WE'RE REALLY TRYING TO STAY FOCUSED IN THAT FISCAL YEAR, 20 22, 20 23.

UM, WHAT DID OCCUR, AS MOST OF YOU KNOW, IS THAT WE HAD A PLAN AMENDMENT DURING THE FISCAL YEAR, WHICH EXPANDED THE BOUNDARY.

AND WE ALSO DEDICATED, UM, 5.55 MILLION TOWARDS THE FOREST LIO PROJECT.

THE CHART ON PAGE SIX, SEVEN, AND EIGHT TALKS ABOUT THE PROJECT THAT HAD HIP FUNDING AS WELL AS THOSE, THAT SIGNIFICANT PROJECT THAT CAN NATURALLY OCCURRED WITHIN THE DISTRICT TO DATE.

AND ON PAGE EIGHT, THERE'S A SUMMARY OF THOSE ITEMS. MIXED INCOME HOUSING IS IMPORTANT IN ALL OF OUR SHIFT DISTRICTS.

THE, THE REQUIREMENT THAT ANY RESIDENTIAL PROJECT THAT RECEIVES SHIFT FUNDING, UM, THAT 20% OF THOSE UNITS ARE DEDICATED AS AFFORDABLE, DEFINED AS 80% I MEDIAN INCOME IN THIS PARTICULAR TIP DISTRICT.

WE ONLY HAVE ONE PROJECT THAT RECEIVED, UM, TIP DISTRICT FUNDING AFTER WE APPROVE THOSE, UM, GUIDELINES.

AND THAT'S, THAT HAS BEEN, UM, YES.

SORRY.

UM, I'M, YEAH, JUST BEFORE THIS CHART, YOU MENTIONED THE, THE FOREST LIA PROJECT AND THE 5 MILLION INVESTMENT WE MADE.

AS THAT PROJECT EVOLVES, IF THERE IS MATERIAL OR PERHAPS EVEN SOMEWHAT LESS THAN MATERIAL CHANGES IN THE SCOPE OF WHAT THEY INTEND TO DO VERSUS WHAT WE SAW ON THE FRONT END WHEN WE APPROVED THE 5 MILLION, WILL WE BE APPRISED OF THAT? IT, I WOULDN'T TYPICALLY BRING IT BACK TO THE BOARD UNLESS IT WAS A FINANCIAL DECISION.

IF THERE WAS SOMETHING THAT SAID WE HAVE A NEW, BIGGER AND BETTER PROJECT TIP, WILL YOU PUT IN MORE MONEY? THEN OBVIOUSLY I WOULD BRING IT BACK.

BUT IF IT WAS DESIGN CHANGES, THAT WOULD NOT BE MY, OR EVEN EVEN UH, UH, AMENITY, YOU KNOW? YEAH.

UM, TIF DISTRICT INITIATIVES, UM, BEGINS ON PAGE EIGHT.

AND THIS PARTICULAR TIF DISTRICT IS A LITTLE DIFFERENT THAN SOME OF THE OTHERS.

SOME OF THE OTHERS HAVE WHERE EACH YEAR THERE'S A DEDICATION OF DISTRICT WIDE FUNDS THAT IS KIND OF KEPT SEPARATE FROM PROJECT FUNDS.

IN THIS CASE, AS MOST OF YOU KNOW, THAT THE DISTRICT WIDE FUNDS ARE DEDICATED UPON REQUESTS.

UM, AND THAT CAN COME FROM AN OUTSIDE ENTITY AND OTHER DEPARTMENTS FROM OUR DEPARTMENT.

SO THOSE ARE ALL THOSE KIND OF DISTRICT WIDE, UM, PROJECTS OR INITIATIVES THAT WE'RE DOING THAT AREN'T RELATED TO A DEVELOPER A DEVELOPMENT.

SO THAT'S WHAT PAGE EIGHT STARTS WITH.

AND THIS, UM, DISTRICT HAS DONE A CONSIDERABLE BOUND OF WORK IN THE DISTRICT WIDE IMPROVEMENTS, SOMETIMES MATCHING OUTSIDE FUNDING, SUCH AS COG GRANTS.

UM, AT THE BE BEGIN AT THE BOTTOM OF PAGE NINE

IS WHERE WE TALK ABOUT THE DREDGING PROJECT.

AT THE LAST MEETING, THERE WAS AN UPDATE ON THE DREDGING PROJECT.

UM, DWU TOLD US THAT THE COMPLETION SHOULD BE IN SPRING 2024 WITH REGARD TO THE, UM, WATERPARK POND STUDY, THE MAINTENANCE DU REDUCING CAPITAL IMPROVEMENT STUDY THAT WAS COMPLETED IN 2022 WITH THE RECOMMENDATION THAT SCENARIO D WAS TO BE FOLLOWED.

HOWEVER, ADMITTEDLY, THERE ARE NOT A LOT OF NEXT STEPS OF, OF HOW AND WHEN THAT WOULD BE IMPLEMENTED.

