FAMILIES WITH CHILDREN ARE ESPECIALLY VULNERABLE, OFTEN FACING MULTIPLE CHALLENGES AT ONCE, INCLUDING HOUSING COSTS, TRANSPORTATION, AND CHILDCARE COSTS, AMONG OTHERS.
THIS STATISTIC REALLY UNDERSCORES THE FACT THAT FOR MANY DALLAS RESIDENTS, FINANCIAL HARDSHIP REMAINS A SIGNIFICANT AND ONGOING CONCERN.
SO WITH THE DRIVERS OF OPPORTUNITY FRAMEWORK, WE'RE LOOKING TO HELP OUR CITY TARGET EFFORTS WHERE THE HARDSHIP IS MOST CONCENTRATED SO WE CAN BE MORE INTENTIONAL ABOUT HOW AND WHERE WE INVEST MUNICIPAL RESOURCES AND AS WE DO THAT, WE ALSO HAVE TO OPERATE WITHIN A NEW FEDERAL LANDSCAPE THAT SHAPES HOW WE DESIGN AND IMPLEMENT CITY SERVICES, AND I WILL WALK THROUGH THAT NEXT.
THE NEXT SECTION BRIEFLY OUTLINES THE FEDERAL CONTEXT, INCLUDING RECENT EXECUTIVE ORDERS AND COMPLIANCE EFFORTS THAT GUIDE HOW WE SUPPORT DALLAS RESIDENTS.

JANUARY 2025, STAFF BEGAN MONITORING FEDERAL EXECUTIVE ORDERS THAT WERE BEING ISSUED AND FOLLOWING A CITY COUNCIL DIRECTIVE, OUR CITY MANAGER ESTABLISHED A FEDERAL GRANT COMPLIANCE TASK FORCE TO REVIEW CITY POLICIES AND PROGRAMS FOR COMPLIANCE IN JUNE 2025.
THIS LAUNCHED A CITYWIDE PROCESS TO BEGIN REVIEWING HOW EXECUTIVE ORDERS MIGHT IMPACT OPERATIONS. NEXT SLIDE.
ON THE SCREEN, YOU'LL SEE HIGHLIGHTED TWO OF THE EXECUTIVE ORDERS WHICH ARE SUMMARIZED TO SERVE AS EXAMPLES OF WHAT CITY STAFF ARE TAKING INTO CONSIDERATION AS WE REVIEW THE CURRENT PROGRAMS AND POLICIES.
NEXT SLIDE. WITH THAT, PART OF OUR RESPONSE TO THESE FEDERAL DIRECTIVES IS THAT EVERY DEPARTMENT HAS CONDUCTED SELF-ASSESSMENTS AND IDENTIFIED PROGRAMS AND POLICIES THAT NEED ADJUSTMENT.
THOSE ITEMS WERE ANALYZED BY THE CITY ATTORNEY'S OFFICE AND VETTED BY EXECUTIVE LEADERSHIP.
THE RESULTING CHANGES ARE CAPTURED IN THE OMNIBUS RESOLUTION THAT IS COMING TO COUNCIL ON DECEMBER 10TH, 2025, WHICH WILL FORMALIZE HOW THE CITY IS WORKING TO MEET THOSE FEDERAL REQUIREMENTS ACROSS DEPARTMENTS.
THAT AGENDA WILL ALSO ASK COUNCIL TO ADOPT THE DRIVERS OF OPPORTUNITY FRAMEWORK, GIVING US A CONSISTENT, LEGALLY SOUND WAY TO FOCUS ON RESIDENTS AND NEIGHBORHOODS WHERE THE OPPORTUNITIES AND THE NEEDS ARE GREATEST.

THIS WORK LAUNCHED WITH SOME THOUGHT PARTNERSHIP FROM DALLAS ANCHOR INSTITUTION.AS THESE ORDERS WERE BEING ISSUED, CITY MANAGER TOLBERT, AND MEMBERS OF OUR EXECUTIVE TEAM BEGAN CONVENING AND WORKING WITH DALLAS ANCHOR INSTITUTION LEADERS ACROSS SECTORS, INCLUDING HOSPITALS, EDUCATION, BUSINESS, CHAMBERS, TRANSPORTATION AGENCIES, AND PHILANTHROPY.

