>> GOOD AFTERNOON, COUNCIL. THIS PRESENTATION WILL DETAIL DFRS RECRUITING AND RETENTION ACTIVITIES FOR FISCAL YEAR 25, WHICH BEGAN OCTOBER 1, 2024, AND CONCLUDED SEPTEMBER 30TH OF THIS YEAR.

SLIDE 2, PLEASE. THERE WE GO.

IN THIS PRESENTATION, WE'RE GOING TO COVER THE HIRING OF OUR FIRE RESCUE OFFICER TRAINEES, FROTS, THE HIRING OF SINGLE FUNCTION PARAMEDICS, THE HIRING OF FIRE PREVENTION EDUCATION AND INSPECTION OFFICERS, AND THE HIRING OF LATERAL MEMBERS, AND DFRS ATTRITION FOR '24, '25.

NEXT SLIDE, PLEASE. INITIALLY, DFR WAS TASKED WITH HIRING 203 FROTS, 10 SINGLE FUNCTION PARAMEDICS AND 10 FPE&I MEMBERS FOR LAST FISCAL YEAR.

THE GOAL OF 203 NEW FROTS WERE SCALED BACK TO 195 DUE TO ATTRITION RATES NOT BEING AS HIGH AS ORIGINALLY ANTICIPATED.

OUR RETENTION RATE IN TRAINING INCREASED AND THE RETIREMENTS HAVE SLOWED.

THAT WAS PRIMARILY SINCE JUNE, AND WE THINK THAT WAS BECAUSE CHIEF BALL WAS MADE OUR NEW FIRE CHIEF, SO PEOPLE WANTED TO STAY AROUND A LITTLE LONGER.

WE'RE HAPPY TO SAY THAT DFR MET ALL OF OUR INDIVIDUAL HIRING GOALS FOR FISCAL YEAR '25.

IN ADDITION, THE DFR RECRUITING TEAM PROCESS 1,262 FROT APPLICANTS IN ORDER TO MEET OUR GOAL OF 195 FROTS.

SLIDE 4, PLEASE. SLIDE 4 DEMONSTRATES OUR TABULAR DATA FOR OUR SWORN HIRING.

AS YOU CAN SEE, WE HAD AN APPLICANT POOL OF 01,262 APPLICANTS THAT WE RECEIVED FROM CIVIL SERVICE.

WE HIRED 195 MEMBERS WHICH PUT OUR HIRING PERCENTAGE RIGHT AROUND 15.5%.

AS YOU CAN SEE, WE HAD SIX CLASSES FOR FISCAL YEAR '25.

WITHIN THOSE SIX CLASSES, WE HAD TWO LATERAL OFFICERS AND TWO REAPPOINTMENTS, AND THAT BROUGHT US TO OUR TOTAL OF 195 FROT MEMBERS THAT WE HIRED.

SLIDE 5, PLEASE. SLIDE 5 DEMONSTRATES OUR HIRING NUMBERS AND HOW THEY MATRICULATED THROUGH OUR RESPECTIVE HIRING PROCESSES GOING FROM THE APPLICATION PROCESS TO THE CIVIL SERVICE PROCESS AND BEING REFERRED TO DFR.

AS YOU CAN SEE, THE FROTS AND THE FROT LATERALS, WHEN YOU COMBINE THE 189 PLUS THE SIX THAT REACHES OUR GOAL OF 195 FIRE RESCUE OFFICER TRAINEES.

WE ALSO HAD 10 SINGLE FUNCTION PARAMEDICS AND WHAT'S NOT INCLUDED ON THIS ARE THE 10 FIRE PREVENTION EDUCATION INSPECTION OFFICERS THAT WE ALSO HIRED.

DURING THIS FISCAL YEAR, THE RECRUITING TEAM DEVELOPED THE FOLLOWING EMPLOYMENT STRATEGIES.

WE ATTENDED 12 COMMUNITY AND CAREER EVENTS, I.E THE STATE FAIR OF TEXAS.

WE ALSO HAD 18 SCHOOL AND COLLEGE CAMPUS ENGAGEMENT, DIRECT TARGETING INITIATIVES, AND WE INCREASED OUR DIGITAL MARKETING PRESENCE WITH INCREASED SOCIAL MEDIA CAMPAIGNS.

SLIDE 7, PLEASE. SLIDE 7 DEMONSTRATES OUR SOCIAL MEDIA POSTS, WHICH IDENTIFIES THE FIVE PRIMARY POSITIONS THAT WE HIRE FOR IN DFR, AND THIS WAS SIMPLY JUST TO PROVIDE A VISUAL EXAMPLE OF WHAT WE PUSH TO OUR SOCIAL MEDIA.

