UM, ITEM FOUR IN IS REVIEW AND CONSIDERATION OF ONE REQUEST BY THE CITY DEPARTMENT AND RECREATION DEPARTMENT FOR AN AMOUNT NOT TO EXCEED $300,000 IN TOD TIF DISTRICT FUNDING FOR DESIGN, CONSULT, UH, CONSULT CONSULTANT SERVICES, INCLUDING BUT NOT LIMITED TO CONCEPTUAL SITE PLAN DEVELOPMENT AND PLANNING FOR FUTURE PHASE TWO IMPROVEMENTS WITHIN RONALD G PARISH PARK ADDRESSED AT 3,800 EAST EAST BOULEVARD.

AND TWO, A FINDING THAT DEDICATING AN AMOUNT NOT TO EXCEED $300,000 IN TIF IN TOD TIFF DISTRICT FUNDING TO RONALD G PARISH PARK, A PLACE OF PUBLIC ASSEMBLY THAT HAD LOCATED APPROXIMATELY 800 FEET, 0.15 MILES OUTSIDE OF THE CEDAR CREST SUBDISTRICT OF THE TOD TIFF DISTRICT, BUT WILL SERVE THE CEDAR CREST SUBDISTRICT OF THE T-O-D-T-O-D TIFF DISTRICT IS A BENEFIT TO THE CEDAR PRESS SUBDISTRICT OF THE TOD TIFF DISTRICT AND IS NECESSARY AND CONVENIENT TO THE IMPLEMENTATION OF THE TOD TIF DISTRICT PROJECT PLAN AND REINVESTMENT ZONE FINANCE AND PLAN.

AND WE HAVE PRESENTER, ANGELA, UH, THE DISTRICT PLAN OF THE ECONOMIC DEVELOPMENT, AND WE GO, HOPEFULLY EVERYONE CAN SEE THE PRESENTATION ON THE SCREEN.

UH, MUCH DISCUSSED, UM, ABOUT THIS, UH, NEIGHBORHOOD.

UH, IT'S A NEW PARK, UH, ADDRESSED AT 3,800 EAST KEYS BOULEVARD, UM, APPROXIMATELY 25 ACRES OF LAND, AND, UM, ABOUT 800 FEET AS INDICATED EARLIER, OUTSIDE THE CEDAR CREST SUBDISTRICT OF THE TLD TIFF DISTRICT.

UM, A PART OF THE HISTORY OF THE PARK IN HAS BEEN NO, UH, SECRET THAT THERE HAD BEEN A LACK OF FLOOD PROTECTION, A LACK OF ENVIRONMENTAL PROTECTION, AND A LACK OF INVESTMENT.

AND WE'RE HAPPY TO START CORRECTING THAT AND BRING RENEWAL TO THIS PARK.

UM, JUST BRIEFLY, UM, BETWEEN OH 2003 AND, UH, 2006, THERE WAS GENERAL OBLIGATION OF BOND FUNDING TO ACQUIRE THE LAND.

AT THE TIME, THERE WAS DISCUSSIONS ABOUT IF IT WOULD BE SUITABLE FOR, UH, A FUTURE POLICE ACADEMY OR RELATED FACILITIES, AND LATER DETERMINED THAT IT WAS NOT SUITABLE FOR THAT, BUT POTENTIALLY SUITABLE FOR A FUTURE PARK.

THE, UH, PARK AND RECREATION DEPARTMENT ENGAGED BETWEEN 2021 AND 2023 IN THE PROFESSIONAL SERVICES AND DUE DILIGENCE, UH, OF, UH, CONCEPTUAL SITE PLANNING AND DESIGN FOR PHASE ONE.

AND OF COURSE, IN, UH, 2003 AS INDICATED, UM, THE CITY COUNCIL SPEC, UH, AUTHORIZED THE USE OF THE LAND TO INCLUDE A FUTURE SPECIFICALLY.

ACTUALLY, NEXT SLIDE, PLEASE.

UM, WE'RE CELEBRATING, I MEAN, THIS, THIS IS, UH, THE RENEWAL THAT'S COMING TO THIS AREA.

WE HAVE TO GIVE A LOT.

WE HAVE TO ALLOW THE PARTICIPATION OF ROLAND G PARISH, WHICH IS THE PARKS, UH, NAMESAKE.

HE'S A LOCAL BUSINESSMAN, AND, UM, PROVIDED A GENEROUS DONATION OF A MILLION DOLLARS.

WE'VE, UH, COORDINATED EXTENSIVELY OVER THE PAST SEVEN YEARS, UH, INTERNALLY ON THIS PROJECT, THE PARKS DEPARTMENT IS THE LEAD, UH, DEPARTMENT FOR THIS PROJECT.

