SO I START WITH THIS SLIDE TO KIND OF ACKNOWLEDGE THAT THE US ARMY CORPS OF ENGINEERS IS CELEBRATING THEIR 250 YEARS OF SERVICE TO OUR NATION PROVIDING PUBLIC ENGINEERING SERVICES FROM MILITARY CONSTRUCTION TO EMERGENCY MANAGEMENT AND OF COURSE, TO CIVIL WORKS WHICH IS WHAT WE'RE HERE TO TALK ABOUT TODAY A WHOLE HOST OF BUSINESS LINES THAT WE PROVIDE TO THE NATION THAT WE HOPE THAT THIS WHAT? THAT WE KNOW THE DALLAS FLOODWAY IS INCLUDED IN AND IS ONE OF THE PREMIER PROJECTS THAT WE HAVE IN OUR PORTFOLIOS. [00:05:05] I DO WANT TO ADD REALLY QUICKLY, THE FORT WORTH DISTRICT IS ALSO CELEBRATING ITS 75TH ANNIVERSARY THIS YEAR, JUST IN THIS PAST APRIL, AND NEARLY ALL THOSE 75 YEARS, WE'VE BEEN JOINED WITH THE CITY OF DALLAS ON THE DALLAS FLOODWAY PROGRAM. NEXT SLIDE PLEASE. IN PREVIOUS BRIEFINGS, WE'VE HAD A LONG LIST OF DETAILED TIMELINES OF FLOODS AND REPAIRS AND BONDS THAT HAVE PASSED TO SUPPORT DEVELOPMENT OF THE DALLAS FLOODWAY. I JUST TAKE THE OPPORTUNITY TO SHARE A VISUAL ASPECT OF THAT TODAY. AND YOU SEE, SINCE 19 EARLY 1930S, WHEN THE FIRST LEVEE SYSTEM WAS BUILT, AND THEN BEGINNING IN THE 50S, WHEN THE CORPS OF ENGINEERS STARTED HARDENING, HARDENING THE, THE LEVEES ITSELF WE HAVE SEEN GOOD OPERATION OF THE LEVEE SYSTEM PROVIDING WHAT IT DOES BEST, FLOOD RISK MITIGATION. AND THERE IT IS, ALL THE WAY UP THROUGH THE 2020 ERA WHERE IT CONTINUES TO DO THAT AND WE FEEL CONFIDENT IT IS A STABLE AND STRONG SYSTEM TO DO THAT INTO THE FAR FUTURE. NEXT SLIDE. AND LOTS GOING ON THIS SLIDE. SO I'LL BE VERY QUICK. THIS KIND OF DEFINES YOU KNOW, REALLY BOTTOM LINE THAT THE DALLAS FLOODWAY IS A PART OF A GREATER SYSTEM. SO THERE IN THE CENTER OF THIS IMAGE IS KIND OF WHAT WE DEPICT AS THE CITY OF DALLAS. AND WE JUST WANT TO CONVEY EVERYTHING THAT PASSES THROUGH DOWNTOWN DALLAS, UPSTREAM, AS FAR AS RAY ROBERTS AND BRIDGEPORT LAKES, DISCHARGES FROM THOSE FLOW THROUGH THE DALLAS FLOODWAY THROUGH URBAN CITY DALLAS ALL THE WAY DOWN TO THE GULF. AND SO REALLY JUST KIND OF GIVES AN IMPACT OF THAT EVERYTHING THAT WE DO IMPACTS THE REGION. IN ADDITION TO THE CITY. NEXT SLIDE. HISTORICALLY, WE LIKE TO COVER JUST THE NEXT SLIDE. YES, HISTORICALLY WE LIKE TO COVER JUST KIND OF SOME OF THE ROLES AND RESPONSIBILITIES THAT IS A PART OF THE OPERATING AND MAINTAINING THE DALLAS FLOODWAY. AND SO REAL QUICK, JUST WANT TO REITERATE THAT THE DALLAS FLOODWAY IS A FEDERALLY AUTHORIZED SYSTEM THAT THE CITY OF DALLAS OWNS, OPERATES, AND MAINTAINS. THEY MAINTAIN