    HE PASSED AWAY FROM INJURIES THAT WERE SUSTAINED IN AN ACCIDENT ON HIS WAY TO WORK IN HUNT COUNTY.

    MANY OF YOU PROBABLY HEARD ABOUT THIS. IT WAS PRETTY WIDELY COVERED IN THE NEWS AND OUR HEARTS ALWAYS GO OUT FOR THE FAMILY.

    BUT OF COURSE, OUR OWN DPD FAMILY FEELS IT JUST AS HARD.

    AND I KNOW HE WAS AT THE NORTHEAST STATION AND THEY'RE A VERY TIGHT GROUP.

    SO I JUST WANT TO ACKNOWLEDGE HIS PASSING AND HOW HARD IT IS FOR ALL OF OUR OFFICERS WHEN THAT HAPPENS.

    SO MY UNDERSTANDING IS THAT THE FUNERAL ARRANGEMENTS ARE PENDING AND HE SURVIVED BY A WIFE, TWO CHILDREN, PARENTS AND A BROTHER. SO OKAY.

    THIS SLIDE SHOWS ATTRITION IN HIRING FOR DECEMBER AS WELL AS FISCAL YEAR TO DATE ATTRITION AND HIRING.

    IN DECEMBER, WE LOST NINE OFFICERS AND HIRED ONE FOR FISCAL YEAR.

    FOR THIS FISCAL YEAR, WE'VE LOST 36 AND WE'VE HIRED 41.

    NEXT SLIDE. THIS CHART REPRESENTS OUR FISCAL YEAR TO DATE ATTRITION AND HIRING NUMBERS.

    AGAIN WE'VE HIRED MORE OFFICERS THAN WE'VE LOST SO FAR THIS FISCAL YEAR.

    TO THE RIGHT ARE THE REASONS FOR SEPARATION. OUR TOP THREE REASONS ARE RETIREMENT PERSONAL REASONS AND OFFICERS SEEKING OTHER PUBLIC SAFETY POSITIONS. NEXT SLIDE. IN DECEMBER, 126 APPLICANTS WERE REFERRED TO DPD BY CIVIL SERVICE, AND 66 OF THOSE WERE IN SOME FORM OF THE BACKGROUND PHASE.

THE GRAPH ON THE LEFT SHOWS MARCH THROUGH NOVEMBER, AND THE GRAPH ON THE RIGHT IS FOR DECEMBER ONLY AND WE'RE SEEING THAT THE TOP THREE PLACES WHERE APPLICANTS ARE HEARING ABOUT DPD ARE FROM DALLAS POLICE NET SOCIAL MEDIA AND THROUGH RECRUITING EVENTS.     AND SO DOES THIS REFLECT THAT? BECAUSE THIS SEEMS LIKE A LOT, WHICH I KNOW WE NEED TO CAST THIS NET TO INCREASE OUR NUMBERS.

    BUT TELL ME A LITTLE BIT ABOUT WHAT WAS SAID IN THE LAST MEETING AND HOW IT LINES UP WITH THIS.

    GO AHEAD. SO WE MET WITH OUR TEAM, OUR RECRUITING TEAM, TO LOOK AT THE AREAS WHERE WE'VE HAD SUCCESS AND WE'VE ALSO TALKED ABOUT TURNING OVER THE STONES TO PLACES WE'VE NEVER BEEN. SO WE'RE FOCUSING A LOT OF OUR EFFORTS IN OUR JUNIOR COLLEGES AND ALSO IN AREAS WHERE WE HAD SUCCESS IN YEARS PAST, BUT HAS DRIED UP FOR A WHILE.

    SO WE'RE GOING TO GO BACK AND CHECK ON THOSE AREAS. WE DIVIDED OUR RECRUITING TEAMS ASSIGNMENTS.

    WE TOOK THE STATE OF TEXAS AND CREATED QUADRANTS, AND THOSE TEAMS ARE OUT RESEARCHING THOSE AREAS, LOOKING FOR AREAS WHERE JUST, QUITE FRANKLY, PEOPLE ARE HUNGRY AND THEY WANT JOBS.

    SO IN DISD, I KNOW THAT THERE ARE CAREER PATHS.

    YOU KNOW, IN HIGH SCHOOL WE'VE GOT P-TECH AND OTHER THINGS. HAVE WE HAVE WE TAKEN A LOOK AT OUR OTHER BIG METRO HIGH SCHOOLS OR ISD'S RATHER, FOR WHO MIGHT HAVE PROGRAMS LIKE THAT? I KNOW THAT SEEMS YOUNG, BUT I MEAN, THE CULTIVATION CAN START.

