    AND THAT THE, THE RECREATION PLAN, THEY NEED US TO FOCUS ON MAKING SURE WE CAN FUND OUR CORE SERVICES LIKE RECREATION CENTERS, AFTERSCHOOL PROGRAMS, SENIOR PROGRAMMING, PROGRAM.

    AND SO THAT'S WHY YOU'RE SEEING THESE FEES COME TO YOU ALL NOW SO THAT THE BOARD COULD START, UH, TAKING A HARD LOOK AND ADVISING US HOW YOU WANT US TO MOVE FORWARD.

    I, I'M, I THINK IF THEY'RE GONNA 50% PER PARTICIPANTS IN DISTRICT TWO'S RIVER, SEAN, AND THEN YOU'RE TAKING AWAY FROM THE PUBLIC BEING ABLE TO USE THAT.

    I MEAN, THREE 50 IS A LOT OF PEOPLE AND THEN ONLY TO COME AWAY WITH A FEE.

    AND DOES THAT GO TO US OR WHERE DID THAT GO? AND I'D LOVE TO KNOW A LITTLE BIT IF THERE'S A RECAP OF WHAT WAS DISCUSSED AT ADMIN AND FINANCE SINCE THIS WAS ON THE SAME DAY VOTING.

    AND SO SOMETHING LIKE THIS IN A PARK THAT IS ALREADY HEAVILY USED IS A LITTLE BIT PROBLEMATIC.

    AND WHEN WE HAVE THESE, UH, PARKS THAT ARE SUPER POPULAR, UH, WE, I THINK WE HAVE TO BE VERY, VERY CAUTIOUS ABOUT THE TYPES OF EVENTS WE PUT THERE, THE SIZE OF THE EVENTS AND HOW THEY'RE GONNA IMPACT THE REST OF OUR USERS.

    AND FINDING THAT FINE BALANCE BETWEEN SERVING THE PUBLIC AND QUALITY OF LIFE, BUT ALSO BEING CAREFUL THAT WE DON'T, YOU KNOW, BANKRUPT OURSELVES IN, IN THE PROCESS OF DOING THAT.

    AND THAT WE TAKE CARE OF THESE PARKS FOR THE MAJORITY OF USERS THAT USE THEM EVERY DAY ALL THE TIME.

    SO DELVING A LITTLE BIT DEEPER AS TO WHAT OUR COMMUNITY ENGAGEMENT PROCESS HAS BEEN LIKE OVER THIS PAST YEAR, WE HAVE BEEN WORKING WITH EACH OF THE NEARBY RESIDENTS AT THE FIVE PILOT PROPERTIES TO REALLY INFORM DESIGN THROUGH COMMUNITY DESIGN MEETINGS, SURVEYS AND ONLINE TOOLS THROUGH OUR ENGAGEMENT WEBSITE.

    AND, UH, THIS PROCESS IS REALLY BROKEN DOWN BETWEEN THREE MAIN MEETINGS THAT FOCUS ON DIFFERENT ASPECTS.

    SO WE FIRST HAD, UM, OUR FIRST MEETING TO REALLY INTRODUCE THE PROGRAM AND DO A SITE OVERVIEW.

    AND THAT MEETING WAS FOCUSED ON GETTING FEEDBACK ON CURRENT SITE CONDITIONS, IF THERE'S ANY CURRENT USES AND FOLKS FOR FUTURE USE AS WELL AS ANY SITE CONCERNS.

    UM, AND WE ALSO RECEIVED FEEDBACK ON AMENITY AND LOCATION CHOICES.

    AND WE TOOK ALL THAT FEEDBACK AND WORKED WITH THE DESIGNERS AT THE STUDIO OUTSIDE TO COME BACK WITH CONCEPTUAL DESIGN OPTIONS THAT WE PRESENTED IN THE SECOND MEETING WHERE WE ACTUALLY PARTNERED WITH THE BETTER BLOCK TO DO A TEMPORARY, UM, PARK ON EACH OF THE SITES.