BUT AS YOU CAN SEE, UM, IT WAS DEFINITELY A COLLABORATIVE EFFORT.

IN ADDITION TO THE PARKS DEPARTMENT, THERE WERE NINE OTHER, UH, DEPARTMENTS THAT COULD PARTICIPATE IN, UH, THE RENEWAL OF THIS, THIS, UH, PLAN IN THIS PARK.

SO, HERE WE ARE, 30 YEARS LATER.

UM, WE'RE ABOUT TO DELIVER THE RENEWAL FOR THIS AREA.

I LOVE TO KEEP SAYING THAT WORD BECAUSE IT'S, IT'S UPLIFTING AND I THINK WE, WE NEED SOME UPLIFTING THESE DAYS.

UM, YOU, UH, THERE WILL, IT WILL INCLUDE, UH, SITE PREPARATION INFRASTRUCTURE.

I'LL HIGHLIGHT SOME OF THE IMPROVEMENTS IN THE PARK AND SOME AMENITIES THAT ARE COMING TO IT TO INCLUDE AN ATHLETIC FIELD, UH, SPORTS FIELD LIGHTING WITH THAT FIELD, A LARGE PICNIC PAVILION.

UM, WE'RE, WE WERE ESPECIALLY, UM, UM, INTERESTED IN MAKING SURE THAT THE, THE SIDEWALKS METHOD T STANDARDS, UH, SAME SIDEWALKS ON THE PERIMETER WHERE THE SIDEWALKS, UH, UH, IMPROVEMENTS WILL TAKE PLACE, AS WELL AS, UH, APPROPRIATE PEDESTRIAN LIGHTING ALONG CEDAR CREST.

UM, AND KEYS, THERE'S THE FUNDING BREAKDOWN.

OF COURSE, TOTAL PROJECT COSTS OR CONSTRUCTION COSTS ARE A LITTLE OVER $8 MILLION.

UH, THAT INCLUDES, UH, MONIES FROM THE EQUITY FUND, OBVIOUSLY OUR INFRASTRUCTURE INVESTMENT FUND AND THAT GENEROUS DONATION FROM MR. PARISH.

THE CONSTRUCTION WILL BEGIN, UH, NEXT MONTH IN 2025.

AND IT'S SLATED TO BE COMPLETED, UH, IN DECEMBER.

OKAY.

AND AGAIN, THIS IS, UM, THAT WAS PHASE ONE IMPROVEMENTS.

SO WHAT WE ARE HERE TODAY, UH, ABOUT IS PHASE TWO AND THE REQUEST FOR DISTRICT TO DISTRICT FUNDING.

AGAIN, FOR THE CONCEPTUAL SITE PLAN, DEVELOPMENT AND PLANNING.

UM, THE CITY IS INTENDING TO INVEST ANOTHER $10 MILLION IN THE PROJECT, UH, IN, I'M SORRY, IN THE PARK, UM, WITH 2024 BOND FUNDS.

THE VISION FOR THIS NEXT PHASE IS AN ATHLETIC COMPLEX, UH, TO SERVE THE REGIONAL, THE REGION, UH, WITH REGIONAL, UH, REGIONAL TOURNAMENT FACILITY, AND TO DRAW ECONOMIC DEVELOPMENT OPPORTUNITIES.

UM, OBVIOUSLY, UH, HEALTH AND WELLNESS ARE THE PRIORITIES.

SO A SIGNATURE HEALTH AND UH, WELLNESS FACILITY TO COMPLIMENT THE ATHLETIC, UH, COMPLEX IS SIGNIFICANT.

EXTERNAL PARTNERS WILL BE SOUGHT FOR THIS NEXT PHASE.

AND AGAIN, I'LL GO BACK TO THE REQUEST THAT FOR TODAY'S REQUEST OF T FUNDING WOULD GO TOWARDS THE CONCEPTUAL SITE PLAN, DEVELOPMENT AND PLANNING FOR THE POTENTIAL

ATHLETIC COMPLEX AND THE HEALTH AND WELLNESS FACILITY.

THE SPECIFIC FUNDING REQUEST, AGAIN, IS $300,000.

FOR PHASE TWO.

UH, AGAIN, PARKS WOULD BE THE LEAD DEPARTMENT, UM, AND THEY WOULD SEEK A SUPPLEMENTAL AGREEMENT WITH THE FIRM THAT'S, UH, OVERSEEING DESIGN CONSTRUCTION ANYWAY, DOWN, AWAY AND ASSOCIATES.

A BREAKDOWN OF WHAT'S CURRENTLY, UH, IN THE CEDAR CREST SUB-DISTRICT.

THE AVAILABLE FUNDING, UM, ROUGHLY $650,000.

