WE HAVE TWO NEW MEMBERS OF THE PARK BOARD THAT ARE JOINING US TODAY.

WE HAVE, UH, SALLY, UH, PRETORIUS HODGE FROM DISTRICT 13, AND JOHN PGA FROM DISTRICT 11.

UH, WELCOME TO BOTH OF YOU GUYS FOR YOUR VERY FIRST PARK BOARD MEETING.

WE'RE EXCITED TO HAVE YOU GUYS HERE.

UM, MADAM SPEAKER, DO WE HAVE ANY SPEAKERS? UH, YES.

UH, CHAIRMAN, MEMBERS OF THE BOARD.

UH, IT IS A PRIVILEGE TO HAVE THE OPPORTUNITY TO ADDRESS YOU TODAY, AND I DO MEAN THAT IN A LITERAL SENSE, UM, BECAUSE MANY OF THE INDIVIDUALS YOU ARE AFFECTED BY THE POLICY THAT I WANT TALK ABOUT, UM, DON'T HAVE THE, THE ABILITY TO BE HERE TODAY.

UM, MAINLY CHILDREN WHO ARE IN SCHOOL, FOUR PEOPLE WHO CAN'T AFFORD CONCESSIONS AT THE CONCESSION STAND AT EAST PARK.

UM, AND SO THE POLICY SPECIFICALLY IS THE PROHIBIT, UH, PROHIBITION ON ANY BEVERAGES OTHER THAN WATER AT THE BASEBALL FIELDS.

THIS POLICY REPRESENTS AN EFFECTIVE TAX ON BASEBALL PLAYERS WHEN KIDS AND PARENTS, SPECIFICALLY ON THE BASEBALL FIELDS.

THIS POLICY DOES NOT APPLY TO OTHER AREAS OF THE PARK WHERE SOCCER FIELDS ARE LOCATED.

UM, AND SO I DON'T HAVE A WHOLE TON OF, UH, FANCY RHETORICAL ARGUMENTS FOR THIS, BUT I DO HAVE A COMMON SENSE RECOMMENDATION.

AND THIS RECOMMENDATION OF REMOVING THIS POLICY IS A LOT CHEAPER THAN THE $454,908 PROPOSED TO BILLION FRIENDS FOR RECOMMENDATIONS ON PARK IMPROVEMENTS.

SO I ENCOURAGE CHAIRMAN BOARD WITH THE QUORUM TODAY THAT WE PUT FORTH A MOTION TO RESCIND THE POLICY OF THE RESTRICTION ON SPORTS DRINKS, UH, BEING BROUGHT BY INDIVIDUALS INTO THE BASEBALL AREAS OF KEY DEPARTMENT.

UM, ON ANOTHER NOTE, YOU KNOW, I THINK ONE REASON THAT THIS POLICY SHOULD BE REMOVED IS IT BREEDS A LOT OF RESENTMENT.

YOU'LL NOTICE AT THE BASEBALL FIELDS, A LOT OF WOMEN AT THE GAMES HAVE, UH, VERSUS THE SIZE OF CARRY ON LUGGAGE.

UM, AND THAT IS BECAUSE THESE INDIVIDUALS ARE BRINGING POWER AIDS SNACKS FOR THE KIDS AT THE BASEBALL FIELDS.

AND, UM, YOU KNOW, WITH THIS BROAD NON-COMPLIANCE THAT ALREADY EXISTS, RIGHT? ISN'T THE REASON TO REMOVE IT.

BUT THE REASON TO REMOVE IT IS BECAUSE PEOPLE WHO GO TO THE PARK, UM, OR YOU KNOW, FEEL LIKE THEY HAVE TO CHEAT THE POLICY TO GIVE THEIR KIDS A, A GATORADE OR POWERADE.

