AND TO PRESENT CITY COUNCIL WITH APPROPRIATE BUDGET AMENDMENTS.
I'M GOING TO JUST START OFF BY INTRODUCING THIS ITEM, WHICH IS AN ACTION ITEM.
I'VE ALSO HAD POLICE OFFICERS ASKING US TO HIRE MORE POLICE OFFICERS BECAUSE IT MAKES A SAFER ENVIRONMENT FOR THEM AND ALLOWS THEM TO WORK LESS, REQUIRED OVERTIME, AND TAKE THEIR EARNED TIME OFF FROM A VERY STRESSFUL JOB.
I LIKE TO GO THROUGH THE THROUGH THE TIMELINE OF HOW WE GOT HERE TO CONSIDER THIS RESOLUTION.
AND I'M JUST GOING TO START BY SHARING THAT IN 2021, WE HAD 3690 POLICE OFFICERS WITH A POPULATION IN DALLAS OF 1.223 MILLION. OUR DASHBOARD TODAY SAYS WE HAVE 3168 POLICE OFFICERS WITH A POPULATION OF 1.356. SO THAT'S 133,000 INCREASE IN POPULATION AND A DECREASE OF 522 OFFICERS. I WAS APPOINTED PUBLIC SAFETY CHAIR IN AUGUST OF 2023 AND SINCE THEN WE'VE HAD RECRUITING AND RETENTION AS THE VERY FIRST AGENDA ITEM.
EACH MONTH I'VE TRAVELED WITH DPD TO UNDERSTAND THE RECRUITING PROCESS.
I'M SORRY. THE SUCCESSFUL RETENTION BONUS PROGRAM HAS NOW EXPIRED.
IT SERVED OUR LONGEST SERVING OFFICERS AND IT WORKED BECAUSE I'M TOLD WE ONLY HAD THREE OFFICERS THAT LEFT DURING THAT PERIOD WHEN THERE WERE 100 THAT WERE PART OF THE PROGRAM. PERHAPS WE NEED TO CONSIDER ANOTHER ROUND OF THIS PROGRAM.
THIS FISCAL YEAR. WE'VE ADDED A REFERRAL AND RETENTION RECRUITING BONUS.
WE'VE ALLOWED TATTOOS, FACIAL HAIR, WE ADDED A SICK LEAVE BUYBACK PROGRAM, AND WE'RE PILOTING A TEN FOR SCHEDULE SYSTEM THAT SEEMS TO BE PREFERRED BY THE PATROL OFFICERS, ALLOWING THEM TO HAVE A WEEKDAY OFF.
AUGUST 2024 WE CERTIFIED THE VOTER INITIATED PROPOSITION, INCLUDING THE DALLAS HERO PROP U, WHICH HAD VERIFIED SIGNATURES OF MORE THAN 10% OF REGISTERED VOTERS IN DALLAS.
WE HEARD FROM FORMER POLICE CHIEF EDDIE GARCIA, WHO SAID ON THE RECORD, QUOTE, HE WANTED THE POLICE FORCE TO RETURN TO THE PREVIOUS STAFFING LEVEL OF 3600. END QUOTE. SEPTEMBER 2024.
WE PASSED OUR FISCAL YEAR 25 BUDGET WITH A GOAL TO HIRE 250 OFFICERS AND INCLUDED DISCUSSION.
WE WOULD HIRE MORE IF POSSIBLE, AGAIN IN SEPTEMBER, FORMER POLICE CHIEF GARCIA CONFIRMED ON CAMERA THAT WE SHOULD RETURN TO A STAFFING LEVEL OF 3600 AND THEN EVALUATE OUR NEEDS. IN OCTOBER OF 2024, AT THE PUBLIC SAFETY COMMITTEE MEETING,

