    I AM REALLY THRILLED TO SIT BEFORE YOU AND PRESENT A FEW UPDATES RELATED TO OUR DALLAS CULTURAL PLAN.

    I AM HERE WITH OUR TWO ASSISTANT DIRECTORS. YOU KNOW, MR. GLENN AYERS AND I'M REALLY THRILLED TO INTRODUCE YOU TO ANNA HUBBELL, WHO IS OUR SECOND ASSISTANT DIRECTOR WITH THE OAC.

    SO, ANNA WILL GET US STARTED ON THE NEXT SLIDE.

    SO IN THIS UPDATE WE WILL FIRSTLY BE BRIEFING YOU.

    CAN YOU HEAR ME BETTER? OKAY. SO FIRSTLY, WE'LL BE BRIEFING YOU OVER THE HISTORICAL BACKGROUND OF THE CULTURAL PLAN AND HOW IT CAME TO BE.

    THEN WE'LL PRESENT TO YOU THE 31 STRATEGIC INITIATIVES UNDER THE SIX PRIORITIES THAT FORM THE CULTURAL PLAN.

    AND THEN WE SHALL FOLLOW WITH THE UPDATES ON THE PROGRESS MADE IN IMPLEMENTING THE CULTURAL PLAN AND FINALLY DISCUSS THE NEXT STEPS.

    SO, ON THE NEXT SLIDE. OKAY, SO THE CULTURAL PLAN FOLLOWED THE RIGOROUS YEAR LONG PROCESS THAT ENGAGED NEARLY 9000 DALLAS SITES ACROSS THE CITY.

    THE DALLAS CULTURAL PLAN DCP WAS UNANIMOUSLY ADOPTED BY THE CITY COUNCIL ON NOVEMBER 8TH, 2018.

    THE DALLAS CULTURAL PLAN PROVIDES A COLLECTIVE VISION FOR THE FUTURE OF DALLAS ART AND CULTURE.

    AND ON THE NEXT PLAN, ON THE NEXT SLIDE, YOU WILL BE ABLE TO SEE OKAY, THAT ON THIS SLIDE, YOU'LL BE ABLE TO SEE THAT THE CULTURAL PLAN IS FORMED WITH SIX OF SIX PRIORITIES THAT EMERGED.

    AND THEY HIGHLIGHT THE 31 STRATEGIES THAT WE WILL PROVIDE UPDATES FOR IN THIS PRESENTATION.

    ALL RIGHT. IT'S MY TURN. AND I'LL TRY TO SPEAK A LITTLE BIT SLOWLY, MORE SLOWLY THAN I NORMALLY DO.

    GREAT. ALL RIGHT. SO, WE'RE GOING TO GO THROUGH SOME OF THESE STRATEGIES THAT HAVE BEEN LISTED HERE.

    I'M GOING TO GO THROUGH THOSE AND LET YOU KNOW SOME OF THE WAYS THAT WE'VE MET THESE STRATEGIES OVER THE PAST YEARS, SINCE 2018, SINCE THE CULTURAL PLAN HAS BEEN PASSED. NEXT SLIDE PLEASE.

    ALL RIGHT. STARTING WITH NUMBER ONE, IMPROVING EQUITY CITYWIDE THROUGH EXPANDED AND ADAPTED PROGRAMMATIC OFFERINGS.

    SO ONE OF THE WAYS WE'VE DONE THIS IS THROUGH OUR ARTS ACTIVATE PROJECT BASED FUNDING PROGRAM USING OUR NEIGHBORHOOD TYPOLOGY MAP, WHERE YOU CAN SEE AN EXAMPLE OF THAT RIGHT THERE.

    AS A MEANS OF LEVERAGING OUR APPLICANTS TO PROPOSE PROJECTS IN AREAS OF HIGHER NEED FOR OUR ARTS AND CULTURE SERVICES, MAINLY IN MORE RESIDENTIAL AREAS AND OUTSIDE OF THE ARTS DISTRICT.

    SO IT'S BASICALLY LIKE A DENSITY MAP FOR ARTS AND CULTURE EXPERIENCES IN THE CITY.

    AND THAT SHOWS YOU FROM LAST FISCAL YEAR HOW THAT PROGRAM HAS HELPED SPREAD THOSE EVENTS OUT THERE.

    AND YOU CAN SEE THE NUMBER OF EVENTS IN ATTENDANCE THERE IN THAT TABLE.

    ANOTHER WAY IS INCREASING FUNDING FOR OUR COMMUNITY ARTIST PROGRAM TO ALLOW FOR MORE FREE AND OPEN TO THE PUBLIC PROGRAMING THROUGH OUR CAP REQUESTS.

    LOOKING AT OUR SECOND STRATEGY, ESTABLISHING TARGETS TO IMPROVE EQUITY AND NEW CULTURAL POLICIES MOVING FORWARD, SPECIFICALLY IN OUR CULTURAL POLICY 2018, WE SET GOALS OF AT LEAST 40% OF OUR CULTURAL SERVICES FUNDING TO ORGANIZATIONS AND ARTISTS SERVING COMMUNITIES THAT WE HAVE PRIORITIZED AS IN MOST NEED OF OUR ARTS AND CULTURE SERVICES.

    WE'VE ALSO SET GOALS FOR 100% OF OUR ORGANIZATIONS FUNDED THROUGH OUR ORGANIZATIONAL SUPPORT PROGRAM, WHICH IS OUR CULTURAL ORGANIZATIONS PROGRAM, TO HAVE POLICIES RELATED TO EQUITY, DIVERSITY AND INCLUSION.

