THE FY 25-26 HUD BUDGET DEVELOPMENT PROCESS WAS LAUNCHED IN JANUARY AND INCLUDED SIX NEIGHBORHOOD PUBLIC MEETINGS. THE COMMUNITY DEVELOPMENT COMMISSION REVIEWED MY RECOMMENDED BUDGET IN MARCH. THE CITY MANAGER 'S RECOMMENDED BUDGET IN MARCH AND APRIL, AND NOW THE BUDGET IS SUBMITTED TO THE CITY COUNCIL FOR REVIEW. YOU WILL HAVE AN OPPORTUNITY TO PRESENT AMENDMENTS, IF ANY, BY APRIL 30TH. FUNDING FOR THE HUD CONSOLIDATED PLAN PROGRAM WAS INCLUDED IN THE CONTINUING RESOLUTION LEGISLATION THAT WAS PASSED BY CONGRESS IN MARCH TO EXTEND THE FEDERAL GOVERNMENT SPENDING THROUGH SEPTEMBER 30, 2025. HUD'S FUNDING FOR THIS YEAR IS WHAT IS ALLOCATED TO CITIES FOR THEIR CONSOLIDATED PLANS BUDGETS FOR NEXT YEAR. WE'RE STILL WAITING ON A FINAL GRANT ALLOCATION NUMBERS, AND WILL RETURN TO YOU WITH ANY ADJUSTMENTS THAT BECOME NECESSARY BASED ON THE FINAL GRANT AMOUNTS. IT IS A YEAR LONG STOPGAP FUNDING BILL, KNOWN AS THE CONTINUING RESOLUTION, TO EXTEND FUNDING FOR THE FEDERAL GOVERNMENT. THIS LEGISLATION PROVIDES FULL YEAR FUNDING FOR FEDERAL AGENCIES, INCLUDING THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, BY EXTENDING THE FISCAL YEAR 24 FUNDING LEVELS INTO FISCAL YEAR 25. AS A RESULT OF THIS HUD PROGRAM, SUCH AS THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, HOME INVESTMENT PARTNERSHIP PROGRAM, EMERGENCY SOLUTIONS GRANT, AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, WHICH ARE COLLECTIVELY KNOWN AS THE CONSOLIDATED PLAN, WILL CONTINUE TO RECEIVE FUNDING. THE FEDERAL GOVERNMENT'S FISCAL YEAR 25 RUNS OCTOBER 1, 2024 THROUGH SEPTEMBER 30TH OF 2025, AND THIS IS THE FEDERAL GOVERNMENT'S OFFICIAL FISCAL YEAR FOR BUDGETING GRANTS AND APPROPRIATIONS FOR FISCAL YEAR 25 APPLIES TO THE FISCAL YEAR 25-26 HUD CONSOLIDATED PLAN ACTIVITIES THAT MISS WILLIAMS WILL COVER IN TODAY'S BRIEFING. JUST IN THE WAY OF AN OVERVIEW OF TODAY'S PRESENTATION, WE WILL COVER SOME GENERAL BACKGROUND ABOUT OUR HUD GRANTS FOR GRANTS, REFERRED TO AS THE CONSOLIDATED PLAN, PROVIDE AN UPDATE OF OUR HUD ALLOCATIONS, SHARE SOME OF THE CONSIDERATIONS THAT WENT INTO DEVELOPING THE BUDGET. REVIEW THE FY 2025-26 PROPOSED BUDGET PROVIDE A FEW HIGHLIGHTS FOR EACH OF THE FOUR GRANTS. REVIEW THE COMMUNITY DEVELOPMENT COMMISSION'S DELIBERATIONS AND THEN SHARE SOME THE NEXT STEPS. SO ON JUMPING OVER TO SLIDE IN THE WAY OF