IN JANUARY, WE HAD THE ISSUANCE OF THOSE EXECUTIVE ORDERS AND THE CITY MANAGER ALSO BEGAN CONVENING THOSE THOUGHT LEADERSHIP GROUPS.
DURING THE SPRING AND SUMMER, STAFF RECEIVED THE EXECUTIVE GUIDANCE.
THE FEDERAL GRANT COMPLIANCE TASK FORCE WAS FORMED.
DEPARTMENTS CONDUCTED SELF-ASSESSMENTS.
IN THE FALL, AUGUST, AND INTO OCTOBER, COUNCIL RECEIVED BRIEFINGS THAT INTRODUCED THE NEED FOR THE NEW FRAMEWORK AND LAUNCHED THE FORMAL COMMUNITY ENGAGEMENT EFFORTS.
THEN TAKEN TOGETHER, YOU CAN SEE HOW ALL OF THESE THINGS HAVE COME TOGETHER TO SHOW THAT THE DRIVERS OF OPPORTUNITY FRAMEWORK HAS REALLY BEEN DEVELOPING OVER TIME WITH THE FEDERAL REQUIREMENTS, LEADERSHIP DIRECTION, AND WITH COMMUNITY INPUT, MOVING FORWARD IN TANDEM.
THE GOAL HERE IS THAT AS WE BEGAN TO LOOK AT OUR PROGRAMS THROUGH THE COMPLIANCE LENS, WE ALSO STEPPED BACK TO LOOK AT FRAMEWORK.
SAID WE'RE ALREADY GUIDING OUR WORK AND OF COURSE, YOU CAN SEE THAT THE DRIVERS OF POVERTY IS A GOOD EXAMPLE OF THIS.
THE DRIVERS OF POVERTY FRAMEWORK WAS ESTABLISHED IN 2017, AND EVEN A BIT EARLIER THAN THAT.
IT HELPED US TO IDENTIFY WHERE BARRIERS ARE SHOWING UP FOR RESIDENTS, INCLUDING LOW WAGES, UNSTABLE HOUSING, AND LIMITED ACCESS TO SERVICES.
STAFF ALSO DREW UPON NATIONAL MODELS LIKE THE URBAN INSTITUTES UPWARD MOBILITY FRAMEWORK, WHICH EMPHASIZED GAINFUL EMPLOYMENT, HIGH QUALITY EDUCATION, OPPORTUNITY RICH NEIGHBORHOODS, HEALTH AND SAFETY AS PILLARS OF LONG TERM SUCCESS AND THROUGH THAT SAME COMPLIANCE LENS, THE DRIVERS OF OPPORTUNITY FRAMEWORK BRINGS THESE THINGS TOGETHER AND SHIFTS US FROM JUST NAMING BARRIERS TO ACTUALLY DEFINING PROACTIVE PATHWAYS FOR THE CITY AND OUR PARTNERS TO SUSTAIN AND BUILD UPON, ESPECIALLY IN COMMUNITIES THAT HAVE BEEN UNDERSERVED.

WE CHOSE THIS MIXED APPROACH SO THAT RESIDENTS COULD RESPOND IN THEIR OWN WORDS IN THE SETTINGS THAT WORK BEST FOR THEM, NOT JUST BY CHECKING BOXES ON A FORM. NEXT SLIDE, PLEASE.
ONE OF OUR FIRST QUESTIONS TO RESIDENTS WAS, WHICH AREAS AFFECT YOUR DAILY LIFE THE MOST? THE ANSWERS WERE CLEAR.
JOBS AND INCOME RANKED BY FAR THE HIGHEST, FOLLOWED CLOSELY BY HOUSING, SAFETY, AND EDUCATION.
TOGETHER, THESE RESPONSES SHOW THAT RESIDENTS ARE NAVIGATING SEVERAL CONNECTED PRESSURES AT ONCE.
EARNING ENOUGH, STAYING HOUSED, FEELING SAFE, AND ACCESSING QUALITY LEARNING OPPORTUNITIES.

WHAT IS THE MOST IMPORTANT DRIVER OF OPPORTUNITY FOR YOU AND YOUR COMMUNITY? HERE, THE RESULTS ARE MORE BALANCED.
OPPORTUNITY-RICH NEIGHBORHOODS RANK THE HIGHEST, FOLLOWED BY GAINFUL EMPLOYMENT, PUBLIC SAFETY AND WELL-BEING.
HIGH-QUALITY EDUCATION AND HEALTHY ENVIRONMENT, AND ACCESS TO HEALTH CARE ALSO RECEIVE SUBSTANTIAL SUPPORT.
THE INSIGHT HERE IS THAT RESIDENTS WANT TO SEE NEIGHBORHOOD CONDITIONS IMPROVE, WHILE ALSO HAVING STRONG JOB OPPORTUNITIES AND PUBLIC SAFETY.
THIS REINFORCES THE NEED FOR A HOLISTIC PLACE-BASED FRAMEWORK. NEXT SLIDE.
FINALLY, WE ASKED WHETHER THE DRIVERS OF OPPORTUNITY REFLECT THE ISSUES THAT MATTER THE MOST TO RESIDENTS.
ABOUT 92% OF RESPONDENTS SAID YES OR SOMEWHAT.
THOSE WHO RESPONDED NO OR SOMEWHAT HAD THE CHANCE TO TELL US WHAT THEY FELT WAS MISSING OR NEEDED ADJUSTMENT.
THEIR FEEDBACK LED TO ADDITIONAL DOMAINS LIKE H-FRIENDLY COMMUNITIES, HEALTHY FOOD ACCESS, AND YOUTH RESILIENCE AND SAFETY.
OVERALL, THIS TELLS US THAT THE FRAMEWORK IS RESONATING, THAT RESIDENTS CAN SEE THEIR OWN PRIORITIES REFLECTED IN IT WHILE ALSO HELPING US REFINE THE DETAILS.

AS CHRISTINA NOTED, THE NEIGHBORHOOD OPPORTUNITY JOBS, PUBLIC SAFETY LEAD, BUT THE DIFFERENCES AMONG THE TOP FOUR DRIVERS ARE ACTUALLY QUITE MODEST, AND RESIDENTS REALLY WANT THESE MULTIPLE DRIVERS ADDRESSED TOGETHER SOME EVEN

COMMENTING IN THEIR FEEDBACK ABOUT OTHER DRIVERS WITHIN FEEDBACK TO THE ONE THAT THEY WERE RESPONDING TO.HOLISTIC FRAMING. AGAIN, RESIDENTS EXPERIENCE THESE ISSUES AS CONNECTED, NOT NECESSARILY SILO.
THEY TALK ABOUT JOBS, HOUSING, YOUTH ACTIVITIES, TRANSPORTATION, AND SAFETY, ALL AS PART OF THE SAME CONVERSATION.
ONE KEY AND VERY INTRIGUING PIECE OF FEEDBACK IS THAT RESIDENTS REALLY ASKED US TO SHOW US RESULTS WHERE I LIVE.
THEY WANT TO SEE THE DATA AND THE INFORMATION, NOT JUST AT THE ZIP CODE AVERAGE, BUT AT A NEIGHBORHOOD OR BLOCK LEVEL STYLE OF REPORTING.

