TODAY, WE HAVE ONE ITEM, AND THAT IS TO GO OVER THE, UH, SEARCH FOR A FULL-TIME INSPECTOR GENERAL SAYS ONE OF THE MOST IMPORTANT DECISIONS THAT THIS COUNCIL IS ASSIGNED WITH, AND WE WANNA MAKE SURE WE ARE DOING THIS IN A TIMELY MANNER.

AND SO WE DO HAVE CITY STAFF WITH US TODAY TO GO OVER A FEW OPTIONS ON HOW TO PROCEED WITH THAT.

UM, YES, I AM HERE TO ANSWER QUESTIONS ABOUT THE MEMORANDUM THAT WAS SENT, UH, LAST WEEK.

SO, UM, ANY, ANY QUESTIONS YOU MAY HAVE ABOUT THE DIFFERENT OPTIONS TO MOVE FORWARD WITH THE RECRUITMENT PROCESS, I, I'LL BE HAPPY TO ENTERTAIN.

BEFORE I DO THAT, UH, WE DO NEED TO MAKE A MOTION TO APPROVE THE MINUTES FROM THE JANUARY 21ST MEETING.

UM, SO IN THE MEMORANDUM THERE WAS AN OUTLINE FOR, UH, FOR POTENTIAL APPROACHES FOR CONDUCTING THE RECRUITMENT.

UM, AND I WOULD LIKE TO, UM, IDENTIFY OR, OR HIGHLIGHT THE ATTACHMENT IN PARTICULAR THAT TALKS ABOUT THE 12 WEEK RECRUITMENT TIMELINE IS THE VERY END OF THE MEMORANDUM, AND IT TALKS ABOUT JUST A STANDARD PROCESS.

UM, WHAT WOULD, THAT WOULD BE FOLLOWED EITHER BY A RECRUITMENT FIRM OR IF WE DECIDE TO DO IT INTERNALLY OR IF, YOU KNOW, ANY RECRUITER WILL UNDERTAKE A SEARCH OF THIS NATURE.

THIS IS TYPICALLY THE STEPS THAT WE WILL GO THROUGH.

SO IT'S DIVIDED INTO, YOU KNOW, THE, THE, THE WEEKS FOR EACH ONE OF THE PHASES, THE PHASE, AND THEN THE KEY TASKS.

AND AGAIN, YOU KNOW, THIS IS A GENERAL, UH, GUIDELINE OF WHAT A STANDARD RECRUITMENT, UH, PROCESS LOOKS LIKE IN PARTICULAR.

ONE IS, UM, AN EXECUTIVE LEVEL POSITION.

SO THERE'S SOME PARTICULARS THAT ARE SPECIFIC TO THIS POSITION, BUT THIS IS JUST THE GENERAL REQUIREMENTS AND THE GENERAL STEPS.

SO TAKING THAT INTO CONSIDERATION, UM, THERE ARE SEVERAL OPTIONS.

OPTION ONE WOULD BE TO ENGAGE A SEARCH FIRM UNDER THE CURRENT CONTRACTS.

THE CITY HAS CONTRACTS WITH RECRUITING FIRMS. THOSE CONTRACTS ARE READY TO GO.

BASICALLY, WE WILL NEED, UH, THEY WILL HAVE A RAPID STORM WITH MINIMAL ADMINISTRATIVE SETUP.

UH, THE TWO FIRMS THAT WE HAVE AVAILABLE ARE POLY HIRE AND KORN FERRY, WHICH WORKS UNDER SENSA.

UM, AND AGAIN, THEIR RECRUITMENT WOULD TAKE 12 WEEKS FOLLOWING THAT STANDARD PROCESS THAT IS OUTLINED.

THE ESTIMATE, THE ESTIMATED COST WILL BE UP TO 75,000, BUT MOST LIKELY IT WILL BE MORE IN THE 50,000 RANGE DEPENDING ON WHO WE SELECT, HOW, YOU KNOW, WHAT, WHAT KIND OF, UM, I, ACTIVITIES OR, UH, ADDITIONAL REQUIREMENTS YOU WANT.