THEIR ELIGIBILITY THROUGH THE PUBLIC LAW 8499. IN THE EVENT THAT THERE'S A DECLARED DISASTER WE DO WITH THE FEDERAL GOVERNMENT, COME IN AND SUPPORT REPAIRS AND FINANCING TO REPAIR THINGS. WITH THE CORPS SIDE OF THE HOUSE YOU SAY SIDE OF THE HOUSE? WE CONDUCT REGULAR ROUTINE INSPECTIONS OF THE LEVEES, THE SUMPS AND THE PUMP STATIONS. WE, IN FACT, HAVE ONE COMING UP VERY SOON. WE HAVE AN ACTION THAT YOU'LL SEE THROUGH A DIFFERENT COUNCIL AGENDA ITEM FOR A SPECIAL LEVEE ACCREDITATIONS INSPECTION. AND SO WE'LL BE CONDUCTING THOSE IN PARTNERSHIP WITH OUR DALLAS WATER UTILITIES PARTNERS COMING UP HOPEFULLY LATER THIS THIS FY AND INTO NEXT YEAR 2026. BUT WE DO THAT REGULAR AND ROUTINE AND WE DO DETAILED INSPECTIONS AND ASSESSMENTS AND PROVIDE THAT IN CONJUNCTION WITH THE OPERATION AND MAINTENANCE SUPPORT FROM THE CITY OF DALLAS. NEXT SLIDE. WHAT I'M GOING TO HIGHLIGHT TODAY. A LOT OF THE WORK IN THE PROJECT STATUS THAT WE'VE ACCOMPLISHED HAS ALL BEEN FUNDED THROUGH THE CORPS OF ENGINEERS SUPPLEMENTAL PROGRAM. AND SO THE MONIES THAT WE HAVE, WE RECEIVE THROUGH THE BIPARTISAN BUDGET ACT OF 2018, AND WE STILL FEEL THOSE ARE WE'RE IN GOOD POSITION TO DELIVER THE PROGRAM WITH THOSE FUNDS. THE CURRENTLY, THE DALLAS FLOODWAY HAS RECEIVED 457 MILLION IN FEDERAL AND LOCAL FUNDING, AND THE DALLAS FLOODWAY EXTENSION HAS RECEIVED 135 MILLION IN FEDERAL FUNDING. THE UNIQUE IS THE DALLAS FLOODWAY EXTENSION RIGHT NOW IS 100% FEDERALLY AUTHORIZED, AND THE CITY IS ACQUIRING THE LANDS AND CLEANING THE LANDS FOR US TO BUILD THOSE TWO CRITICAL PROJECTS THAT WE'LL TALK ABOUT SHORTLY. AND WE HAVE A STRONG PARTNERSHIP WITH THE CITY IN PERFORMING THE REVIEWS AND THE COORDINATIONS OF DELIVERING THESE PROJECTS FROM START TO FINISH. NEXT SLIDE. SO I REALLY START TO KIND OF DIVE INTO THE SPECIFIC PROJECT FEATURES, AND I'LL GO REAL FAST THROUGH MAJORITY OF THEM AND GIVE YOU AN UNDERSTANDING OF WHERE WE'RE AT. BUT WE START WITH THE DALLAS FLOODWAY AND IN FRONT OF YOU YOU'LL SEE A MAP ON THE LEFT HAND SIDE AND SOME KEY INFORMATION ON THE RIGHT. THE DALLAS FLOODWAY WAS AUTHORIZED BY WRDA IN 2007. AND WE ARE PRIMARILY WE'RE PRIMARILY PROVIDING FLOOD RISK MANAGEMENT COMPONENTS AT THIS TIME WITH THE FUNDING THAT WE'VE BEEN AUTHORIZED. AND THOSE COMPONENTS INCLUDE THE LEVEE SYSTEM ITSELF, IMPROVING THE 277 K LEVEE RAISE AND SLOPE FATTENING, AND A MULTIPLE OF PUMP STATIONS, WHICH WE'LL WALK THROUGH SLIDE BY SLIDE HERE SHORTLY. AND RIGHT NOW TEMPLATED OUT IN THE FUTURE