I KNOW IN OUR PARTICULAR AREA, WE'VE GOT A COMMUNITY CENTER THAT NEEDS EQUIPMENT, NEEDS STUFF FROM THAT WE HAVE AS A CITY.
WE NEED TO BE COOPERATIVE TO MAKE SURE THAT OUR CITIZENS ARE GETTING THE ACCESS FOR THIS STUFF, NOT THAT THE GOVERNMENTAL AGENCIES ARE STRUGGLING OVER WHO'S GOING TO DO WHAT.
WE'VE GOT A LOT OF GOOD RESOURCES AND WE'VE GOT TO DEPLOY THEM FOR THE BENEFITS OF OUR CITIZENS, NUMBER 1.
I WOULD ENCOURAGE YOU TO MAKE THAT A PRIORITY THAT THERE'S GOVERNMENTAL INTERACTION THAT SERVES THE COMMUNITIES ALSO.

WE HAVE LOOKED WITH DEPARTMENT, WITH THE CONSULTATION OF OUR CITY ATTORNEY'S OFFICE, LOOKING AT PLANS AND THEIR POLICIES, GOING THROUGH THEM, DISCUSSING WHERE WE MAY NEED TO ADJUST, WHERE WE MAY NEED TO RESCIND IN SOME AREAS, ETC.
THE OMNIBUS RESOLUTION, WHICH IS NOT BEING BRIEFED TODAY, BUT WE'LL BE BRIEFED AT COUNCIL ON DECEMBER 3, WILL SHOW YOU WHERE THAT LANGUAGE IS IN A VARIOUS POLICIES AND PLANS.
THEN, THAT'S THE FIRST PHASE IS NOT THROWING THE BABY OUT WITH THE BATH WITHER, AS WE HAVE SAID COLLOQUIALLY.
BUT TO LOOK AT OUR POLICIES AND PLANS, I.E, OUR CCAP, AND OTHER POLICIES THAT HAVE BEEN ADOPTED BY THE COUNCIL IN THE LAST SEVERAL YEARS, AND REFRAME THEM, REVISE THEM WHERE NEEDED, AND THEN TO MOVE FORWARD AND CONTINUE TO MAKE IMPACT AND DELIVER ON THOSE SPECIFIC PLANS.
THIS FRAMEWORK, WHICH IS BEING DISCUSSED TODAY, IS SOMETHING NEW.
IT'S SOMETHING THAT WOULD ALLOW US TO MOVE FORWARD INTO THIS ERA OF BEING INTENTIONAL ABOUT CLOSING DISPARITIES WITHIN OUR CITY AND LOOKING AT THINGS FROM A DATA-INFORMED PERSPECTIVE, WHERE WE NEED INVESTMENT, AS COUNCILMEMBER ROTH SAID, HOW WE'RE LOOKING AT COMMUNITIES IN SPECIFIC DISTRICTS WHERE WE KNOW CO COMPLIANCE IS NEEDED, OR WE KNOW SAFETY IS AN ISSUE.
WHAT IS DIFFERENT IN THIS FRAMEWORK THAT WAS NOT INCLUDED IN THE DRIVERS OF POVERTY ORIGINALLY FROM THE 2017, 18, 19 ERA IS THAT WE INCLUDE PUBLIC SAFETY BECAUSE A LOT OF OUR RESIDENTS HAVE TOLD US, EVERYBODY WANTS TO BE IN A SAFE ENVIRONMENT.
HOW ARE WE WORKING ALONG THE LINES OF AS A TEAM HAS SAID, NOT BEING SILOED, BUT LOOKING THINGS AS THEY INTEGRATE.
PEOPLE WANT GOOD NEIGHBORHOODS; THEY WANT OPPORTUNITIES.
THEY WANT THEIR KIDS TO GO TO GOOD SCHOOLS.
THEY WANT TO HAVE SAFE ENVIRONMENTS.
THIS GROUP, THIS TEAM, IS CHALLENGED WITH FIGURING OUT HOW WE DO THAT METHODICALLY, STRATEGICALLY AS A CITY, AND THEN WORK WITH OUR ANCHOR INSTITUTIONS WHERE WE DON'T OWN THAT.
THAT'S GOING TO TAKE SOME DEVELOPMENT, SOME PROGRESS MEASURES, AS BEEN POINTED OUT, ARE NOT THERE YET, BUT WE PLAN TO GET THERE.
I THINK IT'S IMPORTANT TO NOTE THAT I KNOW THAT THE PAUSE IS TEMPORARY, BUT SO IS THIS ADMINISTRATION, AND WE SHOULD BE LOOKING AT THE LONG-TERM IMPACT OF THE DECISIONS THAT WE MAKE POLICY-WISE.
I WOULD ENCOURAGE US TO BE STRATEGIC IN THAT.
AGAIN, I UNDERSTAND BEING IN COMPLIANCE, AND I ALSO UNDERSTAND YOU ARE SAYING THAT WE'RE NOT THROWING THE BABY OUT WITH THE BATHWATER.
HOWEVER, MAKING DRASTIC CHANGES THAT ARE PERMANENT ARE SOMETHING THAT I DO HAVE AN ISSUE WITH, ESPECIALLY WHEN WE HAVE NOT GOTTEN THE FULL SCOPE.
EVERY TIME WE'VE TALKED ABOUT COMPLIANCE WITH THESE FEDERAL ORDERS, THE FEDERAL ADMINISTRATION'S ORDERS, I STILL HAVE YET TO GET A COMPREHENSIVE LIST.
Y'ALL ARE PIECEMEALING, WHAT IT IS THAT WE'RE DOING?

