TONIGHT WE HAVE TWO PRESENTATIONS.

ONE WILL BE A VERY QUICK OVERVIEW.

UM, WE'RE AT THAT TIME OF YEAR WHERE WE'RE AT OUR COMMUNITY DEVELOPMENT BLOCK GRANT, TIMELY EXPENDITURE OF FUNDS AND WHAT WE CALL, THIS IS OUR EXTENSIONS AND REPROGRAMMING PROCESS.

AND DURING, UH, THIS PROCESS, WHAT WE DO IS, UH, THERE'S SOME RULES THAT WE HAVE AS THEY APPLY TO OUR CDBG FUNDS.

SO TONIGHT'S PRESENTATION IS JUST A FEW SLIDES TO KIND OF GO OVER THE PROCESS.

IT'LL BE NEW INFORMATION FOR SOME OF OUR NEW MEMBERS.

AND THEN JUST A QUICK OVERVIEW IS NOT TO BOARD SOME OF OUR, UH, MORE EXPERIENCED COMMISSION MEMBERS, BUT WHAT I'D LIKE TO DO IS JUST PROVIDE AN OVERVIEW, UM, SO THAT IN CASE SOME OF THE, UH, NEW COMMISSION MEMBERS, UH, MAY BE INTERESTED IN THE PROCESS OR YOU WANT TO, UH, ATTEND THE UPCOMING FINANCE COMMITTEE MEETING.

SO AGAIN, ON SLIDE TWO, JUST THE PURPOSE OF THAT, TO REVIEW OUR TIMELY EXPENDITURE REQUIREMENTS, WE'RE GONNA WALK THROUGH THE HUD REQUIREMENT AND THE CITY'S RULES.

JUST SOME QUICK NEXT STEPS.

SO THE, THE PURPOSE IS TO REVIEW OUR TIMELY.

YEAH, LET'S GO TO SLIDE FOUR.

SO THERE ARE TWO TESTS THAT WE HAVE FOR OUR CBG FUNDS TO ENSURE THAT THESE FUNDS ARE SPENT IN A TIMELY MANNER.

ONE OF THEM IS REGULATED BY OUR HUD GUIDANCE.

THE SECOND, UH, TEST IS BY OUR CITY COUNCIL RESOLUTION.

SO WHEN WE TALK ABOUT THE HUD REQUIREMENT, HUD REQUIRES THAT CDBG FUNDS THESE FITS IN A TIMELY MANNER, AND THAT IS DETERMINED BY THE LIMITS.

THE REGULATIONS LIMIT THE AMOUNT OF CDBG FUNDS THAT MAY BE UNSPENT TO MORE THAN 1.5 TIMES OUR ANNUAL MOST RECENT ANNUAL GRANT ALLOCATION.

FAILURE TO MEET THIS REQUIREMENT FOR RESULTS IN THE REDUCTION OF OUR NEXT GRANT ALLOCATIONS OR OTHER COMPLIANCE.

THAT TEST IS CONDUCTED ON AUGUST 2ND EACH YEAR.

AND TO FURTHER ENSURE THAT WE MAINTAIN COMPLIANCE WITH HUD'S RULE, THE CITY COUNCIL ESTABLISHED SOME ADDITIONAL POLICIES BACK IN AUGUST OF 1993.

THAT POLICY SAYS THAT CBBG FUNDS MUST BE OBLIGATED WITHIN 12 MONTHS OR OBLIGATED AND SPENT WITHIN

[00:05:01]

24 MONTHS.

BACK IN MARCH OF 2007.

COUNCIL ADDED SOME ADDITIONAL CRITERIA AND AND BENCHMARKS TO KIND OF, UH, FURTHER DEFINE THAT POLICY.

AND THOSE FUNDS THAT ARE NOT IN COMPLIANCE WITH THE CITY'S POLICY ARE REPROGRAMMED FOR OTHER USES.

THIS CURRENT PROCESS OF OUR EXPENDITURE, UH, EXPENDITURE AND REPROGRAMMING IS THE CITY'S POLICY.

THAT'S WHERE WE ARE AT THIS PROCESS THIS TIME OF YEAR.

