LACKMAN, WE'VE BEEN DISCUSSING WAYS TO USE DATA TO AS BEST EFFECTIVENESS OF PESTICIDE SPRAYING IN THE CITY OF DALLAS.

UM, AND GETTING THIS DATA AND ANALYZING THE DATA WILL HELP WITH RECOMMENDATIONS FOR HOW TO BEST COMBAT WEST NILE VIRUS DISEASE.

SO, TO START WITH, WE WERE THINKING ABOUT OBTAINING INFORMATION FROM, UH, EMPLOYEES, SUPERVISORS, ET CETERA, OF THE CITY OF DALLAS MOSQUITO ABATEMENT, UH, PROGRAM.

UM, SO TO FURTHER THIS OBJECTIVE, DR.

LACKMAN IS WANTING TO EXPLORE THIS WITH THE COMMISSIONERS.

SO, UM, I JUST WANTED TO KIND OF HAND THIS OVER TO HIM AT THIS POINT, UM, BECAUSE THAT'S, THAT IS THE DIRECTION WE HAVE BEEN TALKING ABOUT, UM, TO INITIALLY START.

SO, UM, I'VE HAD A, AN OPPORTUNITY TO REVIEW THE MATERIALS THAT WERE PRESENTED TO US BY THE SPEAKER, AND THEY REALLY RAISED A NUMBER OF, I THINK, SIGNIFICANT QUESTIONS THAT IMPACT BOTH PUBLIC HEALTH WISE, BUT ALSO ON ENVIRONMENTAL ISSUES.

AND SO, ONE QUESTION I WOULD HAVE FROM DOING THAT IS, IS THIS POLICY THAT WE'VE HAD INVOLVING SPRAYING THE RIGHT POLICY? UM, AND THAT'S REALLY TIED UP IN, IS IT REALLY AT THIS POINT IN TIME, TRULY EFFECTIVE? WHEN YOU LOOK AT THE HISTORY DATING BACK TO THE EARLY TWO THOUSANDS, WE HAD A FAIRLY SMALL NUMBER OF CASES, FAIRLY SMALL NUMBER OF CASES, AND THEN IN I THINK 2012, THIS HUGE UPTICK, WHICH THEN ABATED OVER THE NEXT COUPLE YEARS.

AND WE'RE NOW BACK DOWN TO THE BASELINE WE WERE AT IN THE EARLY TWO THOUSANDS FOR ABOUT THE LAST FIVE YEARS.

SO WE MAY BE INVESTING IN A LOT OF TIME AND EFFORT IN SOMETHING THAT'S REALLY NOT THAT MUCH OF THAT MUCH DOESN'T NECESSITATE WHAT WE'RE DOING.

WE NEED TO LOOK AT THAT.

UM, A SECOND QUESTION IS THAT HAS TO DO WITH THE EFFECTIVENESS OF THE STRATEGY, AND THAT ALSO INVOLVES, DO WE HAVE, IF WE ARE GOING TO HAVE A POLICY WHICH INVOLVES SOME SORT OF ABATEMENT, ARE WE DOING THE RIGHT ABATEMENT AND ARE WE DOING IT IN THE RIGHT PLACES? THEN THE THIRD QUESTION, UH, IS WHAT ARE SOME, UH, WHAT ARE SOME OF THE POTENTIAL? UH, UH, THE GOODS ARE OBVIOUS, THE GOODS ARE THAT IT PREVENTS WESTERN NILE DISEASE,

BUT, UM, WE KNOW THAT PESTICIDES ARE A PROBLEM AND THAT PESTICIDES ARE NON-SELECTIVE.

SO, AS AN EXAMPLE, WHEN WE'RE SPRAYING IN NORTH DALLAS, ARE WE ALSO KILLING MONARCH BUTTERFLIES? WE NEED TO LOOK AT THE HARMS AS WELL AS THE GOODS.

AND SO THEREFORE, I THINK THAT IT BEHOOVES US TO, FIRST OF ALL, LEARN MORE FROM, UH, THE, THE PEOPLE AT THE CITY WHO ARE DOING IT, WHAT WE ARE DOING.

