MY NAME IS LANDRY CANON.

I'M A TOWN, I'M A SOPHOMORE AT THE TOWNVIEW SCHOOL OF BUSINESS MANAGEMENT, WHERE I'M THE HIGHEST RANKING SOPHOMORE IN THE J-R-O-T-C PROGRAM AND AN EDITOR FOR THE SCHOOL MAGAZINE OUTSIDE OF SCHOOL.

I'M A SEVEN MINUTE MILE RUNNER, SKATEBOARDER AND NOVICE CONSERVATIONIST WITH A PASSION FOR ECOLOGY.

MOST IMPORTANTLY, I'M AN AVID PARK GOER.

I WOULD LIKE TO START OFF BY SAYING THAT IF IT WERE NOT FOR MY INCREDIBLE MOTHER, WHO YOU MAY RECOGNIZE FROM THE OAK OAKLAND LADIES CLUB DRIVING ME TO THIS MEETING TODAY, I WOULD'VE WRITTEN MY SKATEBOARD.

AND ON THAT THREE AND A HALF MILE RIDE, I WOULD'VE PASSED THROUGH FOUR OF THE MANY INTERCONNECTED COMMUNITIES OF PEOPLE, WILDLIFE AND NATURE THAT WE CALL PARKS.

THOSE FOUR BEING KIDS, SPRINGS, PARK LAKE, CLIFF PARK, OAK CLIFF, FOUNDERS PARK, AND THE PIONEER PARK CEMETERY.

IF THERE WERE NOT FOR PARKS, I, LIKE MANY OTHERS, WOULD HAVE FEW OPPORTUNITIES TO ENGAGE IN THE HOBBIES AND ACTIVITIES THAT KEEP ME MENTALLY AND PHYSICALLY.

HOME PARKS MAKE IT POSSIBLE FOR ME TO BE ACTIVE, ALLOWING ME TO POTENTIALLY RIDE MY SKATEBOARD TO THIS MEETING IN THE FIRST PLACE.

IF THERE WERE NOT FOR THE ABSURD PROPOSED REDUCTION IN PARKLAND DEDICATION FEE THAT HAS COMPELLED ME TO SPEAK HERE TODAY, I WOULD LIKELY BE SPENDING MY TIME AT KIDS SPRINGS PARK, PLAYING TENNIS, HANGING OUT ON THE CREEK BED, OR GOING ON MY DAILY TWO, TWO MILE RUN.

IF THEY WERE NOT FOR PARKS, MY FRIENDS AND I WOULD HAVE NOWHERE TO GO.

BUT BETWEEN DEVELOPMENTS AND I DON'T KNOW IF WE'VE EVER TRIED TO RUN TWO MILES WITH ZERO LOT LINE APARTMENTS AND VACANT COMMERCIAL SPACES WITH ZERO, I MEAN WITH RECORD HIGH RENTING RAISED ON EITHER SIDE OF YOU, BUT IT'S NOWHERE TO EUROPE, US PLEASANT AS RUNNING ALONG THE PARK, DRIVEN WITH DUCKS AND TURTLES.

IF THEY WERE NOT FOR THE VITAL FUNDING OF OUR PARKS, THAT SOMEONE UNFORTUNATELY WISH TO STRIP INTO THEIR OWN POCKETS, DALLAS WOULD BECOME A FAR ADULT, GREATER CITY, A CITY WITH INCREASING PARK DESERTS IN OUR NEARBY UNDERSERVED COMMUNITIES, AND A CITY WITH FEWER SPACES FOR CONNECTION, RECREATION, AND COMMUNITY THAT I HOLD NEAR AND DEAR TO MY HEART.

BUT THIS WAS ABOUT BRINGING FORWARD AND BRINGING TOGETHER A LOT OF HISTORY SO THAT THIS MASTER PLAN GIVES YOU A, AN UP TO DATE TOOL TO WORK FROM.

AGAIN, JUST RESPECTING HISTORY AND INFRASTRUCTURE THAT'S ALREADY THERE.

AND THEN ANY DESIGN FIRM THAT COMES FORWARD.

I JUST WANNA SAY THIS, BRAD PROBABLY REINFORCES IT.

ANY DESIGN FIRM THAT'S BROUGHT IN INTO, OR PROJECT AT BIG, THICK HEADED OR OVER INTO BOY SCOUT HILL OR, YOU KNOW, T AND P HILL OR SOMEWHERE LIKE THAT, THEY WOULD LOOK AT THAT AND THEY WOULD START WITH THAT AS A, AS A BASE TO WORK FROM.