AS YOU CAN SEE, WE HAD ATTRITION RATE OF 110 MEMBERS, WHICH WAS A RATE OF APPROXIMATELY 9.1 MEMBERS PER MONTH.

THESE ARE THE VARIOUS CATEGORIES THAT MEMBERS CHECKED IN THEIR RETIREMENT, RESIGNATION, OR TERMINATION APPLICATIONS.

AS YOU CAN SEE, IT VARIES, BUT IT ALL CAME OUT TO 110 MEMBERS THAT WE LOST LAST YEAR FOR VARIOUS REASONS.

SLIDE 10, PLEASE. SLIDE 10, THIS PIE CHART SHOWS A COMPARISON OF OUR FISCAL YEAR 2025 ATTRITION REASONS VERSUS ALL OF OUR NEW HIRES.

AS YOU CAN SEE, OUR NEW HIRES OUTPACED OUR ATTRITION RATE FOR FISCAL YEAR '25. SLIDE 11, PLEASE.

SLIDE 11 DETAILS OUR DFR RETENTION INITIATIVES.

THE OVERARCHING GOAL OF THE DEPARTMENT IS TO RECOGNIZE THE WORK THAT OUR MEMBERS DO EVERY DAY, AND ALSO TO GIVE MEMBERS SOME DIRECT FACETIME WITH CHIEF BALL AND THE COMMAND STAFF.

THAT COMES THROUGH THE UNIFORM ENGAGEMENT TEAM, DFR AWARDS BANQUET, OUR LIFE SAVING AWARDS, OUR DFR YEARBOOK, OUR LINE OF DUTY DEATH MEMORIAL, WHICH WE HAD EARLIER LAST MONTH, AND UPCOMING PROMOTIONAL EXAMS, WHICH ALL LEAD TO INCREASED RETENTION RATES FOR THE DEPARTMENT.

WHAT THINGS ARE YOU GETTING UP AGAINST FOR BOTH GROUPS THAT MIGHT BE MAKING IT MORE DIFFICULT FOR YOU TO ATTRACT THE TALENT THAT WE REALLY NEED?

>> I CAN SAY FOR US, THE BIGGEST CHALLENGE IS TO ACTUALLY GET THE INTEREST.

THAT'S ONE OF THE REASONS WHY WE ACTUALLY HAVE THAT INTEREST OR TO DEVELOP THAT INTEREST BECAUSE WHAT WE'RE SEEING A LOT OF TIMES, EVEN PARENTS DON'T WANT THEM TO TAKE THIS JOB.

ONE OF THE THINGS THAT WE'RE TRYING TO DO IS WE'RE TRYING TO GROW RECRUITS, BECAUSE WE HAVE SEVERAL PROGRAMS WITH THE DISD WHERE WE'RE ACTUALLY TRYING TO GROW THEM,

AND THERE'S ALSO A LOT OF INTERACTION WITH THE PARENTS AT THAT.

THAT HELPS WITH THAT CHALLENGE.

THAT WOULD BE THE BIGGEST THING THAT WE SEE.

THE NUMBER FOR THIS FISCAL YEAR LAST YEAR WAS 300, WHICH WE HAD AT 330.

FOR THIS YEAR, WE REALLY TRYING TO GET OUR BEST BANK FOR THE BUCK, GO TO PLACES WHERE WE KNOW WE'RE GOING TO BE SUCCESSFUL, WE FORECAST WE'RE GOING TO BE SUCCESSFUL.

BUT OUR PROACTIVE USE OF OUR RESOURCES TO EXPAND OUR HIRING EFFECTIVENESS.

WE'RE TRYING TO BE REALLY EFFICIENT AT THAT.

TARGETING OUR HIGH-YIELD ENVIRONMENTS THROUGH SOCIAL MEDIA, BILLBOARD PLACEMENT, RECRUIT DISPLAYS, ADVERTISEMENTS, AND THEN BEING CONSISTENT.

WE WANT TO BE EVERYWHERE, BUT WE CONSISTENTLY BE EVERYWHERE, SO PEOPLE CAN SEE DPD AND OUR BRAND TO COME HIGHER HERE.

THEN OBVIOUSLY, THE FOLLOW-UP.

ONCE WE GET THEM THROUGH THE DOOR, KEEP FOLLOWING UP, MAKE SURE WE'RE GETTING THE RIGHT QUALIFIED APPLICANTS. NEXT SLIDE.

