THE, UM, CONDITIONED WITH THE ABILITY OF STAFF TO MAKE MINOR CHANGES TO THE DOCUMENT.

UM, IF IT IS A COMMON YEAR, A PERIOD THERE OR A REWORDED SENTENCE, WE ASK THAT YOU GIVE US THE ABILITY TO DO THAT AS THIS REPORT IS ACTUALLY STILL MAKING ITS WAY THROUGH OUR EXECUTIVE APPROVAL OR REVIEW PROCESS.

THE CYBER WATER TIP DISTRICT WAS ORIGINALLY CREATED IN 2010 OR DECEMBER OF 2010.

UM, AT THAT TIME, THE CITY OF DALLAS AND DALLAS COUNTY ARE THE TWO PARTICIPATING JURISDICTIONS, AND THEY STILL ARE THE TWO PARTICIPATING JURISDICTIONS.

THE CITY PARTICIPATE AT A RATE OF 85% AND THE COUNTY AT 55%.

IN 2015, THE TIF DISTRICT WAS AMENDED TO REMOVE ABOUT 28 ACRES ON THE NORTH END OF THE TIF DISTRICT, AND, UM, TO KIND OF SPELL OUT THE ACTUAL PROJECTS THAT WILL BE FUNDED AND ACCOMPLISHED THROUGH THE TEMP DISTRICT.

AND SO, UM, THOSE PROJECTS AND THE BUDGET CORRESPONDED THE, THE BUDGET WAS REDUCED TO, UM, REDUCED TO ACCOMMODATE THE FACT THAT WE DIDN'T ANTICIPATE ANY ADDITIONAL PRIVATE, UM, APPLICATIONS, PRIVATE DEVELOPMENT APPLICATIONS IN THIS AREA AFTER THE INITIAL FOOD PROJECTS THAT WERE SPENT.

AND ADDITIONALLY, ONE OF THE ITEMS THAT WAS ON THE TO-DO LIST IN THIS KIND OF MINIMIZED OR REDUCED, UH, BUDGET WAS TO COMPLETE THE PUBLIC, UH, FIRE STATION OR THE PUBLIC SAFETY BUILDING, WHICH INCLUDED A FIRE STATION AND, UH, DPD SPACE.

AND THAT HAS BEEN DONE AS WELL.

AND YOU'LL SEE THAT ON PAGE SIX WITH OUR TIF DISTRICT PROJECT CHART.

UM, THE PROJECTS THAT WE FUNDED OR PROVIDED ASSISTANCE TO WITHIN THE TIF DISTRICT HAVE LEVERAGED A VALUE OF OVER 191 MILLION.

UM, THE TIF ASSISTANCE PROVIDED WAS JUST OVER 28 MILLION.

SO YOU'RE LOOKING AT A POTENTIALLY ONE TO SEVEN RETURN ON PRIVATE DOLLARS OVER EVERY, UH, PUBLIC DOLLAR THAT WAS FIT

IN INCENTIVE.

THE INCREASE IN VALUE WAS ABOUT $7.

AND DEVELOPMENT IN THIS DISTRICT INCLUDED 108 HUNDRED 14 RESIDENTIAL UNITS AND THE PUBLIC SAFETY SAFETY BUILDING THAT I MENTIONED A WHILE AGO, A FEW MINUTES BACK.

THE SECOND PORTION OF THIS CHART IS A LIST OF PROJECTS THAT HAVE OCCURRED THE DISTRICT WITHOUT ANY A SENTENCE, WHICH, UM, THAT'S BEEN QUITE A FEW, ALMOST DOUBLING THOSE THAT HAVE ASKED FOR.

SO DEVELOPMENT WITHIN THIS TIP DISTRICT, BOTH THOSE SUPPORTED BY TIP FUNDS AND THOSE DONE WITHOUT ANY SUPPORT, HAS LEVERAGED THE DEVELOPMENT OF 3,471 RESIDENTIAL UNITS, 3.6 MILLION SQUARE FEET OF OFFICE SPACE, 35,000 SQUARE FEET OF RETAIL AND 16,800 SQUARE FEET OF PUBLIC, PUBLIC, UH, SAFETY BUILDING.

