SO WE'RE JUST GONNA DO A HIGH LEVEL OVERVIEW. BUT IF YOU HAVE QUESTIONS, YOU KNOW, WE'LL, , UM, UNFORTUNATELY 3 21, WE STARTED WITH DALLAS REALTIME RAPID INITIATIVE, WHICH IS A $72 MILLION INITIATIVE. DON STAR SELLER HOMELESSNESS SYSTEM, UH, IN A NEW FULLY ALIGNED DIRECTION BY USING ARPA DOLLARS IN REGARDS DOLLARS, THAT ALLOWED US TO HOUSE OVER 2,700 PEOPLE IN UNDER TWO YEARS. UM, WE NOT ONLY EXCEEDED THAT GOAL, BUT WE PARLAYED THE ADDITIONAL INITIAL FEDERAL FUNDING INTO, UM, EVEN MORE FEDERAL FUNDING THAT IN THE GOAL SYSTEM IMPROVEMENT, WHICH THEN BRINGS US TO, UH, 2023 WHEN WE REBRANDED TO THE REAL TIME RETAILING INITIATIVE, MAINLY BECAUSE IT'S EASIER TO SAY, UM, BUT ALSO BECAUSE THAT ALLOWED US TO REALLY TRACK THE ENTIRE SYSTEM AND NOT JUST WHAT WAS TIED TO $72 MILLION INITIATIVE. THAT WAS AT PUBLIC PRIVATE DOLLARS STARTING IN 2021. WE ALSO THEN SAID, OKAY, WELL NOW WE'RE GONNA HOUSE OVER 6,000. WE KNOCKED THAT OUT OF THE WATER, UM, AND KEPT GOING. AND WHEN WE GOT TO 2024 AND OUR PICK COUNT POINT IN TIME, COUNT SHOWED A 24% REDUCTION. INAL LESSNESS, WE SAID, YOU KNOW, TALKING IN TERMS OF NUMBERS OF PEOPLE BEING HOUSED DOESN'T SEEM TO BE AS MEANINGFUL FOR THE PUBLIC. LET'S SWITCH TO PERCENTAGE OF THE REDUCTION OF UNSHELTERED HEALTH, UNSHELTERED BEING PEOPLE DIRECTLY DOWN THE STREET. AND SO BASED ON OUR CALCULATION, WE'VE SAID WE THINK WE CAN HOUSE 50 OR WE CAN REDUCE UNSHELTERED HOMELESSNESS BY 50% BY 2026. UM, AGAIN, THAT'S UNSHELTERED. SO YOU'RE SEEING THAT PEOPLE WHO ARE ARE SLEEPING ROUGH OUTSIDE, WERE VISIBLE. UM, AND THE STREET HOME INITIATIVE IS WHAT WE DO THAT TIME. YOU SEE THE STREET HOME INITIATIVE OVER THE SUMMER. SO THIS WOULD BE THE NEXT PHASE OF THE SAVE INITIATIVE. SO WE GO TO SLIDE FOUR, THIS IS JUST A LITTLE BIT MORE, UH, THIS IS THE ROOM DOCUMENT ONE. [00:10:02] OKAY. WELL, IN ANY CASE, UM, IT'S STILL NOT SURE WHAT THAT ONE IS, BUT, UH, IT'S STILL SHOWING YOU, UM, HOW WE GOT HERE. PAGES ONE AND TWO, YOU'VE GOT, UM, 72 MILLION IN THE, UH, DALLAS HOUSING INITIATIVES IN 20 21, 23. UM, AND THEN CITY OF DALLAS, DALLAS COUNTY, DALLAS HOUSING AUTHORITY, OTHER CITIES IN, UH, AND THEN YOU'VE GOT IN 2022 TO 2024, THE REALTIME INITIATIVE WAS ABOUT 11.8 BILLION. UH, ADDITIONAL POINTS ADDED. THAT WAS REALTIME REVENUE HOUSING AND THE PRIVATE SECTOR. RENITA, DO YOU WANT ME TO SEND IT TO YOU? YES, PLEASE. SEE HOW IT DOES THE SAME THING AS THAT ONE. SO JUST KEEP LOOKING AT THAT ONE. UM, I CAN ALSO SAY THAT, UM, WHEN YOU LOOK AT THE, BY THE NUMBERS OF WHAT WE HAD ACHIEVED EVEN BY 2024, UM, WE HAD INCREASED MONTHLY HOUSING PLACEMENTS IN 2023 COMPARED TO 2019 AT 30%, UH, 14% UNSHELTERED HOMELESSNESS IN 2022 TO 2330 2% REDUCTION FROM CHRONIC