    TIFF DIS DISTRICT DISTRICT-WIDE SETASIDE FUNDS TO SUPPORT THE CONSTRUCTION OF MEDIA IMPROVEMENTS AND PARKWAY EDGE LANDSCAPING ON SKILLMAN STREET BETWEEN CHURCH AND CEDRIC IN ACCORDANCE WITH THE LAKE HIGHLANDS PUBLIC IMPROVEMENT DISTRICT MASTER PLAN.

    UM, THIS IS A REQUEST AS NOTED IN THE AGENDA TO DEDICATE DISTRICT-WIDE FUNDS FROM THE SKILLMAN FOUR TIP DISTRICT IN AN AMOUNT OF $1.1 MILLION EVEN.

    AND, UM, WE WILL EXPLAIN THAT.

    SO AS I BELIEVE MOST OF YOU KNOW, THERE HAS BEEN AN EFFORT TO DO A SKILLMAN STREET MASTER PLAN AND EFFORTS TO START IMPLEMENTING THAT.

    UM, THERE IS FUNDING AVAILABLE FOR THE AREA AROUND WALNUT HILL AND SKILLMAN FOR THOSE INTERSECTIONS, $1.5 MILLION IN 2017 BOND FUNDS.

    UM, SO A REALLY GOOD PLACE TO START, UM, DOES, UM, SOUGHT ADDITIONAL FUND FUNDS FROM DALLAS COUNTY AND HAS SECURED THOSE FUNDS, UM, TO SUPPLEMENT THE BOND FUNDS FOR INFRASTRUCTURE IMPROVEMENTS IN THE AREA.

    AND SO THERE'S $2 MILLION, UM, IN FUNDS AVAILABLE, UM, FOR IMPROVEMENTS AROUND SKILLMAN AND WALNUT HILL.

    YEAH, WE CAN KEEP GOING.

    SO THE, WHAT WE'RE CALLING THIS INITIAL PROJECT LIMITS, THE SCOPE THAT'S COVERED WITH THE FUNDS AVAILABLE INCLUDES WALNUT HILL SKILLMAN, SKILLMAN INTERSECTION IMPROVEMENTS WITH DAM CONCRETE CROSSWALKS, WALNUT HILL AND SEDWICK INTERSECTION IMPROVEMENTS, WALNUT HILL WILDCAT WAY INTERSECTION IMPROVEMENTS AND SKILLMAN CHURCH INTERSECTION IMPROVEMENTS WITH STAND CON CONCRETE CROSSWALKS.

    SO A LOT OF INTERSECTION IMPROVEMENTS THERE.

    BUT THE SCOPE OF WORK DOES NOT INCLUDE ANY WORK ALONG SKILLMAN STREET, BETWEEN THE INTERSECTION IMPROVEMENT LIMITS AT WALNUT HILL AND CHURCH.

    PAGE SEVEN, UH, IS JUST KIND OF A DESCRIPTOR OF THOSE IMPROVEMENTS THAT ARE ALREADY FUNDED.

    AND THE NEXT PAGE, UM, IS THE FUNDING.

    WE ARE LUCKY ENOUGH TO HAVE, UM, LAKE HIGHLANDS PIT STEP FORWARD TO HELP WITH SOME OF THOSE ENGINEERING DESIGN COSTS SO THAT WE CAN DEDICATE, UM, THE BOND FUNDS AND THE COUNTY FUNDS FOR ACTUAL CONSTRUCTION.

    SO ON PAGE NINE IS WHAT WE'RE REQUESTING TO SUPPLEMENT WHILE WE'RE MOBILIZED OUT IN THAT AREA, UM, TO, TO INCREASE THE SCOPE.

    SO THE LAKE HIGHLAND PIS DEPARTMENT OF TRANSPORTATION IS LOOKING TO IMPLEMENT AN ADDITIONAL PORTION OF SKILLMAN STREET MASTER PLAN BETWEEN CHURCH ROAD AND SEDWICK DRIVE.

    THE ADDITIONAL IMPROVEMENTS WOULD INCLUDE HARDSCAPE AND MEDIAN IMPROVEMENTS AS WELL AS EDGE LANDSCAPING.

    A LOT OF DISCUSSION ON KIMLEY HORN'S DESCRIPTION OF EDGE LANDSCAPING.

    AND THAT IS NOT THE MEDIAN NECESSARILY, BUT THE PARKWAY, THE AREA THAT IF IT WERE CONCRETE, IT WOULD BE CONSIDERED A SIDEWALK, BUT IT'S NOT.

    SO IT'S THOSE EDGES.

    UM, OUTSIDE OF THE MEDIAN, THE TOTAL ESTIMATED ADDITIONAL CAUSE IS JUST OVER $1.2 MILLION.

    UM, THE KID IS WILLING TO COVER THAT $108,872 ENGINEERING DESIGN COST FOR THIS ADDITIONAL SCOPE, WHICH LEAVES $1.1 MILLION NEEDING TO BE FUNDED.

    ALL RIGHT, SO THAT IS THE RECOMMENDED FUNDING REQUEST, $1.1 MILLION.

    UM, THIS WOULD BE CONTRACTED THROUGH TRANSPORTATION AND PUBLIC WORKS.

    I'M SEEING THAT THE W AND P ARE SWITCHED AROUND.

    I DUNNO HOW THAT HAPPENS HAPPEN.

    AND, UH, THE ENGINEERING DESIGN COST, AS MENTIONED, WOULD BE FUNDED THROUGH, UH, LAKE HIGHLANDS PIT AND IT'S ANTICIPATED THAT THE PROJECT COULD BE BID AND AWARDED THIS FALL.