AND SECOND OF ALL, TO HEAR FROM PEOPLE WHO ARE PUBLIC HEALTH AND ENVIRONMENTAL AUTHORITIES TO SEE IF WE NEED TO RECOMMEND, UH, CHANGES IN THE WAY WE GO ABOUT DOING THIS.

WE DID THIS IN ORDER TO EVALUATE HOW EFFICIENTLY AND EFFECTIVELY, I'M SO SORRY, ROSA, WILL YOU HOLD ON FOR JUST ONE SECOND? STEPHANIE, THEY CAN'T SEE THE SLIDES ONLINE.

THE ASSESSMENT ALSO SUPPORTS THE CITY'S FIVE YEAR CAP REVIEW COMMITMENTS, AND THAT WAY WE CAN SEE WHERE IMPROVEMENTS CAN BE MADE.

TO COMPLETE THIS ASSESSMENT, THE CA TEAM MET INDIVIDUALLY WITH DEPARTMENT REPRESENTATIVE THROUGH A SERIES OF ONE-ON-ONE MEETINGS IN TOTAL 16 DEPARTMENTS CONTRIBUTED TO LAST YEAR'S CCAP.

UM, IWP OUR IMPLEMENTATION WORK PLAN.

SO THE, OUR APPROACH WAS ORGANIZING THESE MEETINGS IN THREE PHASES THROUGHOUT THE FISCAL YEAR.

WE HAD FIVE MEETINGS IN QUARTER TWO, ANOTHER FIVE IN QUARTER THREE, AND THEN THE FINAL SIX IN QUARTER FOUR.

THIS STRUCTURE ALLOWED US TO STREAMLINE SCHEDULING AND THAT WE ENSURE THAT WE STILL HAVE SOME BANDWIDTH FOR OTHER DEPARTMENT, UM, INITIATIVES.

AT THE END OF THE ASSESSMENT, WE RECEIVED THAT FEEDBACK FROM 15 DEPARTMENTS.

THIS IS ANOTHER SLIDE WITH A BRIEF REMINDER.

SO FOR THIS ASSESSMENT, EACH MILESTONE WAS EVALUATED USING, UM, AVAILABLE BUDGET INFORMATION AND THE SMART GOAL CRITERIA.

WE LOOKED AT HOW SPECIFIC EACH MILESTONE WAS, IN OTHER WORDS, LIKE WHAT CLEAR CRITERIA WOULD GUIDE PROGRESS, WE ASSESSED WHETHER THE MILESTONE WAS MEASURABLE.

BY IDENTIFYING HOW DEPARTMENTS ARE TRACKING THE PROGRESS OVER TIME, WE THEN CONSIDERED WHETHER IT WAS ACHIEVABLE.

THAT WAY WE CAN BOTH FOCUS ON REALISTIC GOALS AND DETERMINE IF THERE'S ANY CONSTRAINTS TO ACHIEVING THE MILESTONE.

WE ALSO EXAMINED RELEVANCE THAT WAY WE MAKE SURE THAT THE MILESTONE IS ACCURATELY LISTED UNDER THE CCAP, THE CORRECT CCAP ACTION.

AND FINALLY, WE REVIEWED WHETHER THE MILESTONE WAS TIME BOUND, SO DETERMINING IF THERE'S ANY CONTRACT TERM OR WHEN THE ESTIMATED COMPLETION TIMELINE WOULD, WHAT THAT WOULD LOOK LIKE.

SO USING THIS FRAMEWORK REALLY HELP US TO LIKE ENSURE CONSISTENCY WHENEVER WE MET FROM, UM, WITH EACH DEPARTMENT.

AND THAT WAY WE CAN MAKE A CLEAR OUTLINES ON WHERE WE CAN IMPROVE.

SO ONCE WE CONSOLIDATED ALL THE DEPARTMENT FEEDBACK, WE SAW SOME SEVERAL COMMON THEMES.

FIRST, UH, PROGRESS ON FISCAL YEAR 25 MILESTONES WAS LARGELY DEPENDING ON THE AVAILABILITY OF FUNDING.