SO EACH YEAR, A REVIEW IS CONDUCTED DURING THE FALL, WHICH IS THE CITY'S FISCAL YEAR, END OF SEPTEMBER 30TH EXPENSES.

AND WE LOOK AT THE EXPENSES AND THE STATUS OF THESE PROJECTS AND THE EXPENDITURES AS OF SEPTEMBER 2ND, SEP, SEPTEMBER 30TH, I'M SORRY, OF EACH FISCAL YEAR.

UNSPENT PROJECT FUNDS THAT ARE NOT IN COMPLIANCE WITH THE CITY'S POLICY ARE EITHER RECOMMENDED FOR AN EXTENSION OR REPROGRAMMED FOR ANOTHER PURPOSE.

SO AS REQUIRED BY THE CITY POLICY, THAT FISCAL YEAR ENDING SEPTEMBER 25, THAT REVIEW HAS BEEN COMPLETED AND WE'RE NOW PREPARING TO GO TO THE COMMUNITY DEVELOPMENT FINANCE COMMITTEE TO START THE DISCUSSION WITH THE CITY MANAGER'S RECOMMENDATIONS FOR EXTENSIONS AND OR REPROGRAM.

SO ON DECEMBER THE NINTH, THE FINANCE COMMITTEE WILL MEET TO REVIEW THOSE RECOMMENDATIONS FOR, UH, 25 26 EXTENSIONS AND REPROGRAMMING.

UM, WE HAVE PROVIDED AN ATTACHMENT THAT SHOWS LINE BY LINE DETAILS OF ALL THOSE PROJECTS THAT WILL BE RECOMMENDED FOR EXTENSION AND OR REPROGRAMMING ON DECEMBER 9TH.

STAFF WILL BE ATTENDING THAT MEETING WITH THE COMMITTEE TO REVIEW THE LINE BY LINE SPREADSHEET AND ANSWER ANY QUESTIONS.

FROM THERE.

JUNE, JANUARY 8TH, THE COMMITTEE WILL REPORT OUT TO THE FULL COMMISSION.

WE'LL GO FROM THERE TO JANUARY 26TH.

THE COMMITTEE'S RECOMMENDATION WILL BE PRESENTED TO THE CITY COUNCIL FINANCE COMMITTEE AND THEN AN ITEM FOR CITY COUNCIL CONSIDERATION ON JANUARY THE 28TH TO APPROVE THOSE EXTENSIONS.

AND THEN ON THE 25TH OF MARCH, BECAUSE WE ARE REQUIRED TO HAVE THAT 30 DAY PUBLIC REVIEW AND COMMENT PERIOD, THE NEXT AVAILABLE AGENDA DATE THAT ALLOWS US TO MAINTAIN COMPLIANCE WITH THE HUD RULES IS ACTUALLY MARCH 25TH, WHICH COVERS FEBRUARY, DOESN'T HAVE 30 DAYS.

AND THEN WE HAVE THE COUNCIL RECESS.

SO THAT PUTS US, UH, PRELIMINARY ADOPTION FOR JANUARY 28TH FINAL.

THE PUBLIC HEARING AND FINAL ADOPTION IS SCHEDULED FOR MARCH 25TH.

AS I SAID, THIS WAS JUST A HIGH LEVEL OVERVIEW.

WE WILL GET INTO THE DETAILS AND PROVIDE MORE INFORMATION AT THE COMMITTEE MEETING, BUT I WANTED TO SHARE THIS INFORMATION SO THAT IN CASE, UH, IT IS, LIKE I SAID, A NEW PROCESS FOR MANY OF OUR, UH, COMMISSION MEMBERS.

AND YOU'RE ALSO WELCOME, UH, TO ATTEND THE DECEMBER 9TH MEETING WHERE WE'LL STAFF WILL BE THERE AND THERE'LL BE MORE DETAILED, UH, REVIEW OF THIS EXTENSIONS EVERY PROGRAMMING PROCESS.