HOMELESSNESS BEING 2022 AND 2023, NO ATTACHMENT. GOT IT. GIVE ME A MOMENT. YES MA'AM. JUST THE NUMBER OF UNITS HELPED FIVE TIMES. SO THAT QUESTION ARE, THAT'S REFLECTION OF OUR ABILITY TO HAVE HOUSING LITERAL HAVE IS TO WORK WITH AND THREE, 4 MILLION IN NEW FUNDING. GREAT. SO MOVING FORWARD, OUR IMPACT AS YOU WANNA LOOK AT THAT AS A NATIONAL POINT IN TIME TOWN WE KNOW HAVE GONE UP HISTORICALLY, WHEREAS OUR DALLAS AND COLLEGE COUNTY POINT COUNTY CONTINUES TO GO IN INCRE. AND OF COURSE WE TALKED ABOUT BEFORE THAT IS BECAUSE WE ARE KEEPING PACE WITH AND EXCEEDING THE NUMBER OF PEOPLE WHO FALL INTO THE SYSTEM. UM, NOW THAT KEEP PACE WITH THE NUMBER OF PEOPLE COMING IN, DON'T STILL BE DOING GOOD WORK, WE STILL NEED THROUGH PROGRESS, BUT YOU WILL NOT SEE THE DECREASE BECAUSE THE PIPELINE IS EXCEED WHAT YOU ARE MOVING PEOPLE AND YOU'RE MOVING PEOPLE OUT PUBLIC. SO THAT'S, YOU KNOW, JUST SOMETHING TO BE AWARE OF. IT'S NOT AN INCLUSION THAT THIS WILL CONTINUE. A LOT OF IT HAS TO DO DIRECTLY CORREL THE INVESTMENT, THE SYSTEM AS A PUBLIC, AS PUBLIC PRIVATE ENTITY, NOT. UM, SO WE DID SEE THIS THIRD, THIRD LARGEST DECREASE IN THE COUNTRY. UM, WE OF COURSE WERE ONE OF SIX COMMUNITIES IN THE STATE OF CALIFORNIA IN THE INITIATIVE. WE, UH, EFFECTIVELY ENDED VETERAN HOMELESSNESS IN 24, AND WE'RE ONE OF THE TOP PERFORMING COMMUNITIES, WHICH OVER 44% INCREASE THE ANNUAL HOMELESSNESS FUNDED BETWEEN 20 20, 20 21 AND 2023. UM, SO GOING OVER THE NUMBERS, WHAT I'D LIKE TO DO IS HAND IT OFF TO SARAH TO TALK ABOUT WHAT'S NEXT. AND A LITTLE BIT OF ALL OF THIS SHOULD LOOK FAMILIAR TO YOU IN TERMS OF WHAT'S NEXT. THE PART THAT'S REALLY NEW IS FUNDING. SARAH, WE GO TO THE NEXT CALL. HI, GREAT TO BE WITH YOU ALL. AND I'M SORRY THAT I'M NOT IN HERE IN PERSON. AND WHAT WE HAVE LEARNED THAT I THINK IS IMPORTANT FOR US ALL TO UNDERSTAND IS THAT EVERY YEAR THERE ARE THOUSANDS OF NEW INDIVIDUALS AND FAMILIES BECOMING NEWLY HOMELESS. AND OUR JOB AS A COMMUNITY IS TO MEET THAT DEMAND QUICKLY BY MOVING PEOPLE OUT OF HOMELESSNESS AND INTO PERMANENT HOUSING AND INTO CARE. AND OUR ABILITY OVER THE COURSE OF THE YEAR TO MEET THAT NEED IS WHAT ALLOWS US TO AVOID BEING ONE OF THE COMMUNITIES THAT HAS A HUGE SPIKE IN HOMELESSNESS. MEANING A MUCH GREATER NUMBER OF PEOPLE LIVING OUTSIDE ON ANY GIVEN DAY. UM, SO AGAIN, THIS SHIFT IN BUSINESS, UM, IS, YOU KNOW, I I THINK WE TEND TO HEAR THIS PHILOSOPHICAL ARGUMENT ABOUT WHETHER OR NOT WE'RE USING A HOUSING FIRST APPROACH OR NOT. AND THIS IS NOT ABOUT WHETHER WE'RE USING A HOUSING FIRST APPROACH OR NOT. THIS IS SIMPLY SOLVING A MATH PROBLEM FROM YEAR TO YEAR. IF THERE ARE 7,000 NEW PEOPLE OVER THE COURSE OF THE YEAR THAT ARE COMING INTO HOMELESSNESS, THERE