    HAVE WE SCOURED THE STATE AND DOESN'T HAVE TO JUST BE BIG CITIES? THERE MAY BE OTHERS TOO. THAT'S A GREAT IDEA.

    SO WE'VE CALLED ON A NUMBER OF THOSE MARKETS, AUSTIN, TO BE INCLUDED AS WELL.

    AND INTERESTING, THE PRICING THAT THEY'RE OFFERING IS NOT VERY FRIENDLY.

    SO IT'S SOMETHING WE'LL CONTINUE TO TAKE A LOOK AT.

    I WANTED TO POINT OUT SOMETHING THAT YOU GUYS ALL HAVE A COPY OF.

HOW ABOUT WE GO TO THE STATIONS AND GIVE THOSE TO OFFICERS SO THEY FIT IN OUR POCKETS? AND I SAID THAT'S A GREAT IDEA.

    IF YOU CAN COME UP WITH SOMETHING THAT FITS IN AN OFFICER'S POCKET, WE'LL BRING US TO ALL THE STATIONS. AND SO THOSE ARE AN EXAMPLE OF WHAT YOU GUYS HAVE IN FRONT OF YOU TODAY. WELL, AND I LOVE THAT YOU HAVE IN THERE THE REFERRING OFFICER NUMBER A SPACE FOR THAT.

    SO THAT'S EXCELLENT. I GUESS MY QUESTION ABOUT THE DART BUS IS THAT I FEEL LIKE WE'VE COVERED THE STORY IN DALLAS ABOUT NOT HAVING ENOUGH POLICE OFFICERS REALLY WELL.

    I THINK OUR PEOPLE ARE AWARE THAT WE'RE HIRING, BUT I'M NOT SURE THAT OTHER MARKETS KNOW HOW INTERESTED WE ARE IN THEM AS A CANDIDATE.

    YEAH, WE'LL BE EXPLORING THOSE AND ONE OF THE CHALLENGES THAT WE'RE HAVING WITH EXPLORING IN THOSE MARKETS AT IS DIFFERENT TIMES OF THE YEAR.

    IS THERE A PEAK TIME. SO FOR EXAMPLE, WE WENT TO DART.

    SO THE PURPOSE OF THE CARD IS REALLY TO GRAB THEIR ATTENTION, SCAN THAT CARD, CONTACT A RECRUITER, AND LET THE RECRUITER THEN GO TO WORK AND TALK TO THEM ABOUT ALL THE OPPORTUNITIES AND ALL THE PAY ADVANTAGES OF GOING WITH DALLAS PD.

    SO WHEN YOU SCAN THE CARD IN THIS BARCODE WHERE YOU HAVE THERE, IF YOU GOT DUAL LANGUAGE OR WHATEVER, IT'S UP TO THAT AMOUNT WITHOUT IT BEING THERE.

    GOOD MORNING, CHAIRWOMAN MENDELSOHN OTHER COMMITTEE MEMBERS.     BUT I DID WANT TO TAKE A MOMENT JUST TO ACKNOWLEDGE THE WORK.

    FOR 2024 AGGRAVATED ASSAULT TRENDS, WE WERE DOWN 7.69%.

    FAMILY VIOLENCE. WE WERE UP SEVEN TOTAL VICTIMS FOR 0.42%.

    WE DID HAVE A SIGNIFICANT DECREASE IN NON-FAMILY VIOLENCE 500 FEWER VICTIMS AND DOWN 10.5%.

    WE ARE WORKING THROUGH OUR LIST FOR THE FOURTH SESSION.

    WE'RE WORKING ON THAT. WE ACTUALLY DO HAVE DATES FOR OUR FUTURE WITH DATE NEIGHBORHOOD OUTREACH, WHICH IS GOING TO BE JANUARY 25TH, FEBRUARY 22ND AND MARCH 22ND.

    AND NEXT SLIDE, PLEASE. WE WANTED TO HIGHLIGHT A COUPLE OF THE SUCCESS STORIES THAT WE HAVE HAD WITH FOCUSED DETERRENCE AND THE FIRST ONE IS GOING TO BE A 49 YEAR OLD MOTHER.

    WE MADE CONTACT WITH HER IN JUNE OF 2023. DID A NEEDS ASSESSMENT FOR HER.