    SO WITH THAT, THAT'S A CONCLUSION OF THE PRESENTATION.

    AGAIN, THE, THE REQUEST IS TO DEDICATE $1.1 MILLION, UM, FOR TRANSPORTATION TO IMPLEMENT THIS ADDITIONAL SCOPE OF WORK.

    UM, WHAT'S THE GOAL WITH THAT? IS IT JUST AESTHETICS? IS THERE A TRAFFIC CALMING? WHAT ARE, WHAT ARE OUR ULTIMATE GOALS WITH THESE, THIS ADDITIONAL, UM, CONSTRUCTION, UM, REALLY TO WORK ON WALKABILITY AND CONNECTIVITY, JUST TO MAKE IT A MORE PLEASANT ENVIRONMENT SO THAT IT'S A BETTER PEDESTRIAN ENVIRONMENT.

    AND TO IMPLEMENT THE SKILLMAN STREET MASTER PLAN, YOU DO GET A LOT OF STUDENTS THAT WALK ALONG THAT.

    SO WE CAN MAKE THAT NICER AND SAFER ALL BETTER.

    I MEAN, I, I WAS, I, MY ALLEY GOES RIGHT OUT AT STONE RIVER AND THERE WAS A KID WALKING, RIDING HIS BIKE ALONG THE TRAIL AND I COULDN'T SEE HIM.

    AND I WAS GOING REALLY SLOW, THANK GOODNESS.

    AND YOU KNOW, THERE'S JUST A LOT OF THINGS THAT NEED TO BE DONE OVER THERE TO HELP THE SAFETY OF THE STUDENTS IS JUST, I SEE SOMETHING EVERY DAY THAT'S LIKE A, OH MY GOSH, SOMETHING COULD HAVE HAPPENED.

    SO ANYTHING THAT THIS CAN DO TO IMPROVE WALKABILITY AND SAFETY IS REALLY MY BIGGEST, BIGGEST FOCUS IS AS KATHY WELL KNOWS .

    UM, SO ANYTHING WE CAN DO IS, IS GONNA BE AN IMPROVEMENT OVER THERE.

    YEAH.

    AND ABRAMS AND SKILLMAN CAN BE MOTOR SPEEDWAYS AT TIMES, AS WE SAW ON THAT.

    MCLAREN WRECKED OVER THERE, UH, BY FOREST MEADOW ON SEVEN.

    THIS IS BILL.

    UM, SO I GUESS MY QUESTION IS, WHEN YOU LOOK AT THE MASTER PLAN THAT WE'VE SEEN A COUPLE OF TIMES, THIS IS TOUCHING PART OF ZONE FOUR AND PART OF ZONE THREE.

    UM, MY ONLY QUESTION WOULD BE IF WE'RE GOING IN THERE AND WE'RE DOING A LOT OF WORK, UM, HAS THERE BEEN ANY THOUGHT OF EXPANDING THE ASK TO HITTING A LITTLE BIT MORE RIGHT NOW TO WHERE WE CAN HIT SOME MORE CONSTRUCTION AT ONE TIME RATHER THAN HAVING THE ROLLING CONSTRUCTION WE'VE BEEN HAVING? 'CAUSE WE, WE HAVE A FAIR AMOUNT OF FUNDS, UM, LOOKS LIKE THE CHAIR WANTS TO ADDRESS THAT, BUT IT, BUT, UH, PUBLIC WORKS AND TRANSPORTATION KINDA WANTED TO TAKE ON THIS BITE SIZE PIECE NOW.

    UM, I WOULD NOT BE SURPRISED IF YOU SEE OTHER REQUESTS THROUGHOUT THE YEAR TO CONTINUE, UM, TO EXPAND ON THE WORK.

    BUT FOR NOW, UM, WANTED TO GET MOVING ON THIS 2017 BOND FUNDS IN THE COUNTY FUNDS.

    I'LL JUST ADD TO THAT, THAT THE, UH, FROM WHAT I UNDERSTAND, THE, UM, THE WHOLE REASON FOR THIS REQUEST WAS TO COMPLETE THE SEGMENTS BETWEEN SEDGWICK TO WALNUT HILL TO CHURCH, SO THAT WE COULD GET THIS SEGMENT DONE ALL AT ONCE.

    UM, AND THEN ANYTHING YOU SEE WILL GO ON BEYOND THAT IN THE FUTURE.

    BUT YOU'RE RIGHT, SKILLMAN WILL BE ADDRESSED MANY TIMES OVER THE COMING DECADE, I HOPE, .

    IS THERE A WAY TO STRATEGICALLY START INSTRUCTION OR NOT INTERFERING WITH SCHOOL? MAYBE STARTING GUESS YOU MIGHT NEED TO CALL MAY END AND JULY OR AUGUST.

    I KNOW THAT'S NOT IDEAL FOR WORKERS, BUT WE GOT LOTS OF KIDS TO THINK ABOUT THERE.

    SO THE QUESTION IS, IF THE CONSTRUCTION CAN BE STARTED EARLIER, JUST A WAY TO TIME THE CONSTRUCTION TO WHERE IT IMPACTS SCHOOL ZONES AND GETTING TO AND FROM SCHOOL AND KIDS WALKING AS, AS LIGHTLY AS POSSIBLE.

    I MEAN, HAPPY TO CONSIDER THAT AND WORK TOGETHER ON THAT WITH THE NEIGHBORHOOD AND THE COMMUNITY.

    UM, THE ONLY THING I HAVE TO DO IS MAKE SURE THAT I AM BALANCING THE COMMITMENTS ON THE 2017 BOND.

