WE'RE NOT QUITE BUSTING OUT, BUT WE'RE GETTING CLOSE, AND THAT'S A GOOD PROBLEM. AND ONE THING WE WE BOTH SPOKE ABOUT IN DEPTH IS CREATING THE CULTURE AT THE ACADEMY AND ALSO BUILDING AS WE GROW. LIKE EVERY CLASS HASN'T BEEN 76, BUT AS WE HAVE MULTIPLE LARGE CLASSES OR NUMEROUS LARGE CLASSES IN THERE, WE WILL HAVE TO ADD PIECES AS WE'RE PUSHING MORE OFFICERS TO THE STREET. THEN WE CAN THEN ADD TO THE ACADEMY AND TRAINING. BUT THE SPACE IS YES, THE SPACE IS RESTRICTIVE, BUT WE'RE WELL, I THINK RIGHT NOW THEY HAVE ACADEMY SOON. HOPEFULLY. WE'RE HOLDING HOLDING TUTORING CLASSES BEFORE AND AFTER AND ON THE WEEKENDS, WHETHER IT'S FOR THE EDUCATIONAL PIECE OR IF IT'S FOR THE, THE PT PORTION. AND SO ALLOWING THESE RECRUITS THE OPPORTUNITY TO BECOME MORE SUCCESSFUL HAS BEEN REALLY THE CALLING TO OUR STAFF TO TO HELP THEM BECOME SUCCESSFUL. AGAIN, THE REFERRAL BONUS. AND THEN THEY WE PROVIDE THEY PROVIDE ABOUT 45 DAYS FOR US TO REVIEW. WE REVIEW THAT COST METHODOLOGY PRETTY MUCH WHAT'S THE ESTIMATED COST FOR THE NEXT YEAR GOING FORWARD. WE HAVE 45 DAYS TO REVIEW IT AND THEN KIND OF GET BACK WITH THEM AND REVIEW. WE'RE IN AGREEMENT OR WE NEED TO LOOK AT THIS. CAN WE REVIEW THIS? AND THAT'S OUR POINT WHERE WE HAVE OUR DISCUSSION. WE JUST MAKE SURE THAT IT IS CERTIFIED AND IT'S ABOUT A THIRD PARTY. WE USE ACTUALS FROM THE PREVIOUS FISCAL YEAR TO DO TRUE UP OF THE COST. WE'RE ALSO ARE TO HAVE MUNICIPAL COURT JAIL ARRAIGNMENT DOCKETS, AND THEN WE HAVE A LEASEHOLD SPACE FOR MUNICIPAL COURT USE. NEXT SLIDE. THIS IS KIND OF A GRID THAT KIND OF TAKES YOU OVER THE LAST FIVE YEARS OF THE FISCAL YEAR, THE AUTHORIZED PAYMENTS THAT HAVE COME BEFORE YOU FOR AUTHORIZATION AND APPROVAL, AND THEN THE JAIL INTAKE, THOSE AREAS, ALL THE PRISONERS THAT DPD ONLY BRINGS IN TO THE LEW STERRETT. THAT'S NOT ALL OF THE PRISONERS ARE BROUGHT TO LEW STERRETT. THIS IS JUST A CITY OF DALLAS. THE NEXT ONE IS KIND OF A YEAR OVER YEAR INCREASE OR DECREASE ON THE AMOUNT OF JAIL INTAKE. AND THEN YOU HAVE YOUR HOUSING NUMBERS, YOUR AVERAGE HOUSING POPULATION, AND THEN THE YEAR OVER YEAR, WHETHER INCREASE OR DECREASE. NEXT SLIDE. AND THEN YOU HAVE YOUR HOUSING. THIS IS JUST SOLELY ON CITY PRISONERS. SO WE HAVE THE LAST WE PROVIDE THE LAST TWO FISCAL YEARS THAT WE HAVE 2023 AND 2024. PRETTY MUCH WE GATHERED BASED ON THE AVERAGE DAYS UNTIL A PRISONER FOR CITY OF DALLAS THAT'S BROUGHT INTO THE LEW STERRETT, IT TAKES ABOUT 1.1 DAYS TO GET MAGISTRATED. AND AT THAT POINT, THEN IT BECOMES A COUNTY PRISONER. BASED ON THE DATA REPORT THAT WE RECEIVED FROM DALLAS COUNTY, THOUGH, IT SHOWED THE AVERAGE PRISONERS THAT ARE ARRESTED AND SPENT IN DAYS IN JAIL IS ABOUT 22.2 DAYS RIGHT