I SPECIAL RECOGNITION FOR YOU THIS MORNING, WHEREAS ON MAY THE 13TH, 2025, JODY COMERS IS RETURNED FROM THE CITY OF DALLAS PARK AND RECREATION DEPARTMENT.

AFTER 26 YEARS OF DISTINGUISHED SERVICE IN 1999, SHE BEGAN HER CAREER WITH THE CITY OF DALLAS AS A RECREATION PROGRAM COORDINATOR AND JC ZARAGOZA RECREATION CENTER.

IN 2006, THIS HOMER WAS PROMOTED TO THE POSITION OF RECREATION SUPERVISOR AT RIVERTOWN RECREATION CENTER.

IN 2014, SHE WAS PROMOTED TO THE POSITION OF RECREATION AREA SUPERVISOR AT BACHMAN THERAPEUTIC RECREATION CENTER.

MS. COMER'S DE DEDICATION WAS A SPECIAL EVIDENT IN HER ADVOCACY FOR SPECIAL NEEDS PROGRAMMING AND BACHMAN RECREATION CENTER SUCCESSFULLY OPERATE A COMMUNITY BASED SPECIAL NEEDS INITIATIVE FROM A SINGLE FACILITY.

DEVELOPABLE ACCOMPLISHMENTS INCLUDE CREATING I EXPERIENCES FOR THE COMMUNITY, INCLUDING THE ESTABLISHMENT AND GROWTH OF THE ADULT DAY PROGRAM TO HELP PARTICIPANTS DEVELOP VITAL LIFE SKILLS AND PROMOTES FULL ENRICHING LIVES THROUGH COMMUNITY ENGAGEMENT.

MS. COLEMAN'S CONTRIBUTION WERE CRITICAL TO THE SUCCESS OF DALLAS PARK AND RECREATION DEPARTMENT.

AND HER LEGACY WILL BE DEFINED BY HER PASSION FOR ENSURING THAT EVERY COMMUNITY MEMBER HAD ACCESS TO PROGRAMS THAT ENRICH LIVES AND TAR ADVOCACY FOR INDIVIDUALS WITH SPECIAL NEEDS.

THOMAS HAS SERVED AS COMMITTED COLLEAGUE, RECREATION, PROFESSIONAL FRIEND ADVOCATE, WHO WILL BE REMEMBERED FOR A DEDICATION, DEVOTION AS A RECREATIONAL PROFESSIONAL MENTOR ADVOCATE WHO EXEMPLIFY COMMITMENT, COMPASSION, AND EXCELLENCE, SERVE THE CITY OF DALLAS, BE RESOLVED BY THE PARK AND RECREATION BOARD AND DEPARTMENT OF THE CITY OF DALLAS.

THERE SINCERE APPRECIATION EXTENDED TO MS. COMMERCE FOR 26 YEARS, THAT DEVOTED AND TIRELESS WORK.

SO GENERALLY GIVEN TO THE PARK AND RECREATION DEPARTMENT AND THE CITIZENS OF DALLAS, THE PARK AND RECREATION BOARD, COMMENDS JODY COMERS FOR A DISTINGUISHED SERVICE IN WHICH TO SERVE CONTINUES SUCCESS.

AND I WOULD LOVE, MY ULTIMATE GOAL WAS TO SEE IF WE COULD HAVE A REC CENTER IN EACH SERVICE AREA SO THAT A LOT OF PEOPLE COULD BE SERVED.

ACTUALLY, I USED TO GO TO THE REC CENTER BEFORE THE BUCHMAN WAS THERE.

IT'S CALLED HUGH HILL.

BUT JODY COMMERCE DOES SOMETHING THAT, THAT UNLIKE A LOT OF REC CENTERS, SHE AFFECTS AN ENTIRE POPULATION ACROSS THE CITY.

AND WHAT SHE DOES AND THE AMAZING JOB THAT SHE DOES THERE FOR A SPECIAL GROUP, OUR RESIDENTS, IN ADDITION TO EVERYBODY ELSE, IT'S JUST STUNNING.

AND I KNOW, FOR EXAMPLE, JUST ONE THE, UH, 4TH OF JULY OR RATHER HALLOWEEN CELEBRATIONS, YOU'VE TURNED IT INTO A HAUNTED HOUSE THERE.

IT'S PHENOMENAL.

AND SO, AND THEN THE, THE, AT CHRISTMAS TIME, IT'S JUST AN AMAZING AMOUNT OF WORK THAT YOU AND YOUR STAFF DO, AND YOUR LEADERSHIP REALLY AFFECTS THIS COMMUNITY.

AND THE BACHMAN AREA, IT'S BEEN UNDERSERVED FOR YEARS.

WE HAVE A WHOLE POPULATION THERE OF, OF NON-SPECIAL NEEDS WHO LIVE IN APARTMENTS THAT WERE BUILT FOR SINGLES AND HAVE NO RECREATION SPACE OTHER THAN A POOL AND A CLUB ROOM.

AND THAT RECREATION CENTER AND THE WAY YOU RUN IT SERVES THAT POPULATION.

AND I JUST WANT TO COMMEND YOU AND SAY THANK YOU.

I DON'T HOW REPLACE, BUT YOU'RE JUST AN AMAZING PERSON AND A GREAT LEADER OF YOUR GREAT STAFF TOO.

AND SO THANK YOU FOR EVERYTHING YOU'VE DONE.

OVER THE PAST SEVERAL YEARS, WE'VE HAD THE PRIVILEGE OF HELPING DALLAS PARK AND REC HOST IMPACTFUL EVENTS THAT TRULY ENGAGE OUR YOUTH AND FAMILIES FROM CAREER FAIRS THAT CONNECT TEAMS WITH PROFESSIONALS IN INDUSTRIES THEY NEVER IMAGINED.

IT'S A COLLEGE TOUR

THAT OPENED THEIR EYES TO POSSIBILITIES BEYOND THEIR ZIP CODE.