WE DISCUSSED INCREASING THAT GOAL ABOVE 250, ESPECIALLY AS WE LEARNED THAT 20% OF THE NEW RECRUITS DON'T MAKE IT THROUGH THE ACADEMY, AND THEN ANOTHER 20% DON'T MAKE IT THROUGH FIELD TRAINING, MEANING WE HAVE TO HIRE AN ADDITIONAL 40% TO GET THE 250 OFFICERS WE NEED. IN NOVEMBER 2024, RESIDENTS PASSED PROPOSITION U, CALLING FOR AN ADDITIONAL NEARLY 900 OFFICERS PAY THAT WAS COMPETITIVE IN THE TOP FIVE OF THE METROPLEX AND A FORMULA PAYMENT TO THE POLICE FIRE PENSION FUND.IN DECEMBER 2024, WE HAD SCHEDULED A SPECIAL CALLED MEETING TO DISCUSS THE IMPACT OF PROPOSITION U.
BUT THE CITY ASKED INSTEAD, COULD THEY PUT OUT A STATEMENT? AND SO I CANCELED THAT MEETING AND AWAITED THE PUBLIC STATEMENT IN JANUARY.
IT WAS RELEASED LATE IN MID TO LATE DECEMBER.
IN JANUARY 2025, THAT STATEMENT WAS AN AGENDA ITEM AT THE PUBLIC SAFETY COMMITTEE MEETING, AND THE PUBLIC LEARNED THAT THE CITY BELIEVES IT'S IN COMPLIANCE WITH PROP U BY CONTINUING THE CURRENT PENSION PAYMENT, WITH NO ADDITIONAL HIRING OR PAY CHANGES NEEDED.
AT THAT TIME, I CONFIRMED THAT WE WOULD HAVE THIS RESOLUTION ON TODAY'S MEETING.
AT JANUARY'S GPFM MEETING, WHICH IS OUR BUDGET COMMITTEE, WE SAW THE BUDGET DIRECTOR, JEANETTE WEEDEN, OUR CFO, JACK IRELAND, BOTH EXPRESS RECOMMENDATIONS OF THE CITY MANAGER'S OFFICE TO ADVANCE A BUDGET AMENDMENT TO REPROGRAM $7.7 MILLION OF ARPA FUNDS TO SUPPORT AN INCREASE OF HIRING OF POLICE OFFICERS.
WITHIN THE LAST WEEK, CHIEF IGO SAID IN AN INTERVIEW WITH NBC THAT THE DEPARTMENT, QUOTE IS ON TRACK TO BE ABLE TO HIRE AT LEAST 300 AND COULD RAMP UP TO 400, END QUOTE. WE ALSO HAD A FULL COUNCIL BRIEFING ABOUT OUR RESIDENTS SURVEY, WHERE OUR RESIDENTS RATED POLICE SERVICES HARSHLY.
11% RATED OUR POLICING SERVICES AS EXCELLENT, 27% SAID GOOD, 31% SAID FAIR AND ANOTHER 31% SAID POOR. 52% OF RESIDENTS SAID CRIME IS A MAJOR PROBLEM AND 51% SAID DRUGS WERE A MAJOR PROBLEM. RESIDENTS RATED THEIR SATISFACTION WITH POLICE SERVICES 5% LOWER THAN OTHER LARGE CITIES.
WHAT'S REALLY SURPRISING IS THAT THESE RATINGS ARE AT THE SAME TIME THAT DPD HAS, FOR THE LAST FOR FOUR YEARS, CONSECUTIVELY REDUCED CRIME, INCLUDING 26% REDUCTION IN MURDERS LAST YEAR.
SO IT COULD LEAD ONE TO ASK WHY? BUT IT'S ACTUALLY EASY TO UNDERSTAND PEOPLE'S FRUSTRATION BECAUSE RESPONSE TIMES ARE UP SIGNIFICANTLY ACROSS THE CITY FOR PRIORITY TWO, THREE AND FOUR CALLS.
PEOPLE DON'T SEE OFFICERS PATROLLING THE STREETS OR MAKING TRAFFIC STOPS.
WE SIMPLY DO NOT HAVE ENOUGH OFFICERS AND WE'RE OVERWORKING THE OFFICERS WE HAVE.
SINCE I'VE BEEN CHAIR OF PUBLIC SAFETY. RECRUITING AND RETENTION HAS BEEN THE FIRST AGENDA ITEM OF EVERY MEETING BECAUSE IT IS THE MOST IMPORTANT THING FOR OUR ENTIRE CITY. IN THE CASE OF DPD, LAST FISCAL YEAR WAS THE FIRST TIME I CAN REMEMBER THAT THEY MET THE HIRING GOAL AND THEY EXCEEDED IT BY THREE ON THE LAST WEEK OF THE FISCAL YEAR.
THAT'S EXCELLENT WORK. SO TO RECAP, YOU HAVE A FORMER POLICE CHIEF, AN INTERIM POLICE CHIEF, BOTH TELLING US WE NEED MORE OFFICERS. YOU HAVE THE RESIDENTS UNSATISFIED WITH POLICE RESPONSE, TELLING US THIS THROUGH VOTING FOR PROPOSITION YOU AND THROUGH A VALIDATED SURVEY.

THEY DIRECTED US TO HIRE MORE POLICE. THAT'S WHY I VOTED AGAINST DROPPING THE 1988 ORDINANCE THAT CALLED FOR 3.1 OFFICERS TO EVERY 1000 RESIDENT. WE MUST BUDGET FOR WHAT OUR BOSSES ARE TELLING US IS THEIR TOP PRIORITY.
WE ARE DOING WE'RE DOING BETTER WHEN IT COMES TO STARTING PAY AND BONUSES.
OFFICERS CAN ALSO NOW SUPPORT TATTOOS AND FACIAL HAIR.
A HUGE CONGRATULATIONS TO DPD FOR HIRING 253 OFFICERS THIS LAST YEAR.
WE ARE HEADING IN THE RIGHT DIRECTION, BUT WE MUST SET THE BAR EVEN HIGHER.