THAT'S UNENCUMBERED WITH THIS PENDING REQUEST, UH, MINUS 300,000.

THAT WOULD LEAVE ROUGHLY ALMOST 350,000 AS A REMAINING.

OBVIOUSLY, THE RECOMMENDATION IS TO APPROVE AND FORWARD A RECOMMENDATION TO THE CITY COUNCIL FOR AN AMOUNT NOT TO EXCEED $3,000 FOR DESIGN CONSULTANT SERVICES, UH, FOR PHASE TWO OF ROLAND G PARISH PARK.

UM, IT'S OWNED BY THE CUBAN COMPANIES.

UNFORTUNATELY, THAT PROJECT DID NOT GO FORWARD.

UM, AS RECENTLY AS A FEW MONTHS AGO, WE REACHED OUT TO, UH, MARK CUBAN'S OFFICE TO FIND OUT IF THEY HAVE ANY PLANS TO GO FORWARD.

WE WERE TOLD THAT THIS TIME THEY HAVE NO PLANS TO DEVELOP THE PROPERTY, IT'S PRIVATE PROPERTY.

SO WE HAVE NO WAY TO, TO FORCE THEM TO DO ANYTHING WITH THE PROPERTY.

BUT BECAUSE THAT DEVELOPMENT NEVER WENT FORWARD, THE CEDAR CREST SUBDISTRICT HASN'T REALLY SEEN ACTIVITY.

UM, SO THERE HASN'T BEEN DEVELOPMENT TO GENERATE A LOT OF REVENUE.

UM, SO THE REVENUE THAT HAS BEEN GENERATED IN THAT SUBDISTRICT HAS LARGELY JUST BEEN SOME PROPERTY APPRECIATION.

SO PART OF WHY WE BROUGHT THIS FORWARD IS IT WAS AN OPPORTUNITY TO DO SOMETHING POSITIVE IN THE AREA WITH THE LITTLE BIT OF FUNDING AVAILABLE.

UM, WE HAVE NOT, WE'VE HAD A NUMBER OF MEETINGS AND CONVERSATIONS WITH MR. KING OVER THE YEARS.

THERE HAS NOT BEEN ANY OTHER SPECIFIC PROJECTS IDENTIFIED THAT COULD BE, YOU KNOW, DEPLOYED WITH A SMALL AMOUNT OF FUNDING TO DATE.

UM, AND IN TERMS OF THE, THE COMMENTS ABOUT STATE REPRESENTATION, WE HAVE A, A CITY ATTORNEY ON THE LINE, BUT WE'VE SPOKEN WITH THEM AND THERE'S, THERE'S A COUPLE OF DIFFERENT PARTS TO STATE LAW.

UM, STATE REPRESENTATIVES ARE ONLY, UM, ONLY PARTICIPATE AS BOARD MEMBERS ON TIP DISTRICTS THAT WERE CREATED BY PROPERTY OWNER PETITION.

UM, THIS TOD TIP DIS WAS A CITY INITIATED TIP DISTRICT.

WE ONLY HAVE TWO TIP DISTRICTS THAT WERE CREATED BY PROPERTY OWNER PETITION.

THE VAST MAJORITY OF OUR TIP DISTRICTS WERE CITY INITIATED.

SO THE STATE REPRESENTATIVE SLOTS ARE NOT APPLICABLE, UM, TO THIS TIP DISTRICT.

WHAT, WHAT I, WHAT I'M UNCLEAR OF, 'CAUSE I I HAD A HARD TIME HEARING WAS WHY THE OPPOSITION GENERALLY.

AND, AND I, I DON'T, I I DIDN'T HEAR HIS, UH, SIR, YOUR NAME EITHER, SO I APOLOGIZE, BUT I, I DON'T UNDERSTAND THE, THE OPPOSITION.

AT THE TIME, THERE WAS DISCUSSIONS ABOUT IF IT WOULD BE SUITABLE FOR, UH, A FUTURE POLICE ACADEMY OR RELATED FACILITIES, AND LATER DETERMINED THAT IT WAS NOT SUITABLE FOR THAT, BUT POTENTIALLY SUITABLE FOR A FUTURE PARK.

THE, UH, PARK AND RECREATION DEPARTMENT ENGAGED BETWEEN 2021 AND 2023 IN THE PROFESSIONAL SERVICES AND DUE DILIGENCE, UH, OF, UH, CONCEPTUAL SITE PLANNING AND DESIGN FOR PHASE ONE.

AND OF COURSE, IN, UH, 2003 AS INDICATED, UM, THE CITY COUNCIL SPEC, UH, AUTHORIZED THE USE OF THE LAND TO INCLUDE A FUTURE SPECIFICALLY.