MIXED INCOME HOUSING IS A, A REQUIREMENT FOR ALL OF OUR DISTRICTS.

ANY RESIDENTIAL PROJECT THAT IS SEEKING OR IS SEEKING AND AWARDED TIF ASSISTANCE IS REQUIRED TO PROVIDE 20% OF THOSE UNITS AT OR BELOW 80% OF THE A MI FOR THEIR RENTERS, PROSPECTIVE RENTERS.

AND SO OF THE 814 RESIDENTIAL UNITS THAT HAVE BEEN CREATED THROUGH THE SUPPORT OF TIF DISTRICT FUNDING, 163 OF THOSE OR 20% HAVE BEEN SET ASIDE AS SUPPORT.

THE NEXT SECTION OF THE REPORT IS OUR VALUE AND INCREMENT REVENUE SUMMARY.

AND THIS JUST CAPTURES THE, THE HEALTH OF THE TIF DISTRICT.

UM, WHEN IT WAS CREATED IN 2010, THE BASE YEAR VALUE WAS $71,437.

THE 2024 CERTIFIED TACTICAL VALUE FOR THE DISTRICT IS A LITTLE OVER 1.2 BILLION AT THIS TIME, WHICH IS A 1.2 BILLION INCREASE OVER THE BASE YEAR VALUE.

IT'S ALSO A 84, ALMOST 85 MILLION INCREASE OVER LAST YEAR'S VALUE.

SO THIS INCREASE IN VALUE WILL RESULT IN THE COLLECTION IN 2025 OF 8,751,894 REVENUE FOR THE TIF DISTRICT.

OF THAT INCREMENT, 7.3 MILLION IS CONTRIBUTED BY THE CITY AND 1.4 MILLION IS CONTRIBUTED BY, UH, DALLAS COUNTY.

THE PROJECT PLAN AND REINVESTMENT ZONE FINANCING PLAN FOR THIS TIP DISTRICT LAID OUT SOME GOALS AND OBJECTIVES OF THE TIF DISTRICT.

AS I MENTIONED IN 2015, UM, THOSE GOALS WERE AMENDED TO REFLECT THE, UH, REDUCED CAPACITY WITHIN THE TIP DISTRICT'S BUDGET TO SUPPORT PROJECTS.

AND SO ONE OF THE REMAINING GOALS IS TO CREATE 1.5 BILLION IN NEW PRIVATE INVESTMENT IN PROJECTS, OR ACTUALLY IS TO CREATE A ADDITIONAL TAXABLE VALUE WITHIN THIS DISTRICT AS A RESULT OF PRIVATE DEVELOPMENT TO THE TUNE OF 1.5 BILLION OVER 30 YEAR LIFE.

UM, CURRENTLY THE DISTRICT TESTING AN INCREASE IN VALUE OF APPROXIMATELY 1.2 BILLION, WHICH IS 81% OF THE AMENDED GOAL.

ANOTHER GOAL FOR THE TIF DISTRICT IS TO ATTRACT NEW PRIVATE DEVELOPMENT, UM, INCLUDING NEW RESIDENTIAL, NEW COMMERCIAL SPACE, NEW PEDESTRIAN ORIENTED RETAIL SPACE AND ONSITE JOBS.

SO AS IT RELATES TO RESIDENTIAL UNITS, UM, THE GOAL WAS TO CREATE 10,000 NEW RESIDENTIAL UNITS.

TO DATE, 3,471 RESIDENTIAL UNITS HAVE BEEN COMPLETED, WHICH IS ABOUT 35% OF THAT HOUSING GOAL.

UM, FOR THE OFFICE SPACE, THE GOAL WAS TO CREATE 4 MILLION SQUARE FEET OF COMMERCIAL OFFICE SPACE.

UM, ACTUALLY 4.1 MILLION OF OFFICE SPACE HAS BEEN COMPLETED FOR PLAN FEE.