PENDING ASSURED FUNDING IS SOME ECOSYSTEM RESTORATION THAT WE HAVE UP ON THE [00:10:06] AUTHORIZED PROJECT. NEXT SLIDE. SO WE'RE RUNNING THROUGH THE EACHES HERE. 277 K LEVEE RAISE AND SLOPE FLATTENING. WE JUST DELIVERED THAT PROGRAM LAST MONTH. WE'RE REALLY EXCITED. AND AS YOU CAN SEE THERE WE'VE WE HAD STRONG PARTNERING HANDOFFS AND TURNOVER TO THE CITY OF DALLAS FOR OPERATIONS AND MAINTENANCE OF THOSE CRITICAL FEATURE WE DID YOU KNOW, ESSENTIALLY RAISE THE LEVEE BACK TO ITS AS BUILT AS DESIGN LEVEL AND DID A LOT OF SLOPE FLATTENING TO HARDEN THAT LEVY FOR FUTURE OPERATION AND REDUCE ANY OF THAT LONG TERM MAINTENANCE THAT'S SETS REQUIRED THERE ON THE ON THE FAR RIGHT IS JUST A GOOD SNAPSHOT OF SOME OF THE CRITICAL WORK WE DID IN THE RIVER CHANNEL ITSELF TO, YOU KNOW, STABILIZE THE EAST LEVEE THERE JUST SOUTH OF I-45. NEXT SLIDE. NEXT SLIDE. AND WE MIGHT BE FROZEN ON ON THIS CURRENT SLIDE. NEXT SLIDE CHARLIE TWO PUMP STATION. WE ARE DILIGENTLY CONSTRUCTING CHARLIE TWO PUMP STATION. WE HAD A GREAT GROUNDBREAKING CEREMONY OUT THERE JUST THIS LAST FALL. AND THIS PROJECT IS MOVING ALONG. WELL, IT'S A LITTLE BIT BEHIND SCHEDULE, BUT WE AIM TO DELIVER AND COMMISSION THIS THIS PUMP STATION IN MID 2026 WE'VE GOT AND I DON'T SEE IT UP ON THE SLIDE YET. WE'VE GOT YOU KNOW, THIS THIS IMPORTANCE OF THIS PUMP STATION IS THAT WE'RE GOING TO BE ADDING ABOUT 100,000 GALLON PER MINUTE INCREASE IN PUMPING CAPACITY IN THIS AREA OF DALLAS. NEXT SLIDE. REALLY EXCITED TO AND NEXT SLIDE. OKAY. OKAY. FOLLOWING THAT GROUNDBREAKING CEREMONY WE HAD SOME EXCELLENT EXCITING AWARDS FOR OUR PROGRAM. OUR FIRST AWARD THIS JUST EARLIER THIS YEAR WAS FOR THE NOBLES BRANCH SUMP IMPROVEMENT, WHICH IS KIND OF ON THE WEST END OF THE DALLAS FLOODWAY. THIS IS A CRITICAL SUMP IMPROVEMENT THAT'S GOING TO ALLOW MORE WATER THROUGH THE ELM FORK TO CONVEY TOWARDS THE HAMPTON PUMP STATION AREA AND OVERALL INCREASE THAT THAT DRAINAGE CAPACITY IN THAT PART OF DALLAS. THERE'S GOING TO BE GROUND WORKS GOING TO BEGIN JUST AS SOON AS LATER THIS MONTH OUT THERE. SO WE'LL SEE. CONSTRUCTION ON UNDERWAY YOU KNOW, THROUGHOUT THE MIDDLE OF THE SUMMER. AND THIS PROJECT IS AIMED TO BE DELIVERED LATE NEXT YEAR IN 2026. NEXT SLIDE. AND JUST AFTER THE NOBLES BRANCH SUMP CONTRACT AWARD, WE AWARDED DELTA PUMP STATION. WE WERE REALLY EXCITED ABOUT GETTING DELTA PUMP STATION AWARDED. WE DID THAT WITH OUR ONE OF OUR SISTER DISTRICTS DOWN IN THE GALVESTON DISTRICT DOWN IN GALVESTON, TEXAS. AND