I'M CALLING THIS MEETING TO ORDER AT 9:06. BEFORE I ACTUALLY GET INTO THE AGENDA, I WANT TO WELCOME OUR FORMER MEMBERS BACK. CHAIR WEST, CHAIR BAZALDUA, AND CHAIR BLACKMON.

YOU'RE WONDERING.

MAXIE JOHNSON, AND PAUL RIDLEY. COMMITTEE WORK IS SOME OF THE NUTS AND BOLTS WORK WE DO HERE AT THE CITY.

IT'S WHEN WE ROLL UP OUR SLEEVES, LISTEN TO OUR DEPARTMENTS, PRESENT BRIEFINGS AND MEMOS ON THEIR WORK, WHETHER IT'S A NEW PROJECT THAT WILL EVENTUALLY COME TO COUNCIL FOR VOTE OR AN UPDATE ON CURRENT PROJECTS.

OUR FOCUS AND ATTENTION AT THE COMMITTEE LEVEL IS IMPORTANT.

WE NEED TO DO TWO THINGS. ONE, LISTEN WELL AND GIVE FEEDBACK THAT REPRESENTS OUR VOICE, THE VOICE OF OUR DISTRICT, OR THE VOICE OF THE CITY AS A WHOLE. GOOD CITY GOVERNMENT DEPENDS ON THIS DIALOG.

OUR BRIEFING ITEM IS A PARK SAFETY SECURITY UPDATE FROM KEVIN MONDY, SUPERINTENDENT, PARKS AND RECREATION DEPARTMENT, AS WELL AS OUR OFFICE OF DATA AND BUSINESS INTELLIGENCE GROUP.

THIS IS A JOINT PROJECT BETWEEN THESE TWO DEPARTMENTS, AND WE APPRECIATE YOU ALL BEING HERE THIS MORNING AND SHARING THIS INFORMATION.

WE'LL GIVE YOU SOME BACKGROUND INFORMATION REGARDING OUR PROJECT.

REMIND YOU OF OUR PRIMARY FOCUS AREAS THAT'S LAID OUT IN OUR PARK SAFETY AND SECURITY STRATEGIC PLAN.

THEN WE'LL HAVE A PRESENTATION OVERVIEW OF THE DALLAS PARK SAFETY DASHBOARD.

AND THEN WE'LL MOVE RIGHT INTO NEXT STEPS. NEXT SLIDE.

THIS PRESENTATION WILL INTRODUCE THIS COLLABORATIVE PROJECT IN THE DEVELOPMENT OF THE DALLAS PARK SAFETY DASHBOARD, AGAIN, IN COLLABORATION WITH THE OFFICE OF DATA ANALYTICS AND BUSINESS INTELLIGENCE.

I WANT TO REMIND THE COMMITTEE OF OUR PRIMARY FOCUS AREAS, AS THEY HAVE BEEN LAID OUT IN OUR PARK SAFETY AND STRATEGIC PLAN, INTERAGENCY INITIATIVES, COMMUNITY ENGAGEMENT, EQUIPMENT AND INFRASTRUCTURE INVENTORY, AND SAFETY STRATEGY GUIDELINES.

AND AT THIS TIME, I'LL HAND OFF TO OUR CHIEF DATA OFFICER FOR THE CITY OF DALLAS, DOCTOR BRITA ANDERCHECK.

GOOD MORNING, BRITA ANDERCHECK. AND ALSO, IN ADDITION TO BEING THE CHIEF DATA OFFICER, I SERVE AS THE DIRECTOR OF THE OFFICE OF DATA ANALYTICS AND BUSINESS INTELLIGENCE.

WE'RE PLEASED TO UNVEIL AND DEMONSTRATE THIS TOOL AND TO GET YOUR FEEDBACK TODAY.

THE PARKS TEAM CAME TO US WITH A REQUEST TO AUTOMATE THEIR REPORTING.

RANGER AND MARSHAL REPORTING BOTH TO THEIR STAKEHOLDERS AND RESIDENTS WAS OCCURRING QUARTERLY, AND THEY WANTED TO INCREASE THAT RATE. IT WOULD HAVE NOT BEEN POSSIBLE AT THE NUMBER OF HOURS THEY WERE SPENDING, IT TOOK APPROXIMATELY 60-ISH HOURS TO PRODUCE THIS REPORT MANUALLY FROM THEIR VARIOUS SOURCES, AND WE WERE ABLE TO COME IN AND USE AUTOMATION TOOLS TO EXPEDITE THAT.

AND INSTEAD OF HIRING EIGHT JEREMY'S, WE WERE ABLE TO USE SOME DATA TO MAKE THAT HAPPEN SO THAT THEY RECEIVE IT DAILY.