MUST BE 7,000 PEOPLE WHO MOVE INTO PERMANENT HOMES WITH CARE OR ELSE WE WILL SEE AN INCREASE IN HOMELESSNESS. AND SO AS A COMMUNITY, THAT'S SORT OF THE LEVEL OF ALIGNMENT THAT WE'VE BEEN ABLE TO SHIFT TO, WHICH IS BRING OUR DOLLARS TOGETHER, OUR FEDERAL DOLLARS, OUR CITY DOLLARS, OUR COUNTY DOLLARS, AND OUR PRIVATE DOLLARS TO, TO FILL THAT GAP AND TO MEET THAT ANNUAL DEMAND PRIOR TO 2021, I, I WISH I WOULD'VE PUT THAT GRAPH IN THE SLIDES, BUT I'LL BRING THAT BACK TO YOU NEXT TIME. PRIOR TO 2021, FROM 2015 TO 2021, WE, UM, WERE NOT ALIGNING OUR RESOURCES TO THOSE INTERVENTIONS IN THAT WAY, WHICH MEANT WE HAD WOEFULLY INADEQUATE, INADEQUATELY INVESTED IN PATHWAYS OUT OF HOMELESSNESS AND IN PATHWAYS BACK INTO PERMANENT HOUSING. SO FROM 2015 TO 2021, WE HAD A SITUATION WHERE WE BUILT TWO OVER 2000 UNITS OR BED SHELTER BEDS, WHICH WE STILL HAVE ON THE GROUND NOW. WE BUILT A LOT OF TRANSITIONAL HOUSING AND TEMPORARY SOLUTIONS. WE WERE INADEQUATELY INVESTING IN PATHWAYS OUT OF HOMELESSNESS. SO THAT'S A PHENOMENA WHERE OUR SHELTERS FILLED UP. WE HAD A LOT OF PEOPLE OVERFLOWING ONTO OUR STREETS DURING THAT TIME PERIOD, UNSHELTERED HOMELESSNESS TRIPLED. SO IT WASN'T UNTIL 2021 WHERE WE STARTED CREATING THESE PATHWAYS OUT OF HOMELESSNESS AND BACK INTO PERMANENT HOUSING THAT WE WERE ABLE TO JUST START TO TURN THE BATTLESHIP. YOU ALL KNOW WE HAVE A LONG WAY TO GO, RIGHT? BECAUSE WE WERE IN A CRISIS MODE TRIPLING OF UNSHELTERED HOMELESSNESS BETWEEN 2015 AND 2021 MEAN THAT WE HAVE LEFT A LOT OF PEOPLE OUT ON THE STREET, BEHIND A LOT OF VULNERABLE FOLKS STILL LIVING ON THE STREET. AND WE STILL HAVE A LOT MORE WORK TO DO. BUT THE, THE ESSENCE OF THIS IS WE CANNOT GO BACKWARDS THE MINUTE WE TAKE OUR FOOT OFF THE PEDAL. THIS IS NOT ABOUT HOUSING FIRST. THIS ISN'T A PHILOSOPHICAL ARGUMENT ABOUT WHICH APPROACH TO TAKE. IT'S REALLY A MATH PROBLEM. AND ULTIMATELY THERE'S ONE WAY TO SOLVE THE MATH PROBLEM, AND THAT'S THROUGH GETTING PEOPLE THE HOUSING THAT THEY NEED, BUT THE WRAPAROUND CARE THAT THEY NEED TO NOT FALL BACK INTO HOMELESSNESS. UM, SO SINCE 2021, WE, WE WERE ABLE TO START TURNING THE BATTLESHIP ON HOMELESSNESS. WE STARTED TARGETING VULNERABLE FOLKS AND WE SAW A 24% REDUCTION IN UNSHELTERED HOMELESSNESS. UM, AND WE ALSO ACKNOWLEDGE THAT WHEN WE THINK ABOUT VISIBLE HOMELESSNESS AND WE THINK ABOUT TARGETED AREAS AROUND OUR CITY WHERE WE HAVE VULNERABLE FOLKS WITH SUBSTANCE USE ISSUES, WITH MENTAL HEALTH ISSUES, WHO WE'VE LEFT BEHIND ON THE STREET. BUT THAT IS A DEMONSTRATION TO US THAT THAT'S UNACCEPTABLE AND WE HAVE A LOT MORE WORK TO DO. AND THAT'S WHAT STREET TO HOME IS. IT'S ANSWERING THE CALLS FROM COMMUNITY MEMBERS. IT'S ANSWERING THE CALLS FROM