THIS IS KIND OF THE HISTORY DATING BACK TO THE FLOOD OF RECORD, AND THEN OUR INTRODUCTION AND EXPOSURE TO THE CORE AND WHERE WE ARE WITH, UM, FUNDING INFUSIONS, CONTRACT AGREEMENTS FROM 2019 AND 2018 TIMEFRAME OF THE SUPPLEMENTAL BIPARTISAN BUDGET ACT FUNDING FOR THE FLOOD RISK MANAGEMENT.

SO THIS IS THE DALLAS FLOODWAY.
SO AS A REMINDER, YOU HAVE TWO PROJECTS.
SO IT IS THE DALLAS LEVEE SYSTEM, BUT UNTIL THEY ARE COMPLETELY BUILT OUT, THEY'LL CONTINUE TO BE LABELED AS PROJECTS DUE TO THE WAY THAT THE FEDERAL GOVERNMENT AND OUR RECORDS OF DECISIONS OCCUR.
UM, ON THE DALLAS FLOODWAY, WE'VE HAD A COUPLE OF DIFFERENT PROJECTS THAT HAVE BEEN UNDER CONSTRUCTION.
THE CORPS OF ENGINEERS IS WRAPPING UP WHAT THEY LIKE TO CALL THE TWO SEVENTY SEVEN K LEVEE RAISES AND FLATTENING.
THAT JUST IS THE PROJECT THAT TAKES THE SYSTEM AND BRINGS IT HIGHER AND FLATTER ON THE INTERIOR LEVEE SYSTEMS ON THE RIVER SIDE, THOSE ARE BOTH, UM, OPERATIONALLY FOR HYDRAULIC FLOWS.
IT ALSO WILL MEET THE KIND OF STANDARD PROJECT FLOOD.
ON AVERAGE, WE'VE GOT ABOUT A 1500 YEAR FLOOD PROTECTION OF THE SYSTEM.
SO THEY HAVE SEGMENTED THE PROJECT, UM, THROUGH A DESIGN BUILD CONTRACT.
THEY HAVE USED SOILS FROM INSIDE.
THEY LIKE TO CALL IT A BORROW AREA.
IT HAPPENS TO ALSO BE THE WEST DALLAS LAKE AREA IN THE FUTURE BALANCED DIVISION PLAN AS WE BUILD THAT OUT, RIGHT? SO AROUND WESTMORELAND, UM, THEY HAVE ESTABLISHED GRASSES.
THEY ARE ACTUALLY OUT IN OUR ANNUAL INSPECTION THIS WEEK.
SO THEY'RE GOING THROUGH EVERY BIT OF OUR SYSTEM TO MAKE SURE THAT WE ARE MEETING ALL OF OUR REGULATORY REQUIREMENTS.
BUT THE LAST OF THE, UM, LEVEE RAYS AND FLATTENING PIECES ARE UNDER CONSTRUCTION RIGHT NOW.
THEY ARE ALSO IN THE PROCESS OF

WORKING ON A, UM, EROSION PROTECTION PROJECT AT THE BELLEVUE PRESSURE SEWER.AS RIVERS LIKE TO MOVE, UM, THEY DO CREATE DIFFERENT SCENARIOS AND IT PUTS PRESSURE, SEWERS AND LEVEES KINDA AT RISK IF WE DON'T TAKE CARE OF THEM.
SO THEY WILL START THAT WORK LATER.
UM, WHEN YOU LOOK AT, WE'LL START AT THE TOP.
YOU'VE GOT THE NOBLES BRANCH SUMP.
SO THERE IS A FEDERAL PROJECT THERE.
IT WILL BE AWARDED NEXT YEAR, ROUGHLY AS PART OF A PACKAGE.
YOU MOVE DOWN TO THE HAMPTON PUMP STATION.
THAT IS THE TRADITIONAL DESIGN BID BUILD PROJECT.
IT WILL CONTINUE TO BE UNDER DESIGN.