DEPARTMENTS NOTED THAT CHALLENGES SUCH AS LIMITED GRANT OPPORTUNITIES AND THE RELIANCE ON RECURRING GENERAL FUND ALLOCATIONS WOULD AFFECT THE VIABILITY OF COMPLETING THE MILESTONE.

SECOND, SEVERAL MILESTONES THAT APPEAR ACROSS MULTIPLE ANNUAL IMPLEMENTATION WORK PLANS.

SO MEANING

SINCE THE FIRST WORK PLAN THAT AF THAT WAS CREATED AFTER THE PLAN ADOPTION HIGHLIGHTED QUITE A BIT OF STANDARD DEPARTMENTAL OPERATIONS.

FOR INSTANCE, THE UPDATE TO THE 2011 DALLAS BIKE PLAN WAS COMPLETED BY TRANSPORTATION AND PUBLIC WORKS, AND THEN IT WAS APPROVED BY COUNCIL IN MAY OF 2025.

MILESTONES THAT ARE CONTINUING INTO THE FISCAL YEAR 26 WORK PLAN MAKE UP ABOUT 43.2%.

AN EXAMPLE IS THE ONGOING WORK TO PLAN AND HOST THE ANNUAL NORTH TEXAS CLIMATE SYMPOSIUM EVERY YEAR.

SOME MILESTONES WERE REVISED.

THOSE TOTALED OUT TO ABOUT 15.8%.

AS AN EXAMPLE, D-W-D-W-U ORIGINALLY HAD A MILESTONE TO CONTINUE THE WATERSHED PROTECTION PROGRAM.

SO THAT WAS UPDATED BASED ON THEIR FEEDBACK AND THE SMART GOAL CRITERIA TO BETTER REFLECT THE CITY'S ROLE, IT NOW SPECIFIES THAT DWU WILL ACTIVELY PARTICIPATE AS A STAKEHOLDER IN THE, IN THE REGIONAL WATERSHED PROTECTION PLANS.

AND THEN THIS WILL SUPPORT WATER QUALITY MONITORING AND PROTECTION.

FINALLY, 33.9 OF MILESTONES WERE REMOVED DUE TO DEPARTMENTAL FEEDBACK.

FOR EXAMPLE, THE MILESTONE TO CONTINUE ZERO WASTE DIRECT MEAL CAMPAIGNS SUCH

THIS PLAN WILL IDENTIFY PRIORITY INITIATIVES FROM THE 97 ACTION OUTLINED IN THE CCAP, FOCUSING ON LOCAL GOVERNMENT, CITY OPERATIONS, BALANCE MITIGATION AND ADAPTATION EFFORTS, ESTABLISHED MEASURABLE TARGETS AND TIMELINES, IDENTIFY NECESSARY RESOURCES AND FUNDING FOR IMPLEMENTATION, AND UPDATE KEY PERFORMANCE INDICATORS TO ENSURE MEANINGFUL PROGRESS TOWARDS DALLAS' FINAL GOAL.

AND ALSO EMISSION GAP FOR COMMUNITY OPERATIONS.

AND SO PART OF THAT WILL BE TO EVALUATE, ARE ON TRACK, MEET OUR 20, 30 AND 2050 TARGETS.

THE ASSESSMENT AND GAP ANALYSIS IS TO CONDUCT A COMPREHENSIVE EVALUATION OF IMPLEMENTATION PROGRESS ACROSS ALL THE 97 C CAP ACTIONS, ANALYZING BOTH QUANTITATIVE AND QUALITATIVE ASPECTS SUCH AS GREENHOUSE GAS REDUCTIONS, ACHIEVED FUNDS ALLOCATED PROJECTS COMPLETED, INSTITUTIONAL BARRIERS, DEPARTMENT FEEDBACK AND COMMUNITY OUTCOMES.

AND THE UPDATED 2050 PROJECTION WILL ALSO IDENTIFY EXISTING DATA GAPS FOR MUNICIPAL AND COMMUNITY SECTORS.

THE ENGAGEMENT PLAN, UH, IS INVOLVE WORKING WITH 16 DEPARTMENTS WHO HAVE A ROLE IN IMPLEMENTING THESE ACTIONS.

