MANY RESIDENTS WHO HAVE BEEN LISTED ON THE INTERACTIVE MAP FOR THIS FORCED CURBSIDE PICKUP CHANGE ARE ON STREETS AND WITHIN NEIGHBORHOODS THAT WERE DESIGNED AND BUILT FOR ALLEY TRASH PICKUP. MANY OF THESE RESIDENTS PROBABLY BOUGHT THEIR HOMES WITH THE KNOWLEDGE AND UNDERSTANDING OF THIS FEATURE. FOR HOMES BUILT FOR ALLEY TRASH PICKUP. CHANGING TO CURBSIDE PUTS THE BURDEN ON THE HOMEOWNERS TO RECONFIGURE THEIR PROPERTY. MANY OF THESE PROPERTIES DO NOT HAVE A PLACE TO STORE GARBAGE CANS IN FRONT OF THEIR HOME, NOR DO THEY HAVE EASE OF ACCESS TO WHEEL THEM FROM THE BACK OF THE HOUSE TO THE FRONT OF THE HOUSE. THE ALLEY TRASH DEBACLE IS JUST ONE EXAMPLE OF WHY WE NEED THIS ORDINANCE. THE SANITATION DEPARTMENT CAME TO YOU SAYING IT'S PRIMARILY A SAFETY ISSUE. BUT WHEN WE ASK FOR THE DATA, THEY DIDN'T HAVE THE DATA. THEY TRIED TELLING YOU IT WAS A COST ISSUE. BUT WHEN WE INVESTIGATED, WE FOUND OUT THEY DIDN'T DO THE THOROUGH AND TRANSPARENT RESEARCH THAT YOU WOULD EXPECT, AND THEY DIDN'T EVEN BOTHER TO GET TO PUT IT OUT FOR BID LIKE MOST OTHER CITIES DO. AND THIS IS THE SAME SANITATION DEPARTMENT THAT OUR OWN AUDITOR INVESTIGATED AND DETERMINED WAS WOEFULLY MISMANAGED. THOSE ISSUES HAVE NOT BEEN FIXED YET. THAT SAME SANITATION DEPARTMENT IS MAKING A DECISION THAT IMPACTS OVER 30,000 HOUSEHOLDS AND COST THOSE RESIDENTS MILLIONS OF DOLLARS EVERY YEAR. THAT IS NOT RIGHT. AND ALLEY TRASH IS NOT THE LAST ILL ADVISED ISSUE THAT CITY MANAGEMENT IS GOING TO TRY TO FORCE. THERE WILL BE MORE, BUT THOSE HAVE TO BE HANDLED BY ELECTED CITY OFFICIALS THAT ARE ACCOUNTABLE. AS YOU KNOW, THE CITY SANITATION DEPARTMENT HAS PROPOSED ELIMINATING ALLEY PICKUP FOR OVER 33,000 HOUSEHOLDS, CITING SAFETY, EFFICIENCY AND COST CONCERNS, BUT LIMITED AND IN SOME CASES, NO SUPPORTING DATA HAS BEEN SHARED TO JUSTIFY THIS DISRUPTION. MANY DALLAS NEIGHBORHOODS, PARTICULARLY THOSE BUILT IN THE 1950S TO THE 1970S, WERE SPECIFICALLY DESIGNED FOR ALLEY ACCESS FOR TRASH, UTILITIES AND DRAINAGE. WE'VE HEARD COMPARISONS TO CITIES LIKE HOUSTON, BUT THAT'S NOT APPLES TO APPLES. HOUSTON HAS FEWER THAN TEN MILES OF CITY MAINTAINED ALLEYS, WHILE DALLAS HAS NEARLY 13,000 MILES. INTEGRAL OR 1300 MILES. I'M SORRY, INTEGRAL TO OUR INFRASTRUCTURE AND HOW OUR NEIGHBORHOODS WERE BUILT TO FUNCTION. INTERESTINGLY ENOUGH, HOUSTON RESIDENTS HAVE RECENTLY VOICED STRONG FRUSTRATION WITH POOR CURBSIDE CITY SANITATION SERVICE AND ARE DEMANDING THAT OTHER OPTIONS BE EXPLORED. IF THE SANITATION DEPARTMENT CAN'T PROVIDE HOURLY SERVICE EFFICIENTLY, THEN THE CITY SHOULD LET PROFESSIONAL OPERATORS COMPETE FOR THE WORK LIKE THEY ALREADY DO FOR