WE'VE MADE IT OUR MISSION TO PLANT SEEDS OF HOPE AND OPPORTUNITY.

WE'VE ALSO SUPPORTED TALENT SHOWS, RECREATIONAL NIGHTS AND SEASONAL EVENTS THAT GIVE YOUNG PEOPLE A SAFE SPACE TO BE SEEN, CELEBRATED AND INSPIRED.

RIGHT NOW, OUR WORK WITH DALLAS PARK AND REC CONTINUES AS WE SERVE ON THE TOPS TEAM COALITION.

AS CO-CHAIRS, WE HELP WITH COORDINATION, YOUTH OUTREACH, AND BUILDING PARTNERSHIPS, AND ENSURE THESE EVENTS REMAIN FRESH, ENGAGING, AND MOST IMPORTANTLY, ACCESSIBLE.

WHETHER IT'S HELPING BRING IN SPEAKERS, MOBILIZING VOLUNTEERS, OR CONNECTING WITH FAMILIES DIRECTLY, MENTOR CONNECTORS STAYS ON THE GROUND TO MAKE THESE MOMENTS COUNT.

LOOKING FORWARD, WE'RE EXCITED TO DEEPEN THIS PARTNERSHIP THROUGH AN INITIATIVE CALLED BEYOND THE BLOCK.

THIS IS MORE THAN A PROGRAM, IT'S A MOVEMENT.

IT'S OUR WAY OF BRINGING TOGETHER LOCAL ORGANIZATIONS THAT ARE DOING INCREDIBLE WORK ACROSS DALLAS SO WE CAN MOVE FROM WORKING IN SILOS TO WORKING IN SYNC.

THE FOCUS IS CLEAR ADDRESS CHRONIC ABSENTEEISM AND GUN VIOLENCE BY WRAPPING OUR YOUNG PEOPLE IN CONSISTENT MENTORSHIP, POSITIVE OUTLETS, AND REAL COMMUNITY SUPPORT.

BECAUSE AT THE END OF THE DAY, NO ONE ORGANIZATION CAN DO THIS ALONE, BUT TOGETHER.

MENTOR CONNECTOR, DALLAS PARK AND RECREATION, FOUR OH CLIFF BOYS AND GIRLS CLUB OF GREATER DALLAS SCHOOLS, PARENTS, AND MANY OTHERS.

WE CAN BUILD A STRONGER SAFETY NET AND A BRIGHTER FUTURE FOR EVERY CHILD IN OUR CITY.

IT WAS LIKE A TEAM TECH AND ENTREPRENEUR EVENT WHERE THE MAYOR STAR COUNCIL, I SEE LANE, UH, AND HARRISON BO STILL ON THE BOARD.

SO WE HAD A PRIVILEGE, NOT PARTNER WITH THEM, BUT IN ALLOWING THEM TO BE MENTORS TO A LOT OF STUDENTS THAT WE WORK WITH IN ALL THESE DOWNSIDES TO THESE SCHOOLS.

SO IT'S COOL TO SEE IT COME FULL CIRCLE AND BE ABLE TO DO MORE WORK TOGETHER WITH THIS BEYOND THE BLOCK MOVEMENT.

SO WE'VE BEEN TALKING AND EVERYBODY'S SPEAKING THE SILOS, DOING THIS WORK SEPARATE, BUT WE'RE JUST GRATEFUL GUY, WE GET TO BRING IT ALL TOGETHER.

SO MAKE IMPACT AND, UH, CONTINUE WORKING TOGETHER.

AND SO WE OFFERED A, UH, A TEAM LATE NIGHT PROGRAM ON EVERY FRIDAY AND SATURDAY NIGHT, UH, THROUGHOUT THE SUMMER IMMEDIATELY.

AND, UM, CONTINUED THAT ON FOR A PERIOD OF TIME.

UM, THEN COVID HIT KIND OF HIT A LITTLE BIT OF A BUMP IN THE ROAD THERE, UM, IF WE GET INTO A LITTLE BIT FURTHER.

UM, AND THEN LAST YEAR WE DID EXPERIENCE, UH, FOUR OH HUNDRED THOUSAND DOLLARS REDUCTION, UM, TO OUR BUDGET IN THIS PROGRAM.

UM, BUT WE KNOW HOW IMPORTANT IT IS.

SO WE WOUND UP ABSORBING THAT INTO OUR GENERAL, UH, DAY TO DAY OPERATIONS OF, OF EACH OF THE RECREATION CENTERS, TARGETS, UM, YOUTH, UH, BOYS AND GIRLS WHO WERE BOTH BETWEEN THE AGES OF, UH, 13 AND 17.

AND WE BUILT ON A FOUNDATION OF FIVE DIFFERENT PILLARS, UH, THAT RNA WILL EXPAND ON AND , AND IT REALLY SERVES AS THE UMBRELLA.

UM, NOW, UM, ENCAPSULATING THE TEEN TECH CENTER, UH, FORCE, I'LL TELL YOU, BOXING GYM, UM, RUNNING SUMMER CAMPS AND ALL OF THOSE NATURES OF, OF PROGRAMS AND FACILITIES AS WELL.

SO IT'S EXPANDED A LITTLE BIT AS WE'VE GONE ALONG AS WELL.

SO THAT'S KIND OF WHERE THE CONCEPT OF THE TEEN ALL ACCESS PASS CAME INTO PLAY.

AND THEN, UM, FORTUNATELY IN 2021, WE WERE ABLE TO, UM, LAUNCH THE, THE TEEN ALL ACCESS WITH OUR GREAT PARTNERS THAT WE FORMED.

WE WERE ABLE TO INTRODUCE A TEEN SUMMER CAMP PROGRAM AT, UH, FOUR LOCATIONS.

IN 2022.