NOW. AND THEN THE AVERAGE HOUSING POPULATION THAT WE'VE HAD FOR THE LAST 23-24 HAS BEEN 6326. AND THEN THE CITY PRISONERS THAT ARE BEING HOUSED, AT LEW STERRETT WE SHOWED IT WAS 8794. AND AT THIS SLIDE, I'LL PASS IT ON TO CHIEF IGO TO TAKE OVER. GOOD AFTERNOON EVERYONE. I'M DEPUTY CHIEF IGO. MONICA IGO. I CURRENTLY COMMAND THE SUPPORT SERVICES GROUP, WHICH INCLUDES OUR DETENTION DIVISION. SO THIS SLIDE TALKS ABOUT OUR CURRENT DETENTION STAFFING. IF I CAN DRAW YOUR ATTENTION TO THE VERY LAST ROW, 2025 YEAR TO DATE, THERE ARE 26 SWORN AND 29 PROFESSIONAL STAFF. AUTHORIZED LEVELS ARE 26 FOR SWORN AND 35 FOR PROFESSIONAL. CURRENTLY, WE HAVE 6 PROFESSIONAL VACANCIES AND NONE FOR SWORN. THE 6 VACANCIES FOR PROFESSIONAL STAFF ARE IN THE PROCESS OF BEING ADVERTISED. NEXT SLIDE. I WANT TO SPEND JUST A COUPLE OF MINUTES ON THIS WORKFLOW DIAGRAM, WHICH SHOWS AN ARREST IN THE FIELD THROUGH THE PROCESSING STAGE AND WHEN THE PRISONER IS RELEASED TO THE COUNTY. SO THE PROCESS BEGINS WITH THE FIELD ARREST, FOLLOWED BY TRANSPORT. UPON ARRIVAL TO LEW STERRETT JAIL, ALL THE PRISONERS UNDERGO A BODY SCAN. THE BODY SCAN CAN TAKE ANYWHERE FROM A MINUTE TO TWO. IT JUST DEPENDS ON HOW MANY PRISONERS ARE IN LINE AHEAD OF YOUR DPD'S PRISONER. IF THE PRISONER DOES NOT HAVE IDENTIFICATION ON THEIR PERSON, THEN A LIVE SCAN IS PERFORMED. THIS PROCESS TAKES ANYWHERE FROM 15 MINUTES TO 2 HOURS, DEPENDING ON WHETHER OR NOT THE PRISONER HAS A PREVIOUS CRIMINAL HISTORY. ONCE IDENTIFICATION IS CONFIRMED, A MEDICAL QUESTIONNAIRE IS COMPLETED ON THE PRISONER, AND THE PRISONER THEN PROCEEDS TO THE BOOKING LINE. AFTER BOOKING, THE PRISONER IS THEN TRANSFERRED TO DPD DETENTION OFFICERS WHO WAIT IN THE LINE WITH THE PRISONER TO SEE THE NURSE. AT THIS TIME, DALLAS OFFICERS ARE ALLOWED TO GO TO THE REPORT WRITING AREA TO COMPLETE THEIR ARREST REPORT. IF NO MEDICAL TREATMENT IS REQUIRED ON THE PRISONER, THEN THE PRISONER GOES TO DSO'S HOLDING AREA. IF MEDICAL TREATMENT IS REQUIRED, THEN THE PRISONER IS TRANSPORTED TO PARKLAND HOSPITAL BY THE ARRESTING OFFICERS FOR EVALUATION. ONCE MEDICALLY RELEASED AT THE HOSPITAL, THEN THE PRISONERS RETURNED TO THE JAIL TO COMPLETE THE BOOKING PROCESS AND THAT PROCESS STARTS ALL OVER AGAIN. IF THERE IS HOSPITAL ADMISSION AND THERE IS A ROOM ASSIGNED, DSO IS NOTIFIED AND SOP 1609 PROCEDURES ARE FOLLOWED. I WILL COVER THAT PROCESS IN THE NEXT COMING SLIDES. THREE CRITICAL STEPS TO POINT OUT IS THAT THE IDENTIFICATION, MEDICAL SCREENING, AND HOSPITAL ADMISSION. THESE ARE ALL STEPS THAT SIGNIFICANTLY AFFECT THE PROCESSING TIME. NEXT SLIDE. SOP 1609 ARE THE PROCEDURES FOR WHEN A PRISONER IS TRANSPORTED TO THE HOSPITAL. [00:40:04] IN OUR