SOME BACKGROUND ON SLIDE THREE. THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT OFFERS NUMEROUS FEDERAL PROGRAMS FOR COMMUNITY DEVELOPMENT AND AFFORDABLE HOUSING. THE CITY RECEIVES THESE FOUR GRANTS BASED ON AN ANNUAL ON AN ANNUAL BASIS, AND IN ORDER TO BE ELIGIBLE FOR THESE FUNDS, THE CITY MUST HAVE A POPULATION OF 50,000 OR MORE, AND ALLOCATION IS BASED ON A FORMULA INCLUDING THE LATEST TEN YEAR CENSUS DATA AND FIVE YEAR AMERICAN COMMUNITY SURVEY DATA. ON SLIDE FOUR, WE SEE THAT THE CONSOLIDATED PLAN IS MADE UP OF FOUR DISTINCT FORMULA GRANTS COMMUNITY DEVELOPMENT BLOCK GRANT, REFERRED TO AS CDBG, THE HOME INVESTMENT PARTNERSHIP PROGRAM. THE HOME GRANT EMERGENCY SOLUTIONS GRANT. ESG AND HOUSING OPPORTUNITY FOR PERSONS WITH AIDS. THE HOPWA GRANT. A KEY FEATURE OF THESE GRANTS IS THE ABILITY TO CHOOSE HOW FUNDS MAY BE USED TO BEST BENEFIT OUR COMMUNITY. MOVING TO SLIDE FIVE, THE CONSOLIDATED PLAN IS A COMPREHENSIVE ANALYSIS AND STRATEGIC PLAN THAT IDENTIFIES COMMUNITY NEEDS, PRIORITIZES THOSE NEEDS AND DETAILS HOW NEEDS WILL BE ADDRESSED. NEEDS FOR OUR CITY HAVE BEEN IDENTIFIED AS AFFORDABLE HOUSING, HOMELESS SERVICES, HUMAN AND SOCIAL SERVICES, ECONOMIC DEVELOPMENT, AND PUBLIC INFRASTRUCTURE NEEDS. SO IN ORDER TO RECEIVE GRANT FUNDS, THE CITY MUST DEVELOP A CONSOLIDATED PLAN AND SUBMIT THAT PLAN TO HUD. THE CONSOLIDATED PLAN PROVIDES A BASELINE OF HOW THE CITY PROPOSES TO USE GRANT FUNDS TO ADDRESS IDENTIFIED COMMUNITY NEEDS. THIS PLAN COVERS A PERIOD OF FIVE YEARS. THE CURRENT FIVE YEAR PLAN BECAME EFFECTIVE OCTOBER 1ST OF 2024 AND RUNS THROUGH SEPTEMBER 30TH OF 2029. THE FY 2025-26 ACTION PLAN INCLUDES THE ANNUAL BUDGET FOR EACH OF THE FOUR GRANTS, AND IS DUE TO HUD NO LATER THAN AUGUST 16TH OF 2025. SO ON SLIDE SEVEN, IT PROVIDES A VISUAL OF HOW THAT FIVE YEAR PLAN INFORMS EACH OF THE ANNUAL ACTION PLANS. [00:50:02] AND FISCAL YEAR 25-26 IS YEAR TWO OF OUR CURRENT FIVE YEAR PLAN. NEXT SLIDE. REGARDING FUNDS FOR FY 25-26, AS HAS BEEN PREVIOUSLY SHARED, A YEAR LONG CONTINUING RESOLUTION WAS SIGNED IN MID-MARCH. FOLLOWING APPROVAL OF THAT, CR HUD HAD 60 DAYS TO PUBLISH THE CITY'S ACTUAL GRANT ALLOCATIONS, WHICH WE EXPECT BY MID-MAY. FOR BUDGET DEVELOPMENT PURPOSES, LEVEL FUNDING HAS BEEN ASSUMED FOR ALL FOUR GRANTS. NEXT SLIDE. TO MEET OUR DEADLINE REQUIREMENTS, DEVELOPMENT OF