    SO WE WERE ABLE TO TRANSFORM THE SITES THROUGH THEIR BETTER BLOCK PROCESS BY BRINGING IN TEMPORARY EQUIPMENT AND AMENITIES TO REALLY HELP ENVISION THE POSSIBILITIES FOR THESE SITES, UM, AND REALLY GET, UM, REAL TIME FEEDBACK, UH, THROUGH DIFFERENT INTERACTIVE ACTIVITIES.

    AND WE ALSO HAD FREE FOOD MUSIC, REALLY WANTED TO ACTIVATE THE SPACE AND SEE WHAT THE POSSIBILITIES WERE.

    AND OUR THIRD MEETING, UM, ONCE WE TOOK ALL THAT FEEDBACK, WE CAME UP WITH THE, UH, SCHEMATICS THAT WE'LL BE DISCUSSING IN A LITTLE BIT.

    AND THE THIRD MEETING WAS FOCUSED ON PRESENTING THOSE SCHEMATICS, GETTING ANY FINAL FEEDBACK, AND ALSO HAVING DISCUSSIONS AROUND, UM, ACTIVATION AND STEWARDSHIP FOR THE PARK ONCE IT'S OPEN AND IN TANDEM WITH THIS COMMUNITY ENGAGEMENT PROCESS THAT WE'VE BEEN DOING FOR THE DESIGN, WE'VE ALSO BEEN WORKING WITH, UH, DALLAS PARK AND REC AND OUR NATIONAL 10 MINUTE WALK TEAM BECAUSE LAST YEAR, UH, DALLAS WAS SELECTED AS A PARK EQUITY ACCELERATOR.

    SO WE'RE FOCUSING, UM, TO CREATE STEWARDSHIP MODELS FOR THESE FIRST FIVE SITES AND HELPING IMPLEMENT FRIENDS OF GROUPS.

    SO WE'LL CONTINUE THAT COMMUNITY ENGAGEMENT AS IMPLEMENTATION HAPPENS.

    UM, SO ON THE NEXT SLIDE, MOVING TO THE, OH, WELL ACTUALLY THESE ARE JUST SOME PICTURES FROM THE POP-UP PARKS THEMSELVES.

    UM, IT WAS REALLY AMAZING TO SEE THE SPACE TRANSFORM, UM, AND SEE THEM ACTIVE AND PEOPLE EXCITED TO NEED AND THE DIFFERENT POSSIBILITIES AND GET FEEDBACK.

    UM, THEY REALLY LIKED, UM, BEING ABLE TO HAVE TWO DIFFERENT PLAY AREAS, UM, AND JUST DIFFERENT PROGRAMMING FROM PLAY BASED.

    UM, SO HAVING DIRECTOR AND FROM OPTION A PEOPLE LIKE HAVING THE OVERLOAD TO THE R WALLS THAT ARE IN THE POOL, AS WELL AS HAVING A POOL AROUND THE CART.

    AND IN THE NEXT SLIDE, UM, YOU'LL BE ABLE TO SEE HOW WE KIND OF COMBINE OPTION B WITH SOME OF THE ELEMENTS FROM OPTION A.

    SO THIS PARK DESIGN, UM, DOES HAVE THE FULL LOOP ALL THROUGHOUT THE PARK, UM, AND INCLUDING A OVERLOOK OR SEATING AREA NEAR THE ARC WALLS.

    UM, AND ALSO INCORPORATES SOME CEMENT R WALLS THAT CAN ALSO BE USED TO SPEAK TO BRING IN THE, UM, ART FROM THE CULVERT INTO THE PARK AS WELL.

    IT, OH, IT HAS A, UM, SPACE THAT CAN BE USED FOR DIFFERENT TYPES OF PROGRAMMING AND ENTRANCE NEAR HOT AND, AND LATE JUNE THAT'LL, UM, BE WITH THE ENHANCED CROSSING THAT IS IN THE WORKS AS WELL.

    SO AN ENTRY POINT THERE.

    UM, SOME MORE SHADED TREES, THE TWO DIFFERENT PLAY AREAS AND DIFFERENT, UH, SEEDING AND UH, TREE PLANTINGS, SMALL THROUGHOUT PARK, UM, AND ALSO DATED STRUCTURE AND PICNIC AREA AS WELL.