I DON'T SAY THAT AS A NEGATIVE, BUT WE'RE PIECEMEALING THIS.I WOULD LIKE TO SEE A COMPREHENSIVE LOOK OF WHAT A COMPLIANCE LOOKS LIKE.
IF WE'RE GOING TO GO THROUGH THESE MOTIONS AND BE ASKED TO TAKE VOTES THAT ARE GOING TO RESCIND HISTORIC PIECES OF POLICY THAT WE'VE PUT IN PLACE TO CLOSE THOSE DISPARITIES, TO CLOSE THOSE GAPS IN OUR CITY, THEN THE LAST THING I WANT TO DO IS US NOT HAVE ALL BOXES CHECKED, AND WE'RE STILL NOT COMPLIANT AS A CITY FOR SOME FEDERAL DOLLARS, BUT WE HAVE BASICALLY GONE BACK ON EVERYTHING THAT OUR CITY HAS STOOD FOR AND THE PROGRESS THAT WE'VE MADE WITH THE POLICY WORK AND SPECIFICALLY OUR RACIAL EQUITY PLAN.
I DON'T WANT US TO WATER DOWN THE WORK THAT WE ARE DOING.
I DON'T THINK THAT THAT'S ALL'S INTENT.
BUT IF WE WERE, AND I WILL BRING UP THIS SPECIFIC POSITION AS A QUESTION THAT I STILL HAVE NOT GOTTEN AN ANSWER TO, IF FEDERAL GOVERNMENT IS SAYING THAT WE HAVE TO ELIMINATE OUR LGBT LIAISON IN OUR DALLAS POLICE DEPARTMENT, FOR INSTANCE.
THAT'S A DEI POSITION COULD EASILY BE ARGUED THAT, THAT'S NOT SOMETHING WE'RE WILLING TO DO.
THEN WE SHOULD BE, AS THE POLICYMAKERS, BEING GIVEN A COMPREHENSIVE OUTLOOK OF WHAT THESE ACTIONS ARE GOING TO LOOK LIKE, NOT BEING ASKED TO MAKE DRASTIC VOTES TO RESCIND HUGE PIECES OF POLICY.
THEN, LATER, TO FIND OUT, WE STILL AREN'T COMPLIANT BECAUSE WE HAVEN'T CHECKED ALL OF THE BOXES.

I'M GOING TO SKIP THE NEXT SLIDE, AND WE'RE GOING TO MOVE FORWARD TO THE CITY'S PROFILE, THE DATA PROFILE.
OLDER ADULTS ARE LIVING LONGER, AND DATA SHOWS A SIGNIFICANT RISE IN THE POPULATION FOR OLDER ADULTS AGED 60 YEARS AND OLDER.
IF WE LOOK AT YEAR 2000 AND NOW IN 2023, WE SEE IT INCREASED AT ABOUT 62%, AND THIS IS THE UPWARD TREND THAT WE WILL SEE MOVING FORWARD.
IT IS EXPECTED BY YEAR 2030 THAT 20% OF TEXAS POPULATION WILL BE OVER THE AGE OF 60.
AS WE LOOK AT THAT, WE KNOW THAT BY YEAR 2035, WE WILL HAVE OVER 300,000 OLDER ADULTS.
AT THIS TIME, WE'RE GOING TO TURN IT OVER TO OUR CONSULTANTS, WHO'S GOING TO GIVE US A LITTLE BIT ON OUR NEEDS ASSESSMENT, AND THEY'LL ALSO TALK ABOUT OUR KEY FINDINGS.

ALL OF THOSE DIFFERENT LISTENING SESSIONS THAT COVERED ALL OF THE DISTRICTS IN THE STATE, THANKS TO THE SENIOR AFFAIRS COMMISSION LISTENING SESSIONS WERE CONSOLIDATED INTO A SINGLE DOCUMENT THAT ALLOWED US TO TRULY LOOK AT THINGS FROM A CITYWIDE PERSPECTIVE WITHOUT LOSING THE INDIVIDUALITY OF EACH OF THE DISTRICTS. WHAT THIS GOAL DOES IN PART IS TO EDUCATE DALLAS EMPLOYEES ABOUT THE SERVICES THAT ARE AVAILABLE THAT ARE OFFERED BY THE CITY OF DALLAS, SO THAT THEY CAN GO OUT AND TELL THEIR COLLEAGUES AND THEIR CO-WORKERS, AND OTHERS ABOUT WHAT IS ACTUALLY AVAILABLE.
ADDITIONALLY, WITHIN THIS PARTICULAR GOAL.
ONE OF THE THINGS THAT THIS PLAN TRIES TO DO IS TO INCORPORATE AND TRY TO MAKE OTHER CITY DEPARTMENTS AWARE OF AGE FRIENDLY PRINCIPLES SO THAT IF ANOTHER DEPARTMENT OR A SISTER AGENCY IS CARRYING OUT A POLICY, THAT THEY CONSIDER THE NEEDS OF OLDER ADULTS, WHETHER IT BE WAIVING CERTAIN FEES FOR PEOPLE OVER AGE 60 OR OFFERING SOMETHING AT A DISCOUNTED RATE FOR ADMISSION TO A CULTURAL PROGRAM, ETC.