SO TODAY WE'RE GONNA TALK ABOUT SOME OF THE FEDERAL EXECUTIVE ORDERS THAT HAVE PUSHED US TO, UH, NEED TO CONSIDER, UM, SOME OF THE WAY THAT WE ARE ADMINISTERING OUR PROGRAMS. SO STARTING WITH THOSE ORDERS, THE CITY RESOLUTION DIRECTED US TO REASSESS PROGRAMS. WE'LL SUMMARIZE THE HIGH LEVEL CHANGES THAT WE'LL BE MAKING.

UH, WE'LL TALK ABOUT THE GRANTS COMPLIANCE TASK FORCE AND THE FEDERAL GRANT COMPLIANCE TIMELINE.

UM, AND THEN FROM THERE WE'RE GOING TO INTRODUCE THE DRIVERS OF OPPORTUNITY FRAMEWORK.

WE'LL TALK ABOUT HOW WE DEFINE PRIORITIES, UH, WHEN THE CITY LEADS VERSUS WHEN THE CITY WOULD COLLABORATE AND HOW WE WILL MEASURE IMPACT.

AND THEN FINALLY, WE'LL CLOSE BY GETTING YOUR FEEDBACK.

UM, I THINK WE TYPICALLY DO A SURVEY.

UM, BUT WE ALSO DID BRIEF COUNCIL ON THE FRAMEWORK MOST RECENTLY YESTERDAY.

UM, AND SO THE ADOPTION WOULD BE COMING FORWARD LATER THIS MONTH.

SO IN EARLY 2025, THE NEW FEDERAL ADMINISTRATION SHARED A SERIES OF EXECUTIVE ORDERS THAT DIRECTLY AFFECT HOW THE CITY OPERATES AND HOW WE USE FEDERAL FUNDS.

TODAY, WE'LL GIVE A HIGH LEVEL OVERVIEW OF THE CHANGES AND SHOW HOW DALLAS IS RESPONDING THROUGH, UH, POLICY, LEGAL REVIEW, AND THE NEW FRAMEWORK.

AND THIS WILL HELP US TO STAY COMPLIANT WHILE CONTINUING TO ADVOCATE FOR OPPORTUNITY FOR OUR RESIDENTS.

SO THE TWO ORDERS YOU SEE ARE A COUPLE OF EXECUTIVE ORDERS.

THESE ARE SOME EXAMPLES.

AND EXECUTIVE ORDER 1, 4, 1 7 3, UH, IS RELATED TO DEI.

UM, AND THEN, UH, RELATED REQUIREMENTS UNDER TWO CFR 203, 2 1, UH, FOR MWBE CONTRACTING.

UM, SO THAT'S THE OTHER ORDER THAT YOU SEE HERE.

WE CAN SAY THAT PERMISSIBLE CATEGORIES WHEN CONSIDERING, UH, FOR PROGRAMMING STILL INCLUDE DEV, VETERAN STATUS, UH, DISABILITY AND SOCIOECONOMIC STATUS.

SO WHERE IT'S APPROPRIATE, WE'RE LEANING INTO THOSE IS A PART OF DESIGN AND OUTREACH.

ON JUNE 25TH, 2025, CITY COUNCIL ADOPTED RESOLUTION TWO FIVE DASH 1 0 8 1.

AND THAT RESOLUTION DIRECTED THE CITY MANAGER TO DO THREE THINGS.

UH, THE FIRST WAS TO REVIEW AND EVALUATE CITY PROGRAMS AND POLICIES FOR FEDERAL COMPLIANCE.

THE SECOND WAS TO TAKE ANY TEMPORARY ACTIONS, OPERATIONAL ACTIONS NECESSARY TO BE COMPLIANT.

AND THE THIRD WAS TO BRIEF CITY COUNCIL AND PRESENT RECOMMENDATIONS ON NECESSARY CHANGES.

NEXT SLIDE.

A LEVEL MULTIPLE POLICIES, PLANS AND PROGRAMS HAVE BEEN REVIEWED ACROSS DEPARTMENTS, UH, AND WITH LEGAL COMPLIANCE REVIEW THROUGH THE CITY ATTORNEY'S OFFICE AND A COMMITMENT TO ONGOING REVIEW, NOT JUST A ONE-TIME FIX.