PROCESSES, PRISONERS REMAIN HANDCUFFED AT ALL TIMES AND TWO DPD OFFICERS ARE ASSIGNED TO GUARD EACH PRISONER. THIS IS DONE FOR SAFETY REASONS. IN MANY CASES, THE ARRESTING OFFICERS GO BACK TO THE JAIL TO COMPLETE THEIR ARREST REPORT, WHILE TWO ADDITIONAL DALLAS OFFICERS ARE CALLED TO THE HOSPITAL TO GUARD THE PRISONER. A DETENTION SUPERVISOR IS THEN NOTIFIED. THEY WILL REVIEW AND APPROVE THE OFFICER'S ARREST REPORT, AND ONCE THEY RECEIVE NOTIFICATION THAT THE PRISONER HAS BEEN ASSIGNED A PRIVATE ROOM, THEN THEY ARE RESPONSIBLE FOR CONTACTING DSO. DPD OFFICERS ARE MANDATED TO GUARD ALL PRISONERS INVOLVED IN FELONY OFFENSES. THERE ARE INSTANCES WHERE WE WILL GUARD PRISONERS INVOLVED IN MISDEMEANOR OFFENSES. HOWEVER, THE PRISONER HAS TO BE INVOLVED IN A FELONY INVESTIGATION AS WELL. THEY ARE DUE TO THEIR MENTAL STATE. THEY COULD BE A THREAT TO PUBLIC SAFETY. AND LASTLY, IT'S A LIKELIHOOD THAT FURTHER VIOLENCE WILL CONTINUE IF WE DON'T GUARD THEM. NEXT SLIDE. SO DSO SO GUARD IS ASSIGNED WITHIN 24 TO 48 HOURS. IF A GUARD'S NOT POSTED WITHIN THE FIRST 24 HOURS DSO IS CONTACTED. JUST AS A REMINDER, DSO GUARDS ONLY RESPOND TO HOSPITALS THAT ARE WITHIN DALLAS COUNTY ONLY, AND DPD OFFICERS HAVE TO REMAIN WITH THE PRISONER UNTIL THEY'RE RELIEVED BY DSO. IN SITUATIONS WHERE PRISONERS ARE TRANSPORTED TO HOSPITALS IN COUNTIES OUTSIDE OF DALLAS, SUCH AS COLLIN AND DENTON COUNTIES. DPD OFFICERS ARE REQUIRED TO GUARD THE PRISONER FOR THE ENTIRE DURATION OF THEIR STAY. AND DSO WILL NOT PROVIDE ANY TYPE OF RELIEF TO THESE LOCATIONS. THIS IS MOST COMMONLY SEEN IN OUR NORTH CENTRAL DIVISION. NEXT SLIDE. WHAT I WANT TO POINT OUT FROM THIS SLIDE THAT DISCUSSES THE NUMBER OF ARRESTS AND CHARGES, IS THAT FROM 2023 TO 2025, YEAR TO DATE FOR BOTH CATEGORIES IS THAT THE NUMBERS HAVE BEEN VERY CONSISTENT. 2025 YEAR TO DATE WE ARE ON TRACK TO BE HIGHER IN THE TOTAL NUMBER OF ARRESTS BY THE END OF THE YEAR. DURING THIS SAME TIME LAST YEAR, WE WERE AT 24,631 ARRESTS. IT'S ALSO IMPORTANT TO NOTE THAT THESE NUMBERS ALSO INCLUDE OUR CLASS C ARRESTS. NEXT SLIDE. IN 2022, FORMER ASSISTANT CITY MANAGER FORTUNE INITIATED A JAIL EFFICIENCY STUDY. IT WAS CONDUCTED BY THE OFFICE OF BUDGET AND MANAGEMENT SERVICES AND INVOLVED PERSONNEL FROM DPD, DSO AND PARKLAND HOSPITAL STAFF. RECOMMENDATIONS INCLUDED BALANCING DPD STAFFING WITH WORKLOAD AND IMPROVING NURSE AND BOOKING LINE WAIT TIMES. THIS STUDY CONCLUDED IN THE FALL OF 2023. NEXT SLIDE. THIS SLIDE REPRESENTS THE FINDINGS AND IMPLEMENTED SOLUTIONS. THE FIRST FINDING FOUND THERE WAS INADEQUATE NURSE STAFFING ON DAYS AT LOOSE THERE AT JAIL. SO AN ADDITIONAL NURSE WAS ADDED TO HELP WITH ESPECIALLY WITH THE PRISONER