THE BUDGET HAD TO BEGIN USING PRELIMINARY ESTIMATES. ONCE FINAL ALLOCATION AMOUNTS ARE RECEIVED, THE CITY MANAGER WILL PROPOSE EITHER INCREASES OR DECREASES AS NECESSARY TO BALANCE THE BUDGET. SLIDE TEN PROVIDES A CHART THAT SHOWS A SIDE BY SIDE COMPARISON. CURRENT YEAR ACTUAL GRANT AMOUNTS RECEIVED FROM HUD WITH NEXT YEAR ESTIMATES AT LEVEL FUNDING A TOTAL OF A LITTLE OVER $29 MILLION OF FUNDING EXPECTED FROM HUD. ON SLIDE 11, WE SHARE SOME OF THE CONSIDERATIONS THAT WENT INTO DEVELOPING THE BUDGET, INCLUDING BEING CONSISTENT WITH THE FIVE YEAR PLAN, COMPLYING WITH HUD GUIDELINES, AND THE CAP CDBG CAPPED CATEGORIES SUCH AS THE 15% CAP FOR HUMAN AND SOCIAL SERVICES REFERRED TO BY HUD AS PUBLIC SERVICES, AND THE 20% CAP FOR PROGRAM ADMINISTRATION AND OVERSIGHT. HUD MONITORING AND REPORTING REQUIREMENTS AND AFFIRMATIVELY FURTHERING FAIR HOUSING. ON SLIDE 12, WE SEE ANOTHER SIDE BY SIDE COMPARISON OF THE SOURCES OF FUNDS FOR FY 25-26. THIS SLIDE NOT ONLY SHOWS THE GRANT FUNDS FROM HUD CURRENT YEAR AND ESTIMATES FOR NEXT YEAR, BUT IT ALSO INCLUDES OTHER SOURCES OF FUNDS FOR THE YEAR, NAMELY PROGRAM INCOME AND REPROGRAM FUNDS. AS YOU CAN SEE, THERE WILL BE NO REPROGRAMING FUNDS IN FISCAL YEAR 25-26 BUDGET, AS THOSE FUNDS WERE APPROVED IN FEBRUARY OF THIS YEAR TO BE USED FOR ONE TIME PROJECTS. THE NEXT SLIDE SHOWS THE USE OF FUNDS BY HUD CATEGORIES AGAIN CURRENT YEAR COMPARED TO NEXT YEAR. SLIDE 14. WE'RE MOVING TO SOME OF THE HIGHLIGHTS WITHIN EACH OF THE GRANTS FOR CDBG PUBLIC SERVICES JUST A REMINDER THAT THAT IS A CAPPED CATEGORY LIMITED TO 15% OF THE GRANT AMOUNT AND PROGRAM INCOME. WE HAVE ASSUMED LEVEL FUNDING, SO THERE IS NO CHANGE TO THE PKR OUT OF SCHOOL PROGRAM, WHICH INCLUDES A COLLABORATION WITH DALLAS ISD AS WELL AS PROGRAMING AT SOME OF THE CITY'S RECREATION CENTERS, EARLY CHILDHOOD AND OUT OF SCHOOL TIME PROGRAMS AND THE DRIVERS OF POVERTY. AGAIN, ALSO A REMINDER THAT THIS CATEGORY IS SUBJECT TO CHANGE ONCE FINAL GRANT AMOUNTS ARE RECEIVED. FOR THE CDBG HOUSING ACTIVITIES ON OUR NEXT SLIDE. NO CHANGES FOR THE HOMEBUYER ASSISTANCE PROGRAM AND THE HOME IMPROVEMENT AND PRESERVATION PROGRAM. THERE IS A DECREASE TO THE RESIDENTIAL DEVELOPMENT ACQUISITION LOAN PROGRAM, AND THAT DECREASE IS PRIMARILY DUE TO THOSE REPROGRAMING FUNDS BEING MOVED UP TO FEBRUARY OF THIS YEAR. ON SLIDE 16, FOR