    NEXT SLIDE PLEASE. SO LOOKING AT OUR THIRD STRATEGY, CREATING AND ENHANCING PROGRAMMATIC OFFERINGS, HIGHLIGHTING AND PROVIDING EDUCATION RELATED TO THE DIVERSITY OF DALLAS, WE CAN CERTAINLY LOOK AT OUR CULTURAL CENTER PROGRAMING AT ALL FOUR OF OUR CULTURAL CENTERS. WE CAN HIGHLIGHT THE AAPI FESTIVAL THAT TAKES PLACE AT THE BATHHOUSE CULTURAL CENTER, AND THEN OUR DIA DE LOS MUERTOS FESTIVALS THAT TAKE PLACE AT ALL OF OUR CULTURAL CENTERS, REALLY CELEBRATING THE DIVERSITY OF THIS GREAT CITY.

    WE ALSO HAVE HERE AT CITY HALL CELEBRATIONS AND EVENTS RELATED TO OUR EMPLOYEE RESOURCE GROUPS, AND ALSO HERITAGE MONTH CELEBRATIONS THAT OUR EVENTS SUPERVISOR HAS REALLY HELPED HIGHLIGHT AND BRING VOICE TO AT CITY HALL.

    LOOKING AT NUMBER FOUR. PROVIDING RESOURCES FOR IMPROVING ARTS AND CULTURE ORGANIZATIONS.

    DIVERSITY AT STAFF AND AUDIENCE LEVEL. WE'VE IMPLEMENTED SCORING CRITERIA IN OUR CULTURAL ORGANIZATIONS PROGRAM THAT REFLECTS OUR CITY OF DALLAS LIVING WAGE.

    SO AGAIN, WE'RE USING OUR SCORING CRITERIA IN THESE FUNDING PROGRAMS AS A MEANS OF LEVERAGING EXACTLY WHAT WE EXPECT OF OUR OWN CITY,

    WITH OUR ORGANIZATIONS AND OUR PARTNERS SETTING GOALS ACROSS THIS NUMBER FIVE, SETTING GOALS ACROSS SECTOR FOR BOARD DIVERSITY THROUGH GRANTS AND SUPPORT FROM OAC.

    OUR CULTURAL POLICY SETS CRITERIA. I'M SORRY.

    OUR CULTURAL POLICY SETS GOALS FOR OUR ORGANIZATIONS BASED OFF OF THEIR SPECIFIC BUDGET SIZES, WHICH ARE THEN USED AGAIN IN ADMINISTRATIVE SCORING WHEN IT COMES TO THEIR BOARD DIVERSITY THROUGH OUR SUPPORT PROGRAMS. LOOKING AT NUMBER SIX, EXPANDING THE DIVERSITY OF ARTIST CANDIDATES FOR PUBLIC ART OPPORTUNITIES.

    SO WE HAVE OUR EXPANDED PUBLIC ART COMMUNITY ENGAGEMENT TOOLKITS, WHICH HAVE INCREASED COMMUNITY ACCESS TO PUBLIC ARTS THROUGH VARIOUS EVENTS AND OFFICE HOURS. ARTIST INFORMATION SESSIONS. THEY'VE CHANGED UP OUR ARTIST CALL PLATFORM TO ALSO REACH A BROADER ARTIST AUDIENCE AND INFORMATIONAL GALLERY AND STUDIO VISITS. NEXT SLIDE PLEASE. SO LOOKING AT OUR SEVENTH STRATEGY, EXPANDING OPTIONS FOR AFFORDABLE SPACES FOR PERFORMING LITERARY AND VISUAL ARTS, REHEARSAL SPACE, PERFORMANCE STUDIO EXHIBIT SPACE, AND MAKER SPACE.

    SO WE'VE EXPANDED COMMUNITY ACCESS TO SPACES SUCH AS THE KALITA HUMPHREYS THEATER THROUGH OUR EQUITABLE ACCESS PLAN AND ALSO OUR LIBRARY BLACK BOXES.

    WE'RE ALSO EXPLORING POSSIBLE RENTAL ASSISTANCE PROGRAMS, ALLOWING MORE AFFORDABLE ACCESS TO SPACE FOR ARTS GROUPS WHILE ALLOWING NON-CITY OWNED FACILITIES INCREASED REVENUE OPPORTUNITIES THROUGH THOSE ASSISTANCE PROGRAMS. LOOKING AT OUR EIGHTH STRATEGY, MAXIMIZING THE USE OF CITY FACILITIES, ESPECIALLY FOR HISTORICALLY MARGINALIZED GROUPS, AND DETERMINING WHAT CHANGES SHOULD BE MADE TO ACCOMMODATE THEIR NEEDS.

    ONE OF OUR LARGEST THAT WE CAN REALLY POINT TO IS OUR LATINO CULTURAL CENTER PHASE TWO, WHERE WE BUILT THAT NEW BLACK BOX THEATER, PROVIDING EVEN MORE SPACE AT THAT FACILITY FOR OUR PARTNERS THAT REALLY USE THAT SPACE THE MOST.

    WE'RE ALSO CURRENTLY REVIEWING AND REEVALUATING OUR FEE STRUCTURES AT ALL OF OUR OAC CULTURAL CENTERS, TO CREATE GREATER CONSISTENCY AMONG THOSE AND GREATER ACCESS TO THOSE SPACES.

    NUMBER NINE, FACILITATING PARTNER, I'M SORRY, FACILITATING PRIVATE INITIATIVES TO ADDRESS SPACE NEEDS OF ARTISTS AND ORGANIZATIONS OF VARIOUS DISCIPLINES. SO WHEN WE LOOK AT WHAT OUR PARTNERS ARE DOING ACROSS THE SECTOR, WE CAN POINT TOWARDS THE ELEVATOR PROJECT THAT THE AT&T PERFORMING ARTS CENTER DOES, PROVIDING ACCESSIBLE SPACE FOR THOSE APPLICANTS OVER THERE, WHICH IS A REALLY WONDERFUL OPPORTUNITY FOR THEM, SOMETHING THAT'S NEW THIS PAST EVEN COUPLE OF MONTHS, WHICH HAS BEEN REALLY EXCITING, IS ONE OF OUR PARTNER GROUPS FLAMENCO FEVER HAS FOUND THIS NEW PARTNERSHIP WITH THIS NEW STUDIO SPACE, WHICH IS REALLY LOVELY, AND THEY'RE ALSO ABLE TO RENT OUT THAT SPACE AND COORDINATE THAT, PROVIDING THAT OTHER GREAT PRIVATE PARTNERSHIP.

