FROM 2019 TO 2024, YOUR UNRESTRICTED NET POSITION DID DECREASE IN YOUR 2024 GOVERNMENTAL ACTIVITIES, AND THEN YOUR UNRESTRICTED NET POSITION INCREASED IN YOUR BUSINESS TYPE ACTIVITIES. AND YOUR CAPITAL ASSETS CONTINUE TO INCREASE IN 2024. NEXT SLIDE. SO, FOR THE NEXT SLIDE WE'VE GOT YOUR PROPERTY TAX RATE AND DEBT. IN 2024 YOUR TAX RATE HAS DECREASED, AND IT DECREASED ANNUALLY SINCE 2020. YOUR DEBT SERVICE TAX RATE HAS DECREASED OR REMAINED FLAT SINCE THEN AS WELL. WHILE YOUR OBVIOUSLY YOUR TAXABLE ASSESSED VALUATION HAS BEEN INCREASING. FROM 2020 TO 2024. YOUR DEBT SERVICE EXPENDITURES AS A PERCENTAGE OF NON-CAPITAL EXPENDITURES DECREASED IN 2020, 2022 AND 2023 AND INCREASED IN 2024. NEXT SLIDE. SO, THIS IS YOUR DEBT SERVICE COMPONENT OF YOUR TAX RATE AS A PERCENTAGE OF YOUR TOTAL TAX RATE. AND THIS IS COMPARING THE CITY OF DALLAS TO FOUR OTHER LARGE CITIES IN TEXAS. YOU'VE GOT 27.7% IN 2024, WHICH IS A DECREASE FROM 20 2015. SO AGAIN, YOUR DEBT SERVICE TAX RATE IS DECREASING. AND THEN THE OTHER CITIES, YOU SEE SAN ANTONIO AT 39.1%. THE OTHER CITIES RANGE MORE IN THE 20 TO 25% RANGE. NEXT SLIDE. SO, YOUR DEBT SERVICE EXPENDITURES AS A PERCENTAGE OF NON-CAPITAL EXPENDITURES FOR CITY OF DALLAS, YOU'VE GOT 16.3%, 3%, WHICH REMAINS CONSISTENT WITH 2015. THE OTHER CITIES ARE A LITTLE BIT LOWER, BUT IN LOOKING AT THE DEBT THAT THEY CARRY, THERE IS MORE TAX SUPPORTED DEBT AT THE CITY OF DALLAS, SO THAT MAKES THAT PERCENTAGE A LITTLE BIT HIGHER. [00:10:01] AND NEXT SLIDE FOR YOUR GENERAL FUND. LOOKING AT TOTAL FUND BALANCE, IT DID INCREASE THIS YEAR, AND IT HAS INCREASED SINCE 2020. IT INCREASED ABOUT 5.5 MILLION. YOUR UNASSIGNED FUND BALANCE INCREASED ABOUT 11.6 MILLION. AND IT HAS CONTINUED TO INCREASE. AND THEN YOUR UNASSIGNED FUND BALANCE AS A PERCENTAGE OF EXPENDITURES INCREASED 2020 TO 2022 AS WELL, AGAIN IN 2024. TRANSFERS WERE A NET TRANSFER OUT IN 2024 OF 223,000,000.8. AND THEN THIS NEXT GRAPH IS SHOWING YOUR UNASSIGNED GENERAL FUND BALANCE AS A PERCENTAGE OF YOUR GENERAL FUND EXPENDITURES. SO THAT'S 26%. AND YOU CAN SEE THE THE GREAT INCREASE THAT YOU'VE HAD SINCE 2015, WHERE IT WAS 12.4% IN 2015. AND THEN COMPARED TO OTHER CITIES LOOKING JUST COMPARABLE ACROSS THE BOARD. THE NEXT SLIDE IS YOUR ENTERPRISE FUNDS. SO THIS IS YOUR CONVENTION CENTER, AIRPORT SANITATION AND STORMWATER. YOUR INCOME INCREASED IN 2024. NEXT SLIDE. SO, THIS IS YOUR RISK FUNDS OPEB PENSION AND LIABILITY. THE CITY'S SELF-INSURED. SO, YOU'RE BEING FUNDED ON A PAY AS YOU GO BASIS. SO, THEY'RE NOT