NOW I WANTED TO GO THROUGH OUR NEW YORK TRIP.

OCTOBER 24-26, THE RECRUITING UNIT HOSTED A OFFSITE HIRING EVENT IN NEW YORK CITY.

I REALLY WANT TO GIVE THANKS TO ONE OFFICER IN PARTICULAR, OFFICER NELSON WITH RECRUITING.

HE SET EVERYTHING UP, STARTED PUSHING.

HE REALLY BEEN SAYING FOR A WHILE BECAUSE HE'S FROM NEW YORK.

THAT WE NEED TO GO TO NEW YORK.

WE'LL GET A GOOD TRACTION THERE WITH OFFICERS.

OF COURSE, OUR APPLICANT PROCESSING UNIT TEAM AND OUR BACKGROUNDERS DID A GREAT JOB.

BUT WHEN WE WERE IN NEW YORK, WE HAD 156 THAT APPLIED FOR THE POSITION OF POLICE OFFICER, 144 OF THOSE APPLICANTS WERE PROCESSED, 49 PARTICIPATED IN OUR INTERVIEW BOARDS WITH 34 PASSING AND 15 FAILING, 95 ARE STILL, LIKE I SAID, THE CONSISTENT FOLLOW-UP, TRYING TO GET THEM THROUGH BOARDS AND COME DOWN TO DALLAS AND DO THE TESTING.

WE'RE ACTUALLY LOOKING INTO GOING BACK TO NEW YORK CITY TO TRY TO BOARD THOSE PEOPLE THAT ARE STILL INTERESTED, BUT OUR RECRUITERS ARE CONTACTING THEM DAILY, TRYING TO GET THEM THROUGH TO THE NEXT STEP.

WHAT I DIDN'T INCLUDE ON HERE WAS OUR THREE ON SITE TESTINGS.

WITH OCTOBER AND NOVEMBER, WE HAD THREE ON SITES THAT 128 APPLIED, 116 PASSED, WE HAD 11 FAILURES, ONE WITHDRAWAL AND ONE DQ.

NEXT SLIDE. NOVEMBER IS USUALLY OUR LOW END CLASS.

LAST YEAR, WE HAD 38 RECRUITS IN THE NOVEMBER ACADEMY CLASS.

THIS YEAR, CLASS 409, WE HAVE 60 CURRENTLY WITH FIVE, STILL PENDING PSYCHOLOGICAL BACKGROUND.

ONCE WE GET THAT, WE'LL HAVE A SOLID NUMBER, BUT WE'RE ALREADY AT 60, SO WE'VE SURPASSED THAT BY 22 ALREADY.

CLASS 410 WILL BE JANUARY 14TH, AND WE GOT FOUR CONFIRMED FOR THAT CLASS, BUT THAT'S OUR GOAL ALSO FOR THAT IS ANOTHER 16 IN CLASS 410.

THAT WILL ACTUALLY HOPEFULLY INCLUDE SOME OF OUR OFFSITE NEW YORK PARTICIPANTS AND GET THEM THROUGH TO THE ACADEMY. NEXT SLIDE.

THESE ARE THE WAYS WE'RE GETTING THEM IN.

WE'RE JUST OUT THERE EVERYWHERE, CAREER EVENTS, ESPECIALLY HITTING THE COLLEGES AND MILITARY EVENTS.

WE HAVE 190 THAT ARE ESTIMATED THIS YEAR LEAVING THE DEPARTMENT TO ATTRITION.

I'D SAY ALL ARE VERY SIMILAR ISSUES THAT WE THINK.

OF COURSE, WITH OUR OFF SITE THAT WE DID A BIG OF SITE PUSH, HAD 156 PEOPLE APPLY IN NEW YORK, THAT THE LODGING AND HOUSING IS AN ISSUE.

BUT AS LONG AS WE'RE COMPETITIVE, I THINK WE'RE THE MAIN HEADLINER.

MAYBE ABOUT A YEAR AGO, AND WE HAD DIFFERENT LAW AGENCIES AND DEPARTMENTS, AND IT WAS REALLY SUCCESSFUL.

THE STUDENTS LOVED GOING TO SEE THE DIFFERENT EQUIPMENT THAT WAS OUT THERE AND THE VEHICLES, AND THEY WERE ABLE TO GET IN THEM AND TOUCH THINGS AND TALK TO THE DIFFERENT LAW ENFORCEMENT AGENCIES.