YOU WANT TESTING.

IF YOU DON'T WANT TESTING, YOU WANT COMMUNITY ENGAGEMENT AND THINGS OF THAT NATURE.

BUT IT WILL DEFINITELY NOT EXCEED 75,000.

THE OPTION NUMBER TWO IS TO ISSUE A BRAND NEW RFP OR TO UTILIZE A COOPERATIVE PURCHASING AGREEMENT.

UH, AGAIN, THE SEARCH PROCESS WILL BE 12 WEEKS.

HOWEVER, YOU WILL NEED TO ALSO CONSIDER THE 30 TO 45 DAYS THAT WILL TAKE TO DO THE RECRUITMENT PROCESS.

UH, I, SORRY, THE VENDOR'S IDENTIFICATION IN THE CONTRACT EXECUTION.

SO IF WE WERE TO START RIGHT AWAY, THAT WILL TAKE US TO MID-NOVEMBER.

UM, YOU KNOW, AND, AND, AND IT WILL ADD 30 TO 45 DAYS TO THOSE STANDARD 12 WEEKS.

THE THIRD OPTION IS TO EXERCISE THE WARRANT, THE GU THE

WARRANTY, UH, UNDER THE GOV HR AND GT CONTRACT, UH, IN THEIR CONTRACT.

AND, YOU KNOW, IT, IT ACTUALLY, AND, AND OUR, UM, ATTORNEYS CAN SPEAK IN MORE DETAIL ABOUT THE CONTRACT.

IT INDICATES THAT THEY ARE, UM, TO CONDUCT A FULL SEARCH, UH, TO, YOU KNOW, IF, AS IF, IF THE PERSON THAT THEY SELECTED IN THE FIRST ROUND, UH, DID NOT STAY WITH US FOR A YEAR OR WAS LET GO FOR SOME REASON.

SO BASICALLY UN UNDER THOSE TERMS, THE COST WOULD ONLY BE LIMITED TO ADVERTISING AND LOGISTICS.

WE WILL BE ABOUT 2,500 TO $5,000.

UM, AND THEY WILL HAVE TO DO THIS, UH, FULL RECRUITMENT, UM, WITH NO ADDITIONAL COST.

UM, AND OF COURSE THE FOURTH OPTION IS ALWAYS TO CONDUCT AN IN-HOUSE SEARCH.

UH, WE WILL DO IT INTERNALLY AS WE RECRUIT MANY OF OUR EXECUTIVES.

AGAIN, WE WILL TAKE THE FOUR, THE 12 WEEKS THAT A STANDARD PROCESS REQUIRES.

UM, AND THE COST WILL BE, YOU KNOW, WITHIN THE EXISTING STAFF AND SALARIES.

SO NO ADDITIONAL COST, SO IT WILL BE THE MOST COST EFFICIENT APPROACH.

UM, I ALSO LISTED THE POSTING STRATEGY, WHICH, YOU KNOW, THESE ARE SOME OF THE PLACES WHERE THIS, UH, SEARCH WILL BE POSTED REGARDLESS OF THE APPROACH.

AND THEN A LITTLE BIT OF A OVERVIEW OR COMPARISON BETWEEN THE DIFFERENT OPTIONS IN TERMS OF TIMELINE, UM, AND COST.

AND THAT IS ALL THE INFORMATION.

NOT INTERESTED IN THAT, WHICH LEADS ME WITH OPTION TWO, WHICH YOU HAVE BOTH ISSUE A NEW RFP OR UTILIZE A COOPERATIVE PURCHASING AGREEMENT.

AND, UM, CHAIR, MY INTEREST IS IN UTILIZING A COOPERATIVE PURCHASE AGREEMENT.

ONE OF THE, UM, THERE'S A NUMBER OF FIRMS THAT ARE AVAILABLE AND I WOULD LOVE IT IF WE COULD MAYBE GET AN OUTLINE OF THE VARIOUS ONES THAT ARE AVAILABLE.

