WORKFORCE EDUCATION AND EQUITY COMMITTEE.UH, BEFORE WE GET STARTED NOW, I WOULD LIKE TO GET A MOTION TO APPROVE THE MINUTES FOR APRIL 14TH, 2025 WORKFORCE.
THE MINUTES HAVE BEEN ACCEPTED.
SO, TODAY WE'RE, WE ARE, TODAY IS MAY 12TH, AND WE CONTINUE TO, OF COURSE, REAFFIRM OUR COMMITMENT TO ALL RESIDENTS OF DALLAS, AND PARTICULARLY THOSE WHO HAVE THE GREATEST CHALLENGES AS WE, UH, LOOK, UH, TO THE COMPONENT THAT WE'RE FOCUSED ON THIS MORNING, WHICH IS WORKFORCE EDUCATION AND EQUITY.
THE WORKFORCE EDUCATION AND EQUITY COMMITTEE WILL BE RECEIVING PRESENTATIONS TODAY THAT WILL FOCUS ON EMPOWERING OUR YOUTH AND THE PREPARATION OF THEM AS THEY MOVE INTO THE WORKFORCE SUCCESSFULLY.
THESE EFFORTS ARE SIMPLY NOT ABOUT JOBS, BUT IT'S MORE IMPORTANTLY, WE MUST FOCUS ON BUILDING ECONOMIC OPPORTUNITIES FOR ALL OUR COMM COMMUNITIES, AND, OF COURSE, INVESTING IN THE FUTURE OF THE CITY WE CALL DALLAS.
THIS WORK CONTINUES TO ALIGN WITH THE CITY'S FOCUS ON THE RACIAL EQUITY PLAN, WHICH REINFORCES OUR SHARED RESPONSIBILITY TO CONTINUE TO CLOSE DISPARITIES THROUGH STRATEGIC ACTION, COLLABORATION AND RESULTS THAT WE CAN MEASURE.
WE ARE GRATEFUL TODAY FOR THE PRESENTATION AND PARTICIPATION, OF COURSE, AS WE CONNECT WITH CITY DEPARTMENTS AND EXPLORE THE COLLABORATIVE EFFORTS TO DO THE FOLLOWING FOCUS AND TO FOSTER WORKFORCE DEVELOPMENT THROUGH THE EXPANSION OF OPPORTUNITIES AND, OF COURSE, EQUIPPING OUR WORKFORCE.
MEETING THE VARYING EDUCATIONAL NEEDS OF BOTH STUDENTS AND ADULTS THROUGH THE ACCESS OF CITY SERVICES AND RESOURCES, AND, OF COURSE, CONTINUE TO EQUIP OUR RESIDENTS WITH INFORMATION, ACCESS, AND OPPORTUNITIES NECESSARY TO FLOURISH IN OUR VIBRANT CITY.
OUR KEY PARTNERS WILL JOIN US TODAY, ALONG WITH, OF COURSE, THE COMMITTEE THAT'S PRESENT HERE THIS MORNING.
CHAIRMAN RIDLEY CHAIRMAN, UH, VICE, I THINK VICE CHAIR, BUT RESEND THIS AS WELL AS BLACKMAN WILL BE JOINING US THIS MORNING, UH, IN COMMITTEE AS WE HEAR THE PRESENTATIONS FROM OUR PARTNERS, THE ALL STARS PROJECT, WHICH WILL PROVIDE INSIGHT INTO THE MAYOR'S SUMMER YOUTH EMPLOYMENT INTERNSHIP PROGRAM, THE OFFICE OF COMMUNITY CARE AND EMPOWERMENT, WHICH WILL FOCUS ON YOUTH ENGAGEMENT, THE LONE STAR JUSTICE ALLIANCE, WHICH WILL PRESENT THE FRAMEWORK FOR THE YOUTH SAFETY COLLABORATIVE STRATEGIC PLAN.
AND OF COURSE, IN ADDITION TO THE COMMUNITY CARE AND EMPOWERMENT, THERE ARE THREE MEMOS, UH, THAT ARE CONNECTED TO THIS AGENDA.
AND THEY WILL FOCUS ON THE ACCEPTANCE OF A GRANT FROM THE TEXAS HEALTH AND HUMAN SERVICES.
THIS GRANT IS DESIGNED TO SUPPORT THE WIC PROGRAM FOR WOMEN, INFANTS AND CHILDREN, THE AUTHORIZATION OF A SUB-RECIPIENT AGREEMENT WITH HOUSING CONNECTOR AND VOLUNTEERS OF AMERICA FOR REENTRY HOUSING SUPPORT PROGRAMS. THE ACCEPTANCE OF A GRANT FROM MIT TO EXPAND THE DIGITAL NAVIGATOR PROGRAM, WHICH WILL STRENGTHEN OUR ACCESS, DIGITAL ACCESS FOR COMMUNITIES.
AND FINALLY, WE WILL HAVE AN IMPORTANT UPDATE AS IT RELATES TO THE OFFICE AND BUDGET OF OFFICE OF BUDGET AND MANAGEMENT SERVICES AS WE MOVE INTO THE BUDGET DEVELOPMENT SEASON.
MR. JACK IRELAND, THE CHIEF FINANCIAL OFFICER, WILL PRESENT REASSURING US, OF COURSE, THAT WE ARE ALWAYS COMMITTED TO TRANSPARENCY AND ALIGNMENT AS WE PLAN FOR THE FISCAL YEAR.

WE'RE LOOK LOOKING FORWARD TO, UH, CENTERING OUR WORK ON YOUTH ALONGSIDE OUR PARTNERS, AS WELL AS WHAT WE ARE ADVANCING, UH, THROUGH THE OFFICE OF COMMUNITY CARE AND EMPOWERMENT.
IT'S AN HONOR TO PRESENT TODAY.
UM, SO TO MY RIGHT, YOU'RE GONNA HEAR FROM AN AMAZING TEAM.
THE ALL STARS PROJECT AND THE ALL STARS PROJECT WERE PICKED BY MAYOR JOHNSON FOR THE SUMMER, UH, MAYOR'S INTERNSHIP PROGRAM.
AND WHEN YOU THINK ABOUT THE ROLE THAT THE MAYOR ASKED ME TO STEP INTO, IT WAS ABOUT UPSKILLING AND MAKING SURE THAT OUR ADULTS FROM THE AGE OF 25 TO 64 HAD MEANINGFUL, UM, JOBS, THAT THEY WERE NOT UNDERMATCHED REALLY HELPING THE WORKING POOR.
AND AS WE ANALYZED AND LOOKED AT THE DATA, IT WAS DETERMINED THAT 35 TO 40% OF OUR CITIZENS ARE UNDERMATCHED ARE, UM, WORKING IN LOW INCOME JOBS.
AND SO THE MAYOR SUBED INTERNSHIP PROGRAM IS AN OPPORTUNITY TO GET AHEAD OF THAT SO THAT DOWN THE ROAD WE DO NOT HAVE SUCH A LARGE AMOUNT OF PEOPLE THAT WE'RE TRYING TO WORK IN GETTING INTO THE WORKFORCE SPACE.
AND SO THE ALL STARS PROJECT, I THINK YOU'LL HEAR SOME OF THE THEMES THAT THEY HAVE IN TERMS OF THE SOCIAL, EMOTIONAL AND THE DIFFERENT THINGS THAT THEY'RE DOING THAT ARE SKILLS BEYOND JUST THE SKILL OF HAVING A JOB AND HOW THAT REALLY DOES HELP, UM, THEIR LIFE SKILLS AND THEIR THINGS THAT THESE YOUTH WILL TAKE WITH THEM SO THAT THEY ARE, UM, IN THE JOB FORCE IN THE FUTURE, AND THEY'RE REALLY GOOD WORKERS.
SO WITH THAT, THAT'S THE KIND OF SYMMETRY HERE, AND I'M HONORED TO, UM, INTRODUCE ANTOINE JOYCE, WHO IS THE LEADER OF THE PROJECT.

WE ARE A BRIDGE BUILDING ORGANIZATION.
UM, WE ARE MORE THAN 40 YEARS OLD.
I WANTED TO GIVE THIS BACKGROUND TO GIVE SOME CONTEXT TO, UM, AS, UH, LYNN WAS SAYING, WHILE THE MAYOR CHOSE US.
UH, SO WE HAVE BEEN DOING THIS WORK NATIONALLY FOR OVER 40 YEARS.
WE ARE A PRIVATELY FUNDED NONPROFIT, AND WE HAVE A, A, A, A BELIEF THAT DEVELOPMENT CAN HAPPEN THROUGH PERFORMANCE.
SO I WANNA SLOW DOWN ON THAT PART FOR A SECOND, RIGHT? THIS IS OUR KEY OFFERING TO THE WORK THAT WE DO IN WORKFORCE.
WE BELIEVE THAT PERFORMANCE IS A KEY TO HELP YOUNG PEOPLE SEE THEMSELVES ON NEW, DIFFERENT STAGES.
THIS IS MY FIRST TIME PRESENTING TO THE COUNCIL.
I HAD TO THINK ABOUT MY COSTUME THIS MORNING, RIGHT? EVERYTHING THAT WE DO IN OUR LIFE, WE SHAKE HANDS, WE PRESENT, IT'S ALL A PERFORMANCE.
UM, SO THAT'S WHAT WE BRING TO YOUNG PEOPLE.
WE'VE BEEN DOING THIS WORK SINCE, AGAIN, 1983.
WE STARTED A BUSINESS LEADERSHIP PROGRAM IN 1997 IN NEW YORK CITY.
AND THEN OVER A DECADE LATER AND MORE, WE CAME HERE TO DALLAS IN 2013.
UM, SINCE WE'VE BEEN HERE, WE'VE, UH, LAUNCHED AN INTERNSHIP PROGRAM THAT PLACED OVER 200 YOUNG PEOPLE AND PAID SUMMER INTERNSHIPS.
YOU CAN ADVANCE THE SLIDE, PLEASE.
SO WHAT WE'VE BEEN DOING FOR THE LAST YEAR IS WE STARTED A CAMPAIGN, UH, AS YOU SEE ON THE SCREEN, TO MAKE DALLAS THE NUMBER ONE REGION IN THE COUNTRY FOR EFFECTIVE INTERNSHIPS.
WE'VE BEEN A PART OF EVERY WORKFORCE CONVERSATION THAT HAS HAPPENED IN THIS CITY, AND WE ARE SO DEDICATED TO SEEING OUR YOUNG PEOPLE GROW.
WE KNOW THAT DALLAS HAS A LOT OF KEYS TO SUCCESS BETTER THAN ANY CITY.
HEY, I'M A BROOKLYN BOY
UM, SO THIS YEAR WE'RE DOING THREE DIFFERENT ITERATIONS.
UH, WE'RE TAKING IT TO ANOTHER STEP THAT OUR THREE, UM, MAYORS HAVE DONE OVER THE YEARS.
SO, TODAY'S CHALLENGES, RIGHT? WE UNDERSTAND THAT THE CHALLENGES OUR YOUTH ARE UNPREPARED FOR WORKFORCE OPPORTUNITIES.
SOMETIMES OUR COMPANIES LACK THE TOOLS TO SUPERVISE AND MANAGE OUR INTERNS EFFECTIVELY.
AND SOMETIMES OUR YOUTH AND COMPANIES ARE DISSATISFIED WITH THOSE INTERNSHIP OUTCOMES.
SO WHAT WE'VE BEEN LOOKING TO DO AND BEEN WORKING ON FOR THE LAST 10 YEARS HERE IN DALLAS IS PREPARING OUR YOUNG PEOPLE.
SO WE DO A LOT OF, UM, WORKSHOPS THAT MY TEAM IS GONNA TALK ABOUT.
WE EMPOWER COMPANIES WITH RESOURCES THAT GIVES THEM THE TOOLS TO BE SUCCESSFUL IN INTERNSHIP PROCESSES.
AND THEN WE SEE HOW BOTH OUR YOUNG PEOPLE AND OUR

COMPANIES THRIVE.AND WE HAVE A LOT OF STORIES ON THAT.
UM, THE DRIVER OF THIS, AND I'M GONNA TOUCH WITH THIS BRIEFLY, WE CAN GET TO THIS LATER.
SO COUPLE OF YEARS AGO, THIS IS HOW WE MET DR.
SHE WAS A RESEARCHER AT SMU, UM, CENTER AND RESEARCH AND EVALUATION.
AND WHEN WE CAME WITH THEM WITH THIS IDEA OF DEVELOPMENT, THEY THEN STUDIED US FOR OVER SEVEN YEARS AND CAME OUT WITH WHAT WE CALL TWOS FOR SUCCESS.
OUR EIGHT DIMENSIONS OF DEVELOPMENT.
AS YOU SEE, APPRECIATION, CONFIDENCE, IMPROVISATION, INTERPERSONAL COMPETENCE, GIVING OPEN WORLDVIEW, PERSONAL RESPONSIBILITY, AND VOCATIONAL COMPETENCE.
THESE LINE UP EXACTLY WITH WHAT COMPANIES ARE SAYING TODAY THAT THEY WANT FROM THEIR EMPLOYERS EVERY SINGLE DAY.
SOMEONE'S GONNA SHOW UP ON TIME, WHO'S GONNA BUILD WITH THEIR TEAM, DO THE WORK OF, OF, OF, OF HAVING CONFIDENCE AND BRINGING NEW IDEAS TO THEIR COMPANIES.
THAT'S WHAT WE BRING IN OUR YOUNG PEOPLE.
AND OUR APPROACH HAS BEEN WORKING.
SO AS YOU CAN SEE FROM THE SCREEN, EVERY TIME WE DO AN INTERNSHIP, OVER THE PAST 10 YEARS HERE IN DALLAS, OUR SUPERVISORS HAVE BEEN SATISFIED.
OUR INTERNS HAVE BEEN SATISFIED WITH THE WORK, AND EVERYONE WILL RECOMMEND IT AGAIN.
SO WE TOOK THIS TO THE MAYOR AND ASKED HIM FOR HIS, UM, SUPPORT IN RELAUNCHING THE DALLAS SUMMER EMPLOYMENT PROGRAM.
SO AGAIN, UM, TO END BEFORE I PASS IT OFF, WHEN WE TALK ABOUT YOUNG PEOPLE DEVELOPING THROUGH PERFORMANCE, THESE ARE THE PERFORMANCES THAT WE ARE HELPING OUR YOUNG PEOPLE.
DO YOU SEE A YOUNG MAN PRESENTING IN FRONT OF A BOARDROOM AT, UM, TAC UM, TAC ENERGY? WE SEE YOUNG PEOPLE AT MORGAN STANLEY, RIGHT? BEING INVITED INTO THESE WALLS, INTO THESE BUILDINGS, HAVING A SPACE THERE.
YOU SEE YOUNG PEOPLE PRACTICING HANDSHAKING, RIGHT? YOU KNOW, THAT'S THE FIRST KEY TO CONFIDENCE IS WALKING INTO SOMEONE AND INTRODUCING YOURSELF, SAYING YOUR NAME PROUDLY, AND BEING RECEPTIVE, ACCEPTED.
UM, SO AGAIN, THANK YOU FOR HAVING US HERE, AND I'M GONNA TURN IT TO MY TEAM.