I THINK THAT'S A GREAT WAY TO AT LEAST GET OUR STUDENTS EXPOSED, ALSO THIS IS A CAREER PATH AS WELL. THANK YOU.

THESE ARE ISSUES THAT BRING INTERNET OUTAGES GOES INTO PEOPLE'S HOME ALARM SYSTEMS, CAMERAS.

BUT MOST IMPORTANTLY, FOR ME, IS THE MEDICAL ATTENTION.

THAT CAN GET OFFLINE.

IT'S CRITICAL THAT WE WORK TOGETHER.

EVERY ONE OF THOSE ARRESTS, YOU TAKE THE MEANS.

THAT'S FIVE OFTEN A PIECE.

IT'S JUST THAT'S THE FIRST TIME THEY'VE BEEN CAUGHT.

EVERYONE HAD A CRIMINAL RECORD, FELONIES OR WHATSOEVER.

WE DID HAVE MANY THAT WERE ARRESTED REPEATEDLY.

THEY WERE OUT ON BAIL AND COMMITTED ANOTHER CRIME.

I'VE HAD A GROUP CHARGED WITH 33 STATE JAIL FELONIES, OUT ON BOND, THREE DIFFERENT TIMES.

WE'VE SPOKE WITH THE DISTRICT ATTORNEYS THAT WHEN YOU ALL SEE IN THESE CASES, DO YOU NOT SEE THAT THEY'VE BEEN ARRESTED TWICE IN THE LAST SIX MONTHS AND THEY'RE OUT WAITING TO GO TO COURT? BUT THEY GET 600 CASES A PIECE, GO FORTH, BUT THEY ARE HELP.

PARTNER WITH DPD, EPPERSON IS RIGHT NOW, BUT THE FACES CHANGE BECAUSE THAT WAS THE PEAK WHERE WAS AERIAL CABLE.

NOW IT'S MANHOLES. DALLAS HAS A LARGE MANHOLE.

THE OPPORTUNITY IS THERE.

WHEN THEY GET IN THESE MANHOLES, WHEN PATROL DO GOES BY, THEY DON'T KNOW LOOK FOR THEM BECAUSE THEY'RE IN THE MANHOLES.

WE HAVE THEM ON VIDEO BECAUSE WE SET UP GAME CAMS. BUT I THINK IT'S A NEW AREA WHERE THEY JUST CHANGED THE MO AND INSTALL CONTINUE TO WORK WITH DPD BECAUSE THAT'S THE MAIN FOOTPRINT.

WE ARE MAKING THOSE ARRESTS.

WHEN YOU TAKE OUT FIBER, YOU TAKE IT OUT 1,000 PEOPLE, BECAUSE FIBER IT'S JUST LIGHT.

NOW WE'RE WORKING WITH DPD, WHEN WE HAVE GPS ALARMS OUT, THAT THEY'RE NOT GETTING TIED INTO REGULAR ALARMS OR THEY'RE NOT GETTING DISPATCH ON BECAUSE IT'S NON-ESSENTIAL.

NOW, WHEN THEY GO OFF, NO, SOMEBODY'S ACTUALLY TAKING IT.

IT'S NOT A REGULAR ALARM.

THEY'RE TRYING TO BLEND IN WITH SOMEONE THAT WOULD LOOK LIKE A TELECOMMUNICATION PROVIDER, SO NO ONE ASKS ANY QUESTIONS.

STARTING OFF. WE'RE JUST GOING TO GO OVER THE CRIME PLAN IMPACT RESULTS ON VIOLENT CRIME, THE GRID NUMBERS, THE NUMBERS BY THE GRID CRIME, CRIME TRENDS, THE NUMBERS FOR ROBBERY, AGGRAVATED ROBBERY AND ASSAULTS AND THE NEXT PLANS OPERATIONS UPDATES.

OVERALL CRIME IS DOWN 12.9%.

THERE ARE THREE SIGNIFICANT CONTRIBUTING FACTORS TO THIS.

YEAR TO DATE, AGGRAVATED ASSAULTS HAVE DECREASED 13.63%.

HOMICIDES HAVE DECREASED 25.16%.

FOR THE MONTH OF OCTOBER, WE DID THE DOMESTIC VIOLENCE OPERATION, WHICH GAVE US 539 ARREST, 463 OF THOSE ARRESTS FOR FAMILY VIOLENCE, AND THE REMAINING 76 WERE FOR WARRANTS FOR INDIVIDUALS WHO HAD OUTSTANDING WARRANTS FOR FAMILY VIOLENCE.