WE PARTNERED WITH THE MAYOR'S SUMMER OF SAFETY, JUST PROVIDING SAFE OUTLETS FOR, UH, TEENS THROUGHOUT THE SUMMER TO KEEP THEM BUSY AND GIVE THEM, UH, CONNECTION TO THE DEPARTMENT AS WELL AS SOME PROVIDE ACCESS TO MANY OF THE GREAT, UH, ASSETS THAT WE HAVE WITHIN THE CITY.

UH, WE BEGAN OUR SOFT LAUNCH WITH THE BACHMAN ROWING CLUB, UH, TO TRY AND INTRODUCE, UH, PROGRAMMING, UM, AND UNDERSERVED AREAS IN THAT AREA.

UM, OUR PARTNER, UM, UH, PATRICK RENDER, UH, BROUGHT FORTH THE PROGRAM, UM, DOING OUTREACH TO DALLAS, ISD SCHOOLS, UM, BRINGING THEM OVER TO THE REC CENTER, THINGS OF THAT NATURE.

SO WE REALLY, UM, ENCOURAGED ABOUT THE, UH, PROGRESS THAT WE'RE MAKING WITH THAT.

AND THEN, UH, WE KIND OF HAD A SOFT LAUNCH, UH, WITH THE BEYOND THE BLOCK PROGRAM, UM, THAT I HEARD A LITTLE BIT ABOUT SESSION HERE, THAT WE'RE REALLY EXCITED ABOUT THE POSSIBILITIES AND THE IMPACT THAT THAT'S GONNA HAVE.

UH, MENTOR CONNECTOR, UM, AS WE PREVIOUSLY WAS A PART OF THAT PROGRAM TO THE SCHOOLS AND PUSHED THE PROGRAMMING AND, UM, UM, RECRUIT STUDENTS TO PARTICIPATE IN THE PROGRAM.

UH, HEALTH AND WELLNESS.

UH, EACH SUMMER WE HAVE A TEAM FITNESS PASS THAT ALLOWS TEENS TO ACCESS OUR, UH, FITNESS FACILITIES AND THEY CAN, UH, PARTICIPATE IN THOSE PROGRAMS DURING THE DAY, UM, WHICH IS FREE TO THEM.

UM, SO THEY CAN ACCESS FITNESS, FITNESS FACILITIES, FACILITY, UH, MAKE SURE

UM, CURRENTLY WE ARE HOST, WE ARE WORKING WITH THE TEXAS WORKFORCE, UH, SOLUTIONS, UH, TO OFFER SUMMER CAMP, UH, INTERNSHIP AT, AT OUR SITES.

UM, THEY ARE GETTING PAID THE SAME PAY RATE AS A RECREATION ASSISTANT, WHICH IS, I BELIEVE, LIKE, UH, THEY GET THE SAME PAY RATE, BUT THEY GETTING AN EXPERIENCE AND JOB, UM, JOB OPPORTUNITIES TO LEARN HOW TO BECOME, UH, PRODUCTIVE EMPLOYEES.

SO WE ARE, UM, EXPANDING THEIR PROGRAM THIS YEAR.

IN FACT, I JUST FOUND OUT THIS YESTERDAY, UM, THAT LAST YEAR THEY WENT FROM EIGHT WEEKS THIS YEAR THEY WERE ABLE TO GO TO 20 WEEKS THIS YEAR.

VERY EXCITED PREVENTION AND, UH, PREVENTION INTERVENTION.

WE POSTED, UH, AT HAY WILLIAMS RECREATION CENTER.

WE POSTED TO THE CONFLICT RESOLUTION WORKSHOP WHERE WE HAD, UH, VOLUNTEER TEACHERS, UH, FROM ROCK OBAMA ACADEMY COME IN AND TALK TO THE PARENTS AND STUDENTS, UM, DURING THIS PROGRAM WHERE THEY HELPED THEM SOLVE CONFLICT RESOLUTIONS, GOT SOME MENTORSHIP AND SOME, UH, NETWORKING OPPORTUNITIES.

UH, WE HAD 150 STUDENTS PARTICIPATE IN THAT PROGRAM.

UM, AND I WAS EXCITED ABOUT THE PARENTS BEING INVOLVED.

SO THAT'S SOMETHING WE REALLY WANNA TRY TO BRING IN.

THE PARENTS GET INTO THE BALL.

'CAUSE WE KNOW ONCE WE GET THE PARENTS ON BOARD RECREATION AND SOCIAL OPPORTUNITIES, UM, WE HOSTED OUR FIRST, UH, SORRY, NEXT SLIDE.

UH, WE HOSTED OUR FIRST TEENS GOT TALENT SHOW AT SENIOR RECREATION CENTER.

HAD 3 27 STUDENTS IN ATTENDANCE, 11 PERFORMERS AND 2017 RESOURCES THAT WE, UH, BROUGHT, BROUGHT IN AS WELL.

UM, WE WAS IN, IN PARTNERSHIP WITH THE ALL STARS PROJECT.

UM, DALLAS, SHANA AND THE BOYS AND GIRLS CLUB ASSISTED WITH THEIR PROGRAM, UM, AND MAKING SURE IT WAS ACCESS.

AND WE ALSO, UH, BRINGING THIS PROGRAM BACK AGAIN WITH THE, THE BLOCK PROGRAM TO EXPAND THAT AS WELL.

WE'RE GONNA BE DOING SOME TOURS THROUGHOUT THE, THROUGHOUT OUR TEAM, LATE NIGHT PROGRAMS TO RECRUIT STUDENTS INTO THE COMMISSION.

UM, I ALSO WANNA MENTION THAT, UH, WE ARE, UH, BEING A LITTLE BIT MORE INTENTIONAL WORKING WITH THE DALLAS YOUTH, UH, COMMISSION THIS YEAR.

WE HOST TODAY 3 0 3 BASKETBALL TOURNAMENT AT BE ST.

RECREATION CENTER.