THAT PROJECT IS A LITTLE OVER A HUNDRED MILLION DOLLARS TO CONSTRUCT.
UM, IT IS SCHEDULED FOR CONSTRUCTION.
A COUPLE OF YEARS OUT, YOU'LL SEE THE NEXT, YOU KNOW, THE NEXT BOX IS YOUR LEVEE RAISE AND FLATTENING.
THAT'S PART OF THE PROJECT WE JUST TALKED ABOUT.
UM, WHEN YOU MOVE OVER TO THE WEST SIDE, WE'LL START AT THE TRINITY PORTLAND PUMP STATION.
THAT IS THE EAGLE FORD LEDBETTER D**E SUMP AREA.
THAT PROJECT IS CURRENTLY WORKING THROUGH A-T-C-E-Q REGULATORY COMPONENT FOR, UM, A MUNICIPAL SETTING DESIGNATION.
AND THEN THE CORPS OF ENGINEERS WILL PUT A NEW CONSTRUCTION CONTRACT OUT NEXT FALL, UM, IN CONJUNCTION WITH THE CITY TO GET THAT TO BUILD.
AND IT WILL BE ABOUT A TWO AND A HALF TO THREE YEAR TIMEFRAME.
THE DELTA PUMP STATION IS THE NEXT ONE THAT IS UP ON THE DECK FOR THE CORE OF ENGINEERS.
AND THIS IS A MAJOR RENOVATION OF AN EXISTING STATION.
THE BUILDING ITSELF WILL COME DOWN AND IT WILL HAVE ALL NEW ELECTRICAL AND, UM, DIFFERENT COMPONENTS THAT ARE NECESSARY FOR THAT AREA.
UM, IT IS DUE TO, IT IS DUE TO BE OUT ON THE STREET FOR CONSTRUCTION BIDDING A LITTLE BIT LATER NEXT YEAR.
UM, YOU MOVE DOWN TO THE NEXT, THAT IS THE CHARLIE PUMP STATION.
THAT IS THE ONE THAT MANY OF YOU ATTENDED.
A GROUNDBREAKING, UM, DEDICATION, KIND OF, OF THE GROUNDBREAKING ABOUT TWO WEEKS AGO.
IT SERVES AND A GOOD AMOUNT OF KIND THE OAK CLIFF AREA.
AND THEN IT ALSO SERVES THE BOTTOM NEIGHBORHOOD.
UM, IT'LL BE ABOUT ANOTHER TWO YEARS BEFORE IT IS IN SERVICE, BUT IT IS WELL UNDERWAY.
UM, WE WILL MOVE TO THE NEXT PLACE MAT, WHICH IS YOUR DALLAS LEADWAY EXTENSION.
SO AS A REMINDER, YOUR DALLAS LEADWAY EXTENSION, UM, WE'LL LET THEM, LET THEM SLIDE THROUGH THAT.
SO YOUR DALLAS FLOODWAY EXTENSION AS A REMINDER WHERE THE DART LINE CROSSES THE TRINITY RIVER AROUND CORINTH.
AND THAT IS WHERE YOU KIND OF DEMARK THE DALLAS FLOODWAY PROJECT AND YOU PICK UP WITH THE DALLAS FLOODWAY EXTENSION.
THE DALLAS FLOODWAY EXTENSION IS ALSO IN, UM, A LOT OF PEOPLE'S WORLD.
UM, AND THIS, THIS PROJECT WITH THE CORPS OF ENGINEERS HAS BEEN AUTHORIZED SINCE 1965.
UM, I LIKE TO REMIND EVERYBODY THAT IT TAKES A WHILE TO GET ENVIRONMENTAL PERMITTING.
IT TAKES A WHILE TO GET THROUGH TO CONSTRUCTION FUNDING.
'CAUSE THE CORPS OF ENGINEERS DOES NOT RECEIVE A PROJECT BY PROJECT FUNDING.