UM, SO I ACTUALLY MET THE ALL STARS PROJECT AS AN INTERNSHIP SUPERVISOR FOR THE PROGRAM.
IT WAS NOT JUST IMPACTFUL FOR ME, BUT IMPACTFUL FOR THE COMPANY.
YOU HAVE YOUNG PEOPLE COME INTO AN OFFICE AND IT CHANGES THE ENTIRE CULTURE OF THE COMPANY.
IT WAS THE FIRST MANAGEMENT TRAINING THAT I RECEIVED.
SO I HAD THE TOOLS THAT I NEEDED, AND I ALSO HAD A COACH THAT I COULD CALL WHEN I HAD QUESTIONS.
A YOUNG PERSON SHOWED UP LATE ONE MORNING, AND THIS HAD NOT BEEN MY EXPERIENCE BEFORE.
I TOLD MYSELF AN ENTIRE STORY THAT THEY WERE BORED WITH THE WORK, THAT THEY DIDN'T WANNA BE THERE.
I CALLED THE COACH AND ASKED HOW TO HAVE THE CONVERSATION.
AND WHAT ENDED UP HAPPENING WAS THE YOUNG PERSON WAS GETTING A RIDE FROM THEIR MOM EACH DAY.
SO THEY TOOK THE BUS FOR THE FIRST TIME THEMSELVES MISSED THAT FIRST BUS, ENDED UP BEING LATE.
SO WE WERE ABLE TO HAVE AN OPEN CONVERSATION ABOUT THE THINGS THAT NEEDED TO HAPPEN SO THAT WAY THE YOUNG PERSON COULD STILL SHOW UP ON TIME AND HAVE AN EFFECTIVE INTERNSHIP.
SO THESE ARE SOME OF THE OVERALL WRAPAROUND TOOLS THAT WE'RE PROVIDING TO SUPERVISORS AND TO YOUNG PEOPLE.
SO THAT WAY WE'RE BREAKING DOWN SOME OF THOSE BARRIERS.
UM, THE MAYOR'S YOUTH EMPLOYMENT PROGRAM, THIS IS THE FIFTH YEAR THAT IT'S BEEN HAPPENING.
IT'S ALSO BEEN CALLED THE MAYOR'S INTERN FELLOWS PROGRAM.
AND IT'S EXPOSED HIGH SCHOOL STUDENTS TO FUTURE CAREERS, WORKPLACE SKILLS, AND PAID SUMMER INTERNSHIPS.
WHEN IT'S POWERED BY THE ALL STARS PROJECT, WE ARE FOCUSING ON THAT TWO WAY GROWTH.
SO NOT JUST THE GROWTH FOR THE YOUNG PEOPLE AS THEY'RE GETTING THEIR FIRST CORPORATE EXPERIENCE OR GOVERNMENT EXPERIENCE, BUT ALSO THE GROWTH FOR THE SUPERVISOR.
I THINK BACK TO MY FIRST EXPERIENCE, AND THAT IS A LOT OF THE GROWTH THAT I INTERNALLY HAD TO BE ABLE TO CONTINUE TO IMPACT OTHER YOUNG PEOPLE COMING INTO THE COMPANY.
WE'RE USING OUR PROVEN VALIDATED RECORD IN YOUTH DEVELOPMENT TO BE ABLE TO EXPAND THIS TO OTHER PEOPLE.
THIS YEAR WE'RE WORKING WITH STUDENTS AGES 16 TO 21 YEARS OLD.
THEY GO TO EITHER DALLAS COLLEGE, A DALLAS ISD SCHOOL, OR UNT DALLAS.
SO IN THIS PILOT YEAR OF DALLAS WORKS, WHICH IS NOW POWERED BY THE ALL STARS PROJECT, OH, WE CAN GO AHEAD AND ADVANCE TO THE NEXT SLIDE, PLEASE.
WE ARE, UM, IMPLEMENTING THREE DIFFERENT PHASES, STARTING OUT WITH AN EXTENSIVE OUTREACH TO THOSE SCHOOLS THAT, UM, THAT MY COLLEAGUE JUST MENTIONED.
AND IN A TYPICAL YEAR, THE DEVELOPMENT SCHOOL FOR YOUTH PROGRAM THAT THE ALL STARS RUNS WOULD GRADUATE ABOUT 55 YOUNG PEOPLE.
SINCE NOVEMBER OF LAST YEAR, DALLAS WORKS HAS REACHED OVER 1000 YOUNG PEOPLE.
SO THIS IS REALLY GIVING US THE CAPACITY TO REACH MORE YOUNG PEOPLE IN THE DALLAS AREA WITH THESE TRANSFORMATIONAL PROGRAMS. PARTICIPANTS WHO CHOOSE TO OPT INTO DALLAS WORKS, WHICH IS REALLY SIGNIFICANT FOR US TO MENTION THIS ABILITY TO OPT IN.
THIS IS ABOUT OPPORTUNITIES THAT WHEN YOUNG PEOPLE RECEIVE THOSE

OPPORTUNITIES, THEY GET TO DEVELOP, THEY GET TO KEEP COMING BACK, THEY GET TO EXPRESS INTEREST, THEY GET TO EXPRESS THAT GENUINE DESIRE TO PARTICIPATE IN SOMETHING AND TO DEVELOP AND TO GROW.SO AS YOU'LL SEE ON THIS SCREEN, PHASES ONE TO THREE REALLY SUPPORT YOUNG PEOPLE IN MAKING THOSE CHOICES TO DECIDE TO BE A PART OF THE PROGRAM.
SO IN PHASE ONE, WHERE WE HAVE OUR CAREER READY WORKSHOPS, WE'RE INTRODUCING YOUNG PEOPLE TO BUSINESS PROFESSIONALS.
WE'RE TAKING THEM INTO COMMUNITIES AND WE'RE TAKING THEM INTO DOWNTOWN.
WE'RE SUPPORTING THEM WITH THEIR PROFESSIONAL DRESS AND COSTUME, AND WE'RE INVITING THEM INTO SPACES THAT HAVE BEEN PREPARED FOR THEM, WHERE THEY'RE WELCOMED BY CARING ADULTS.
IN PHASE TWO, YOUNG PEOPLE WHO ARE INTERESTED IN CONTINUING ON TO BE ELIGIBLE FOR AN INTERNSHIP, THEY HAVE AN OPPORTUNITY TO PARTICIPATE IN AN IN-DEPTH ONE WEEK LONG PROGRAM TO GET BETTER PREPARED FOR THAT EXPERIENCE TO BE SUCCESSFUL.
YOUNG PEOPLE WHO COMPLETE THOSE REQUIREMENTS ARE THEN INVITED TO AN INTERNSHIP WHERE WE PLACE THEM EITHER IN A NON-PROFIT IN DALLAS, WE PLACE THEM AT THE CITY OF DALLAS THIS YEAR.
THEY'RE GONNA BE IN SEVERAL DEPARTMENTS ACROSS THE CITY AS WELL AS CORPORATIONS.
NOW, IN THIS STAGE, I WANNA TELL YOU A LITTLE BIT ABOUT OUR CAREER READY WORKSHOPS.
THIS IS ONE OF OUR INNOVATIVE TOOLS TO ACTUALLY EXTEND OUR REACH INSIDE OF DALLAS.
THERE'S SO MUCH SUPPORT FOR YOUNG PEOPLE TO GROW AND TO DEVELOP AND BASICALLY HAVE THIS EXPOSURE TO CAREERS.
THOSE PROGRAMS MAY VARY IN QUALITY.

AND WHAT REALLY STOOD OUT TO ME AS SOMEONE WHO IS A RESEARCHER AND I'VE BEEN IN EDUCATION MY ENTIRE CAREER.
UM, I STARTED OUT AS A CLASSROOM TEACHER IN MATH.
UM, EVERYBODY'S FAVORITE SUBJECT.
I KNOW YOU DON'T HAVE TO, YOU DON'T HAVE TO DECLINE THAT.
AND I ALSO WAS IN BROOKLYN, AND I HAVE ALWAYS JUST BEEN COMMITTED TO EDUCATION.
I'VE HAD THE OPPORTUNITY TO GO BACK TO SCHOOL AND GET MY DOCTORATE IN CURRICULUM AND INSTRUCTION AT TEXAS A AND M AND HAVE BEEN IN TEXAS EVER SINCE.
UM, I HAVE WORKED AT AS A TEACHER EDUCATOR.
I HAVE ALSO WORKED AS AN EDUCATION RESEARCHER, A PROGRAM EVALUATOR FOR NONPROFITS IN DALLAS.
AND I'VE ALSO SERVED ON THE BOARD OF AN EDUCATION FOCUSED NONPROFIT.
I'M COMMITTED TO EDUCATION AND ALSO TO WHAT WORKS.
SO WHEN WE THINK ABOUT THIS NEW PROGRAM THAT WE'RE LAUNCHING, QUALITY IS AT THE CENTER AND EVALUATION OF WHAT'S WORKING FOR YOUNG PEOPLES AT THE CENTER.

SO THIS IS COMING DIRECTLY FROM THEM.
THEY'RE SAYING THAT THEY'RE LEARNING HOW TO ADAPT TO UNFAMILIAR ENVIRONMENTS,

SO YOUNG PEOPLE ARE GETTING A CHANCE TO PRACTICE THAT PERFORMANCE AND GET BETTER AT IT, BECOME MORE CONFIDENT.

THEY DON'T COME FROM LOOKING AT A SCREEN AND BEING TOLD WHAT TO DO.
THEY HAVE TO ACTUALLY EXPERIENCE IT, AND WE CREATE THAT ENVIRONMENT FOR THEM.
THEY'RE ALSO LEARNING HOW TO GET OUTSIDE OF THEIR COMFORT ZONE AND OUTSIDE OF THEIR SHELL, THEY'RE LEARNING TO ASK QUESTIONS AND ASK FOR HELP.
THEY'RE NOT JUST PROFESSIONAL SKILLS, BUT THEY WILL SERVE THEM IN THEIR PROFESSIONS AS WELL.
WHAT'S REALLY LOVELY TOO ABOUT THIS SLIDE IS WE'RE SEEING THAT YOUNG PEOPLE, IF THEY PARTICIPATED IN EITHER TWO OR EIGHT WORKSHOPS, THEY'RE REPORTING, DEVELOPING THESE SKILLS.
UM, SO MANY OF THEM AT A NETWORKING WORKSHOP RECENTLY, WE HAD OVER 50 YOUNG PEOPLE COME TO A WORKSHOP.
MANY OF THEM REPEATED THAT SAME WORKSHOP THE NEXT WEEK BECAUSE THEY WANTED TO CONTINUE PRACTICING THOSE NETWORKING SKILLS, THE PUBLIC SPEAKING, THE CONFIDENCE, THE HANDSHAKE.
SO WE'RE WATCHING THEM DEVELOP AND ALL OF THESE THINGS AND EXPRESS THAT THEY FEEL MORE COMFORTABLE IN THOSE DIFFERENT ROOMS AND ENVIRONMENTS AND SETTINGS.
ZANU MENTIONED, WE ARE STARTING PHASE TWO OF THE PROGRAM.
WE'RE ACTUALLY STARTING IT THIS SATURDAY.
SO THIS SATURDAY, THE YOUNG PEOPLE ARE GOING TO GO THROUGH AN ORIENTATION.
THEY'RE GOING TO GET ASSIGNED A MOCK JOB, INTERVIEWER, AND THEN WE'LL BRING THEM THROUGH A WEEK LONG INTERNSHIP PREP.
UM, THAT'S GONNA BE THE FIRST WEEK IN JUNE.
DURING THAT BOOTCAMP, THEY'RE GONNA PRACTICE WORKSHOPS ON BUDGETING TECHNOLOGY, INCLUDING MICROSOFT SUITE CONFLICT RESOLUTION AND MORE.
WE'RE ALSO PREPARING THE SUPERVISORS.
SO I THINK BACK TO THAT PREPARATION THAT I NEEDED.
UM, THE SUPERVISOR TRAINING IS A TWO HOUR TRAINING THAT TAKES PLACE AND YOUNG PEOPLE AND SUPERVISORS ALSO GET PAIRED WITH AN INTERNSHIP COACH.
SO THEY'LL MEET THEM, THEY'LL HAVE THAT OPPORTUNITY TO BE ABLE TO CALL THEM, ASK QUESTIONS, AND WORK THROUGH SOME OF THOSE STICKY POINTS THAT COME UP THROUGHOUT THE INTERNSHIP PROCESS.
OUR FINAL PHASE IS THE INTERNSHIPS.
IT'S A SIX WEEK INTERNSHIP STARTING ON JUNE 30TH.
UM, YOUNG PEOPLE WILL PARTICIPATE IN A PAID SUMMER INTERNSHIP, SO 18 TO $22 AN HOUR FOR 20 TO 40 HOURS A WEEK.
INTERNS ARE HIRED DIRECTLY BY THE COMPANIES, WHICH IS VERY IMPACTFUL.
THEY'RE BRINGING HOME A PAYCHECK FROM THE COMPANY, SHOWING IT TO THEIR FAMILY, AND HELPING LEAD TO THE BUDGETING OF THE ENTIRE HOUSEHOLD AS WELL.
WE FOCUS ON PAIRING YOUNG PEOPLE AS MUCH AS WE CAN BASED ON INTERESTS.
AND A LOT OF WHAT WE END UP PAIRING YOUNG PEOPLE ON IS TRANSPORTATION.
YOUNG PEOPLE WHO ARE REQUIRED TO TAKE DART.
WE TRY TO FOCUS ON OFFICES IN DOWNTOWN SO THAT WAY THEY CAN GET THERE ON TIME DURING IT.
IF THEY DRIVE, THEN WE'RE ABLE TO PAIR THEM WITH COMPANIES THAT ARE A LITTLE BIT OUTSIDE OF THE DOWNTOWN AREA.
SO WE'RE TRYING TO MAKE SURE THAT THEY HAVE SUCCESSFUL PIECES AS THEY'RE GOING INTO THOSE INTERNSHIPS.
AND IN THIS PILOT YEAR, I'M BACK
IN THIS PILOT YEAR, WE SET THREE MAIN GOALS.
WE WANTED TO REACH A THOUSAND YOUNG PEOPLE WITH CAREER READY LEARNING OPPORTUNITIES, AND WE HAVE SURPASSED THAT.
WE WANTED TO PREPARE UP TO 175 YOUNG PEOPLE IN THIS WEEK LONG PROGRAM.
AND WE'RE ON TRACK TO DO JUST THAT.
WE WANNA OFFER UP TO 150 YOUNG PEOPLE, THESE PAID SUMMER INTERNSHIPS.
WHEN WE SENT THIS, WE HAD 76 INTERNSHIP PLACEMENT SECURED, AND WE JUST GOT FOUR MORE.
AND SO WE ARE ON TRACK TO MEET THIS GOAL.
AND WHAT'S REALLY AMAZING IS EVEN THOUGH ALL STARS HAS BEEN DOING THIS KIND OF PROGRAMMING WITH ABOUT 55 YOUNG PEOPLE ANNUALLY, WE ARE NOW BEING INTRODUCED THROUGH THIS PARTNERSHIP WITH THE CITY WITH MORE PARTNERS.
AND SO 60% OF THE PEOPLE OR THE ORGANIZATIONS OFFERING INTERNSHIPS TO YOUNG PEOPLE ARE NEW TO THE ALL STARS.
SO THIS REALLY IS A, AN ECOSYSTEM OF SUPPORT FOR YOUNG PEOPLE.