UH, ONE OF THE STUDENTS THAT, UH, THAT IS IN THE PROGRAM.

HE ACTUALLY, THIS PROGRAM WAS ACTUALLY DEVELOPED BY STUDENTS, THERE BY STUDENTS, AND IMPLEMENTED BY STUDENTS WHO WAS JUST THERE TO KIND OF GUIDE THEM AND HELP THEY KNOW, MAKE SURE THEY HAD, THEY NEEDED ASSISTANCE.

WE WAS THERE TO PROVIDE THEM ASSISTANCE.

UM, LAST YEAR THE EVENT WAS HELD AT CN HILLS RECREATION CENTER.

THEY HAD FIVE TEAMS. UM, BUT THIS YEAR, WITH THE PARTNERSHIP WITH TOPS, IT WAS ABLE TO BRING IN SIX, UH, 17 TEAMS, UH, WITH, UH, BETWEEN, BETWEEN PARENTS PARTICIPATING IN 51 INDIVIDUAL, UM, PARTICIPATE, UH, DURING THIS EVENT AS WELL, WE WAS ABLE TO HAVE THE STUDENTS, UH, FILL OUT THE, UM, THE TEAMS, UH, SURVEY THAT THE CITY BEEN PUT DOWN SINCE ABOUT BY NOVEMBER.

SO WE WAS ABLE TO HAVE THEM FILL OUT A SURVEY WITH EVENTS, GET SOME INPUT FROM THE STUDENTS, UH, ABOUT WHAT THEY WANT, WHAT ISSUES THAT THEY'RE HAVING, HOW WE CAN HELP SOLVE THOSE NEXT TIME, PLEASE.

SOME OF OUR CORE PROGRAMS, UH, AS STEVE MENTIONED, OUR TEAM, OUR ACCESS PASSED LAST YEAR.

SO THEY CAN KIND OF BROADEN HORIZON.

I SAY THESE PROGRAMS ARE FREE.

UH, OUR TOUR GUY WAS ACTUALLY A STUDENT, A GRADUATE STUDENT, SOUTHERN, UH, PSYCHOPATH HIGH SCHOOL.

UM, SO WE HAVE ABOUT, ACTUALLY ABOUT 15 BOX OF TOURNAMENT PER YEAR.

UM, AND WE ALSO HAVE A FREE, UH, EIGHT WEEKS SUMMER PROGRAM THERE EACH YEAR AS WELL.

SO, UM, AND, UH, AS WE TALKED ABOUT, UH, OUR NEXT, UH, COLLECTIVE PROGRAM IS OUR ABOUT, ABOUT ROY PROGRAM.

THE COACH, PATRICK PATRICK HAMMERMAN FACILITY MENTIONED SHE WAS AN INTEGRAL PART OF HELPING THIS PROGRAM DRUG DEVELOP, WANT THANK HER AND HER STAFF.

SO, UM, SOME OF THE THINGS THAT WE'RE DOING WITH MENTOR CONNECTORS, WE ARE GOING INTO MADISON.

WE'RE GOING TO KIMBALL GOING TO THOSE SCHOOLS AND MEET WITH THE TEACHERS, MEET WITH THE STUDENTS SO THAT WE CAN LET THEM KNOW THESE PROGRAMS THAT WE HAVE TO OFFER.

LET'S GET YOU GUYS INVOLVED.

UM, WE EXPAND ON OUR, UH, OUTREACH EFFORTS WITH OUR, OUR PARTNERS, UM, AND CONTINUE TO BUILD THOSE RELATIONSHIPS, UM, SO THAT WE CAN, UM, USE THAT DATA SO THAT WE CAN SECURE FUTURE FUNDING FOR OUR, TO INCREASE OUR PROGRAMMING, UM, AND RESOURCES.

WE CAN REACH AS MANY TEAMS AS POSSIBLE.

AND, BUT I ALSO WANT TO FOCUS ON THE BEYOND THE BLOCK PROGRAM THAT WAS MENTIONED.

AS YOU ALL ARE AWARE OF, YOU KNOW, THE TEEN GUN VIOLENCE THAT'S HAPPENED THERE ACROSS THE CITY.

UH, WE WANTED TO PUT A FOCUS THIS YEAR AND OVER THE NEXT COUPLE YEARS IS HOW CAN WE PLAY A ROLE IN COMBATING SOME OF THAT TEAM VOWS THROUGH PREVENTION PROGRAMS. UH, WE KNOW OUR POLICE DEPARTMENT, THEY FOCUS ON INTERVENTION.

WE FOCUS ON PREVENTION.

HOW CAN WE KEEP THEM FAILING, GOING DOWN THE ROAD OF COMMITTING ANY TYPE OF BALANCE.

AND SO WE'RE GONNA BE SPENDING A LOT MORE RESOURCES IN THIS AREA.

UH, WE'RE GONNA BE EXPANDING THE PROGRAM IN THE FUTURE, BUT WE WANTED TO MAKE SURE WE GOT THE RIGHT DATA.

SO AS WE CONTINUE TO EXPAND, WE WANNA MAKE SURE THE PROGRAM IS BEING EFFECTIVE.

AND THE REASON THEY STARTED IN OAK CLIFF AREA, IN, IN THOSE PARTICULAR ZIP CODES, 'CAUSE THOSE ARE THE ZIP CODES.

THEY HAVE SOME OF THE HIGHEST ABSENTEE RATES AND UNFORTUNATELY THEY HAVE THE HIGHEST LEVEL OF GUN VIOLENCE.

SO WE WILL BE EXPANDING TO OTHER AREAS.

WE KNOW WE HAVE SEEN ON THE NEWS, A COUPLE OTHER AREAS WE'LL BE EXPANDING TO.

UH, WE KNOW FOREST AS WE CONTINUE TO INVEST IN FOREST ELIA,

THAT'S GOING TO BE ONE OF OUR TARGET AREAS.

