THE PURPOSE OF THE CPOB, THE MISSION OF THE COMMUNITY POLICE OVERSIGHT BOARD, FORMERLY KNOWN AS THE CIVILIAN REVIEW BOARD, IS TO ENHANCE THE PUBLIC'S TRUST THAT COMPLAINTS OF MISCONDUCT AGAINST DALLAS POLICE.
DEPARTMENTAL EMPLOYEES ARE CONDUCTED FAIRLY AND THOROUGHLY, ARE TRANSPARENT, AND ENSURE THE CITY OF DALLAS RESIDENTS HAVE AN ACCESSIBLE MEANS TO THE COMPLAINT PROCESS TO HELP ENSURE THIS ACCOUNTABILITY OFFICE OF COMMUNITY POLICE OVERSIGHT.
THE OCPO PROVIDES FUNCTIONAL SUPPORT AND TECHNICAL ASSISTANCE TO THE CPOB AT THIS TIME, UH, WE DO HAVE, UH, THE CITY MANAGER OF THE CITY OF DALLAS IN OUR PRESENCE.
UH, WE'RE GOING TO, UH, I'M GONNA PULL RANK AS A CHAIR AND, AND MOVE HER AGENDA ITEM, UH, TO BE RESPECTFUL OF HER TIME AND, UH, HER SCHEDULE.

UH, AND I AM PLEASED TO BE ABLE TO COME BACK TO YOU TODAY TO SHARE THAT WE HAVE BEEN REALLY BUSY AND WE'VE BEEN WORKING TO ENSURE THAT OUR GOALS FOR, UM, HIRING, UH, THE NEXT POLICE CHIEF OF OUR CITY, UM, THAT WE HAD A COMPLETE PROCESS.
UM, AS MANY OF YOU MIGHT HAVE HEARD, WE ACTUALLY ENGAGED A THIRD PARTY TO ACTUALLY HELP LEAD THE PROCESS TO ENSURE THAT WE WOULD HAVE TRANSPARENCY AND THAT WE WOULD ALSO MAKE SURE THAT THE PROCESS WAS INCLUSIVE, REALLY ENSURING THAT WE CAN DELIVER ON THE VALUES THAT WE HAVE AND THE NEEDS OF OUR RESIDENTS.
AND SO THE EFFORTS ARE UNDERWAY.
UM, I MADE A COMMITMENT TO THE CITY COUNCIL THAT WE WOULD HAVE THE POLICE CHIEF

UM, AND JUST KNOW THAT THIS SEARCH IN ITSELF IS BEING CONDUCTED WITH THE UTMOST ATTENTION TO ENSURING THAT WE FIND THE BEST AND THE BRIGHTEST LEADER FOR THE DALLAS POLICE DEPARTMENT.
SO THIS WEEK I'M HOPING THAT WE'LL BE ABLE TO SEND OUT, THERE'S BEEN, THERE'S GONNA BE A COUPLE PIECES OF COMMUNICATION THAT'LL HAPPEN LATER IN THE WEEK.
UH, THE FIRST ONE IS WE WILL HAVE WHAT'S CALLED COMMUNITY FEEDBACK PANELS.
AS PART OF THE PROCESS, IT'S IMPORTANT FOR US TO ENSURE THAT THERE ARE SEVERAL LEADERS IN THIS COMMUNITY, THAT WE WANNA MAKE SURE THAT YOU'RE AT THE TABLE AND THAT THERE'S AN OPPORTUNITY TO ACTUALLY MEET THE CANDIDATES.

UM, SO WE ARE, UM, ACTIVELY WORKING TO ENSURE THAT WE DELIVER ON OUR COMMITMENT FOR THE TRAINING ACADEMY AS WELL AS THE REGIONAL TRAINING PIECE.
AND SO IN THE MORNING, I, ALONG WITH THE DELEGATION OF OTHER DALLAS LEADERS, WILL BE IN AUSTIN.
WE WILL BE MEETING WITH THE LIEUTENANT GOVERNOR.
WE'RE GONNA BE TALKING ABOUT THE PROJECT, WE'RE GONNA TALK ABOUT THE TIMELINE AND HOW WE WANNA BE ABLE TO BREAK GROUND ON THIS NEW FACILITY IN THE SUMMER OF 2026.
AND SO WE ARE GONNA BE WORKING TO ENSURE THAT THAT COMMITMENT, UM, IS, UH, MOVING FORWARD AND THAT WE'LL BE ABLE TO CONTINUE TO UPDATE YOU AS WELL ABOUT WHAT THAT'S GOING TO MEAN FOR OUR CITY IN PARTNERSHIP WITH THE UNIVERSITY OF NORTH TEXAS AT DALLAS, WHICH WILL THEN HOUSE A CRIMINAL JUSTICE CENTER AS PART OF THE ACADEMY.