    I CAN ALSO REFERENCE AGAIN OUR EQUITABLE ACCESS PLAN AT THE KALITA HUMPHREYS THEATER.

    SO OVERALL, OUR ARTS NONPROFITS HELP ELEVATE THE ARTS THROUGH OUR DIFFERENT PARTNERSHIPS AND COLLABORATIONS.

    COMING RIGHT UP IS OUR DALLAS ARTS MONTH IS A KEY EXAMPLE OF THAT.

    WE ALSO HAVE OUR DALLAS CULTURAL TRAIL PROJECT PLANNING COMING ALONG JUST WONDERFULLY.

    NUMBER 11 ENCOURAGE GROWTH OF ARTISTS AND ORGANIZATIONS BY PROVIDING SPACE FOR THE FUTURE.

    WE HAVE OUR RESIDENT THEATER COMPANY DESIGNATION THAT IS ESTABLISHED, THAT HAS BEEN ESTABLISHED AT THE LATINO CULTURAL CENTER THAT'S AIDING IN PROVIDING SPACE AND FUTURE GROWTH AND STABILITY FOR TWO OF DALLAS ESTABLISHED LATINX LOCAL THEATER COMPANIES.

    WE ALSO ARE HAVING OUR OHC STAFF WORK WITH LIBRARY STAFF TO AID IN EQUIPMENT REPAIR AND REPLACEMENT TO BRING THE PLEASANT GROVE LIBRARY LIGHTING SYSTEM BACK ONLINE FOR CONTINUED USE BY THE COMMUNITY. LOOKING AT NUMBER 12. INITIATE TEMPORARY PUBLIC ART IN DALLAS.

    WE HAVE OUR LIFELINES AT CELEBRATION OF LIFE PARK, WHICH IS A TEMPORARY ART PROJECT OPENING IN APRIL.

    WE ALSO HAVE A REIMAGINED VACANCY PROJECTS WHICH ARE DRIVEN BY COMMUNITY INSPIRED ART AND LANDSCAPE BEAUTIFICATION EFFORTS OF OUR OWN CITY OWNED VACANT LOTS, WHICH ARE SOME REALLY, REALLY COOL PROJECTS I HAVE TO SAY.

    OKAY. NUMBER 13 SUPPORT FOR EVENTS AND PROGRAMS THAT FOSTER ENGAGEMENT WITH PUBLIC ART AND OR PUBLIC SPACES.

    WE HAVE OUR PANEL PRESENTATION AT. THIS IS FOR OUR PUBLIC ART TEAM, A PANEL PRESENTATION AT THE ARTS IN THE AIRPORT CONFERENCE FOR THE AMERICAN ASSOCIATION OF AIRPORT EXECUTIVES. AND THEY ALSO PRESENTED AT THE SOCIETY FOR EXPERIMENTAL EXPERIENTIAL DESIGN.

    EXCUSE ME. WE ALSO HAVE PROGRAMS THAT OUR ARTS PARTNERS ARE DOING, SUCH AS RAIL RIDERS, WHICH IS BY THE WRITER'S GARRET.

    WE'RE TAKING STUDENTS ON THE DART TRAIN AND GOING TO DIFFERENT PUBLICLY ACCESSIBLE ART SPACES AND HAVING THEM WRITE ABOUT IT AND PERFORM THOSE SORT OF WRITTEN WORKS THAT THEY DO. IT'S REALLY EXCITING PROGRAM THAT THEY HAVE, AND I THINK I'M GOING TO HAND IT OVER TO MARTINE.

    AS THE 14TH STRATEGY NOTED IN OUR CULTURAL PLAN, DEVELOPING A CULTURE OF VALUE TO ESTABLISH THE ARTS AS AN ESSENTIAL COMPONENT OF A THRIVING, EQUITABLE SOCIETY. I HOPE YOU MIGHT RECALL, LAST FISCAL YEAR WE LAUNCHED THE CULTURE OF VALUE PROGRAM, WHICH INVOLVED WHICH EVOLVED INTO A FULL MONTH WHERE ARTISTS PARTNERED WITH LIBRARIES AND REC CENTERS IN EACH AND EVERY COUNCIL DISTRICT.

    AS AN EXAMPLE OF THE 15TH STRATEGY, WHERE WE'RE CALLED TO EXAMINE OPPORTUNITIES TO IMPROVE COMMUNICATIONS AND PROCESSES TO APPLY FOR AND RECEIVE FUNDING FROM THE CITY OF DALLAS, OUR MARKETING DIVISION, WHICH IS A NEW DIVISION OF OUR OFFICE.

    ABOUT TWO YEARS, TWO FISCAL YEARS OLD NOW, IS LED BY OUR SENIOR PUBLIC INFORMATION OFFICER, ASHLEY GUEVARA, AND SHE'S STRUCTURED OUR MARKETING AND COMMUNICATION CHANNELS TO PROMOTE WHEN WE HAVE FUNDING OPPORTUNITIES AVAILABLE.

    AND THEN WE HAVE OUR FUNDING PROGRAMS TEAM, WHICH FUNNELS UP TO GLENN.