FISCAL YEAR 2526, THERE IS A NEW PILOT PROGRAM, THE NEIGHBORHOOD CLEARANCE AND ENHANCEMENT PROGRAM. THIS PROGRAM WILL BE ADMINISTERED BY CODE COMPLIANCE SERVICES AND WILL FOCUS ON CLEARANCE, DEMOLITION, AND REMOVAL OF BUILDINGS AND OTHER STRUCTURES IN TARGET NEIGHBORHOODS TO ELIMINATE HAZARDS AND REDUCE CRIME. THIS PROGRAM IS ALLOWED BY HUD RULES WITH THE GOAL OF ENHANCING NEIGHBORHOOD CONDITIONS TO ATTRACT NEW DEVELOPMENT SUCH AS AFFORDABLE HOUSING AND OTHER ECONOMIC INITIATIVES. ON SLIDE 17 IN THE PUBLIC IMPROVEMENT CATEGORY, THERE IS A DECREASE IN FUNDING. THESE FUNDS FOCUS ON ELIGIBLE PROJECTS IN HIGH NEED PRIORITY AREAS. ELIGIBLE PROJECTS INCLUDE SUPPORTING HOUSING DEVELOPMENT, ADA COMPLIANCE, CITY FACILITIES, AND FUNDING FOR ELIGIBLE PROJECTS AT NONPROFIT ORGANIZATIONS. THE NEXT SLIDE FAIR HOUSING AND PROGRAM OVERSIGHT. THIS IS A CDBG CAPPED CATEGORY AS WELL. THE CATEGORY IS LIMITED TO 20% OF THE GRANT AMOUNT. [00:55:02] LEVEL FUNDING IS PROJECTED HERE, SO THERE IS NO CHANGING PENDING RECEIPT OF THE FINAL GRANT AMOUNTS FROM HUD. MOVING TO OUR NEXT GRANT, WHICH IS THE HOME GRANT. THIS GRANT HAS TWO CAP REQUIREMENTS. ONE CATEGORY IS NO LESS THAN 15% OF THE FUNDING MUST BE USED FOR DEVELOPMENT ASSISTANCE FOR COMMUNITY HOUSING DEVELOPMENT ORGANIZATIONS, REFERRED TO AS CHDO, AND NO MORE THAN 5% MAY BE USED FOR CHDO OPERATING ASSISTANCE. THE NEXT GRANT IS OUR EMERGENCY SOLUTIONS GRANT. HUD RULES REQUIRE THAT ALLOCATION BE MADE IN CONSULTATION WITH THE LOCAL CONTINUUM OF CARE. RECOMMENDATIONS FROM THE COC WERE MADE AT THEIR JANUARY 28TH MEETING. YOU WILL SEE AN INCREASE IN THE FUNDING FOR EMERGENCY SHELTER THAT IS DUE TO THE ELIMINATION OF THE ESG FUNDING FOR STREET OUTREACH. THE STREET OUTREACH PROGRAM HAS BEEN RESTRUCTURED AND THIS SERVICE WILL BE PROVIDED THROUGH OTHER FUNDING SOURCES FOR FY 26. RECOMMENDATIONS FOR OTHER SERVICES ARE AT LEVEL FUNDING AGAIN PENDING FINAL GRANT AMOUNTS FROM HUD. ON SLIDE 22, WE HAVE OUR FOURTH AND FINAL GRANT, WHICH IS THE HOUSING OPPORTUNITY FOR PERSONS WITH AIDS. ALLOCATIONS FOR THIS GRANT ARE MADE CONSISTENT WITH PRIORITIES ESTABLISHED BY THE RYAN WHITE PLANNING COUNCIL OF DALLAS AREA. THEY DEVELOP A NEEDS ASSESSMENT AND THE NEEDS ARE IDENTIFIED, AND THAT THE LATEST NEEDS ASSESSMENT WAS CONDUCTED IN 2022. RECOMMENDATIONS ARE TO MAINTAIN LEVEL FUNDING