    WE PROVIDED HER WITH EDUCATION, ACCESS, FINANCIAL LITERACY, LITERACY, HEALTH ASSISTANCE, HOUSING SUPPORT, EMPLOYMENT SERVICES AND VICTIM SERVICES. SHE SECURED TRANSPORTATION AND EMPLOYMENT, SECURED HOUSING AND RELOCATED CHILDREN TO A SAFER LIVING ENVIRONMENT.

    ONE OF THE THINGS WE DID LEARN WITH THIS PARTICULAR CLIENT IS THE NEED TO ADDRESS THE NEEDS OF THE FAMILY AS WELL, BECAUSE WHILE SHE'S BEEN RECEIVING SERVICES FROM US, ONE OF HER SONS WAS ACTUALLY A VICTIM OF A SHOOTING.

    THAT'S ONE OF THE REASONS WE'VE LOCATED THEM TO A SAFER NEIGHBORHOOD IS TO GET HIM AWAY FROM THAT.

    OUR PARTNER OF SOUTH DALLAS EMPLOYMENT PROJECT HAS ALSO STARTED GIVING EMPLOYMENT SERVICES TO THE DAUGHTER AS WELL.

    JUST A NOTE. HER JOB IS WITH HILTI, AND THEY'RE PAYING HER ABOUT $18 AN HOUR.

    SO IT'S NOT A INSIGNIFICANT PAY THAT SHE'S GETTING FROM THIS JOB.

    AND THEN OUR SECOND IS A 19 YEAR OLD MALE. WHEN WE FIRST ENGAGED WITH HIM, HIS BIGGEST NEED TURNED OUT TO BE MENTAL HEALTH SERVICES.

    HE'S BEEN RECEIVING THEM THROUGH METRO CARE AND WITH HIM RECEIVING THOSE SERVICES, HE HAS BECOME VERY INTERESTED IN BECOMING A PSYCHOLOGIST.

    SO HE'S GRADUATING HIGH SCHOOL. HE'S GOING TO ENROLL IN UTA AND WORK ON BECOMING A PSYCHOLOGIST.

    SO HE'S REALLY TURNING HIS LIFE AROUND. NEXT SLIDE PLEASE.

    I ALSO WANTED TO HIGHLIGHT SOME OF THE WORK BEING DONE BY OUR PI TEAM AND THIS IS THE RESULTS OF A WARRANT THAT WAS SERVED AT 9050 ROYAL LANE.

    THE INVESTIGATION FIRST BEGAN IN SEPTEMBER OF 2024 OUT OF A TRAFFIC STOP.

    THE DETECTIVES WERE ABLE TO GARNER INFORMATION THAT INDIVIDUALS WERE IMPORTING MARIJUANA FROM CALIFORNIA TO SELL HERE IN DALLAS.

    THEY DID SURVEILLANCE AND DID PICKOFFS, AND WERE ABLE TO IDENTIFY TWO APARTMENTS THAT THEY WERE SELLING THE MARIJUANA OUT OF.

    ON DECEMBER 18TH, THEY EXECUTED A WARRANT ON THOSE TWO THOSE TWO APARTMENTS.

    THAT LED TO ANOTHER LOCATION IN HEARTLAND, TEXAS, WHERE THEY EXECUTED A SECOND WARRANT ON DECEMBER 19TH.

    OUT OF THIS, WE WERE ABLE TO GET 5.9 POUNDS OF MARIJUANA, NUMEROUS THC PRODUCTS, NINE GUNS, AND $154,000 IN CASH. AND THAT'S GOING TO CONCLUDE OUR PRESENTATION FOR TODAY.

    WELL, IT'S AN EXCELLENT PRESENTATION AND YOU ALL HAVE SO MUCH TO BE PROUD OF.

    AND I WAS VERY EXCITED TO SEE THE YEAR END NUMBERS.

    I MEAN, WHEN YOU START SAYING 26% REDUCTION IN MURDERS, BUT THEN YOU SAY THAT'S 65 LESS PEOPLE THAT DIED THIS YEAR BECAUSE OF MURDER IN DALLAS. THAT'S INCREDIBLE.

    AND SAME THING FOR AGGRAVATED ASSAULT, YOU KNOW, 7.69%.

    BUT THAT'S 493 PEOPLE THAT WEREN'T VICTIMS, PLUS ALL OF THEIR FAMILY AND COMMUNITY THAT ARE SO IMPACTED WHEN SOMETHING LIKE THAT HAPPENS.

    SO I JUST APPLAUD YOU. I KNOW HOW HARD IT'S BEEN.