THEY TYPICALLY RECEIVE AN ALLOCATION BY ANNUAL APPROPRIATION.
AND THEIR APPROPRIATION PROCESS IS OFTEN NOT JUST A TRADITIONAL 12 MONTH PROCESS TO GET TO ONE YEARS OF FUNDING.
UM, WE AS THE CITY ARE OBLIGATED TO HELP THEM PURCHASE THE LAND ASSOCIATED WITH BOTH THE CADILLAC HEIGHTS LEVY AND THE LAMAR LEVY.
SO WE HAVE ABOUT 63 LAND TRANSACTIONS.
WE'RE ABOUT A QUARTER OF THE WAY THROUGH THOSE, UM, LAND TRANSACTIONS.
AND THEN THE CITY WILL BE OBLIGATED TO DO ANY GROUND OR SOIL REMEDIATION AS NEEDED SITE BY SITE.
THESE ARE OLD INDUSTRIAL AREAS WHERE A LEVEE WILL GO.
UM, WHEN YOU LOOK AT THE SCHEDULE, BOTH OF THESE PROJECTS ARE A TRADITIONAL DESIGN BID BUILD, GIVEN THE UTILITIES THAT HAVE TO CROSS.
WE'VE GOT SOME LARGE WATER AND WASTEWATER AND DRAINAGE INFRASTRUCTURE, NOT JUST NATURAL INFRASTRUCTURE.
BOTH OF THESE PROJECTS ARE CURRENTLY, ASSUMING ALL OF THE REAL ESTATE ISSUES ARE WORKED OUT AND MOVE THROUGH, THEY WOULD BE IN SERVICE BY 2031.
SO OUTSIDE OF THOSE SORT OF GENERAL UPDATES, WE'RE HERE TO ENTERTAIN ANY OF THE QUESTIONS Y'ALL MIGHT HAVE.
UM, IF YOU ALL DESIRE AT SOME POINT TO GO BACK OUT ON A TOUR.
I THINK THINK IT'S BEEN A COUPLE OF YEARS SINCE WE'VE TAKEN U TO C CHAINS OF WETLANDS AND CONSTRUCTION SITES AND PUMP STATIONS, BUT WE'RE WE'RE ABLE TO DO THAT AS NEEDED FOR THE COMMITTEE.
QUESTIONS FOR SARAH AND TWO, WHILE, WHILE WE'RE THINKING I'LL ASK, YOU SAID 2031, YOU KNOW, EVERY YEAR IT GETS PUSHED BACK.
WHAT'S THE, WHAT'S THE DELAY NOW? WE STILL IN PROPERTY ACQUISITION? YES, SIR.
PHASE PROPERTY ACQUISITION IS NOT A, NOT A QUICK ADVENTURE.
SO, UM, WE WILL CONTINUE TO ACQUIRE PROPERTY AND THEY WILL CONTINUE TO WORK ON DESIGN ACTIVITIES.
THEY'RE AROUND 60% OF THE DESIGN ON BOTH THE CADILLAC HEIGHTS AND LAMAR LEVIES, BUT WE ARE PENDING LAND ACQUISITIONS.
AND, AND I DON'T KNOW IF THIS IS SO MUCH OF A QUESTION AS A JUST A STATEMENT, I DID NOT HOPE THAT WE WOULD, WHY DON'T YOU EXPLAIN TO US THE CONNECTION BETWEEN THE THIS EXTENSION PROGRAM AND ANY DEVELOPMENT BETWEEN THE PART BETWEEN THE LEYS, UM, OF THE HARREL

SIMMONS PROJECT? SO, UM, IF YOU'LL GO BACK TO THE DALLAS FLOODWAY PLACE MAT, THE, THE DALLAS FLOODWAY PROJECT ITSELF IS, UM, THE PROJECT AREA IN WHICH THE HAROLD SIMMONS PARK WAS ORIGINALLY NAMED AND DEDICATED.THE 200 ACRES SORT OF BETWEEN THE MCDERMOTT CONTINENTAL RON KIRK BRIDGE.