    AND ONTO THE NEXT PROPERTY AND DISTRICT EIGHT IN ECHO LAKE DRIVE.

    AGAIN, THESE ARE THE TWO OPTIONS THAT WE PRESENTED.

    UH, THE PREFERRED OPTION WAS OPTION A.

    WE'LL REALLY GRAVITATE TOWARDS, AGAIN, THE TWO DIFFERENT PLAY AREAS FOR DIFFERENT, UH, AGES.

    UH, THEY WANTED TO HAVE SOME SORT OF NATURAL ELEMENTS.

    THIS SPECIFIC PROPERTY IN PARTICULAR HAS A LOT OF WOODED AREAS WHERE PEOPLE WANTED TO FEEL ENVELOPED IN NATURE AND HAVE THAT SORT OF EXPLORATION ASPECT TO THE PARK DESIGN.

    UM, SO THEY REALLY GRAVITATED TOWARDS, UH, OPTION A.

    SOME OF THE TOP IMAGES REALLY ENCAPSULATED THAT EXPLORATION THROUGH THE LABYRINTH AND THE DIFFERENT NATURALISTIC ELEMENTS.

    UM, AND WHAT WE CAME UP, PEOPLE WERE GRAVITATING IN OPTION A TO THE MAZE AREA.

    UM, SO WE DECIDED TO IN THE FINAL SCHEMATIC, UM, ON THE NEXT SLIDE TO CHANGE UP THE NATURAL TRAILS TO HAVE THAT EXPLORATION PATTERN, UM, NEXT TO THE ACTIVATED SPACE WHILE STILL HAVING THAT OPEN LAWN AREA AND HAVING TWO SEPARATE PLAY, UM, SPACE SEPARATE BY AGES AND ALSO HAVING A SHADE STRUCTURE AND PICNIC AREA.

    UM, AND SOME NATIVE PLANTINGS AS WELL AND FORGOT TO MENTION IN THE OTHER ONE.

    BUT ALL OF THESE, UM, SIGNS WILL BE FEATURING SOLAR LIGHTS AND CAMERAS THROUGHOUT, UM, AS WELL AS ES UM, THAT ONE AT LAKE, UH, ON COTILLION DRIVE IN DISTRICT NINE.

    THESE ARE THE OPTIONS THAT WE PRESENTED.

    UM, OPTION B WAS THE PREFERRED OPTION.

    NEIGHBORS WERE REALLY GRAVITATING TOWARDS THE ORGANIC FIELD, UM, OF THIS DESIGN IN PARTICULAR AND HAVING THOSE SEPARATE AREAS, UM, FOR SEVERAL PLAY AS WELL.

    UM, AND THESE ARE SOME OF THE TOP IMAGES, A LOT OF COMPARED TO SOME OF THE OTHER SITES.

    PLAY WAS REALLY IMPORTANT IN THE SITES IN PARTICULAR.

    UM, BUT PEOPLE ARE GRAVITATING TOWARDS HAVING THE OPEN LAWN.

    UM, AND SOMETHING THAT CAME FROM THE ENGAGEMENT WAS THE IMPORTANCE OF HAVING SOME SORT OF CAREER BETWEEN OSA AND THE PARK ITSELF.

    UM, SO THAT'S SOMETHING THAT WE TOOK INTO ACCOUNT IN THE FINAL DESIGN.

    SO ON THE NEXT SLIDE, UM, THIS WAS THE DESIGN THAT THAT WE PUT TOGETHER THAT WAS REALLY BASED ON OPTION ON THE SECOND OPTION THAT WAS PREFERRED.

    BUT WE HAVE STILL THE TWO SEPARATE AREAS WITH THE BIG ONE.

    UM, AND WE PUT IT ALL THROUGHOUT OSA AVENUE, UM, MAKING SURE THAT THERE'S STILL A CONNECTION THAT'S WALKABLE THROUGH THE STREET, BUT UM, ALSO HAVING LIMESTONE SEEDING TO ACT AS A BARRIER THROUGHOUT

    THE OPEN LAWN AND ALL THE PLACE SPACES AS WELL AS SOME, UH, PLANTINGS IN THE MAIN PLACE SPACE AS WELL.