AND, AND WHY IS THAT? BECAUSE WE KNOW THAT IT IS, UH, AN IMPERATIVE FOR OUR CITY AS WE LOOK TO PUBLIC SAFETY BEING, UH, SUCH A HIGH PRIORITY.
HOW ARE WE ALSO LOOKING AT YOUTH SAFETY AS BEING A PART OF THAT PUBLIC SAFETY STRATEGY? AND, AND WE'VE HEARD FROM OVER 4,300 OF OUR YOUTH, UH, IN THE DEVELOPMENT OF, OF THIS WORKING PLAN, UH, WHO'VE GIVEN INPUT.
AND SO DIRECTOR GALLISHAW IS HERE TODAY TO PROVIDE AN UPDATE ON, UH, WHAT WE'VE HEARD FROM THEM AND ALSO HOW WE ARE DEVELOPING AN ECOSYSTEM

UM, SO WE'LL GO AHEAD AND GO ON TO THE FIRST SLIDE.
WE'LL GIVE A A QUICK HIGH LEVEL OVERVIEW OF THE PROGRAMMING, UH, THAT WE HAVE IN THE DEPARTMENTS THAT ARE INVOLVED.
UH, MOST IMPORTANTLY, WE WANNA TALK ABOUT THE INSIGHTS FROM THAT YOUTH SURVEY.
YOU MAY REMEMBER THAT WE BROUGHT THAT TO YOU IN, I WANNA SAY OCTOBER, UH, WHEN WE FIRST WERE KIND OF PUTTING IT OUT THERE AND STARTING THE OUTREACH AROUND THAT SURVEY.
UM, WE'LL TALK ABOUT SOME OF THE INPUTS, UM, AND, UH, WHAT WE'VE SEEN THERE.
UM, AND THEN HIGHLIGHT THE AREAS THAT WE'VE IDENTIFIED TO BE THE PRIORITY PILLARS FOR THIS YOUTH STRATEGIC PLAN.
UM, AND THEN OUR TIMELINE TO MOVE FORWARD.
SO, UM, IF YOU SEE THE NEXT SLIDE WILL SHOW A LITTLE BIT OF OUR ENGAGEMENT BACKGROUND.
SO OF COURSE, THE CITY OF DALLAS HAS HAD YOUTH PROGRAMMING FOR MANY YEARS.
UM, OUR YOUTH COMMISSION WAS FOUNDED IN 2015.
UM, IN 2023, WE ACTUALLY ESTABLISHED THE COLLEGE ADVISORY COMMISSION.
SO, UM, I DO WANNA ARTICULATE WHEN WE TALK ABOUT YOUTH IN THIS CONVERSATION, WE'RE TALKING ABOUT THE AGE RANGE OF ABOUT 14 TO 24.
UM, THAT IS A, UH, KIND OF ROUGHLY ALIGNED WITH A VARIETY OF DIFFERENT ANALYSES THAT COME TO YOUTH PROGRAMMING.
BUT, UH, WE ALSO INCLUDED 14 YEAR OLDS, WHEREAS YOU MIGHT SEE 15 TO 24 OR EVEN 16 TO 24 IN CERTAIN DOC, UH, DEFINITIONS.
WE WANTED TO CONSIDER THE ENTIRE BODY OF KIND OF HIGH SCHOOL.
SO A LOT OF TIMES 14 IS KIND OF THAT STARTING AGE.
UM, SO OF COURSE IT EXTENDS INTO OUR, OUR COLLEGE, UH, AGED YOUTH.
UH, WE WON THAT, UH, ALL AMERICAN CITY AWARD IN 2023, WHICH LED TO THE NATIONAL CIVIC LEAGUE PARTNERSHIP, UH, WHICH LED TO THE SUPPORT FOR YOUTH COMMISSION AND THE DEVELOPMENT OF THE YOUTH YOUTH SURVEY.
UM, THE YOUTH, UH, PROGRAMMING TRANSITION TO OCCE IN THIS PAST FALL.
UM, AND WE HAVE BEEN ADMINISTERING THAT SURVEY AND THEN HOSTED THE YOUTH SUMMIT JUST LAST MONTH.
SO NOW WE'RE MOVING FORWARD, TAKING ALL OF THAT INTO THE DEVELOPMENT OF STRATEGIC PLANNING.
THE NEXT SLIDE IS JUST A HIGH LEVEL OF HOW OUR YOUTH PRIORITIES ARE REALLY EMBEDDED INTO THE CITY'S STRUCTURE, UM, AND ALIGN WITH OUR CITY'S PRIORITIES AS A WHOLE.
UM, OUR GOAL THROUGH THIS IS TO ENSURE THAT WE ARE INTEGRATING THE VOICE OF OUR YOUTH AND THEIR PERSPECTIVE INTO ALL THE AREAS THAT WE'RE ADVANCING.
AND WE'LL TALK MORE ABOUT THAT SHORTLY.
UM, THE NEXT SLIDE HIGHLIGHTS SOME DEPARTMENTS IN THE CITY OF DALLAS WHERE WE HAVE EXISTING CORE YOUTH PROGRAMS. I'M SURE, OF COURSE, EVERYONE'S AWARE OF THE TOPS PROGRAM, THE ALL ACCESS PASSES, UM, OIS ALIGNMENT AND FOCUSING ON SERVING THE YOUTH, UM, WITH THE HIGHEST NEEDS.
OUR PUBLIC LIBRARIES AND NUMEROUS DEPARTMENTS, ARTS AND CULTURE HAS MANY YOUTH PROGRAMS THROUGH THEIR CENTERS.
THE PALS PROGRAM IN G-P-D-O-H-S HAS STRATEGIES THROUGH THE COC FOCUSED ON YOUTH HOMELESSNESS.
AND SO THERE'S REALLY A LOT OF FOCUS WITHIN THE CITY OF DALLAS ON YOUTH ALREADY.
UM, AND OF COURSE, WE HAVE A LARGE NUMBER OF YOUTH IN OUR COMMUNITY, ALMOST 200,000 OF THEM.
WHEN YOU LOOK ROUGHLY AT THE, UH, ALIGNMENT THAT WE'VE ESTABLISHED FOR AGE, UM, THIS IS JUST THE HIGH LEVEL DEMOGRAPHICS.
I'M NOT GONNA GO OVER IT, UH, IN DETAIL, BUT JUST WANNA SHARE THAT WITH YOU.
BUT YOU'LL NOTICE THAT A LARGE NUMBER OF THEM, UM, A MAJORITY ARE IN HOUSEHOLD INCOMES LESS THAN 50,000.
SO THAT'S SOMETHING TO BE AWARE OF.
NEXT STEP, UM, WANNA TALK ABOUT OUR YOUTH STR OUR YOUTH SURVEY.
SO AS HIGHLIGHTED, WE RECEIVED OVER 4,300 RESPONSES.
THAT IS A HUGE NUMBER OF INPUTS, AND THAT IS LARGELY DUE TO THE EXTREMELY HARD WORK AND DEDICATION FROM OUR YOUTH COMMISSIONERS WHO WERE OUT AT EVENT AFTER EVENT THROUGHOUT THE FALL AND INTO THE SPRING.
UH, AND INTERVIEWING, ENGAGING AND BRINGING THOSE, THAT FEEDBACK IN SO THAT WE COULD HAVE THAT AS PART OF OUR SURVEY.
UM, THE SURVEY WAS ALIGNED AND THIS, THESE AREAS WERE DETERMINED BY THE YOUTH COMMISSION WITH SUPPORT OF NATIONAL CIVIC LEAGUE, WHO ALSO HELPED DEVELOP THE SURVEY, UM, AROUND COMMUNITY AND CIVIC ENGAGEMENT, RECREATION, OUTDOOR ACTIVITIES AND ENVIRONMENT, SOCIOECONOMIC CHALLENGES, TRANSPORTATION, ADVANCED EDUCATION AND EMPLOYMENT, AND SCHOOL AND NEIGHBORHOOD SAFETY.
SO THE NEXT FEW SLIDES GO THROUGH THOSE CATEGORIES, UM, BIT BY BIT IN THE INTEREST OF TIME, I'M GONNA KIND OF MOVE, UH, KIND OF SPEED THROUGH THOSE PRETTY QUICKLY.

SO THAT'S KIND OF INTERESTING.
UM, AND OF COURSE, 70% HEAR ABOUT THEIR KIND OF POLITICAL FROM, UH, FROM SOCIAL MEDIA, WHICH MIGHT NOT BE SURPRISING, BUT VERY CLOSE TO THAT.
69% HAVE LEARNED A LOT THROUGH THEIR SCHOOL CLASSES.
SO JUST COME INTERESTING INPUT THERE.
UH, MOVING FORWARD TO RECREATION AND OUTDOOR ACTIVITIES, YOU'LL SEE THAT THE NUMBER OF YOUTH WHO USE A RECREATION CENTERS IS SMALL, BUT WHEN THEY DO, THEY USE 'EM TO KIND OF HANG OUT WITH YOUTH AND FOR CONNECTIONS.
BUT THE NUMBER OF YOUTH WHO ACTUALLY USE OUR PARKS AND TRAILS AND ALL OF THOSE FACILITIES IS PRETTY HIGH, AND THEY USE IT WITH FREQUENCY.
SO, UM, WE CAN MOVE ON TO THE NEXT SLIDE, TWO SLIDES FORWARD, ACTUALLY.
UM, THE NEXT CATEGORY IS SOCIOECONOMIC CHALLENGES.
UM, ONE REALLY INTERESTING HIGHLIGHT HERE, UM, IS HOW MANY OF OUR YOUTH REPORT THAT THEY HAVE BEEN DIRECTLY OR INDIRECTLY IMPACTED BY POVERTY.
UM, THE NEXT ONE IS TRANSPORTATION.
UM, AN INTERESTING FINDING ON THIS ONE IS THAT 57% OF THE YOUTH THINK THAT IT'S IMPORTANT THAT THERE'S EASILY ACCESSIBLE PUBLIC TRANSPORTATION FOR PUBLIC USE.
SO THAT'S A LARGE NUMBER OF YOUTH THAT SUPPORT ACCESS TO PUBLIC TRANSPORTATION.
UM, THE NEXT SLIDE ACTUALLY SHOWCASES THE FREQUENCY OF USE.
SO YOU CAN SEE IT'S KIND OF A VARIETY OF USE, BUT A LOT OF THEM DO USE IT FAIRLY FREQUENTLY.
UM, THEY CITED GOING TO SCHOOL, GOING TO WORK, RUNNING ERRANDS, UM, ET CETERA.
AND THEN FINALLY, UM, IF WE MOVE ON TO, UH, ADVANCED EDUCATION AND EMPLOYMENT, WE'LL SEE THAT A LARGE NUMBER OF THEM DO HAVE PLANS TO FURTHER THEIR ACADEMIC, UM, CAREERS AND THEIR EDUCATION.
A SMALLER NUMBER OF THEM ARE PLANNING TO ENTER THE WORKFORCE AFTER HIGH SCHOOL.
SO, UH, THAT'S KIND OF, UM, INTERESTING.
UM, AND A LARGE NUMBER OF THEM DO HAVE THE SUPPORT THAT THEY NEED.
BUT UNFORTUNATELY, ON THE FLIP SIDE, WE WOULD HAVE TO ASSUME THAT THAT MEANS THAT A LARGE NUMBER OF THEM FEEL THAT THEY DO NOT, UH, WHICH IS SOMETHING TO BE AWARE OF.
UH, THE NEXT QUESTION WAS AN INTERESTING ONE.
THE HOW TO PREPARE A RESUME WAS A PRETTY MUCH AN EVEN SPLIT.
SO, UM, MOVING ON TO THE SCHOOL AND NEIGHBOR NEIGHBORHOOD SAFETY CATEGORY, UM, UH, IT'S VERY INTERESTING.
THEY, A LOT OF THE YOUTH ACTUALLY DO FEEL SAFE IN THEIR SCHOOL, AND THEY THINK THAT A LOT OF THE THINGS THAT HAVE BEEN PUT INTO PLACE, UM, THE OFFICERS AND THE DIFFERENT KIND OF, UM, PROTOCOLS HAVE CONTRIBUTED TO THAT.
UM, BUT, UH, WE ALSO SEE THAT A LOT OF YOUTH BELIEVE THAT, UM, IN INCREASED POLICING AND INCREASED YOUTH PROGRAMMING ALMOST IN EQUAL PERCENTAGES, UM, COULD HELP IMPROVE, UH, SAFETY IN THEIR COMMUNITIES.
SO, UM, THAT'S JUST A HIGH LEVEL OVERVIEW.
UM, THERE'S, OF COURSE, THESE ARE JUST SOME OF THE HIGHLIGHTS, EVEN THOUGH I DIDN'T EVEN GO THROUGH EVERYTHING IN THE POWERPOINT.