THIS MATTERS BECAUSE THESE ARE PRECISELY THE AREAS WHERE WE HAVE TO HAVE A CLEAR, FEDERALLY COMPLIANT FRAMEWORK TO KEEP RESOURCES LIKE CDBG OR HUD FUNDING FLOWING TO OUR RESIDENTS.

UH, IN PARALLEL WITH THE LEGAL REVIEW, WE ALSO BEGAN DESIGNING NEW TOOLS.

AND THE DRIVERS OF OPPORTUNITY FRAMEWORK REPRESENTS ONE OF THOSE TOOLS AS WELL AS THE DEVELOPING REGIONAL AND INCLUSIVE VENDOR ENTERPRISE, KNOWN AS OUR DRIVE PROCUREMENT POLICY APPROACH SO THAT WE CAN STILL ADVER ADVANCE OPPORTUNITY AND INCLUSION, BUT WITHIN THE NEW LEGAL GUARDRAILS.

SO YOU'LL SEE HERE ON THIS TIMELINE, UH, IT SHOWS THE KEY MILESTONES THAT WE'VE BEEN UNDERTAKEN ON THIS GRANT COMPLIANCE WORK, STARTING WITH THE INITIAL DEPARTMENT ASSESSMENT ASSESSMENTS.

UM, BUT WHEN FOCUSING REALLY SPECIFICALLY ON THE COMPLIANCE TIMELINE, UH, THE FIRST STEP, WE HAD INITIAL DEPARTMENTAL SELF-ASSESSMENTS.

WE MOVED THROUGH LEGAL REVIEWS, WE'VE CONDUCTED MULTIPLE

COUNSEL BRIEFINGS AND WE'RE COMMITTED TO ONGOING MONITORING.

WE ALSO HAD CREATED A GRANT COMPLIANT TASK FORCE, WHICH WAS BRINGING TOGETHER LEGAL PROCUREMENT BUDGET AND OTHER PROGRAM DEPARTMENTS, UH, INCLUDING OUR DEPARTMENT.

UM, SO THAT CHANGES WERE COORDINATED ACROSS THE CITY AND NOT JUST PIECEMEAL.

UM, AND WE'VE BEEN HOSTING A NUMBER OF ENGAGEMENT SESSIONS WITH COMMUNITY MEMBERS AND GROUPS AND PARTNERS LIKE THIS COMMISSION FOR EXAMPLE, UH, TO KEEP THE PUBLIC INFORMED AND GATHER INPUT, UH, ON HOW THE CITY CAN CONTINUE TO SUPPORT RESIDENTS INCLUDING OLDER ADULTS WITHIN THIS EVOLVING FEDERAL LANDSCAPE.

SHE ALREADY TALKED ABOUT SOME OF THE WAYS THAT WE WERE STRATEGIC IN ENGAGING STAKEHOLDERS.

AND SO WE'LL BE TALKING THROUGH THE PROCESS WHERE WE ENGAGE THOSE ANCHOR INSTITUTIONS AND SOME OF THE KEY INPUTS THAT WE TOOK INCORPORATE INTO THE DRIVERS OF OPPORTUNITY FRAMEWORK.

SO AS JESSICA ALREADY MENTIONED, THE CITY OF DALLAS WANTED TO STILL ADVANCE OPPORTUNITY, AND THERE WERE ALREADY ANCHOR INSTITUTIONS ACROSS THE DALLAS REGION THAT WERE ALREADY DOING THIS WORK.

SO IT WAS REALLY IMPORTANT THAT WE GOT A SENSE OF THE EXISTING LANDSCAPE, RIGHT? SO HERE FROM THE HIGHEST LEVELS OF THE CITY MANAGER'S OFFICE, CITY MANAGER, TOLBERT ACTUALLY BEGAN TALKING WITH THESE ANCHOR INSTITUTIONS AND REALLY CONVENING THOUGHT LEADERS.

AND THESE INSTITUTIONS WERE, WERE VARIED ACROSS THE DALLAS REGION FROM UNIVERSITIES, HOSPITALS, THEY WERE BUSINESS LEADERS, PHILANTHROPIC PARTNERS.