    IT ALSO, UH, FEATURES A PICNIC AREA NEAR THE MAIN PLACE SPACE.

    UM, SOME VEGETATIVE SCREENING, UH, FOR THE NEIGHBOR NEXT DOOR, UM, AND SOME PLANTINGS ON THE CORNER OF THE PROPERTY.

    UM, IT ALSO HAS LIGHTING AND CAMERAS THROUGHOUT AS WELL AS RECEPTACLES AND UH, DIFFERENT TYPE OF SEATING INSTEAD OF SEATING.

    UH, AND THEN IN DISTRICT 10, THE ENGLISH MILLS ROAD PROPERTY WE PRESENTED THREE DIFFERENT OPTIONS, UH, ALL OF 'EM INCORPORATED AND , WHICH WAS UH, THE BIGGEST FEEDBACK THAT WE RECEIVED.

    UM, HAVING SOMETHING THAT'S WALKABLE.

    UM, AND THE THREE OPTIONS ARE FOCUSED ON SOMETHING THAT'S PLAY HEAVY, SOMETHING THAT HAS A COMBINATION OF NATURALISTIC ELEMENTS AND PLAY AND ONE THAT IS MORE FOCUSED ON NATURE ELEMENTS.

    AND THAT WAS THE PREFERRED OPTION, WHICH WAS OPTION C.

    UM, AND AGAIN, PEOPLE ARE REALLY WANTING TO HAVE A FEELING OF BEING BUILT AND BEING SURE OF BEING ABLE TO WALK, BEING ABLE TO BE RELAXED, UM, AND ALSO, UM, BEING ABLE TO HAVE AN AREA TO GATHER LIKE A PICNIC AREA.

    AND SO THE DESIGN THAT WE ENDED UP WITH END STILL FEATURES THAT WHOLE TRAIL THROUGHOUT THE PROPERTY.

    UM, WITH THE BOTTOM HAVING A CONCRETE TRAIL AND THE TOP HAVING MORE OF A NATURAL TRAIL.

    UM, AND WE FOCUSED ON THAT MAIN LAWN TO HAVE SOME DIFFERENT PLANTINGS, HAVE THAT BEEN LAWN, UM, AS WELL FOR DIFFERENT ACTIVITIES.

    AND ALSO HAVING A PITCHING AREA WITH SOME NATURE ELEMENTS AND HAVING A VEGETATIVE SCREEN FOR THE NETWORK, THAT BIG OPEN LAWN AREA.

    UM, AND TO BE ABLE TO ENJOY NATURE AND SEE WE OPTED FOR TWO DIFFERENT OBSERVATION AREAS.

    SO LABELED IN I IS SOME SEATING NEAR THE CREEK AND LABELED IN M IS AN OBSERVATION DECK IN THE UPPER HALF.

    UM, SEATING THROUGHOUT.

    UH, WE ALSO ADDED BALLERS TO CUL-DE-SAC TO HELP PREVENT FROM DRIVING INTO THE PROPERTY ITSELF.

    UM, AND ALSO HAVE THE SOLAR LIGHTING AND CAMERAS THROUGHOUT THE PARK.

    AND FOR THE LAST PROPERTY IN DISTRICT 13, THE HIGHEST PROPERTY, THESE WERE THE TWO OPTIONS THAT WE, UM, BOTH OF THEM HAVING CREATE AND UM, NATURE ELEMENTS WITH OPTION BE HAVING A BIT MORE.

    UM, AND THIS PROPERTY IN PARTICULAR HAS A LOT OF LOVELY HEALTHY SHADED TREE, SO WE, UH, NEIGHBORS REALLY WANTED TO UTILIZE THAT AS A PICNIC AREA.

    SO THAT WAS PRESENT IN BOTH OPTIONS.

    UH, BUT OPTION B WAS REFERRED DUE TO IT BE, UH, FURTHER AWAY FROM OUR TWENTIES.

    UM, SO PEOPLE REALLY LIKE THE WALKING LOOP, UM, ALL THE NATURALISTIC ELEMENTS, UM, AND HAVING PLAY.