PEOPLE EXPERIENCING HOMELESSNESS. IT'S ANSWERING THE CALLS FROM OUR COMMUNITY MEMBERS TO REALLY MORE APPROPRIATELY LIVE INTO OUR VALUES AS A COMMUNITY AND TARGET STREET HOMELESSNESS AND RESOLVE STREET HOMELESSNESS, WHICH IS ALSO A WAY TO ADDRESS SOME OF THE CONCERNS AROUND PUBLIC HEALTH, UM, PUBLIC SAFETY AND REALLY WANTING TO, UM, PRIORITIZE THE PUBLIC SPACES IN OUR COMMUNITY AND MAKE SURE THAT WE DO NOT HAVE VULNERABLE FOLKS THAT ARE FORCED TO LIVE OUTSIDE IN THOSE AREAS. SO STREET TO HOME IS AN EXTENSION OF THE, SINCE 2021, UM, AND SORRY, I SEE MY CAMERA'S FROZEN THERE. IT IS REALLY PUTTING US ON A PATHWAY TO CONTINUE DRIVING DOWN OUR NUMBERS TO A 50% REDUCTION IN HOMELESSNESS. AND WE'RE DOING THAT THROUGH TWO REALLY CRITICAL INVESTMENTS. ONE IS WE ARE PRIORITIZING, UM, PUBLIC SPACES. AND AS Y'ALL KNOW, WE STARTED WITH THE DOWNTOWN AREA. AND WE ARE BRINGING REHOUSING ASSISTANCE AND NEW INTEGRATED BEHAVIORAL HEALTHCARE TEAMS AND STREET MEDICINE TEAMS AND OUTREACH TEAMS DIRECTLY ON SITE AT THESE LOCATIONS SO [00:20:01] THAT WE CAN SUPPORT PEOPLE TO CONNECT TO CARE IMMEDIATELY. AND THEN OVER A SIX TO EIGHT WEEK PROCESS CONNECT TO, UM, TO PERMANENT HOUSING SO THAT WE CAN MOVE PEOPLE OUT OF THAT LOCATION, RESOLVE THE ENCAMPMENT, AND THEN THROUGH AN EXTRAORDINARY PARTNERSHIP WITH THE CITY OF DALLAS AND DOWNTOWN DALLAS INC. ALSO MAKING SURE THAT WE ARE BRINGING IN A STRATEGY TO KEEP THOSE PUBLIC SPACES OPEN TO THE COMMUNITY AND NOT REPOPULATED WITH SLEEPERS. SO A CLOSURE MAINTENANCE STRATEGY. THE SECOND PART OF STREET TO HOME IS WE ALSO HAVE TO BE HOUSING PEOPLE OUT OF OUR SHELTERS AT A PACE THAT ALLOWS US TO FREE UP CAPACITY FOR THE NEXT PERSON THAT NEEDS THAT SHELTER BED. UM, THAT ALLOWS US TO IMMEDIATELY MORE THAN DOUBLE OUR SHELTER CAPACITY WHEN WE'RE EFFECTIVELY HOUSING PEOPLE OUT OF SHELTER AT AN ACCELERATED PACE. AND SO THAT MEANS THAT WHEN WE FIND SOMEONE DOWNTOWN, AFTER THOSE ENCAMPMENTS HAVE BEEN CLOSED, WE HAVE AN OPPORTUNITY TO TRANSPORT PEOPLE, PEOPLE TO THOSE FACILITIES AND THAT THERE'S SPACE AVAILABLE FOR THEM. SO IT'S A TWO PART STRATEGY. RESOLVE HOMELESSNESS AND PUBLIC SPACES. CONTINUE TO INVEST APPROPRIATELY IN OUR EXISTING SHELTER SYSTEM TO MAKE SURE THAT WE HAVE SHELTER SPACE AVAILABLE FOR OTHER UNSHELTERED FOLKS WHO NEED IT. NEXT SLIDE, PLEASE. AND JUST, YOU KNOW, YOU GUYS HAVE ALREADY HAD A BRIEFING ON THE FIRST PHASE ONE AND TWO DOWNTOWN. UM, HOWEVER, I JUST WANNA TELL YOU ABOUT A COUPLE OF THE LESSONS THAT WE LEARNED. WHAT WE LEARNED IS WHEN WE TARGET WHAT DOWNTOWN IS A VERY DYNAMIC AREA, AS YOU ALL KNOW, SOME OF YOU LIVE IN THE DOWNTOWN AREA. UM, AND THIS IS AN AREA WHERE WE HAVE PEOPLE NATURALLY COMING TO DOWNTOWN FOR DIFFERENT