TRANSFERS. THE MAJORITY OF PRISONER TRANSFERS OCCURRED DURING THE DAY SHIFT. THE SECOND FINDING FOUND THAT DETENTION SERVICES DID NOT HAVE ENOUGH SUPERVISORS ON THE WORK. ON THE DAYS WHERE WE HAD THE HIGHER NUMBER OF ARRESTS, SO STAFFING WAS READJUSTED TO MEET THE WORKLOAD SPECIFICALLY FOR FIRST AND SECOND WATCH. THIRD WATCH MET THE OPERATIONAL NEEDS. THE THIRD FINDING DISCOVERED, THERE WAS A SINGLE STAFF REVIEWER AT JAIL. SO BY CENTRALIZING STAFF REVIEW EMPLOYEES AT OUR POLICE HEADQUARTERS, IT REDUCED DELAYS BY MAKING PERSONNEL AVAILABLE FOR THE REVIEW PROCESS. STAFF REVIEW IS RESPONSIBLE FOR APPROVING REPORTS FOR COMPLIANCE. THEY HAVE TO ENSURE THAT OFFENSE TITLES MATCH THE ELEMENTS OF EVERY OFFENSE, AND THIS IS THE SYSTEM USED BY ALL LAW ENFORCEMENT AGENCIES TO REPORT CRIME DATA TO THE FBI. LASTLY, IT'S NOT UNCOMMON FOR OTHER AGENCIES TO BRING LARGE PRISONER TRANSFERS TO LOSE THEIR JAIL. SO TO REDUCE THOSE LONG WAIT TIMES, PRISONER TRANSFERS HAVE THEIR OWN LINE, AND A SINGLE ARREST LINE WAS FORMED FOR OFFICERS THAT ONLY HAD 1 TO 2 PRISONERS. THIS IS A PRACTICE THAT WE CONTINUE TO USE TODAY. NEXT SLIDE. AS YOU RECALL FROM THE WORKFLOW DIAGRAM, DETENTION OFFICERS WAIT WITH THE PRISONERS IN THE NURSE'S LINE. AND THIS SLIDE HIGHLIGHTS THAT FROM 2023 TO 2025 YEAR TO DATE. THE PERCENTAGE OF DETENTION OFFICERS RELIEVING ARRESTING OFFICERS HAS REMAINED EXTREMELY HIGH. THIS INCREASE IS THE RESULT OF DETENTION OFFICERS BEGINNING TO ASSIST WITH THE PROCESSING AT JAIL BY WAITING IN THE NURSE'S LINE, WHICH ALLOWED ARRESTING OFFICERS TO BE ABLE TO BE FREE TO COMPLETE THEIR ARREST REPORTS WITHOUT HAVING TO WAIT IN THE LINE WITH THEM. NEXT SLIDE. WHAT I WANT TO TALK ABOUT NOW IS THE IMPLEMENTATION OF PERFORMANCE METRICS AND OTHER [00:45:09] EFFICIENCIES THAT WILL BE IMPLEMENTED WHEN A PRISONER IS BEING PROCESSED AT THE JAIL. AND THE FIRST THING I WANT TO TALK ABOUT IS IMPLEMENTING A NEW SYSTEM TO BE ABLE TO TRACK THE OFFICER'S TIME FROM THE TIME THEY ARRIVED TO THE BOOKING LINE, TO THE TIME THEY CLEAR THE JAIL. AND SO THERE ARE FOUR OPTIONS THAT I'M CURRENTLY CONSIDERING. I AM WORKING WITH DSO TO TRY TO FIND OUT WHAT IS MORE EFFECTIVE. THE FIRST OPTION WOULD INCLUDE UTILIZING OUR CAD SYSTEM. THE CAD SYSTEM WILL TRACK THE OFFICER'S TIME BY USING CALL STATUS UPDATES. FROM THE TIME THEY ARRIVED AT THE JAIL TO THE TIME THEY LEAVE. THIS CAN BE DONE BY PUSHING A BUTTON ON THE COMPUTER SYSTEM AND OR GETTING ON THE RADIO AND MARKING OUT WITH THE DISPATCHER. I BELIEVE TFR IS USING SOMETHING SIMILAR TO THIS PROCESS CURRENTLY. OPTION TWO WOULD INVOLVE INCORPORATING GEOFENCING TO OUR CURRENT CAD SYSTEM. SO ONCE THE OFFICERS ENTER OR EXIT THE JAIL, WE