UH, WE KNOW OE DALLAS, WORKY YARD, THAT'S GONNA BE ONE OF OUR TARGET AREAS, DEALERS, IS WE CONTINUE TO KEEP INVESTING IN THE PARK AND MAKING IMPROVEMENTS AS WELL.

UH, YOU KNOW, THE MOST RECENT SHOOTING AT GLENDALE PARK, ONCE AGAIN, WE'RE GOING TO, THIS IS WHAT A RUBBER MEETS THE ROAD.

THESE TYPE OF PROGRAMS. WE WANNA MAKE SURE WE'RE SUCCESSFUL.

WE WANNA MAKE SURE THAT DATA TELLS US WE'RE BEING SUCCESSFUL.

AND WE KNOW ONE OF OUR BIGGEST METRICS IS GOING TO BE, OR TWO, WORKING WITH DI MEAN, WORKING WITH THE SCHOOL DISTRICTS, ARE WE SEEING THE ABSENTEE RATE COME DOWN? AND TWO, THE BIGGEST METRIC FOR US IS ARE WE SEEING THE TEAM BALANCE NUMBERS COME DOWN? SO INSTEAD OF THE PARK DEPARTMENT TRYING TO DO IT ALL, WE HAVE RECOGNIZED WE CAN'T DO IT ALL.

BUT WHAT WE CAN DO, WE CAN BE THE CONDUIT WORKING WITH ALL THESE NONPROFITS.

'CAUSE WE HAVE THE INFRASTRUCTURE.

WE HAVE 43 REC CENTERS IS LOCATED IN EVERY SINGLE COMMUNITY.

AND HOW CAN WE BE THE CONDUIT, BE THE ADMINISTRATOR WORKING WITH ALL THESE NONPROFITS TO MAKE SURE WE GET THE RESULTS WE ALL WOULD LIKE FOR US TO ACCOMPLISH.

AND THAT IS TEAM VALUES AND REDUCE THOSE NUMBERS.

BUT THEY MANAGED TO GET A, A, A GRANT, A HUGE NATIONALLY COMPETITIVE GRANT TO GET ROWING MACHINES THAT THEY COULD PUT INTO DALLAS PUBLIC SCHOOLS FOR KIDS TO BE ER MACHINE THROWING MACHINES TO BE INTRODUCED TO ROWING.

JUST LAST WEEK, THEY'VE DONE FOUR OUTREACHES IN DALLAS, ISD SCHOOLS.

UH, THEY HAVE THREE OF 'EM AT BACHMAN LAKE AND ONE AT WHITE ROCK LAKE, UH, WHERE THEY WOULD GO AND SEE ROWING.

BUT IN THE SCHOOLS, 25 KIDS FROM KIMBALL, 45 KIDS FROM THOMAS JEFFERSON AND 35 FROM BRIAN ADAMS JUST LAST WEEK GOT INTRODUCED TO ROWING AND THESE MACHINES WITH THIS INITIATIVE, IT'S AN ENORMOUS IMPROVEMENT OVER OUR OUTREACH THAT WE'VE EVER BEEN ABLE TO DO WITH ROWING IN THE CITY BEFORE.

RIGHT NOW, AS WE SPEAK, KIDS FROM NEW TECH HIGH SCHOOL ARE IN THE BACHMAN RECREATION CENTER DOING A CLINIC.

THEY'RE GONNA REMOTE THERE.

UH, THEY'RE GONNA HAVE A LITTLE 500 METER BIRD RACE AND THEIR WINTER'S GONNA GET SOME CHICK-FIL-A COUPONS AND THEY'RE GONNA GO DOWN TO THE DOCK THAT, THAT PATRICK NAR.

HIS GROUP IS INSTALLED AT BACHMAN WITH COOPERATION WITH THE CITY AND THE DALLAS WATER DWU TO GET A DOCK THERE FOR ROWING.

THEY'VE GOT ROWING, THEY'VE DONATED BOATS THAT ARE VERY EXPENSIVE, LIKE 15 BOATS ARE NOW PARKED AT BACHMAN FOR THE KIDS TO USE.

SO THEY'RE BRINGING THESE KIDS IN.

AND THEN AFTER AT NOON, THEY'RE GONNA GO ACROSS THE LAKE TO THE DALLAS ROWING CLUB, GET A TOUR THERE.

'CAUSE DALLAS ROWING CLUB IS VERY HELPFUL.

AND THOSE KIDS CAN NOW CHOOSE BETWEEN THE AND DALLAS GROWING CLUB PROGRAM, WHERE THAT CLUB GIVES $5,000 A YEAR IN PARTICIPATION SCHOLARSHIPS FOR KIDS TO BE IN THEIR JUNIOR PROGRAM, OR THEY CAN ROW WITH B AND ROCK.

THIS IS ENORMOUS GOOD, WONDERFUL WORK THAT PATRICK KANER AND HIS PEOPLE ARE DOING.

UH, BUT I DO BELIEVE THAT WE NEED TO REINVEST IN THIS.

I THINK THAT THIS IS JUST AS IMPORTANT AS TAKING CARE OF OUR SENIORS.

UM, AS YOU KNOW, WE, THIS IS THE GROUP THAT, YOU KNOW, WE TAKE CARE OF THE YOUNG FOLKS AND THEN THEY MOVE INTO A, A, A POSITION WHERE, YOU KNOW, AN AWKWARD TEAM AND THEY NEED GUIDANCE IN THAT PORT.

OR AT THAT POINT, WE CAN'T LET THEM GO BECAUSE THAT'S WHEN WE LOSE A LOT OF KIDS.

AND, UM, WE START SEEING A LOT MORE VIOLENCE.