IS, IS THERE GONNA BE TWO DIFFERENT CAMPUSES? UH, I, I READ THAT INITIALLY IT WAS GONNA BE ONE AND THEN IT DIDN'T HAVE ENOUGH ROOM FOR A SECOND OR ALL OF IT.
SO WHAT'S THE STATUS OF THAT? SO THE WAY THAT WE ARE APPROACHING THAT IS THAT WE'VE HAD AN OPPORTUNITY JUST KIND OF REIMAGINE WHAT, UH, WE CAN DELIVER, UH, FOR THE COMMITMENT THAT WAS MADE FOR THE UNIVERSITY.
WE'RE DEFINITELY GOING TO HAVE THE BASIC TRAINING ACADEMY.
THAT'S THE PLAN RIGHT NOW, AS WELL AS OPPORTUNITIES FOR INSERVICE.
AND THAT REGIONAL PIECE THAT WE KNOW WAS ALSO INCLUDED IN THE COMMITMENT THAT WAS MADE BY THE CITY.
WHAT WE'VE TALKED ABOUT AS IT RELATES TO ANOTHER CAMPUS WOULD ACTUALLY BE THOSE ACTIVITIES THAT WERE NEVER PLANNED TO BE A PART OF THE UNIVERSITY CAMPUS.
FOR EXAMPLE, THE GUN RANGE, INDOOR OUTDOOR, UM, THE EMERGENCY, UM, OBSTACLE COURSE.
THOSE WERE THINGS THAT WERE NOT PLANNED FOR THE UNIVERSITY.
AND SO WHAT WE WANNA BE ABLE TO DO IS TO DELIVER THOSE, AND IT WOULD PROVIDE AN OPPORTUNITY EVEN FOR THE DALLAS FINE RESCUE DEPARTMENT TO ALSO BE ABLE TO COME AND PARTICIPATE IN WHAT WE'RE CALLING A PUBLIC SAFETY COMPLEX.
SO TWO DIFFERENT PROJECTS STILL WITH THE GOAL OF DELIVERING THE REGIONAL PIECE, THE BASIC ACADEMY AND THE IN SERVICE, AND BEING ABLE TO TAKE ADVANTAGE OF DELIVERING THE THINGS THAT WERE NOT INCLUDED FOR THE CAMPUS.
SO ALL OF THAT'S GONNA KIND OF ROLL OUT, UM, AS PART OF THIS CONVERSATION WITH THE LIEUTENANT

UH, ERIC WILLIAMS COMPLAINED THAT SERGEANT EMERSON WAS VERBALLY AGGRESSIVE, LOUD AND INTIMIDATING THAT SERGEANT EMERSON CONDUCTED AN UNLAWFUL SEARCH OF HIS PERSON IN BACKPACK.
SERGEANT EMERSON ALLOWED CAR KEYS FOUND IN WILLIAMS'S BACKPACK TO BE GIVEN TO HIS WIFE.
AND ERIC WILLIAMS STATED THAT HE FELT VIOLATED, BULLIED, ILLEGALLY DETAINED AND ROBBED.
AND SOME BACKGROUND ON THE INCIDENT.
IT OCCURRED ON APRIL 23RD, 2024.
UH, GAY WILLIAMS, WHO IS ERIC WILLIAMS' WIFE.
UH, SHE ADVISED THAT SHE WAS UNABLE TO LEAVE THE RESIDENCE BECAUSE HER HUSBAND HAD TAKEN THE CAR KEYS AND THEY WERE INVOLVED IN THIS ARGUMENT.
THEY STAYED THERE FOR AT LEAST 45 MINUTES TRYING TO RESOLVE THE ISSUE, AND THEY WERE UNABLE TO.
UM, AND THEY WERE AFRAID IF THEY LEFT THAT THERE WOULD BE FIGHTING BETWEEN THE TWO.
UH, THEY CALLED FOR THEIR SUPERVISOR.
UM, DUE TO EARLIER IN THE CALL, IT WAS, UM, REPORTED BY DISPATCH THAT ERIC WILLIAMS WAS KNOWN TO HAVE WEAPONS.

SO WHEN SERGEANT EMERSON ARRIVED, HE DID A PAT DOWN SEARCH OF ERIC WILLIAMS. AND WHEN HE TOOK OFF ERIC WILLIAMS' BACKPACK, THAT'S WHEN ERIC WILLIAMS SAID THAT HE HAD HIS GUN IN HIS BACKPACK.UH, THE POLICE SEARCHED THE BACKPACK, THEY FOUND THE GUN AND THEY ALSO FOUND THE, THE CAR KEYS.
AND THEY GAVE THE CAR KEYS TO THE WIFE.
SHE OBTAINED THE CAR KEYS AND THEN SHE LEFT.
AND THE ISSUE WAS RESOLVED FOR THAT DAY.
THE, UM, INTERNAL AFFAIRS CONDUCTING AN INVESTIGATION BASED ON THE COMPLAINT FROM ERIC WILLIAMS. AND THEY CONCLUDED THAT, UM, IT WAS THE ALLEGATION AGAINST THE SERGEANT AND THEY ALSO INCLUDED THE OTHER TWO OFFICERS AT THE SCENE.
AND, UM, AND THEIR CONCLUSION WAS EXONERATED FOR DOING A SEARCH ON ERIC WILLIAMS AND OCPO DID THE INITIAL REVIEW OF THE INTERNAL AFFAIRS CASE AND WE COULD NOT FIND ANY VIOLATIONS OF, UH, YOU KNOW, DALLAS POLICE DEPARTMENT POLICY VIOLATIONS.

