    IT'S 9:06, AND I CALL THE MEETING OF THE PUBLIC SAFETY COMMITTEE TO ORDER.

    BEFORE WE BEGIN, I'D LIKE TO JUST SHARE THIS OPENING STATEMENT WITH YOU.

    WE WANT TO RECOGNIZE AND HONOR THE RECENT AND HEARTBREAKING LOSS OF TWO ACTIVE UNIFORMED MEMBERS OF THE CITY OF DALLAS PUBLIC SAFETY COMMUNITY.

    THE FIRST ONE FROM DALLAS FIRE RESCUE.

    WE EXPERIENCED A PROFOUND LOSS WITH THE PASSING OF ONE OF OUR OWN OFFICERS.

    OFFICER BRETT SHIP, WHO HAS PROUDLY SERVED THE CITY OF DALLAS FOR OVER 14 YEARS PASSED AWAY WHILE OFF DUTY ON MONDAY, MARCH 24, HE HAD RECENTLY SERVED AT STATION 48 IN NORTHEAST DALLAS ON THE SEA SHIFT.

    HIS SUDDEN LOSS IS A SHOCK TO BOTH HIS FAMILY AND DFR.

    WE ALSO JOINED THE DALLAS MARSHALS OFFICE AND MORNING THE PASSING OF DEPUTY MARSHAL DAVID SALAZAR, WHO LOST HIS BATTLE TO CANCER ON SUNDAY, MARCH 23RD.

    HE FIRST JOINED THE CITY OF DALLAS IN 1985, AND WITH THE DALLAS POLICE DEPARTMENT, AFTER SERVING IN OTHER LAW ENFORCEMENT AGENCIES, HE RETURNED TO DALLAS IN 2011, WHERE HE SERVED WITH HONOR AND PRIDE IN THE CITY MARSHAL'S OFFICE FOR THE PAST 14 YEARS.

    HIS SERVICE DEDICATION IMPACT ON THE CITY WILL NOT BE FORGOTTEN.

    TO ALL THE FAMILIES, FRIENDS, AND COLLEAGUES IN BOTH OF THESE DEDICATED PUBLIC SERVANTS.

    YEAR TO DATE, WE'VE LOST 64 AND HIRED 100. SLIDE 3.

    HERE'S A BREAKDOWN OF FEBRUARY'S ATTRITION.

    FIVE LEFT DUE TO PERSONAL REASONS, TWO HAD A CAREER CHANGE, ONE WAS DISCHARGED, TWO LEFT FOR ANOTHER PUBLIC SERVICE POSITION, AND SIX RETIRED.

    SLIDE 4. HERE'S A FISCAL YEAR-TO-DATE BREAKDOWN FOR ATTRITION AND HIRING, AND OUR CURRENT TOTAL SWORN IS 3,158 AT THE END OF FEBRUARY.

    SLIDE 5. THIS IS OUR SWORN HIRING DATA FOR FEBRUARY, 132 APPLICANTS WERE REFERRED TO US BY CIVIL SERVICE, AND WE PLACED 87 APPLICANTS IN THE BACKGROUND PHASE.

    OUR LAST ACADEMY CLASS, WHICH WAS 405, STARTED ON MARCH 12, AND IT HAD 54 RECRUITS. SLIDE 6.

    WE PROCESSED 36 APPLICANTS, 18 ENTERED BACKGROUND, AND 17 WERE ONBOARDED.

    THE MAJORITY OF THEM ARE HEARING ABOUT US THROUGH SOCIAL MEDIA OUTLETS.

    WE WANTED TO AGAIN PARTNER WITH SOMEONE WHO COULD ACTUALLY HELP US TO REACH OUT TO DIFFERENT AVENUES SUCH AS THAT.

    >> IF I CAN EXPAND ON THAT, THE PARTNER THAT WE'RE WORKING WITH HAS IDENTIFIED THAT THERE ARE THE PROFESSION OF TEACHING.

    TEACHERS ARE SEEKING A SECONDARY PROFESSION, AND SO WE'RE CREATING SOME CONTENT RIGHT NOW THAT'S RELATIVE TO THOSE TEACHERS WHO MAY BE ON THE FENCE ABOUT CONTINUING WITH TEACHING AND MAYBE WANTING A SECONDARY CAREER.