    GLENN SUPERVISES OUR FUNDING AND COMMUNITY ARTS PROGRAM TEAM, BUT THEIR STAFF MEMBERS HOST MULTIPLE INFORMATION SESSIONS, WORKSHOPS AND OPEN OFFICE HOURS DURING EVERY APPLICATION PERIOD.

    FOR EVERY FUNDING PROGRAM THAT WE HAVE. MOVING FORWARD TO THE 16TH STRATEGY, WHERE WE WANT, WE WORK TO IMPROVE AFFORDABILITY AND QUALITY OF LIFE FOR ARTISTS THROUGH POLICY INITIATIVES.

    THE CULTURAL POLICY THAT PASSED IN 2018 CODIFIED A BROADER LIST OF CULTURAL DISCIPLINES UNDER WHICH APPLICANTS COULD DEFINE THEIR ART FORM, ALLOWING OUR OFFICE TO CONTRACT UNDER AD 4-5 PROCUREMENT OF CULTURAL SERVICES THAT GREW TO INCLUDE HISTORY PROJECTS AND FOLKS WHO WOULD IDENTIFY THEMSELVES AS ORGANIZATIONS WHO FOCUS ON HUMANITIES, LIKE THANKSGIVING FOUNDATION WOULD BE AN EXAMPLE OF THAT.

    THE 17TH STRATEGY, WE'RE CALLED TO MAINTAIN THE CULTURAL INTEGRITY OF NEIGHBORHOODS AND ADDRESS GENTRIFICATION ACROSS THE CITY IN PARTNERSHIP WITH ARTISTS LIVING IN THOSE AREAS.

    ONE EXAMPLE OF HOW WE'VE ACHIEVED THAT METRIC IS TO LAUNCH ARTIST RESIDENCIES THROUGH OUR COMMUNITY ARTS DIVISION.

    WE HAVE SUMMER RESIDENCES THAT TAKE PLACE ACROSS ALL COUNCIL DISTRICTS, AND WE HAVE SUSTAINABLE ARTS RESIDENCIES AT PARKS REC CENTERS, WHICH ACKNOWLEDGE OEQS CCAP. MOVING ON TO THE 18TH STRATEGY, WE'RE CALLED TO WORK WITH THE BROAD CITY OF DALLAS TO SUPPORT AREA ARTS ORGANIZATIONS AND INDIVIDUALS WHO ARE RECEIVING FUNDING AND RESOURCES FROM THE CITY.

    WE ARE CURRENTLY WORKING WITH STAKEHOLDERS AS AN EXAMPLE IN OAK CLIFF.

    THEY ARE WORKING TO AND I THINK WE BRIEFED NOT TOO LONG AGO WITH COMMISSIONER HOLOMO ABOUT THE WORK THEY'RE DOING TO FORM THE OAK CLIFF CULTURAL DISTRICT, AND SPECIFICALLY, OUR OFFICE IS PRESENT TO ENSURE THAT FOLKS ARE AWARE THAT THAT TYPE OF CULTURAL DESIGNATION WILL INCREASE FUNDING SOURCES FOR THE ARTISTS AND ARTS ORGANIZATIONS THAT ARE THERE IN THAT AREA. WE CAN GO TO THE NEXT SLIDE.

    19. OPTIMIZING PUBLIC CONTRIBUTION AND BENEFIT AT EACH OF OUR CITY OWNED CULTURAL FACILITIES.

    CURRENTLY IN PROCESS, WE ARE RENEGOTIATING TWO MAJOR FACILITY AGREEMENTS.

    ONE, THE DALLAS MUSEUM OF ART, AND THE SECOND IS THE KALITA HUMPHREYS THEATER.

    SIMILARLY, WE HAVE THE MEYERSON SYMPHONY CENTER AND WRR RADIO THAT HAVE BOTH BEEN TRANSITIONED TO PRIVATE MANAGEMENT.

    THE 20TH STRATEGY, WHERE WE ARE SUSTAINABLY FUNDING DEFERRED AND PROACTIVE MAINTENANCE FOR THOSE CITY OWNED CULTURAL FACILITIES.

    WE'VE SIGNIFICANTLY INCREASED OUR BUDGET FOR FACILITIES MAINTENANCE TO AID IN THE EFFORT TO BETTER CARE FOR AND SUPPORT THE ICONIC CULTURAL FACILITIES UNDER OUR UMBRELLA. WE ALWAYS LIKE TO AMPLIFY AND NOTE THIS HISTORIC BOND PROPOSITION THAT PASSED IN 2024 FOR $75.2 MILLION TO INCLUDE FUNDING FOR REPAIRS TO 15 OF OUR CITY OWNED CULTURAL AND PERFORMING ARTS FACILITIES.

    21ST STRATEGIES CALLS US TO WORK WITH PARTNERS TO GROW THE AMOUNT OF AVAILABLE FUNDS FOR ARTS AND CULTURE THAT LEVERAGE CROSS-SECTOR BENEFITS. WE PARTNER WITH ADPACK ON THE MOODY FUND FOR THE ARTS IN SUPPORT OF ARTISTS AND ARTS ORGANIZATIONS, AND WE ARE WORKING THROUGH OUR SISTER DEPARTMENT AT THE CONVENTION CENTER.

    THIS GRADUAL INCREASE IN OUR HOTEL OCCUPANCY TAX ALLOCATION.

    WE'RE SHIFTING TO 15%. FROM WHERE WE ARE CURRENTLY AT 12.5, AND THAT WILL TAKE EFFECT LATER AT THE TURN OF THE FISCAL YEAR 22. WE'RE CALLED TO INCREASE EQUITY FOR LONG TERM SUSTAINABILITY ACROSS OUR ENTIRE ARTS ECOSYSTEM.

    WE WORK AS AN EXAMPLE THROUGH THE CULTURAL ORGANIZATIONS PROGRAM TO ENSURE THAT WE HAVE A MORE EQUITABLE ALLOCATION OF FUNDS THROUGH THAT FUNDING PROGRAM.