    'CAUSE I GOTTA MOVE FORWARD AND COMMIT THOSE FUNDS WITH THE TIMING.

    SO I'M VERY SENSITIVE TO THE SCHOOL, UH, UH, TIMING.

    SO DEFINITELY WE CAN WORK ON THAT.

    THAT'S ALL YOU CAN ASK FOR.

    YES, SIR.

    NO, DEFINITELY THAT IS A, THAT IS SOMETHING THAT WE CAN WORK ON.

    HOW LONG DO YOU ANTICIPATE CONSTRUCTION TO TAKE THIS? UM, PROBABLY THIS ONE, MAYBE, UH, 15 MONTHS-ISH BECAUSE, UH, DEPENDING ON, UM, UH, THE EXTENT OF THE WORK THAT'S GONNA BE REQUIRED, ESPECIALLY AT THIS KILMAN, UM, UH, WALNUT HILL INTERSECTION BECAUSE WE'RE REMOVING PAVEMENT AND WE'RE PUTTING IN

    STAMPED CONCRETE, SO A LOT OF TRAFFIC CONTROL IN THAT AREA.

    SO AT AT LEAST 15, 15 TO 18 MONTHS.

    UM, THIS IS BILL.

    SO, UM, THIS MAY BE A QUESTION FOR YOU, SIR, OR OUR, UH, OUR COUNCIL MEMBER, UH, STEWART, UM, THE CHURCH AND SKILLMAN TRAIL INTERSECTION, UM, WILL THIS BE HELPING ADDRESS THAT AS WELL? SO THE INTERSECTION PROPER ITSELF MM-HMM .

    YES.

    HOWEVER, NOT BEYOND THAT ON CHURCH.

    OKAY.

    BECAUSE CHURCH, UM, AS YOU ALL KNOW, WE HAVE A CONSTRAINT, WHICH IS THE BRIDGE OVER THE, UH, OVER THE CREEK TO CONNECT TO THE TRAIL.

    SO THIS IS SOMETHING THAT, UH, WE'RE ALSO, UH, LOOKING AT, UH, UH, FOR THE NEXT STEP AND WHAT WE NEED TO DO.

    AND, AND WE'RE KIND OF PUTTING SOME SORT OF AN INITIAL PLAN TOGETHER TO SAY, HERE ARE THE THINGS THAT, UH, WE NEED TO KIND OF CONSIDER FOR THE NEXT STEP.

    OKAY.

    AND I THINK ALL WHAT I'M GONNA SAY IS THAT THIS IS AN EXCITING PROJECT, LOOKING FORWARD TO IT BECAUSE IT'S GONNA, AND I THINK, UH, MS. MCCORD MENTIONED, UH, SOMETHING VERY IMPORTANT.

    IT CHECKS ALL THE BOXES THAT SHE MENTIONED, UH, WHICH WILL INCLUDE, UH, BETTER WALKABILITY, VISIBILITY, AND TRAFFIC CALLING IN THAT AREA.

    SO IT, IT WILL ACHIEVE THESE OBJECTIVES AND SHOULD ACHIEVE THESE OBJECTIVES.

    ESPECIALLY SOME OF THE SCOPE OF WORK THAT WE HAVE IS INCLUDES THE IMPROVEMENTS AND UPGRADES TO THE TRAFFIC SIGNAL INFRASTRUCTURE THERE THAT WILL MAKE IT SAFER AND BETTER FOR THOSE WHO ARE TRYING TO CROSS SKILL AND, AND SOME OF THOSE ROADWAYS IN THAT AREA.

    FOR THE WALKWAYS THAT YOU WILL BE RECONSTRUCTING, WILL YOU PROVIDE ANY TEMPORARY WALKWAYS FOR STUDENTS IF THAT NEEDED? UH, THAT WOULD BE, UH, PART OF THE, UH, UH, DETAILS THAT WE WILL HAVE, UH, UH, IN THE, IN THE, UH, CONSTRUCTION PLAN.

    CERTAINLY.

    I'LL ASK STAFF TO MAKE SURE THAT, UH, UH, THAT IS PART OF THE CONSIDERATION.

    DORSEY, WHEN WE LOOK AT OUR DIFFERENT BUDGET BUCKETS, WILL THIS BE COMING OUT OF THE SPECIFIC ONE FOR THE TOWN CENTER OR JUST THE OTHER GENERAL TIPS? I MEAN, THEY'VE BOTH GOT PLENTY OF MONEY, SO IT'S NOT A HUGE DEAL, BUT, UM, THAT'S A GOOD QUESTION.

    I I DON'T THINK THAT THERE'S, UM, I THINK WE CAN DO IT EITHER WAY.

    WE CAN CALL IT TOWN CENTER OR NOT.

    WE, WE MIGHT GO AHEAD AND, AND USE THAT TOWN CENTER BUCKET JUST BECAUSE THERE'S REALLY NOTHING ELSE TO SPEND THERE.

    UM, IT TOOK US A WHILE TO FIGURE OUT HOW WE WANTED TO PRESENT IT.

    SO THE IDEA IS THIS, AS MENTIONED HERE, IS A WORKING DOCUMENT.

    IT WILL LIKELY END UP, AND THIS WILL BE UP TO SUE, IS PERHAPS AN APPENDIX OR AN ATTACHMENT OR AN AMENDMENT TO THE ORIGINAL 2009 DOCUMENT.

    BUT WHAT WE WANTED TO DO HERE TODAY IS KIND OF, UM, GO THROUGH WHAT THAT STRATEGIC I IMPLEMENTATION PLAN WAS AND THEN KICKSTART A DISCUSSION.