    THAT IS ONE OF THE PROJECTS WE'RE WORKING ON RIGHT NOW IS CREATING A PIECE FOR THEM THAT'S GOING TO BE ATTRACTIVE, THAT MAKES THEM WANT TO COME TO DPD.

    THE OTHER SOCIAL MEDIA FOOTPRINT THAT WE'RE WORKING ON RIGHT NOW IS WITH MARCH MADNESS GOING ON, WE HAVE PARTNERED WITH ESPN THROUGH THE DIGITAL FORMAT.

    IF YOU'RE WATCHING A GAME ON YOUR PHONE, WHICH SEVERAL PEOPLE ARE DOING TODAY, THEN WHAT YOU'RE GOING TO SEE IS DALLAS PD HIRING RECRUITING.

    ONE OF THE OTHER AVENUES THAT WE'RE USING IS GETTING A LOT OF POSITIVE TRACTION.

WHAT YOU'VE PROVIDED IS A CHART THAT'S GOT ALL OF THE CLASS NUMBERS, THE DATE THAT CLASS STARTED, THE BEGINNING CLASS SIZE, HOW MANY PEOPLE LEFT DURING JUST ACADEMY, MEANING BEFORE GRADUATION, HOW MANY ARE STILL ACTIVE AS OF THE MARCH 11 DATE, AND THEN EOS, I'M ASSUMING MEANS END OF SERVICE, IS THAT CORRECT? GOOD. I ASSUME.

    YOU CAN GO THROUGH AND SEE WHAT'S HAPPENED.

    WHAT I DID, AND I'D LIKE TO DO IT FOR EVERY YEAR, BUT I DIDN'T HAVE TIME.

    I'LL TELL YOU WHAT I DID IS FOR 2010, I TOOK ALL OF THOSE CLASSES, WHICH IS CLASS 321 THROUGH CLASS 325, AND WHAT HAPPENED IN 2010 IS WE HIRED 234 OFFICERS.

    DURING THE ACADEMY, WE LOST 40 OF THOSE OFFICERS, WHICH WAS 17%.

    TODAY, 15 YEARS ON, WE HAVE 48% OF THOSE OFFICERS STILL, 52% HAVING LEFT.

    THEN YOU GO TO 2015.

    I WAS JUST TRYING TO DO IT IN FIVE-YEAR INCREMENTS.

    AGAIN, CLASS 344 THROUGH 349, WE HIRED 187 OFFICERS FOR THE ENTIRE YEAR, 28 OF THEM DIDN'T MAKE IT TO GRADUATION, SO THAT'S ONLY A 15% ATTRITION THERE.

    OF THOSE, 50% ARE STILL ON THE JOB 10 YEARS LATER.

    THEN YOU LOOK AT 2020, WHICH IS CLASSES 371 THROUGH 376, WE HIRED 206 OFFICERS, 21 LEFT BEFORE GRADUATION, THAT'S 10%.

    THAT'S A PRETTY LOW NUMBER FOR US.

    OF THOSE, 67% ARE STILL ACTIVE FIVE YEARS ON, 67%, 33% LOST.

    MAYBE FIVE YEARS. IN FACT, LESS THAN FIVE YEARS, FOUR-AND-A-HALF FOR SOME.

    I'M GOING TO GO THROUGH AND DO IT YEAR BY YEAR.

    I THINK IT'S IMPORTANT FOR US TO JUST RECOGNIZE WHAT'S HAPPENING WITH THE CLASSES.

    HOW MANY ARE MAKING IT TO GRADUATION, AND HOW LONG ARE PEOPLE ACTUALLY STAYING? WE WANT YOU TO HIRE AS MANY AS YOU CAN, BUT WE ALSO NEED THEM TO STAY.

    JUST HAVING THEM TO SAY, OKAY, WE HIRED THEM, WE GOT THEM EVEN ACADEMY, BUT THEY LEAVE TWO YEARS LATER.

    THAT'S REALLY TOUGH AND IT'S REALLY EXPENSIVE.