    I KNOW HOW MUCH WORK YOU'VE PUT INTO IT. I THINK THIS YEAR WE CAN ALSO SAY IT'S THE FIRST YEAR OUR CRIME IS BELOW PRE-COVID FOR VIOLENT CRIME. SO I WENT BACK AND LOOKED AT 2019 AND YOU DID IT.

    AND IT'S REMARKABLE WITH THE STAFFING YOU HAVE IT JUST SHOWS THE KIND OF WORK YOU'VE DONE.

SO OUTSIDE OF THE BUSINESS MEETINGS THAT WE'RE HAVING IN EDUCATING BUSINESS OWNERS ON WHAT THEY CAN DO, SUCH AS INCREASE SLIDING, MAKING SURE THEIR WINDOWS ARE NOT COVERED UP WITH WITH POSTERS, MAKING SURE THAT THEY HAVE A CRIMINAL TRESPASSING AFFIDAVIT ON FILE OUTSIDE OF THOSE CLASSES.     I KNOW THOSE APARTMENT IS A HIGH CRIME AREA AND I DO KNOW THAT WHEN YOU LOOK AT APARTMENT COMPLEX, THEY RESPONSIBILITY OF WHAT HAPPENED IN THAT CORRIDOR, BUT OUTSIDE THE UNITS, WHICH IS MORE APARTMENTS AROUND THERE IS CRIME ACTIVITIES THERE. SO I'VE BEEN MEETING, YOU KNOW THANK YOU.

    ASSISTANT MANAGER, ARTISTS, YOU KNOW, FOR BRINGING EVERYTHING TO THE ATTENTION. BUT THERE IS AN ISSUE THERE.

    BUT WE HAVEN'T RESOLVED THE ISSUE. IT'S BEEN GOING ON FOR THE LAST 10 OR 15 YEARS.

    SO WHATEVER WE CAN DO TO MAKE SURE THAT IT'S A SAFE HAVEN, IT WOULD BENEFIT THE ENTIRE COMMUNITY.

    SO I DON'T KNOW IF THIS BE ONLINE OR OFFLINE, BUT I DO NEED SOME MORE DETAIL.

    I HEAR ALL THE GUNSHOTS AND STUFF GOING OVER THERE.

    SO I JUST WANT TO BE ON HIGH ALERT. YOU KNOW, WE NEED TO DO SOMETHING.

    AND THE RESIDENT CAME DOWN HERE AND SPOKE ABOUT IT.

    BUT I THINK IT'S A RED FLAG THAT WE NEED TO FIND OUT WHAT IS WE GOING TO DO ABOUT THAT PARTICULAR AREA.

    SO, COUNCIL MEMBER, THANK YOU FOR THAT. ONE OF THE THINGS WE'RE LOOKING AT OUTSIDE THE VIOLENT CRIME PLAN IS ADDITIONAL STRATEGIES TO TREAT SOME OF OUR OTHER MULTIFAMILY LOCATIONS THAT OBVIOUSLY HAVE AN UPTICK IN CRIME, SO WE'LL DEFINITELY COMMUNICATE WITH YOU ON THAT.

    SO WITHIN THE DALLAS POLICE DEPARTMENT, THERE ARE TWO DISTINCT UNITS THAT INVESTIGATE HUMAN TRAFFICKING.

    ADULT HUMAN TRAFFICKING IS HANDLED BY THE HUMAN TRAFFICKING SQUAD OF THE SPECIAL INVESTIGATIONS DIVISION AND JUVENILE TRAFFICKING IS INVESTIGATED BY THE HIGH RISK VICTIMS AND TRAFFICKING SQUAD. ON THE SPECIAL VICTIMS DIVISION.

    THESE ARE THE FIVE OFFENSES THAT WE INVESTIGATE.

    ALL FIVE OF THESE OFFENSES ARE FELONY OFFENSES RANGING FROM A THIRD DEGREE FELONY TO A FIRST DEGREE FELONY.

    NEXT SLIDE. SO WE KNOW THAT HUMAN TRAFFICKING IS A GLOBAL PROBLEM.

    THERE'S NO BOUNDARIES. WE'VE SEEN VICTIMS ORIGINATING IN DALLAS FROM ALL 50 STATES AND NUMEROUS COUNTRIES AROUND THE WORLD.

    HOUSTON, MEMPHIS, PHOENIX AND ATLANTA ARE THE CITIES THAT WE SEE MOST OFTEN.