SO, UM, I THINK THIS IS SOMETHING THAT WE REALLY NEED TO FOCUS ON AND, YOU KNOW, GET OUR BEARINGS BACK IN AND GROW THIS PROGRAM AND GIVE BRANDON AND BRANDON THE SUPPORT THEY NEED, UM, TO GROW THIS INTO A LARGER PROGRAM, UM, THAT ISN'T JUST FIT INTO THE, UH, REC CENTER AS A GENERAL, BUT AS

THEY STAY OUT OF TROUBLE.

THEY, THEY GO TO SCHOOL RIGHT NOW, 18 DAYS OF, UH, UH, A STUDENT IS 10% OF SCHOOL MISS EVERY YEAR.

IT'S JUST, THAT'S THE AVERAGE.

THINK ABOUT THAT.

THERE'S SOME THAT ARE MISSING MORE THAN THAT.

SO IT'S REALLY VITAL THAT THIS PROGRAM IS SUCCESSFUL.

THAT'S THE YOUNGER KIDS ARE ALWAYS GONNA GET ACCESS TO WHATEVER THEY NEED TO DO OR HOW, WELL, THERE'S ALWAYS GONNA BE PROGRAMMING, BUT JUST HAVING THE TEAMS INVOLVED IS REALLY OUR KEY FACTOR TO WHAT WE, HOW WE CAN MAKE BETTER, BETTER KIDS.

AND I'LL TELL YOU A PERSONAL STORY.

I'M INVOLVED WITH THE SCHOOL DISTRICT AND RECENTLY WE WE'RE GETTING READY TO TAKE KIDS TO UT AUSTIN TO HAVE A VISIT.

WE'RE GONNA TAKE ABOUT 156 KIDS, UH, ME AND THE, THE SCHOOL TEACHERS AND I GOT 'EM INVOLVED AND THEIR EIGHTH GRADERS GOING TO SEE GOING TO FRESHMEN.

WE GOT, WE GOT 'EM GOING.

SO THERE WAS A KID THAT WASN'T GONNA GO.

AND I SAID, WHY AIN'T YOU GOING? HE SAYS, 'CAUSE MY DAD SAID I'M NOT GOING TO COLLEGE ANYWAY.

WHY AM I GONNA BEAT HIS DAD? I CALLED THAT DAD UP AND I TOLD HIM, THAT'S NOT THE THING TO SAY TO THIS KID.

AND WE HAD A BIG CONVERSATION.

NOW HIS SON'S GOING, WE'RE GONNA, WE'RE GONNA SCHOLARSHIP HIM TO GO TO THAT TRIP.

I SAID, YOU GOTTA ENCOURAGE KIDS TO WANNA GET A HIGHER EDUCATION, WHETHER IT'S COLLEGE OR A, A TRADE, RIGHT? SOMETHING WITH YOUR HANDS.

YOU DON'T HAVE TO BE SMART WITH YOUR HANDS.

AT LEAST YOU GOTTA TRADE, YOU KNOW HOW TO DO IT.

AND THEY DELIVER QUALITY ASSURANCE, UM, AND IMPROVEMENT TO PARTNER RECREATION, PARTNER RECREATION DEPARTMENTS THROUGHOUT THE COUNTRY.

IT'S THE ONLY NATIONAL ACCREDITATION OF PARTNER RECREATION DEPARTMENTS AND IT'S A GREAT, UM, AND VALUABLE MEASURE OF A DEPARTMENT'S OVERALL QUALITY AND OF THEIR OPERATIONS MANAGEMENT COMMUNITY.

NOW, OUT OF, UM, APPROXIMATELY 10,000 PARK AND RECREATION AGENCIES IN THE COUNTRY, ONLY 213 ARE ACCREDITED.

UM, SO THAT PUTS US IN SOME PRETTY RARE COMP RARE COMPANY.

SO, UH, THE BENEFITS OF ACCREDITATION FOR THE COMMUNITY, IT HELPS US DEMONSTRATE THAT THE DEPARTMENT MEETS NATIONAL STANDARDS ARE BEST PRACTICES.

WE'RE HOLDING OURSELVES TO A PARTICULAR STANDARD.

UM, AND IT HELPS RECOGNIZE A COMMUNITY, A GREAT PLACE, PLACE TO LIVE.

IT HELPS US SECURE EXTERNAL FUNDING SUPPORT, UM, WHICH ULTIMATELY CAN REDUCE COSTS FROM THE COMMUNITY.

AND IT HOLDS US ACCOUNTABLE TO THE PUBLIC AND ENSURES THAT WE'RE BEING RESPONSIVE TO THEIR NEEDS AND ENSURES THAT ALL STAFF ARE PROVIDING QUALITY CUSTOMER SERVICE.

SO FOR OUR DEPARTMENT AND STAFF, IT PROVES TO OUR DECISION MAKERS THAT WE'RE OPERATING WITH, UM, WITHIN THE BEST PRACTICES THAT HAVE BEEN SET UP FOR THE PROFESSION, INCREASES OUR CREDIBILITY AND CAN HELP, UM, IMPROVE THAT INTERNAL AND EXTERNAL FUNDING AND IMPROVES JUST OUR OVERALL OPERATIONS AND INCREASES, INCREASES EFFICIENCY AND ENHANCES OUR STAFF TEAMWORK AND PRIDE BY ENGAGING ALL STAFF IN THE PROCESS.

IT WAS 151, MET ALL 151 STANDARDS IN THEIR FIRST GO GO ROUND TO CAPRA.

AND WHEN WE, AS ROBIN MENTIONED, WHEN WE WERE RE-ACCREDITED, WE CONTINUED TO MEET EVERY SINGLE STANDARD.

UM, BUT IT'S A, IT'S A REWARDING PROCESS WHEN YOU GET THAT VALIDATION THAT YOU ARE ADHERING TO BEST PRACTICES AND YOU ARE ONE OF THE, YOU KNOW, KIND OF THE ELITE, UH, DEPARTMENTS IN THE UNITED STATES, AND IT'S OUR EXPECTATION WE'RE GONNA MEET ALL OF 'EM AGAIN THIS YEAR.