NOW, THE STAKEHOLDERS WERE VERY DIVERSE, REPRESENTING VARIED INTERESTS.

BUT REALLY THERE WAS A KEY ISSUE EVERYONE WAS FOCUSED ON.

AND THAT ISSUE WAS WHAT ARE THE BIG PRINCIPLES WE CAN AGREE ON TO ADVANCE OPPORTUNITIES SO THAT WAY ALL DALLAS RESIDENTS CAN THRIVE.

AND THIS IS REGARDLESS OF WHERE THEY ARE IN TERMS OF THE ZIP CODE, REGARDLESS OF THEIR AGE.

AND SO THESE CONVERSATIONS WITH THE ANCHOR INSTITUTIONS WERE REALLY FOUNDATIONAL TO THE DRIVERS OF OPPORTUNITY FRAMEWORK.

AND THIS, THIS WAS OUR WAY OF ALSO SAYING THAT WE WANTED THE DRIVERS OF OPPORTUNITY NOT JUST TO BE REFLECTIVE OF CITY GOVERNMENT, BUT ALSO FOR IT TO BE RESPONSIVE TO A BROADER ECOSYSTEM OF PARTNERS REPRESENTING ALL THESE DIFFERENT SECTORS WHERE EVERYONE WAS COMING TOGETHER WHO CARED DEEPLY ABOUT RESIDENTS TO MAKE SURE THAT THEY WERE THRIVING ACROSS VERY TOPICS, WHETHER IT'S HOUSING, HEALTH OR AGING.

AND SO, OF COURSE, ALONG WITH THOSE CONVERSATIONS WITH ANCHOR INSTITUTIONS, THE CITY HAS A TROVE OF EXISTING DATA ON, ON WHAT RESIDENTS WERE TELLING THE CITY ABOUT WHAT THEIR MOST IMPORTANT PRIORITIES WERE.

SO WE DIDN'T WANNA RECREATE THE WHEEL, RIGHT? WE WANTED TO EVALUATE THAT EXISTING DATA.

AND SO WHAT YOU'RE SEEING HERE IS PART OF THE CITY OF DALLAS ANNUAL SURVEY.

IT WAS CONDUCTED IN SPRING OF 2025, AND IT'S REPRESENTATIVE OF OVER 2,100 HOUSEHOLDS.

AND SO FROM THIS EXISTING DATA, WHAT WE HEARD WERE THAT THE TOP PRIORITIES WERE MAINTENANCE OF INFRASTRUCTURE, POLICE SERVICES, SOCIAL SERVICES, TRAFFIC MANAGEMENT, HOUSING.

WHAT WAS REALLY INTERESTING WAS THAT WHEN YOU REALLY KIND OF ZOOM IN ON THE QUALITY OF LIFE CHARACTERISTICS, WHAT WE SAW WAS REALLY THE IMPORTANCE OF AFFORDABLE QUALITY HOUSING.

AND ACTUALLY IT WAS VERY INTERESTING WAS THAT IT HAD THE LARGEST IMPORTANCE DISSATISFACTION GAP.

WHAT THAT MEANT WAS THAT IT IS REALLY IMPORTANT TO RESIDENTS, AFFORDABLE, SAFE HOUSING, BUT IT'S ALSO AN AREA WHERE THERE'S A LOT OF ROOM TO GROW WHERE SATISFACTION IS RELATIVELY LOW.

SO THIS DATA WAS REALLY IMPORTANT IN PROVIDING US INITIAL ORIENTATION ABOUT HOW TO APPROACH THE DRIVERS OF OPPORTUNITY.

AND OF COURSE, WE WERE VERY COGNIZANT THAT THERE WERE DISCUSSIONS ALREADY GOING BACK TO 20 20 17, ABOUT WHAT WERE THE BARRIERS RESIDENTS WERE FACING.

AND SO IN, IN ADDITION TO LOOKING AT SURVEY DATA, IN ADDITION TO CONVERSATIONS WITH ANCHOR INSTITUTIONS, WE ACTUALLY REVISITED AN EARLIER FRAMEWORK, WHICH IS CALLED THE DRIVERS OF POVERTY.