IT WILL ALSO INCLUDE THE ENVIRONMENTAL COMMISSION AND OTHER KEY STAKEHOLDERS.

AND, UH, ONE OF THE OUTPUTS WILL BE TO CREATE STRATEGIES FOR BRIEFINGS, WORKSHOPS, AND WORKING SESSIONS TO BUILD UNDERSTANDING OF THE PRIORITY CLIMATE ACTION PLAN AND IDENTIFY SPECIFIC ROLES IN IMPLEMENTATION, THE CA ANALYSIS, UH, AND FRAMEWORK, UH, EITHER COMPREHENSIVE OF CCAP FOCUSING ON THE OUTSTANDING WORK ON EACH OF THE NINE SEVEN ACTIONS TO OUTLINE UNMET NEED, INCLUDING THE POTENTIAL FOR ADDITIONAL ACTION, ACTION PRIORITIZATION, FINANCING, AND FUNDING ALTERNATIVES.

ACTIONS WILL PRIMARILY FOCUS ON WHAT CAN BE ACCOMPLISHED WITHIN EXISTING DEPARTMENTAL WORK PLANS AND BUDGETS WITH A PHASED APPROACH FOR LONGER TERM INITIATIVE.

THIS STRUCTURED TIMELINE WILL ESTABLISH BENCHMARKS FOR 20 30, 20 35, 20 40, AND 2045 TO ENSURE STEADY PROGRESS TOWARDS THE ULTIMATE, UH, 2050 GOAL.

WHERE APPROPRIATE STRETCH GOALS WOULD BE INCLUDED TO DRIVE INNOVATION AND AMBITION.

WE ARE SEEKING APPROVAL FOR A CONSTRUCTION SERVICES CONTRACT TO DESIGN AND INSTALL A ROOFTOP SOLAR PV SYSTEM AT BECKLEY CENTER RECREATION CENTER.

UM, THIS LIKE MENTIONED THIS PROJECT PROJECT SUPPORT CCAP SPECIFICALLY GO TO, WHICH AIMS TO EXPAND THE USE OF RENEWABLE ENERGY CITYWIDE.

UM, BECKLEY SANER WAS SELECTED FOR SOLAR INSTALLATION BASED ON THE 2023 SOLAR SIDING STUDY THAT WE CONDUCTED.

SO THIS SITE WAS LISTED AS SUITABLE FOR, UM, INSTALLATION OEQS AND FACILITIES AND REAL ESTATE MANAGEMENT TO WORK TOGETHER TO DO A REQUEST FOR COMPETITIVE FIELD PROPOSALS TO PROVIDE TURNKEY DESIGN AND INSTALLATION SERVICES.

THE PROPOSALS WERE RECEIVED FROM FIVE DIFFERENT COMPANIES AND THEY WERE EVALUATED BY A FOUR PERSON SELECTION COMMITTEE.

THIS COMMITTEE CONSISTED OF STAFF FROM O-E-Q-S-S-F-R-M AND PUBLIC WORKS.

THE PROPOSALS WERE EVALUATED BASED ON PRICE, QUALIFICATIONS, EXPERIENCE, THE PROJECT APPROACH, AND THEN THE SCHEDULE.

MECO ENGINEERING INC.

WAS SELECTED.

THEY HAVE A PROJECT BUDGET NOT TO EXCEED $488,418.

AS MENTIONED BEFORE, THE FUNDING COMES FROM THE ARPA GRANT.

THIS ARPA GRANT WAS SPECIFICALLY ALLOCATED FOR SOLAR INSTALLATION ON CITY FACILITY.

SO WITH THE PLANT SYSTEM, UM, FEDERAL USE, HIGH EFFICIENCY PANEL, UH, ROOFTOP RACKING DESIGN TO MAXIMIZE ENERGY PRODUCTION ONCE IT'S INSTALLED, IT IS EXPECTED TO REDUCE OPERATING COSTS AND ADVANCE THE CITY'S CCAP CODE.

THAT IS PHENOMENAL NEWS.