YOU WANNA GO KEEP ON THAT ROLE.

BUT, UH, WE HAVE A TEAM OF, YOU KNOW, WE STARTED WITH JUST THREE PEOPLE DOING THIS AND, AND IT WAS AN ALL CONSUMING PROCESS FOR ABOUT A YEAR AND A HALF THAT WE WORKED ON IT.

UM, WE WENT THROUGH OUR FIRST RE-ACCREDITATION WITH THE SAME SMALL SIZE TEAM.

UH, WE HAD HAD SOME ADVISORS, UH, ARE THE ONES, WE'VE WORKED ON IT PREVIOUSLY WITH A, A SMALL TEAM.

AND THIS YEAR WE ARE REALLY EXPANDING IT.

UM, WE HAVE OVER 50 STAFF THAT ARE INVOLVED IN THE CAPRA PROCESS.

AND THIS IS PART OF US LIVING CAPRA ACCREDITATION AND HAVING IT INFUSED AT ALL LEVELS OF STAFF AND ALLOWING, UM, STAFF AT ALL LEVELS TO HAVE INVOLVEMENT IN IT.

UM, AND IT ALSO HELPS BUILD OUR BENCH FOR THE FUTURE TO HAVE MORE STAFF THAT ARE EXPOSED TO THIS AND REALLY HAVE A THOROUGH UNDERSTANDING OF WHAT IT IS AND WHY WE DO IT.

YEAH, I WANNA EMPHASIZE THAT IT'S, IT'S REALLY AN ELEMENT OF SUCCESSION PLANNING FOR US.

THE TWO OF US SITTING AT THIS TABLE AREN'T GONNA BE HERE FOR, YOU KNOW, A A LONG AMOUNT OF TIME.

SO WE'RE ABOUT TO GO DOWN THE ROAD AGAIN, UH, WITH THE NEW COMPREHENSIVE PLANNING EFFORT.

AND FOR THOSE THAT MAY NOT BE SUPER FAMILIAR WITH WHAT A COMPREHENSIVE PLAN IS, IT'S REALLY KIND OF A, IT'S KIND OF A GUIDING DOCUMENT.

IT'S A, IT'S A DOCUMENT THAT, THAT IDENTIFIES BIG MOVES FOR STRATEGIC INITIATIVES THROUGH A PROCESS.

AND THAT PROCESS TYPICALLY INVOLVES HEAVY COMMUNITY ENGAGEMENT, A LOT OF COMMUNITY MEETINGS IN ALL PARTS OF THE CITY.

IT INVOLVES, YOU KNOW, A SURVEY, STATISTICALLY VALID SURVEY.

SO IT'S, IT'S DOING RESEARCH ON, YOU KNOW, SAY FOR THEM TO PUT THE PRESENTATION BACK UP ON THE SCREEN AND THEN WE CAN WATCH THE VIDEO AT THE END.

BUT IT IS A, YOU KNOW, IT IS A, IT IS A PROCESS THAT YOU, THAT THE CONSULTANTS AND STAFF GO THROUGH COMMUNITY ENGAGEMENT, DO A LOT OF RESEARCH, BEST PRACTICES, ALL THAT SORT OF THING, AND, AND CONDENSE ALL THAT EFFORT DOWN INTO BIG MOVES.

UM, AND IT, YOU KNOW, IT REALLY SERVES AS COMPREHENSIVE PLANS KIND OF SERVE AS UMBRELLA PLANS FOR ALL THE OTHER MASTER PLANS THAT WE'RE FAMILIAR WITH.

THINGS LIKE THE AQUATICS MASTER PLAN, THE TRAIL NETWORK MASTER PLAN.

SO IT'S THAT, IT'S THAT KIND OF GUIDING DOCUMENT THAT MOVES US IN A DIRECTION THAT WE WANT TO MOVE FOR THE NEXT 10 TO 15 YEARS.

THE OTHER, THE OTHER POINT TO NOTE ABOUT COMPREHENSIVE PLANS IS THEY DO POSITION US FOR MILLIONS OF DOLLARS IN GRANT OPPORTUNITIES BECAUSE TEXAS PARKS AND WILDLIFE, ANOTHER FUNDERS HAVE ADOPTED THE KIND OF RULE TO HAVE COMPREHENSIVE PLANS AS A GRANT REQUIREMENT.

THAT'S A RELATIVELY NEW THING, BUT, UM, IT'S IMPORTANT THAT WE HAVE A, A FRESH PO PLAN TO POSITION US FOR, FOR THOSE FUNDING OPPORTUNITIES.

UH, MOVING ON TO THE NEXT SLIDE.

UM, SO KIND OF LOOKING BACKWARDS FOR JUST A MINUTE.

SO WE HAVE, UH, THIS DEPARTMENT HAS REALLY HAD TWO SIGNIFICANT COMPREHENSIVE PLANNING EFFORTS.

UM, STARTING WITH THE RENAISSANCE PLAN, WHICH WAS INITIATED IN 2000, WAS, UH, YOU KNOW, ADOPTED, I BELIEVE IT WAS 2002, 2001, 2002.

AND THAT WAS THE FIRST REAL COMPREHENSIVE PLAN THAT THIS DEPARTMENT WENT THROUGH.

AND WHAT IT DID WAS, THE OVERALL GOAL OF THAT PLAN WAS TO RECOVER THE PARK SYSTEM FROM YEARS OF UNDERINVESTMENT THROUGH THE EIGHTIES AND NINETIES.

IT CREATED OUR FIRST NEEDS INVENTORY THAT POSITIONED US FOR SUCCESSFUL 2003 AND 2006 BOND PROGRAMS. IT REALLY IDENTIFIED THE

NEED FOR US TO REALLY LEAN INTO PARTNERSHIPS.