NECESSARILY ONES THAT ARE LIQUID. THEY'RE NOT LIKE ONES THAT WE CAN JUST SELL AND TAKE IN CASH. YES. IF YOU HAVE A BUILDING THAT YOU COULD SELL, YOU COULD TAKE IT IN FOR CASH OR YOU CAN EITHER HOLD IT AS AN INVESTMENT, YOU MIGHT PURCHASE A CAPITAL ASSET AND HAVE IT HELD AS AN INVESTMENT, OR IT WILL BE IN YOUR CAPITAL ASSET BALANCE. WE'RE NOT GOING TO SELL THOSE. RIGHT. SO, IT'S AS YOU KNOW, THERE'S A LOT OF EFFORT RIGHT NOW AROUND LOOKING AT ASSETS REAL PROPERTY THAT THE CITY OWNS THAT MAY BE ABLE TO BE MONETIZED. BUT THE MAJORITY OF WHAT'S BEING TALKED ABOUT IN OUR CAPITAL ASSETS ARE WHAT IS REQUIRED FOR US TO DO BUSINESS, TO DO BUSINESS. SO THERE'S NOT REALLY A A BLACK AND WHITE WAY TO MONITOR. THERE'S NOT. BUT WE HAVE BEEN CHALLENGED BY YOU AND THIS COMMITTEE AS WELL AS OTHERS TO LOOK AT ASSETS THAT MIGHT PROVIDE AN OPPORTUNITY. SO SAN ANTONIO HAS TAKEN, A LARGE PERCENTAGE OF THEIR TAX RATE TO APPLY TO THEIR LONG TERM DEBT. THEIR PAYMENTS ON THEIR BONDS. AND WE DID LOOK AT ON THE NEXT SLIDE FOR 14 SHOWING THAT THOSE CITIES DON'T HAVE AS MUCH TAX SUPPORTED DEBT AS THE CITY OF DALLAS DOES AS WELL. SO THAT WAS SOMETHING THAT WE NOTED WHEN WE WERE DIGGING INTO THE NUMBERS ACROSS THE OTHER CITIES AS WELL. WELL, I'M GETTING TO THAT. THAT'S MY NEXT ONE. WHEN WE DO THOSE THINGS AND WE DECIDE TO HAVE A $1.25 BILLION BOND PROGRAM THAT'S GOING TO EVENTUALLY ADD TO THE DEBT, OR DO WE HAVE A SMALLER BOND PROGRAM AND ADD LESS TO THE DEBT? AND IT'S REALLY A TOUGH PLACE THAT WE'RE IN NEEDING TO CONTINUE TO INVEST IN OUR INFRASTRUCTURE. AND UNFORTUNATELY, WE DON'T HAVE A LOT OF CASH RESERVES TO BE ABLE TO PAY THINGS WITH CASH FOR THOSE TYPES OF ASSETS. SO IT'S A IT'S A CHALLENGE AND WE APPRECIATE THAT WE'RE WORKING TOGETHER TOWARDS THIS. WELL, I THINK YOU MAKE A VERY GOOD POINT. IT'S JUST THAT WE MARKETED A $1.25 BILLION BOND, BUT REALLY, IT'S A $2 BILLION BOND WHEN YOU INCLUDE ALL THE INTEREST. AND THE CONCERN IS THAT WHEN 29.2% IS DEBT, IT'S VERY EXPENSIVE, ESPECIALLY IN THIS MARKET. AND SO, YOU KNOW, ARE YOU SEEING THAT CITIES ARE SETTING A TARGET WHERE THEY SAY, WELL, WE REALLY WANT TO STAY BELOW 25% OR A CERTAIN. I MEAN, IT LOOKS LIKE, YOU KNOW, EVERYBODY ELSE IS BELOW 25% BESIDES THIS OUTLIER SAN ANTONIO WITH FORT WORTH, YOU KNOW, AT 20.9. AND WE WOULD HAVE SO MUCH MORE CASH IF WE DIDN'T HAVE THAT DEBT PLUS INTEREST. SO, IT WOULD BE TOUGH AT THE BEGINNING, BUT IT WOULD SET THE CITY UP TO BE ABLE TO ACTUALLY HAVE MORE DOLLARS TO SPEND FOR MAINTENANCE, REPAIRS AND PROGRAMING. SO ARE YOU SEEING