I KNOW TECH SHARE, UM, HAS AT LEAST TWO UNDER CONTRACT THROUGH THE COG.

WE USED ONE OF THOSE FIRMS TO SELECT THE NEW COG DIRECTOR.

IT WAS A FLAWLESS, EFFICIENT, VERY QUICK PROCESS.

UM, HIGHLY PROFESSIONAL.

AND HAVING BEEN THROUGH A CITY MANAGER SEARCH HERE AND AN IG SEARCH HERE, I WOULD HAVE STRONG OPINIONS ABOUT WHO WE SELECT BECAUSE THAT FIRM DID A FABULOUS JOB AND THEY'RE ALREADY UNDER CONTRACT AS A COOPERATIVE PURCHASE AGREEMENT VENDOR, AND WE COULD BE READY TO ROLL VERY QUICKLY.

SO THAT IS MY STRONG PREFERENCE, UM, OF THE OPTIONS PRESENTED.

UM, I HATE TO START FROM SCRATCH, BUT I BELIEVE THE COOPERATIVE AGREEMENT, DOES THAT MOVE US FORWARD A LITTLE BIT OR IS IT, IS IT BASICALLY STOPPING STARTING FROM SCRATCH? UH, I WOULD SAY THAT IT'S VERY SIMILAR TO DOING AN RFP BECAUSE IT'S UNDER A HUNDRED THOUSAND.

SO THE PROCESS WILL BE VERY SIMILAR.

AND SO IF THERE'S PARTICULAR, YOU KNOW, WE'LL DEFINITELY REACH OUT TO THE CALL.

AND IF THERE'S ANY OTHERS THAT, YOU KNOW, MAYBE RECOMMENDED IT, WE'LL REACH OUT TO THEM IMMEDIATELY AND START WORKING ON, UM, WITH OUR INSURANCE AND PROCUREMENT AND LEGAL TEAM TO MAKE SURE THEY'RE IN PLACE.

SO I WOULD SAY 30 TO 45 DAYS MAXIMUM TO, TO SET IT UP AND IN PARTICULAR, IF IT'S A FIRM THAT IS ALREADY WORKING WITH OTHER ORGANIZATIONS, AND THEN THEY'LL JUST START THEIR PROCESS AND, AND AT THE, FROM THAT POINT ON FORWARD, THEY, THE 12 WEEKS ASSUME THAT, YOU KNOW, ALL MEETINGS HAPPEN IN A TIMELY MANNER THAT, YOU KNOW, WE, WE RUN THIS A VERY EFFICIENT PROCESS, UM, THAT ALL FIRMS BASICALLY HAVE THE SAME TIME NOW.

I JUST, UM, I I WANTED TO, UH, CLARIFY.

I TOO WOULD NOT HAVE WANTED TO USE THE SAME, UH, SEARCH FIRM THAT WE USED BEFORE.

UM, SO A NEW RFP WITH A COOP WITH A COOPERATIVE AGREEMENT OR GETTING, AND JUST MAYBE USING SOMEBODY THAT WE KNOW IN THE REGION WHO'S USED AFFIRM AND, AND HAS HAD A GOOD EXPERIENCE, I THINK I JUST WANT IT TO BE EFFICIENT AND I WANT IT TO BE EFFECTIVE AND PROFESSIONAL.

AND I THINK THOSE ARE MY, MY THREE TOP CRITERIA.

SO THE QUESTION IS, AND I'M NOT SURE IT MIGHT REQUIRE AN EXECUTIVE SESSION, BUT WAS WANTING TO INQUIRE ABOUT THE STATUS OF THE DUT CONTRACT, UM, THAT WE WENT WITH FOR THE LAST IGI AM NOT FAMILIAR IF STACK DECIDED TO DO ANYTHING REGARDING THE STATUS OR EXISTENCE OF THAT CONTRACT.