YOU KNOW, OUT OF THAT PLAN CAME THE, THE AGREEMENT THAT WE HAVE WITH THE SIOUX, UH, TRINITY RIVER AUDUBON CENTER, ALL OF THE, THE DOZENS AND DOZENS AND DOZENS OF FRIENDS GROUP AGREEMENTS THAT WE HAVE, THOSE WERE ALL OUTCOMES.

THAT 2002 RENAISSANCE PLAN, MOVING FORWARD TO 2016, WHICH WAS REALLY KIND OF PUT TOGETHER IN 2014 AND 2015, ADOPTED BY THE BOARD IN JANUARY OF 2016, THAT KIND OF MOVED THE NEEDLE EVEN MORE FORWARD FROM THE RENAISSANCE PLAN.

IT STARTED TO LOOK AT THINGS LIKE, YOU KNOW, HOW, WHAT IS THE CONNECTIVITY BETWEEN PARKS AND ECONOMIC DEVELOPMENT AS EVIDENCED BY PROJECTS LIKE HILLCREST VILLAGE GREEN.

IT LOOKED AT, UM, IT LOOKED, IT STARTED TO REALLY LOOK AT PARK ACCESS, YOU KNOW, AND OUT OF THAT PLAN CAME THE COOL SCHOOL INITIATIVE THAT REALLY HELPED US MOVE THE NEEDLE ON, YOU KNOW, GOING FROM 58% TO THE 75%.

UM, IT BEGAN TO, TO, TO HAVE US FOCUS ON DIVERSIFYING OUR REVENUE OPPORTUNITIES.

PARKLAND DEDICATION CAME OUTTA IT.

SO IT'S THESE BIG KIND OF INITIATIVES, UM, THAT COME OUT OF THE PROCESS THAT WE WORK ON FOR A NUMBER OF YEARS TO KIND OF MOVE THE, MOVE THE DEPARTMENT FORWARD.

SO, AGAIN, NEXT SLIDE.

LOOKING AT WHERE WE ARE TODAY, THE 2026, UH, COMPREHENSIVE PLAN.

SO WE HAVE A FEW DESIRED OUTCOMES, UM, THAT WE ARE LOOKING TO, UH, ACHIEVE THROUGH THIS PROCESS THAT I'VE DESCRIBED.

YOU KNOW, THE FIRST BEING WE NEED, WE ALL RECOGNIZE THAT WE NEED TO REALLY SHINE A LIGHT AND PUT FOCUS ON FINANCIAL SUSTAINABILITY.

WE KNOW THAT THE GENERAL FUND IS BURDENED, UM, TODAY WITH PENSION ISSUES, WITH, WITH THE NEED TO, YOU KNOW, HIRE POLICE OFFICERS.

AND SO WE AS A PARK SYSTEM NEED TO LOOK AT WAYS THAT WE CAN MONETIZE WHAT WE CURRENTLY HAVE, PERHAPS IN NEW WAYS TO CONTINUE TO GROW OUR BUDGET WITH RELYING LESS UPON THE GENERAL FUND MOVING FORWARD.

YOU KNOW, WE'VE EX WE'VE EXPERIENCED TREMENDOUS GROWTH IN OUR BUDGET OVER THE PAST SEVERAL YEARS, BUT WE SEE THAT BEING RELATIVELY FLAT, UH, FOR THE NEXT SEVERAL YEARS.

BUT WE KNOW WE NEED TO CONTINUE TO GROW TO AT LEAST KEEP UP WITH INFLATION.

SO WE NEED TO IDENTIFY THESE STRATEGIES THAT ARE GOING TO ALLOW US TO DO THAT.

UM, NUMBER TWO, YOU KNOW, I ALWAYS LIKE TO SAY THAT FUNDAMENTALLY WE ARE IN COMPETITION FOR TAXPAYERS WITH OUR SUBURBS.

AND SO, YOU KNOW, WHEN YOU THINK ABOUT WHY PEOPLE CHOOSE TO LIVE THE PLACES THEY LIVE, IT'S TYPICALLY AROUND JOBS AND FAMILY, UM, YOU KNOW, SCHOOLS, THINGS LIKE THAT.

BUT IN THE PARK SYSTEM, WE HAVE A REALLY STRONG ROLE TO PLAY THERE.

YOU KNOW, IF WE ARE, IF WE ARE PROVIDING SERVICES, IF WE ARE PROVIDING AMENITIES, IF WE ARE PROVIDING ATTRACTIONS, PEOPLE MAKE DECISIONS ON WHERE THEY WANT TO LIVE BECAUSE OF THOSE TYPES OF THINGS.

SO IT'S REALLY IMPORTANT THAT WE DE WE DEFINE IN THIS NEXT COMPREHENSIVE PLAN, WHAT ARE THOSE PROGRAMS AND SERVICES THAT ARE REALLY MEANINGFUL TO PEOPLE TODAY AND WHAT WE ANTICIPATE IN THE FUTURE.

AND IDENTIFYING THESE PERHAPS COOL NEW THINGS THAT, UM, THAT WILL GIVE PEOPLE REASONS TO LIVE IN DALLAS.

YOU KNOW, I, I THINK ABOUT, UH, WHAT GRAND PRAIRIE HAS DONE WITH THE SUMMIT AND WITH THE EPIC, YOU KNOW, THESE ARE, THEY HAVE KIND OF SET THE NEW STANDARD FOR AQUATIC FACILITIES AND RECREATION FACILITIES.

WE NEED TO BE THINKING LIKE THAT.

WHAT ARE THESE NEW THINGS THAT WE NEED TO BE, UH, CONTEMPLATING AS IDEAS TO GIVE PEOPLE REASONS TO LIVE HERE BECAUSE WE CAN'T CONTINUE TO LEAD RESIDENTS TO OUR SUBURBAN COMMUNITIES.

THAT'S GONNA BE A, A, A FUNDAMENTAL ISSUE FOR US AS THE CITY MOVING FORWARD.