    IT'S THE WHOLE PACKAGE.

    I KNOW THAT YOU ARE REALLY DOING QUALITY HIRES AND HOW HARD YOU'RE WORKING, AND FRANKLY, WE CAN SEE THE NUMBERS, AND THE NUMBERS ARE REALLY SO MUCH BETTER THAN THEY'VE BEEN.

    WE HAVE TO MAKE SURE THAT WE'RE COMPETITIVE BECAUSE WE DO NEED THE BEST.

    BUT THERE'S STILL MESSAGES IN THE MARKETPLACE THAT CHIEF GARCIA HAD SHARED, WHEN PEOPLE TALK ABOUT THAT THE CITY DOESN'T SUPPORT OUR POLICE.

    JUST SOME OF THOSE MESSAGES OUT THERE WHEN THEY TALK ABOUT THE PENSION, WHICH THERE'S A FUNDING SOUNDNESS RESTORATION PLAN FOR.

    SOMETIMES THOSE MESSAGES, I THINK COULD CHIP AWAY AT MORALE.

    I THINK IT'S IMPORTANT THAT NOT ONLY THOSE WHO ARE IN THIS ROOM, WHO ARE ALREADY DOING THAT, I'M ALWAYS PLEASED WHEN I SEE A COMMUNITY MEETINGS, EVEN AN NPO, TALKING ABOUT THE SUPPORT THAT IS ENJOYED FROM THE MAYOR, THE COUNCIL, AND RESIDENTS, THAT I THINK RESIDENTS AND OTHERS, MAYBE MEDIA, OTHERS WHO ARE INVOLVED IN MESSAGING.

    THERE'S A ROLE HERE FOR EVERYONE TO BE FACTUAL ABOUT THE FACT THAT DALLAS SUPPORTS OUR POLICE DEPARTMENT ROBUSTLY, I JUST WANTED TO SHARE THAT BECAUSE I THINK THAT IS PART OF THE EQUATION ON RETENTION.

    IS THAT, WELL, I NEVER EVEN THOUGHT I COULD DO THIS, I GOT THAT CHANCE HERE BECAUSE A LOT OF DIFFERENT CITIES THAT ARE POSSIBLY PAYING MORE DON'T HAVE THOSE OPPORTUNITIES.

    YOU'RE GOING TO STUCK IN A PATROL CAR FOREVER.

    THERE'S ALSO LOTS OF OPPORTUNITIES FOR ADVANCEMENT THAT LOTS OF PLACES DON'T HAVE.

    AFTER EACH OF THESE, PLANS END UP BEING UPDATED.

    COVID 19 REVEALED THAT THE WEAKEST ELEMENTS OF OUR PLANS WERE BOTH IN THE LOSS OF STAFF, JUST THE SCALE OF THE LOSS OF STAFF, BUT ALSO A KEY PLANNING ASSUMPTION THAT LOSS OF FACILITY MEANT THAT THERE WAS SOME DAMAGE OR SOME REASON YOU COULDN'T ACCESS THAT FACILITY AS OPPOSED TO COVID 19, WHICH LOSS OF FACILITY WAS REALLY A POLICY DECISION.

    IT WAS WE DECIDED WE WEREN'T GOING TO ALL USE THOSE BUILDINGS ANYMORE.

    WE HAD TO FIND DIFFERENT WAYS ON A VERY LONG TERM BASIS AS OPPOSED TO WHAT WE USUALLY THINK OF AS A SHORT-TERM LOSS OF FACILITY TO RE-ESTABLISH AND CONTINUE THOSE SERVICES.

    IT ALSO HIGHLIGHTED THAT THERE'S A NATURAL TENDENCY TO PLAN BASED ON RISK.

    WHILE THERE'S SOME WISDOM IN THAT, YOU MUST KEEP AN ALL-HAZARDS FOCUS OR YOU'RE GOING TO BE CAUGHT OFF GUARD.