    BUT WE ARE STILL PRIORITIZING OUR NEIGHBORS WHO MAYBE DON'T HAVE A CULTURAL CENTER IN THEIR DISTRICT OR DON'T HAVE ACCESS TO A CULTURAL FACILITY IN THEIR DISTRICT AND USE OUR PROGRAMING, WHETHER THAT'S THROUGH THE COMMUNITY ARTS PROGRAM OR IN CONJUNCTION WITH OUR SISTER DEPARTMENTS PARKS, AND ENSURING THAT WE CAN USE THE SPACES AND PLACES OUT AND AROUND TOWN TO ENSURE THAT OUR RESIDENTS ARE HAVING REALLY MEANINGFUL EXPERIENCES IN THE ARTS. THIS IS THE PUBLIC ART MAP THAT I REFERENCED THE CITYWIDE MAP, AND AGAIN AT THE BEGINNING OF ARTS MONTH NEXT MONTH, WE WILL BE SENDING YOU A SECOND ITERATION OF YOUR INDIVIDUAL COUNCIL DISTRICT PUBLIC ART MAP.

SECOND WE INTEND TO UTILIZE OUR HOTEL OCCUPANCY TAX FUNDING TO ADVANCE OUR OFFICES INITIATIVES FOCUSING ON IMPACT, ENSURING THAT WHERE WE ARE REIMBURSING OURSELVES WITH THOSE FUNDS, WE'RE REALLY PRIORITIZING IMPACT OF THOSE DOLLARS.

    AND SO OBVIOUSLY THERE'S THE POTENTIAL TO CREATE SOME SYNERGY THERE, ESPECIALLY WITH THE NEW PARK THAT'S COMING ALONG NEXT TO THE WALLS PROJECT.

    SO, I JUST THINK MOVING FORWARD, CONTINUING TO FOCUS ON THAT IS REALLY GREAT, HAS A LOT OF POTENTIAL.

    I ALSO THINK THAT IN TERMS OF SOUTHEAST DALLAS, IN ORDER FOR SOUTHEAST DALLAS TO TAKE THE NEXT STEP AS IT RELATES TO THE ARTS, WE NEED TO ESTABLISH SOMETHING MORE PERMANENT, LIKE A CULTURAL CENTER OR A SIMILAR PERMANENT FACILITY LIKE THE ONES THAT EXIST IN OTHER PARTS OF THE CITY. AND I BELIEVE THAT THAT WILL SERVE AS A HUB FOR OUR LOCAL CREATIVITY AND BE A TRANSFORMATIVE INVESTMENT IN OUR COMMUNITY.

    ONE OTHER THING, THOUGH, THAT WAS NOT MENTIONED, AND I'VE GIVEN IT SOME THOUGHT RECENTLY FOR VARIOUS REASONS, BUT ONE OF THE AREAS THAT I'D LOVE TO SEE THE PLAN ADDRESS IS THE INCLUSION OF HIP HOP.

    OKAY, SO WE HAVE SEVERAL DALLAS BASED ARTISTS THAT ARE THRIVING NATIONALLY, LIKE BIG X, THE PLUG, WHO'S AN INDEPENDENT ARTIST, ZILLIONAIRE DOE, WHO RECENTLY SIGNED A DEAL WITH YO GOTTI'S ZMG RECORD LABEL.

    HIP HOP IS SUCH A SIGNIFICANT CULTURAL FORCE IN THE CITY, AND I THINK THAT INCORPORATING IT INTO THE PLAN COULD RESONATE WITH A BROADER AUDIENCE.

    AND MARTINA, I KNOW YOU HAVE EXPERIENCE IN ATLANTA, WHICH IS A CITY WITH A RICH HIP HOP HISTORY.

    SO I THINK THAT WE CAN DRAW SOME VALUABLE INSIGHTS FROM THAT TO ELEVATE THE GENRE HERE IN DALLAS.

    ONE IS, I THINK MOVING FORWARD, WHAT WOULD BE REALLY HELPFUL IS YOU HAVE SOME TERRIFIC MEASURABLES FOR SEVERAL OF THE ITEMS. IT WOULD BE GREAT IF WE HAD THEM FOR EACH SO THAT WE CAN SEE, BECAUSE, YOU KNOW, CULTURAL ARTS ARE GOING TO BE MORE AND MORE UNDER ASSAULT IN TERMS OF THE WHOLE MOVEMENT TOWARD, YOU KNOW, WHAT THEY CONSIDER BASIC SERVICES.

    I ALSO THINK THAT SITTING DOWN NEXT YEAR BEFORE, BETWEEN NOW AND THE BUDGET TIME, SINCE WE'RE GOING TO BE MOVING, I JUST WE JUST HAD OUR FIRST BUDGET TOWN HALL, AND I KNOW WE'RE MOVING TO A PROGRAM BASED BUDGET, AND THROUGH THAT, WHICH YOU GUYS ARE PRIMED PERFECTLY FOR THAT BECAUSE YOU ALREADY KNOW ALL YOUR PROGRAMS, I THINK IT WOULD BE EXTREMELY HELPFUL TO SIT DOWN AND CRAFT A DISTRICT BY DISTRICT STRATEGY THAT WE CAN THEN OWN AND CHAMPION AND WORK WITH EACH OTHER TO CONTINUE TO STRENGTHEN AND TO UNDERSTAND IT.

    SO YOU KNOW, IT'S ONE OF OUR CITY MANAGER TOLBERT'S GOALS AS A PRIORITY FOCUS FOR OUR OFFICE TO ENSURE THAT NOT ONLY AS A DEPARTMENT LEADING THE CHARGE INTERNALLY, BUT WORKING EXTERNALLY WITH THE STAKEHOLDERS THAT ARE LEADING THE CHARGE.