AND, UM, THAT AREA IN AND OF ITSELF IS PART OF WHAT IS KNOWN AS THE BALANCED VISION PLAN.
THAT WAS A PART OF OUR FEDERAL PROJECT IN THE DALLAS FLOODWAY PROJECT.
THE REQUIREMENT AS THE ENVIRONMENTAL DOCUMENTS SET FORTH WAS THAT WE WOULD COMPLETE FLOOD RISK MANAGEMENT, THEN WE WOULD GO TO ECOSYSTEM RESTORATION, AND THEN WE WOULD BE ABLE TO DO THE RECREATIONAL COMPONENTS.
UM, AS WE MOVE FORWARD IN THE PROJECT, WE ARE WELL INTO FLOOD RISK MANAGEMENT, AND AS WE CAN PHASE PROJECTS, WE'VE TALKED ABOUT THAT.
SO AS WE CAN PHASE SOME PROJECTS, WE CAN BRING THINGS IN EARLIER.
BUT UNTIL WE ARE SUBSTANTIALLY FURTHER ALONG WITH THE FLOOD RISK MANAGEMENT, THE CORE HAS ASKED THAT WE CONTINUE TO REALLY PLACE THAT EMPHASIS ON FLOOD RISK MANAGEMENT.
AND I THINK THAT YOU ALL HAVE BEEN WATCHING THAT PROCESS ALONG THE WAY, AND YOU ALL HAVE JUST DONE A GROUNDBREAKING YOURSELVES ON PART OF THAT AREA.
AND SO I THINK AS WE MOVE INTO THE NEXT PROBABLY 12 TO 14 MONTHS, THERE'LL BE A BIGGER CONVERSATION ABOUT HAVE WE DONE ENOUGH FLOOD RISK MANAGEMENT WITHIN THE DALLAS FLOODWAY PROJECT THAT YOU MIGHT BE ABLE TO BEGIN HAVING MORE ROBUST CONVERSATIONS ABOUT THE INTERIOR OF THE FLOODWAY.
BUT THAT'LL CONTINUE TO BE COORDINATED WITH YOU ALL AND THE CONSERVANCY AND THE CITY.
ARE THERE NEXT I'M GONNA HOLD THAT QUESTION.
IT, IT REALLY IS IMPORTANT FOR, I, I KNOW, AND I'M SURE THAT THIS BOARD UNDERSTANDS, I DON'T KNOW THAT THE PUBLIC FULLY UNDERSTANDS OR HAS BEEN PATIENT WITH, UH, WITH US TPC AS IT RELATES TO DEVELOPMENT BETWEEN THE LEVIES.
UM, EVERY ARTICLE, EVERY NEWSPAPER, UH, ALWAYS SAID THERE'S NOTHING BEEN DOING, NOTHING'S HAPPENING.
AND WE'VE BEEN TALKING ABOUT IT FOR 30 YEARS.
EVEN IN THIS WONDERFUL, UM, DEMOLITION DAY.
THE, THE, THE, THE WORD WAS ALWAYS, AS I WATCHED THE NEWS OR SAW SOMETHING ON THE NEWS, IT WAS ABOUT SOMETHING IS FINALLY HAPPENING.
AND I, I, I DON'T THINK THE PUBLIC FULLY UNDERSTAND THAT EVERYBODY UNDERSTANDS THIS PARK.

SO THERE'S A DALLAS FLOODWAY PROJECT, AND THEN THERE'S A DALLAS FLOODWAY EXTENSION PROJECT.
SO THE LEVEE RAYS AND FLATTENING AND THE WORK THAT IS ASSOCIATED WITH THE DALLAS FLOODWAY PIECES

OF THAT ARE GONNA FINISH BEFORE 2031.WE WILL NOT HAVE WHAT WE CONSIDER A FULL LEVEE SYSTEM THAT'S COMPLETELY UP AND RUNNING WITH CADILLAC HEIGHTS AND LAMAR ALL THE WAY UP AND DOWN ENDING AT I 20 UNTIL ABOUT 2031.