NOW OF COURSE WE HAVE THE RECREATION CENTERS AND THE PROGRAMS THAT HAPPEN THERE, AND A LOT OF THOSE THINGS.
UM, BUT REALLY THE CITY IS THE MOST IMPORTANT ROLE THAT WE BELIEVE WE CAN PLAY, IS THAT AS A COMMUNITY ANCHOR, THAT WE ARE, UM, USING THE CITY'S CONVENING POWER, UH, TO HELP ALIGN WITH OTHER ANCHOR INSTITUTIONS IN OUR COMMUNITY.
SO WE HIGHLIGHTED TRANSPORTATION AND WE HIGHLIGHTED LIFE AFTER HIGH SCHOOL AND ALL OF THOSE AREAS.
AND WE AS THE CITY CAN, OF COURSE, PARTNER WITH THOSE ANCHOR INSTITUTIONS TO ADVANCE, UH, THE GOALS AND INTERESTS OF OUR COMMUNITY'S YOUTH.
UM, I ALSO WANNA HIGHLIGHT THE DALLAS YOUTH COLLABORATIVE, WHICH IS, UM, WE CONVENED IN NOVEMBER OF 2024.
UM, IT'S 30 ISH, UH, COMMUNITY-BASED ORGANIZATIONS TOOK PART IN THAT FIRST MEETING.
UM, AND THAT'S JUST TO HAVE CONVERSATIONS AGAIN AROUND ALIGNING FOR YOUTH SERVICES.
UM, AND WE INTEND TO BRING THAT GROUP BACK TOGETHER AGAIN, UM, LATER THIS MONTH TO ACTUALLY TALK ABOUT OUR STRATEGIC PLANNING INPUTS AND PROCESS.

UM, AND THE VARIOUS DEPARTMENTS THAT ARE INVOLVED IN THOSE.
UM, WE'VE ALIGNED A LOT OF THESE AROUND THE STRATEGIC PRIORITIES OF THE CITY OF DALLAS, UM, TO CREATE WHAT WE ARE, UM, PUTTING FORWARD AS THE STRATEGIC, UH, PRIORITIES FOR THE YOUTH PLAN.
UM, WE'VE DEVELOPED A DRAFT STRATEGIC PLAN WITH INPUTS FROM NUMEROUS CITY DEPARTMENTS, AND WE'RE CURRENTLY GETTING INPUTS FROM SOME OF OUR CORE, UH, STRATEGIC COMMUNITY PARTNERS AS WELL.
UM, AND THEN WE'RE GOING OF COURSE, GETTING FEEDBACK, FEEDBACK ON THESE PRIORITIES TODAY HERE AT THE WE COMMISSION AS WELL AS OUR YOUTH COMMISSION, UM, LATER THIS EVENING.
UM, AND WE'LL BE MEETING WITH OUR MEMBERS OF OUR, UH, COLLEGE ADVISORY COMMISSION AS WELL TO GET FEEDBACK.

SO WE JUST HEARD FROM, UH, ONE SUCH GREAT PROGRAM HERE THAT ANCHORS IN THE CITY OF DALLAS, UM, LOOKING AT HOW WE CAN UNLOCK THE POTENTIAL OF OUR OPPORTUNITY YOUTH IN THE DIGITAL ECONOMY.
SO ALIGNING WITH OUR DIGITAL ACCESS STRATEGIES, UM, AND THEN BRIDGING FINANCIAL EMPOWERMENT OPPORTUNITIES FOR YOUTH, UM, IN PARTICULARLY THINKING FROM GENERATION TO GENERATION AS THOSE THINGS CAN TEND TO KIND OF TIE, UH, WITHIN GENERATIONS IN A HOUSEHOLD.
AND THEN FINALLY, AND OF COURSE, BECAUSE WE ARE THE CITY OF DALLAS, UM, YOUTH INFRASTRUCTURE AND ENGAGEMENT.
SO REALLY THINKING ABOUT OUR CIVIC INFRASTRUCTURE, UH, WHAT WE CAN DO FOR OUR CITY YOUTH, UH, COMMISSIONS, OUR YOUTH COMMISSION, OUR COLLEGE ADVISORY COMMISSION.
UM, THE YOUTH COMMISSION IS INCREDIBLY ACTIVE AND WE WANNA WORK WITH THEM TO HELP THEM, UH, COME UP WITH STRATEGIC FOCUS, UM, START PLANNING AND, UH, MOVE FORWARD AND HELP IN SUPPORT OF THESE GOALS.
UH, WE NEED TO LOOK AT THE STRUCTURE OF THE COLLEGE ADVISORY COMMISSION.
UM, WE HAVE STRUGGLED TO MAINTAIN APPOINTMENTS TO THAT COMMISSION.
WE HAVE STRUGGLED TO MAINTAIN QUORUM FOR THAT COMMISSION.
UM, WE REALLY NEED TO PUT SOME FOCUS INTO WHAT WE'RE DOING WITH THE COLLEGE ADVISORY COMMISSION TO MAKE SURE THAT WE'RE REALLY GET THE INTENDED FEEDBACK FROM THAT COMMISSION AND THOSE YOUNG PEOPLE.
UM, MOVING FORWARD IS YOUTH ENGAGEMENT.
SO, UM, AGAIN, WE HAD 4,300 SURVEYS, BUT THAT'S JUST THE TIPPING POINT.
WE WANT TO CONTINUE, UH, TO USE THESE INCREDIBLE COMMISSIONERS AND OTHERS THAT WE ENGAGE, UM, THROUGH THEIR COMMITTEES AND THROUGH OUTREACH TO MAKE SURE THAT WE'RE BEING VERY, VERY THOUGHTFUL IN ENGAGING OUR YOUTH, UM, THROUGH OUR COMMS TEAM, THROUGH OUR PROGRAMMING, UM, AND EVERY WEALTH EVERYWHERE ELSE.
AND THAT'S WHERE THE IDEA OF HAVING THAT YOUTH VOICE AND ALL OF THE WORK THAT WE DO COMES INTO PLAY.
UM, AND THEN VOLUNTEERISM AND CIVIC ENGAGEMENT.
AND SO THINKING ABOUT HOW CAN WE, EVEN THOUGH MANY OF THE YOUTH PER OUR DEFINITION MAY NOT BE ABLE TO VOTE, HOW CAN WE ENGAGE THEM? VOLUNTEERISM CAME UP OVER AND OVER AGAIN IN OUR YOUTH SUMMIT.
THEY'RE EXTREMELY INTERESTED IN OPPORTUNITIES TO VOLUNTEER AND TO CONNECT.
SO HOW CAN THE CITY HELP, UH, CONNECT THEM AND HELP EDUCATE THEM ABOUT THE IMPORTANCE OF LOCAL, UH, VOLUNTEERISM, THE IMPORTANCE OF BEING CONNECTED WITH THE LOCAL GOVERNMENT, WITH THE LOCAL PROGRAMMINGS, LOCAL COMMUNITY ORGANIZATIONS,

ET CETERA.SO FINALLY, UH, WE'LL MOVE ON, UH, TO OUR NEXT STEPS.

WE JUST, UH, RECENTLY HAVE BEEN HEARING SO MUCH NEWS ABOUT YOUTH SHOOTINGS.
THERE WAS ANOTHER INCIDENT WHERE FIGHT BROKE OUT THIS WEEKEND AMONGST 10 YOUTH RESULTING IN THE DEATH OF ONE TEENAGER.
AND IT'S NOT SOMETHING THAT OUR SCHOOLS SEEM TO BE TEACHING.
CAN YOU AMPLIFY WHAT EFFORTS YOU ANTICIPATE UNDER VIOLENCE PREVENTION PRIORITIES? SURE.
SO, AND I THINK THAT, UM, I WILL ANSWER TO THE BEST OF WHAT I CAN, BUT I ALSO WANT TO SAY THAT THE PRESENTATION THAT LONE STAR JUSTICE ALLIANCE IS GONNA SHARE A LOT MORE INFORMATION IN THAT REGARD AS WELL, BECAUSE IT IS REALLY ALIGNED AROUND SAFETY SPECIFICALLY.
AND SO WORKING WITH AND ALIGNING WITH THEM WOULD BE ONE OF OUR CORE CORE FOCUS AREAS.
UM, BUT AS IT STANDS RIGHT NOW, UH, WE ACTUALLY DO HAVE THE PROGRAM PARTNERSHIP WITH URBAN SPECIALISTS, UM, TO DO THE, UM, VICTIM SERVICES AND PARENT INVESTMENT PROGRAMS. UH, THESE WERE PROGRAMS THAT WERE PREVIOUSLY ALIGNED WITH THE INTEGRATED PUBLIC SAFETY DEPARTMENT.
SO WE'RE ACTUALLY NOW WITH THE TRANSITIONS THAT TOOK PLACE.
UH, WE'RE ACTUALLY WORKING CLOSELY WITH URBAN SPECIALISTS ON THOSE PROGRAMS. UH, WE'VE ALSO PARTNERED WITH YOUTH GUIDANCE.
UM, THEY ARE PROVIDING SOME REALLY IMPORTANT PROGRAMMING, UM, THAT FOCUSES ON YOUTH WHO HA ARE AT THE HIGHEST RISK OF BEING EXPOSED TO VIOLENCE.
UM, AND THEY HAVE A, UH, BEST PRACTICE KIND OF DATA DRIVEN PROGRAM CALLED BAM.
WHICH IS, UH, STANDS FOR BECOMING A MAN AND WORKING ON WOMANHOOD THAT THEY'RE PRO PROVIDING IN SOME KEY SCHOOLS IN DALLAS, ISD AND ONE SCHOOL IN RICHARDSON, ISD AS WELL.
UM, AND WE ACTUALLY ARE SUPPORTING THEM TO DO THAT DURING THE SUMMER.
UM, AND WE HAVE BEEN HAVING CONVERSATIONS, FOR EXAMPLE, WITH CHILD POVERTY ACTION LAB ABOUT, UH, THEIR ENGAGEMENT STRATEGIES AND HOW THEY'RE TARGETING AND USING DATA TO, UH, KIND OF DRIVE SUPPORT AND, UM, TOWARDS KEY COMMUNITIES WHERE THOSE VIOLENCE RISKS ARE THE HIGHEST.
UM, SO BEYOND THAT, I THINK THAT, UM, U LEASE WILL HAVE, UH, WILL BE ABLE TO SHARE SOME ADDITIONAL INSIGHT ABOUT SOME OF THE GREAT WORK THAT LONE STAR JUSTICE ALLIANCE HAS PUT INTO PLAY AND PLANS TO PUT INTO PLAY TO CONTINUE TO ADVANCE SAFETY FOR OUR COMMUNITIES, YOUNG PEOPLE.
SO WE DO KNOW, WE DO KNOW WE NEED TO DO MORE, AND THAT'S WHY WE'VE REALLY ELEVATED THIS NOT JUST AS A PRIORITY, BUT AS PRIORITY NUMBER ONE.
AND IN CONNECTION WITH THOSE EFFORTS, WHICH I APPLAUD, IS IT POSSIBLE TO DEVELOP SOME METRICS SO THAT WE CAN TRACK THE SCOPE AND PERHAPS THE SUCCESS OF THOSE PROGRAMS? HOW MANY YOUTH ARE ENROLLED IN THOSE PROGRAMS? UM, IF THERE ARE ANY YOUTH CRIME RATES THAT CAN BE TRACKED SO THAT WE CAN DETERMINE IF WE NEED MORE RESOURCES IN THIS AREA? YES, SIR.
LONE STAR JUSTICE ALLIANCE HAS PUT TOGETHER A REALLY, UH, WONDERFUL DASHBOARD, UM, THAT ULY, UM, WATERS CAN SPEAK MORE TO WHEN SHE'S UP HERE.
UM, AND WE ACTUALLY DO HAVE METRICS RELATED TO THOSE, UM, CONTRACTS AND CONTRACTORS.
WHEN WE TRANSITIONED AND STARTED WORKING WITH THEM DIRECTLY IN THE FALL, UH, WE REALLY HAD A LOT OF CONVERSATIONS AROUND WHAT ARE YOUR OUTPUTS AND YOUR OUTCOMES, AND HOW ARE WE TELLING YOUR STORY? SO WE'VE BEEN WORKING REALLY CLOSELY WITH BOTH OF THOSE ORGANIZATIONS ON THAT.
I, I CAN ACTUALLY SHARE MAYBE AN UPDATE IN A, A MEMO OR SOMETHING IN A FUTURE MEETING THAT'LL HAVE MORE OF THAT, UM, BETTER ARTICULATED.