    THESE CITIES ARE LARGE METROPOLITAN AREAS, MUCH LIKE DFW.

    HUMAN TRAFFICKERS TEND TO ROTATE THEIR VICTIMS THROUGH A TRACK OR CIRCUIT.

    THAT TACTIC ISOLATES VICTIMS FROM LAW ENFORCEMENT AND KIND OF COERCES THEM INTO TRAFFICKING BY INSTILLING A FEAR OF BEING STRANDED. NEXT SLIDE. SO THESE STATS COVER THE LAST FOUR YEARS.

    AND I WILL SAY THAT WE HAVE INCREASED OUR ACTIVITY JUST BECAUSE OF THE AWARENESS TO THE PROBLEM.

    YOU'LL NOTICE THAT WE'VE CONTINUED TO YEAR IN AND YEAR OUT TO INCREASE BOTH IN WHAT OUTCRIES WE RECEIVED DIRECTLY TO DPD AND THE ADVOCACY GROUPS AND THE PEOPLE THAT THEY SERVE.

    YOU ALSO NOTICED THAT WE'VE HAD PRETTY MAJOR INCREASES IN ARRESTS OVER THE LAST FOUR YEARS.

    THAT'S DUE TO PROBABLY INCREASED INVESTIGATIVE TACTICS.

    BUT I'LL TAKE THIS MINUTE TO SAY THAT THIS IS DEFINITELY A PROBLEM THAT WE CANNOT ARREST OURSELVES OUT OF.

    THESE STATS ARE ALL OF JUST THESE ARE ADULT STATS.

    WILL HAVE SOME JUVENILE STATS HERE SHORTLY. OUR HUMAN TRAFFICKING SQUAD.

    THE ADULT SQUAD. IT OFFICIALLY STARTED IN ABOUT APRIL OF 2023.

    AND SO THEY DO A LOT OF GREAT WORK FROM DAY TO DAY.

    NEXT SLIDE. SO OPTIONS FOR ADULTS. WE IN DALLAS WE TAKE A VERY VICTIM CENTERED APPROACH. OUR INVESTIGATIONS PRIORITIZE SUPPORT OVER PROSECUTIONS FOR OUR SURVIVORS.

    WITHIN THE HUMAN TRAFFICKING SQUAD, WE HAVE A CASE WORKER ASSIGNED WHO DOES AN OUTSTANDING JOB OF CONNECTING OUR SURVIVORS WITH VERY TRUSTED NON-GOVERNMENTAL ORGANIZATIONS.

    AND WHICH OF WHICH? THERE ARE SEVERAL THAT WE PARTNER WITH, JUST TO NAME A FEW.

    ALFRED 2021 RESCUE HER UNBOUND. NOW THE NORTH TEXAS COALITION AGAINST HUMAN TRAFFICKING, AN OUTSTANDING GROUP. THEY'VE BEEN AROUND SINCE 2016, AND OUR CASEWORKER IS ACTUALLY ONE OF THE BOARD MEMBERS FOR THAT ORGANIZATION. OF COURSE, THE MAYOR'S DOMESTIC VIOLENCE AND HUMAN TRAFFICKING ADVISORY COUNCIL.

    WHAT THEY DO INCREASING AWARENESS IS JUST UNPARALLELED.

    NEXT SLIDE. LIEUTENANT LEE WILL GO OVER SOME JUVENILE TRAFFICKING.

    WE'RE GOING TO START WITH A BRIEF DEFINITION OF A JUVENILE.

    IS ANYBODY UNDER THE AGE OF 18 THAT IS COMPELLED TO PARTICIPATE IN PROSTITUTION? SO OUR HIGH RISK JUVENILES ARE ANYBODY THAT'S OVER UNDER THE AGE OF 12 WHOSE GOAL IS MISSING FOR 30 CONSECUTIVE DAYS,

    OR WHO HAS MORE THAN FOUR INCIDENTS IN A 12 MONTH PERIOD.

    ADDITIONALLY, IT'S IDENTIFIED AS A PRIOR VICTIM OF SEX TRAFFICKING.

    SO THESE WITH THESE JUVENILES. NEXT SLIDE PLEASE.

    SO THESE ARE SOME OF OUR STATS FOR OVER THE PAST FEW YEARS.

    I DO WANT TO RECOGNIZE THAT FOR YEAR 2024 WE RECOVERED 117 VICTIMS. OF THOSE 117 VICTIMS, WE WERE ABLE TO MAKE 80 ARRESTS FROM THOSE HIGH RISK VICTIM RECOVERIES.

