABLE TO ASSIST OHS WHEN, WHEN PROPERTIES ARE ACQUIRED, UM, THROUGH THIS MECHANISM NOW MOVING FORWARD, YES, THE, THE CITY WE, WE'VE ACTUALLY HAVE, UH, CHANGED PROCEDURES INTERNALLY WITH UNDER OUR INTERIM CITY MANAGER WHEN IT COMES TO PROPERTIES.

THIS EQUATES TO A 0.07% RATE OF ENTRY, UH, NUMBER 2, 211.

GENERAL OUTREACH ENCAMPMENT CLEANINGS WERE CONDUCTED SINCE JUNE 24TH, 2024 OF THOSE CLEANINGS, DISTRICT SIX HAS THE HIGHEST NUMBER AT 53.

DISTRICT THREE HAS THE LOWEST NUMBER AT TWO.

DISTRICT 12 HAD ZERO CLEANINGS.

UH, 30 FINDING 45 PARK CLOSURES COMPLETED SINCE JUNE 24TH.

OF THAT TOTAL DISTRICT SIX HAD THE HIGHEST NUMBER AT 23 DISTRICTS, 3, 5, 7, 8, 9 HAD ZERO CLOSURES FROM HEART.

SO THOSE WERE OUR FINDINGS.

AND IT IS A THING TO BE ABLE TO BE IN A ROOM WITH SOMEBODY WHO POSSESSES THE SKILLS TO BOTH KNOW WHAT IT IS, LIKE, HOW TO OVERCOME IT, AND MORE IMPORTANTLY, HOW TO ADVOCATE FOR OTHERS.

AND YOUR STEPS HAVE TRULY BEEN ORDERED.

I AM SO PROUD TO BE NOT ONLY JUST A PARTNER IN YOUR COMMISSION, BUT ALSO A FRIEND OF YOURS.