I BELIEVE ONE OF YOU ALL MENTIONED THE LAST TIME THAT WE WERE HERE IS THAT THE CITY OF DALLAS CANNOT PROVIDE ALL OF THE SERVICES ITSELF TO OLDER ADULTS, ALL SERVICES THAT THEY NEED.
WE HAVE TO CREATE A ROBUST STAKE PARTNERSHIP WITH COMMUNITY-BASED ORGANIZATIONS AND OTHER TYPES OF ENTITIES THAT PROVIDE SERVICES TO OLDER ADULTS.
BASICALLY, THIS GOAL IS TO BOTH ENHANCE AND BUILD UPON THE SUCCESS THAT WE HAVE WITH CURRENT CBOS, AS WELL AS TO INCREASE THE NUMBER OF PARTNERS THAT WE

THIS PARTICULAR GOAL TOOK ON A TWO-PRONGED APPROACH TO BOTH INCREASE OPPORTUNITIES FOR OLDER ADULTS TO VOLUNTEER IN THEIR COMMUNITY, AS WELL AS TO CREATE A INFRASTRUCTURE SO THAT PERSONS WHO WANT TO HELP OLDER ADULTS HAVE THAT OPPORTUNITY TO DO SO WITHIN VARIOUS DOMAINS THROUGHOUT THE CITY. THE CITY OF HOUSTON B AND ONE FAIRLY RECENTLY WHERE A CLOUD HOVERED OVER THERE AND DROPPED 35 INCHES OF RAIN WITHIN 24 HOURS.
THIS ALSO LOOKS TO INCREASE EMERGENCY PREPAREDNESS AWARENESS FOR OLDER ADULTS AND THEIR CAREGIVERS FOR A VARIETY OF NATURAL DISASTERS. NEXT SLIDE.
ONE OF THE THINGS THAT WE ALSO HEARD IS THAT I WANT TO BE AWARE OF WHAT'S GOING ON IN MY COMMUNITY.
I WANT TO HAVE AN ACTIVE VOICE.
GOAL 5 LOOKS TO ESTABLISH AND SUPPORT ADVOCACY AND CIVIC ENGAGEMENT EFFORTS WITHIN THE CITY OF DALLAS.
THIS ALSO HAS A BIFURCATED APPROACH, IN THE SENSE THAT WE WANT TO MAKE SURE THAT OLDER ADULTS ARE HEARD WHEN POLICIES ARE CONSIDERED AT THE FOREFRONT SO THAT THEIR NEEDS AND THEIR CONCERNS CAN BE HEARD.
ADDITIONALLY, WE ALSO WANT TO CREATE A MECHANISM SO THAT OLDER ADULTS HAVE THAT OPPORTUNITY TO TAKE PLACE AND TO HAVE A VOICE WHEN POLICIES ARE CONSIDERED.
WE ALSO WANTED TO MAKE SURE THAT CAREGIVERS HAVE A PLACE AT THE TABLE.
THIS DOESN'T JUST MEAN CAREGIVERS WHO ARE TAKING CARE OF OLDER ADULTS, BUT WE KNOW THAT THERE ARE GENERATIONS BEING RAISED BY OLDER ADULTS AT THIS POINT.
WE WANT TO MAKE SURE THAT CAREGIVER OPPORTUNITIES, BOTH IN TERMS OF TAKING CARE OF OLDER ADULTS AND OLDER ADULTS WHO TAKE CARE OF OTHERS HAVE THOSE SERVICES AND SUPPORT THEIR NEED WITHIN THE CITY OF DALLAS.
GOAL 5. GOAL 5 IS TO CREATE A CITYWIDE COMMUNICATIONS PLAN.
AGAIN, ONE OF THE THINGS WE HEARD FROM THIS COMMITTEE AND ONE OF THE THINGS WE HEARD THROUGHOUT ALL OF OUR LISTENING SESSIONS IS.

THEY'RE WORKING ON EFFORTS TO UPDATE OUTREACH AS WELL, BUT CONSIDERATION SPECIFICALLY OF THE SPECIFIC NEEDS OF SENIORS AND THOSE SPECIFIC EFFORTS.
WHEN WE SAY WE'RE GOING TO DO SOMETHING IN MANY CASES, IT DOESN'T MEAN THAT WE AREN'T ALREADY DOING SOME OF THOSE THINGS.

WE'LL SKIP THROUGH THE INSIGHTS, BUT THEY ARE THERE IF YOU WANT TO SEE THE INSIGHTS FROM OUR YOUTH SURVEY, AND THEN WE'LL DISCUSS THE RECOMMENDED PRIORITY AREAS AND STRATEGIES.

THE CITY OF DALLAS HAS A LARGE HISTORY OF SUPPORTING YOUTH, AND WE WANT TO HIGHLIGHT THE FEW KEY POINTS THAT ARE RELEVANT TO THIS PROCESS.
IN 2023, DALLAS WAS NAMED AN ALL-AMERICAN CITY, LARGELY DRIVEN BY THE EFFORTS RELATED TO OUR YOUTH COMMISSION.
THIS ENABLED A PARTNERSHIP WITH THE NATIONAL CIVIC LEAGUE, WHICH HAS PROVIDED SUPPORT AND GUIDANCE TO A NUMBER OF OUR EFFORTS.
FROM FALL 2024 AND INTO THE SPRING OF THIS YEAR, LED BY OUR YOUTH COMMISSION, WE CONDUCTED A CITYWIDE YOUTH SURVEY TO GET INSIGHTS INTO THE NEEDS AND WANTS OF YOUNG PEOPLE IN OUR COMMUNITY.
THEN, IN APRIL OF THIS YEAR, WE WERE ABLE TO HOST THE NEXT GEN YOUTH SUMMIT WITH SUPPORT FROM THE NATIONAL CIVIC LEAGUE AND PHILANTHROPIC SUPPORTERS.
USING THIS INSIGHT, WE KICKED OFF OUR EFFORTS TO CREATE A YOUTH STRATEGIC PLAN IN MARCH OF 2025, FOR WHICH WE PROVIDED UPDATES TO THE WORKFORCE EDUCATION AND EQUITY COMMITTEE, THE DALLAS YOUTH COMMISSION, AND MEMBERS OF THE COLLEGE ADVISORY COUNCIL, AS WELL AS THE DALLAS YOUTH COLLABORATION.
NEXT SIDE, PLEASE. THIS SLIDE HIGHLIGHTS OUR PLANNING PROCESS, STARTING WITH THE DATA AND INSIGHT FROM OUR COMMISSIONS AND COMMUNITY PARTNERS.