    ADDITIONALLY, SOME OF THE CHARGES THAT FROM THOSE RECOVERY RANGE FROM ONLINE SOLICITATION OF A MINOR COMPELLING PROSTITUTION AS WELL AS SEXUAL ASSAULT OF A CHILD.

    NEXT SLIDE PLEASE. SO SOME OF THESE OPTIONS FOR OUR JUVENILE, WE ARE TRYING TO INCREASE OUR EDUCATION AND OUTREACH.

    AND SOME OF OUR PARTNERS THAT WERE PREVIOUSLY MENTIONED ARE A DIRECT RESULT OF THIS.

    WE HAVE CONDUCTED 379 PRESENTATIONS WITH OVER 15,000 ATTENDEES.

    OUR PARTNERS THAT HAVE ALREADY BEEN RECOGNIZED IN THE BACK IS TRAFFIC 911 REFUGEE CITY, AS WELL AS NEW FRIENDS, NEW LIFE AND I DO WANT TO APPLAUD THEM AND THANK THEM BECAUSE THEY ARE A MAJOR PART OF OUR SUCCESS.

    NEXT SLIDE PLEASE. THE JUVENILE PROCESS. WE CONDUCT OPERATIONS THROUGHOUT THE YEAR.

    OUR OPERATION EXTENDS TO POSING AS CHILDREN TO HELP LURE IN THE SUSPECT SO THAT WE CAN MAKE THOSE ARRESTS, AND ALSO POSING AS SUSPECTS SO THAT WE CAN RECOVER THOSE JUVENILES AND OF COURSE, GET THEM TO THE APPROPRIATE CARE.

    TRAFFIC 901 FOR THE GOVERNOR'S TASK FORCE IS A HUGE PART OF OUR SUCCESS AS WELL.

    SO THIS ALL HAS HELPED US REACH OUR NUMBERS FOR 2024 IN THE PREVIOUS YEARS AND I PASS IT BACK TO MAJOR NELSON.

    NEXT SLIDE. SO WHAT ARE SOME OF OUR STRATEGIES TO COMBAT HUMAN TRAFFICKING AND TO HOPEFULLY HAVE A PREVENTATIVE IMPACT? OUR DETECTIVES GO OUT AND THEY PROACTIVELY CONDUCT SURVEILLANCE ON SUSPECTED HUMAN TRAFFICKERS. WHAT WE'RE TRYING TO DO IS MONITOR THEIR PATTERNS, THE FREQUENT LOCATIONS THAT THEY GO TO AND WHO THEY ASSOCIATE WITH.

    ALSO DEMAND SUPPRESSION OPERATIONS ARE CONDUCTED THROUGHOUT THE.

    THROUGHOUT THE YEAR ON AN ONGOING BASIS. TARGETING INDIVIDUALS KNOWN TO PURCHASE COMMERCIAL SEX.

    HUMAN TRAFFICKING WITHOUT QUESTION, IS DRIVEN BY THE DEMAND FOR COMMERCIAL SEX AND THOSE WILLING TO ENGAGE IN PURCHASING IT. WE ALSO HAVE OPERATIONS THAT TARGET COMMERCIAL SEX WORKERS THAT WE BELIEVE ARE TRAFFICKING VICTIMS. THE GOAL HERE IS TO CONNECT THEM WITH NGOS FOR SOCIAL SERVICES AND HOPEFULLY A SAFE EXIT FROM THAT LIFESTYLE.

    WHAT'S WHAT WE KNOW BASED ON THE RESEARCH IS THAT TYPICALLY IT TAKES NUMEROUS OR MULTIPLE CONTACTS WITH LAW ENFORCEMENT BEFORE SOMEBODY MAKES AN OUTCRY TO US. NEXT SLIDE. SO WE OBVIOUSLY PARTNER WITH NUMEROUS 500 AND 1C3 ORGANIZATIONS WHO WE VET BEFORE THAT COLLABORATION.

    OUR CASEWORKER AND OUR DETECTIVES MEET WITH NGO STAFF AND VISIT THEIR FACILITIES.

    OUR RESOURCES RANGE FROM EMERGENCY SUPPORT TO LONG TERM RESTORATIVE CARE.

    SERVICES INCLUDE HOUSING, FOOD COUNSELING, MEDICAL CARE, JOB TRAINING, AND ID ASSISTANCE.

    I CAN SAY THAT WITHOUT QUESTION, THE NUMBER ONE NEEDED RESOURCE IS HOUSING.