WOULD ESTABLISH A GEOGRAPHIC BOUNDARY. ONCE THAT BOUNDARY IS SET, THE GEOFENCE WILL ACTIVATE AUTOMATICALLY AND THE NEW TIME WOULD START. OPTION THREE WOULD BE THE INSTALLATION OF CARD READERS AT THE JAIL. OFFICERS WOULD SWIPE THEIR CITY ISSUED ID CARD IN THE SALLY PORT OR WHEN THEY GET TO THE BOOKING LINE. AND LASTLY, OPTION FOUR IT WOULD BE MANUAL ENTRY. OFFICERS LOG TIMES WOULD BE TRACKED MANUALLY AND I WOULD HAVE TO HAVE A 90-DAY, A 90-DAY PILOT PROGRAM TO BE ABLE TO INTRODUCE THIS. OPTIONS ONE AND TWO, WHICH INVOLVE UTILIZING CAD. ONLY, WILL PROVIDE AN AVERAGE AND DOESN'T REALLY ACCOUNT FOR THE WAIT TIME. SPECIFICALLY IN THE INTAKE AREA INSTANCES WHERE LIVE SCANS HAVE TO BE PERFORMED IN THE NURSE'S LINE OR PARKLAND HOSPITAL TRANSFERS. OPTION THREE, WHICH IS THE INSTALLATION OF THE CARD READERS. THIS WOULD REQUIRE COLLABORATION WITH DSO AND OUR IT DEPARTMENT, BUT IN MY OPINION IT WOULD OFFER THE HIGHEST ACCURACY. AND LASTLY, WITH OPTION FOR THE MANUAL ENTRY, THIS IS JUST GOING TO BE VERY INTENSIVE RESOURCE, RESOURCE INTENSIVE. IT'S GOING TO REQUIRE DEDICATED STAFF TO BE ABLE TO PROPERLY MONITOR THIS. AND I THINK IT WOULD BE THE LESS ACCURATE, ESPECIALLY DURING PEAK TIMES AT THE JAIL. SO EFFICIENCY IN OUR DWI, FAMILY VIOLENCE AND WARRANTS ONLY REPORTS. SO DISCUSSIONS ARE CURRENTLY UNDERWAY FOR A NEW CAD SYSTEM THAT WILL ALLEVIATE ISSUES WHERE IT'S TAKING MORE TIME FOR THE OFFICERS TO COMPLETE THESE TYPES OF REPORTS. CURRENTLY, THE REPORT IS. CURRENTLY THE REPORTS ARE NOT AUTO POPULATED, AND THEY'RE HAVING TO BE ENTERED MANUALLY BY THE OFFICERS. AND THESE OFFENSES ACCOUNT FOR THE HIGHEST NUMBER OF ARRESTS. AND IF I'M LOOKING AT THIS I WOULD LIKE THIS TO BE AN OPPORTUNITY TO USE TO COLLABORATE WITH DSO, WHERE WE COULD START MONTHLY MEETINGS TO START DISCUSSING NOT ONLY OUR OPERATIONAL NEEDS, BUT DISCUSSIONS ON HOW TO IMPROVE OUR PROCESSING TIMES. AND THAT'S WHY I WAS DISAPPOINTED TO NOT SEE ACTUAL PERFORMANCE MEASURES. THE NEXT ITEM I HAVE, AND ALSO THE MADAM CHAIR, CAN I RESPOND TO THAT? SURE. THANK YOU. TO BRING NOW TO SAY, WELL, WE'RE GOING TO HOLD OFF ON PAYMENT UNTIL A NEW CONTRACT IS NEGOTIATED, WOULD NOT BE IN GOOD FAITH. SO I WILL TELL YOU THAT IN THE LAST MONTH, I HAD A POLICE OFFICER TELL ME TO MY FACE THAT THEY WERE SITTING ON A PRISONER AT THE ICU FOR MULTIPLE DAYS, AND THE PRISONER WAS NOT EXPECTED TO LIVE AND WOULD NOT BE ASSIGNED A ROOM BECAUSE THEY WEREN'T STABLE ENOUGH FOR THAT. AND SO WE HAVE TWO OFFICERS THERE, AND THEN THERE'S THREE SHIFTS THAT ARE, YOU KNOW. KEEPING OFFICERS OUT OF COMMISSION FOR SOMEBODY WHO IS PROBABLY NEVER GOING TO BE ABLE TO GET UP OR WALK OR DO ANYTHING AGAIN. SO CHIEF, I GO, I WOULD