    THEN THE ROYAL RANSOMWARE ATTACK HIGHLIGHTED THAT THE PACE AT WHICH WE ADOPT TECHNOLOGY AND THE COMPLEXITY OF THE SYSTEMS AND HOW THEY INTERRELATE, REQUIRE THAT EMERGENCY MANAGEMENT AND IT INFORMATION TECHNOLOGY SERVICES, WE HAVE TO BE CLOSELY COORDINATING ON THESE PLANS TO ENSURE THAT OUR PRIORITIES AND GOALS AREN'T CONFLICTING WITH ONE ANOTHER.

    THEN ONE VERY IMPORTANT THING THAT IT DOES IS ESTABLISHES LINES OF SUCCESSION AND LINES OF AUTHORITY SO THAT IF SOMEBODY IS MISSING OR IF SOMEONE'S BEEN TAKING OUT OF THAT LINE OF AUTHORITY, WE DON'T JUST STOP THAT THERE'S SOMEONE CLEARLY IDENTIFIED WHO'S MEANT TO ASSUME THAT ROLE.

    THE 2025 REVIEW BEGAN THIS MONTH IN MARCH AND INCLUDED UPDATED GUIDANCE BASED ON A THIRD-PARTY REVIEW THAT WE'RE GOING TO TALK ABOUT MOMENTARILY.

    FINALLY, AT THE VERY END, WE'LL DO A FINAL REVIEW WITH ALL OF THE DEPARTMENTS TO ENSURE THAT ALL THE ELEMENTS THAT WE REQUIRE IN THOSE PLANS PER THE AD ARE IN THERE.

    THEN WE PROVIDE A ANNUAL UPDATE TO THE PUBLIC SAFETY COMMITTEE ON THE STATUS OF THE OVERALL PROGRAM.

    WE'LL ALSO DELIVER TABLETOP EXERCISES AND OTHER TRAINING FOR DEPARTMENTS UPON REQUEST.

    THERE ARE SEVERAL THAT WE WORK WITH. NEXT SLIDE, PLEASE.

    THE ENHANCEMENT PROJECT. ON APRIL 10TH, 2024, CITY COUNCIL APPROVED A CONTRACT BY EM.

    WE FOUND THAT QUITE A BIT OF TIME HAD ELAPSED AND MANY PLAN REVIEWS HAD OCCURRED AS WELL AS REAL-WORLD ACTIVATIONS SINCE WE LAST HAD A THIRD PARTY LOOK AT OUR PLANS.

    WE HIRED IEM AS A EMERGENCY MANAGEMENT CONTRACTOR TO PERFORM A CRITICAL REVIEW OF OUR PROGRAM AND PROVIDE US WITH SOME RECOMMENDATIONS ON HOW TO ENHANCE IT.

    THEY WERE RESPONSIBLE FOR DELIVERING A FULL PROGRAMMATIC REVIEW, IDENTIFY WHERE WE MIGHT HAVE GAPS BASED ON THEIR EXPERIENCE WITH OTHER CITIES, GENERAL AREAS FOR IMPROVEMENT.

    WE ALSO WANTED TO KNOW WHAT THEY THOUGHT WE WERE DOING WELL.

    ANOTHER COUPLE OF VERY IMPORTANT THINGS THAT THEY DID THAT WE DIDN'T REALLY HAVE BEFORE, IS THEY HELPED US DEVELOP TRAINING MATERIALS FOR DEPARTMENTS SO THAT THEY CAN TRAIN THEIR STAFF AND ALSO A LIBRARY OF OFF THE SHELF EXERCISES THAT WE CAN HAND FOLKS AND SAY, HEY, IF YOU WANT TO DO AN EXERCISE WITH YOUR DEPARTMENT, HERE'S A GREAT PLACE TO START.

    YOU CAN ADAPT IT HOW YOU NEED TO FOR YOUR TEAM AND GO FORTH AND DO AN EXERCISE.

    THEY DELIVERED ALL OF THEM, THEY RETURNED ALL THE DELIVERABLES TO US IN FEBRUARY 25, AND THEN WE GAVE ALL THOSE RECOMMENDATIONS BACK OUT TO DEPARTMENTS ONCE WE GOT THEM.