SERVICES. AND SO IT'S A DYNAMIC AREA. AND WHAT WE LEARNED IS WHEN WE TARGET ONE LOCATION DOWNTOWN, THAT CAN CREATE PRESSURE ON OTHER PARTS OF DOWNTOWN. MEANING IF WE DON'T ALLOW SLEEPING IN ONE AREA, WE MIGHT SEE MORE SLEEPING IN DIFFERENT PARTS OF DOWNTOWN OR INTO THE CEDARS. AND SO THAT WAS A GOOD LESSON LESSON FOR US, AND THAT'S WHY WE HAVE REALLY, UM, IT STARTED EMBARKING ON A PLAN OF WE'VE GOTTA TACKLE ALL OF DOWNTOWN, UM, AT ONE TIME AND THEN RADIATE, RADIATE OUT FROM THAT LOCATION SO THAT WE'RE SYSTEMATICALLY HITTING LOCATION AND LOCATION OUT FROM THAT AREA WITH THIS STREET TO HOME APPROACH, BOTH TARGETING ENCAMPMENTS AND HOUSING PEOPLE AND MAKING SURE THAT WE HAVE SPACE AND SHELTER FOR FOLKS. UM, AND SO THAT IS SORT OF OUR NEXT, UM, OUR NEXT, UM, BIG TASK IS RADIATING OUT FROM THAT DOWNTOWN, THOSE DOWNTOWN LOCATIONS. NEXT SLIDE PLEASE. UM, AND IT HAS TO BE THAT WAY TO MAKE SURE THAT THERE'S A BEHAVIOR CHANGE AND IT'S NOT A BEHAVIOR CHANGE. PEOPLE WHO YOU HAVEN'T SOLVED THE PROBLEM FOR, RIGHT? AND SO THIS REALLY IS THE PUSH THAT WILL ALLOW US TO DO THAT AND KEEP GOING. SO SARAH, I WAS GONNA HAND IT TO YOU AT THAT POINT. YEAH. OH, THE 30, THIS IS A $30 MILLION EFFORT. WE'VE BEEN, WE ANNOUNCED THIS, UH, INITIATIVE IN APRIL AND WE'VE BEEN ALIGNING THE PUBLIC AND PRIVATE DOLLARS TO THIS EFFORT SINCE THEN. UH, WE HAVE $10 MILLION THAT'S ALREADY BEEN SECURED BY THE FEDERAL GOVERNMENT AND WE'RE ALIGNING LOCAL, UM, LOCAL, PRIVATE AND PUBLIC DOLLARS. [00:25:02] AND THERE ARE, WHEN YOU LOOK AT THE WHOLE PACKAGE OF FUNDING THAT'S AVAILABLE, UM, THIS IS FUNDING THAT IS AVAILABLE FOR, UM, HOUSING NAVIGATION TO HELP PEOPLE NAVIGATE THROUGH THE HOUSING PROCESS, RENTAL ASSISTANCE TO HELP PAY RENT CASE MANAGEMENT SERVICES TO SUPPORT PEOPLE TO STABILIZE IN THAT HOUSING. BUT SOMETHING NEW THAT'S PART OF THIS ENHANCED STREET TO HOME EFFORT IS, UM, INTEGRATED BEHAVIORAL HEALTHCARE. SO WE HAVE A NEW PARTNERSHIP WITH THE NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY. AND BECAUSE OF THE PROGRESS THAT WE'VE HAD IN THE NATIONAL ATTENTION WE'VE HAD OVER THE LAST FEW YEARS, WE WERE ISSUED THE FIRST EVER, UM, ONE OF A KIND WAIVER FROM THE FEDERAL GOVERNMENT THAT HELPS US COMBINE OUR FEDERAL DOLLARS THAT WE'RE BRINGING INTO THE COMMUNITY WITH LOCAL STATE DOLLARS TO BE ABLE TO PAY AND SCALE THESE INTEGRATED BEHAVIORAL HEALTHCARE TEAMS FOR THE FOLKS THAT WE'RE SERVING OUTSIDE. AND THE INTEGRATION IS IMPORTANT BECAUSE WHEN WE TALK ABOUT PEOPLE WITH VERY COMPLEX NEEDS WHO ARE LIVING OUTSIDE, THE THING THAT'S REALLY CRITICAL IS THAT THESE TEAMS ARE NOW JOINING US IN OUR OUTREACH AND ENCAMPMENT EFFORTS SO THAT WE CAN MEET PEOPLE WHERE THEY'RE AT AND REALLY