SO MOST OF THIS PIECE IN THE, UH, NEW MASTER PLAN IS, UH, BRINGING FORWARD ITEMS THAT HAVE BEEN ACCOMPLISHED OR BRINGING THOSE UP TO SPEED.

THERE WERE SOME ADDITIONAL RECOMMENDATIONS FOR, OBVIOUSLY SHORELINE EROSION IS AN ISSUE ON THE POINT ITSELF.

IT'S ONE OF THE MOST VULNERABLE AREAS, AREAS WITHIN THAT SOUTHERN, UH, WIND AND WAVE ACTION COMING FROM THE SOUTH, UH, HITTING THAT POINT.

UH, IT ALSO PROVIDES ONE OF THE MOST SPECTACULAR USE OF THE LAKE AND, AND LOOKING DOWN TO THE SOUTH.

SO, UH, PREVIOUS MASTER PLANTS HAD RECOMMENDED AN, AN OBSERVATION, AN AREA ADJACENT TO THE, UH, TO THE TRAIL IN THIS AREA.

SO, UH, AGAIN, BRINGING FORWARD THAT AS A BIG IDEA OR A CONCEPT, A CONCEPTUAL IDEA AT THE MASTER PLAN LEVEL.

AND THEN MOVING FORWARD INTO SOME OF THOSE RECREATIONAL ASSETS YOU NEED CHARACTERISTICS AND, AND SURROUNDING INFLUENCES.

THERE'S A HEAVY, UH, UH, YOU KNOW, NATURAL AREA IN THIS, IN THIS AREA AS WELL.

ALSO, UH, WE HAVE MENTIONED IN THERE, YOU KNOW, PRESERVATION OF, YOU KNOW, MIGRATORY OR, OR HABITATS AND, UH, NATURAL EDGE TO THE LAKE AS MUCH AS POSSIBLE.

UM, I MENTIONED THESE BIG IDEAS MOVING FORWARD.

THERE'S TIME BETWEEN IDEAS HIGHLIGHTED WITH THE MASTER PLAN, UH, WITH SOME FURTHER, YOU KNOW, RENDERINGS OR FURTHER PHOTOGRAPHY.

UH, ONE OF THOSE BIG IDEAS HAPPENS HERE WHERE THE MOCKINGBIRD BRIDGE COULD ESSENTIALLY BE, UH, RENOVATED TO CREATE AN OVERPASS OVER EAST LAW TIE INTO THE TOP OF BOY SCOUT HILL TO REALLY ALLEVIATE ONE OF THE BIGGEST PINCH POINTS OF TRAVEL AROUND THE LAKE.

AS, AS CYCLISTS AND RUNNERS ARE TURNED IMMEDIATELY AT THE END OF THE BRIDGE AND ONTO THE ROAD.

THEY DIDN'T HAVE TO MAKE THE CHOICE TO GO UP THE HILL ON, ON THE TRAIL OR DOWN THE ROAD.

UH, MANY CHOOSE TO, UH, STAY ON THE ROAD IN THIS AREA.

UM, THAT IS NOT SOMETHING THAT THE MASTER PLAN AT THIS LEVEL HAS, YOU KNOW, FULL ENGINEERING OR DESIGN FOR.

BUT THIS IS JUST ONE OF THOSE BIG IDEAS THAT HAS BEEN BROUGHT FORTH FROM PREVIOUS PLANNING EFFORTS AS WELL AS, UH, NOW BEING DOCUMENTED TO KIND OF MOVE FORWARD INTO STUDY.

AND, AND JUST THAT, UM, BOY SCOUT HILL OBVIOUSLY HAS SOME GREAT, UH, NATURAL AREAS AND PRAIRIE REMNANTS.

AND SO THAT IS DEFINITELY A, A POSITION OF THE PLAN TO LOOK IN INTO THIS AREA OF WHERE, UH, THOSE CAN DEFINITELY BE, UH, PRESERVED OR, OR ENHANCED.

UM, IN TERMS OF TRAILS AND, AND AREAS THERE, ALL OF THE TRAILS HERE WOULD EITHER BE EXISTING TRAILS THAT ARE IMPROVED OR, UH, UH, YOU KNOW, SO THE, THAT AREA CAN BE, UH, PROVIDE CONNECTIVITY.