SAY TO YOU THAT THIS IS ANOTHER PLACE WHERE I WOULD LOVE TO SEE PERFORMANCE MEASURES. I UNDERSTAND THAT THAT HAS EXISTED LONG BEFORE I GOT HERE, WHERE THERE WAS A LATE PAY ASSOCIATED WITH IT. EVERY TIME A PRICE IS NEGOTIATED, EVEN THOUGH A BILL IS SUBMITTED. NEXT SLIDE PLEASE. NOW THAT WE'VE OUTLINED THE PURPOSE OF TODAY'S PRESENTATION, LET'S TAKE A CLOSER LOOK AT THE CURRENT STATUS OF RESPONSE TIMES AND STAFFING OVER THE LAST DECADE. THE CHART THAT YOU'RE LOOKING AT SHOWS AN INCREASE IN RESPONSE TIMES DURING RECENT YEARS, BUT THE CHART ALSO SHOWS THAT THE RESPONSE TIMES CORRELATE WITH THE CHANGES IN SWORN STAFFING LEVELS. HOWEVER, AS THE SWORN STAFFING LEVELS HAVE BEGUN TO INCREASE, RESPONSE TIMES ARE NOW BEGINNING TO SHOW IMPROVEMENT. DESPITE THAT MODEST IMPROVEMENT, WE HAVE A LOT MORE WORK TO DO. NEXT SLIDE PLEASE. SO WITH THAT HISTORICAL CONTEXT IN MIND, WE CAN EXAMINE THE SPECIFIC COMPONENTS OF RESPONSE TIMES IN 2025. THIS IDENTIFIES WHERE THE DELAYS ARE MOST PROMINENT. WE'LL START BY LOOKING AT THE BREAKDOWN OF THE METRICS THAT COMPOSE ALL OF OUR OVERALL RESPONSE TIMES. OUR TOTAL RESPONSE TIME BASICALLY IS COMPOSED OF DISPATCH TIME AND TRAVEL TIME. THE CHART THAT WE'RE LOOKING AT SHOWS THAT THE DISPATCH TIME IS PROVIDING FOR THE GREATEST DELAYS IN OUR OVERALL RESPONSE TIME. BUT TO BETTER UNDERSTAND THAT DATA, IT'S ALSO IMPORTANT TO NOTE THAT WHEN WE RECEIVE THE 911 CALL WE ANSWER IT, WE ANSWER THAT 911 CALL FASTER THAN THE RECOMMENDED STANDARD THAT OUR NATIONAL EMERGENCY NUMBER ASSOCIATION HANDS OUT TO THE NATION. THE CALL ANALYSTS PROMPTLY CREATE THE CALL FOR SERVICE FOR POLICE OFFICERS TO BE DISPATCHED. AND THEN THEY SEND IT TO THE DISPATCHER. BE OUR COMPUTER AIDED DISPATCH SYSTEM. BUT DESPITE THAT FAST INTAKE AND PROCESSING, DISPATCHERS OFTEN CANNOT SEND UNITS BECAUSE OFFICERS ARE CONSISTENTLY ENGAGED IN OTHER CALLS. THIS CREATES DELAYS IN RESPONSE TIME AND IS THE PRIMARY BOTTLENECK IN THE OVERALL PROCESS. THIS CHART YOU'RE LOOKING AT HIGHLIGHTS THAT DISPATCH TIME FOR EACH CATEGORY. NEXT SLIDE PLEASE. SO UNDERSTANDING THAT BREAKDOWN OF RESPONSE TIMES HELPS US EXAMINE THE UNDERLYING ISSUES. SO LET'S LOOK AT THE KEY CHALLENGES CONTRIBUTING TO THESE SLOWER RESPONSE TIMES. SO PRIORITY ONE AND PRIORITY TWO CALLS IS IS MAKING UP OVER 60% OF OUR TOTAL CALLS DISPATCH FOR SERVICE EVERY YEAR. SO COMPLICATING THE MATTER EVEN FURTHER IS THAT OUR HIGH PRIORITY CALLS HAVE, AND OUR RESPONSE TIMES HAVE NOT BEEN UPDATED IN SEVERAL YEARS. NEXT SLIDE PLEASE. NOW, BUILDING THAT ON OUR CURRENT CALL PRIORITY CONCERNS, WE FIND THAT WE ALSO HAVE OUTDATED TECHNOLOGY AND VARYING DEMANDS ACROSS OUR DIVISIONS THAT FURTHER HINDERING, HINDER