    UM, SO FOR THE FINAL DESIGN, UM, WE BASED IT OFF OF THAT PREFERRED OPTION, UM, BUT MOVED EVERYTHING STILL HAVING MORE OF A GAP BETWEEN MARCH AND THE PARK ITSELF, SO KEEPING THOSE SHADED UH, TREES, UH, AS THE BARRIER AND ALSO ADDING LIMESTONES, BENCHES AND SEATING OR LIMESTONE WALLS THROUGHOUT, UM, THE AREA IN LARGE LANE.

    AND THE AREA IN TYPE IS TO DRIVE TO HELP PREVENT, UM, TO ACT AS A BARRIER AS WELL AS SOME PLANTING.

    UM, AND THEN WE CREATED, UH, A PICNIC AREA WHERE THE SHADE TREES ARE WITH, UH, ELEMENTS LIKE PLANTINGS AND ALSO A HEAVY PLAY AREA IN HIGHNESS TO DRIVE.

    UM, ALSO FEATURING LIGHTING, CAMERAS, UM, SEATING AND UM, AND .

    SO THOSE ARE, UM, THE SCHEMATIC DESIGNS.

    THE COMMUNITY IS ALSO AWARE OF THESE DISCUSSIONS BECAUSE MAINTENANCE IS A CRITICAL PART OF THEM FEELING SAFE, UM, AND THEIR SPACES IS LOOKING LIKE THEY WANT THEM TO LOOK LIKE.

    AND SO AGAIN, THESE

    UM, WE, WE SET OUT TO DO THIS PROJECT THAT WE MORE THAN OTHER PARK PROJECTS AND WE ARE, UH, MAINTAINING THAT COURSE AS QUICKLY AS WE CAN.

    UM, WE'RE CONTINUING TO ENGAGE NEIGHBORHOODS ON THOSE FRIENDS OF GROUPS AND IDENTIFY THAT WE BRING IN MORE EXISTING, UM, VOLUNTEER GROUPS, UM, TO SUPPORT 'EM, UM, AND OTHER ORGANIZATIONS TO COME IN AND PROVIDE RESOURCES TO THESE DIRECTLY TO SUPPORT THESE PARK SPACES.

    WE HAVE BEGUN THINKING ABOUT THE PLANNING FOR COHORT TWO AND ONCE WE HAVE A, UM, PLAN FOR CONSTRUCTION FOR ALL FIVE, WE DO PLAN TO BEGIN COHORT TWO, AT LEAST TWO OF THE SITES THIS FALL 2025.

    THAT IS ONE PROGRAM, BUT THERE IS ANOTHER PROGRAM THAT IS LISTED AS SAFETY SECURITY FOR THE SYSTEM.

    AND THEN THERE IS A SEPARATE PROGRAM THAT IS FOR TRAIL MAINTENANCE AND THOSE TYPES OF THINGS.

    THERE'S A SEPARATE ENHANCEMENT FOR OUR FACILITIES MAINTENANCE.

    SO THOSE ARE ALL WRITTEN DOWN INTO THE TYPES OF PROGRAMS AND THAT'S JUST SO THE ABILITY TO BE MORE EFFICIENT.

    SO WE HAVE TO GO IN AND LOOK AT THOSE PROGRAMS THAT WE CAN LOOK FOR EFFICIENCIES WITHIN THOSE PROGRAMS. SO THAT'S JUST KIND OF A LITTLE, I KNOW IT'S VERY THERE BUT DIFFERENT, THERE'S A DIFFERENT PROCESS THIS YEAR.

    YOU JUST, YOU'RE JUST BREAKING IT DOWN INTO SMALLER BITES.

    IT SEEMS WHERE YOU ALL ARE SETTING PRIORITIES THAT ARE BRINGING BEST TO CHOOSE AMONG PRIORITIES.

    IN OTHER WORDS, IT SEEMS LESS BOARD DIRECTED THAN THAT'S BEEN IN MY, WELL AT LEAST THE LAST SIX YEARS.

    UH, AND I'M JUST WONDERING, UH, AM I MISSING SOMETHING? UH, THE LOSING SEEMS TO ME WE'RE LOSING OUR, AND ALSO FIRST BOARD RETREAT I WAS ON, IT WAS VERY STAFF DIRECTED.