THIS THIS IS A REALLY CRITICAL REHABILITATION OF THE EXISTING DELTA PUMP STATION. WE AIM TO INCREASE EFFICIENCY IN THE PUMPING CAPACITY OF THIS SITE AND BRING A LOT OF THE CONTROLS AND ELECTRICAL COMPONENTS UP TO CODE THAT THAT OF CURRENT CODE THAT WE HAVE TODAY. AND AGAIN WE SEE WE'LL SEE CONSTRUCTION START SOMETIME NEXT YEAR AS WE WRAP UP DESIGN THROUGHOUT MAJORITY OF 2025. AND AIM TO BRING THIS PUMP STATION ON, ON TO STATUS IN LATE 2027. NEXT SLIDE. SO WE'RE KIND OF WRAPPING UP SOME OF THE THE MAIN PUMP STATIONS IMPROVEMENTS THAT WE'RE GOING TO BE DOING FOR THE DALLAS FLOODWAY. HAMPTON PUMP STATION IS REALLY, THREE PROJECTS THAT I THAT I'LL BRIEF, BUT REALLY JUST ON ONE SLIDE THE MAIN FEATURE OF THE HAMPTON PUMP STATION IS GOING TO BE A BRAND-NEW, BRAND-NEW PUMP STATION WE CALL HAMPTON THREE PUMP STATION AT THE SITE. THIS WILL BE ONE OF THE LARGEST PUMP STATIONS ON THE DALLAS FLOODWAY. [00:15:03] REALLY KIND OF JUST SISTER TO PUMP STATION ON THE EAST LEVEE. AND IT WILL INCREASE THE INTERIOR DRAINAGE ALONG THE EAST LEVEE. AND THAT HAMPTON SUMP AND THE NOBLE SUMP WILL BE CONVEYING MAJORITY OF THE WATERS ALONG THE ELM FORK CREEK TO THIS SITE FOLLOWING THE COMMISSIONING OF HAMPTON THREE. THEN WE'LL PROCEED TO RENOVATING NEW HAMPTON, WHICH IS JUST ADJACENT TO IT WHICH WILL BE BRINGING A LOT OF THE CONTROLS AND SCADA EQUIPMENT UP TO CODE AND UP TO THE CITY'S CURRENT WORKING SYSTEMS. AND THEN FOLLOWING THE COMPLETION OF THE NEW HAMPTON RENOVATION, WE'LL GO AHEAD AND AIM TO DEMOLISH THE OLD HAMPTON PUMP STATION AND REPAIR THE LEVEE IN THAT SITE. BACK TO ORIGINAL SETTINGS. AND ONE CORRECTION HAMPTON PUMP STATION, AS I SAID, WAS GOING TO BE ONE OF THE LARGEST IS NOT JUST 700 GALLONS PER MINUTE OPERATING CAPACITY. IT'S GOING TO BE 700,000 GALLONS PER MINUTE. AND FINALLY, FOR DALLAS FLOODWAY, OUR LAST PUMP STATION, WHICH IS A NUMBER ONE PRIORITY FOR US TO, TO CONTINUE TO, TO WORK TOWARDS IS TRINITY PORTLAND. WE ARE AIMING TO BRING THAT BACK INTO REPROCUREMENT IN THE FISCAL YEAR 2027. SO REALLY LATE NEXT YEAR OR EARLY 2027 IS KIND OF WHEN WE'RE AIMING TO GET THAT CONTRACT BACK IN PLACE. WE CONTINUE TO PARTNER WITH THE CITY OF DALLAS TO ACQUIRE THE FINAL REAL ESTATE AND THE ENVIRONMENTAL ACTIONS THAT ARE NECESSARY FOR US TO CONSTRUCT THAT CRITICAL PROJECT. NEXT SLIDE. SO I WILL BE TRANSITIONING TO TALK DALLAS FLOODWAY EXTENSION NEXT DALLAS FLOODWAY EXTENSION WAS ORIGINALLY AUTHORIZED BACK IN 1965, AND WE CONTINUED TO MAKE GOOD