    NEXT SLIDE. SO WE'RE NOT ABLE TO BE SUCCESSFUL AT ALL WITHOUT COLLABORATION WITH OUR SOCIAL SERVICES PARTNERS AND OUR LAW ENFORCEMENT PARTNERS ARE KEY IN THAT HAS BEEN THE TEXAS ATTORNEY GENERAL'S OFFICE, HOMELAND SECURITY INVESTIGATION HSC, DPS, HOUSTON PD AND FBI.

    THESE ORGANIZATIONS HELP US EXPAND OUR REACH AND INCREASE SUCCESS IN OUR INVESTIGATIONS AND PROSECUTION.

    I HAD HOPED THAT THEY WOULD BE HERE TO TODAY, BUT DALLAS COUNTY DISTRICT ATTORNEY'S OFFICE HAS JUST SINCE JANUARY 1ST. THEY HAVE A NEW CHIEF OVER HUMAN TRAFFICKING.

    AND THAT'S GOING TO BE OUTSTANDING FOR US GOING FORWARD TO HAVE THAT VERY SPECIFIC IMPACT TOWARDS HUMAN TRAFFICKING.

    I MENTIONED HERE A COUPLE OF ORGANIZATIONS THAT WE WORK WITH BECAUSE THEIR MISSION IS BASED ON SPECIFIC COLLABORATION WITH LAW

    ENFORCEMENT, AND THAT'S DELIBERATE FUND AND COLLECTIVE LIBERTY.

    THEY HAVE HELPED US WITH SURVIVOR LED AID AND ANALYTICAL TRAINING.

    COLLECTIVE LIBERTY WAS ACTUALLY STARTED BY A FORMER PROSECUTOR.

    THE LIVER FUND THEIR ANALYSTS THROUGH OPEN SOURCE RESEARCH.

    THEY'RE JUST OUTSTANDING AT WHAT THEY DO. AS FAR AS ENHANCING OUR INVESTIGATIVE CAPACITIES.

    NEXT SLIDE. YOU ALL ARE VERY AWARE OF THE HUMAN TRAFFICKING DASHBOARD.

    THE DATA AND METRICS THERE GIVE THE PUBLIC A SNAPSHOT OF WHAT WE'RE SEEING IN HUMAN TRAFFICKING.

    AND IT HAS BEEN OUTSTANDING. AND IT'S EDUCATION AND AWARENESS FOR THIS PROBLEM.

    NEXT SLIDE. SO OUR NEXT STEPS ARE STRATEGIC EFFORTS TO IMPACT THE REDUCTION OF HUMAN TRAFFICKING.

    OF COURSE WE DEFINITELY WANT TO INCREASE OUR COLLABORATION WITH OUR NGO PARTNERS.

    WE'RE CURRENTLY IN THE EARLY STAGES OF DEVELOPING A HUMAN TRAFFICKING CLASS FOR DPD OFFICERS.

    THIS PAST FEBRUARY OF 24, DPS TAUGHT A CLASS HOSTED BY THE DALLAS POLICE ACADEMY, AND THERE WAS PROBABLY ABOUT 50 OR 60 DALLAS OFFICERS THAT ATTENDED THAT CLASS.

    BUT WE'RE GOING TO DEVELOP A CLASS THAT'S MORE SPECIFICALLY TAILORED TO DALLAS AND THE METROPLEX, WHATEVER. AND HOPE TO GET AS MANY OF OUR DALLAS OFFICERS THROUGH THAT CLASS.

    THERE'S BEEN DISCUSSIONS ABOUT PROSTITUTION AND DIVERSION INITIATIVES AS FAR AS THE EFFICACY OF POSSIBLY RE-KIND OF CONTINUING THAT PROGRAM, THAT'S A BIT OF A BLAST FROM THE PAST.

    STARTED BACK IN ABOUT '07, AND IT RAN THROUGH ABOUT 2011.

    SO WE'VE HAD SOME DISCUSSIONS WITH THE COMMUNITY COURT AND SOME OF OUR ADVOCACY PARTNERS ON POSSIBLY RESTARTING THAT HUMAN TRAFFICKING GRANT RESEARCH FOR JUVENILES AND ADULTS.

    THAT'S ON UNDERWAY BY THE DEPARTMENT. WE'RE DOING THAT RESEARCH FOR ANY GRANTS THAT MIGHT BE OUT THERE.