NEXT SLIDE, PLEASE. THE CITY OF DALLAS IMPLEMENTS AND SUPPORTS A NUMBER OF YOUTH SPECIFIC PROGRAMS ACROSS SEVERAL DEPARTMENTS.
THESE NEXT THREE SLIDES HIGHLIGHT THESE PROGRAMS STARTING WITH THE HOUSING AND COMMUNITY EMPOWERMENT.
THIS LIST ALSO INCLUDES PROGRAMS ADMINISTERED BY OUR TEAM AND THROUGH CONTRACTS WITH COMMUNITY PARTNERS, INCLUDING SEVERAL PARTNERS THAT ARE HOUSED IN OUR COMMUNITY CENTERS.
NEXT SLIDE. IN THIS SLIDE, THIS INCLUDES PROGRAMS WITHIN DALLAS PARK AND RECREATION DEPARTMENT, DALLAS PUBLIC LIBRARY, AND OFFICE OF ARTS AND CULTURE.
NEXT SLIDE. OF COURSE, OUR DALLAS POLICE DEPARTMENT AND THE DALLAS MUNICIPAL COURTS ALSO EACH IMPLEMENT A NUMBER OF YOUTH TARGETED PROGRAMS. NEXT SLIDE, PLEASE. THIS SECTION HIGHLIGHTS SOME OF THE DATA POINTS ON OUR YOUTH POPULATION AS WELL AS SUMMARIZES INSIGHTS RECEIVED FROM OUR YOUTH SURVEY. NEXT SLIDE.
THERE ARE NEARLY 200,000 PEOPLE IN DALLAS BETWEEN THE AGES OF 14 AND 24.
55% OF THEM IDENTIFIED AS HISPANIC OR LATINO, WHICH I POINT OUT TO CONTRAST HOW DIFFERENT DEMOGRAPHICS MAKE UP FOR OUR YOUTH POPULATION IN COMPARISON TO OUR SENIOR POPULATION, AND MORE THAN ONE IN FIVE OF OUR CITY YOUTH ARE LIVING IN POVERTY.
IN LATE 2024, THE STAFF AND OUR YOUTH COMMISSION SUPPORTED BY NATIONAL CIVIC A ADMINISTERED A SURVEY TO OVER 4,300 INDIVIDUALS TO BETTER UNDERSTAND THE NEEDS OF OUR YOUNG PEOPLE IN OUR COMMUNITY.
THE NEXT SEVERAL SLIDES HIGHLIGHT SOME OF THE KEY FINDINGS FROM THAT SURVEY, AND THE SURVEY IS ADMITTEDLY UNSCIENTIFIC IN ITS ADMINISTRATION.
HOWEVER, WE BELIEVE IT PROVIDES VALUABLE INFORMATION GIVEN ITS LARGE NUMBER OF RESPONSES FROM YOUNG PEOPLE ACROSS THE CITY.
IT'S ALSO IMPORTANT TO NOTE THAT THIS SURVEY WAS HEAVILY FOCUSED ON HIGH SCHOOL AGE, YOUTH AS IT WAS LARGELY ADMINISTERED BY OUR YOUTH COMMISSION.
THE SURVEY ITSELF IS ALIGNED WITH AROUND SIX CATEGORIES OF QUESTIONS, AND THESE SLIDES SUMMARIZE THE GENERAL FEEDBACK BY CATEGORIES,

