SO WE HAVE A FEW YEARS TO CONTINUE TO PROMOTE INVESTMENT AND ECONOMIC DEVELOPMENT, UM, IN THIS DISTRICT.

AND I'M REALLY EXCITED TO WORK ALONGSIDE OF YOU ALL, UM, TO DO THAT.

UH, CURRENTLY THE CITY'S PARTICIPATION RATE, UM, IS AT 70% AND THE COUNTY'S PARTICIPATION RATE IS AT 50%.

WHAT DOES, I'M SORRY, WHAT DOES THAT MEAN?

WHAT IS THE PARTICIPATION RATE? IT'S WHAT THE CITY IS CONTRIBUTING TO, UM, IN TERMS OF TAXES TO THE DISTRICT.

SO 70% OF WHAT? OF THE PROPERTY TAX YES.

AND THE CITIES CONTRIBUTE 70% ANNUALLY AND THE COUNTY CONTRIBUTES 55% ANNUALLY.

AND THAT'S WHAT MAKES UP THE INCREMENTS, UH, THAT GOES INTO THE TIF FUND.

SO THE CITY'S KEEPING 30, THE COUNT IS KEEPING 45 AND THE BALANCE IS GOING INTO OUR TIF.

UM, SO, UM, ON THE COVER PAGE, UM, YOU SEE THE SPROUTS FARMER'S MARKET PROJECT, UM, OR THE FRA THE SPROUTS FARMER'S MARKET, UM, GROCERY STORE THAT IS AT THE VISTA HAS FOR STEVEN RETAIL REDEVELOPMENT PROJECT.

THIS IS THE MOST RECENT PROJECT, BUT THEN IT'S A DISTRICT THAT HAS RECEIVED TO FUNDING.

UM, THE PROJECT IS ONCE APPROVED IN FISCAL YEAR 2324.

UM, IT'S STILL UNDER CONSTRUCTION.

UM, IT'S EXPECTED FOR ALL COMPONENTS TO BE COMPLETE BY THE END OF THE, THIS YEAR, FIFTH OR TO BE QUARTER TWO.

UM, AS OF RIGHT NOW, MS. SPROUTS HAS OPENED, IT OPENED IN JUNE, 2025.

UM, AND THE MULTI-TENANT BUILDING THAT IS AN OUT PARCEL BUILDING, UM, IS, UM, OPEN AND IT FEATURES THAT NOTHING BUT CAKES AS ONE OF THE TENANTS.

THE NEXT PAGE IS A MAP OF THE TIF DISTRICT.

WE DID UPDATE THE MAP.

UH, THE PREVIOUS ANNUAL REPORT SHOWED, UH, THE ORIGINAL BOUNDARY OF THE TIF DISTRICT.

UM, AND ALSO, UM, THE NEW BOUNDARY THAT WAS ADDED, OR THE NEW AREA THAT WAS ADDED IN 2023.

SO WE KIND OF, WE, WE CONSOLIDATED THAT AND PUT THAT ALL IN ONE MAP.

AND, UM, YOU KNOW, WE LIKE TO SAY THAT THAT, YOU KNOW, HAS LEVERAGED AROUND $96.1 MILLION OF PRIVATE INVESTMENT, UM, OVER THAT FIFTH FUNDING OR OVER THAT FUNDING.

AND, UH, $16 MILLION THAT WAS PUT IN BY THE TIF.

HOW MUCH MONEY IS IN THE TIF RIGHT NOW? UM, IN TERMS OF LIKE TOTALITY OR ASKING LIKE WHAT WE MIGHT HAVE ON HAND FOR LIKE PROJECTS? YEAH, LET'S SAY EVERY PROJECT COME TO THAT, WE'LL GO THROUGH AND

YEAH, I DO HAVE A NOTE, UM, HERE LATER THAT TALK ABOUT, KIND TO GIVE YOU KIND OF WHERE WE'RE AT IN TERMS OF LIKE CASH ON HAND PROJECTS.

THE NEXT, UH, THING I WANNA COVER IS ON PAGE NINE.

UM, THIS IS A MIXED INCOME HOUSING SUMMARY.

UM, MIXED INCOME HOUSING.

UM, AFFORDABLE HOUSING IS ONE OF THE KEY COMPONENTS OF THE TIF DISTRICT AND, AND, UM, MANY OF OUR TIF DISTRICTS, UM, I'D LIKE TO HIGHLIGHT, UM, I KNOW YOU ALL ARE FAMILIAR WITH THEM, BUT JUST WANNA HIGHLIGHT, UM, TWO PROJECTS THAT DID RECEIVE TIF FUNDING, THAT HAD AFFORDABILITY, UM, IN THE MIX, OR HAD AN AFFORDABILITY COMPONENT, WHICH IS THE SYL BIN 30 PROJECT.

AND THEN THE ALSO OSA, FORMERLY KNOWN AS DIAZ AT WESTERN HEIGHTS.

SO BOTH OF THOSE PROJECTS IN TOTAL BOUGHT, UM, 3,331 UNITS, UM, FOR RESIDENTIAL UNITS TO THE FIFTH DISTRICTS.

AND OUT OF THAT THREE HUNDRED THIRTY ONE A HUNDRED FORTY FOUR OF THOSE UNITS ARE AFFORDABLE.

UM, SO THAT, THAT, THAT SHEDS, UM, A LITTLE BIT MORE ON THE PROJECTS THAT HAVE RECEIVED THE FUNDING THAT, UM, HAVE AN AFFORDABILITY COMPONENT.