THE POLICE CHIEF OF RUSTIN TO FILE A COMPLAINT AGAINST SERGEANT GRAY, IF THAT MAKES SENSE.AND TO GIVE YOU A BACKGROUND ON THE COMPLAINT THAT SERGEANT GRAY MADE, THIS WAS BACK IN JUNE 9TH, 2023.
SHE WAS OFF DUTY IN THE CITY OF RUSTON WHEN A RELATIVE OF HERS WAS SHOT.
UM, THAT SUBSEQUENT INVESTIGATION IS WHAT CAUSED HER TO FILE A COMPLAINT AGAINST THE RUSTON POLICE DEPARTMENT.
AND SOME OF THE STUFF THAT SHE COMPLAINED ABOUT WAS, UM, THAT SHE PROVIDED INFORMATION TO THE RESTON POLICE DETECTIVES REGARDING THIS INCIDENT, AND THEY TREATED HER AS A SUSPECT.
UM, SHE COMPLAINED THAT THE RESTON POLICE DEPARTMENT DISPLAYED BIAS DURING THEIR INVESTIGATION, THEN COLLECTING TO ADDRESS OTHER VICTIMS DUE TO RACIAL FACTORS.
UM, SHE FELT THEIR INVESTIGATION WAS INCONSISTENT WITH PROPER INVESTIGATIVE PROCEDURES.
AND THEN SHE MADE RECOMMENDATIONS ON HER COMPLAINT, WHICH INCLUDED TO IMPLEMENT DIVERSITY, ETHICS AND INCLUSION TRAINING TO MAKE RACIAL PROFILING ANTI-BIAS TRAINING MANDATORY, ENSURE ACCOUNTABILITY FOR FICTITIOUS REPORT WRITING, AND REQUEST FEDERAL AGENCIES TO AUDIT THE RUSTON POLICE DEPARTMENT.

OUR OFFICE JOINED THE DALLAS POLICE DEPARTMENT, UH, AND INTERIM CHIEF IGO IN HOSTING IMMIGRATION FOCUSED DISCUSSIONS AT LOCAL CHURCHES.
THESE SESSIONS PROVIDED AN OPPORTUNITY FOR COMMUNITY MEMBERS TO VOICE CONCERNS, ASK QUESTIONS, AND LEARN ABOUT OUR ROLE IN FOSTERING TRUST BETWEEN RESIDENTS AND LAW EN ENFORCEMENT.
THROUGH THESE ENGAGEMENTS, WE STRENGTHENED COMMUNITY RELATIONSHIPS, PROMOTED DIALOGUE, AND INCREASED AWARENESS OF OUR OFFICE'S MISSION.

WHAT HAVE YOU BEEN SEEING IN THESE IMMIGRATION, UM, MEETINGS? SO, I AM NOT SURE IF I CAN SPEAK ON WHAT THE POLICE, UM, YOU KNOW, WHAT THEY'RE DOING.
UM, BUT I HAVE BEEN INVITED TO THE LISTENING SESSIONS, AND IT'S BASICALLY JUST A TIME FOR THE COMMUNITY TO COME OUT AND HEAR IT DIRECTLY FROM, UH, INTERIM CHIEF IGO ABOUT, YOU KNOW, POLICE PRACTICES AND, UM, HOW, YOU KNOW, WHAT THEIR JURISDICTION IS, WHAT THEY CAN AND CAN'T DO.

UM, AND SO OF COURSE, IT'S OBVIOUS THAT PEOPLE ARE AFRAID TO COME OUT.

IT WAS PROBABLY ABOUT 50, UM, NOT JUST CHURCH MEMBERS, BUT PEOPLE THAT LIVE IN THAT COMMUNITY.

UM, I KNOW THAT THERE WAS A COMMUNITY LISTENING SESSION LAST WEEK, AND I ONLY HEARD ABOUT IT.
I KNOW THERE'S ANOTHER ONE HAPPENING TOMORROW, WHICH I DO PLAN TO ATTEND AT THE MLK CENTER, AND IT'S IN THE EVENING.
DO YOU THINK THAT THESE THINGS MIGHT BE BETTER RECEIVED IN ENVIRONMENTS THAT ARE SEEN AS A LITTLE BIT SAFER? I MEAN, CHURCH, UH, CHURCH SANCTUARIES AND CHURCH MEETING HALLS ARE NOT, UH, WELL, THEY, I MEAN, THEY SEEM LIKE A BIT MORE NEUTRAL TERRITORY THAN A REC CENTER, RIGHT? WHICH IS RUN BY THE CITY.
UM, DO YOU, DO YOU FIND THAT MAYBE, UM, ENGAGING IN LISTENING SESSIONS LIKE THIS, UM, MIGHT BE MORE SUCCESSFUL ON, ON A MORE NEUTRAL GROUND, LIKE IN A CHURCH?