    I, WE KINDA THINK IT MIGHT BE MORE PRODUCTIVE TO SUBMIT AN EMAIL FORM WHAT YOU THINK NEEDS TO BE, WHAT SHOULD BE UPDATED, WHAT THAT LOOKS LIKE, WHAT THIS NEW APPENDIX TO THE ORIGINAL PLAN LOOKS LIKE.

    SO LET ME JUST GET US KICKED OFF.

    OH, I WROTE A LOT OF SLOPPY NOTES LAST NIGHT.

    SO THE STRATEGIC PLAN WAS ADOPTED BY THE SKILLMAN CORRIDOR, TIF DISTRICT BOARD IN 2009, AND IT WAS REALLY KIND OF ONE OF THE GUIDING DOCUMENTS TO HOW TO IMPLEMENT THE TIF PLAN.

    SO IT GETS, WHEN WE TALK ABOUT THE PLAN, WE'RE TALKING ABOUT TWO PLANS.

    WE'RE TALKING ABOUT THIS ORIGINAL 2009 STRATEGIC IMPLEMENTATION PLAN AND ALSO THE T PLAN.

    UM, SO, UM, SO, UH, WE FEEL IT'S NEEDED NOW BECAUSE WE'RE WELL PAST THE MIDPOINT OF THE SKILLMAN CORRIDOR TIF DISTRICT'S LIFE.

    IT'S REALLY MATURING.

    UM, A LOT OF THE ECONOMIC DEVELOPMENT OBJECTIVES HAVE BEEN ACHIEVED AS SET FORTH IN THE TIF PLAN AND THE STRATEGIC PLAN.

    THERE'S A BALANCE OF APPROXIMATELY $81 MILLION REMAINING IN THE TIF, AND THAT'S SOME CASH ON HAND AND FUTURE ANTICIPATED INCREMENTS.

    SO THAT'S BASICALLY THE BALANCE OF THE BUDGET CAPACITY.

    UM, THE 2009 IMPLEMENTATION GUIDELINES, UH, CONTAINED IN THE STRATEGIC IMPLEMENTATION PLAN PROVIDE GUIDANCE FOR EVALUATING THE PRIORITIES.

    AND THOSE GUIDELINES SHOULD BE UPDATED TO REFLECT CURRENT CONDITIONS IN ALIGNMENT WITH THE TIP DISTRICT PLAN.

    SO HOPEFULLY AS, AS WE WORK THROUGH THIS, IT'LL SET KIND OF A NORTH STAR AS TO HOW TO DEDICATE FUNDS.

    SO, UM, THAT'S THE, THE IDEA HERE.

    UM, JUST AS SOME BACKGROUND, I'M NOT GONNA GET, I'M GONNA KIND OF GO INTO THIS, BUT LUCKILY I THINK THAT THE ANNUAL REPORT IS A LITTLE BIT FRESH IN EVERYONE'S MIND SINCE THAT WAS JUST BRIEFED AND DISCUSSED IN DECEMBER.

    SO A LOT OF THIS TIES BACK TO THE TIF DISTRICT PLAN, WHICH OF COURSE IS IN THE ANNUAL, IS SHOWN IN THE ANNUAL REPORT.

    SO T DISTRICT CREATED INTO 2005.

    IT HAS HAD A COUPLE OF AMENDMENTS, 2011, UH, 2006, 11 AND 23 IS THE MOST RECENT.

    UM, AND THE MISSION WAS IN THE ORIGINAL PLAN AND THEN GETS CARRIED FORWARD.

    UM, AND THAT'S LISTED HERE IS TO PROVIDE FUNDING SOURCE FOR PUBLIC INFRASTRUCTURE IMPROVEMENTS THAT WILL ASSIST IN CREATING A MORE SUSTAINABLE MIX OF RENTAL AND OWNER OCCUPIED RESIDENTIAL PROPERTY AND THE SKILLMAN CORRIDOR AND TO ENCOURAGE REDEVELOPMENT OF STRUCTURALLY OBSOLETE APARTMENT COMPLEXES, RETAIL BETTER TRA TRAIL AND RECREATIONAL CONNECTIONS AND TRANSIT ORIENTED DEVELOPMENT.

    SO THOSE PLAN GOALS, LIKE I MENTIONED, THE REALLY CARRIED FORWARD, UM, IN THE TIP PLAN AND THE ANNUAL REPORT.

    SO ADDITIONAL TAXABLE VALUE, ATTRACTING NEW DEVELOPMENT BOTH ON THE RETAIL AND RESIDENTIAL SIDE, DIVERSIFYING RETAIL AND COMMERCIAL USES, AND ENCOURAGING DEVELOPMENTAL PROPERTIES, UM, ALONG STILLMAN STREET AND LBJ AT THE DARK LIGHT RAIL STATIONS.

    ALSO TO IMPROVE ACCESS AND CONNECTIONS TO THOSE DARK LIGHT RAIL SYSTEMS WITHIN THE DISTRICT.

    AND TO, UM, THERE WAS A RIDERSHIP GOAL, DARK RIDERSHIP GOAL, UH, INCREASE RECREATIONAL ACT OPPORTUNITIES, IMPROVE THE CONNECTIONS, MAINTAIN STABILITY, THE LOCAL SCHOOLS AS REDEVELOPMENT OCCURS, UH, GENERATE INCREMENT FOR THE TIF.

    AND IN 2023 WE ADDED A COUPLE GOALS AND THOSE WERE PERTAINING TO, UM, INCREASING THE BOUNDARY OF THE TIF DISTRICT TO ALLOW FOR THE FOREST LIA IMPROVEMENTS AND ALSO TO ENCOURAGE, ENCOURAGE DEVELOPMENT AND REDEVELOPMENT OF THE PROPERTIES NORTH OF LBJ ALONG ELIA.