PROGRESS TOWARDS BRINGING THE ULTIMATE AUTHORIZATION TO FRUITION. PRIMARILY, WE'RE FOCUSED ON THE FLOOD RISK MANAGEMENT PORTIONS RIGHT NOW, AND I'LL BE TALKING ON BOTH THE CADILLAC HEIGHTS AND THE LAMAR LEVEES ON THE NEXT TWO SLIDES. BUT YOU CAN SEE THEM DEPICTED THERE IN THE CENTER OF THE MAP. LAMAR. ON THE ON THE EAST SIDE OF THE OR ON THE LEFT SIDE OF THE TRINITY RIVER. AND THEN CADILLAC HEIGHTS IS ON THE RIGHT. NEXT SLIDE. WE'RE AIMING TO CONSTRUCT APPROXIMATELY THREE MILES OF NEW LEVEES AND FLOODWALLS TYING INTO THE EXISTING DALLAS FLOODWAY, EAST LEVEE, AND ROCHESTER PARK LEVEE WHEN IT COMES TO LAMAR, OUR TYPICAL DESIGNS, YOU CAN KIND OF SEE THERE ON THE BOTTOM RIGHT, WE'RE GOING WITH 4 TO 1 SLOPED EARTH EMBANKMENT. AND WE HAVE A NUMBER OF AREAS THAT WILL HAVE FLOOD FLOOD WALLS AS WELL. WE JUST RECENTLY UPDATED OUR DESIGN SCOPE IN 2024 TO ENCOMPASS A UTILITY RELOCATION DESIGN, AND ARE WORKING WITH THE CITY OF DALLAS IN PARALLEL TO ACQUIRE ALL THE REAL ESTATE AND CLEANUP NECESSARY WITH THE GOAL OF END OF 2026 TO HAVE THIS READY TO GO FOR A DESIGN OR FOR A CONSTRUCTION CONTRACT AWARD. AND NEXT SLIDE. AND ACROSS THE TRINITY, WE HAVE CADILLAC HEIGHTS. AGAIN, WE ARE DILIGENTLY UNDERWAY WITH OUR DESIGN EFFORTS. AND WE CONTINUE TO PARTNER WITH THE CITY ON THE REAL ESTATE ACQUISITION AND CLEANUP NECESSARY WITH THE GOAL OF END OF 2026 TO POSITION THIS FOR CONSTRUCTION CONTRACT. AND FINALLY, NEXT SLIDE. AS WE LOOK INTO THAT 20, 30 AND BEYOND TIME FRAME, THAT'S ABOUT WHEN WE'LL WRAP UP FLOOD RISK MANAGEMENT ACTIVITIES. AND THAT'S SORT OF BEEN THE PRIORITY IS GET ALL OF THAT FUNDED, GET IT MOVING. WE'RE GOING TO HAVE EVEN LEVEE IMPROVEMENTS. BUT THE ENVIRONMENTAL DAMAGE THAT'S THERE, NOT BECAUSE OF ANY ONE JUST NEGLECT ALL THOSE THINGS HISTORICALLY. WHY CAN YOU EXPLAIN? I KNOW WHEN WE DID THE PUMP STATION AND OTHER PLACES, WE WERE ABLE TO PUT ALL OF THAT MONEY INTO THE BUDGET FOR IT. SO I'M TRYING TO UNDERSTAND WHY THAT WAS NEVER PUT INTO THE BUDGET IN THE FIRST PLACE. SO THE SO LET'S KIND OF TAKE TWO LAYERS BACK. SO PART OF RESTORING THE RIVER CHANNEL OR PUTTING THE SINUOSITY WAS A REQUEST BY THE CITY OF DALLAS AS PART OF THE BALANCED DIVISION PLAN. SO IT'S NOT NECESSARILY DAMAGES. IT IS TRULY A BETTERMENT, AS MARK MENTIONED, THAT THE CITY WANTED TO MOVE FORWARD WITH. RIGHT. THE BUDGET FOR THE FLOOD RISK MANAGEMENT IS A COMBINATION OF 1998 BOND FUNDS THAT WERE INTENDED FOR THE TRINITY FOR THESE TYPES OF ACTIVITIES, AND THEN THE LOAN