UH, SO I'D LIKE TO GIVE THE NEW MEMBERS A QUICK MINUTE TO INTRODUCE THEMSELVES AND WHAT THEY'RE INVOLVED IN.

UM, OR I GUESS WHAT THEIR INTEREST IS IN THE TOD BOARD.

I'M BRIT WILLIAMS. I AM A D ONE RESIDENT AND I'VE LIVED IN THE CITY OF DALLAS FOR SIX YEARS, BUT I AM A LIFELONG NORTH TEXAN.

I GREW UP IN ALLEN, UM, AND I AM, YOU KNOW, PARTICULARLY INTERESTED IN TRANSIT ORIENTED DEVELOPMENT.

I LIVED JUST TWO BLOCKS OFF OF THE DALLAS STREETCAR OVER OFF, UH, TOWARDS ZANG AND SIXTH, AND, UH, HAD REACHED OUT TO COUNCIL MEMBER WEST ABOUT, UH, YOU KNOW, MY CONCERNS AROUND SO MANY DALLAS DESTINATIONS NOT BEING TRANSIT ACCESSIBLE AND, UH, AM REALLY HAPPY TO BE HERE TO, TO LEARN MORE, TO CONTRIBUTE.

NOW, ROLAND PARISH PARK, UH, RESTORATION, UH, PHASE ONE INCLUDED THE FULL PARK RESTORATION.

UM, THIS, THIS PARTICULAR ITEM PERTAINED TO PHASE TWO, WHICH WAS ESSENTIALLY A CONCEPT AT THE TIME.

UM, BUT AT THIS POINT, YOU KNOW, WE, WE RECEIVED NOTIFICATION IN THE FALL FROM THE PARKS DEPARTMENT AND, UH, A REQUEST TO RESCIND THAT REQUEST.

UM, THERE ARE OTHER PLANS, UM, FOR A PHASE TWO IF A PHASE TWO AT ALL.

UM, WE ARE NOT NECESSARILY INVOLVED IN, IN THE PLANNING OF IT.

WE WERE JUST A SUPPORTIVE BODY, UH, THINKING THAT, YOU KNOW, IT WOULD IMPROVE THE AREA.

UM, BUT ESSENTIALLY THIS, THERE'S A RESCISSION OF THAT $300,000 IN CAMERON LOOSE.

IS IT LOOSE LO IS HERE TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE REGARDING THE RESCISSION.

I'LL PURPOSE THAT BY SAYING THEY'VE ONLY BEEN ON BOARD FOR FIVE WEEKS, SO I DON'T HAVE MANY ANSWERS TODAY.

I CAN PROVIDE 'EM AFTER WE SURE.

I'LL ADD THAT IT'S MY UNDERSTANDING THAT OTHER CITY DEPARTMENTS ARE INTERESTED IN THIS PROPERTY AND SO IT MAY NOT STAY WITH THE PARK DEPARTMENT.

AND I THINK THAT IS THE GIST OF WHY THE PARK DEPARTMENT HAS JUST REQUESTED TO RESCIND THE FUNDS.

YEAH.

AND MY BOSS, RYAN O'CONNOR, HAD NO OBJECTIONS TO THIS, SO I'M JUST REPRESENTING THE PARTS AND IT'S, IT'S ALSO IMPORTANT TO UNDERSTAND THAT THERE WAS NEVER A TRANSFER.

THERE WERE NO MONIES TRANSFERRED.

UM, OKAY.

WE WAS TO DO THAT UNTIL THE AGREEMENT WAS SIGNED ANYWAY, BUT, SO IT'S JUST ESSENTIALLY NULL VOID, IF YOU WILL, FOR LACK OF THE BETTER.

SO WHAT HAPPENS TO THAT INVESTOR? WASN'T THERE AN INVESTOR THAT WAS LOOKING AT IMPROVING THAT PARK AND BUILDING THIS WAS CONCESSIONS WAS FOR PHASE TWO, THIS, THIS REQUEST PERTAINS TO PHASE TWO OF, OF, OF, OF CONCEPTUAL DESIGN OF A, ESSENTIALLY A RECREATIONAL CENTER FOR PHASE TWO.

PHASE ONE IS STILL ONGOING FROM WHAT I UNDERSTAND.

SO THE PARK IMPROVEMENTS, THE RESTORATION, ALL OF THAT IS HAPPENING.

THIS WAS A FUTURE PHASE TWO CONCEPT THAT THEY WERE CONTEMPLATING AND THE FUNDING REQUEST WAS TO PAY FOR THE DESIGN AND PLANNING OF A POTENTIAL PHASE TWO.

OKAY.

DOES THAT MAKE SENSE? SO THAT, THAT, UH, INVESTOR, UM, IS IN THE PROCESS OF COMPLETING PHASE ONE, IS THAT CORRECT? IT'S A PUBLIC PROJECT, YES.

YEAH, OR ROLAND PARISH PARK IS A, IS A PUBLIC PROJECT OF THE PARKS DEPARTMENT.

SO I KNOW THEY HAD SOME FUNDRAISING AND SOME PRIVATE SECTOR DOLLARS THAT WERE INVOLVED.