    NEXT SLIDE, PLEASE. KEY FINDINGS, OVERALL, WE'RE VERY PROUD OF THE COOP PROGRAM, AND WE FEEL THAT WE'VE HAD BROAD SUCCESS IN WORKING WITH CITY DEPARTMENTS TO ENSURE THAT THEY KEEP THEIR PLANS UP TO DATE.

    OUR BIGGEST TAKEAWAY IS THAT WE'VE GOT TO HAVE A MORE ROBUST TRAINING AND EXERCISE PROGRAM SPECIFIC TO THESE PLANS.

    LIKE I MENTIONED, WE'VE HAD LOTS OF OPPORTUNITY TO TEST THESE PLANS IN REAL-WORLD EVENTS.

    AFTER EACH OF THOSE, WE INCORPORATE WHAT WE LEARNED, BUT THERE'S PROBABLY OPPORTUNITIES THAT WE'RE MISSING JUST IN EXERCISES TO IDENTIFY SOME OF THOSE THINGS IN ADVANCE.

    THEN ONE OF THE THINGS I THINK WE FOUND IS THAT PEOPLE REALLY NEED TO UNDERSTAND WHAT THEIR ROLE IS.

    WHEN THERE'S A LOT OF TURNOVER, THEY MIGHT BE IN THAT LINE OF SUCCESSION OR MIGHT HAVE A RESPONSIBILITY SOMEWHERE.

    IF YOU'RE NAMED AS A RESPONSIBLE PERSON IN THAT PLAN, YOU REALLY NEED TO BE TRAINED AND UNDERSTAND WHAT YOUR ROLE IS GOING TO BE.

    THEN FINALLY, ALMOST EVERYTHING WE DO REQUIRES, LIKE I MENTIONED, SOME TYPE OF IT SYSTEM.

    THERE'S VERY FEW THINGS IN ANYONE'S PLAN THAT ISN'T TIED BACK TO THAT SOMEHOW.

    THE COORDINATION WITH ITS AND THEIR BUSINESS IMPACT ANALYSIS PROCESS AND WHAT THEY DO HAS TO BE A CONSTANT ONGOING PROCESS BECAUSE THE PACE OF TECHNOLOGY CHANGING IS OFTEN FASTER THAN OUR ANNUAL REVIEWS.

    WE'RE GOING TO BEGIN THAT PROCESS IN TANDEM WITH THE UPDATES THAT WE'RE MAKING TO THE PROGRAM SO THAT WHEN WE'VE INCORPORATED ALL THOSE UPDATES, WE CAN MOVE RIGHT INTO A TEST OF THOSE AND EVALUATE HOW WE THINK THAT THEY'RE DOING, MAKE ANY CHANGES IS NECESSARY.

    PARK RANGERS. THEY'VE DONE A REALLY GOOD JOB ON THE ENRICHMENT PROGRAMS,

    WORKING WITH THE SUMMER CAMPS, WORKING WITH OUTREACH ADMITS TO THE COMMUNITIES, AND SO THEY CREATE A LOT OF SUPPORT FOR THE SYSTEM.

    THEN JUST THE TOUCH POINTS OF THE PARK RANGERS, PUTTING THEIR HANDS ON THE CITIZENS AS FAR AS CONTINUE ENGAGEMENT AND SO YOU CAN SEE IN FY25, WE'VE ALREADY HAD 21,000 TOUCH POINT, AND OF COURSE, LAST 67,000.

    THAT MEANS A RANGER WAS ON THE SITE AND SPOKE TO, ENGAGED WITH A COMMUNITY MEMBER, AND THAT'S A MAJOR THING FOR THEM TO KNOW THAT WE'RE OUT THERE AND THAT WE CARE.

    NEXT SLIDE. OUR ACTION PLANS, OF COURSE, THINGS DO HAPPEN IN THE PARK SYSTEM, AND WHAT DO WE DO IN ORDER TO TRY TO CREATE SYSTEMS OF STRUCTURES TO RESPOND TO THOSE CHALLENGES.

    A MEMBERS OFFICE WITH LAW ENFORCEMENT MAKING SURE THAT THE PRESENCE, WE HAD MORE PRESENCE THERE, PUTTING IN SECURITY CAMERAS, MORE LIGHTING, TOWED CARS THAT NEED TO BE TOWED.