MONEY THAT YOU ALL AUTHORIZED US TO TAKE FROM THE WATER DEVELOPMENT BOARD. SO EACH TIME WE BROUGHT ON A COMPONENT, WE'VE HAD TO GO FIND THE FUNDING FOR THAT. SO IT'S NOT THAT IT'S OFF THE TABLE, IT'S JUST THAT WE WILL HAVE TO HELP THE CORPS THROUGH CONGRESSIONAL REQUESTS TO GET THEIR PORTION OF THE ENVIRONMENTAL COMPONENT, AND THEN WE WILL NEED TO HAVE OUR MATCH AVAILABLE. DFE IS A GOOD EXAMPLE. SO THE DFE PROJECT WAS FIRST AUTHORIZED FOR FUNDING FOR DESIGN AND CONSTRUCTION IN 2001. [00:25:09] THE LARGEST AMOUNT OF MONEY THE CORPS RECEIVED IN ANY ONE GIVEN YEAR WAS $12 MILLION. AND SO WHEN YOU'RE LOOKING AT $400 MILLION PROJECTS AND THE CORPS DOES NOT GET FUNDED LIKE A FEDERAL HIGHWAYS DOES, THEY JUST GET AN ANNUAL INCREMENT. AND IT'S REALLY INCUMBENT UPON THEIR WHAT THEY CALL A WORK PLAN. AND THEN CONGRESSIONAL ASSISTANCE IS THE BEST WAY TO EXPLAIN THAT. AND EVERY FIVE YEARS THEY COME IN AND DO A DETAILED IT'S ABOUT A 28 DAY INSPECTION OF THE WHOLE SYSTEM WITH A TEAM OF ABOUT 30. SO US STAYING IN COMPLIANCE ENSURES THAT WE CAN RECEIVE STAFFORD ACT FUNDING ON ANY NATURAL DISASTER IN THE FUTURE. AND WHEN YOU DO THAT I THINK SOMETIMES THE RESIDENTS DON'T SEE I KNOW IT'S AN ENTERPRISE FUND. IT'S COST RECOVERY. SO WHAT IS THE BUDGET FOR OPERATING MAINTENANCE ON A PROJECT, ON THE PROJECT? IT'S ROUGHLY 15 MILLION FOR ABOUT 14,000 ACRES, 11 MILES ON THE EAST, 11 MILES ON THE WEST OF A LEVEE SYSTEM, SEVEN PUMP STATION LOCATIONS. SO IT IS YOUR ELECTRICIANS, YOUR MECHANICS. IT IS MOWING, IT IS TRASH AND DEBRIS REMOVAL. IT IS RUNNING THE SCADA SYSTEM. IT IS ALL OF THOSE COMPONENTS. AND WHEN WE DO, WE FRONT END LOAD THAT COST INTO THESE PROJECTS OR DO WE HAVE TO TAKE IT SOMEWHERE ELSE? I MEAN, HOW IS THIS MAKE SURE WE DO HAVE THE UPKEEP OF THE PROJECT? I THINK THAT REALLY IT BECOMES A WHAT AND HOW DO WE ENVISION THIS? YOU ARE LOOKING AT LEAST $1 BILLION IN ADDITIONAL CONSTRUCTION COSTS TO IMPLEMENT WHAT IS NOT CURRENTLY FUNDED OUTSIDE OF FLOOD RISK MANAGEMENT. AND SO I THINK THAT REALLY BECOMES THE NEXT POINT OF CONVERSATION IS HOW DO YOU PROCEED WITH THAT? WHAT DOES THAT LOOK LIKE? IS THAT STILL DESIRED? AND YOU JUST MENTIONED SOME OF YOUR GREAT ACCOLADES, AND WE COULD PROBABLY SPEND A LOT OF TIME SHARING MORE. BUT IN THE INTEREST OF TIME, I WON'T REPEAT THOSE. JUST KNOW THAT YOUR GUIDANCE HAS BEEN INSTRUMENTAL IN ADVANCING TRANSPORTATION PROJECTS AND INFRASTRUCTURE INITIATIVES, ENSURING THAT THEY ALIGN WITH THE NEEDS OF OUR RESIDENTS.