THIS WAS DEVELOPED AROUND 2017, AND IT REALLY FOCUSED ON

THE KEY BARRIERS THAT RESIDENTS WERE FACING IN TERMS OF EXPERIENCING POVERTY.

AND WHEN WE REVISITED IT, IT REALLY HELPED US UNDERSTAND REALLY SYSTEMIC BARRIERS THAT RESIDENTS FACE.

AND SO WHAT, WHAT WE HEARD CLEARLY WHEN WE TALKED TO RESIDENTS, WHEN WE TOOK DIRECTION FROM CITY COUNCIL WHEN WE TALKED TO PARTNERS, WAS THAT THE FRAMEWORK SHOULDN'T FOCUS ON DEFICITS OR BARRIERS.

THEY NEEDED TO BE FORWARD THINKING AND NEED TO BE FOCUSED ON SOLUTIONS AND SHARED ACCOUNTABILITY.

AND SO REALLY WITH THE DRIVERS OF OPPORTUNITY, WE'RE VERY COGNIZANT OF THESE PAST CONVERSATIONS, BUT WE'RE TRYING TO GO FORWARD AND FOCUSING ON OPPORTUNITIES AND THE ELIMINATION OF BARRIERS.

AND SO WHAT YOU CAN SEE HERE IS A MATRIX THAT ESSENTIALLY TIES IN THE DRIVERS OF OPPORTUNITY WITH THE CORRESPONDING DRIVERS OF, I'M SORRY, THE, IT TIES IN THE DRIVERS OF POVERTY WITH THE DRIVERS OF OPPORTUNITY.

AND SO ACTUALLY VERY KEY WITH DRIVERS OF OPPORTUNITY WAS THAT WE WANTED TO INFORM NOT ONLY BY RESIDENT INPUT, BUT ALSO BY NATIONAL MODELS.

AND SO REALLY KEY WHEN WE WERE DEVELOPING SOME OF THE DRIVERS OF OPPORTUNITY IS WE CONSULTED THE URBAN INSTITUTE'S UPWARD MOBILITY FRAMEWORK AS WELL AS OTHER NATIONAL STANDARDS.

'CAUSE WE WANTED TO MAKE SURE THAT IT, IT, IT, IT, IT STOOD THE TEST OF TIME AND THAT WE ARE IDENTIFYING MEASURABLE WAYS THE CITY CAN ADVANCE OPPORTUNITY.

AND SO I WON'T GO THROUGH THIS WHOLE CHART IN PARTICULAR, BUT YOU CAN SEE ONE OF THE DRIVERS OF POVERTY WAS INCOME, PARTICULARLY THE DECLINE IN MEDIA INCOME.

AND SO IMMEDIATELY WHEN WE TALK ABOUT THE DRIVERS OF OPPORTUNITY, WE, WE UNDERSTAND THE IMPORTANCE OF GAINFUL EMPLOYMENT, JOBS, PAYING A LIVING WAGE.

AND SO THE MATRIX READS LIKE THAT FROM LEFT TO RIGHT.

AND SO REALLY WHEN WE TALK ABOUT ALL THE DIFFERENT INPUTS THAT ARE GOING INTO THE DRIVERS OF OPPORTUNITY, IT WOULD REALLY ALLOWED US TO REALLY REFINE AND THEN REFRAME THE DRIVERS SO THAT WAY WE HAVE VERY CLEAR SUBSETS WITHIN EACH OF THE DRIVERS, OR WE CALL THOSE DOMAINS.

AND THAT WAY WE CAN START TO TALK ABOUT MEASURABLE OUTCOMES.

AND SO THAT WAY RESIDENTS KNOW WHAT'S GOING TO BE THE DIFFERENCE AS A RESULT OF THE DRIVERS OF OPPORTUNITY.

SO THERE WAS AN EXTENSIVE COMMUNITY ENGAGEMENT PROCESS THAT WE WENT THROUGH.

THIS WAS NOT ONLY AN OPPORTUNITY TO REALLY BRIEF THE COMMUNITY ON FEDERAL COMPLIANCE EFFORTS, BUT WE ALSO WANTED TO COME WITH SOLUTIONS, A DEVELOPING FRAMEWORK, THE DRIVERS OF OPPORTUNITY FRAMEWORK.