RIGHT.

BUT ISN'T THIS THE PROJECT THAT THEY WERE GONNA BUILD A CONCESSION STAND AND BUILD, UM, SO YOU PROBABLY DIDN'T HAVE CHANCE TO LOOK AT THE TABLE AGAIN, LIKE BASEBALL DIAMONDS OR SOCCER FIELDS OR SOMETHING.

CORRECT.

AND THAT'S, I UNDERSTAND THAT'S STILL HAPPENING.

AND WE ANTICIPATE HOPEFULLY IN THE NEXT COUPLE OF MONTHS THAT WE'LL HAVE THE GROUNDBREAKING FOR THAT PROJECT.

WE ALSO, UM, CONSIDERED A REQUEST TO ADD SOME ADDITIONAL FUNDING FOR INFRASTRUCTURE WORK AROUND THE LONGHORN BALLROOM AT RIVERFRONT AND CORINTH.

UM, THAT CONSTRUCTION IS UNDERWAY.

UM, EVERYONE'S REALLY EXCITED TO HAVE THAT INTERSECTION FIXED IN TIME FOR THE WORLD CUP.

AND THEN WE ALSO HAD, UM, ANGELA CAN SPEAK TO THE, UM, THE AMENDMENTS OF THE LANCASTER CORNING RETAIL PROJECT.

SURE, SURE.

UM, WE, UM, AND ACTUALLY YES, IT WAS APPROVED BEFORE THEN TOO, THE INCREASE IN, UH, A DECREASE IN THE SCOPE OF WORK AND, UM, CREASING THE INCENTIVE FOR THE LANCASTER CORNING RETAIL DEVELOPMENT PROJECT IS STILL UNDERWAY.

WE ARE FINALIZING, UH, JUST SOME LEGAL TERMS WITH THE CITY ATTORNEY'S OFFICE AND WE SHOULD HAVE A DEVELOPMENT AGREEMENT EXECUTED REAL SOON HERE.

SO WE HAVE OUR, UM, OUR PROJECT LIST.

UM, THIS IS PRETTY CONSISTENT WITH PRIOR YEARS IN TERMS OF PROJECTS THAT THE TIP DISTRICT HAS SUPPORTED AND THEN OTHER MAJOR DEVELOPMENTS IN THE AREA.

UM, SKIP AHEAD TO, UM, ONE NEW THING SINCE THE LAST DRAFT, UM, THAT WAS SENT OUT IS, UM, I BECAME AWARE THAT,

UM, THE MOCKINGBIRD BRIDGE, WHICH WAS COMPLETED IN 2017, IS ABOUT TO UNDERGO A FACADE RESTORATION TO THE SOUTH FACADE.

UM, THE CITY'S PUT IN SOME BOND MONEY AND THE UNIVERSITY CROSSING PIT DISTRICT, UM, HAS ALSO BEEN INVOLVED IN THE DESIGN AND IS CONTRIBUTING SOME FUNDING TOWARDS AN UPGRADE OF THE SOUTH, UM, FACADE.

AND WE HAVE A RENDERING OF THAT THAT WE'VE ADDED TO THE DRAFT, UM, JUST IN THE LAST COUPLE OF DAYS.

AND IN TERMS OF WHERE WE ARE WITH, UM, OUR REVENUE, UM, OUR TAXABLE VALUE, UM, BASED ON THE MOST RECENT CERTIFIED VALUE WAS ABOUT 912 MILLION.

UM, THAT IS AN INCREASE OF 352% OVER THE BASE YEAR, UM, AS AMENDED.

AND BASED ON, UM, THAT VALUE, WE WOULD ANTICIPATE COLLECTING A TOTAL OF A LITTLE OVER $5 MILLION IN TAX REVENUE, UM, IN CALENDAR YEAR 2026.

SO IN TERMS OF WHERE WE ARE, UM, ON OUR GOALS AND OBJECTIVES OF THE DISTRICT, UM, BASED ON THE, UM, INVESTMENT, UM, EITHER COMPLETED OR PLANNED IN THE DISTRICT, WE'RE AT ABOUT 27% OF OUR GOAL.

UM, IN TERMS OF, UM, NEW DEVELOPMENT, WE ARE AT ABOUT, UM, 12% OF OUR GOAL IN TERMS OF, UM, RETAIL, COMMERCIAL AND OFFICE SPACE, AND ABOUT 18% OF OUR GOAL FOR NEW RESIDENTIAL UNITS.

ALSO NOTE, UM, YOU KNOW, OBVIOUSLY A BIG FOCUS OF THIS TIP DISTRICT IS SUPPORTING, UM, TRANSIT ORIENTED DEVELOPMENT AND SUPPORTING THE DART LA LIKE RAIL SYSTEM.

SO WE'VE BEEN, UM, MORE ACTIVELY ENGAGED IN THE LAST, UM, COUPLE YEARS WITH THE COUNCIL OF GOVERNMENTS AS THEY'RE LOOKING AT THEIR REGIONAL TRANSIT 2.0 PLANNING.