    ALL RIGHT, SO ON PAGE NINE, KIND OF TALK THROUGH, I JUST WANTED TO KINDA HIGHLIGHT SOME OF THOSE ACCOMPLISHMENTS.

    SO, UM, PRIVATE INVESTMENT, WE'VE EXCEEDED THE GOAL THAT WAS SET FORTH IN THE PLAN.

    UM, THOSE TOPS KIND OF JUST HIT SOME HIGHLIGHTS OF SOME OF THOSE BIGGER IMPACT PROJECTS.

    UM, EXCEEDED THE GOAL ON THE RETAIL SPACE, UM, SHY OF THE RESIDENTIAL GOAL, IT WAS SET FORTH AND BY SQUARE FOOTAGE, WHICH IS A LITTLE HARD TO TRACK, BUT WE DO OUR BEST ON THAT.

    UM, WE ALSO HAVE THE LBJ SKILLMAN PLANNING INITIATIVE STUDY IN 2014.

    THAT'S WHAT, UM, PATRICK BLADES IN THE PLANNING DEPARTMENT BRIEF THE MEETING, UM, AND THE APPROVAL OF FORWARD DALLAS 2.0 AND THE SKILLMAN STREET MASTER PLAN THAT WE JUST REFERENCED IN THE LAST AGENDA ITEM.

    ALRIGHT, SO PAGE 13 IS THE NEXT SET OF PAGES ARE VERBATIM FROM THE 2009 PLAN.

    SO THIS IS WHAT IT CALLED FOR.

    SO, UM, AND IT WAS BASING THESE CAME OUT OF A 2008 BOARD APPROVED, UM, DOCUMENT THAT'S CALLED SKILLMAN CORRIDOR TIP DISTRICT GUIDELINES FOR EVALUATING TIF FUNDING REQUESTS.

    AND I WENT BACK, LUCKILY SUE HAD FILED THESE NICELY AND I FOUND YESTERDAY THAT THE NEXT BULLETS ARE VERBATIM FROM THE DOCUMENT THAT WAS APPROVED ON JANUARY 28TH, 2008.

    SO IT TALKED ABOUT FOCUSING REDEVELOPMENT AT LAKE HIGHLANDS TOWN CENTER RATHER THAN SCATTERING, UM, EFFORTS, UM, FOCUSED ON QUALITY DEVELOPMENT, MIXED USE DEVELOPMENT SUSTAINA, SUSTAINABLE DEVELOPMENT THAT PROMOTES CONNECTIVITY AND A SENSE OF COMMUNITY PROJECTS THAT MET THE BUT FOR TEST, MEANING THAT WITHOUT OUR ASSISTANCE THEY WOULD NOT BE IMPLEMENTED, THEY DID NOT HAVE THE FINANCIAL CAPACITY, AND THAT THERE WAS A GAP IN FINANCING.

    PROMOTE HOUSING FOR MIXED INCOME FOR MIXED INCOME LEVELS.

    PROJECTS THAT EMPHASIZE IN FAVOR FOR SALE HOUSING WILL BE GIVEN PREFERENCE.

    I SAW IN THE MINUTES THAT OUR COUNCILMAN WAS THE ONE WHO CAME UP WITH THAT COMPROMISE LANGUAGE FOR THIS THAT POINT.

    UM, PROMOTE THE REDEVELOPMENT OF PROPERTY WITH SUBSTANDARD AND OR ENVIRONMENTALLY CONTAMINATED STRUCTURED AND TO LIMIT PUBLIC FUNDING FOR PROPERTIES THAT ARE RAW LAND.

    AND THEN IT IDENTIFIED BY AREA, UM, DEPICTED IN THIS MAP.

    SO LAKE HIGHLANDS TOWN CENTER, SKILLMAN, LBJ ELIA AND WALNUT HILL REDEVELOPMENT OF AGING PROPERTIES AT ROYAL AND SKILLMAN.

    AND THEN LASTLY, NORTHWEST HIGHWAY AND SKILLMAN.

    UM, AND AS A CONDITION OF TIP FUNDING PARTICIPATION, IT SAYS THAT THE TIP BOARD IN THE CITY WILL CONSIDER PEDESTRIAN AMENITIES, OPEN SPACE, HIKE, BIKE, TRAIL CONNECTORS, URBAN DESIGN, INCLUDING HOW PROPOSED DEVELOPMENT RELATES TO ITS SURROUNDING AND NEIGHBORHOOD CONTEXT, ENCOURAGE A MIX OF RENTAL AND FOR SALE HOUSING AND AN AFFORDABLE HOUSING COMPONENT.

    OF COURSE, THIS WAS NOT OF COURSE, BUT THIS WAS BEFORE THE REQUIREMENT OF A AFFORDABLE SET ASIDE.

    IF WE HAVE A PROJECT THAT HAS A RESIDENTIAL COMPONENT, BACK THEN IT WAS JUST A NICE THING, BUT NOW IT'S REQUIRED.

    UM, DEVELOPMENT TIMING KIND OF LOOKED AT SOME SHORT-TERM, MEDIUM TERM AND LONG-TERM GOALS BASED ON WHAT WAS HAPPENING AT THE TIME.

    SO THEY CONTEMPLATED EARLY YEARS.

    LAKE HIGHLANDS TOWN CENTER AND DEVELOPMENT ALONG SKILLMAN NORTHWEST HIGHWAY, UH, IT SAYS LIA WALNUT HILL AREA HAS POTENTIAL TO BECOME A MORE PEDESTRIAN FRIENDLY RETAIL AND RESIDENTIAL NODE WITH CONSOLIDATION OF RETAIL, ATTRACTION OF NEW TENANTS AND OR ADDITIONAL RETAIL USES.