OUR TIMELY RESPONSES. OUR RESPONSE CAPABILITIES CURRENTLY RELY ON OUTDATED SYSTEMS. SPECIFICALLY, WE'RE TALKING ABOUT OUR COMPUTER AIDED DISPATCH SYSTEM AND OUR RECORD MANAGEMENT SYSTEM. THIS LIMITS OUR OFFICERS EFFICIENCIES. THESE SYSTEMS ARE GOING TO BE A SUBJECT OF A FUTURE PRESENTATION TO THIS COMMITTEE, I HOPE. ADDITIONALLY, WE'VE IDENTIFIED THE IDENTIFIED ISSUES THAT CONTRIBUTE TO THE LENGTH OF OUR RESPONSE TIMES IS THAT OUR PRIORITY CALLS FOR SERVICE VARY WIDELY ACROSS THE DIVISIONS, WITH SOME INCIDENTS INCLUDING MENTAL HEALTH AND VIOLENT CRIMES, TAKING UP THE OFFICER'S BASICALLY REQUIRING MULTIPLE OFFICERS FOR EXTENDED PERIODS OF TIME THAT SOMETIMES LEAVE OTHER PRIORITY CALLS UNANSWERED BECAUSE THEY'RE SO BUSY WITH THAT PARTICULAR CALL. NEXT SLIDE PLEASE. SO ANOTHER IMPORTANT ISSUE THAT WE'RE LOOKING AT IS THAT IN ADDITION TO THESE TECHNOLOGICAL ISSUES WE HAVE GEOGRAPHIC DIFFERENCES BETWEEN DIVISIONS THAT MAKE US MAKE DO THESE COMPARISONS OF RESPONSE TIMES PROBLEMATIC. THAT DISPARITY HIGHLIGHTS A CRITICAL NEED FOR US TO CONSIDER THE CURRENT RESPONSE TIME COMPARISONS, BECAUSE BASICALLY THE DIVISIONS ARE, IN ESSENCE, BEING UNFAIRLY COMPARED TO EACH OTHER DESPITE THAT GEOGRAPHIC DISPARITY. NEXT SLIDE PLEASE. ANOTHER IMPORTANT THING THAT WE'RE CONSIDERING RELATED TO RESPONSE TIME IS THE WHAT TIME THE CALLS FOR SERVICE COME IN. DURING THE DAY IN THE CHART, YOU'RE LOOKING AT IT RANGES FROM JANUARY 1ST THROUGH SEPTEMBER 30TH OF THIS YEAR. AND WHAT WE'RE SEEING IS THAT CALL VOLUMES PEAK BETWEEN THE HOURS OF 3 P.M. AND 10 P.M., WHEN OFFICERS AVAILABILITY IS ALREADY STRAINED. NOW, DURING THESE PEAK HOURS, PRIORITY TWO CALLS CONSISTENTLY MAKE UP 55 TO 60% OF OUR CALL VOLUME, SO THIS EVEN ADDS MORE TO THE OFFICER'S WORKLOAD. SO EVEN THOUGH PRIORITY ONE CALLS REMAIN THE SMALLEST SHARE OF INCIDENTS DURING THIS TIME THE STEADY PRESENCE OF THESE HIGH PRIORITY CALLS UNDERSCORES THE REASON THAT WE'RE CONSISTENTLY SLOW ON SOME OF THESE COVERAGES. I MEAN, THEY'RE BUSY DAILY ON THESE TYPES OF CALLS, ESPECIALLY DURING THESE PEAK HOURS. NEXT SLIDE PLEASE. NOW, DESPITE ALL THESE ONGOING CHALLENGES, WE'VE MADE SIGNIFICANT STRIDES IN ALLEVIATING SOME OF THE PRESSURES ON PATROL OFFICERS THROUGH EXPANDED REPORTING OPTIONS. TOTAL REPORTS HAVE GROWN STEADILY OVER, A YEAR OVER YEAR. MOST RECENTLY IN 2024, TOTAL REPORTS TAKEN GREW 24.5% COMPARED TO THE PREVIOUS YEAR THAT THAT REALLY MARKED THE SINGLE HIGHEST JUMP. IN ESSENCE THE ONLINE REPORTS HAVE DOUBLED SINCE 2020. AND OVER THE OVER THE PHONE REPORTS CONTINUE TO GROW AS WELL. SO THIS YEAR, WITH OVER 34,000 REPORTS ALREADY FILED IN 2025, THE DATA SHOWS THAT WE HAVE A RESILIENT SYSTEM ONLINE AND