THAT IT'S A POLICY DECISION WHERE CITIES ARE SETTING A DEBT LIMIT BEYOND WHAT OUR FPCS DO. I DON'T NECESSARILY SEE THEM SETTING A POLICY THAT'S DIFFERENT. IT'S REALLY, YOU KNOW, ABOUT THE MARKET THAT YEAR AND SEEING HOW THE INTEREST RATES ARE DOING, AND THEY'RE MAKING DECISIONS BASED OFF THAT, BUT I'M SURE THAT THEY DO HAVE THE SAME POLICIES. THEY'RE ALL VERY SIMILAR, WHERE IT WOULD BE BETWEEN 20 TO 20 TO 30% 39. I THINK THAT WAS THE PERCENTAGE OF SAN ANTONIO WAS A LITTLE BIT HIGHER THAN I'VE SEEN. YEAH. ONE CHALLENGE THAT WE HAVE WITH THAT COUNCIL MEMBER IS THE SENATE BILL TWO THAT WAS APPROVED IN 2019 AND THAT SET THE CAP ON PROPERTY TAX PROPERTY TAX REVENUE GROWTH. SO IF IF WE HAD $1 BILLION TO PAY DOWN OUR DEBT, WE PAID THAT DOWN. COULD WE THEN SHIFT THE TAX RATE FROM THE DEBT SERVICE FUND TO THE GENERAL FUND SO THAT WE GENERATE CASH AND PAY WITH CASH? [00:20:04] WE COULDN'T DO THAT BECAUSE THE WAY THE STATE LAW IS SET UP, WE WOULD GO OVER THE CAP AND WE WOULD HAVE TO LOWER THE TAX RATE, BECAUSE YOU CAN ONLY GO UP IN 3.5% OF REVENUE, AND THAT COUNTS WHETHER IT'S NEW REVENUE OR IF IT IS SHIFTING THE TAX RATE FROM ONE SIDE TO THE OTHER. UNFORTUNATELY, IN MY OPINION, MY OPINION ON THIS IS THAT IT KIND OF DISCOURAGES YOU FROM DOING MORE CASH. I TOTALLY AGREE, I'VE HAD THESE CONVERSATIONS THAT ACTUALLY CITIES SHOULD BE INCENTIVIZED TO PAY DOWN THEIR DEBT AND HAVE THAT AS AN EXCEPTION. IF THEY'RE MOVING IT FROM ONE SIDE OF THE COLUMN TO THE OTHER. THAT WOULD HELP US A LOT. WELL, IT WOULD AND IT WOULD HELP THE TAXPAYER. AND SO THAT'S REALLY MY ARGUMENT FOR THAT. BUT I HAVE SPOKEN TO MANY PEOPLE ABOUT THAT. SO OKAY, SO THEN GOING TO SLIDE 14, WHERE IN THIS CASE THIS IS DEBT SERVICE EXPENDITURES AS A PERCENTAGE OF NON-CAPITAL EXPENDITURE. AND AGAIN, THIS IS WHERE WE'RE ACTUALLY THE HIGHEST OF ALL OF OUR PEER CITIES IN TEXAS. AND I'M WONDERING IF YOU COULD SHARE ANY ADDITIONAL THOUGHTS ON THAT. SURE. SO THAT'S ONE THAT WE DID LOOK INTO JUST TO SEE WHAT WAS CAUSING THAT. AND IT WAS THAT THE CITY DOES HAVE MORE TECH DEBT SUPPORTED, DEBT TAX SUPPORTED. AND THAT'S REALLY WHAT THE DIFFERENCE WAS. ACROSS THE CITIES. OTHER THAN THAT, I DIDN'T NOTICE ANYTHING UNUSUAL THAT THAT WOULD CAUSE THAT INCREASE. IT WAS MORE OF HOW THE CITY'S DEBT STRUCTURE IS HERE VERSUS THOSE OTHER CITIES, AND THAT IT'S MORE DONE THROUGH THE DEBT SERVICE FUND. WELL, FOR MOST CITIES, IT LOOKS LIKE THEIRS HAS GONE UP AND OURS HAS STAYED FLAT. IS THERE A NUMBER THAT OURS WOULD GO TO THAT IT WOULD CONCERN YOU? I