SO JUST TO START OFF, UM, I'M SURE EVERYONE'S EXCITED THAT THE SKILLMAN BRIDGE OPENED THIS YEAR FINALLY.
SO WE HAVE THAT, UM, PICTURE THERE ON OUR FRONT COVER SO THAT, UM, RIBBON CUTTING WAS HELD SEPTEMBER 18TH.
AND, UM, JUST TO, UM, HIT SOME HIGHLIGHTS FROM THIS PAST YEAR.

UM, AND IN TERMS OF THE, UM, THE ITEMS THAT THE BOARD, UM, MET AND DISCUSSED THIS PAST YEAR, UM, THE BOARD MET A COUPLE TIMES, ONE IN MARCH TO, UM, RECOMMEND FUNDING A 1.1 MILLION TO HELP WITH THE CONSTRUCTION OF STREETS SCAPE IMPROVEMENTS ALONG SKILLMAN BETWEEN CHURCH ROAD AND SEDWICK STREET.
UM, BUT IT'S MY UNDERSTANDING THAT, UM, TRANSPORTATION AND PUBLIC WORKS IS JUST WAITING FOR DESIGN TO FINISH BEFORE THAT, UM, CONSTRUCTION PROCESS BEGINS.
AND THEN IN JUNE THE BOARD MET AND RECOMMENDED 500,000, UH, FOR SCHEMATIC AND PRELIMINARY ENGINEERING TO LOOK AT ALTERNATIVES, UM, FOR THE CHURCH ROAD BRIDGE, UM, BETWEEN SKILLMAN AND WHITE ROCK TRAIL TO KIND OF LOOK AT POTENTIAL FUTURE UPGRADES AND, UM, OTHER THINGS NECESSARY TO FACILITATE TRAIL AND PEDESTRIAN IMPROVEMENTS.

UM, AS I UNDERSTAND IT, UH, TRANSPORTATION PUBLIC WORKS IS, UM, STILL KIND OF WORKING OUT THE PROCUREMENT PROCESS FOR THAT ENGINEERING.AND THEN ON PAGES SIX AND SEVEN, EXCUSE ME, DID YOU HAVE A QUESTION? SHE ANSWERED, I JUST WANTED TO KNOW WHAT THE STATUS WAS FOR PROCUREMENT ON THAT STUDY.
SO ON PAGES SIX, SEVEN, AND EIGHT, WE HAVE THE, UM, THE MAJOR PROJECTS FOR THE DISTRICT.
UM, THE ONLY, UH, NEW DEVELOPMENT, UM, THAT WAS ADDED FROM LAST YEAR WAS ANOTHER, UM, SINGLE FAMILY SUBDIVISION, UH, WHITE ROCK BLUFFS THAT IS UNDER CONSTRUCTION NOW, ALONG WITH THE HAVEN WOOD HEIGHTS.
BOTH OF THOSE ARE, UM, JUST ON KIND OF THAT EASTERN BOUNDARY NEAR, UH, WHITE ROCK TRAIL.
THEN WE CAN GO AHEAD AND JUMP TO PAGE 11.

UH, THE, UH, COMMENT IN THE SECOND PARAGRAPH ABOUT THE FUNDS THAT WERE USED FOR THE PUBLIC STREET LIGHTING ALONG FAIR OAKS AND THE SECOND PORTION OF THAT WAS THE FIBER OPTIC INSTALLATION.
IT SAYS STATUS TO BE COMPLETED AFTER THE LBJ EAST CONSTRUCTION.
I WAS JUST WONDERING WHAT THE STATUS WAS OF THAT.
THAT'LL HAVE TO LOOK INTO WITH TRANSPORTATION.