UM, BUT I ALSO WANNA HIGHLIGHT, UM, TWO PROJECTS THAT ARE OUT THAT HAVE NOT RECEIVED STEP FUNDING, THAT THEY'RE ACTUALLY DALLAS PUBLIC FACILITY CORPORATION PROJECTS.

THEY'RE MULTI-FAMILY PROJECTS, ONE CALLED CO-OP SINGLETON, AND WE'LL CALL THE CARE LINE.

THEY'RE CURRENTLY UNDER CONSTRUCTION.

UM, AND WE ANTICIPATE THAT THEY WOULD ADD AN ADDITIONAL 239 AFFORDABLE UNITS TO THE FIFTH DISTRICT WITHOUT THE USE, UM, OF T FUNDING.

ON PAGE NINE, WE CONTINUE ON THE SAME PAGE.

THIS IS A NEWER SECTION TO THE ANNUAL REPORT.

THE FIRST TIME THIS SECTION WAS ON THE ANNUAL REPORT WAS LAST YEAR, BUT THIS COVERS, UM, HOMEOWNER STABILIZATION, HOME REPAIR AND DISPLACEMENT MITIGATION.

AND, UM, AT THE END OF THIS FISCAL YEAR, A TOTAL OF AROUND 1.4 MILLION HAS BEEN TRANSFERRED FROM THE FORT WORTH AVENUE TIF DISTRICT TO THE CITY'S, UM, OFFICE OF HOUSING AND COMMUNITY EMPOWERMENT TO BE ABLE TO PUT FORTH PROGRAMS THAT ARE RELATED TO HOMEOWNER STABILIZATION HOME REPAIR.

UM, THIS YEAR, UH, THE FIRST TRANSFER OF THE, OF FUNDS FROM THE 10TH DISTRICT HAPPENED LAST YEAR.

THIS IS THE SECOND YEAR OF TRANSFER, IF I JUST GAVE YOU THE TOTAL, UH, FOR BOTH YEARS, 1 4, 1 0.4, UH, MILLION.

BUT THIS YEAR AROUND, UM, OR FIVE HUNDRED AND FORTY FIVE, SEVEN HUNDRED AND FOURTEEN WAS TRANSFERRED, UM, FROM THE 10TH DISTRICT, UM, TO THE CITY'S HOUSING DEPARTMENT TO PUT FORTH THESE PROGRAMS. UM, AND WHERE WE STAND, UM, THE CITY'S HOUSING DEPARTMENT, UM, IS IN THE, UM, YOU KNOW, WE HAD ANTICIPATED AT THE END OF, UM, LAST YEAR OR LIKE 2025, UM, THE LAST TWO MONTHS THAT THEY, THEY WOULD BRING FORTH, UM, TO CITY COUNCIL, UM, A REQUEST FOR AUTHORIZATION FOR A VENDOR TO ADMINISTER A HOME IMPROVEMENT PROGRAM.

UM, AND THEN EARLY THIS YEAR, UM, APPROACH CITY COUNCIL FOR AUTHORIZATION, UM, FOR A VENDOR TO ADMINISTER A WHOLE BUYER ASSISTANCE PROGRAM.

SO THE, THE, THE CITY'S HOUSING DEPARTMENT IS, UM, IN THE WORKS OF, UM, DEPLOYING SOME OF THOSE FUNDS.

UM, AND THAT'S WHERE WE STAND WITH THAT.

UM, FUNDING THE NEXT, UH, PAGES, PAGES 10 THROUGH FIVE FOCUS ON DISTRICT INITIATIVES.

UM, SOME OF THIS, UH, HAS REMAINED THE SAME FROM LAST YEAR.

THAT REALLY JUST COVERS, UM, SOME OF THE PROJECTS OR DISTRICT INITIATIVES.

UM, SO SOME OF THESE PARTS HAVEN'T CHANGED MUCH, BUT I WANT TO HIGHLIGHT, UM, SOME THINGS THAT DID CHANGE OR SOME UPDATES THAT WE DID MAKE, UM, TO THIS OR THE UPDATES THAT WE HAD.

UM, SO ONE BEING THAT, UM, A PROJECT, UM, THE DISTRICT INITIATIVE PROJECT, UH, THAT'S CALLED THE COLLECTIVE, UM, WHICH INCLUDED BICYCLE AND PEDESTRIAN IMPROVEMENTS AS YOU RECALL, UH, YOU KNOW, ALONG FORT WORTH AVENUE, COLORADO BOULEVARD, CLEMENT AND BAHAMA DRIVE THIS PROJECT WITHIN IN TWO PHASES.

UM, YOU KNOW, PHASE ONE WAS COMPLETED A FEW YEARS AGO, BUT AT, UM, AT THE END OF FISCAL YEAR 2024 AND 2025, WE HAVE NOW COMPLETED PHASE, UM, TWO OF, UM, OF THAT PROJECT.

SO THAT PROJECT IS, UM, COMPLETE AND YOU'LL NOTE THAT, UM, IN THIS ANNUAL REPORT.

UM, AND THEN ANOTHER INITIATIVE THAT WE HAD, UM, IN THE TIF DISTRICT, UM, WAS, UM, UH, THAT WENT TO CITY COUNCIL IN SEPTEMBER, WAS AN AMENDMENT TO THE DEVELOPMENT AGREEMENT FOR THE PROJECT KNOWN AS

AT, UM, WESTERN HEIGHTS.