    THOSE INTERMEDIATE, UM, PHASE GOALS WHERE TO FOCUS ON, UM, RESIDENTIAL PROPERTY UPGRADES JUST NORTH OF WALNUT HILL CORE AND TO IMPROVE THE, UH, RETAIL AREA AT SKILLMAN AND ABRAMS. LONGER TERM GOALS WE'RE FOCUSED ON TOD IMPROVEMENTS, PRIMARILY AROUND LBJ SKILLMAN DART STATION AND RECOGNIZE THAT THOSE WOULD BE PHASE OVER YEARS.

    UM, AND AN INTERESTING NOTE THAT IN SOME CASES THERE'S A DISTINCTION ABOUT PRIORITY AND TIMING.

    SO, YOU KNOW, THERE ARE SOME THINGS THAT WE MIGHT WANT TO DO.

    WE MIGHT WANT TO DO LB JS RIGHT NOW, BUT NEED TO WAIT A BIT FOR THAT CONSTRUCTION TO FINALIZE.

    UM, AT THIS POINT, YOU KNOW, WE ARE KIND OF TURNING THE CORNER WHERE THE TIFF NOW HAS, UH, THE OPPORTUNITY TO SPEND SOME OF THE, THE FRUITS OF OUR, OF THEIR LABORS, UM, AND TO CONTINUE TO SUSTAIN WHATEVER SUCCESS THAT THEY'VE HAD.

    I'M FEELING THE WEIGHT OF THAT RESPONSIBILITY , UM, AS WE GO FORWARD, WHICH AS I MENTIONED IN THE LAST MEETING IS WHY I WANTED US TO TAKE A LOOK AT THIS AND TALK ABOUT THE, THE GUIDELINES AND PRIORITIES.

    UM, UPDATING THE DOCUMENT IS ONE THING.

    I THINK, UH, THAT'S KIND OF THE END.

    BUT I THINK WHAT'S IMPORTANT IS THE MEANS, THE DISCUSSION AND THE SHARING OF IDEAS AND INFORMATION THAT WE HAVE, UH, WITH ONE ANOTHER.

    UM, THE, THE, I'LL NEVER FORGET, UM, FORMER COUNCIL MEMBER BILL BLADES TELLING US THAT THE, THE DEVELOPMENT WOULD OCCUR FROM THE SOUTH TO THE NORTH.

    AND SURE ENOUGH, IT DID NORTHWEST HIGHWAY, SKILLMAN AND ABRAMS TO THE TOWN CENTER, AND NOW WE CAN SEE WHAT'S HAPPENING AT LBJ AND SKILLMAN.

    UM, AND AGAIN, THE TIFF, AS I SAID, TOOK A BOLD MOVE A YEAR AND A HALF AGO TO EXPAND IT EVEN A LITTLE FURTHER NORTH.

    AND I THINK WE'RE KIND OF FEELING LIKE WE'RE JUST GONNA PROTECT THE ENTIRE NORTHEAST CORNER OF THE CITY OF DALLAS WITH WHAT WE'RE DOING HERE.

    AND, AND THAT'S OKAY.

    UM, SO THAT IS MY INTRODUCTION AND I'M GONNA GO AHEAD AND KICK OFF THE DISCUSSION WITH MY THREE POINTS THAT I HAVE .

    WE'VE MADE A LOT OF PROGRESS IN LAKE HIGHLANDS WITH THE CONNECTIVITY BETWEEN THE EAST AND THE WEST AND LAKE HIGHLANDS TRAIL AND CONNECTING TO WHITE ROCK TRAIL.

    UM, OH, AND BY THE WAY, I WILL FORWARD THIS TO YOU IN AN EMAIL, SO YOU DON'T HAVE TO TAKE COPIOUS NOTES, , BUT, OKAY.

    UM, BUT ANYWAY, UM, WITH THE EXPANSION THAT WE DID GOING FURTHER NORTH, UH, I THINK THERE'S MORE THAT WE NEED TO DO IN TERMS OF CONNECTIVITY ACROSS THAT LBJ SKILLMAN BRIDGE THAT IS BRINGING THE NORTH AND THE SOUTH TOGETHER.

    UM, WE ARE A DISTRICT THAT IS FOCUSED ON FAMILY FRIENDLY AND EDUCATION, AND THERE IS A RICHLAND COLLEGE UP THERE THAT, YOU KNOW, I BELIEVE IS A TR A WONDERFUL AMENITY.

    AND WE HAVE ABOUT 35,000 PEOPLE ON THE NORTH SIDE OF THAT BRIDGE THAT, UM, CAN TAKE ADVANTAGE OF THAT.

    NOT TO MENTION I'D LIKE TO SEE A DIRECT PATH FROM THE HIGH SCHOOL TO COLLEGE FOR A LOT OF OUR STUDENTS.

    SO, UM, I THINK THAT, UH, THAT OUGHT TO BE A PRIORITY THAT WE MOVE.

    WE SPEND SOME TIME WORKING ON THE CONNECTIVITY WITHIN THE DISTRICT.

    UM, YOU TOUCHED ON THE HOUSING ISSUE.

    WE HAVE ALWAYS TALKED ABOUT,

    UH, THE MISSING MIDDLE.