AND THE, UH, THE TIP DISTRICT ACTUALLY, UM, COMMITTED, UH, LET'S SEE ABOUT 5.5 MILLION FOR THAT PROJECT.
SO IT IS IN, UM, AS I UNDERSTAND IT, IT'S BEGINNING THE PROCUREMENT PROCESS FOR CONSTRUCTION.
THEN WE CAN GO AHEAD AND, UM, JUMP TO PAGE 15.
UM, I HAD A MARK HERE ON PAGE 12 AT THE BOTTOM.
THE LAKE HIGHLANDS TRAIL, THE PHASES TWO A TWO B THAT WERE CONSTRUCTED AND IT, THE STATUS OF THAT SAYS CONSTRUCTION SUBSTANTIALLY COMPLETE.
I BELIEVE THAT'S COMPLETELY DONE.
THERE MIGHT HAVE BEEN JUST SOME ACCOUNTING PAPERWORK, BUT, UM, I WILL DOUBLE CHECK THAT AND, AND UPDATE IT IF THAT'S THE CASE.
BUT I THINK AS I UNDERSTAND IT, IT WAS JUST, UM, IT'S DONE ESSENTIALLY FROM THE PHYSICAL STANDPOINT.
THERE MAY JUST BE LIKE SOME REPORTING WRAP UP.
AND THEN ALSO IN THE, IN THE FINANCIAL DETAIL, I, IT'S NOT OBVIOUS TO ME WHAT THE TIFF CONTRIBUTION WAS TO THAT.
WAS THERE A TIFF CONTRIBUTION? OH GOSH.
UM, I DON'T BELIEVE ON THAT ONE.
THAT LOOKS LIKE THAT WAS COMPLETELY BOND AND, UM, TRANSPORTATION ALTERNATIVES RELATED.
I MEAN THERE WERE MULTIPLE TRAIL PROJECTS, SO IT IS A LITTLE HARD TO KEEP TRACK OF, BUT THAT ONE, IT APPEARS LIKE IT WAS COMPLETELY, UM, RELATED TO, UH, TO BOND FUNDING AND TRANSPORTATION ALTERNATIVE PROGRAM FUNDS ARE FROM THE COUNCIL OF GOVERNMENT, SO THAT IS NOT ONE THAT WAS TIF RELATED.
SO IT'S STILL LISTED EVEN THOUGH THERE WEREN'T TIF FUNDS.
YEAH, I THINK BASICALLY ANYTHING THAT SORT OF HAS A POSITIVE IMPACT ON THE GOALS OF THE DISTRICT, WE TRY TO INCLUDE IN THIS DISTRICT-WIDE INITIATIVES.
AND SOMETIMES IT'S, UM, JUST OTHER SOURCES OF FUNDING BESIDES THE TIF.
SO PAGE 15, WE CAN KIND OF HIGHLIGHT THE, UM, 2025 TAXABLE VALUE BASED ON THE CERTIFIED TAX ROLE.
UH, WE'RE SHOWING THAT THE T DISTRICT'S, UM, TAXABLE VALUE IS ABOUT 1.6 BILLION.
AND, UM, THAT'S THE ADJUSTED, UH, VALUE OF THE DISTRICT.
WE, WE HAVE THAT MINOR EXPANSION IN 2023, SO THAT REPRESENTS AN INCREASE OF, UM, CLOSE TO 1.3 BILLION OR 359%, UM, OVER THE ADJUSTED BASE VALUE AND ABOUT 3.8% INCREASE