SUPPORT PEOPLE TO CONNECT WITH CARE FROM THAT VERY FIRST POINT OF ENGAGEMENT. AND THEN THOSE TEAMS CAN FOLLOW PEOPLE AS THEY TRANSITION BACK INTO PERMANENT HOUSING IN THE COMMUNITY. WE CAN HAVE COMPREHENSIVE CARE, UM, ASSERTIVE COMMUNITY TREATMENT TEAMS, AS WELL AS INTENSIVE CASE MANAGEMENT TEAMS THAT ARE, UM, VERY MUCH SYSTEMATICALLY ASSIGNED TO FOLKS IN THE COMMUNITY AND MEET THEM WHERE THEY'RE AT TO PROVIDE MORE COMPREHENSIVE, MULTIDISCIPLINARY HEALTHCARE. THERE'S A PRIMARY CARE, UM, UH, THERE'S A PRIMARY CARE ASPECT TO THIS. THERE'S, UM, PSYCHIATRISTS, THERE'S NURSE PRACTITIONERS, THERE'S PEER SPECIALISTS, THERE'S ADDICTION SPECIALISTS AND OTHER COUNSELORS THAT MAKE UP THESE TEAMS THAT ARE AVAILABLE TO KIND OF MEET PEOPLE'S NEEDS DEPENDING ON WHAT PEOPLE ARE CLINICALLY ASSESSED AS NEEDING TO BE ABLE TO STABILIZE. AND OBVIOUSLY THAT'S A SMALL PART PORTION OF THE GENERAL POPULATION OF PEOPLE EXPERIENCING HOMELESSNESS. BUT THAT'S THE PORTION OF PEOPLE WHO OFTEN WE SEE HAVE BEEN STUCK ON THE STREET FOR A LONG TIME AND HAVE PRETTY SEVERE NEEDS. ALRIGHT, THAT'S SLIDE. I THINK YOU CAN FINISH OUT, CHRISTINE. YEAH. UM, SO THE NEXT SLIDE IS LOOKING AT, OKAY, SO FOR THE CITY OF DALLAS, WE'RE LOOKING AT ROUGHLY 5.56 MILLION. WHAT IS THIS? WHAT'S THE CITY OF DALLAS? AND OF COURSE, THIS IS A MUCH LARGER INITIATIVE. KEEP IN MIND THAT OUR FUNDING IS A SMALL PORTION OF THE OVERALL 30. UM, BUT THIS WILL HAVE 185 INDIVIDUALS THAT RAPID REHOUSING. SO THIS IS, THERE, THERE ARE OTHER PARTS OF THE FUNDING THAT, THAT INCLUDE HOURS OF , UM, 12 TO 24 MONTHS OF RENT, UTILITY SECURITY DEPOSITS, AND THEN OF COURSE THE CASE MANAGEMENT THAT GOES WITH THAT TO MAKE SURE THAT THAT IS SUCCESSFUL. UM, THIS IS BASED ON THE COST PER PERSON OF 28,000, WHICH WE TALKED ABOUT BEFORE THAT WAS HIGHLIGHTED IN DR. WONG COUNTY HEALTH PAPER AS OPPOSED TO THE 43, 40 4,000 DIRECTLY COSTED REMAIN PUBLIC. UM, AND THE, UM, MUCH LIKE YOUR ORIGINAL P-R-T-R-R AND THE RTR PROVIDES THE FUNDING FOR RENTS. UM, AND OF COURSE YOUR, I IF YOU HAVE ANY CLOSING COMMENTS YOU WANNA TALK ABOUT, ABOUT HOW THIS SYSTEM FITS INTO A MUCH LARGER CAP, THREE TO 30 MILLION, YOU KNOW, WE WILL HELP EVERYBODY. THERE'S ANYTHING YOU WANNA SAY? NO, I MEAN, I THINK THE ONLY THING THAT I WOULD END WITH IS, YOU KNOW, AS A COMMUNITY, WE KNOW UNTIL WE SOLVE THE AFFORDABLE HOUSING CRISIS OR OTHER STRUCTURAL FACTORS THAT ARE REALLY CREATING A, A, UM, PIPELINE INTO HOMELESSNESS, WE ARE GOING TO NEED TO SHIFT TO CONDITION OURSELVES TO FIGURE OUT HOW ARE WE GOING TO ALIGN THE RESOURCES TO HOUSE THOSE FOLKS AS QUICKLY AS POSSIBLE IN THE COMMUNITY AND ONGOING WAY. I THINK THIS 30 MILLION REALLY PICKS UP WHERE DALLAS REALTIME LEFT OFF AND