THE DEVELOPMENT DISTRICT WAS APPROVED, UH, BACK IN, UH, FEBRUARY 16TH, 1983.

UH, IT, UH, THIS, UH, AREA FOR THIS, UH, PD, UH, ALSO, UH, CREATED OR INITIATED THAT, UH, THE SOCIETY PLAN, UH, WHICH, UH, WAS CREATED TO GUIDE DEVELOPMENT WITH THE PLAN DEVELOPMENT DISTRICT 1 45 IN PLANT DEVELOPMENT, DISTRICT NUMBER 7 0 8.
UH, FINALLY, THE CITY ADMIN AMENDED THIS PD ON JANUARY 27TH, 2001, TO CORRELATE, UH, WITH DIVISION OF THE ART DISTRICT, UH, CONNECT, UH, MASTER PLAN, UH, SIMILAR FOR PLANT DEVELOPMENT NUMBER 7 0 8, UH, THE, WHICH IS, UH, ALSO KNOWN AS THE DALLAS ART EXTENSION AREA SIGN DISTRICT, UH, WAS ESTABLISHED BY ORDINANCE ON, ON MARCH 9TH, 2005.

THE, THE AMENDMENT FOR THE, FOR THE ART DISTRICT, UH, ORIGINALLY, UH, WAS ONLY GOING TO BE THIS AREA.

HOWEVER, SINCE THE, THE CONNECT, UH, ARTS, UH, PLAN CAME IN, THEN AS, UH, C BANK MISSION DECIDED TO INCORPORATE, UH, THAT, UH, PERIMETER AS TO THE PREVIOUSLY APPROVED, UM, OUTRIGHT HEARING, WHICH WAS DONE IN 2000 AND, OR I'M SORRY, IT WAS DECEMBER 13TH, 2018.SO ON JULY, 2023, THE CITY PLAN COMMISSION, UH, APPROVED TO AMEN, THE ORIGINAL, UH, REQUEST AND THEN INCORPORATE TO THIS AREA.
SO THIS WAS ORIGINALLY BACK IN DECEMBER OF 2018.
AND THEN THIS IS WHAT IS BEEN, UH, PROPOSED.
SO HERE'S THE, THE APPROVAL, UH, UH, CONNECT, UH, OUR DISTRICT, UH, MASTER PLAN.
AND THEN THESE ARE KIND OF LIKE THE GOALS THAT THE CONNECT MASTER PLAN HAS, WHICH IS, UH, TRANSFORM, UH,
SO, UM, THIS, UH, AREA IS, UH, WHAT WE'RE TRYING TO HELP, WHICH IS THE SCIENCE.
SO YOU TAKE A LOOK AT THE HATCH AREA.
THIS IS WHAT WE'RE TRYING TO, UH, INCORPORATE JUST ONE ART DISTRICT, WHICH IS ELIMINATING THE, THE ARTS DISTRICT, SUB-DISTRICT, UH, UH, THREE, THREE SUB-DISTRICTS.
AND THEN IT WILL INCORPORATE THIS PORTION OF GEAR BY, UH, BY RESENDING, UH, THAT PORTION OF THE DOWNTOWN SPSD, WHICH INCLUDES THE CVD AND THE CHASE, UH, TOWER.

THE, OUR DISTRICT CONTRIBUTES ABOUT, UH, 341 MILLION IN EXPANDERS AND SUPPORTS ABOUT, UH, 6,000 JOBS.
THIS SUBSTANTIAL CONTRIBUTION TO THE CITY'S ECONOMY IS, UH, UH, UH, UH, UH, STATEMENT TO THE DISTRICT'S, UH, ECONOMIC, UH, UH, PROS AND, UH, SOURCE OF PRIDE, UH, FOR ALL INVOLVED.
THIS IS ACCORDING TO THE EAP SIX AMERICANS FOR, UH, FOR THE ARTS, UH, ARTICLE IN 2023, THE, UM, DALLAS ART DISTRICT CON CONNECT.
THE MASTER PLAN IS GOING TO ENHANCE AND TRANSFORM THE ART, UH, DISTRICTS INTO A VIBRANT MIXED USE NEIGHBORHOOD THAT CONNECTS WITH THE SURROUNDING AREAS OF, UH, UPTOWN PICTURE PARK PINE, CORNER PARK, AND DOWNTOWN.
THESE ARE, UH, SOME OF THE SIGNS THAT THE CROWN EXISTS.
AND THEN THESE ARE SOME, UH, UH, SIGNS THAT KIND OF BRING THAT, SO THIS RIGHT HERE IS THAT, UH, CHASE, UH, UH, SUB-DISTRICT OR THE CHASE HOUSE SUB-DISTRICT.
AND THEN, UM, THIS IS THE PRO, PRO PRIORITY ACTIONS THAT THE CONNECT, UH, MASTER PLAN IS, UH, UH, UH, TRYING TO INCORPORATE.

AND STAFF, WHILE BEING A FUNCTIONAL AND INFORMATIVE AND PURPOSE WILL PROMOTE THE COMMERCIAL SUCCESS OF EACH INDIVIDUAL TENANT IN THE ART DISTRICT.
AND IN TURN, THE COMMERCIAL SUCCESS OF ALL TENANTS IN THE ART DISTRICT COLLECTIVELY, IT CREATES A SENSE OF DESIGN CONTINUITY BETWEEN SCIENCE AND THE OTHER STREETSCAPE ELEMENTS OF THE ART DISTRICT.
IT, UH, WILL HELP MAKE THE ART DISTRICT AN ATTRACTIVE, UH, PLACE FOR THE PUBLIC TO FREQUENT.
BY PROVIDING EASE OF DIRECTIONS TO A SPECIFIC CULTURAL INSTITUTIONS, IT WILL CREATE A MEANS OF IDENT IDENTIFYING VARIOUS TYPES OF, UH, CATEGORIES OF RETAIL ESTABLISHMENT ALONG FOREST STREET AND ROSS AVENUE.
IT WILL IDENTIFY AND PROMOTE CULTURAL EVENTS AND ACTIVITIES CONSISTENT WITH THE PURPOSE OF THE DISTRICT.
IT WILL RECOGNIZE THAT, UH, SIGNAGE HARDWARE IS A PART OF THE OVERALL VISUAL DESIGN OF, UH, SIGNAGE.
AND IT WILL ENSURE THAT THE INVESTMENT IN SCIENCE AND OTHER STRUCTURES IN THE ART DISTRICT ARE NOT EVALUATED BY, UH, IN INAPPROPRIATE OR POOR QUALITY SIGNAGE HARDWARE.
FINALLY, THE, UH, PROPOSED CONDITIONS WILL PREVENT HAZARDS OR ANNOYANCE TO MORE RISK OR PEDESTRIANS, AND NOT, UH, UH, CONTROVERT THE INTENT OF SECTION 51, A SEVEN POINT, UH, 500.
THEREFORE, STAFF RECOMMENDS, UH, APPROVAL FOR THE PROPOSED AMENDMENT AND EXTENSIONS OF THE ART, UH, DISTRICT AND DISTRICT.