UM, GIVEN THAT, YOU KNOW, NONE OF US IN THE FIRM ARE A STRANGER TO THE, UH, HIGH TEMPERATURES IN TEXAS DURING THE COURSE OF THE SUMMER AND THE RISK OF HEAT STRESS, AND THAT MANY OF US RECOGNIZE THE BENEFITS THAT ELECTROLYTES PROVIDE, WE SHOULDN'T CREATE THIS DUAL SYSTEM WHERE SOME KIDS ARE FORCED TO BUY, UH, GATORADES.

UM, YOU KNOW, THERE ARE A LOT OF PEOPLE, UM, THAT MIGHT STRUGGLE FOR A DOLLAR TO BUY A GATORADE AT THE PARK.

SO, UH, IN SHORT, I ENCOURAGE THE BOARD TODAY TO PUT FORTH MOTION TO RESCIND THE POLICY ON THE RESTRICTION OF SPORTS DRINKS IN THE HE BASEBALL FIELD.

STAFF SAT DOWN AND WE STARTED LOOKING AT, YOU KNOW, WHAT ARE THE VARIOUS MASTER PLANS, SIGN GUIDELINES THAT WE NEED TO HAVE AS A, AS DEPARTMENT, AND WHICH ONES CAN WE DO IN HOUSE? UH, DOG PARK GUIDELINES OR MASTER PLAN.

WAS WAS ONE OF THOSE.

WE DECIDED WE COULD DO THIS IN-HOUSE.

SO MY COUNTERPART, MEGAN O'NEILL AND I, SHE ACTUALLY DID ALL THE WORK SO YOU CAN GET THROUGH ALL THE CREDIT.

SO THAT'S WHAT WE'RE GONNA KIND OF WALK THROUGH IF WE GO THROUGH THE FIRST SLIDE GIVES OUR BACKGROUND JUST KIND OF THE HISTORY I JUST PROVIDED AND IT SAYING KIND OF WHAT, WHAT THE GUIDELINES ARE AND WHAT THEY'RE NOT.

SO THIS IS THE COMPREHENSIVE PLAN FROM 2024.

WE SHOULD HAVE HAD, UH, A GOAL OF, WE DID HAVE A GOAL OF NINE DOG PARKS TO GET OUR ONE PER HUNDRED THOUSAND GET WHATEVER, RIGHT? UM, AMENITIES FOR DOG PARKS BASED ON POPULATION.

UH, WE GO THE NEXT SLIDE.

WE HAVE EXCEEDED THAT.

BUT SINCE OUR POPULATION HAS INCREASED, WE STILL HAVE, WE, NOT THE THE ONE TO $100,000 GET THE LEAD OR, UH, PARK YET, BUT WE DO HAVE, UH, 11 DOG PARKS THAT ARE CURRENTLY OPEN AND OPERATIONAL ON THE GROUND TODAY.

SO WE'RE EXCEEDING THAT 2016 GOAL, BUT WE HAVEN'T QUITE REACHED, UH, THE ONE PER YET BECAUSE OF OUR POPULATION INCREASE.

BUT WE'RE AT 0.8, SO WE JUST NEED TWO MORE.

BUT WE'RE ON THE RIGHT PATH WITH, UH, SERVING THE COMMUNITY NEED FOR, FOR DOG PARKS.

SO LOOKING AT OUR DALLAS DOG PARK SUPPLY SIZE, GENERALLY SPEAKING, SMALL IS LESS THAN AN ACRE, ACTUALLY ARE ONES THAT REALLY CONSIDER SMALLER, MUCH, MUCH LESS THAN AN ACRE.

UH, WE HAVE CROCKETT LAKELAND HILLS, WHICH JUST OPENED IT IN PARK HILL.

UH, AGAIN, ONE TO TWO ACRES IN SIZE.

GENERALLY SPEAKING, THERE'S A LITTLE BIT OF FLUCTUATION IN THAT.

UH, BUT THEN THESE, AGAIN, BASED ON THE, THE PARKS THAT WE HAVE, WE HAVE A COMBINATION OF SOME ARTIFICIAL TURFS AND THEY HAVE A COMBINATION OR, UH, A LOT OF NATURAL SURFACE.