    THEN THOSE ACTION PLANS COMES OUTCOMES AS FAR AS GIVING PARKING CITATIONS AND REMOVING VEHICLES AND THAT THING.

    WE WERE ABLE TO REALLY WORK WITH DPD AND THE MARSHALS TO REALLY MAKE SOME IMPROVEMENTS IN THAT AREA. NEXT SLIDE.

    THIS IS JUST ANOTHER EXAMPLE AT VALLEY VIEW, AND THE COMMUNITY REALLY CAME TOGETHER BECAUSE, OF COURSE, THIS SITE HAD A LOT OF VEGETATION, A LOT OF PRIVY, A LOT OF THINGS GOING ON OUT IN THAT PARK, WHEREAS THERE'S A LOT OF UNSHELTERED, NOT HAVING SIGHTLINES WHERE PEOPLE CAN WALK THROUGH.

    THE DISTRICT 6 AND MAINTENANCE CENTER, THEY CAME IN, THEY REALLY CLEARED SOME AREAS AND MOVED THAT VEGETATION OUT, GOT WITH THE COMMUNITY, CREATED A FRIENDS GROUP AND HAD A MAJOR EVENT OUT THERE.

    WE GOT A LOT OF PUBLICITY WITH THE MEDIA AND THAT THING.

    IT WAS A GREAT DAY WHERE WE WERE ABLE TO COME OUT AND CELEBRATE THE USE OF THIS PARK AND HAVE GOTTEN A LOT OF COMPLIMENTS SINCE.

    YOU CAN SEE THOSE OUTCOMES AS TO WHEN WE RESPONDED, WHAT'S BEEN ACCOMPLISHED AS FAR AS CLEANING UP THE AREA AND MAKING SURE THAT THE AREA REMAINS SAFE.

    WE WORKED WITH NANCY LIEBERMAN, WE INSTALLED A COURT, A SPLASH PAD IS COMING.

    WE PUT SOME AMENITIES IN THAT PARK WHERE WE'RE GETTING MORE USED AND MORE KIDS OUT, MORE FAMILIES USING THAT SITE.

    IT WAS JUST A GREAT DAY WHERE NANCY LIEBERMAN WAS THERE AND ALL THE KIDS ARE COMING OUT AND IT WAS JUST A GREAT TIME.

    IT'S REALLY GOOD WHEN THE COMMUNITIES COMES TOGETHER WITH DPD, WITH THE MARSHALS, WITH THE PARK DEPARTMENT, ALL THAT WANT TO SAY, THIS IS OUR PARK AND THIS IS HOW WE'RE GOING TO UTILIZE IT. NEXT SLIDE.

    WE MEET WITH THEM ABOUT EVERY 90 DAYS, AND SO WE'VE BEEN RESPONDING TO THEIR CONCERNS.

    THEY ARE VERY PLEASED WITH SOME OF THE THINGS AND ACTIONS THAT HAVE HAPPENED.

    OF COURSE, THE UNSHELTERED POPULATION.

    IT'S NOT AS IF I WANT TO MAKE SURE THAT EVERYONE KNOWS THAT IT'S NOT OUR GOAL TO REMOVE PEOPLE FROM THE PARK.

    EVERYONE HAS A PLACE IN THE PARK.

    WE JUST HAVE TO MAKE SURE THAT THERE ARE NO VIOLATIONS, NO SLEEPING, NO SMOKING, NO STRUCTURES AND THAT THING.

    THAT'S OUR PHILOSOPHY.

    WE'VE WORKED WITH DDI AND NOW WE'RE WORKING WITH THE CONSERVANCY AND LOOKING AT HOW WE CAN MODIFY SOME OF THE AREAS OF THE PARKS THAT WE'RE EXCITED ABOUT SOME THINGS THAT ARE GOING ON THAT YOU DEFINITELY WOULD HEAR MORE ABOUT.