AND SO THE TREND FOR US IS TO CONTINUE ON THAT PATH AND CONTINUE TO BUILD CAPACITY AND USE 300 AS THE FLOOR, OF COURSE, TO GO FORWARD. WE'VE GOT SOME CHALLENGES IN DIFFERENT AREAS THAT WE'RE WORKING THROUGH AS A CITY.
AND THE CITY MANAGER HAS ALSO CHAMPIONED US USING 300 AS THE FLOOR TO CONTINUE TO BUILD UP THE NUMBER OF OFFICERS IN THE CITY, TO GET TO WHERE WE FEEL THAT THE CHIEF FEELS THAT WE NEED WE NEED TO BE NOT ONLY FOR RESPONSE TIMES, BUT ALSO FOR THE HEALTH AND SAFETY OF OUR, OUR POLICE OFFICERS.
I REMEMBER MANY, MANY YEARS AGO WHEN MAYOR LEPPERT WAS HERE, THAT WE WERE TRYING TO HIRE MORE OFFICERS, WHICH WE DID EVERYTHING IN OUR POWER. AND TODAY WE'RE DOING THE SAME THING.
EVERYTHING IN OUR POWER TO MAKE SURE WE HAVE A SAFE CITY.
I DON'T THINK WE SHOULD HAVE A KNEE JERK REACTION TO DO 400 TODAY.

WITH LATERAL BONUSES, WE HAD THE RETENTION PROGRAM THAT WAS SUCCESSFUL, SICK PAY BUYOUT, REFERRALS.
THE SCHEDULING FAVORABILITY MAKING IT MORE ATTRACTIVE TO BE AN OFFICER AND ACKNOWLEDGING THAT YOU HAVE A LIFE TOO, AND THAT YOU NEED TO BALANCE BIRTHDAY PARTIES AND BASKETBALL GAMES WITH SERVING THE PUBLIC.
ONE OTHER THING THAT GAVE ME PAUSE ON THIS IS THAT WE'RE IN A POLICE CHIEF SEARCH, AND I THINK IF WE WANT THE MOST ROBUST POOL OF CANDIDATES, WE CAN GET TO IMPOSE A NUMBER THAT I WOULD LOVE TO SEE THAT OUR RESIDENTS WOULD LOVE TO SEE THAT THE DALLAS POLICE DEPARTMENT WOULD LOVE TO SEE.
BUT THIS JUST ISN'T A REALISTIC BAR IN 20 2425.
THAT MAY VERY WELL BE IN 26-27. TO DO THAT ARTIFICIALLY, I THINK, COULD HINDER US IN HAVING A REALLY MEANINGFUL SEARCH. AND SO IT'S FOR THAT REASON THAT I'D REALLY LIKE THE OPPORTUNITY TO TAKE SOME OF THE INCENTIVES THAT HAVE BEEN MAPPED OUT, AND SOME OF THEM HAVEN'T EVEN HAD TIME FOR THE GEARS TO LOCK YET, SO WE DON'T REALLY KNOW WHAT THEY'RE GOING TO YIELD.

THE ISSUE IS HAVING PEOPLE RAISE THEIR HAND AND SAY, I WANT TO PUT MY LIFE ON THE LINE EVERY DAY FOR ALL THE RESIDENTS OF DALLAS, TEXAS, AND I'M CALLED TO DO THAT. SO I THINK WE CAN GET THERE.
I WANT TO SEE HOW THE PROGRAMS WE'VE GOT WHAT THEY'RE GOING TO YIELD FOR US.

AND OUR FORECAST AS OF TODAY IS BETWEEN 280 AND 300.
AND WE DO THINK WE CAN HIT THAT 300. THE PROBLEM WITH RAISING THE GOAL PAST THAT IS WE HAVE TO HAVE THE STRUCTURE IN PLACE TO BE ABLE TO GET THOSE RECRUITS THROUGH THE TRAINING THAT'S NECESSARY.
THAT TAKES ADDITIONAL STAFF FROM OUR RECRUITING TEAM, WHO WILL HAVE TO GO THROUGH ADDITIONAL TRAINING TO TAKE STAFF FROM THE BACKGROUND TEAM, INCLUDING ADDITIONAL STAFF FROM OUR BASIC TRAINING TEAM TO SUPPORT THE ADDITIONAL CANDIDATES.
SO IT DOES INCLUDE TRAINING MORE OFFICERS WITH MORE STAFF IN THOSE AREAS.

AND EIGHT ARRESTS HAVE BEEN MADE FROM THOSE CREWS.

AN ADDITIONAL REQUIREMENT IS THAT A UAS PROGRAM MUST ALWAYS HAVE A VISUAL OBSERVER ATTACHED TO THEM.
THAT TRAINING IS ONLY AN EIGHT HOUR REQUIREMENT BY THE FAA.
CURRENTLY, THE DALLAS POLICE DEPARTMENT HAS 156 UAS PILOTS AND 186 VISUAL SERVERS.
NEXT SLIDE. HERE'S SOME OPERATIONAL REQUIREMENTS AS ENTITLED TO US BY THE REQUIRED TO US BY THE FAA.
ONE REQUIREMENT IS THAT WE MUST ALWAYS MAINTAIN IS THAT WE MUST FLY BELOW 400FT WHEN WE'RE OUTSIDE.

LAST THING IS, WE KNOW THAT THE FAA REQUIRES THAT OUR PILOTS AND OUR VOTES GO THROUGH, TRAINING EVERY TWO YEARS, AN ONLINE TRAINING.