NEXT SLIDE. FOR THIS PLAN, WE FOCUSED ON YOUTH AGED 12-24.
WE HAD STARTED WITH 14-24, AND THAT WAS TO ALIGN WITH OUR DALLAS YOUTH COMMISSIONERS, WHO ARE, OF COURSE, AT HIGH SCHOOL AGE AND THEN AGE 24, THE TOP END OF THAT IS BECAUSE THE LARGELY AGREED UPON DEFINITION FOR WHAT'S KNOWN AS OPPORTUNITY YOUTH IS ACTUALLY AGE 16-24.
THAT'S WHAT GAVE US OUR TOP END.
HOWEVER, DURING OUR FEEDBACK WITH COMMUNITY PARTNERS AND THE YOUTH COLLABORATIVE MEMBERS, WE ACTUALLY GOT FEEDBACK THAT WE SHOULD REALLY LOOK DOWN TO AGE 12, AND SO WE'RE PUTTING THAT FORWARD AS THE RECOMMENDATION.
THE DOCUMENT IS FOCUSED SPECIFICALLY ON THE CITY AND OUR ROLE WITHIN THE YOUTH ECOSYSTEM. NEXT SLIDE.
AGAIN, THROUGHOUT THIS PLAN, WE IDENTIFY THE THREE MAJOR PRIORITY AREAS FOR YOUTH WORK.
FIRST, WE HAVE YOUTH SAFETY AND RESILIENCE, WHICH IS, OF COURSE, ALIGNED WITH THE CITY'S ROLE IN PUBLIC SAFETY, AND WITH FEEDBACK FROM OUR YOUTH SURVEY.
NEXT, WE FOUND YOUTH OPPORTUNITY AND ECONOMIC MOBILITY, AN AREA WHERE THE CITY PLAYS AN IMPORTANT ROLE IN CREATING OPPORTUNITY FOR ALL, INCLUDING ALL YOUNG PEOPLE.
FINALLY, WE FOCUS ON YOUTH CIVIC ENGAGEMENT AND INFRASTRUCTURE, WHICH, OF COURSE, MAKES SENSE AS A CITY.
IT CLEARLY ALIGNS WITH THE CITY AND CAN HELP US FOCUS ON EMPOWERING OUR COMMISSIONS AND ACTIVATING YOUTH FOR CIVIC ENGAGEMENT. NEXT SLIDE.
FOR OUR YOUTH SAFETY FOCUS, A PRIMARY RECOMMENDATION IS TO ALIGN OUR WORK WITH IDENTIFIED PRIORITIES IN THE DALLAS YOUTH SAFETY COLLABORATIVE STRATEGIC PLAN.
THIS PLAN WAS DEVELOPED BY THE LONE STAR JUSTICE ALLIANCE WITH SUPPORT FROM THE NATIONAL LEAGUE OF CITIES AND IN ALIGNMENT WITH THE MUNICIPALITIES REIMAGINING PUBLIC SAFETY FUNDS THAT THEY RECEIVED AND INCLUDES INSIGHT FROM NUMEROUS YOUNG PEOPLE AND YOU SERVING ORGANIZATIONS.
THE PLAN THAT THEY DEVELOPED AS A STRATEGIC COMMUNITY WIDE PLAN.
OF COURSE, OUR ROLE WOULD BE PARSING OUT THE AREAS THAT MAKE SENSE FOR THE CITY OF DALLAS AND WITHIN THIS ROLE, WE CAN CONTINUE TO ADVANCE OUR DATA-DRIVEN YOUTH SAFETY INITIATIVES.
ALSO CRITICALLY IMPORTANT IS THAT WE CONTINUE TO ADVANCE WRAP-AROUND SUPPORT FOR YOUTH AND FAMILIES BECAUSE SAFETY, OF COURSE, BEING SAFE AT HOME, HAVING A PLACE TO LIVE, HAVING FOOD IN YOUR BELLY ARE ALL CRITICAL COMPONENTS OF A SAFE ECOSYSTEM.
FOR THE YOUTH OPPORTUNITY AND ECONOMIC MOBILITY PRIORITY, WE WILL SEEK TO IMPROVE ALIGNMENT OF PROGRAMMING CITYWIDE, AND TO ADVANCE INITIATIVES THAT PROMOTE FUTURE OPPORTUNITIES SUCH AS MENTORSHIP AND WORKFORCE DEVELOPMENT, DIGITAL SKILLS AND DIGITAL ACCESS, AND FINANCIAL LITERACY AND EMPOWERMENT.
ADDITIONALLY, WE'LL PARTNER WITH KEY STAKEHOLDERS TO ADVANCE PROGRAMMING THAT TARGETS OPPORTUNITY YOUTH.
OPPORTUNITY YOUTH REPRESENTS A SEGMENT OF OUR POPULATION, WHICH ARE NOT ENROLLED IN SCHOOL OR EMPLOYED BETWEEN THE AGES OF 16-24, AND ARE WELL RECOGNIZED AS A GROUP OF YOUTH THAT IT'S IMPORTANT TO DO SOME STRATEGIC OUTREACH AND CONNECTIONS.
NEXT SLIDE. FINALLY, OUR YOUTH INFRASTRUCTURE AND CIVIC ENGAGEMENT PRIORITY WILL ALLOW US TO ADVANCE EFFORTS OF OUR DALLAS YOUTH COMMISSION AND COLLEGE ADVISORY COMMISSION.

THAT AREA, RISING TO BECOME A STRATEGY FOCUS,

FINALLY, TO WRAP THIS UP, I WANT TO JUST NOTE THAT WE DO HAVE AN UPCOMING NOFA NOTICE OF FUNDING AVAILABLE TO BE RELEASED BY OUR DEPARTMENT TOWARDS THE END OF THE MONTH, AND THE NOFA IS ACTUALLY FUNDED THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS THAT WERE ALLOCATED FOR DATA-DRIVEN YOUTH SAFETY AND INTERVENTION WORK.
IT WILL SEEK A SUB-RECIPIENT PARTNER TO ADMINISTER FUNDING TO MULTIPLE COMMUNITY PARTNERS AND ORGANIZATIONS TO ADVANCE YOUTH SAFETY.
I WANTED TO HIGHLIGHT THAT SINCE WE'RE HERE TALKING ABOUT YOUTH, AND THAT'S A VERY PERTINENT AND RELEVANT PROJECT. NEXT SLIDE.

I THINK ONE OF THE GREATEST NEEDS OF OUR YOUTH POPULATION IN THESE DAYS, IS VIOLENCE INTERRUPTION AND PEACEFUL DISPUTE RESOLUTION MECHANISMS SO THAT THEY UNDERSTAND THAT VIOLENCE IS NOT THE ANSWER TO DISPUTES AND THAT THEY CAN BE RESOLVED PEACEFULLY THROUGH YOUTH COURT PROGRAMS, THINGS OF THAT SORT, AND JUST CHANGING THE MENTALITY OF BEING ABLE TO COMMUNICATE WITH THEIR FELLOWS ON A PEACEFUL LEVEL RATHER THAN RESOLVING THEIR DIFFERENCES BY VIOLENCE.