NEXT SLIDE. THE IMPACT ON VIOLENT CRIME AND COMPARED TO THE NUMBERS LAST YEAR, AS YOU CAN TELL, VIOLENT CRIME NUMBERS ARE DOWN FROM LAST YEAR, 12.9, AS WE SAID, MURDER DOWN 25.16, TOTAL FOR ROBBERY, 10.23.

INDIVIDUAL ROBBERIES DECREASE 11.69.

SAME FOR BUSINESS ROBBERIES DECREASE OF 4.95, TOTAL AGGRAVATED ROBBERIES ARE DOWN 13.63, AND AGGRAVATED ROBBERY NON FAMILY VIOLENCE, 16.23.

I THINK THAT'S MORE OF THE FOCUS IS NOT JUST TO DO ENFORCEMENT, BUT TO ALSO CHANGE THAT QUALITY.

WE'RE NOT REALLY SEEING THAT IT'S PUSHING FROM ONE PLACE TO THE NEXT.

THERE MIGHT BE AVAILABLE TO US, FOR EXAMPLE, IN MY DISTRICT, THE ESPERANZA COMMUNITY, WHICH IS AN UNDERSERVED COMMUNITY, THE COUNTY IS DEVELOPING A COMMUNITY CENTER AREA THAT'S GOING TO PROVIDE A SOCIAL SERVICE AND LONGER-TERM DAYCARE SERVICES.

IT WOULD SEEM TO ME THAT SINCE THIS IS A FACILITY THAT SERVES OUR RESIDENTS SPECIFICALLY IS TIED IN WITH THE SCHOOL, HAS SOME OF THE AMENITIES THAT MIGHT BE SUITABLE, THAT MAYBE WE SHOULD EXPLORE SOME IDEAS LIKE THAT TO ALLOW THIS SYSTEM TO GET FUNDED AND GET ACTIVE SOONER THAN LATER.

I WOULD CERTAINLY BE HAPPY TO COOPERATE AND COORDINATE SOME IDEAS AND TO TRY TO FACILITATE NOT ONLY IN THAT COMMUNITY CENTER, BUT IN OTHERS AROUND THE CITY WITH PUBLIC, PRIVATE, MAYBE PHILANTHROPIC, FAITH-BASED ORGANIZATIONS THAT MIGHT HAVE FACILITIES THAT WOULD BE SUITABLE AND READY TO GO AT A LOT LOWER COST AND A LOT START-UP DIFFICULTY THAN WE WOULD HAVE OTHERWISE.

IN ADDITION TO THAT, THERE'S A TACTICAL OPERATION CENTER, AND AT THE TOK IS WHERE EQUIPMENT WILL BE STAGED THAT IS READY TO DEPLOY TO SUPPORT ANY CRITICAL INCIDENT THAT COMES UP.

THEN, OF COURSE, EACH MUNICIPALITY SERVES AS ITS OWN AREA COMMAND, AND SO IN DALLAS, WE HAVE THE DALLAS AREA COMMAND.

WE WILL OPERATE A MULTI-AGENCY EMERGENCY OPERATION CENTER FOR SITUATIONAL AWARENESS, LOGISTICS AND RESOURCE SUPPORT, AND EMERGENCY PUBLIC INFORMATION, AND EQUALLY IMPORTANT, WE ARE DOING PLANNING TO MAKE SURE THAT WE'RE WELL POSITIONED TO NOT IMPACT CITY SERVICES AS BEST AS POSSIBLE.

THEY RELEASED THOSE WITH SOME VERY AGGRESSIVE TIMELINES FOR GETTING EVERYTHING TURNED AROUND, SO WE'VE BEEN WORKING EXTREMELY CLOSELY WITH THE STATE OF TEXAS.

IMPORTANTLY, THE ORGANIZING COMMITTEE TO SUBMIT OUR APPLICATION, AND THAT'S BASED ON NUMBERS THAT DPD DFR AND OTHER NORTH TEXAS CITIES HAVE GENERATED ESTIMATES OF HOW MUCH OVERTIME AND OTHER EXPENSES.

THEY'VE BACKDATED THAT NOTICE OF FUNDING OPPORTUNITY, THE PERIOD OF PERFORMANCE BACK TO JULY OF 2025, WHICH MEANS THAT AS WE'RE LOOKING THROUGH THIS, THERE MAY EVEN BE SOME COSTS WE'VE ALREADY INCURRED THAT COULD BE REIMBURSABLE.