THAT'S ALSO WHEN ALL OF THE, UM, FEMA PAPERWORK WILL HAVE TO BE TURNED IN.
AS WE PUT IN NEW LEVIES, YOU THEN HAVE TO GO IN AND REDO FEMA DESIGNATIONS.
AND SO AS YOU LOOK AT THE DALLAS FLOODWAY PROJECT SIDE OF THE HOUSE, WHAT WILL BE LEFT WHEN WE FINISH THE LEVEE RAYS AND FLATTENING WITH THE CORE AND THIS RIVER STABILIZATION THAT WE'RE DOING ALONG THE BELLEVUE PRESSURE SEWER, THEY WILL LIKELY BEGIN TO EXIT THE INTERIOR OF THE FLOODWAY.
WHAT IS STILL THE OUTSTANDING PIECE IS HOW AND WHAT KIND OF SOILS THAT THEY UTILIZE.
AND IF THERE IS ANY SHARING OR BORROWING THAT CAN BE DONE FOR THE CADILLAC HEIGHTS AND LAMAR LEVEES, THEY ARE NOT FAR ENOUGH ALONG TO REALLY MAKE THAT DECISION.
UM, THE FLOODWAY SOILS IN MANY CASES ARE SUITABLE FOR LEVEE BUILD THE COSTS ASSOCIATED WITH CADILLAC HEIGHTS.
AND LAMAR LEVIES ARE NOT INEXPENSIVE
AND SO IF THERE IS A WAY FOR THEM TO BE ABLE TO UTILIZE SOILS INSIDE A FLOODWAY AND NOT HAVE ENVIRONMENTAL IMPACTS FROM AIR QUALITY OR TRAFFIC CONTROL ON THE ROADS, THAT'S REALLY WHAT WE WOULD HOPE THEY WOULD DO.
UM, BUT THEY ARE JUST NOT AT A POINT YET.
THEY CAN MAKE THOSE TYPES OF DECISIONS.
UM, IF THEY GET TO A POINT WHERE THEY DECIDE THAT THEY'RE NOT ABLE TO WORK WITHIN ENVIRONMENTAL RESTRICTIONS OF THEIR OWN RECORDS OF DECISIONS, THINGS OF THAT NATURE, THEN THEY'RE GONNA KNOW THAT THEY'RE DONE INSIDE THE FLOODWAY.

UM, WE WILL WORK WITH BECK, UM, AND OUR OTHER CONTRACTORS TO BREAK THE ENTIRE PROJECT UP IN DIFFERENT PARCELS AND DIFFERENT PACKAGES THAT WILL ALSO ALLOW US TO PARTICIPATE WITH A LOT OF THE DIFFERENT, UM, SUBS AND CONTRACTED ENTITIES, UM, AS WE OBLIGATE TO OUR PARTICIPATION OF WOMEN AND MINORITIES INTO THIS PROCESS.
SO THIS PROJECT BECOMES VERY REAL AS WE ADVANCE, UM, OVER, UM, IN THE, IN THE 2025, UM, CALENDAR YEAR.
IN ADDITION TO THAT, THE FELIX LAZADA GATEWAY AREA OF THE PROJECT WILL ALSO BE ADVANCED FROM A DESIGN AND CONSTRUCTION POINT OF VIEW.

AND THE ABILITY TO HAVE SOME ECONOMIC IMPACT AND DRIVE MARKETS IS A VERY TRANSFORMATIONAL PROJECT.
AND SO WE'RE, WE'RE LOOKING FORWARD TO THE CONVERSATIONS THAT WILL HAPPEN IN 2025 AS WE START TO APPLY.
UM, WE WILL BE APPLYING, UM, AN APPLICATION WITH THE OFFICE OF ECONOMIC DEVELOPMENT.