I KNOW THAT THE CITY HAS WORKED WITH OTHER ORGANIZATIONS IN THE PAST.
OUR HOPE IS THAT WITH THE NOFA THAT'S GOING OUT, THAT WE'LL BE ABLE TO SUPPORT SOME OTHER ORGANIZATIONS THAT ALSO ENGAGE IN YOUTH AND TEACH THOSE THINGS.
IT'S IMPORTANT TO NOTE WHAT YOU'VE CORRECTLY CALLED OUT IS THAT THE ABILITY TO DE-ESCALATE SITUATIONS, THE ABILITY TO WORK THROUGH THAT IS ACTUALLY A SKILL, AND A LOT OF PEOPLE REALLY CAN BE TAUGHT HOW TO MANAGE THEIR WAY THROUGH THAT WITH THE RIGHT EXPOSURES AND SO I THINK THAT I AGREE WITH YOU THAT IT IS CRITICALLY IMPORTANT.
THOSE ARE THE TYPES OF THINGS THAT WE MEAN BY DATA-DRIVEN SAFETY, YOUTH SAFETY INITIATIVES THAT ARE SUPPORTED BY EVIDENCE-BASED AND BEST PRACTICE AND DATA.

THAT'S THE PIECE THAT'S MISSING IS BEING ABLE TO MAKE SURE THAT THERE'S THIS LEVEL OF EMOTIONAL INTELLIGENCE THAT'S DEALT WITH THE PEOPLE THAT ARE WORKING IN THE COMMUNITIES, AS WELL AS THE CHILDREN THAT ARE IMPACTED.
THERE ARE SEVERAL MODELS THAT I'VE SEEN WHERE THEY WORK WITH COACHES, TO TRAIN THE COACHES ON HOW TO RECOGNIZE THESE THINGS AND BRING IT IN.
I'D LIKE TO JUST SEE A LITTLE BIT MORE DETAIL IN TERMS OF HOW THESE PROGRAMS ARE IMPLEMENTED, NOT JUST IN THAT TRADITIONAL WAY.

I UNDERSTAND THAT'S NOT OUR RESPONSIBILITY FOR DART, BUT I THINK THAT'S GETTING THE KIDS AROUND TOWN IS IMPORTANT.
THE OTHER THING THAT WAS INTERESTING IS THAT 55% OF THE KIDS ARE TAKING ON ADULT RESPONSIBILITIES, WHICH IS AN INTERESTING DYNAMIC, AND IT MAY BE A FOCUS THAT WE NEED TO IDENTIFY FOR SOLUTIONS, WHETHER IT'S THEY'RE TAKING CARE OF THEIR PARENTS, WHETHER THEY'RE DOING INTERPRETATION, WHETHER THEY'RE ACTUALLY HELPING A SECOND GENERATION OR AN OLDER GENERATION TO BE ABLE TO LIVE.
THIS MAY GO BACK TO OUR SENIORS ISSUE.

THIS BRIEFING OUTLINES THE NECESSARY POLICY ADJUSTMENTS, FISCAL IMPLICATIONS, AND NEXT STEPS FOR COUNCIL CONSIDERATION.

SB 1008 REQUIRES UNIFORM STATEWIDE REGULATION OF FOOD ESTABLISHMENTS AND PROHIBITS CITIES FROM CREATING STANDARDS STRICTER THAN WHAT IS ESTABLISHED AT THE STATE LEVEL.
THE PURPOSE OF TODAY'S BRIEFING IS TO ENSURE ALIGNMENT BETWEEN DALLAS CHAPTER 17 ORDINANCE AND THE TEXAS FOOD ESTABLISHMENT RULES.
WE MAINTAIN COMPLIANCE WHILE PRESERVING ENFORCEMENT AUTHORITY.
OUR GOAL IS TO ELIMINATE INCONSISTENCIES.
ENSURE CLARITY FOR OPERATORS AND MAINTAIN FOOD SAFETY PROTECTIONS FOR RESIDENTS.

IT PROHIBITS LOCAL RULES THAT ARE MORE STRINGENT THAN STATE HEALTH SERVICE STANDARDS.
THE BILL BECAME EFFECTIVE SEPTEMBER 1ST, 2025, WHICH CREATES A COMPLIANCE REQUIREMENT AND TIMELINE WE MUST MEET. NEXT SLIDE.

REMOVE OUTDATED OR STRICTER THAN STATE PROVISIONS, SUCH AS LEGACY FOOD HANDLER TRAINING AND PERMIT LANGUAGE.
MAINTAIN OUR RISK-BASED INSPECTION SYSTEM, WHICH IS ALREADY CONSISTENT WITH STATE METHODOLOGY UNDER TFER, AND WE HAVE PRACTICED IT SINCE 2018, AS WELL AS ALIGN THE RETAIL FOOD PERMIT FEE SCHEDULE WITH THE DEPARTMENT OF STATE HEALTH SERVICES TO REMAIN WITHIN THE 120% CAP.
THIS CREATES SIMPLICITY AND CLARITY FOR BUSINESSES OPERATING ACROSS JURISDICTIONS. NEXT SLIDE, PLEASE.

ALSO, AUTHORIZING SUBMISSION OF OUR DSHS FEE SCHEDULE AND OUR ORDINANCE TO DSHS FOR VERIFICATION FOLLOWING ADOPTION, AND THEN FINALLY, ALIGNMENT ENSURES DALLAS CONTINUES TO LEAD IN PUBLIC HEALTH SERVICE DELIVERY UNDER A UNIFORM FRAMEWORK.

WE'VE IDENTIFIED AND SUCCESSFULLY IMPLEMENTED A NUMBER OF EFFICIENCIES IN THAT PROGRAM, BUT WE KNOW THERE ARE MORE EFFICIENCIES BASED ON WHO'S PARTICIPATING WHERE AND WHEN.
USING THESE CAMERAS TO IDENTIFY THAT PARTICIPATION WILL ALLOW US TO REPROGRAM VEHICLES AND MOVE THEM AROUND POTENTIALLY DURING EACH SEASON OF THE YEAR TO GAIN MAXIMUM EFFICIENCIES IN THAT PROGRAM, AND HOPEFULLY CONTROLLING COSTS EVEN BETTER.