    UH, WE HAVE HAD THE LUXURY OF HAVING A LOT OF HIGH END, UM, RESIDENTIAL HOMES IN OUR DISTRICT AS WELL AS, UH, WE SUPPORT A LOT OF, UM, ECONOMICALLY CHALLENGED, UH, CENSUS TRACKS IN OUR DISTRICT, UM, AS FAR AS HOUSING IN THE PRIORITY STATES THAT THERE WOULD BE A LEAN TOWARDS FOR SALE HOUSING.

    I THINK THAT'S TRUE, UM, EVEN TODAY.

    BUT WITH THE, UM, FOR DALLAS 2.0, THEY TALKED ABOUT THE, THE NEW KIND OF URBAN HOUSING THAT WOULD BE AVAILABLE, HIGHER DENSITY, SMALLER FOOTPRINT.

    I THINK THERE'S SOME INTERESTING PRODUCTS OUT THERE THAT WE COULD BE LOOKING AT STILL FOR SALE HOUSING, UH, THAT WOULD HELP BRIDGE THAT MISSING MIDDLE GAP.

    BUT, UM, ANYWAY, I JUST THINK THAT'S SOMETHING WE OUGHT TO LOOK AT.

    AND THEN IN TERMS OF PRIORITIES, UH, MR. BOYD BROUGHT UP THE FACT THAT THERE ARE TWO BUCKETS OF MONEY, UH, THAT THEY WANTED TO MAKE SURE THAT THE, THE EMPHASIS OF SKILLMAN TIFF DOLLARS WERE AT THE TOWN CENTER TO MAKE SURE THAT TOWN CENTER CAME ONLINE AND RADIATES FORTH TO BOTH NORTH AND SOUTH OF LAKE ISLANDS.

    UH, I THINK WE'RE THERE.

    SO, UM, I THINK SHIFTING OUR PRIORITIES NORTHWARD AS WE DID, UH, A YEAR AND A HALF AGO BY EXPANDING THE TIFF.

    I THINK THAT'S OKAY.

    I THINK WE'RE FOLLOWING THE PLAN.

    WE ARE DEVELOPING FROM SOUTH TO NORTH, AND I SEE MORE DEVELOPMENT COMING ON ONLINE TOWARD THE NORTH, SO I'D LIKE TO SEE THAT AS A, AN ADDITIONAL PRIORITY.

    SO THERE'S STILL A CONCERN THERE.

    I THINK WE NEED TO CONTINUE TO WORK WITH GUS AND KATHY TO SEE WHAT WE CAN DO TO, TO CONTINUE TO WORK TO CALM THAT TRAFFIC.

    UM, AND I, I TOTALLY AGREE WITH THE DEVELOPMENT ON SKILLMAN AND ROYAL AND SKILLMAN AND ABRAMS. THERE'S, THERE'S DEFINITELY SOME OPPORTUNITY THERE.

    WE'VE TALKED ABOUT THAT AND AT LBJ AND, AND SKILLMAN, I THINK WE NEED TO CONTINUE TO, TO WORK ON THAT.

    UM, BUT, AND I, I LOVE ALL THE CONNECTIVITY IN THE NEIGHBORHOODS WITH THE TRAILS MEAN RIGHT BY MY HOUSE, AND I USE IT ALMOST EVERY DAY.

    UM, I THINK WE JUST NEED TO CONTINUE REFINING SAFETY ON IT.

    UM, AND WORKING ON THE CROSSING, LIKE THE KID WITH THE BIKE THAT I TALKED ABOUT, JUST THINGS LIKE THAT TO JUST MAKE SURE PE IT'S, IT'S SAFE AND PEOPLE FEEL REALLY COMFORTABLE, YOU KNOW, AS THEY TRAVEL, I SEE MORE AND MORE PEOPLE ON IT, WHICH IS EXCITING.

    UM, BUT JUST WANT TO CONTINUE THAT TREND AND CONTINUE WORKING ON THAT.

    THIS BILL, UM, MINE'S MORE AN EMPHASIS ON TIME.

    SO I WAS APPOINTED TO THIS TIFF IN LATE 2018, UM, WHICH I OFTEN FEEL LIKE THE NEW KID IN LAKE HIGHLANDS, BUT I'VE BEEN ON THIS ONE A, UH, WHILE AND I ADMIT MY FIRST FEW YEARS FOR REALLY LOOKING FOR THE HOME RUN, UH, SINCE OPENING DAY WAS YESTERDAY, DOING SOME BASEBALL STUFF.

    UM, UM, YOU KNOW, WE ARE LOOKING FOR, UH, THE, UH, HOME RUN ON WHAT, ON WHAT TO DO NOW.

    AND IT'S BEEN, YOU KNOW, IT'S BEEN TOUGH.

    THERE, THERE ARE NOT A LOT OF OPPORTUNITIES.

    SO I THINK, YOU KNOW, WE'VE GOT ABOUT $80 MILLION THAT WE CAN USE AND, YOU KNOW, THE, THE WAY THE POLITICAL WINS ARE, IF WE DON'T USE IT, SOMEONE ELSE WILL.

    UM, AND I WOULD REALLY, REALLY WANT TO KEEP THAT MONEY IN D 10.

    SO I THINK WE NEED TO START, YOU KNOW, HEY, IF THERE'S A GOOD DOUBLE OR EVEN SOME SINGLES THAT CAN REALLY IMPROVE OUR NEIGHBORHOOD, THAT MAY NOT BE A HUGE STAR, LIKE TAKE CENTER OR GETTING THEM TO BE HERE, IT'S GONNA HAPPEN.

    UM, UM, WE NEED TO TAKE A HARD LOOK AT THOSE BECAUSE, YOU KNOW, EVEN IF IT'S NOT THE BIGGEST STAR THAT WE COULD DO, KEEPING THAT MONEY TO IMPROVE D 10 I THINK NEEDS TO BE MEAN, EVEN THOUGH WE'RE NOT A DISTRICT FOCUSED TIFF, WHAT 99% OF THE TIFF IS IN D 10? SO I THINK WE NEED TO REALLY THINK ABOUT SPEED.