AND I PERSONALLY HAVE WENT UP TO THIS DOG PARK ON MY OWN TIME, UH, AT LEAST THREE TIMES.

AND EACH TIME I WENT TO THE DOG PARK, I ASSURE YOU ALL THE DOGS WERE HAPPY AND AND THEIR OWNERS.

BUT WHAT I LOVED ABOUT THE DOG PARK WAS THE LOW MAINTENANCE.

BECAUSE OF THE WAY THEY DESIGNED FOR THE ELEVATION, THEY'RE ABLE TO WASH DOWN THE DOG PARK EVERY

AND THAT'S GONNA BE A VERY EXPENSIVE COST TO MAINTAIN THEM.

ONCE AGAIN, UNLESS WE CHANGE OUR MODEL ON HOW WE DESIGN THESE DOG PARKS, I KNOW EVERYONE THINK IT'S, IT'S GREAT TO BE ABLE TO JUST THROW UP A FENCE AND, BUT THAT MAINTENANCE IS NOT GONNA CHANGE REGARDLESS.

THIS IS YOUR DAILY ATTENDANCE, UH, INCLUDING, UH, SENIORS, UH, SWIM LESSONS, SWIM TEAMS, SPECIAL EVENTS, AS WELL AS RESERVATIONS NOW, UM, SEEING THAT IT WAS STILL JUST RAIN AND RAIN AND RAIN, UH, WE HAD LESS DAYS ON SOME OF THE FACILITIES.

UM, SO WE HAVE THE LIBRARIES.

UH, SOMEBODY COMES AND THEY JUST READ A STORY, JUST STORY TIME IN THE POOL, NICE AND PEACEFUL, AND WE'RE, WE'RE HELPING A LITTLE BIT OF PARENTS JUST, BUT LIKE WITH ANXIOUS KIDS.

I'VE COME OUT HERE AND SAID VERY TONGUE IN CHEEK THINGS THAT LIKE, WE PAY THEM ALMOST DOUBLE WHAT A COUNTRY CLUB AND MY COUNCIL DISTRICT PAYS THEIR LIFEGUARDS.

AND I THINK THAT'S WORTH NOTING BECAUSE WE DO OFFER A VERY HEALTHY LIVING WAGE TO THESE TEENAGERS WHO ARE COMING IN.

AND YES, I UNDERSTAND THEY LIVE AT HOME, BUT THEY STILL DESERVE WHAT THEY'RE GETTING.

AND, AND THAT'S FANTASTIC THAT WE'RE ABLE TO SUSTAIN THAT.

WHETHER THEY'RE A POOL AT THEIR HOME OR THEY'RE AT THE RIVER OR AT THE LAKE.

WE'RE ENABLING THEM TO MAKE IT SAFER FOR EVERYONE WITH THOSE SKILLS.

THE BAHAMA BEACH COCONUT STRUCTURE, I WANT TO TALK ABOUT THIS BECAUSE WHAT WE DIDN'T TALK ABOUT HERE IS HOW A SIGNIFICANT PORTION OF THAT WAS FUNDED.

IT WAS FUNDED THROUGH PARKLAND DEDICATION FEES.

IT MADE MEDIA AND ALL THAT, BUT WE HANDLED IT EXCEPTIONALLY WELL IN A THOUGHTFUL MANNER.

DONE THE RESPONSIBLE THING.

WE, WE MORE OR LESS CONVINCED FOLKS THAT, LOOK, THIS WAS AN EMOTIONAL DECISION, BUT WE HAD TO DO IT TO PRESERVE WHAT WE HAD THE OTHER AQUATIC CENTERS WE HAVE, AND TO KIND OF GROW THAT EXPERIENCE ACROSS THE, THE AQUATIC CENTERS THAT ARE MODERN, THAT ARE WORTH PROTECTING AND SAVING FOR A FUTURE GENERATION.