    THE DALLAS CULTURAL TRAIL WILL CONNECT DALLAS ARTS DISTRICT THROUGH DEEP ELLUM TO FAIR PARK.

    THOSE ARE OUR THREE CULTURAL DISTRICTS WITH FORMAL DESIGNATION, AND WE INTEND TO, IN COLLABORATION WITH TPW, HAVE A WALKING AND BIKE TRAIL THAT CONNECTS THOSE THREE CULTURAL DESIGNATIONS.

    WE'VE DONE A BIT OF RESEARCH, TRAVELED TO SEE SIMILAR PROJECTS IN OTHER CITIES.

    WE RECENTLY TRAVELED LAST FISCAL YEAR TO ATLANTA TO VISIT THE BELTLINE AND WHAT IT TAKES TO NAVIGATE THAT TYPE OF A LEGACY PROJECT THAT DOES HAVE LONG LASTING IMPACT ON A MUNICIPALITY, ESPECIALLY ONE THAT'S AS LARGE AS OURS, IS THAT NOTION OF PUBLIC PRIVATE PARTNERSHIP.

    SO WE HAVE THE DEEP ELLUM FOUNDATION EXTERNALLY LEADING THAT CHARGE INTERNALLY, VARIOUS DEPARTMENTS WORKING WHERE NECESSARY.

    THE OFFICE OF BOND AND CONSTRUCTION MANAGEMENT, OFFICE OF ARTS AND CULTURE, TPW PARKS AND RECREATION ALSO HAVE REPRESENTATION IN THE PLANNING GROUP AND THEN EXTERNALLY AGAIN, ALL OF THE VARIOUS PARTNERS WHO TOUCH THOSE CULTURAL DISTRICTS AND HAVE INTEREST IN I WANT TO SAY BENEFIT, THE BENEFIT THEY'LL GAIN FROM THE CULTURAL TRAIL.

    BUT REALLY, YOU KNOW, THAT'S WHAT IT IS. SO, YOU HAVE A STAKEHOLDERS REPRESENTING THE DALLAS ARTS DISTRICT, BUSINESS OWNERS IN AND AROUND DEEP ELLUM, FAIR PARK FIRST, AND A FEW OTHER STAKEHOLDERS IN SOUTH DALLAS WHO ARE ALL WORKING TOGETHER TO ENSURE THAT WE'RE BEING REALLY THOUGHTFUL IN THIS PLANNING PHASE.

    I DO WANT TO HIGHLIGHT THAT THE COMMUNITY PLANNING PORTION OF THE WORK THAT WE'RE DOING RECEIVED A GRANT FROM THE US DEPARTMENT OF TRANSPORTATION.

    I CAN'T TELL YOU THE STATUS OF THAT GRANT AT THIS TIME, BUT IT'S CERTAINLY SOMETHING WORTH CELEBRATING, BECAUSE THAT WAS A $2 MILLION AWARD FOR THE WORK THAT WE'RE DOING TO PLAN TO THIS END.

    WHEN YOU THINK ABOUT THE FUTURE AND AGAIN, THE TYPE OF LEGACY PROJECT THIS IS.

    THERE'S SO MUCH POTENTIAL FOR ECONOMIC GROWTH ROOTED IN THIS TYPE OF PROJECT.

    HEALTH AND WELLNESS INITIATIVES THAT WILL BE BIRTHED AS WE DEVELOP THIS PLAN.

    OBVIOUSLY IMPACTS ON REAL ESTATE, WHETHER THAT'S COMMERCIAL AND RESIDENTIAL.

    I HEARD WHEN WE TOOK OUR EDUCATIONAL TOUR IN ATLANTA, THE ATLANTA BELTLINE FOUNDATION REPRESENTATIVE KEPT REFERRING.

    IT MADE ME A LITTLE NERVOUS. HE KEPT REFERRING TO THE BELTLINE AS BEACHFRONT PROPERTY.

    HE SAID, YOU KNOW, THEIR DEVELOPMENT OF THEIR BELTLINE TRANSITIONED AND TURNED A LOT OF SPACES AND PLACES INTO BEACH FRONT PROPERTY, AND WE JUST WANT TO BE MINDFUL OF WHAT THAT ENTAILS, BECAUSE SOME PEOPLE HEAR THAT AND, YOU KNOW, THEIR EYES GET BIG, BUT SOME OF US HEAR IT AND IT MAKES US NERVOUS.

    SO WE WANT TO BE REALLY THOUGHTFUL ABOUT WHAT TYPES OF IMPACTS ON OUR RESIDENTS AND VISITORS THAT THIS TYPE OF LEGACY PROJECT WILL HAVE.

    BUT AGAIN, IT TAKES A LOT OF PUBLIC, PRIVATE PARTNERSHIP FOR THAT TYPE OF INITIATIVE.

    TODAY, WE'RE SHARING PLANS ON TBAAL'S TEMPORARY RELOCATION TO THE WOMEN'S MUSEUM AT FAIR PARK.

    IT IS A TRUE COLLABORATION BETWEEN CONVENTION AND EVENT SERVICES, PARKS AND REC, DALLAS PARKS AND RECREATION, THE OFFICE OF ARTS AND CULTURE, AND NIKITA ENTERPRISES.

    NEXT SLIDE. IN FEBRUARY 2024, THE COUNCIL AUTHORIZED THE HIRING OF NIKITA ENTERPRISES AS THE CITY'S OWNERS REP PROJECT MANAGER OF COMPONENT FOUR. THIS INCLUDES THE TEMPORARY RELOCATION OF TBAAL.

    CES AND OAC CONSIDERED SEVERAL TEMPORARY LOCATIONS FOR TBAAL DURING THEIR TIME THAT THEIR SPACE WOULD BE RENOVATED AT THE CONVENTION CENTER. COLLABORATIVELY, WE'VE SETTLED ON RECOMMENDING THE WOMEN'S MUSEUM AT FAIR PARK.