AN AREA IN WHICH, UH, YOU KNOW, PROVIDES LOTS OF USE FOR MANY DIFFERENT TYPES OF , UH, NABLE USES OF THE LAKE.

UM, BUT ALSO ONE OF THE AREAS WHERE THE PARKING LOTS IN THE ROAD, IN THE, IN SOME OF THE SHORELINE AREA HAS NOT BEEN IMPROVED OR, UH, UH, YOU KNOW, BROUGHT FORTH LIKE THAT.

THE, THE COMMENT OF CONSOLIDATED PARKING OR EVEN WORKING WITH THE LAKE EDGE AND THE, UH, PARKING EDGE.

IT'S KIND OF CREPT INTO PARALLEL PARKING, YOU KNOW, BANDIT PARKING ON THE, ON THE, THE BUSY DAYS.

AND SO ONE OF THESE IDEAS EVEN BROUGHT FORTH THROUGH THE M JV PLACE TO ORGANIZE THE PARKING IN THIS AREA.

UH, POTENTIALLY EVEN, UH, PAVE THESE PARKING LOTS.

SO, AND ORGANIZE THEM SO THEY'RE ACTUALLY STRIPED INSTEAD OF JUST A, A LARGE, UH, UH, ROCK PARKING LOT THAT CAN BE INEFFICIENT AND, UH, PROVIDE SOME, SOME ISSUES WHEN PEOPLE GET DOUBLE PARKED OR CHALLENGES WITHIN THAT AREA.

SO MOST OF THE INFLUENCES HERE, UH, RELATE TO THAT, UH, CONTRAST OF PEDESTRIAN AND AS WELL AS AND DIFFERENT USE GO NEXT.

THERE'S TWO, UH, KIND OF SATELLITE PARKING LOTS THAT ARE IN BETWEEN THE ROAD AND THE SHORELINE THAT WITH SOME IMPROVEMENTS TO THE PARKING LOT AND REALIGNING MISALIGNMENT OF THE DRIVEWAY, THOSE COULD POTENTIALLY BE REMOVED AND, UH, RECLAIMED AS PARK LANE RECLAIMED AS GREEN SPACE IN BETWEEN THE SHORELINE ROAD.

UM, CURRENTLY TODAY, THEY'RE VERY RARELY USED BECAUSE THERE'S SO MUCH PARKING WITHIN THE BATHHOUSE THAT I DON'T BELIEVE THAT WILL BE A LARGE REDUCTION IN NEIGHBORHOOD CAPACITY FOR CLOSING.

THEY'RE KIND OF JUST A REMNANT OF BEING THERE FOR A VERY LONG TIME.

NOW WITH A 14 FOOT WIDE, UH, TRAIL, THIS, THIS BRIDGE DOES BECOME KIND OF, ESPECIALLY WITH PEOPLE STANDING ON IT AND LOOKING AT OVER THIS SPILLWAY, UH, YOU KNOW, ESPECIALLY THERE IN RAIN, REALLY EXCITED.

UM, BUT THIS AREA WOULD, COULD POTENTIALLY CREATE IT, YOU KNOW, ANOTHER SIGNATURE PEDESTRIAN BRIDGE OR, OR A WIDENING APPROACH.

UM, ANOTHER AREA FOR POTENTIAL PARKING, UH, TO ALLEVIATE SOME OF THE OBJECTION ON INSTEAD, PARK ON THE STREET.

UH, THERE IS A LOW AREA AROUND AN EXISTING PARKING LOT THAT ONE, THE EXISTING PARKING LOT HAS SOME INEFFICIENCIES IN ITS LAYOUT THAT COULD BE, UH, UPDATED AS SHOWN HERE IN THE MASTER PLAN, BUT ALSO SOME AREAS OF POTENTIAL EXPANSION.

UM, RARELY USED FOR TRAILER BOAT PARKING.

THAT AREA IS ACTUALLY KIND OF CHALLENGED WITH, UH, YOU KNOW, JUST SINGLE PARKING SPACES.

SO ONE OF THE COMMENTS DURING THE PUBLIC PROCESS WAS TO REALIGN SOME OF THIS PARKING AND PULL THAT BOAT PARKING OUT TO KIND OF PARALLEL PARKING ALONG THE, UH, APPROACH ROADS TO THAT PARKING LOT, AND THEN REORGANIZED SOME OF THAT PARKING INTO, YOU KNOW, SINGLE VEHICLE, UH, MORE EFFICIENT USE OF THAT PAVED AREA.