    NEXT SLIDE. WE WANT TO MAKE SURE THAT COUNSEL THAT YOU ALL KNOW HOW APPRECIATIVE WE ARE OF ALL THE INVESTMENTS THAT YOU'VE GIVEN TO US AND WE'VE USED THOSE INVESTMENTS TO REALLY LEVERAGE WHAT WE CAN DO IN OUR PARK SYSTEM.

    OUR HEART TEAM, WE ARE SO PLEASED WITH OUR HEART TEAM.

    THIS IS A GROUP THAT IS DEDICATED TO THE PARK SYSTEM, AND SO THEY GO AROUND TO ALL OF OUR SITES.

    THAT ENHANCEMENT THAT WAS GIVEN TO US A COUPLE YEARS AGO HAS REALLY SHOWN TO BE A VERY GOOD SERVICE FOR US.

    WE HAVE 400 PLUS PARTS.

    WITH THE AREA OF THIS CITY AND EVEN THOUGH OUR DISTRICTS ARE RESPONSIBLE TOO TO MAKE SURE THE PARK IS CLEAN, IT'S GREAT TO HAVE THAT DEDICATED TEAM THAT CAN GO AND GO TO CHRONIC PLACES THAT, OF COURSE, IT MIGHT BE SOME PAVILION THAT WE SEE UNSHELTERED AND THEY'RE DOING SOME THINGS IN THE PARK SYSTEM, AND WE CAN RESPOND TO IT QUICKLY, WHICH MOVES THAT IN ANOTHER DIRECTION.

    WE'RE VERY APPRECIATIVE OF THOSE INVESTMENTS. NEXT SLIDE.

    JUST CONTINUING MORE ON THESE INVESTMENTS THAT YOU ALL HAVE PROVIDED US, IT HAS REALLY ALLOWED US TO WORK ON OUR EQUIPMENT AND INFRASTRUCTURE WERE IT MAKES A SMARTER SYSTEM AS TO HOW WE CAN RESPOND.

    THAT SEEMS LIKE IT MIGHT BE A WAY THAT IF YOU'RE HAVING A RECURRING PROBLEM, YOU MIGHT BE ABLE TO FIND SOMEBODY WHO'S AN OFFENDER ON THAT AND GET THEM TO CHANGE THAT BEHAVIOR OR CITE THEM.

    THEN ON PARKING ENFORCEMENT.

    OUR RIGHT CARE PROGRAM IS DOING OUTSTANDING AND IS FULLY STAFFED.

    MEDIC 1 IS A NEW ONE THAT WE'RE RUNNING TWO LOW ACUITY UNITS DOWNTOWN, WITH A CIT AND A PARAMEDIC TO PROVIDE SOME ADDITIONAL CARE FOR SOME OF THE NEEDS THAT YOU HAVE ON THESE LOW ACUITY CALLS.

    THEY CAN GET PEOPLE TO DIFFERENT SERVICES, NOT NECESSARILY AN EMERGENCY ROOM.

    THAT'S BEEN EXTREMELY COST EFFECTIVE AND THEY PICKED UP A LOT OF THE CALL VOLUME IN THE DOWNTOWN AREA.

    YOU GO ON TO OUR MODSS PROGRAM, WHICH IS AN EXPANSION OF MEDIC ONE, BUT THOSE ARE FOLKS THAT GO OUT AND IF WE HAVE CHRONIC CALLERS, HABITUAL CALLERS, THEY WILL TOUCH BASE WITH THEM.

    IF IT'S ELDERLY THAT NEED SOME SERVICES OR JUST SOMEBODY TO ADVOCATE FOR THEM, THAT'S WHERE THEY REALLY REACH OUT AND TOUCH THOSE PEOPLE IN THE COMMUNITY.

    WE WERE ABLE TO ADD AN ADDITIONAL EMS SUPERVISOR THAT OPERATES OUT OF LOVE FIELD, THAT ALSO IS CARRYING BLOOD IN THAT PART OF THE CITY AND RESPONDING TO THAT AREA OF CITY, WHICH HAS BEEN A SIGNIFICANT IMPROVEMENT IN SERVICE IN THE NORTHWEST PART OF THE CITY.