THERE'S AN EDIT RIGHT THERE, WHICH IS, UM, MORE THAN 100% OF THE COMMERCIAL SPACE GOAL.

UM, FOR THE PEDESTRIAN ORIENTED RETAIL, 35,000 SQUARE FEET HAS BEEN CREATED.

THE GOAL, UM, WAS 150,000 SQUARE FEET, WHICH IS 23% OF THE GOAL.

AND THEN LASTLY, UM, THERE WAS A GOLD TO CREATE 9,000 ONSITE JOBS.

AND TO DATE, UM, THERE ARE 19,555 ONSITE JOBS TO, IN THE TIFF DISTRICT, MORE THAN DOUBLING THE GOAL.

CAN I ASK ON THAT NUMBER OF THAT, UH, PEOPLE WHO

ARE SPECIFICALLY WORKING IN, UM, THE OFFICE BUILDINGS THAT ARE THERE? YES.

AND AS OF THE END OF FISCAL YEAR 20 23, 20 24, 40 1 MILLION IN 10TH DISTRICT REVENUE HAS BEEN GENERATED, WHICH REPRESENTS 80% OF THE GOAL.

UM, THE MEETING WAS VERY WELL ATTENDED.

UH, ALSO BELOW THAT ARE A COUPLE OF COUNCIL ITEMS THAT WERE APPROVED THAT RELATES TO THE, THE, UH, CYPRESS WATERS TIP DISTRICT, INCLUDING LAST YEAR'S ANNUAL.

THE NEXT PAGE IS OUR BUDGETED SPENDING STATUS.

AND WHAT THIS CHART TELLS US IS THE CAPACITY THAT THE TIF DISTRICT HAS TO SUPPORT ADDITIONAL PROJECTS, IF ANY, WITHIN THE TIP DISTRICT.

AND SO CURRENTLY THE TIP BUDGET OF JUST OVER 51 MILLION OF THAT 32 MILLION HAS BEEN ALLOCATED TO THE TWO, UM, PRIVATE DEVELOPMENT PROJECTS THAT OCCURRED VERY EARLY ON IN THE TIF DISTRICT.

AND THE CYBERS WATERS PUBLIC SAFETY BUILDING IS ALSO INCLUDED IN THAT NUMBER.

AND SO THAT LEAVES US WITH, UM, ABOUT 18.6 MILLION IN BUDGET CAPACITY TO SUPPORT ADDITIONAL PROJECTS.

MWBE PARTICIPATION.

UM, ALL OF OUR 10 DISTRICTS REQUIRE MWBE PARTICIPATION, SPECIFICALLY 32% OF CONSTRUCTION COSTS SHOULD BE CONTRACTED WITH THOSE, UM, GROUPS THAT WITH MINORITY AND OR WOMEN OWNED BUSINESSES TO PERFORM THE WORK.

UM, THIS GOAL WAS CHANGED IN FISCAL YEAR 20 20, 20 21.

AND SO THE ONLY PROJECT THAT WAS REQUIRED TO MEET 32, UH, PERCENT PARTICIPATION GOAL WAS THE CYPRESS WATERS PUBLIC SAFETY BUILDING, WHICH THEY CAME IN AT 47%.

BUT, UM, IN GENERAL, IF YOU AVERAGE OF THE PARTICIPATION WITHIN THE THREE PROJECTS, WE'RE RIGHT AT 30%.

ANY NEW PROJECT WILL HAVE TO MEET THAT 32% PARTICIPATION GOAL.

AND THEN LASTLY, AND MOST IMPORTANTLY, UM, ANALYZING AND PRESENT TO THE TIF FLORIDA CITY COUNCIL WITH AMENDMENT AND EXPANSION OF THIS TIF DISTRICT TO CREATE A NEW SUB DISTRICT THAT WILL WOULD BE CALLED HENSLEY FIELD AND SUPPORT REDEVELOPMENT OF THAT 738 ACRES, CITY OWNED PROPERTY IN DALLAS.

THIS WAS A RECOMMENDATION OF THE HINSEY FIELD MASTER PLAN THAT WAS ADOPTED BY THE CITY COUNCIL IN 2022.