MEAN, IS THIS NUMBER CONCERN YOU, OR DO YOU FEEL LIKE. WELL, IT'S NOT THAT FAR OUT OF THE OTHER CITIES, IS IT 20%? YOU'D BE LIKE, WHOA, THAT'S KIND OF CRAZY. I MEAN, IS THERE A NUMBER WHERE YOU'D BE LIKE, I'M A LITTLE BIT CONCERNED ABOUT THIS. I THINK RIGHT NOW I WOULD CONSIDER IT CONSISTENT ACROSS THE BOARD. MAYBE AT 20%, WE WOULD HAVE CONVERSATIONS. IT ALSO DID INCREASE FROM LAST YEAR DUE TO THE AMOUNT OF DEBT THAT WAS ISSUED IN 2024. AND SO YOU WILL, YOU MIGHT SEE THAT GO DOWN NEXT YEAR. WELL, I DOUBT IT BECAUSE WE'RE JUST REPLACING OUR DEBT. IT EXPIRES AND WE REISSUE. CORRECT. WE ISSUE ADDITIONAL DEBT EACH YEAR. YES, MA'AM. SO,I DON'T THINK THAT WE'LL SEE THAT NUMBER GO DOWN. BUT I GUESS WHAT I'M ASKING IS, SHOULD WE BE ALARMED IF IT GOES UP? AND SHOULD WE CAUTION STAFF TO NOT LET IT GO UP? DEFINITELY MONITOR IT IS WHAT I WOULD RECOMMEND FOR SURE. AND AS IT DOES GO UP I WOULD. I WOULD THINK SO. WELL THIS IS AN ITEM I'M PARTICULARLY CONCERNED ABOUT IS THE LEVEL OF DEBT. AND I THINK EVERYONE ALREADY KNOWS THAT. SO THE LAST ITEM THAT I WANTED TO ASK ABOUT IS ON SLIDE 15 AND THIS IS TALKING ABOUT THE GENERAL FUND AND I JUST THINK THERE'S REMARKABLE GROWTH IN IT. AND I'M WONDERING IF YOU'VE SEEN THE SAME KIND OF GROWTH IN OTHER CITIES OR YOU THINK THIS IS KIND OF EXTRAORDINARY. AND IF THERE'S A CAUTION WHEN YOU HAVE THESE KINDS OF PERCENTAGES, WHICH RANGE FROM 21.5% UP TO 26% THIS YEAR. WHEN I LOOK AT IT, LOOKING OVER THE COURSE SINCE 2019, I THINK THE CITY WAS IN A DIFFERENT POSITION AND IT DID NEED TO INCREASE THAT MUCH OVER THOSE YEARS. I DON'T NECESSARILY THINK IT'S A CAUTION TO BE INCREASING OVER THE COURSE OF, OF THOSE YEARS. I THINK IT NEEDED TO, AND IT DID. THE 5.5 MILLION, WE DID SEE THE INVESTMENT INCOME INCREASE ACROSS THE BOARD. SO THAT IS A PIECE WHERE A LOT OF THE MUNICIPALITIES THAT WE AUDIT DID SEE, A LITTLE MORE IMPROVEMENT IN THEIR REVENUES THIS YEAR. BUT IT HAS BEEN YEAR OVER YEAR OUT HERE. AND SO THIS IS MY LAST QUESTION. AGAIN, DO YOU THINK 26% IS A TYPICAL NUMBER FOR A CITY? DO YOU THINK IT'S HIGH? IT'S LOW. WHERE DOES THAT. THAT'S TYPICAL. YEAH. YOU DO TRY TO KEEP THAT WITHIN A 20 TO 20 TO 30%. A LOT OF OTHER CITIES WILL HAVE A POLICY TO KEEP IT AROUND 25%. SO THAT IS THAT'S PRETTY STANDARD. THE BENEFIT TO WHAT THEY HAD SECURED WITH CUMULUS IS THAT THEY ARE LOOKING AT THIS IN A REVERSE ORDER, WHERE IT'S HOW DO THEY TARGET THE RIGHT LOCATIONS AND THE RIGHT PEOPLE FOR THEIR RECRUITMENT. AND THAT'S WHAT THEY'RE USING FOR THEIR RECRUITMENT AND RETENTION STRATEGY.