IT BUYS US A LITTLE BIT MORE TIME TO FIGURE OUT WHAT IS THE SUSTAINABILITY PLAN AS A COMMUNITY BECAUSE OF OUR PERFORMANCE, THE COALITION IS MAXIMIZING THE AMOUNT OF FEDERAL FUNDING THAT WE CAN BRING IN EACH YEAR. AND EACH YEAR WE WERE THE, THE SEVENTH TOP PERFORMER OUT OF 400 COMMUNITIES IN THE COUNTRY THIS YEAR. AND SO WE ARE TRULY MAXIMIZING THE AMOUNT OF FEDERAL FUNDING WE CAN BRING IN. IT'S A PERFORMANCE BASED COMPETITION, THAT'S OUR ONLY SOURCE OF SUSTAINABLE FUNDING. AND WHAT WE LEARNED THROUGH REAL TIME IS IT'S NOT ENOUGH. SO WE'VE GOTTA START SHIFTING TO FIGURING OUT WHAT ARE THOSE, HOW DO WE CREATE SUSTAINABLE ALIGNMENT LOCALLY TO FILL THAT, THAT, UM, THAT KIND OF ESTIMATED GAP THAT WE'RE GONNA SEE EACH YEAR IN, IN NEEDING TO KIND OF REHOUSE FOLKS THAT ARE FALLING IN TO HOMELESSNESS. AND SO WE JUST WANTED A LITTLE BIT MORE TIME TO MAKE SURE THAT WE HAVE THOSE RIGHT AND THAT ALL THE PROCESSES WERE DONE. YOU KNOW, I GOT CHEESE CROSSED. SO THOSE WE ARE COMING IN LATE MARCH. UM, AND IT WILL BE AN ITEM ON THE CITY COUNCIL. THERE'LL BE A SIGN THAT GOES FIRST FOR THE REMAINING THREE, A LITTLE BIT OF RECALIBRATION. TALK ABOUT THAT. SURE. SO OBVIOUSLY IT'S VERY HARD TO PREDICT IN THIS ENVIRON ENVIRONMENT WHAT ACTUALLY WILL HAPPEN. HOWEVER, MY, I I CAN PROVIDE A LITTLE BIT OF PERSPECTIVE ON THIS. SO, UM, SO ESSENTIALLY THERE'S TWO OBVIOUSLY THREATS. ONE THREAT WOULD BE OUR FY 2024 AWARDS, MEANING THAT CONGRESS HAS ALREADY APPROPRIATED AND AWARDED FUNDING TO OUR COMMUNITY THAT SHOULD BEGIN ROLLING OUT THIS SPRING AND SUMMER. UM, BUT GIVEN SOME OF THE UNCERTAINTY AND CHAOS THAT WAS CREATED AROUND THE FEDERAL FUNDING RE UH, THAT WAS FEDERAL FUNDING FREEZE THAT WERE RESCINDED, THAT COULD POTENTIALLY HAVE A FLOW ON EFFECT OF JUST LIKE SOME DELAYED STARTS AND GETTING THAT MONEY MOVING. UM, SO IT'S MONEY THAT WAS APPROPRIATED IT'S MONEY THAT HAS BEEN OBLIGATED JUST GOING INTO RENEWAL CONTRACTS. 'CAUSE THAT'S OUR BIG MONEY THAT COMES INTO THE COMMUNITY THAT'S RENEWED EVERY YEAR WITH A LITTLE BIT OF NEW MONEY THAT WE TRY TO ADD ON EACH YEAR AS WE'RE GAINING BONUS FUNDING. SO THAT'S ONE THREAT AND WE'RE DOING CONTINGENCY PLANNING ON THAT. UH, WE HAVEN'T, UM, WE HAVE, WE HAVE NOT HEARD, WE, I WE'RE TALKING TO OUR COLLEAGUES THAT ARE IN CHARGE OF THOSE PROGRAMS AT HUD WEEKLY AND SOMETIMES DAILY. AND WE HAVE, DON'T HAVE INFORMATION ABOUT ANY KNOWN ACTIONS THAT WOULD FREEZE OR ELIMINATE THAT FUNDING. BUT WE ARE DOING CONTINGENCY PLANNING TO ASSESS, YOU KNOW, HOW WHICH OF OUR AGENCIES WOULD BE ABLE TO FLOAT, LET'S SAY A ONE TO THREE MONTH DELAY IN FUNDING. I MEAN, THE OTHER THREAT IS ALWAYS WHETHER OR NOT IN THE 20 FY 2025 BUDGET, AND I AM LITERALLY JUST TALKING