FROM LAST YEAR'S FINAL VALUE.SO WITH THAT, WE WOULD ANTICIPATE COLLECTING APPROXIMATELY 9.2 MILLION IN TAX, UH, REVENUE FOR THE 2025 TAX YEAR, WHICH WOULD BE COLLECTED IN SPRING OF 2026.
UM, OF THAT WOULD BE 7.7 WOULD BE THE CITY'S CONTRIBUTION.
I WILL NOTE THAT THE, UM, RICHARDSON ISD COMPLETED THEIR, UM, COMMITMENT OF FUNDING TO THE TIP DISTRICT THIS YEAR.
SO THIS WAS OUR YEAR OF FINAL COLLECTION FOR, UM, THE RICHARDSON SCHOOL DISTRICT.
IN TERMS OF THE, UM, WHERE WE ARE WITH, UH, GOALS AND OBJECTIVES, UM, TAXABLE VALUE, UM, IN TERMS OF OUR GOAL, WE'RE AT ABOUT 127% OF THAT GOAL, UM, BASED ON, UM, PRIVATE INVESTMENT ESTIMATE OF THE DISTRICT.
AND IN TERMS OF DEVELOPMENT, UH, WE'RE AT ABOUT 64% OF THE GOAL FOR UPGRADED IN NEW RETAIL SPACE AND ABOUT, UH, 37% OF THE GOAL FOR, UM, RESIDENTIAL, UH, CONSTRUCTION.
UM, I WANTED TO AT THIS POINT GO BACK TO THE, UH, COLLECTIONS.
YOU AND I HAD COMMUNICATED ABOUT THE IMPACT OF THE TRAVELING HFCS AND I WOULD LIKE FOR THE BOARD TO BE UPDATED ON, ON WHAT'S HAPPENING AND WHAT THAT IMPACT IS.
I WANTED TO MAKE SURE, DO I UNDERSTAND THAT THAT HAS A POTENTIAL IMPACT OF $800,000, UM, $800,000 IN COLLECTIONS TO US? YEAH, I'LL JUST KIND OF BRIEFLY MENTION, IT'S MY UNDERSTANDING THAT THEY'RE, UM, THEY CALL THEM TRAVELING HFCS.
THERE'S HOUSING FINANCE CORPORATIONS FROM OUTSIDE OF DALLAS THAT HAD, UM, IN RECENT YEARS BEEN PURCHASING EITHER BUILDING OR PURCHASING EXISTING MULTIFAMILY DEVELOPMENTS.
UM, AND NORMALLY THOSE HFC PROJECTS CAN OFTEN BE TAX EXEMPT.
UM, SO THROUGHOUT DALLAS, SHORTLY OR AROUND THE TIME THE STATE LAW WAS BASICALLY, UM, GOING TO PROHIBIT HFCS FROM OUTSIDE THE NEED TO AREA FROM COMING IN.
THERE WAS SOME LEGISLATIVE CHANGES AROUND THAT TIME.
THERE WERE SOME PROPERTIES PURCHASED BY HFCS OUTSIDE OF DALLAS IN THE AREA.
UM, AND AROUND THIS TIME, UM, YOU KNOW, THE, THE CITY BASICALLY, UM, CHALLENGED THAT THEIR TAX EXEMPT STATUS.
AND AS OF THIS WEEK I HEARD THAT IT SOUNDS LIKE THE CITY HAS BEEN ABLE TO PREVAIL THAT DURING THIS CHALLENGE.
UM, THE APPRAISAL DISTRICT, UM, KIND OF HELD THEIR STATUS AS TAXABLE.
THEY DIDN'T GRANT THE TAX EXEMPTION, YOU KNOW, BECAUSE OF THIS CHALLENGE.
AND IT'S MY UNDERSTANDING THAT, UM, SO FAR I THINK THE CITY'S CHALLENGE HAS BEEN UPHELD.
SO AS OF NOW, THE PROJECTS THAT WE HAD BEEN, YOU KNOW, IDENTIFYING STILL APPEAR TO EITHER BE VALUE AND DISPUTE OR STILL TAXABLE, BUT WILL DEFINITELY BE KEEPING AN EYE ON IT JUST TO SEE HOW THAT, UM, SHAKES OUT.
BUT IT'S MY UNDERSTANDING, I THINK THAT THE CITY HAS PREVAILED IN PREVENTING THOSE FROM BECOMING TAX EXEMPT, WHICH BASED ON OUR PRELIMINARY ANALYSIS, THOSE THAT ARE IN, UH, THE LAKE HIGHLANDS AREA, THAT POTENTIALLY WE WOULD SEE ABOUT AN $800,000 TAXABLE IMPACT SHOULD THEY GET OFF THE TAX ROLL.
BUT AGAIN, IT'S STILL SOMETHING THAT WE'RE MONITORING, BUT AS OF NOW, THERE'S NOT LIKE ANY ACTION THAT WE NEED TO DO.
WE'LL GO AHEAD AND GO TO PAGE 16.
SO ONE OF THE, UM, THINGS THAT WE'VE DONE FROM THE BEGINNING OF THE DISTRICT, BECAUSE RICHARDSON SCHOOL DISTRICT WAS REALLY CONCERNED ABOUT REDEVELOPMENT AND THE IMPACT ON SCHOOL ENROLLMENT WAS TO MONITOR, UH, SCHOOL DISTRICT ENROLLMENT THROUGHOUT THE LIFE OF THE DISTRICT.
SO THE GOOD NEWS IS THAT, UM, OVERALL THERE CONTINUES TO BE, UM, STRONG ENROLLMENT.
WE HAVEN'T SEEN A NEGATIVE IMPACT TO ENROLLMENT.
UM, SO WE DO HAVE FOR THE, UM, FISCAL YEAR 25, THE 10 CAMPUSES THAT, UM, ASIDE FROM SOME CONSOLIDATION WITH THEIR GOOD MARSHALL, UM, OVERALL, UM, THERE'S A 38%, UM, INCREASE IN SCHOOL ENROLLMENT COMPARED TO THE BASE YEAR THAT WHEN WE STARTED TRACKING THAT DATA.
AND THEN ON PAGE 17 WE SHOW THE, UM, THE DART RIDERSHIP NUMBERS.
UM, THIS CONTINUES TO BE A CHALLENGE, NOT JUST IN LAKE HIGHLANDS, BUT THROUGHOUT, UM, DALLAS.
UM, YOU KNOW, WE'D LIKE TO SEE MORE DART RIDERSHIP, BUT FOR A VARIETY OF REASONS, RIDERSHIP CONTINUES TO KIND OF GO UP AND DOWN.
UH, WE DID SEE THAT, UM, LBJ SKILLMAN,