OVER THE PHONE SYSTEM THAT IS GOING TO SUPPORT US FOR SOME LONG TERM OPERATIONAL EFFICIENCIES AS TIME GOES ON. NEXT SLIDE PLEASE. NOW LET'S TAKE A QUICK LOOK AT THE PATROL BUREAU STRATEGIES BEING TESTED AND REFINED. THESE STRATEGIES INCLUDE SUPERVISOR ACCOUNTABILITY AND IMPROVED OVERTIME SCHEDULING. NOW, TO IMPROVE RESPONSE TIMES AND OVERALL PATROL EFFICIENCY, SEVERAL STRATEGIES HAVE BEEN IMPLEMENTED. A NEW OFFICER ACTIVITY PROGRAM IS BEING TESTED TO ENHANCE ACCOUNTABILITY, WHICH IS SUPPORTED BY DAILY REPORTS THAT ARE SENT OUT THREE TIMES PER DAY. SUPERVISOR NOW HAVE DETAILED DATA TO BETTER MANAGE PRODUCTIVITY. STATION AND LIGHT DUTY OFFICERS ARE ALSO MAKING CALLBACKS TO LOWER PRIORITY CALLS AND HANDLING THEM OVER THE PHONE. AND OVERTIME SCHEDULES ARE BEING ADJUSTED TO HELP MANAGE THESE PEAK TIMES AS WELL. THESE NOW, AS YOU HEARD IN OUR FIRST PRESENTATION TODAY, THESE EFFORTS ARE ALSO BEING REINFORCED BY OUR IMPROVED HIRING AND RETENTION STRATEGIES. AND ESTAB, BASICALLY, WE'RE ESTABLISHING A GROWING AND RESPONSIVE PATROL WORKFORCE AS TIME GOES ON. NOW, ADDITIONAL THINGS THAT WE'VE DONE TO HELP IMPROVE RESPONSE TIMES AND HELP THE RESOURCE ALLOCATION WE'VE INTRODUCED ADDITIONAL PROCESS ENHANCEMENTS. IN 2025, THE FUGITIVE UNIT ARRESTED 320 OFFENDERS FOR OUTSTANDING FAMILY VIOLENCE WARRANTS. OVER 100 MORE THAN THE PREVIOUS YEAR TO DATE. OF THE 320 OFFENDERS, 100 HAVE BEEN ARRESTED PREVIOUSLY FOR FAMILY VIOLENCE. THIS YEAR, IN ADDITION TO THE FUGITIVE UNIT, WE UTILIZED OUR PATROL, CRT AND DEPLOYMENT UNITS TO MAXIMIZE OUR ARREST EFFORTS. ADDITIONALLY, WE PRIORITIZE OFFENDERS WITH PREVIOUS HISTORY WITH INTIMATE PARTNERS AND REPEAT OFFENDERS. THE DALLAS POLICE DEPARTMENT IS THE MOST PROACTIVE POLICE DEPARTMENT IN THE COUNTRY. WE ARE NOT STOPPING OUR EFFORTS TO ARREST THE DOMESTIC VIOLENCE OFFENDERS AND GET THEM OFF THE STREETS. NEXT SLIDE PLEASE. VICTIMOLOGY. 69% OF DOMESTIC VIOLENCE VICTIMS ARE FEMALE. HELICOPTERS THAT ARE CITY OWNS, THAT MIGHT NOT BE PAYING THE HIGHEST DOLLAR AMOUNT. AND SO THERE'S A REASON THAT THESE HELICOPTERS ARE DOWN BECAUSE I BELIEVE THEY HAVEN'T BEEN SERVICED ADEQUATELY. I KNOW THAT THEY GET SERVICED EVERY HOWEVER MANY THOUSAND MILES OR 100 MILES BUT THAT'S, TO ME, MORE OF A ROUTINE. I REALLY WOULD LOVE TO SEE A DEEPER INSPECTION OF OUR HELICOPTERS TO PREVENT THEM FROM BEING DOWN. AND THEN AGAIN, IF WE LOOK AT THE CITY OF DALLAS, COMPARED TO OTHER CITIES, WE'RE PRETTY LOW WHEN IT COMES TO THE NUMBER OF HELICOPTER UNITS. SO MAKING SURE THAT WE HAVE ENOUGH HELICOPTERS TO COVER THE SIZE OF THE CITY OF DALLAS. THANK YOU FOR BRINGING THAT UP. WE DID HAVE THAT DISCUSSION TODAY. IT'S BEEN RECOMMENDED PREVIOUSLY.