    UM, I'M GONNA SAY CONNECTIVITY WASN'T A A A POINT THAT REALLY STANDS OUT TO ME AS WELL.

    I LOVE WHAT HAS HAPPENED ON THE SKILLMAN IN THE AREA.

    UM, AND IT'S, AND HOW IT'S EASIER TO NAVIGATE THROUGH THEIR

    IT'S A LOT EASIER WITH THE INFRASTRUCTURE THAT'S TAKING PLACE.

    I AM A LITTLE CONCERNED ABOUT, WE MENTIONED HOUSING AND WORKFORCE HOUSING.

    UM, THERE IS NEW DEVELOPMENT THAT'S GOING TO HAPPEN AT TI AND, UM, FOREST LANE AREA.

    THERE'S GONNA BE WORKFORCE HOUSING PLACE THERE.

    UM, THERE'S NEW DAVID WEEKLY HOUSING GOING UP AT GREENVILLE AND WHITEHURST, AND THERE'S THE BEAUTIFUL NEW DEVELOPMENT THAT'S HAPPENING RIGHT NOW IN THE WHITE ROCK AREA, WHICH I KNOW THAT'S PART OF THE WHITE ROCK AREA WHERE THAT HOUSING'S TAKING PLACE AS PART OF THE SKILLMAN, UM, FOUR DOOR TRANSFORMATION.

    BUT IN KEEPING THINGS CONNECTED, I THINK OF HAMILTON PARK THAT'S RIGHT THERE BY THE WORKFORCE HOUSING AT FOREST AND TI AND THE GREENLAND WHITEHURST.

    UM, AND IF THERE'S ANYTHING WE COULD DO ABOUT THE RETAIL THAT'S AT GREEN BOWL AND FOREST CONNECTING ALL OF THE RETAIL CENTERS FROM GREEN BOWL, FOREST FROM SKILLMAN, UM, SKILLMAN AND WHITEHURST AT 6 45 SHOPPING CENTER, IF THERE'S ANYTHING WE COULD DO TO HELP CONNECT THOSE PIECES, AND LIKE YOU SAID, THE BRIDGE OVER TO RICHLAND COLLEGE, EVERYTHING KIND OF FEEDS OVER INTO THAT AREA OFF OF, YOU KNOW, CROSSING HORSE AND 6 35 AND ABRAMS AND 6 35 AND ALL THOSE CONNECTIVITIES.

    UM, IF THERE UNIFORM LOOK OF SOME SORT WHERE WE CAN MAKE IT LOOK MORE CONNECTED AND THE SHOPPING CENTERS A LITTLE MORE CONNECTED, I THINK THAT'D BE A HUGE ASSET.

    I THINK THE, ALL THESE ARE FANTASTIC IDEAS.

    IT'S THE IMPLEMENTATION.

    UH, YOU NEED DEVELOPERS TO BUY IN.

    YOU NEED DEVELOPERS TO KNOW THAT THE MONEY IS AVAILABLE AND YOU NEED THE DEVELOPERS THAT KNOW HOW TO, TO BUILD WHAT WE'RE TRYING TO, TO GET DONE HERE.

    AND, YOU KNOW, THERE'S LOTS OF GOOD DEVELOPERS IN, IN TOWN, UH, IN THE STATE THAT CAN, CAN HELP, UH, MAKE THIS AREA BETTER AND USE THIS MONEY, UH, WISELY AND USE IT TO IMPROVE.

    UH, IT IS AN IMPROVEMENT DISTRICT.

    SO, UH, THE CHALLENGE IS TO, UH, I THINK I MADE, UH, UH, COMMENT LAST, LAST TIME.

    UH, HOW, HOW ARE WE GETTING THE WORD TO DEVELOPERS? AND IT DOESN'T HAVE TO BE, YOU KNOW, A, A WEITZMAN THAT CAN BE A, A SINGLES GUY OR A DOUBLES GUY THAT CAN, CAN REDO A SHOPPING CENTER.

    UH, YOU KNOW, RIGHT NOW WE'RE, YOU KNOW, I SPEAK FROM A DEVELOPER'S PERSPECTIVE, IT'S A LITTLE BIT EASIER BANK WISE TO GET, UM, FAVORABLE, UH, NOTE, UM, AND LENDING THAN IT WAS LAST YEAR OR TWO YEARS AGO, OR THREE YEARS AGO.

    SO YOU MIGHT SEE A LITTLE BIT MORE ACTIVITY ON THAT FRONT, BUT THAT'S, YEAH, YOU MONEY'S THERE, BUT YOU NEED THE RIGHT PEOPLE TO UTILIZE THAT MONEY IN ORDER TO MAKE, UM, THE AREA, WHICH IS, IN MY OPINION, IT, YOU KNOW, I'D BE, YOU KNOW, PROBABLY JUST LIKE MS. MCGOWAN, THE SCHOOLS DRIVE THIS AREA, THE SCHOOL DISTRICT DRIVES THIS AREA.

    THAT'S WHY MY FAMILY MOVED THERE IS FOR THE SCHOOLS.

    AND SO YOU HAVE TO HAVE THAT AS A FOCUS IN THE, IN THE FRONT OF YOUR MIND, MORE SO THAN THE BACK OF YOUR MIND IS TO PAY ATTENTION AND HOW IT'S GONNA IMPACT SCHOOLS AS MUCH AS ANYTHING.