WE'RE PROVIDING INSIGHT ON PARK RANGER AND MARSHAL ACTIVITIES, THEIR PERFORMANCE, AND WE'RE ENHANCING EASE OF COMMUNICATION WITH RESIDENTS AND STAKEHOLDERS. ON THE NEXT SLIDE, YOU CAN SEE THAT THE DELIVERABLE PRIMARILY IS THIS TOOL THAT WILL BE PUBLIC SO RESIDENTS CAN VIEW IT, AS WELL AS THE INTERNAL TEAM TO FIGURE OUT WHERE THEY ARE GIVING CITATIONS, WHERE THEY'RE ISSUING WARNINGS SO THAT THEY CAN MAKE CHANGES AS APPROPRIATE TO ENHANCE SAFETY IN OUR PARKS. SO FROM OUR NEXT STEPS HERE, JUST SOME FEW THINGS TO POINT OUT BEFORE WE GO TO THE DASHBOARD.

THE MAIN BENEFIT IS THE AUTOMATION MOVING FROM QUARTERLY TO DAILY.

IT WOULD NOT HAVE BEEN POSSIBLE AT CURRENT STAFFING LEVELS WITHOUT THIS WORK.

WE'VE ALSO ENHANCED OUR TRANSPARENCY AND THE FREQUENCY OF OUR REPORTING.

SO INSTEAD OF EVERYONE LEARNING ABOUT THIS ONCE A QUARTER, THEY CAN SEE IT EVERY SINGLE DAY.

WE'RE ALSO FOCUSED ON EARLY AND HOTSPOT DETECTION, SO THAT PARK RANGERS AND MARSHALS CAN UNDERSTAND WHERE THE AREAS WE NEED TO BE MOST

CONCERNED ABOUT AND SEE THAT EVERY DAY AS OPPOSED TO ONCE A QUARTER.

SO SOME OF OUR JUST A FEW PRELIMINARY FINDINGS.

THE PARK BOARD WAS CONCERNED ABOUT INFRACTIONS THAT WERE OCCURRING ON THE FIRST WATCH OR INTO THE EVENING.

AND WHAT WE DID FIND WAS THAT ALMOST 40% OF THOSE RECORDED INFRACTIONS WERE OCCURRING IN THAT TIME PERIOD CURFEW, ALCOHOL CONSUMPTION, POSSESSION, AS WELL AS PARKING VIOLATIONS.

WE WERE ABLE TO HELP THEM UNDERSTAND KIND OF THE TOP INFRACTION TYPES, AS WELL AS LEARNING THAT WHAT WE SAW WAS THAT OVER IN GENERAL, 90% OF RESIDENTS COMPLY WHEN ASKED TO COMPLY WITH A RULE BY A PARK RANGER.

AND SO WE DO SEE THAT WE HAVE A HIGH LEVEL OF COMPLIANCE, MEANING THAT PRESENCE AND INTERACTION IS REALLY IMPORTANT.

THE NEXT NUMBER YOU WILL SEE IS OVER 4000 NUMBER OF INFRACTIONS CITED BY PARK RANGERS, FOLLOWED BY 2000 TRAIL MILES RECORDED BY PARK RANGERS, AND THEN LASTLY 91.2% COMPLIANCE RATE BY PARK RANGERS FOR THE YEAR OF FISCAL YEAR 2025. SO THE PARK RANGERS ARE REPORTING COMPLIANCE RATE OF 91% WITH THEIR REQUESTS.

YES, MA'AM. THEY'RE NOT ABLE TO GIVE ANY TYPE OF CITATION.

IS THAT CORRECT? THE ONLY CITATION THEY CAN GIVE OUT IS PARKING ON APPROVED SURFACES.

BUT I'M CURIOUS, AND I MAY HAVE MISSED IT, AND A LOT OF IT IS PROBABLY BECAUSE I HAVEN'T GOTTEN TO PLAY AROUND WITH IT AT ALL.

BUT DO WE HAVE ANY METRIC OF RESPONSE TIMES? WE DO NOT HAVE A METRIC OF RESPONSE TIMES. I'LL TELL YOU, I KNOW THAT THESE ARE SEPARATE LAW ENFORCEMENT AGENCIES, BUT THEY'RE LAW ENFORCEMENT AGENCIES THAT WE HAVE TASKED WITH TRYING TO HELP BETTER AND MORE EFFICIENTLY UTILIZE OUR POLICE DEPARTMENT RESOURCES SO THEY ARE

RESPONDING TO CRIMINAL INFRACTIONS. THE BIGGEST THING I HEAR FROM ANY OF MY RESIDENTS, NO MATTER WHAT LAW ENFORCEMENT AGENCY, BECAUSE THEY DON'T SEE THE DIFFERENCE IN THEM, IS HOW SOON THEY RESPOND TO THEIR CALLS.

SO I SEE GOOD METRICS, BUT I THINK THAT IT WOULD BE BETTER FOR US TO KNOW IN THESE CIRCUMSTANCES AND EVEN BEING ABLE TO SEE AS GRANULAR AS YOU'VE GOTTEN, WHAT IS MY EXPECTATION AS A RESIDENT ON HOW QUICK I'M GOING TO HAVE SOMEONE RESPOND TO ME AT THESE PARKS OR IN THESE TRAILS.

WITH THAT SAID, I THINK THAT WHAT I WOULD LIKE TO SEE IS.