ACROSS ALL ACTIVITIES. AGAIN PENDING NOTICE OF OUR FINAL GRANT AMOUNTS FROM HUD. ON SLIDE 22. ON MARCH 6TH, STAFF PRESENTED THE CITY MANAGER 'S PROPOSED BUDGET TO THE COMMUNITY. SLIDE 23 I APOLOGIZE. YES. ON APRIL 23RD, PRELIMINARY ADOPTION OF THE FY 25-26 CONSOLIDATED PLAN BUDGET AND WILL CALL A PUBLIC HEARING. APRIL THE 24TH BEGINS THE 30 DAY PUBLIC REVIEW PERIOD. SO AS YOU PROBABLY CAN IMAGINE, WE GET A LOT OF APPLICANTS APPLYING FOR HOMEBUYER ASSISTANCE, AND THEN WE HAVE APPLICANTS THAT ALSO APPLY FOR PURCHASES, PURCHASING OF THE DEVELOPMENT HOMES THAT WE'VE USED IN THESE FUNDS. SO ANY CONTRACT THAT WE'VE CONTRACTED WITH DEVELOPERS TO BUILD AFFORDABLE HOUSING, THEY HAVE THEIR HOME BUYERS COME THROUGH. AND WE PROCESS THOSE HOME BUYERS EITHER IN THE HOME BUYER ASSISTANCE PROGRAM AND OR THROUGH MANAGING THEM IN THE DEVELOPMENT PROGRAM. AND SO FOR EVERYBODY WHO COMES, WE HAVE TO SPEND THE TIME WITH THAT BUYER, REGARDLESS OF IF THEY FIND A HOUSE, THEY DON'T FIND A HOUSE, THEY BUY A HOUSE. THEY CAN'T GET THERE, WHATEVER THAT IS. WE STILL HAVE TO SPEND THE TIME WITH THEM TO TRY TO GET THEM THROUGH ELIGIBILITY, AND IT DOESN'T ALWAYS PAN OUT FOR EVERYBODY. SO IS THERE A WAY WE CAN BE MORE EFFICIENT IN THE APPLICANT? AND WHAT WE'VE SEEN ARE THESE STRATEGIES THAT ARE DESIGNED TO REDUCE BOTH GUN VIOLENCE AND SERIOUS CRIME. THEY'RE DIRECT. THEY'RE TARGETED. THEY'VE BEEN DOCUMENTED TO BE EFFECTIVE, ESPECIALLY IN CITIES THAT ARE SITUATED LIKE OURS. AND WE'VE SEEN ORGANICALLY A NUMBER OF ORGANIZATIONS, ESPECIALLY IN SOUTHERN DALLAS, POP UP WITH LEADERS THAT ARE DOING THIS WORK ALL ON THEIR OWN, LIKE NO GOVERNMENT FUNDING. THEY'RE DOING THE PREVENTION, THEY'RE DOING THE INTERVENTION, THEY'RE DOING COMMUNITY PARTNERSHIPS. THEY'RE HOSTING FAIRS TO CONNECT PEOPLE TO SERVICES THAT MIGHT STABILIZE THEIR LIVES. AND WHILE I CAN CERTAINLY UNDERSTAND WHY WE WOULD PUT MONEY TOWARDS CHILD CARE. AND I CAN CERTAINLY UNDERSTAND WHY WE PUT IT TO HELPING PEOPLE WHO ARE YOUNG PARENTS ALSO STABILIZE. WE'RE LOSING OUR OWN KIDS, AND WE'RE JUST SENDING THE SAME PEOPLE OFF TO JAIL. I MEAN, THIS IS HAPPENING OVER AND OVER, AND, YOU KNOW, THIS IS HAPPENING IN EVERYBODY'S DISTRICTS. [01:20:05] BUT AS WE CONTINUE TO LOOK AT EVEN THE WHOLE VIOLENCE, CRIME KIND OF PREVENTION OFFICES THAT WE KNOW WE SEE IN SOME OTHER CITIES AROUND