ABOUT HOMELESS ASSISTANCE FUNDING. SO IT'S THE C CONTINUUM OF CARE AND PROGRAM FUNDING. I'M NOT TALKING ABOUT VOUCHERS OR SOME OF THE OTHER SAFETY NET SYSTEMS THAT THE FOLKS WE SERVE MIGHT RELY ON. BUT FOR JUST THE CONTINUUM OF CARE PROGRAM FUNDING, THE OTHER THREAT WOULD BE LIKE, WILL THE ADMINISTRATION REDUCE FUNDING OR ELIMINATE FUNDING FOR THAT PROGRAM MOVING FORWARD? AND I WILL SAY FOR A VARIETY OF REASONS, THAT PROGRAM HAS ALWAYS BEEN, UM, PROTECTED FROM CUTS HISTORICALLY, EVEN WHEN OTHER PROGRAMS HAVE BEEN CUT OR DEFUNDED. AND THAT'S BECAUSE IT'S A VERY UNIQUE FUNDING STRUCTURE WHERE IT'S THE ONLY PROGRAM THAT IS REALLY SOLELY PERFORMANCE BASED, WHERE OUR COMMUNITY HAS TO COMPETE WITH 420 OTHER COMMUNITIES ACROSS THE COUNTRY TO RECEIVE THAT FUNDING. SO THERE'S A LOT OF DATA ON WHERE THE DOLLARS ARE GOING AND A TON OF DATA ON WHAT WE ACHIEVE WITH THAT FUNDING AND HOW MANY PEOPLE WE SERVE. SO THAT PROTECTIVE NATURE. UM, AND GIVEN THAT HOMELESSNESS IS A VERY IMPORTANT THING TO BE FUNDING RIGHT NOW, WE DON'T ANTICIPATE THAT THAT PROGRAM BEING A TARGET, IT'S NOT AN EASY TARGET BY ANY MEANS, AND WE DON'T ANTICIPATE IT BEING A TARGET. WE COULD SEE THAT THE ADMINISTRATION DECIDES TO UNLOCK ADDITIONAL RESOURCES TO DO, TO MAYBE ALIGN WITH SOME OF THEIR PRIORITIES THAT COULD POTENTIALLY ALIGN TO SOME OF OUR STATE PRIORITIES. BUT AGAIN, WE HAVE NOT, WE DON'T KNOW OF ANY KNOWN ACTIONS THAT, UM, WOULD LEAD TO THAT. SO THOSE ARE MY, AGAIN, [00:35:01] MY PREDICTIONS, BUT AGAIN, ANYTHING COULD HAPPEN IN THIS ENVIRONMENT, OBVIOUSLY. YEAH, DEFINITELY ANYTHING COULD HAPPEN. UM, SO WITH THESE NEW AND SUCCESSFUL INITIATIVES THAT, YOU KNOW, THAT WE ARE SEEING TODAY, UM, UM, I THINK A LOT OF THIS WAS ROOTED IN THE ORIGINAL OHS FOUR TRACK STRATEGY, WHICH, YOU KNOW, I BELIEVE THAT ONLY TWO POINTS OF THAT HAD BEEN ADOPTED. BUT, UM, OH, DO YOU THINK WE'RE GONNA BE LOOKING AT A NEW STRATEGY FOR OHS MOVING FORWARD BASED ON, UM, ALL OF THESE NEW INITIATIVES THAT ARE SUCCESSFUL? AND SO YOU HAVE PEOPLE WHO END UP A COLD WEATHER SHELTER WHO REALLY SHOULDN'T BE ON THE STREET, UM, AND SHOULDN'T BE IN SHELTER, BUT THEY'RE IN THEIR WORLD. UM, SOME INDIVIDUALS MAY HAVE ALREADY BEEN ENTERED INTO HMIS OR RE-ENTERED UNDER DIFFERENT CIRCUMSTANCES. SO THAT EQUATES TO A 0.45 [01:40:01] ENTRY RATE. ENCAMPMENT CLEANINGS ARE BASED ON THE DATA. WELL, BASED ON THE DATA RECEIVED, THERE WERE A TOTAL OF 260 GENERAL OUTREACH ENCAMPMENT RESOLUTIONS. DISTRICT SIX HAD THE HIGHEST AT 67. DISTRICT THREE AND FIVE HAD THE LOWEST OF FOUR. AND SO THEY TOOK THE NUMBER ONE PERSON WHO SHOWED UP THERE THE MOST FOR A PERIOD OF TIME. THEY GOT ONE THEY HAD GOING. THAT'S JUST WHAT I WAS TOLD. THAT'S TRUE.