I DON'T KNOW EXACTLY WHAT THE CHAIN OF COMMAND THAT THESE DATA POINTS GO THROUGH BEFORE THEY'RE ACTUALLY MADE FRONT FACING. BUT WHAT WE OFTEN SEE, ESPECIALLY WITH LAW ENFORCEMENT AGENCIES, IS THAT THIS DATA GETS MINED AND IT GETS CHERRY PICKED.

AND IT'S NOT USUALLY RAW DATA THAT WE WOULD BE GETTING FROM DATA ANALYTICS.

I'D LIKE TO KNOW WHAT PROCESS THIS IS GOING THROUGH AND WHO HAS A SAY IN WHAT IS BEING SHOWN FRONT FACING.

SO JUST WHAT IS THE SCOPE OF THIS PROJECT? HI, I'M LAURIE TRUELSON, THE ENVIRONMENTAL RISK MANAGER IN OEQS.

SO THIS FOCUS IS REALLY RELATED TO THE MASTER PLANNING, THE DEVELOPMENT.

AND SO THE NAVY IS FULLY RESPONSIBLE FOR DOING THEIR PORTION WITH PFAS.

BUT THIS IS ABOUT THE REDEVELOPMENT WHERE WE ARE PROACTIVELY WANTING TO RESTORE A CREEK CHANNEL.

THIS IS AN AREA THAT HAS BEEN SHOWN TO HAVE LESS CONTAMINATION THROUGHOUT THE PROPERTY.

BUT SINCE WE ARE PROACTIVELY DOING IT AS PART OF OUR DEVELOPMENT AND IT'S SOMETHING WE'RE CHOOSING TO DO, THAT'S THEN OUR RESPONSIBILITY TO DO SOME ADDITIONAL ASSESSMENT IN THAT AREA.

I WOULD CONSIDER IT LIKE WHEN WE'RE DOING ANY OTHER TYPE OF DEVELOPMENT AND WE WANT TO CHARACTERIZE SOIL OR GROUNDWATER WE MAY ENCOUNTER PRIOR TO CONSTRUCTION, THAT'S WHAT WE'RE DOING. WE WANT TO PUT IN SOME ADDITIONAL SAMPLING POINTS, UNDERSTAND THE CONDITION OF THE SOIL THERE BEFORE ANY REDEVELOPMENT STARTS. SO WE ARE ABLE TO GET THIS FUNDING TO HELP US PAY FOR THAT, SINCE THAT'S US DOING IT SO THAT WE CAN HAVE THIS GREAT AMENITY WITH A NEW CREEK AND USE THOSE SHORELINES THAT ARE THERE AT THE LAKE.

SO IN OTHER WORDS, THE TITLE SHORELINE MODIFICATION IS REALLY A MISNOMER.

THIS IS JUST ABOUT SOIL TESTING? WELL, IT'S THE NAME OF IT, BECAUSE IT IS ABOUT THE SHORELINE.

SO THE CREEK WOULD GO THROUGH AND THE SHORELINE IS THERE.

SO IT IS THE SOIL SAMPLING THERE ALSO. BUT IT'S A COMBINATION.

SO WHEN THIS WAS PRESENTED IT DOES JUST SAY SHORELINE MODIFICATION.

BUT IN THE SCOPE THERE IS MORE TO IT THAN THAT.

SO IT'S THE SOIL SAMPLING PRIOR TO DO THAT ASSESSMENT.

BUT IT'S ALSO THEN IF SOMETHING'S IDENTIFIED THERE WOULD BE A PLAN TO REMOVE THAT.

AND WE DO WANT TO ENSURE THAT THERE'S SUFFICIENT SAMPLING AROUND THAT SHORELINE FOR FUTURE PLANNED MODIFICATION.

SO THEN SOME OF THIS MONEY WOULD GO TOWARD SOME OF THE REMOVAL IF THERE IS IMPACTED SOIL OR SEDIMENT IDENTIFIED TO HELP REMOVE THAT PRIOR TO ANY OF THAT CONSTRUCTION ONCE THERE'S A MASTER DEVELOPER.

SO THIS ISN'T FUNDING TO RESTORE A SHORELINE THAT'S BEEN THE SUBJECT OF EROSION OR OTHER DAMAGE.

THIS IS JUST ABOUT ENVIRONMENTAL SAMPLING. THAT'S CORRECT.

IT'S A 85 ACRE PARK. BUT THEY WAS ABLE TO HAVE SOME COMMERCIAL DEVELOPMENT OUT OF THIS 85 ACRES, 5% OF IT. AND SO THEY BRING IN THEY HAVE A PARK, THEY HAVE SOCCER FIELDS, THEY HAVE TRAIL, THEY HAVE A HOTEL, AND THEY BRING IN $30 MILLION A YEAR.

AND SO 15 MILLION IS THE O AND M FOR THE COST OF THE PARK AND 15 MILLION.

THEY'RE ABLE TO GO BACK IN THE PARK FOR IMPROVEMENTS.

SO WE'RE LOOKING FOR THOSE TYPE OF MODELS FOR OUR PARK SYSTEM TO MAKE THEM SELF-SUSTAINABLE.