SO IN TOTAL, WE CONDUCTED ABOUT 10 PRESENTATIONS, AND THIS WAS ACROSS CITY DEPARTMENTS.

MULTIPLE DEPARTMENTS WERE ENGAGED IN THIS, AND THE PRESENTATIONS WERE AT COMMUNITY FORUM COMMISSIONS JUST LIKE THIS ONE.

WHEN WE LOOKED AT THE DATA, WE SAW THAT WE WERE GETTING INPUT ACROSS ALL COUNCIL DISTRICTS, WHICH WAS VERY IMPORTANT.

WE WANTED THE DATA TO BE REPRESENTATIVE OF THE DALLAS COMMUNITY.

WHEN WE LOOKED AT WEBSITE ANALYTICS, WE SAW THAT WE WERE GETTING TRAFFIC ABOUT 1800 SITE VIEWS.

AND THEN WE ALSO HAD A CORRESPONDING SURVEY THAT WE UTILIZED CALLED SOCIAL PINPOINT, WHERE WE RECEIVED ABOUT 257 CONTRIBUTIONS.

THAT WAS SURVEY RESPONSES, QUESTIONS AS WELL AS COMMENTS.

AND SO THESE INPUTS WERE REALLY CRUCIAL AS WE STARTED TO FURTHER DEVELOP THE DRIVERS OF OPPORTUNITY, WHERE WE STARTED TO MOVE BEYOND JUST THE BARE OUTLINE TO START TO START TALKING ABOUT WHAT ARE SOME OF THE CONCRETE DOMAINS WITHIN EACH OF THE DRIVERS.

AND I'M GONNA INVITE JESSICA BACK AND WHERE SHE'LL FURTHER TALK ABOUT THE DRIVERS OF OPPORTUNITY FRAMEWORK OR DO FOR SURE.

COLLABORATE MEANS THAT WE CONVENE DEPARTMENTS OR COMMUNITY OR ANCHOR INSTITUTIONS, OR THAT WE SIMPLY PARTNER, UH, WITH EXISTING COLLABORATIONS AND, UH, CONVENINGS TO ADVANCE SHARED DECISION MAKING AND SHARED DELIVERY OF SERVICES.

AND SO WHAT WE WANT IS THAT RESIDENTS CAN SEE WHERE PROGRESS IS BEING MADE, WHERE PROGRESS IS HAPPENING, AND HOW CITY ACTIONS ARE TIED TO TANGIBLE IMPROVEMENTS IN NEIGHBORHOODS.

UM, AND TWO, UH, KIND OF FURTHER UNDERSTANDING THE DRIVERS ARE THE FIVE MAJOR AREAS ACROSS THE TOP OF THE FRAMEWORK.

ALL OF THE DATA IS ALIGNED UNDER THE FIVE P DRIVERS.

AND SO WHAT WE'LL BE DOING IS WE'LL BE BRINGING TOGETHER, UM, PARTNERS FROM ACROSS, UH, THE CITY, OUR DEPARTMENTAL PARTNERS FIRST.

UM, IN FACT, I THINK WE'RE GONNA BE HAVING OUR INITIAL, UH, KIND OF TRAINING WITH DEPARTMENTAL DIRECTORS AND LEADERSHIP AS EARLY AS NEXT WEEK, UH, WHERE WE'RE GONNA START THE PROCESS.

UM, SOME OF YOU MAY RECALL SOME WORK THAT WE'VE DONE ON OTHER CITYWIDE OPERATIONAL STRATEGIES, UM, BUT WE HAVE ACTUALLY REQUIRED THAT EVERY DEPARTMENT SET SPECIFIC DEPARTMENTAL PROGRESS, UH, METRICS, AND THEN MANAGE AND TRACK THOSE.

AND THAT'S WHY IT'S SO IMPORTANT TO KIND OF THINK BACK TO THE SLIDE THAT CHRIS PRESENTED ABOUT THE, UM, PARTNERSHIPS THAT HAVE BEEN GOING ON WITH EXISTING ANCHOR INSTITUTIONAL PARTNERS TO KIND OF IDENTIFY THAT.