SO ON THE RESIDENT SATISFACTION SURVEY, WE HAVE SCIENTIFIC SAMPLING AND GEOGRAPHIC REPRESENTATION.
IS THERE A PLACE THAT WE, HOW, HOW DO YOU FEEL ABOUT THAT AS FAR AS THE REPRESENTATION ACROSS THE CITY? IS THIS, I MEAN, VOLUME'S GREAT, BUT WHERE'S, IS THERE A SCIENTIFIC ELEMENT TO THIS? SO IT IS NOT A SCIENTIFICALLY VALIDATED SAMPLING, RIGHT? SO WE CANNOT NECESSARILY SAY NOW 4,300 IS A HUGE VOLUME.
UM, AND WHEN YOU GET TO A CERTAIN VOLUME, THE EXACT MATCH IN TERMS OF SAMPLING TO DEMOGRAPHICS, UM, CAN BECOME A LITTLE BIT LESS CRITICAL AS A SMALLER SAMPLE.
BUT STILL, IT IS NOT NECESSARILY ALIGNED WITH THE DEMOGRAPHICS PER SE.
WHAT I CAN SAY IS THAT WE DID HAVE EFFORTS TO GET THE SURVEYS IN ALL COMMUNITIES.
WE, THEY ATTENDED, FOR EXAMPLE, HIGH SCHOOL FOOTBALL GAMES ALL OVER DALLAS, ISD TO GET THESE INPUTS.
SO ALL PARTS OF DALLAS, WE KNOW THAT WE HAD FEEDBACK, UM, WE WORKED WITH NONPROFIT COMMUNITY-BASED PARTNERS AND ASKED THEM TO HELP US GET SURVEYS, ESPECIALLY, UM, FROM SOME OF THE AREAS OF THE COMMUNITY WHERE WE WERE CONCERNED WE MIGHT NOT BE GETTING ENOUGH.
UM, AND SO WHILE I CAN'T SPECIFICALLY SAY EXACTLY HOW THAT'S LINED UP, UM, AS A WHOLE, WE CAN SAY THAT WE DO HAVE A ROBUST SAMPLE AND THAT WE DID GET, UM, SURVEYS FROM ALL OVER DALLAS.
AND DID YOU, I MEAN, HAVE YOU MAPPED THE ZIP CODES OR ANYTHING? UM, SO NOT EXACTLY, BECAUSE THAT, UM, SOME OF THE, SOME OF THAT DATA ISN'T COMPLETE.
UH, WE, NOT SURPRISINGLY, AND A LOT OF OUR YOUTH DON'T NECESSARILY KNOW WHO THEIR COUNCIL MEMBER IS AND STUFF LIKE THAT.
SO, UH, WE KIND OF JUST HAVE A REALLY BROAD LEVEL OF FEEDBACK, BUT WE DON'T NECESSARILY HAVE ALL OF THE DATA ABOUT WHERE, UM, ABOUT, UH, WHERE THEY'RE COMING FROM.
I THINK WE HAVE THE SCHOOLS, THOUGH.
I'LL HAVE TO GO BACK AND DOUBLE CHECK THE QUESTIONS.

NOT EVERY KID IS IN DALLAS, ISD, THAT WE'VE GOT A LOT WHO MAY BE IN A FAITH-BASED INSTI INSTITUTION OR OTHER DALLAS PRIVATE SCHOOLS WHO LIVE IN DALLAS, BUT ATTEND A SCHOOL THAT MAY NOT EVEN BE IN DALLAS.
AND SO WHEN WE'RE TALKING ABOUT REPRESENTING YOUTH, UM, OR 14 TO 24, THEN I WANNA BE SURE THAT INDEED WE ARE REPRESENTING, UM, YOU KNOW, WE ARE TAKING A LOOK AT THIS AS WE DO ON OUR, OUR RESIDENT SATISFACTION SURVEY, UNDERSTANDING IT'S NOT GONNA BE PERFECT, BUT WE HAVE TO WRAP OUR HEAD AROUND THIS TO A DEGREE, UM, ON SO TO THE, TO PROVIDING WHAT YOU CAN ON THAT, I THINK THAT'S GONNA BE IMPORTANT.

WE HAVE DISD AND OTHER IDS IN DALLAS THAT ARE PARTNERS AS WELL AS OUR OTHER PRIVATE SCHOOL INSTITUTIONS.
AND THEN, UH, DART FOR TRANSPORTATION.
I WAS EXCITED TO SEE THESE VOICES COME UP TO SAY, YOU KNOW, 57% OF THEM OF THEM TALKED ABOUT TRANSPORTATION ACCESS AND HOW IMPORTANT THAT IS TO THEM.
AND I LOVED THE BREAKDOWN OF HOW MANY ARE USING IT TO GO TO WORK AND HOW FREQUENTLY THEY'RE USING IT.
AND, YOU KNOW, AS YOU GOT INTO WAYS THAT, UH, STUDENTS CAN BE INVOLVED IF THEY'RE UNDER 18 AND CAN'T VOTE, AND IT WAS MANIFESTING ITSELF IN VOLUNTEERISM, I THINK THEIR VOICES, I MEAN, WE COULD USE THEIR VOICES IN AUSTIN RIGHT NOW, UH, AROUND DART.
AND SO HOW TO COMMUNICATE, UH, WITH WHOM AND WHEN IT'S CRITICAL, I THINK IS ANOTHER IMPORTANT POINT THAT CAN COME OUT OF THIS.

THERE'S A LOT OF AREAS WHERE COMMUNITY-BASED ORGANIZATIONS OR OTHER ANCHOR INSTITUTIONS ARE PROBABLY THE BEST SERVED.
AND SO THAT'S WHY WHEN WE REALLY FOCUS ON THE PRIORITIES, WE'RE NOT NECESSARILY PRIORITIZING EVERY SINGLE THING THAT CAME UP IN THE SURVEY OR IN THE SUMMIT OR IN OUR YOUTH COMMISSION OR EVERYWHERE ELSE.
WE'RE PRIORITIZING THE THINGS THAT ARE MOST CLEARLY ALIGNED WITH THE CITY OF DALLAS ITSELF.
SO SAFETY, ECONOMIC MOBILITY, AND OF COURSE CIVIC ENGAGEMENT FOR OUR YOUNG PEOPLE.
UM, AS FAR AS THE ADVANCED EDUCATION PIECE, FOR EXAMPLE, A LOT OF FEEDBACK IN THAT AREA.
UM, AND TO REITERATE THE SURVEY WAS ACTUALLY TARGETING HIGH SCHOOL STUDENTS.
SO I, I WANNA REITERATE THAT AS WELL.
SO WHILE WE TALK ABOUT YOUTH, UM, YOU KNOW, THERE'S THE CONCEPT OF THE OPPORTUNITY YOUTH, UM, THAT IS SPOKEN TO A LOT.
UM, THAT IS GENERALLY 16 TO 24 BECAUSE WE'RE TALKING ABOUT YOUTH THAT ARE, OR DISCONNECTED YOUTH, SOMETIMES YOU HEAR THAT TERM TOO.
'CAUSE WE'RE TALKING ABOUT PEOPLE, YOU KNOW, INTO YOUNG ADULTHOOD WHO MIGHT NOT BE ENROLLED IN SCHOOL OR EMPLOYED OR, YOU KNOW, CONNECTED TO THOSE KIND OF CORE, CORE INSTITUTIONS, UM, IN THAT KIND OF WAY.
UM, SO THAT'S WHY IT'S KIND OF BROADEN IN THAT WAY.
SO OUR YOUTH COMMISSION CALLED THE YOUTH COMMISSION, BUT OF COURSE THE YOUTH COMMISSION IS REALLY FOCUSED ON HIGH SCHOOL.
UH, WELL, OUR COLLEGE COMMISSION FOCUSES ON THAT COLLEGE AGE.
THEN YOU COULD ALSO SAY THAT MAYBE THERE'S A LITTLE BIT OF A GAP WHEN WE'RE THINKING ABOUT THOSE OLDER OPPORTUNITY YOUTH FOLKS WHO MIGHT NOT BE IN HIGH SCHOOL OR COLLEGE THAT WE'RE TRYING TO CONNECT.
UM, AND I THINK THAT OUR PARTNERSHIP WITH LONE STAR JUSTICE ALLIANCE, THEY'VE DONE SOME REALLY GREAT, UM, OUTREACH TO SOME OF THOSE COMMUNITIES AS WELL.
UM, BUT YES, I COMPLETELY AGREE WITH YOU THAT WE NEED TO BE CAREFUL NOT TO TRY TO BE EVERYTHING TO EVERYONE.
UM, AND SO WE REALLY HAVE RETHOUGHT WHAT OUR APPROACH TO THE YOUTH COLLABORATIVE WAS GONNA BE.
WE'VE REALLY RETHOUGHT OF OURSELVES AS BEING THE ANCHOR AND THE CONVENER, UH, NOT NECESSARILY THE DOER OF EVERY SINGLE THING, BUT I DO THINK THAT WHAT WE HAVE IN TERMS OF THE COMMISSIONS AND WHAT WE HAVE IN TERMS OF THE ABILITY TO GET HEARD AND HELP OUR YOUTH TO GET HEARD IS CRITICALLY IMPORTANT.
SO YOU MENTIONED SOMETHING ELSE AROUND THE COLLEGE COMMISSION, AND THIS WAS MY FEAR ABOUT THIS GROUP, WAS THAT IT WAS GONNA BE DIFFICULT TO ADMINISTER AND ITS PURPOSE AND HOW WE GOT OUR INPUT AROUND THAT GROUP.

AND I'M JUST, YOU KNOW, A CONCERN WAS THAT THIS WAS GONNA BURN TIME AND MAYBE NOT YIELD WHAT WE WOULD WANT IT TO YIELD.
SO I'M WONDERING IF RETHINKING THAT AND WORKING WITH OUR COLLEGES, UM, ON, ON THEIR REPRESENTATIVES TO REPRESENT WHAT THEIR STUDENTS, WHAT THEY'RE HEARING FROM THEIR STUDENTS, VERSUS TRYING TO CONVENE AND APPOINT A GROUP THAT IS, HAS GOT A LOT OF DEMANDS ON THEM AS COLLEGE STUDENTS.
SO I JUST WANNA THROW THAT OUT THERE AS SOMETHING THAT I WOULD WANNA SEE US REALLY UNDERSTAND AND BE SURE IT'S YIELDING SOMETHING BEFORE WE CONTINUE TO BURN A LOT OF TIME AROUND IT.
AND SO THE, I THINK THE POSITION THAT YOU'RE REFERRING TO IS NOT A NEW POSITION.
IT WAS THE TRANSFER OF THE YOUTH, UH, PROGRAMS COORDINATOR THAT CAME TO OUR DEPARTMENT FOR THIS FISCAL YEAR.
I KNOW THAT THE WAY THE MEMO LOOKED MAKES IT LOOK LIKE THAT HAPPENS TWICE, BUT THAT'S ACTUALLY, IT'S ACTUALLY JUST THAT ONE POSITION AS FAR AS THE COMMISSION GOES.
THE COLLEGE ADVISORY COUNCIL, UM, I THINK WE'VE DONE A LOT OF RESEARCH IN THINKING ABOUT, UM, SOME POTENTIAL WAYS THAT COULD POTENTIALLY IMPROVE THAT THERE ARE SOME LIMITATIONS TO IT THAT WE THINK THAT IF WE COULD ADDRESS.
UM, AND WE'VE TALKED TO THE, UH, CITY ATTORNEY'S OFFICE A LITTLE BIT ABOUT IT.
UM, AND WE'LL BE MAKING SOME RECOMMENDATIONS FOR CONSIDERATION, BUT WE DO THINK THAT WE CAN MAKE IT, UM, SOMETHING THAT IS A LITTLE BIT EASIER TO OPERATE, UM, AND STILL GET THAT VALUABLE FEEDBACK.

UM, AND OF COURSE THAT MEANS THAT THERE'S PROBABLY OPPORTUNITY FOR CONTINUED ENGAGEMENT.
AND I KNOW THAT PARKS AND REC DOES A REALLY GREAT JOB OF THAT.
UM, SO IT, IT WAS JUST AN INTERESTING PIECE OF FEEDBACK, RIGHT? BECAUSE WHEN YOU LOOK AT THE RARELY AND NEVER, THAT'S, THAT'S A BIG NUMBER.
AND SO I GUESS WHAT WE SHOULD DO IS WHY AREN'T THEY, I GUESS THAT'S THE QUESTION.

SO I GUESS THE QUESTION IS, ARE THEY USING BASKETBALL COURTS OUTSIDE VERSUS INSIDE? SO I, I THINK THAT'S UP TO PARKS, IF THAT IS STILL KIND OF THE IMPORTANT THING IS THAT WE WANT THE YOUTH TO USE OUR REC CENTERS, THEN WHAT DO WE NEED TO DO TO BRING IN, I MEAN, BASICALLY IT'S ALMOST LIKE 3,200 FOLKS.
UM, I THOUGHT THE INFORMATION ON PUBLIC TRANSIT WAS, WAS INTERESTING.
AND TO MS. WILLIS' POINT, YOU KNOW, WE ARE HAVING THIS DISCUSSION ON WHAT DOES PUBLIC TRANSPORTATION MEAN TO OUR COMMUNITY? AND I WILL SAY THE YOUTH MAY HAVE BEEN FORGOTTEN IN THAT CONVERSATION, AND, BUT YET WE HAVE A DATA POINT SAYING THAT IT, YOU KNOW, OVER HALF, ALMOST 60% SAYING IT IS IMPORTANT, BUT YET 1% ONLY FEELS SAFE.
SO THAT'S, I THINK THAT'S AN INTERESTING THING IS, UM, THEY USE IT FOR WORK, BUT THEN 27% SAY THEY'RE, THEY FEEL UNCOMFORTABLE SAFETY REASONS.
SO, UM, I GUESS MY QUESTION IS CAN WE SHARE THIS DATA OR ARE WE SHARING THIS DATA WITH OUR SISTER AGENCIES, OUR OUR SCHOOLS, OUR SCHOOL DISTRICTS? BECAUSE, UH, BACK TO THE WHOLE THING OF, YOU KNOW, PEOPLE DUNNO HOW TO DO 50% DUNNO HOW TO WRITE A RESUME THAT IS INFORMATION I THINK THAT COULD BE TAUGHT IN AN ENGLISH CLASS OR A BUSINESS COMMS CLASS OR WHATEVER IT IS, BECAUSE THAT IS THE FIRST POINT OF ENTRY TO GETTING A JOB, AN INTERNSHIP OR ANY KIND OF, YOU KNOW, EVEN SCHOOL TO TO SCHOOL.