UM, HAD A DECREASE FROM THE PRIOR YEAR, BUT AGAIN WITH THE CONSTRUCTION IN THAT AREA COULD HAVE CONTRIBUTED TO THAT.UM, THE LAKE HIGHLAND STATION HAS SEEN AN INCREASE IN RIDERSHIP, UM, THE LAST COUPLE OF YEARS AND IT'S SOMETHING WE'LL CONTINUE TO MONITOR.
AND I SHOULD KNOW THE ANSWER TO THIS IS, IS THIS NUMBER PEOPLE GETTING ON AND OFF THESE STATIONS ARE JUST PEOPLE ON THE TRAIN PASSING THROUGH THESE STATIONS? IT IS BASED ON, UM, THESE NUMBERS ARE ANNUALIZED RIDERSHIP.
AND SO I THINK ONE OF THE REASONS WHY SOME OF THESE NUMBERS ARE A LITTLE BIT, UM, VARIABLE IS IT'S MY UNDERSTANDING SEVERAL YEARS AGO THAT DART MAY HAVE CHANGED HOW THEY TRACKED PEOPLE ONBOARDING.
IT'S JUST, UM, BASED ON, UM, DAILY RIDERSHIP THAT'S BEEN SORT OF ANNUALIZED.
I CAN CLARIFY THAT THAT'S, THAT'S DAILY BOARDINGS OR ANNUALIZED BOARDING FOR AT STATION.
WE CAN GO AHEAD AND JUMP TO PAGE 19.
SO I'LL HIGHLIGHT, UM, WHEN THE TIP DISTRICT WAS AMENDED IN 2023, WE ADDED A COUPLE OF ADDITIONAL GOALS.
UM, ONE RELATED TO CREATING A PUBLIC PARK AND MULTIPURPOSE FACILITY.
UM, AS I MENTIONED EARLIER, THE UH, CITY PARK AND RECREATION DEPARTMENT HAS COMPLETED DESIGN AND THEY'RE IN THE CONSTRUCTION PROCUREMENT PROCESS FOR THAT FACILITY.
ALSO NOTE THAT THE, UM, THE OPENING OF THE SKILLMAN BRIDGE SHOULD POTENTIALLY, UM, IMPROVE ACCESS TO ENCOURAGE MORE DEVELOPMENT AND REDEVELOPMENT IN THAT NORTHERN UM, AREA, THE LBJ UH, A AREA.
UH, WE ALSO SHOW THE, UM, THE YEAR END SUMMARY OF MEETINGS.
THIS IS, UM, THE BOARD MET THREE TIMES DURING THE LAST FISCAL YEAR AND WE HAVE BOARD MEMBER ATTENDANCE THERE.
UM, IF THERE'S ANY DISCREPANCIES, JUST LET ME KNOW.

SO ON PAGE 20, UM, AS OF THIS TIME, UM, THIS LAST FISCAL YEAR, THE ANNUAL REPORT WAS THE ONLY SPECIFIC, UM, DIRECT ITEM THAT CITY COUNCIL APPROVED RELATED TO THE DISTRICT.
AND OUR ONLY PENDING ITEM AT THIS TIME IS, UM, THE FISCAL YEAR 25 ANNUAL REPORT.
AND THEN ON PAGE 21 WE HAVE OUR TIF BUDGET.
AND AS I ALWAYS LIKE TO EXPLAIN, THIS IS OUR BUDGET CAPACITY, NOT ACTUAL CASH.
SO OUR ESTIMATE OF, UM, POTENTIAL OVERALL CAPACITY IN TOTAL DOLLARS IS, UM, A LITTLE OVER 112 MILLION.
UH, WE'VE ALLOCATED ABOUT 32.3 MILLION TO DATE.
UM, SO THAT WOULD LEAVE A BALANCE OF ROUGHLY 79.7 MILLION IN BUDGET CAPACITY.
UM, THIS DOES NOT INCLUDE THE FISCAL YEAR 25, UM, ADMINISTRATIVE COSTS, WHICH SHOULD BE FAIRLY CONSISTENT WITH PRIOR YEARS AND THAT'LL BE ADDED TO THE REPORT WHEN IT GETS FINALIZED.