UM, AND WE DO ANTICIPATE, UH, GETTING THAT DONE BY THE END OF THE SECOND QUARTER THIS YEAR.

SO YOU CAN ANTICIPATE THERE BEING, UH, ANOTHER MEETING COMING UP.

JUST A QUICK QUESTION REGARDING THE HENSLEY FIELD SUBDISTRICT.

UH, WAS ANY CONSIDERATION GIVING IT TO MAKING ITS OWN TIFF AND WHY THE CYPRUS WATERS TIFF AS AN EXPANSION AND NOT ANY OTHER TIFF? THE CYPRUS WATERS TIFF IS

SIMILAR TO WHAT IS OUT IN, UM, HELEY FIELD IN THAT IT IS A OPEN PROPERTY WITH A LAKE.

UM, CYPRESS WATERS, AS YOU REMEMBER, WAS JUST OPEN PROPERTY WITH A LAKE.

UM, BOTH I THINK WERE USED FOR COOLING AND FOR, UM, VARIOUS PLANTS IN THE AREA, BOTH IN CYPRESS WATERS AND IN THE LEY FIELD AREA.

AND WHY WE WOULDN'T, UM, JUST CREATE A NEW TIP IS BECAUSE, UM, TIPS TYPICALLY TYPICALLY TAKE ABOUT FIVE TO 10 YEARS TO GENERATE, GENERATE MEANINGFUL INCREMENT.

AND SO THE INFRASTRUCTURE NEED IS SO GREAT AND HENLY FEEL THAT WE WOULD NEED TO TRY TO PRIME THE PUMP AND HAVE SOME FUNDS COMING IN SO THAT WE CAN AT LEAST GET THE, THE AREA TO A STATE WHERE IT'S EVEN DEVELOPABLE, WHERE A DEVELOPER CAN LOOK AT IT AND SEE A VISION.

AT THIS POINT, THE UTILITIES NEED TO BE REPLACED COMPLETELY.

UM, WE ALL KNOW THAT THE, UH, REMEDIATION, ENVIRONMENTAL REMEDIATION GOING ON BY THE NAVY.

AND SO THE, THE NEEDS FOR INFRASTRUCTURE STREETS, WATER WASTEWATER ARE HUGE.

AND THIS WOULD BE A GREAT SOURCE OF FUNDS THAT WE WOULDN'T HAVE TO TAP INTO THE CITY'S GENERAL FUND.

WE WOULDN'T HAVE TO TAP INTO A FUTURE BOND ELECTION, BUT WE COULD USE THE INCREMENT THAT'S GENERALLY, THAT'S ALREADY BEING GENERATED IN CYPRUS WATERS TO SUPPORT REDEVELOPMENT IN SOUTHERN DALLAS.

AND MORE IMPORTANTLY, THERE AREN'T, AND WE DON'T ANTICIPATE ANY MORE MAJOR DEVELOPMENT PROJECTS COMING THROUGH IN THE CYPRUS WATERS PROPER AREA.

SO IT'S EITHER SHUT IT DOWN AND LET IT GO TO THE GENERAL FUND AND THEN IT GOES, WHO, WHO KNOWS WHERE, OR WE CAN PROVIDE A SOURCE TO TAKE CARE OF SOME INFRASTRUCTURE IMPROVEMENTS THAT WE KNOW THE CITY WILL HAVE TO MAKE AS OPPOSED TO THE GENERAL.

AND SO, UM, THERE IS THE ABILITY TO USE THAT COMMUNITY SPACE, BUT IT'S NOT BIG.

IT IS MORE FOR MAYBE IF UM, THERE WANTED TO BE A VOTE IN PRECINCT IN IN CYPRUS WATERS THAT THEY COULD USE THAT SPACE.

BUT, UM, NOT REALLY SURE WHERE A LIBRARY OR A COMMUNITY CENTER RACE ON THE LIBRARY DEPARTMENT NEEDS ASSESSMENT OR THE PARK AND REC NEEDS ASSESSMENT.