    BENEFITS OF THE SITE. WE'RE INVESTING IN AN UNDERUTILIZED PARK ASSET.

    IT OFFERS CENTRALIZED ACCESS TO DART. IT OFFERS AMPLE PARKING TO TBAAL PATRONS, AND IT PROVIDES ADDITIONAL PARK ACTIVATION OPPORTUNITIES DURING TBAAL'S S TAY THERE. NEXT SLIDE. SITE SELECTION.

    WE BEGIN THIS JOURNEY ALMOST A YEAR AGO. WE CONDUCTED MULTIPLE SITE TOURS BETWEEN JUNE AND AUGUST OF LAST YEAR, OUR PROJECT MANAGER CONDUCTED A FIT TEST TO DETERMINE WHETHER THE SITE MEETS THE NEEDS OF TBAAL OPERATIONS IN OCTOBER OF LAST YEAR.

    WE COMPLETED A FACILITY CONDITION ASSESSMENT WHICH HIGHLIGHTED NEEDED REPAIRS.

    IN DECEMBER OF LAST YEAR, WE CONDUCTED WALKTHROUGHS WITH CITY DEPARTMENTS OF CODE PLANNING AND DEVELOPMENT, OFFICE OF EQUITY AND INCLUSION, ADA DIVISION AND HISTORIC PRESERVATION TO SHARE OUR PLANS AND TO GET INPUT ON FEASIBILITY EARLIER THIS MONTH. AND AS A RESULT OF THE DEPARTMENT'S COLLABORATION, THE WOMEN'S MUSEUM IS RECOMMENDED TO BE THE SITE FOR TBAAL RELOCATION.

    NEXT SLIDE. THE WOMEN'S MUSEUM HAS BASICALLY BEEN VACANT SINCE 2010.

    IF YOU'VE EVER BEEN TO THE WOMEN'S MUSEUM, YOU'LL KNOW THAT IT HAS LOTS OF VAST OPEN SPACES.

    LOTS OF IT. AND SO WE JUST WANT TO COSMETICALLY CREATE MULTI-PURPOSE AND PERFORMANCE AREAS TO FIT THE NEEDS OF TBAAL.

WE ALSO HAVE AT THE TOP OF THE PLAN IN ORANGE IS THE AUDITORIUM THAT WOULD BE USED FOR AUDITIONS, LECTURES, AND THAT ALL STAYS THE WAY IT IS TODAY.

    AND THEN, OF COURSE, WHAT'S SUPPORTING THAT IS WITH THE LOWER BOTTOM AREA.

    WE'VE GOT SOME MORE MULTI-PURPOSE ROOMS FOR MEETINGS, THAT SORT OF THING.

    AND THEN IN THE UPPER LEFT OF THAT PLAN IS ALL THE SUPPORT, WHETHER IT'S STORAGE, MECHANICAL, ELECTRICAL SERVICE, ELEVATOR, RESTROOMS AND THAT.

    THAT WILL TAKE US TO ALL THREE FLOORS. ON THIS FLOOR, BEFORE I GO TO THE SECOND FLOOR, WE ALSO HAVE A CATERING KITCHEN THAT WILL CATER TO THE CAFE, THEATER AND OTHER FUNCTIONS AND THAT EXISTS TODAY AND WILL CONTINUE TO BE USED FOR THIS FUNCTION.

    UP ON THE SECOND FLOOR AS WE ARRIVE, THE KEY FEATURE HERE HAS TO DO WITH THE GALLERY.

    THE GALLERY IS BEING AGAIN TAKEN FROM THE TBAAL CONVENTION CENTER LOCATION.

    AND THEN RESET UP HERE IN THIS LOCATION WITH A REALLY NICE DYNAMIC TWO STORY OPEN AREA FOR THE FLOOR.

    AND THAT'S TO THE FAR LEFT OF THE PLAN IN THE LIGHT BLUE.

    BELOW THAT ARE MULTI-PURPOSE ROOMS FOR PRACTICE AND MEETINGS AND OTHER RENTABLE OPPORTUNITIES.

    AS YOU CAN SEE, THERE'S STAIRWELLS TO GET US UP TO THERE, AS WELL AS THAT ELEVATOR ON BOTH SIDES.

    AND AS WE GO TO THE TOP OF THE PLAN AND THE OTHER BLUE IS A PERCHED AREA, WHICH MEANS THEY CAN OVERLOOK INTO THAT BIG GRAND SPACE THAT IS A MULTI-PURPOSE AND LOUNGE

AND THE OTHER THING THAT WE'VE GOT GOING ON IN THIS BUILDING THAT WORKS REALLY WELL IS THE AMOUNT OF EGRESS WHEN IT COMES TO STAIRS, EMERGENCY EGRESS AND JUST GETTING DOWN TO THE LOWER FLOORS.

    AND THEN LASTLY GOING UP IN THE THIRD FLOOR. AND AS YOU'LL NOTICE, THE FLOOR PLATES GET SMALLER AND SMALLER AS WE GO UP VERTICALLY.

    SO WE HAVE A VERY SMALL TRIANGULAR AREA LEFT.

    AND THAT'S WHERE WE'RE ADDING TWO MORE MULTI-PURPOSE ROOMS RIGHT NEAR THE ELEVATOR.

    AND AGAIN, IT HAS ITS RESTROOMS TO GET YOU TO AND FROM ALONG THAT LINE, THE I WON'T GO TO THE NEXT SLIDE YET BECAUSE I WANT TO REFER TO WHAT'S IN THE NEXT, BECAUSE IT REFERS TO THIS FLOOR PLAN. AND THEN WE'LL JUST BYPASS THAT.