SO I THINK IT'S IMPORTANT TO TAKE THAT INTO ACCOUNT, UH, AS, AS WE MOVE FORWARD WITH THESE INITIATIVES.
UH, THE OTHER THING I WANTED TO TOUCH ON IS, UH, PRIORITY NUMBER ONE, I I AGREE WITH THE COMMENTS THAT, UM, CHAIRMAN RIDLEY MADE, MADE AS WELL AS, UH, MS. BLACKMAN.
UM, AND, AND EXCUSE ME, I THINK THE, THESE EFFORTS OBVIOUSLY ARE, ARE CRITICAL AND I FULLY SUPPORT THE DIRECTION THAT WE'RE HEADING.
UH, BUT AS WE BUILD OUT THESE INITIATIVES, I THINK WE NEED TO RECOGNIZE TWO SPECIFIC SERIOUS AND GROWING THREATS TO THE FUTURE OF OUR YOUTH.
AND THESE ARE THE TOP TWO ISSUES THAT I HEAR ABOUT FROM CONSTITUENTS.
AND THAT'S THE EPIDEMIC OF RECKLESS DRIVING AND THE RISE IN RANDOM GUNFIRE ACROSS OUR COMMUNITIES.
UH, THESE AREN'T JUST, UH, PUBLIC SAFETY CHALLENGES, BUT THEY ARE YOUTH ISSUES.
MANY OF THE MOST TRAGIC INCIDENTS THAT WE'VE SEEN INVOLVE YOUNG PEOPLE, WHETHER IT'S VICTIMS, BYSTANDERS, OR IN, IN SOME CASES THE ONES BEHIND THE WHEEL OR THE WEAPON.
AND SO WE WANNA KEEP OUR YOUTH SAFE.
WE NEED TO ENGAGE, UH, EDUCATE AND EMPOWER THEM TO BE PART OF THE SOLUTION.
AND THAT MEANS, UM, TO ME IN INTEGRATING TRAFFIC SAFETY AND GUN VIOLENCE PREVENTION INTO OUR YOUTH PROGRAMS, SCHOOLS, AND OUR, UH, COMMUNITY OUTREACH.
UM, I, I BELIEVE THAT OUR YOUTH DESERVE A VOICE IN HOW WE TACKLE THIS CRISIS.
THEY NEED TO BE PART OF THE CONVERSATIONS, UH, THE PREVENTION STRATEGIES AND THE CULTURAL SHIFT TOWARDS, UM, SAFER AND MORE RESPONSIBLE BEHAVIOR ON, ON OUR ROADS AND, AND IN OUR COMMUNITIES.

AND WE HAVE YET, AND I'VE ALREADY SHARED THIS WITH THE CITY MANAGERS, SO I AM PUTTING IT BACK ON THE RECORD.

AND SO THIS TYPE OF FACILITATED KIND OF SURVEY ENGAGEMENT, UM, THAT'S A METHODOLOGY THAT IS SOMETIMES USED BY RESEARCHERS TO GET THAT ENGAGEMENT AND TO INCREASE UNDERSTANDING, AS YOU'VE SAID.
AND SO THE DRAWBACK, OF COURSE, IS THAT IT MIGHT BE LESS SCIENTIFIC, UM, IN PER SE, THE PRO IS THAT YOU ARE GONNA GET MORE RESPONSES AND YOU MIGHT GET A GREATER DEPTH OF INFORMATION.
UM, BUT YES, WE ARE, WE HAVE, AS I MENTIONED, UM, THE PARTNERSHIP WITH LONE STAR JUSTICE ALLIANCE.
UH, WE'RE WORKING ON BUILDING OUT SOME OF THOSE RESOURCES.
WE DO TRACK METRICS ACROSS EVERY SINGLE PARTNERSHIP AND CONTRACT THAT WE HAVE.
UM, AND WE ARE WORKING ON, UH, KIND OF DASHBOARDS BY PROGRAMS THAT ARE BETTER WAYS TO DISPLAY THAT.

AND THOSE US, MEANING THE COMMUNITIES THAT HAVE THE GREATEST NEED THROUGHOUT THE CITY, THEY'RE ALL THROUGH THE CITY DATA, HELPS THEM WHEN IT'S DOCUMENTED SO THEY CAN RECEIVE THE SERVICES.
AND I HEAR YOU SPEAK ABOUT THE NON-SCIENTIFIC APPROACH,

BUT IF WE'RE DATA DRIVEN, WE NEED TO FIND THE PROGRAM THAT WILL BEST COLLECT THAT DATA.DATA OR DATA, WHETHER YOU'RE USING YOUR TELEPHONE OR YOU HAVE SOME SOFTWARE THAT'S AVAILABLE TO YOU IN ANOTHER FORMAT, PROBABLY MORE OR LESS YOUR PHONE SO THAT YOU, YOU CAN GATHER, COLLECT THE DATA, AND THEN PROCESS IT SO IT CAN BE RECEIVED TO RETRIEVED IN SUCH A WAY SO WE CAN BUILD IT OUT.
BECAUSE WHAT HAPPENS IS WE STILL FEEL THESE COMMUNITIES ARE BEING EXCLUDED, AND WE CAN'T CONTINUE, ESPECIALLY IN THIS DAY AND AGE OF DATA IS NO EX, THERE'S NO EXCUSE.

VERY MUCH THE KEY IF YOU GO TO THE CHURCHES TO GET SOME OF THESE SURVEYS AND TO GET ENGAGEMENT.
AND THERE ARE SOME CHURCHES I KNOW THAT ARE ENGAGED, BUT I STILL KEEP HEARING FROM THEM THAT YOU, WE ARE NOT GOING TO THEM.
AND SO I WOULD LIKE TO, I'M PUTTING THAT OUT THERE BECAUSE WE ARE LOOKING OVER A NUMBER OF OUR, UH, NEIGHBORHOOD ASSOCIATIONS, NEIGHBORHOOD GROUPS THAT ARE IN SOME OF THESE AREAS THAT HAVE THE GREATEST NEED, BUT THEY DON'T, THEY'RE NOT HEARING FROM US.
AND PERHAPS SOME OF THAT IS BECAUSE WE HAVE A TENDENCY SOMETIMES TO GO TO THE SAME ONE OR TWO PEOPLE WITHIN A COMMUNITY.
THEY SAY, OH, GO TO REVEREND JONES, YOU GO HERE TO, UM, BROTHER, UH, UH, DEACON EARL AND THOSE TWO.
AND IF YOU, IF YOU TRACK YOUR HISTORY, UH, HISTORICALLY I'VE SEEN THIS, YOU'RE GOING TO THE SAME TWO PEOPLE.
I'VE SEEN IT, OH, IN THE CITY FOR PROBABLY SINCE SINCE 20, 20 15, 16, 19.
AND SO I'M, I'M OFFERING, UH, MY INFORMA MYSELF IN TERMS OF JUST BEING, UM, AN INDIVIDUAL THAT YOU CAN COME TO SO THAT I CAN GIVE YOU A DI A DIVERSE GROUP AND OUR DIFFERENT FACES WHO ARE FACING SOME OF THESE CHALLENGES AND THEY NEED HELP.
SO, WITH THAT BEING SAID, AND IF NOT ME, I'M NOT HERE TO SAY I'M THE ONE WITH, WITH THE, WITH THE CORPORATION A PARTNERSHIP.

UM, I HAVE A FAMILY LAW BACK BACKGROUND, AND I CAME TO LONE STAR JUSTICE ALLIANCE BY WAY OF THE DALLAS CITY ATTORNEY'S OFFICE, UH, WHERE I SERVED AS A COMMUNITY PROSECUTOR AND SERVED IN OUR COMMUNITY COURTS.
AND SO WITH THAT, WE CAN GO AHEAD AND ADVANCE TO THE NEXT SLIDE.
MANY OF YOU HERE ON THE COMMITTEE DO ARE FAMILIAR WITH THE NATIONAL LEAGUE OF CITIES, BUT FOR THOSE WHO MIGHT BE CITIZENS WHO MIGHT BE TUNING IN, THE NATIONAL LEAGUE OF CITIES IS AN ORGANIZATION COMPRISED OF CITY, TOWN, AND VILLAGE LEADERS THAT ARE FOCUSED ON IMPROVING THE QUALITY OF LIFE FOR THEIR CURRENT AND FUTURE CONSTITUENTS.
WITH OVER NEAR, WITH NEARLY A HUNDRED YEARS, OR ACTUALLY NOW A HUNDRED YEARS OF DE DEDICATION TO THE STRENGTH AND ADVANCEMENT OF LOCAL GOVERNMENTS, THE NATIONAL LEADER OF CITIES HAS GAINED THE TRUST IN SUPPORT OF MORE THAN 2,700 CITIES ACROSS THE NATION.
AND THE CITY OF DALLAS WAS AWARDED A GRANT FROM THE NATIONAL LEAGUE OF CITIES UNDER THE MUNICIPALITIES RE-IMAGINING COMMUNITY SAFETY GRANT SPONSORED BY WELLS FARGO IN THAT GRANT THAT WERE FIVE CITIES THAT WERE NAMED AS A PART OF THE COHORT.
UM, THOSE CITIES ARE BALTIMORE, DALLAS, JACKSON, PHILADELPHIA, AND ST.
AND SO THAT IS WHERE, UM, THE LONE STAR JUSTICE ALLIANCE BECAME OR GOT INVOLVED IN THE PROJECT AND BEGAN TO WORK ALONGSIDE THE CITY OF DALLAS AROUND, UH, REIMAGINING COMMUNITY SAFETY AND IDENTIFYING OPPORTUNITIES TO INCREASE SAFETY AMONG OUR YOUNG PEOPLE.
SO, AS AN ORGANIZATION, WE ARE, UM, COMPRISED OF LAWYERS AND LMSW, SOCIAL WORKERS MITIGATION INVEST INVESTIGATORS WHO SEEK TO ADDRESS SYSTEMIC FAILURES IN THE JUSTICE SYSTEM THROUGH ADVOCACY AND INNOVATIVE EVIDENCE-BASED PROGRAMS THAT IMPROVE LIFE OUTCOMES FOR YOUTH AND EMERGING ADULTS.
AND SINCE OUR FOUNDING, OUR GOAL HAS BEEN TO IMPACT JUSTICE INVOLVED YOUTH, AND IN PARTICULAR, THOSE WHO FALL THROUGH THE SOCIAL NETWORK GAPS OR RESIDE AT THE MARGINS OF SOCIETY.
WE SERVE THOSE WHO, UM, ARE MOST TIMES ARE OUR HIGHEST RISK, HIGHEST NEED YOUNG PEOPLE WHO OFTENTIMES DON'T QUALIFY FOR SOME OTHER PROGRAMS AND SERVICES.
SO WE MEET A CRITICAL UNMET NEED IN OUR COMMUNITIES.
WE CENTER OUR WORK IN ADOLESCENT BRAIN DEVELOPMENT IN THE NEUROSCIENCE THAT HELPS US TO UNDERSTAND THE BEHAVIORS.
I APPRECIATE THE COMMENTS AND THE DISCUSSION THAT THIS COMMITTEE HAS HAD WITH REGARDS TO BEHAVIOR AND BEHAVIOR CHANGES.
AND ONE OF THE THINGS WE MUST EX MUST UNDERSTAND WITH OUR YOUNG PEOPLE IS THAT THEIR FRONTAL LOBES ARE NOT FULLY DEVELOPED.
AND BECAUSE FRONTAL LOBES ARE NOT FULLY DEVELOPED, THEY ARE, OUR YOUNG PEOPLE ARE, UM, MORE SUSCEPTIBLE TO BEING RISK TAKERS, TO ENGAGING IN RISKY BEHAVIOR, TO, UM, THEY HAVE A LIMITED CAPACITY TO FULLY UNDERSTAND THE CONSEQUENCES OF THEIR ACTIONS.
SO THAT MEANS THAT THEY TAKE RISKY BEHAVIORS AND REALLY DON'T UNDERSTAND OR FULLY APPRECIATE WHAT COULD RESULT FROM THOSE RISKY BEHAVIORS.
AND THEN THEY'RE ALSO HEAVILY INFLUENCED BY THEIR PEERS.
BUT THE GOOD THING ABOUT THAT IS THAT IF YOU HAVE POSITIVE PEERS, YOU CAN HAVE POSITIVE INFLUENCES.
AND SO WE REALLY DO LEAN HEAVILY INTO, UM, THAT UNIQUE ASPECT OF YOUNG PEOPLE.
THE OTHER THING THAT'S REALLY INTERESTING TO NOTE ABOUT YOUNG PEOPLE IS THAT THEY ARE INSPIRED AND MOTIVATED BY PURPOSE AND OPPORTUNITIES TO SEE THEMSELVES AS A PART OF SOMETHING GREATER THAN THEMSELVES.
SO I WANNA SIT WITH THAT FOR JUST A MINUTE.
THAT'S ONE THING THAT WE HEARD BACK FROM OUR YOUNG