    WE WORKED WITH DVI TO MAKE THESE DECISIONS BASED ON DATA AND HAVE GOOD ANALYTICS TO JUSTIFY WHY AND WHERE WE'RE DOING OUR MOVEMENTS AND OUR PILOT PROGRAMS.     AS WELL AS CELEBRATING 84 PATIENTS WHO SURVIVED THE SUDDEN CARDIAC ARREST TO LEAVE THE HOSPITAL NEUROLOGICALLY INTACT AS 34 UNITS THAT WERE RECOGNIZED IN OVER 300 MEMBERS.

    BECAUSE AS NICE AS THIS REPORT IS, ALL THE WORK AND CREDIT GOES TO THE MEN AND WOMEN OF THE DALLAS FIRE RESCUE DEPARTMENT, FOR THE IMPROVEMENTS IN CARE THAT WE'VE WITNESSED OVER THE LAST FEW YEARS. NEXT SLIDE.

    OVER THE LAST FEW YEARS, WE'VE WORKED HARD TO DEVELOP THOSE POLICIES, PROCEDURES AND ENACTED THE TRAINING NECESSARY THROUGH OUR PARTNER AT DALLAS COLLEGE AND INTERNALLY THROUGH THE OFFICE OF THE MEDICAL DIRECTOR TRAINING, AND WE WERE ABLE TO RAISE THE PATIENT DEFINITION AND TRANSPORT RATE FROM BELOW 50% TO NOW 70%, WHICH, IF YOU LOOK AT OTHER LARGE URBAN SYSTEMS IS ABOUT A CONSISTENT RATE OF TRANSPORT.

    IT'S ALSO HAD OTHER BENEFITS TO THE SYSTEM AND TO THE CITY BEYOND JUST TAKING GOOD CARE OF PATIENTS AND ENSURING THAT OUR LIABILITY TO THOSE PATIENTS AND TO THEIR FAMILIES IS DECREASED.

    I THINK THAT THERE'S A BIG PICTURE PHILOSOPHY AS IT RELATES TO THAT FACILITY AND WHERE WE'RE GOING TO BE DOWN THE ROAD WITH REGARDS TO THE DETENTION CENTER AND THE HIGHWAY EXPANSION.

    THERE'S A LOT OF FACTORS THAT WE'RE HAVING CONSIDER RIGHT NOW, BUT THERE IS MONEY IN SPEAKING WITH THE DIRECTOR JOHNSON AND DONZEL, SPECIFIC MONEY AS IT RELATES TO ROOFING AND THINGS LIKE THAT THAT ARE ALREADY SET UP, AND THAT BUILDING IS DESIGNATED AS ONE OF THE FACILITIES THAT'S ELIGIBLE FOR THAT FUNDING.

    THERE IS CAPITAL FUNDING THAT'S ELIGIBLE FOR CERTAIN PROJECTS, SO WE'RE WORKING TOGETHER NOW TO LOOK AT THAT.

    WE WANT TO BE PRAGMATIC AND REALISTIC ABOUT WHAT CAPITAL IMPROVEMENTS WE DO TO THE FACILITY AND THEN MOVE FORWARD FROM THERE.

    >> OBVIOUSLY, THESE THINGS ARE NEEDED IF YOU'VE BEEN THERE, YOU'VE SEEN SOME OF THIS.

    BUT IS ANYTHING DISRUPTING THE BUSINESS OF THE FACILITY, OR IS IT JUST UNCOMFORTABLE?

    >> SOME OF THE PLUMBING ISSUES HAVE CAUSED SLIGHT DISRUPTION TO OUR OPERATIONS, BUT THEY'VE BEEN VERY RESPONSIVE AND THEY COME OUT THERE AND WE WORK AROUND IT.

    WE SHARE THAT FACILITY WITH DFR AND THEY HAVE SOME OFFICES ADJACENT TO THE DETENTION CENTER ON THE SOUTH SIDE AND THE EAST SIDE OF THE BUILDING.

    AS I UNDERSTOOD IT, THE LAST PLAN, WHICH IS STILL IN THE WORKS, SO NOT FINALIZED OR ANYTHING, COULD CLIP THAT CORNER OF THE BUILDING THAT'S ACTUALLY DFR OFFICES.