    THE FIRST FLOOR, AS REG MENTIONED, ABOUT THE THREE PHASES THAT WE'RE GOING THROUGH FOR, FOR IMPROVEMENTS ON THE FIRST FLOOR.

    AND THEN WE'VE GOT, WE'RE GOING TO RENOVATE THE LOBBY AREA WITH PORTABLE STAGE, THAT BIG GRAND LOCATION WHERE IT SAYS DRAFT.

    IT'S A VERY TALL WALL. AND THAT PRESENTS ITSELF FOR SOME REALLY GREAT OPPORTUNITIES.

    AND THEN MODERATELY REDESIGNING THE CABARET THEATER I WAS TELLING YOU ABOUT.

    AND THEN WE'VE GOT UPDATING ANY NECESSARY ADA REQUIREMENTS.

    AND THAT PRETTY MUCH COMPLETES THE FIRST FLOOR.

    THEN ON THE SECOND FLOOR, WE'RE ADDING PARTITIONS TO CREATE THE MULTI-PURPOSE ROOMS THAT YOU SEE IN ORANGE.

    AND THEN OF COURSE WE'LL BE GETTING ALL THE THEATER EQUIPMENT AND I SHOULD SAY THE GALLERY DISPLAY CASES AND THINGS THAT WERE IN TBAAL AND REWORKING THAT INTO THIS SPACE. AND THEN UPDATING AGAIN FOR ADA ON THE THIRD FLOOR.

    WE'RE DOING SOME PATCH AND REPAIR THE ROOF UP ABOVE THE WINDOWS, AROUND THE PERIMETER ON ALL THREE FLOORS TO MAKE SURE THAT THE BUILDING IS WEATHER TIGHT AND HOLDS ITS UTILITY AS WELL. AND THEN AGAIN, WE'RE UPDATING THE ADA REQUIREMENTS FOR THAT SITUATION.

    ONE OF THE OTHER NICE THINGS THAT WE'RE DOING HERE IS WE'RE LEAVING IT BETTER THAN WHAT WE FOUND IT.

    SO THAT WAY IT GIVES OPPORTUNITIES FOR THE PAST THE TBAAL USING THE FACILITIES TO GIVE OPPORTUNITIES FOR FAIR PARK TO USE IT FOR OTHER PURPOSES, WHETHER THEY'RE NONPROFIT OR RENTING CERTAIN ROOMS AND THAT SORT OF THING.

    I THINK THE CHILDREN WILL BE VERY, VERY EXCITED IN THIS TEMPORARILY NEW LOCATION, ESPECIALLY WITH ITS ACCESSIBILITY AND THE GLAMOR OF THE TEXAS WOMEN, THE WOMEN'S MUSEUM AND IT'S

WELL, EVEN THOUGH TBAAL WILL BE HOUSED TEMPORARILY IN THE WOMEN'S MUSEUM AND IT DOES NOT HAVE THE PERFORMANCE AREA THAT IT HAS RIGHT NOW, I THINK THERE'S A 1700 SEAT BRUTON THEATER THAT THEY HAVE PERFORMANCES IN THE WOMEN'S MUSEUM DOESN'T ALLOW FOR THAT. WE'VE BEEN COLLABORATING WITH THE OFFICE OF ARTS AND CULTURE, WHO HAS RECEIVED MISTER KING'S ANNUAL SCHEDULE OF EVENTS TO HELP HIM FIND OTHER LOCATIONS THAT CAN HOUSE EVENTS THAT HAVE A LARGER ATTENDANCE REQUIREMENTS FOR THOSE PURPOSES. SO I TAKE IT THERE'S NO WAY TO UTILIZE THE AUDITORIUM AT THE EXISTING T BALL FACILITY DURING CONSTRUCTION. WILL THAT BE? NO, SIR. OUT OF COMMISSION? YES, I'LL BE OUT OF COMMISSION. AND THE ENTIRE BUILDING WILL NOT BE USABLE DURING THAT TIME.

    MR. ZOBRIST, YOU WANT TO SPEAK ON THAT? THE END OF THE YEAR 2028 IS WHEN WE EXPECT TO COME BACK.

    STATE FAIR DOES USE THAT BUILDING DURING THE FAIR WINDOW OF 24 DAYS, OF COURSE, EVERY YEAR.

    PREVIOUSLY, THEY'VE HAD CERTAIN EXHIBITS IN THAT BUILDING.

    AND I HAVE TO ASSUME, GIVEN THE SIZE AND THE INVESTMENT THAT THE CITY WILL BE MAKING, I'M SURE THERE'S OPPORTUNITIES TO ACCOMMODATE ANY SORT OF NEED THAT THE STATE FAIR WOULD HAVE FOR THAT BUILDING. AND IF, FOR WHATEVER REASON, IT'S NOT POSSIBLE, WE WILL FIND ACCOMMODATIONS FOR THE STATE FAIR.

    AS YOU KNOW, THEY HAVE CONTROL OF THE 277 ACRES DURING THE FAIR WINDOW, AND THERE WILL BE AMPLE OPPORTUNITY TO IDENTIFY SPACE WITHIN THAT ACREAGE SHOULD THEY NEED IT. BUT I DON'T EXPECT THAT TO BE AN ISSUE.

    SO, MR. KING IS GOING TO BE DOING HIS BLUES FESTIVAL, HIS JAZZ FESTIVAL DURING THAT PERIOD, AND OUR FRIENDS AT THE STATE FAIR HAVE BEEN VERY SUPPORTIVE OF THIS.

    I ALSO WANT TO REMIND YOU, THIS IS IMMEDIATELY ADJACENT TO A DART STOP AND THAT PARKING LOT, WHICH WAS THE WOMEN'S BUILDING AND IS NOW T BALLS, IS DEDICATED TO THAT BUILDING.