PEOPLE AND FROM THE SURVEY WITH REGARDS TO THEIR INTEREST IN CIVIC ENGAGEMENT, THAT INTEREST IS DRIVEN BY THIS UNDERSTANDING THAT THEY'RE A PART OF A GREATER PURPOSE, A GREATER SOCIETY.AND SO WE REALLY LEAN INTO THAT ASPECT.
SO I'LL BRIEFLY GO OVER THIS SLIDE.
OUR THEORY OF CHANGE FOR OUR WORK IS REALLY ROOTED IN COMMUNITY-BASED PROGRAMS, ADVOCACY AND STRATEGIC LITIGATION TO DRIVE SYSTEMS CHANGE.
WHAT WE'LL BE SPEAKING TO YOU MAINLY ABOUT TODAY, AS WITH REGARD TO OUR COMMUNITY-BASED PROGRAMS AND THE WAYS IN WHICH WE BUILD STRONG, UH, PLACE-BASED PARTNERSHIPS TO DRIVE, UM, LOCAL CHANGE IN OUR COMMUNITIES.
AND SO, ONE OF THE PLACES WHERE WE START OUR WORK, UM, SINCE INCEPTION, WE BEGIN WITH YOUTH VOICE.
WE UNDERSTAND THAT, WELL, ONE, I REALIZED THAT I AM NOT A YOUNG PERSON ANYMORE, AND THAT BEING THE CASE, UM, IT'S NECESSARY TO HEAR BACK FROM YOUNG PEOPLE WHAT ARE THEIR CHALLENGES, WHAT ARE THE THINGS THEY'RE THINKING ABOUT, WHAT ARE THE NEEDS THAT THEY HAVE? AND SO WE ARE REALLY, UM, BEGIN ALL OF OUR PROGRAMS. ALL OF OUR WORK BEGINS WITH SURVEYING YOUNG PEOPLE, ENGAGING YOUNG PEOPLE.
WE USE BOTH QUANTITATIVE AND QUALITATIVE DATA.
OUR VIBE SESSIONS A VERY IMPORTANT BUILDING EXPERIENCE.
WE HAD TO COME UP WITH A COOL NAME FOR A FOCUS GROUP.
UM, THOSE VIBE SESSIONS, UM, ARE ESPECIALLY CURATED FOR YOUNG PEOPLE TO REALLY AMPLIFY THEIR, THEIR VOICES AND TO REALLY UNDERSTAND WHAT THEIR TRUTHS ARE ABOUT THEIR EVERYDAY LIVED EXPERIENCES.
IN 2023, UH, WE CONVENED VIBE SESSIONS AND SURVEYED MORE THAN A HUNDRED YOUNG PEOPLE IN DALLAS AS WE WERE BEGINNING TO LAUNCH OUT INTO OUR WORK, PARTICULARLY TO, UM, REENGAGE OPPORTUNITY YOUTH.
AS JESSICA HAS ALSO ALREADY SHARED OPPORTUNITY YOUTH ARE THOSE BETWEEN THE AGES OF 16 AND 24 WHO ARE NOT WORKING, NOT IN SCHOOL OR UNDEREMPLOYED.
AND WE IN PARTICULAR HAVE A, UM, FOCUS ON MEETING THE NEEDS OF JUSTICE INVOLVED YOUNG PEOPLE.
UM, BECAUSE WE BELIEVE IN A CONCEPT OF TARGETED UNIVERSALISM, WHICH IS AN UNDERSTANDING THAT IF WE CAN MEET THE MOST ACUTE NEEDS FOR THOSE WHO ARE MOST CHRONICALLY DISCONNECTED FROM WORK AND SCHOOL, THEN WE WILL THEREBY MEET THE NEEDS OF THE LARGER POPULATION OF OPPORTUNITY YOUTH AND BE ABLE TO HELP CLOSE THOSE GAPS AND RECONNECT YOUNG PEOPLE INTO WORK AND SCHOOL.
AND SO WE DID THAT WORK, AND AS WE, UM, COLLECTED THAT DATA AND DID THOSE SURVEYS, UM, WE FOUND, UH, THE, THE DATA POINTS THAT YOU SEE BEFORE YOU, AND I THINK THAT THEY ALIGN VERY CLOSELY WITH THE DATA THAT THE, UM, THAT THE YOUTH SURVEY THAT WAS DONE BY THE OFFICE OF COMMUNITY CARE FOUND 68% OF OUR YOUNG PEOPLE NEEDED SUPPORT WITH HOUSING.
68%, 48% WERE IN NEED OF BETTER TRANSPORTATION.
41% NEEDED HELP ACCESSING FOOD.
ALMOST 50% OF THE YOUNG PEOPLE WE, WE SURVEYED NEEDED HELP WITH GETTING JUST GETTING FOOD.
AND 24% REPORTED A DESIRE OR NEED FOR MENTAL HEALTH SUPPORT.
SO AT THE CORE OF OUR ORGANIZATIONAL ETHOS, WE UNDERSTAND THE INTERSECTIONALITY AND APPARENTLY THE INVERSE RELATIONSHIP BETWEEN SOCIAL DETERMINANTS OF HEALTH AND BEHAVIORS THAT IMPACT PUBLIC SAFETY.
WE FUNDAMENTALLY BELIEVE THAT IF WE ADDRESS THE UNDERLYING NEEDS OF YOUNG PEOPLE ALONG WITH THE CONDITIONS THAT PERPETUATE THOSE NEEDS, WE WILL ACHIEVE GREATER PUBLIC SAFETY, DECREASED JUSTICE INVOLVEMENT, DECREASE RECIDIVISM, AND IMPROVE LIFE OUTCOMES FOR YOUNG ADULTS AND YOUNG PEOPLE, WHICH IS A WIN FOR EVERYONE.
WE ALSO ARE VERY PROUD THAT IN OUR PROGRAMMING WHERE WE DO ADDRESS THOSE UNDERLYING NEEDS WHERE WE DO PROVIDE THOSE, I SAY, UM, WRAPAROUND SERVICES ON STEROIDS,
SO IN OUR JUVENILE JUSTICE SYSTEM, YOUNG PEOPLE WILL BE ARRESTED AGAIN, 73.7% OF THE TIME, AND IT'S 75% FOR OUR YOUNG ADULTS.
SO ADDRESSING THESE UNDERLYING NEEDS IS CRITICAL TO INCREASING, TO REDUCING RECIDIVISM AND INCREASING OUR PUBLIC SAFETY.
I WANTED TO SHARE WITH YOU ALL SOME OF THE LEARNINGS THAT WE GATHERED FROM BOTH THE, UM, SURVEYS THAT WE DISTRIBUTED, AS WELL AS THE VIBE SESSIONS.
AND I THINK IT'S CRITICALLY IMPORTANT TO, TO KNOW WHAT WE LEARNED.
SO ONE OF THE THINGS WE LEARNED IS THAT MOST, UM, THE MOST COMMON DISCONNECTION POINT FOR YOUNG PEOPLE WAS BETWEEN THE AGES OF 14 AND 16.
THAT'S ABOUT THE NINTH GRADE AND THE 11TH GRADE.
THERE WAS A TIME WHERE YOUNG PEOPLE WERE EXPERIENCING DIFFICULTIES AND CHALLENGES AT HOME, BUT DID NOT HAVE ACCESS TO SERVICES AND SUPPORTS

TO HELP THEM TO NAVIGATE THOSE SPACES.WE ALSO HEARD THAT YOUNG PEOPLE, THAT PEOPLE IN AUTHORITY WERE NOT LISTENING TO THE YOUTH.
UM, THEY WERE NOT LISTENING TO BOTH THEIR VERBAL AND THEIR NONVERBAL COMMUNICATION.
AND UNFORTUNATELY, THE YOUNG PEOPLE BECAME FRUSTRATED, WHICH CAUSED THEM TO HAVE BEHAVIORAL CHANGE, BEHAVIORAL CHALLENGES.
THE OTHER THING THAT WE HEARD FROM YOUNG PEOPLE IS THAT THEY NEEDED A SAFE PLACE TO BE, WHICH IS REALLY INTERESTING WITH REGARDS TO THE DATA POINTS ABOUT THE RECREATION CENTERS, I THINK THAT THERE'S SOME REAL OPPORTUNITY THERE TO BE ABLE TO IDENTIFY SOME OF OUR REC CENTERS WHERE WE CAN ENCOURAGE OUR YOUNG PEOPLE TO GO THERE AS A SAFE SPACE.
AND THE LAST THING THAT, UM, I WANTED TO HIGHLIGHT ON THIS SLIDE IS THAT OUR YOUNG PEOPLE, FOOD IS A CHALLENGE.
FOOD IS A SIGNIFICANT, SIGNIFICANT CHALLENGE FOR OUR YOUNG PEOPLE.
I WANNA ALSO HIGHLIGHT THAT AGAIN, WE'RE TALKING ABOUT BEHAVIORAL CHANGE.
AND IF YOU'RE FAMILIAR WITH MASLOW'S HIERARCHY OF NEEDS, IT IS A FRAMEWORK THAT IDENTIFIES THE BEHAVIORAL MOTIVATION BEHIND PEOPLE.
THE BASELINE ASPECTS OF MASLOW'S HIERARCHY OF NEEDS ARE THE PHYSIOLOGICAL NEEDS THAT EVERY HUMAN BEING HAS.
AND THOSE PHYSIOLOGICAL NEEDS INCLUDES FOOD, WATER, SHELTER, CLOTHING, UM, AND A PLACE TO SLEEP.
AND WHEN THOSE NEEDS ARE THREATENED, IT LITERALLY SENDS PEOPLE INTO A STATE OF SURVIVAL MODE.
AND SURVIVAL MODE MEANS THAT WE ARE OPERATING AND BEHAVING FROM A PLACE OF OUR AMYGDALA, WHICH IS OUR FIGHT OR FLIGHT RESPONSE.
SO WHEN WE TALK ABOUT THE BEHAVIORS OF SOME OF OUR YOUNG PEOPLE IN SITUATIONS WHERE THEY'RE, UM, AGGRESSIVE OR ANGRY, OR THEY FEEL LIKE THEY'RE BEING THREATENED, IT'S BECAUSE THEY ACTUALLY DO FEEL THREATENED.
AND THAT'S WHY WE HAVE THAT GREAT NEED FOR MENTAL HEALTH SUPPORTS AS WELL FOR OUR YOUNG PEOPLE.
AND SO, AGAIN, JUST TO KIND OF, UM, SUM UP OUR LEARNINGS FROM THE VIBE SESSIONS, UM, WE FOUND THAT THE ACCUMULATION OF COMPOUNDING FACTORS FROM THE ENVIRONMENT AT HOME, STRESS AND STRIFE FROM INTERPERSONAL RELATIONSHIPS, THE ABSENCE OF A CONSISTENT, DEPENDABLE ADULT TO OFFER GUIDANCE IN A LESS THAN FLEXIBLE OR SUPPORTIVE ENVIRONMENT AT SCHOOL CREATES THE PERFECT RECIPE FOR DISENGAGEMENT.
AND SOME OF THE CRITICAL NEEDS, AGAIN, THAT OUR YOUNG PEOPLE IDENTIFIED WAS THEY NEEDED A SAFE SPACE.
THEY NEEDED COMMUNITY, THEY NEEDED CARING ADULTS WHO WOULD GIVE THEM DIRECTION AND INSIGHT, AND THEY NEEDED, THEY NEEDED A SPACE AND OPPORTUNITY TO ASSERT AN APPROPRIATE LEVEL OF INDEPENDENCE.
I, I WANT TO HIGHLIGHT AN APPROPRIATE LEVEL OF INDEPENDENCE, BECAUSE WE FOUND A LOT OF YOUNG PEOPLE WHO WERE SERVING HONESTLY IN A ROLE OF PARENTS, SO MANY OF THEM WERE HAVING TO TAKE CARE OF THEIR YOUNGER SIBLINGS.
THEY WERE HAVING TO FIGURE OUT HOW TO PUT FOOD ON THE TABLE.
THEY WERE HAVING TO FIGURE OUT HOW TO KEEP LIGHTS ON WORK, EXTRA JOBS.
WE SAW THAT IN THE SURVEY, SOME OF THE YOUNG PEOPLE WHO ARE WORKING TO CONTRIBUTE TO THE HOUSEHOLDS.
AND THAT WAS A LEVEL OF, OF INDEPENDENCE AND RESPONSIBILITY THAT IS NOT APPROPRIATE FOR A CHILD OR FOR A YOUNG PERSON.
AND SO OUR YOUNG PEOPLE VOICE THAT CONCERN.
AND SO WHY DOES ALL OF THIS MATTER? NEXT SLIDE, PLEASE.
ALL OF THIS MATTERS IS BECAUSE OUR OPPORTUNITY YOUTH, UM, WHO ARE DISCONNECTED COMPARED TO THEIR CONTEMPORARIES, THEY HAVE CHRONIC, UM, UNEMPLOYMENT ISSUES, POVERTY ISSUES, MENTAL HEALTH DISORDERS, CAN EXHIBIT CRIMINAL BEHAVIORS, CAN, UM, HAVE CHALLENGES WITH INCARCERATION, POOR HEALTH, AND EARLY MORTALITY.
THESE ALARMING DISPARITIES BETWEEN OPPORTUNITY YOUTH AND THEIR MORE CONNECTED PEERS REPRESENT A PUBLIC HEALTH PROBLEM WITH SERIOUS SOCIAL, ECONOMIC AND HEALTH IMPLICATIONS.
HENCE THE REASON THAT WE ARE DOING THIS WORK.
AND SO, BECAUSE OF THIS EXPERTISE THAT WE BROUGHT TO THE TABLE, THE NATIONAL LEGAL CITIES, UM, BROUGHT US IN AS CONSULTANTS TO HELP WITH THE MUNICIPALITIES RE-IMAGINING COMMUNITY SAFETY GRANT, WHEREBY WE DEVELOPED THE YOUTH SAFETY COLLABORATIVE AND THE YOUTH SAFETY STRATEGIC PLAN, ALONG WITH THE YOUTH SAFETY DATA DASHBOARD.
SO, OVER THE COURSE OF ABOUT EIGHT MONTHS, WE DEVELOPED A YOUTH LEADERSHIP COUNT COUNCIL WITH UPWARDS TO 30 YOUNG PEOPLE.
WE CONVENED MORE THAN 30 ORGANIZATIONS WITH MORE THAN A HUNDRED PEOPLE, AND 18 ME MEETINGS TO REDEFINE PUBLIC SAFETY, IDENTIFY KEY COMPONENTS OF A YOUTH SAFETY STRATEGIC PLAN, AND DRAFT THE PLAN ALONG WITH THE DESIGNING A COMMUNITY FACING DATA DASHBOARD THAT PROVIDES COMMUNITY-BASED ORGANIZATIONS AND OTHERS, UM, WITH TEXAS EDUCATION ASSOCIATION DATA, DALLAS POLICE DEPARTMENT DATA, THE DALLAS COUNTY JUVENILE DEPARTMENT DATA, AND 3 1 1 DATA, SO THAT THE COMMUNITY CAN ANALYZE WHAT'S HAPPENING IN THEIR, IN THEIR COMMUNITIES AND THEIR ENVIRONMENTS, AND TO INFORM THEIR DECISION MAKING ALSO TO DEPLOY SERVICES AND INTERVENTIONS.
SO THE COMMUNITY'S REDEFINED COMMUNITY SAFETY IS AS SUCH, PUBLIC SAFETY IN DALLAS IS A DEVELOPED

AND ACTUALIZED CULTURE THAT ENGAGES ALL, CREATES PATHWAYS OF OPPORTUNITY AND PROMOTES BELONGING SO ALL PEOPLE CAN THRIVE.THIS WAS A MIGHTY UNDERTAKING TO SYNTHESIZE THE VOICES OF MORE THAN A HUNDRED PEOPLE TO HEAR WHAT THEIR THOUGHTS WERE.
THROUGH A, A DEEP, UH, PROCESS OF COMMUNITY DATA GATHERING AND CONVERSATION AND DISTILLING DOWN, WE ACTUALLY CAME TO, UH, THIS DEFINITION THAT, UM, THAT GAINED CONSENSUS.
WE WANTED TO MAKE SURE THAT THE STRATEGIC PLAN WAS ROOTED IN THE VALUES THAT THE COMMUNITY HAS AND THAT THE COMMUNITY IDENTIFIED.
I WILL NOT READ THEM ALL, THEY ARE THERE FOR YOU.
UM, BUT I WILL HIGHLIGHT THAT, UM, SOME OF THE VALUES WERE JOY AND HOPE AND WELLBEING, CRITICAL THINKING AND WISDOM, AN IDEA OF SOCIAL CAPITAL AND COMMUNITY AND BELONGING AND EMOTIONAL INTELLIGENCE.
THESE WERE ALL PIECES THAT THE COMMUNITY FELT WERE CRITICAL AS WE BEGAN TO DESIGN AND TO DEVELOP A STRATEGIC PLAN THAT, UM, THAT THE COMMUNITY BELIEVED WOULD BE MOST EFFECTIVE IN, UM, IN, IN INCREASING, UH, YOUTH SAFETY IN DALLAS.
SO THIS QR CODE WILL LEAD YOU TO THE, UH, YOUTH SAFETY STRATEGIC PLAN THAT IS FOUND ONLINE.