THE COUNTRY, I'M ACTUALLY ENGAGING NOW WITH SEVERAL OF THE INDIVIDUALS WHO HAVE BEEN IN THE BODY OF KIND OF PUTTING THAT WORK TOGETHER. AND OUR COMMITMENT IS, IS THAT WE'RE ACTUALLY HAVING THOSE DISCUSSIONS RIGHT NOW IN ADVANCE OF DEVELOPING THE BUDGET. ARE WE PREPARED FOR A TRANSITIONAL PERIOD WITH OUR GRANT AND PROGRAMS THAT WE ARE PARTICIPATING IN. WELL, JUST FROM MY PERSPECTIVE, THE CONTINUING RESOLUTION GIVES US THAT OPPORTUNITY FOR TRANSITION. JUST TO MAINTAIN, THOUGH. FOR MAINTAIN FOR THIS YEAR, BUT ALSO GIVES US OPPORTUNITY TO KIND OF HEAR WHAT'S GOING ON AND PREPARE FOR THE TRUE CUTS THAT WILL PROBABLY BE IMPACTFUL DURING FISCAL YEAR. OUR 26-27, THESE FUNDS THAT WE'RE TALKING ABOUT NOW, THEY'RE PART OF THE CONTINUING RESOLUTION. AND SO WHILE THERE MAY BE SLIGHT INCREASES OR DECREASES, WE DON'T EXPECT ANYTHING SIGNIFICANT BECAUSE OF THE CONTINUING RESOLUTION WITH LEVEL FUNDING THAT WILL GET US THROUGH FISCAL YEAR 25-26. AND THEN DURING THIS YEAR, WE'LL START LOOKING AHEAD BASED ON WHAT WE'RE HEARING FROM HUD, BUT THAT WILL BE IMPACTFUL STARTING OCTOBER 1ST OF 26. I WOULD SAY I AGREE WITH COUNCILMEMBER WILLIS. I THINK ALL OF THESE PROGRAMS ARE VERY IMPORTANT. I'M HOPING THAT WE'RE GOING TO FIGURE OUT A STRATEGY TO FUND THEM ALL AND TO PRIORITIZE THEM ALL. AND THAT MAY BE SOME ADJUSTMENTS I WILL SPEAK TO THE VIOLENCE INTERRUPTERS PROGRAM AS WELL. I THINK IT'S EXTREMELY IMPORTANT, BUT I ALSO KNOW THAT I DO APPRECIATE HEARING YOU SAY THAT THERE'S A VERY GEOGRAPHIC BOUNDS, BECAUSE I KNOW THERE ARE SEVERAL GROUPS THAT ARE ALREADY DOING WORK OUT THERE WITHOUT ANY PUBLIC SUBSIDY. AND I WANT TO MAKE SURE THAT WE LOOK AT AN INVESTMENT IN THESE TYPES OF PROGRAMS THAT IS GOING TO BE SPREAD AS FAR WIDE AS POSSIBLE AND HIT AS MANY DIFFERENT COMMUNITIES AS POSSIBLE. IN DISTRICT SEVEN ALONE, THERE ARE ABOUT THREE DIFFERENT HOTSPOTS WHERE VIOLENCE INTERRUPTERS HAVE ALREADY ESTABLISHED PRESENCE. AND I KNOW THAT OTHER COLLEAGUES HAVE ALLUDED TO OTHER ORGANIZATIONS WHO HAVE PRESENCE IN OTHER PARTS OF THE CITY AS WELL. SO HOWEVER, WE APPROACH THIS BIDDING PROCESS OR OPPORTUNITY TO SEEK FUNDING FROM THE CITY TO SUPPORT. I HOPE IT'S DONE SO IN A MANNER THAT ALLOWS FOR IT TO BE SPREAD FAR AND WIDE THROUGHOUT OUR CITY, AND NOT MONOPOLIZED BY ONE GROUP. THAT'S ALL I HAVE. AND IF THERE ARE NO MORE QUESTIONS.