BUT, UH, WE ALSO KNOW THAT THERE ARE A LOT OF VERY SPECIFIC ROLES THAT THE CITY OF DALLAS CAN PLAY IN ADVANCING THE, UM, OPPORTUNITY IN THAT WAY.

UM, BUT THEY CHANGED SOME OF THE RULES AROUND, UH, AROUND HOME CARE CENTERS THAT CREATED MORE OPPORTUNITY FOR, UM, HOME-BASED CHILDCARE CENTERS TO BE ABLE TO OPEN UP AND IN CERTAIN, UH, SPACE OR LAND USE AREAS THAT THEY WEREN'T PREVIOUSLY ALLOWED BY.

RIGHT? SO THERE'S JUST SO MANY LITTLE THINGS THAT YOU, IT MIGHT NOT SEEM THAT THE CITY OF DALLAS IS, IS A LEADER IN CERTAIN SPACES, BUT I THINK THAT THE CITY, SO MANY THINGS THAT WE DO AND SOMETIMES IN WAYS THAT AREN'T OBVIOUS CAN IMPACT A LOT OF THESE AREAS.

AND SO WHAT WE'RE GONNA HAVE TO DO IS WE'RE GONNA HAVE TO FORCE OURSELVES AND OUR, UH, COLLABORATIVE, COLLABORATIVE DEPARTMENTAL PARTNERS TO REALLY THINK ABOUT HOW THE POLICY DECISIONS AND INVESTMENT DECISIONS THEY MAKE CAN REALLY DRIVE HOME OPPORTUNITY FOR ALL OF OUR RESIDENTS.

UH, WHICH IS PARTICULARLY PROBLEMATIC OF COURSE, BECAUSE THESE THEMSELVES ARE FEDERAL FUNDS.

UM, BUT BROADER THAN THAT, UH, WE ARE REALLY, UH, TRYING TO TAKE THE OPPORTUNITY PUN TO SHIFT THE FRAMEWORK ANYWAYS TO THINKING ABOUT THIS LIKE OPPORTUNITY MOVES US FORWARD TYPE OF APPROACH AND PERSPECTIVE.

SO I, I DO BELIEVE THAT WITHIN THE CONTEXT OF A, OF A REFERENCE TO DRIVERS OF POVERTY, THAT DRIVERS OF OPPORTUNITY WOULD REPLACE THAT COMPONENT.

BUT I DON'T WANNA, I DON'T KNOW TO THE EXTENT, I DON'T KNOW IF THAT DRIVES ALL OF THE FUNDS THAT CDC OVERSEES OR IF IT'S SPECIFIC TO THE PUBLIC SERVICES SIDE OR THE CDBG SIDE.

SO IT'S PRIMARILY IN THAT I WOULD HAVE TO ASK FOR CHAN TO CHIME IN.

YEAH, IT'S PRIMARILY THE PUBLIC SERVICES CATEGORY OF CDBG.

AS YOU GUYS WILL REMEMBER, IF YOU'RE LOOKING AT YOUR BUDGET UNDER THE CDBG PUBLIC SERVICES CATEGORY, THERE IS ABOUT $300,000 THAT WAS SPECIFICALLY BUDGETED THIS YEAR, UM, FOR DRIVERS OF OPPORTUNITY.

SO ONCE THIS FRAMEWORK IS ADOPTED, THE DEPARTMENT WILL BE ABLE TO, UH, RECOMMEND PROGRAMS THAT WILL ALIGN WITH THIS NEW FRAMEWORK.

LAST YEAR THERE WAS, THE BUDGET WAS ABOUT 600,000 AND IT WAS THE DRIVERS OF DRIVERS OF POVERTY.

THAT PROGRAM WAS SUSPENDED OVER THE SUMMER, UM, DURING BUDGET DEVELOPMENT PROCESS.

AND THEN AN AMENDMENT WAS MADE, THE CATEGORY WAS RECOMMENDED FOR THE DRIVERS, DRIVERS OF OPPORTUNITY, AND THEN 300,000 WAS ALLOCATED.