AND THEN ALSO RECENTLY, UM, WITH DART, THEY'VE BEEN DOING, UM, WHAT THEY CALL TOD AREA PLANNING.

AND, UM, THERE HAVE BEEN SOME IDENTIFIED PRELIMINARY PROJECTS INCLUDING, UM, CIRCULATOR ROOTS TO EXPAND, UM, CONNECTIONS TO THE SMU MOCKINGBIRD STATION.

WE ALSO CONTINUE TO MONITOR DART, UH, RIDER SHIFT.

WE HAVE THOSE FIGURES.

UM, I WAS EXPLAINING TO OUR, OUR NEW BOARD MEMBERS AND AN ORIENTATION, UM, EARLIER TODAY THAT DART RIDERSHIP HAS BEEN A BIT UNPREDICTABLE.

WHEN WE SET UP THIS TIP DISTRICT AND SOME OF OUR OTHER TIP DISTRICTS THAT HAD NEW, UM, TRANSIT STATIONS COMING ON WITH THE GREEN LINE, WE KIND OF REALLY ANTICIPATED THAT THERE WOULD BE KIND OF GROWTH, PRETTY CONSISTENT GROWTH AND RIDERSHIP AND THAT, YOU KNOW, SUPPORTING TOD WOULD AUTOMATICALLY TRANSLATE TO INCREASED RIDERSHIP.

BUT THAT HAS NOT BEEN THE CASE.

AND I THINK IT'S JUST VERY, IT'S KIND OF COMPLICATED, YOU KNOW, THE COVID PANDEMIC IMPACTED RIDERSHIP AND EVEN BEFORE THEN THERE'S BEEN FACTORS SUCH AS HOW DART ACTUALLY COLLECTS RIDERSHIP STATISTICS, THEIR EQUIPMENT, AS WELL AS JUST DEPENDING ON THE PRICE OF GAS, WHETHER PEOPLE WANNA DRIVE OR TAKE TRANSIT.

SO IT HASN'T BEEN A VERY, LIKE GOOD APPLES TO APPLES COMPARISON EVEN THOUGH WE'VE BEEN MAKING DEVELOPMENT EFFORTS.

THAT DOESN'T ALWAYS TRANSLATE INTO RIDERSHIP GOING UP UP.

WE, UM, ONE OF THE THINGS WE GOT TO PARTICIPATE IN THIS LAST YEAR IS A RIBBON CUTTING FOR A NEW TENANT AT THE, UM, 43 15 INNOVATION CENTER.

AND IN TERMS OF OUR SUMMARY OF MEETINGS, UM, IF ANY BOARD MEMBERS SEE ANY CORRECTIONS NEEDED, THIS IS WHAT WE HAVE IN TERMS OF THE RECORD OF BOARD ATTENDANCE FOR THE, UM, FREE MEETINGS THAT WERE HELD DURING THE FISCAL YEAR.

AND IN TERMS OF, UM, COUNCIL ITEMS THAT WERE, UM, TAKEN DIRECTLY RELATED TO THE TIP DISTRICT, WE HAVE OUR ANNUAL REPORT AS WELL AS THE, UM, THE INCREASE AND THE MODIFICATIONS TO THE, UH, LANCASTER WARNING, UH, PROJECT.

UM, THE ONLY PENDING ITEM WE HAVE AT THIS TIME IS THE ANNUAL REPORT FOR THIS FISCAL YEAR.

UM, OUR BUDGET, UM, AS I'VE EXPLAINED A NUMBER OF TIMES BEFORE, UM, THIS IS A, UM, IT'S A FRAMEWORK IN TERMS OF BUDGET CAPACITY, BUT IT DOESN'T REPRESENT ACTUAL CASH IN THE DISTRICT.

UM, THIS TIP DISTRICT, WHEN IT WAS ESTABLISHED HAD PRETTY AGGRESSIVE, UM, DEVELOPMENT PROJECTIONS AND, BUT THE REALITY IS THAT UNLESS SOMETHING DRASTICALLY CHANGES, WERE UNLIKELY TO COLLECT ANYWHERE CLOSE TO THIS REVENUE.

AND THEN WE HAVE OUR, UM, FINANCIAL STATEMENTS, WHICH IS THE ONE THING THAT IS REQUIRED BY THE STATE IN TERMS OF OUR ANNUAL REPORTING.

YOU'LL NOTICE THERE'S A LITTLE YELLOW HIGHLIGHT THAT OUR, UM, ADMINISTRATIVE EXPENSES FOR FISCAL YEAR 24 25 ARE STILL PENDING.

SO YOU HAVE DALLAS COLLEGE AS ONE OF THE TENANTS THERE, AND THEY DO, UM, WORKFORCE TRAINING AND THEN THE CORWIN CLINIC WHERE WE HAVE A PHOTO, UT UNT.

UM, BUT IN TERMS OF THE URBAN LEAGUE ITSELF, THAT THAT ORGANIZATION, I'M NOT SURE IF THEY STILL HAVE A LOCATION IN DWI NOTICED THAT ON THE FRONT END, HOSPITAL FROM, WENT IN THE PIZZA PLACE RIGHT THERE, A PIZZA PLACE.