AND STAFF WILL CONTINUE TO WORK, UM, WITH THE PROPERTY OWNERS AND THE HEAD ON MAINTENANCE RESPONSIBILITY, UM, MOVING FORWARD WITH THAT.

AND WE KNOW THAT WE DON'T WANT THAT STUDY SITTING FOREVER, BUT THERE'S, WE ALSO NEED TO GET THIS POND WORK COMPLETED AND THEN KIND OF HASH THAT OUT.

SO WE KNOW THAT'S KIND OF AN OUTSTANDING, DID YOU SAY THERE WERE SEVERAL OPTIONS AND THEY PICKED ONE THAT THEY DID AND THAT WAS, WE, WE, THAT WAS AT A TIP BOARD MEETING.

ALL BUT THAT'S HOW WE DECIDED HOW MUCH WE WERE GONNA SPEND AND HOW DEEP IT WAS GONNA BE IN EFFECT THAT STUFF NO, ONCE THE STUDY WAS COMPLETED.

DW DWU REPORTED OUT THEIR FINDINGS OF THE STUDY.

AND THEY RECOMMENDED SCENARIO D, WHICH WAS KIND OF A HYBRID, AND I CAN PUT THAT BACK IN FRONT OF THE BOARD THAT PROBABLY THE MIDDLE OF PAGE 10, UM, WAS ABOUT THE PROJECT.

UM, ALL OF THE LIGHTS, UH, WERE FULLY ACTIVATED ON MAY 12TH.

UM, THE DEPARTMENT WAS VERY SPECIFIC WHEN I ASKED FOR THAT UPDATE, BUT THE CONDUIT AND CABLE INSTALLATION IS STILL UNDERWAY TO GET THE FIBER OPTICS.

UH, IT JUST TOOK A WHILE TO DO THE MATERIAL ACQUISITION, SO THAT IS STILL UNDERWAY.

UM, I DO NOT HAVE A SPECIFIC TIMEFRAME THAT THE DEPARTMENT SHOULD HAVE IT DONE, BUT I, I PING THEM PROBABLY ONCE A MONTH TO GET A STATUS AND TO REMIND THEM TO MOVE ALONG.

THE GROUNDBREAKING, WHICH I KNOW MANY OF YOU ATTENDED, WAS ON JUNE 13TH, 2023.

AND I WANNA NOTE THAT, UM, THE PARTS DEPARTMENT IS CURRENTLY AND CONTINUING TO BE, UM, IN DISCUSSIONS WITH ALL OF THE OTHER DEPARTMENTS THAT WILL BE HOUSED WITHIN THAT FACILITY.

SO THEY STILL NEED TO GO BACK OUT TO THE COMMUNITY, UM, BEFORE THEY FINALIZE DESIGN, BUT THEY'RE ON A LITTLE BIT OF A HOLD BECAUSE THEY NEED TO MAKE SURE THAT THE FACILITY WORKS FOR DPD FOR CULTURAL AFFAIRS FOR THE LIBRARY.

THERE'S NO REASON TO GO OUT UNLESS DPTS LIKE, YOU KNOW, NO, I DON'T LIKE IT CONFIGURED THAT WAY.

SO THEY'RE WORKING ALL OF THAT INTERNAL WORK RIGHT NOW.

UM, AND I DIDN'T ANNOUNCE THAT WE HAVE SEVERAL MEMBERS OF OUR, UM, ACCOUNTING TEAM ON THE CALL SO THAT WHEN WE GET THE FINANCIALS, THEY CAN ADDRESS QUESTIONS IF YOU HAVE THEM.

BUT, UM, THE HEALTH AND VALUE OF THE DISTRICT WE'RE ABOUT $1.5 BILLION WORTH OF VALUE IN 2023.

THAT INCLUDES ABOUT 26 AND A HALF MILLION DOLLARS FROM THOSE NEW 19 PARCELS THAT WE ADDED, UM, DURING THE FISCAL YEAR, UM, INCREASE OF 315% OVER, UM, THE BASE VALUE AND 18.1% INCREASE SINCE LAST YEAR.

SO, UM, YOU KNOW, THAT'S HEALTHY GROWTH AT 18% OVER THE YEAR.

AND THAT WILL MEAN THAT WE WOULD EXPECT IN OUR 2024 COLLECTION FROM 2023 VALUES TO BE $11.46 MILLION.

UM, THERE'S A NOTE HERE OF THAT PORTION THAT GETS EARMARKED FOR RISD AND THE 19 PROPERTIES.

ARE THOSE THE PROPERTIES IN THE NORTH? THOSE ARE THE NORTHERN NORTH, YES.

THE NORTHERN PARCELS UP ALIA TO FOREST.

IS IT SAYING THERE HOW MUCH THEY WERE VALUED AT? NO, I JUST PUT A NOTE THAT OKAY.

IT, IT, IT, THE ORIGINAL BASE WAS $336 MILLION MM-HMM .

THE ADJUSTED BASE, THE NEW VALUES RIGHT.

AT ABOUT 26.5 MILLION.