    IN REFERENCE TO HUMAN TRAFFICKING, THE HIGH RISK VICTIMS UNIT CONDUCTS NOW OPERATIONS TO IDENTIFY AND LOCATE THOSE JUVENILES THAT FIT THE HIGH RISK CRITERIA, AND THOSE OPERATIONS WILL CONTINUE, HOPEFULLY.

    LAST WEEK, SOME OF OUR MESSAGING AROUND HUMAN TRAFFICKING WAS NOTICED ON ALL OF THE DEPARTMENT'S SOCIAL MEDIA PLATFORMS. WE'RE AT THIS POINT, WE'RE PRETTY CLOSE TO PUTTING TOGETHER A VIDEO THAT.

    BUT THERE'S ONLY 82 FOR THE HUMAN TRAFFICKING COMMERCIAL SEX ACTS AND ONE FOR INVOLUNTARY SERVITUDE AND SO I'M JUST WONDERING HOW THOSE 82 AND 83 NUMBERS COMPARE WITH THE 117 THAT YOU WERE ABLE TO RECOVER, AND WHY THOSE NUMBERS WOULDN'T MATCH.

    I'M NOT UNDERSTANDING THAT PART. YES. GREAT. THEN I'LL GIVE IT TO ARTISTS.

    I THINK WHAT'S HELPING US IN MANY WAYS IS INCREASED AWARENESS.

NOW, PROPOSITION YOU DIDN'T ADDRESS FIRE FUNDING, IT ONLY ADDRESSED POLICE FUNDING.

    SO I'M WONDERING IF YOU COULD BREAK THAT OUT AND TELL US, HOW MUCH DID POLICE FUNDING INCREASE FROM LAST FISCAL YEAR TO THE CURRENT FISCAL THANK YOU FOR THE QUESTION. JACK IRELAND, CHIEF FINANCIAL OFFICER FOR THE CITY OF THE $78 MILLION THAT THE STATEMENT REPRESENTS AS AN INCREASE IN POLICE AND FIRE. THE INCREASE IN THE DALLAS POLICE DEPARTMENT WAS $62.2 MILLION.

    CORRECT? THAT IS CORRECT AND INCLUDED WITHIN THAT MEET AND CONFER AGREEMENT THAT YOU REFERENCED.

    THERE IS A REQUIREMENT THAT ANNUALLY A MARKET STUDY IS DONE WITH 17 PEER CITIES, AND THAT WE USE THE AVERAGE OF THAT STUDY AND MAKE AN INCREASE IN POLICE AND FIRE PAY AND SO FOR FISCAL YEAR 25, THE NEW YEAR, THE INCREASE IS 7.23% BASED UPON THAT SURVEY, WHICH IS THEN IN ADDITION TO THAT, THE OFFICERS THAT ARE ELIGIBLE FOR STEP PAY INCREASES GET THOSE AS WELL AND SO THOSE 17 PEER CITIES IN OUR AGREEMENT ARE NOT THE SAME CITIES THAT WERE IDENTIFIED IN PROP YOU WHERE IT ASKS FOR ONLY METROPLEX, CORRECT? THERE ARE SOME DIFFERENCES. WHILE THE CURRENT MEET AND CONFER AGREEMENT DOES USE SEVERAL SUBURBAN CITIES AROUND THE DALLAS AREA. WE ALSO HAVE INCLUDED IN THAT PEER SET, I BELIEVE, AUSTIN, SAN ANTONIO AND HOUSTON.

    WHEREAS PROPOSITION U REFERENCES ONLY CITIES IN THE METROPLEX, THE FIVE COUNTY REGION WITH POPULATIONS GREATER THAN 50,000. SO IT'S NOT AN APPLES TO APPLES OF WHAT IS IN MEET AND CONFER VERSUS WHAT IS IN PROPOSITION U AND AS WE DO THE SURVEY THIS SPRING WE WILL BE LOOKING AT THAT.

    DALLAS COUNTY GETS ALMOST $300,000. AND WHAT IS THE PROPORTION? AND MAYBE THIS IS JUST SOMETHING WE WANT TO WATCH AND TRACK.

    WHAT IS THE PROPORTION OF THAT $292,000 THAT THE CITY OF DALLAS GETS BACK? BECAUSE WE DO SO MUCH HEAVY LIFTING ON SOME OF THE CATEGORIES THAT THIS IS INTENDED TO ADDRESS.

    AND SO, YOU KNOW, IF THAT MONEY IS MOSTLY GOING ELSEWHERE, WELL, I WOULD SAY WE NEED TO VOICE THAT.