HUNDREDS OF THOUSANDS OF NORTH TEXAS HOMES. MORE THAN 11,000 RESIDENTS HAVE SIGNED A PETITION, AND IN THE CITY'S OWN SURVEY, 67% OPPOSE MOVING SERVICES TO THE CURB. LAST YEAR'S ACTUAL SURPLUS WAS $6.5 MILLION. SANITATION ENTERPRISE FUND BALANCE AT YEAR END IS PROJECTED TO REACH NEARLY $36 MILLION. SO RESIDENTS ARE BEING ASKED TO ACCEPT REDUCED SERVICE LEVELS AT TWICE THE COST FROM A SANITATION DEPARTMENT WITH A $13 MILLION SURPLUS OVER TWO YEARS AND A $36 MILLION ENTERPRISE FUND BALANCE. AND THE REASON IS BECAUSE THE SECTION THAT RUNS THROUGH DISTRICT 12 IS EXTREMELY PROBLEMATIC. IT'S RUNNING THROUGH A LOT OF PEOPLE'S BACKYARDS HAS BEEN A HUGE NIGHTMARE. AND IN CONSIDERATION OF THAT, DART SAID, WE'RE GOING TO MAKE THIS BIG INVESTMENT IN A PROJECT THAT THE SUBURBS WANT, BUT WE WILL DO A CAPITAL PROJECT WHICH WAS IDENTIFIED AS TWO FOR DALLAS. IS THAT CORRECT? POINT OF ORDER, MAYOR. STATE YOUR POINT OF ORDER. I THINK THE AGENDA ITEM IS JUST ABOUT A DISBURSEMENT OF A SPECIFIC PROJECT. I THINK WE'RE WAY OFF BOUNDS ON GERMANENESS. SO MY POINT OF THIS IS THAT WE ARE PAYING A GIANT SUBSIDY FOR EVERY RIDER ON A VERY SHORT STREETCAR, BUT YET WE HAVE MADA IN UPTOWN THAT REALLY OUGHT TO CONNECT TO IT. WE PROBABLY SHOULD HAVE THE STREETCAR GOING TO THE FARMERS MARKET, AND WE MIGHT HAVE MORE RIDERSHIP THAT MIGHT MAKE THIS INVESTMENT MORE PALATABLE. BUT EITHER WAY, WE SPEND OVER $460 MILLION IN SALES TAX TO DART, AND THIS SHOULD BE THEIR RESPONSIBILITY. I RECOGNIZE THE CITY MADE A VERY BAD AGREEMENT BEFORE ANY OF US WERE ON HERE TO PROCEED WITH THIS PROJECT, AND MAYBE THEY HOPE THAT ONE DAY IT WOULD EXPAND, BUT IT HASN'T, AND THERE'S NOT REALLY A PLAN TO DO IT. AND WITHOUT THAT, THIS IS JUST AN ENORMOUS SUCK OF MONEY. AND I REALLY, REALLY HOPE THAT MANAGEMENT IS WORKING WITH DART TO GET AN AGREEMENT TO EXPAND THE STREETCAR SO THAT IT ACTUALLY BECOMES SOMETHING THAT HAS A VIABLE RIDERSHIP AND NOT SUCH A HUGE SUBSIDY, WHETHER THAT'S FROM DALLAS OR DART. I MEAN, THERE'S A VERY YOU KNOW, VIABLE TRANSPORTATION MODE TO GET PEOPLE, ALL THE TOURISTS AND FOLKS STAYING IN DOWNTOWN TO THE ZOO AS AN OPTION IF THEY WANT TO GO DOWN THERE. SO THIS IS A WAY TO AVOID THE CARS AND ALL THE, THE, YOU KNOW, THE THE OTHER TYPES OF TRANSPORTATION. IF WE'VE GOT A STREETCAR THAT WILL TAKE YOU ALL THE WAY THERE. RIGHT. THAT IS CORRECT. ALL RESIDENTS DESERVE TO FEEL SAFE IN THE CITY, AND ICE IS NOT INSTILLING THAT. WE SEE THESE STATE SANCTIONED BULLIES TERRORIZING INNOCENT FOLKS EVERY DAY ACROSS THE COUNTRY, RIPPING FAMILIES APART AND ABDUCTING ABDUCTING HARDWORKING AMERICANS, BOTH DOCUMENTED AND UNDOCUMENTED.