IN THE STRATEGIC PLAN, YOU'LL SEE THAT THERE WERE FOUR KEY CORNER CORNERSTONE AREAS THAT THE COMMUNITY IDENTIFIED AS CRITICAL TO ACHIEVING YOUTH SAFETY.
THE FIRST WAS ECOSYSTEM BUILDING AND INFRASTRUCTURE, THE SECOND LEADERSHIP DEVELOPMENT AND MENTORSHIP, THE THIRD EDUCATION AND THE FOURTH YOUTH JUSTICE.
FOR THE ECOSYSTEM THAT THE, UM, COLLABORATIVE IDENTIFIED A CRITICAL NEED FOR INTERCONNECTION, MULTI INTERCONNECTED, MULTIDISCIPLINARY COLLABORATION TO DESIGN CONTINUUMS OF CARE AND EFFECTIVE PATHWAYS TO EDUCATION AND SOCIAL AND ECONOMIC MOBILITY FOR YOUNG PEOPLE.
WHAT WE HEARD FROM THE COMMUNITY WAS THAT THERE'S A LOT OF GREAT ORGANIZATIONS OUT THERE DOING A LOT OF GREAT WORK, BUT A LOT OF THEM ARE NOT CONNECTED.
THEY'RE NOT TALKING TO ONE ANOTHER.
THERE'S NOT KEY REFERRAL PROCESSES, SO THAT A YOUNG PERSON WHO GOES TO ONE COMMUNITY-BASED ORGANIZATION TO HAVE SERVICES OR TO HAVE NEEDS MET, BUT THAT ORGANIZATION CAN'T MEET THOSE NEEDS.
THERE'S NOT A CONTINUUM OF CARE THAT CAN SAFELY GUIDE A YOUNG PERSON THROUGH THE PROCESS OF GETTING THEIR NEEDS MET AND ACHIEVING THE GOALS THAT THEY HAVE.
AND SO ONE OF THE, UH, KEY CORNERSTONES WAS TO DEVELOP AN ECOSYSTEM.
AND THAT ONE OF THE KEY ASPECTS OF THAT ECOSYSTEM DEVELOPMENT IS TO DEVELOP A COMPREHENSIVE AND ACCESSIBLE INFRASTRUCTURE TO ENGAGE, UM, TO ENGAGE YOUNG PEOPLE IN WORKFORCE EDUCATION AND SKILLS DEVELOPMENT OPPORTUNITIES.
SECOND WAS TO STREAMLINE AND IMPROVE THE PROCUREMENT PROCESS FOR EFFECTIVE COLLABORATION.
UM, AND THEN TO EMPOWER COMMUNITY ORGANIZATIONS TO SECURE AND MANAGE RESOURCES.
UM, AND THERE'S A COUPLE OTHER THERE, BUT I WILL IN THE INTEREST OF TIME, MOVE ON, MOVE ON TO THE NEXT SLIDE.
SO, LEADERSHIP DEVELOPMENT AND MENTORING WAS ANOTHER, WAS ANOTHER SET OF GOALS WHERE, UM, THERE WAS A HUGE EMPHASIS ON CENTERING YOUTH VOICE, NOT JUST IN HEARING FROM YOUTH, BUT ALSO IN DECISION MAKING.
SO ALLOWING YOUTH TO PARTICIPATE IN THE DECISION MAKING PROCESS.
THE SECOND WAS TO SUPPORT YOUTH THROUGH HEALTHY, POSITIVE RELATIONSHIPS AND GROWTH OPPORTUNITIES.
YOU HEARD A LOT OF THAT AS, UH, JESSICA REFERENCED WOW AND BAM.
AND THOSE ORGANIZATIONS AND THOSE PROGRAMS, THOSE WERE IDENTIFIED AS CRITICAL NEEDS IN THE COMMUNITY AS WELL.
EDUCATION GOALS, UM, AND REALLY INCLUDED THAT ALL SCHOOLS SHOULD FOSTER A SAFE SUPPORTING ENVIRONMENT WHERE STUDENTS CAN THRIVE AND DEVELOP TO THEIR FULLEST POTENTIAL.
THERE ALSO NEEDED TO BE, UM, A COMPREHENSIVE SUPPORT SYSTEM THAT LEVERAGED THE DIVERSE COMMUNITY, THE DIVERSE, UM, THEY LEVERAGED THE DIVERSE STRENGTHS OF THE COMMUNITY TO CREATE A SUPPORT NETWORK AROUND SCHOOLS, EMPOWERING TEACHERS TO FOCUS ON EDUCATION WHILE THE COMMUNITY COLLABORATIVELY ADDRESSES THE BROADER STUDENTS' STUDENT NEEDS.
AND THEN THERE ALSO NEEDED TO BE, UM, WAYS THAT WE COULD CULTIVATE AND FOSTER A CULTURE OF A CULTURE OF MUTUAL RESPECT AND PARTNERSHIP.
AND THEN FOR THE JUSTICE GOALS, THE REALLY HIGH LEVEL WERE TO REALLY MAXIMIZE DIVERSION OPPORTUNITIES FOR YOUNG PEOPLE TO AVOID JUSTICE SYSTEM INVOLVEMENT.
AS YOU HEARD, ONCE A YOUNG PERSON GETS INVOLVED IN THE JUSTICE SYSTEM, THE LIKELIHOOD OF BEING CONTINUING TO BE INVOLVED IS

INCREDIBLY HIGH.AND SO THE BEST WAY THAT WE CAN IMPROVE PUBLIC SAFETY IS FOR YOUNG PEOPLE TO NOT GO INTO THE SYSTEM TO BEGIN WITH, AND TO BE ABLE TO GET ACCESS TO THOSE SUPPORTS AND RESOURCES THAT THEY NEED, UM, ON THE FRONT END.
AND THEN, UM, AND THEN THERE WAS ALSO JUST ONE OTHER POINT WAS TO REDUCE THE JUVENILE DETENTION POPULATION.
AGAIN, GOING TO THE POINT OF HOW THAT POPULATION OR HOW DETENTION IMPACTS RECIDIVISM AMONG YOUNG PEOPLE.

UM, THEY, WELL, ACTUALLY IT'S NOT THAT DIFFERENT.
THEY ALWAYS PROVIDE US THE ANNUAL ESTIMATE, AND THAT'S BASED ON PROJECTED PARTICIPATION RATES.
UH, TYPICALLY THE AMOUNT THAT THEY AWARD TO US ON AN ANNUAL BASIS HAS SOME COMPONENTS OF SOME FIXED COSTS THAT ARE BASED ON SOME TRUE, UM, REIMBURSEMENT RATES.
SO THEY MIGHT PROVIDE SOME FUNDING SPECIFICALLY FOR SOME BREASTFEEDING SUPPORT, SPECIFICALLY FOR SOME CLINIC IMPROVEMENTS, ET CETERA, ET CETERA.
BUT THE VAST MAJORITY OF THE ANNUAL ALLOCATION IS ACTUALLY, UH, PER PARTICIPANT RATE.
SO I FORGET THE DOLLAR AMOUNT.
IT'S 12 SOMETHING, 1234 MAYBE.
I KNOW MY WIC ADMINISTRATOR IS ACTUALLY HERE.
DO YOU KNOW WHAT'S THE RATE? IT'S A LITTLE OVER 13.
SO IT ALSO INCREASES FAIRLY REGULARLY.

UM, AND WE WERE ABLE TO PUT FORWARD A PROPOSAL FOR, UH, REALLY TYING, UH, THE EVALUATION TO HOW THE DIGITAL NAVIGATION SERVICES AND THE ACCESS THAT THEY HELP TO PROVIDE CAN TIE BACK TO ECONOMIC MOBILITY OPPORTUNITIES FOR RESIDENTS.
SO, SO THAT WAS THE CRUX OF THE PROPOSAL OF WHAT WE'RE LOOKING TO EVALUATE.
I HAVE MY ADMINISTRATOR OF OUR FINANCIAL EMPOWERMENT TEAM HERE, UH, HE CAN PROVIDE DEEPER CONTEXT IF YOU'D LIKE.
SO THIS WAS A COMPETITIVE GRANT? IT IT WAS, YES.
WELL, I'M JUST WONDERING IF THIS INDICATES THAT WE'RE, UH, RECOGNIZED AS A CITY WITH A GOOD DIGITAL NAVIGATOR PROGRAM AND THAT'S WHY WE GOT THE FUNDING.
OR IS IT THE OPPOSITE THAT WE HAVE A POOR PROGRAM AND THEY WANNA SUPPORT ITS IMPROVEMENT?
UM, IN FACT, WE'VE BEEN AWARDED, UH, TWICE IN A YEAR WITH THE DIGITAL INNOVATORS.
CRUZ, PLEASE COME CORRECT ME ON, WE'VE RECEIVED A REALLY IMPORTANT AWARD TWO YEARS IN A ROW, AND I'M BLANKING ON IT 'CAUSE I'M HAVING A HARD TIME SHIFTING HATS SO QUICKLY.
AND WE SHOULD ALSO, WE SHOULD ALSO RECOGNIZE OUR, OUR PARTNER IN THIS, THE DALLAS INNOVATION ALLIANCE THAT HAS WORKED WITH US SINCE, UH, BEFORE COVID, BUT REALLY DURING COVID TO FIGURE OUT HOW DO WE, HOW DO WE DEAL, HOW DO WE ADDRESS THE DISPARITY AROUND PEOPLE RECEIVING INTERNET SERVICES IN OUR CITY? AND SO THIS IS REALLY A GROWTH OPPORTUNITY FOR US AS WE LOOK TO, UH, ALIGN OUR, OUR SERVICES WITH NATIONAL PARTNERSHIPS AND BECOME MORE DATA DRIVEN.
WE UNDERSTAND THAT, THAT WE NEED TO BE SAVVY ABOUT ACCESSING GRANT OPPORTUNITIES OR FEDERAL GRANT OPPORTUNITIES ANYTIME WE CAN.
SO WE'RE WORKING ACROSS DEPARTMENTS WITH OUR OFFICE OF GOVERNMENT AFFAIRS TO APPLY FOR EACH AND EVERY GRANT SO THAT WE CAN CONTINUE TO BRIDGE THE DIGITAL DIVIDE IN THIS POST COVID ENVIRONMENT.

THE, UH, THE GENERAL, UH, THE TRAILBLAZERS AWARD, UH, FROM, UH, THE NATIONAL DIGITAL UH, INCLUSION ALLIANCE.
UM, AND SO THAT'S SOMETHING THAT THE CITY OF DALLAS IS BEING RECOGNIZED FOR, UH, THESE PAST TWO YEARS.
ARE THERE ANY, UH, CHAIR CHAIRWOMAN WILLIS HAS HER HAND UP.
ADDRESSING THIS MEMO, I SEE THE TIME PERIOD, UH, GOES THROUGH AUGUST 31ST, 2025, AND THAT THE INTENT OF THIS GRANT WAS TO EVALUATE OUR DIGITAL NAVIGATORS PROGRAM.
NOW, I KNOW THAT THEY'VE ONLY RECENTLY LAUNCHED, I MEAN LIKE WITHIN THE LAST YEAR.
SO ARE WE GETTING TO THE END OF THIS GRANT FOR DESIGNING AND EVALUATION BECAUSE WE NEEDED THAT DATA, OR I'M JUST A LITTLE CONCERNED WHEN I SEE THAT THAT GRANT PERIOD IS APPROACHING THE END OF THE GRANT PERIOD? UH, YEAH.
SO ACTUALLY PART OF THAT IS BECAUSE IT TOOK THEM, UH, A, A FAIR BIT OF TIME TO ACTUALLY GET THE CONTRACT TO US SO THAT WE COULD, UH, WORK WITH OUR ATTORNEYS TO REVIEW IT AND THEN DO SOME NEGOTIATIONS ON IT.
UM, BUT IT'S ACTUALLY LOOKING BACKWARDS.
UH, THE PROGRAM HAS ACTUALLY BEEN ONGOING FOR OVER TWO YEARS.
SO WE HAVE THAT DATA KIND OF GOING BACKWARDS.
UM, AND IT IS, HAS SOME BASIS AND SOME COMPARISON WE'RE WORKING VERY CLOSELY WITH AND WE PARTNERED WITH DALLAS INNOVATION ALLIANCE ON, UH, THE APPLICATION OF COURSE, TO MAKE SURE THAT EVERYTHING THAT WE WERE PUTTING FORWARD, WE TRULY HAD THE DATA AVAILABLE AND THAT WE COULD ACTUALLY DO THE ANALYSIS ON.
SO, UM, WE DO THINK THAT WE'RE GONNA GET A VERY VALUABLE INSIGHT ON THAT, EVEN THOUGH IT IS KIND OF A RAPID TURNAROUND, UM, IT'S DESIGNED TO DO THAT, UM, BECAUSE THE PROGRAM HAS BEEN ONGOING.
SO THE, THE EVALUATION HAS BEEN DESIGNED, THE GRANT APPLICATION OR THE GRANT ITSELF WAS FOR THE DESIGN OF THE EVALUATION, NOT NECESSARILY THE IMPLEMENTATION PIECE.
SO THE IMPLEMENTATION WILL COME AFTER THE GRANT PERIOD.
UM, BUT THE GRANT ITSELF WAS JUST TO DESIGN THE EVALUATION AND MAKE SURE THAT IT'S, UH, RESEARCH BASED AND RESEARCH EVIDENCE, UM, THAT WE, THAT WE'RE ABLE TO DUPLICATE ACROSS OTHER PROGRAMS AS WELL.
AND THEY PROVIDE THE TECHNICAL ASSISTANCE TO MAKE SURE THAT, THAT WHAT IS BEING DESIGNED IS SOMETHING THAT IS FEASIBLE AND CAN BE DONE WITH THE PROGRAMMING IN PLACE WITH THE DATA THAT WE HAVE, WITH THE TOOLS AND RESOURCES THAT WE HAVE AS WELL.
SO, UH, WE'RE NOT DESIGN, WE'RE VERY EXCITED ABOUT OPPORTUNITY.
