AND LIKE I SAID AT THE TABLE OF CONTENTS, THIS IS OUR CIVIL SERVICE BOARD RULE NUMBER FOUR, WHICH IS OUR 36 MONTH WORK EXEMPTION. THEY HAD DEVISED A PLAN TO DEMOTE THESE FOLKS INTO CIVILIAN ROLES IN OUR PROFESSIONAL STAFF, AND THEY COULD TRY AGAIN TO BECOME POLICE OFFICERS IN SIX MONTHS. SO WITH THE ACADEMIC FAILURES, THIS WAS ONE TEST. AND WE'RE WORKING TOGETHER WITH THE TRAINING GROUP TO TRY TO FIGURE OUT BEST PRACTICE OF MAYBE SPLITTING UP SOME OF THESE. IT'S A LOT THAT GOES INTO THE TEST THAT THEY FAILED. SO MAYBE SPLITTING UP THESE COURSES TO MAKE IT A LITTLE BIT BETTER AND HAVE A BETTER RESULT IN THAT CLASS. THIS IS A VERY DIFFICULT JOB, BUT WE'RE GOING TO WE'RE GOING TO KEEP PUSHING FOR PEOPLE WITH GREAT CHARACTER. BUT ULTIMATELY WE WANT THE BEST OFFICERS WE'RE PUSHING OUT TO THE STREETS. NEXT SLIDE. SO THIS SHOWS OUR ATTRITION. IN DECEMBER WE LOST SEVEN. WE LOST 27 SWORN. THIS INCLUDES THOSE SIX ACADEMIC FAILURES WHICH WE DEMOTED TO CIVILIAN RANKS WITH SEVEN RETIREMENTS AT THE END OF YEAR, WE HAD THREE THAT POPPED UP ON THE 31ST AND THEN TWO LEFT IED INVESTIGATIONS. AND WE HAD THREE TERMINATIONS. THIS THIS RESULTED IN AN UPTICK. THIS DOESN'T WE HAVEN'T HAD THIS BEFORE. SO NOT SAYING IT'S A TREND WE'RE GOING TO KEEP TRACK TO SEE. MAKE SURE IT'S NOT A TREND MOVING FORWARD. WE DO HAVE A SIX SICK LEAVE EXCHANGE PROGRAM THAT WE UTILIZE FOR FOR RETENTION. BUT WE'RE WORKING ON PLANS FOR RETENTION. IT KEEPS FAMILIES INDOORS, DISRUPTS SLEEP, AND ERODES TRUST THAT OUR STREETS ARE ARE SECURE. AND THE HARD TRUTH IS THAT WHEN RANDOM GUNFIRE BECOMES NORMALIZED, IT'S ONLY A MATTER OF TIME BEFORE SOMEONE IS SERIOUSLY INJURED OR KILLED. THESE OFFICERS PURSUED THEM. THEY RAN THROUGH SEVERAL DIFFERENT COMPLEXES. MADE THE ARREST, BUT THEY WERE IN THE KNEE AREA. SO WE'RE TRYING TO OPEN DOORS SO THAT THEY DO HAVE A DIFFERENT PATH. AND THAT'S WHERE I SEE HOPE IN THIS, IN THIS PROJECT, IN THIS PLAN. HOPE FOR A MUCH BETTER FUTURE FOR THE CITY OF DALLAS OVERALL. SO I THINK LOOKING AT DIFFERENT TECHNOLOGIES TO MAKE SURE THAT EVERYBODY IS SAFE IS SOMETHING THAT WE DEFINITELY NEED TO LOOK AT. FOR MY DISTRICT ON NEW YEAR'S EVE, GUNSHOTS AND FIREWORKS WERE DOWN IN THE PARKS. BUT DEFINITELY NOT IN THE NEIGHBORHOODS. I KNOW PEOPLE CALLED 911. I PERSONALLY HAVE BEEN A PART OF A CRIME WATCH FOR OVER 15 YEARS. AND, YOU KNOW, I'VE SEEN PEOPLE GET TIRED OF REPORTING RANDOM GUNFIRE BECAUSE THEY THINK NOTHING'S GOING TO HAPPEN WITH THE DATA. SO I THINK TRYING AS WE LOOK AT THIS, MAYBE ENCOURAGING PEOPLE TO MAKE SURE THAT THEIR CALLING IS GOING TO BE HELPFUL. AND THEN I THINK LOOKING AT PROBLEM AREAS, I KNOW FOR MY DISTRICT. THE TRINITY LEVEES AND THE SUMP ARE SOME AREAS THAT WE REGULARLY HAVE GUNFIRE. AND THEY'VE EVEN STRUCK A HOME THAT WAS NEARBY IN THOSE AREAS. I WANT TO APPLAUD YOU FOR THAT, I WANT IT I WANT THE WORLD TO KNOW THAT DALLAS IS SAFER BECAUSE OF WHAT YOU ALL ARE DOING, THAT THIS IS A PROGRESSIVE SMART DEDICATED IMPORTANT ISSUE THAT THAT IN KEEPING THE SAFETY OF OUR COMMUNITY ALIVE AND THAT YOU ALL ARE DOING A GREAT JOB AT THAT. MY MY QUESTION REGARDING MY PARTICULAR AREA AND SOME OTHERS IS THAT I'M WONDERING IF THE REPORTING OF THE, OF THE STATISTICS THAT YOU'RE GIVING ARE ACTUALLY COMPLETE, NOT IN A, IN A BAKED WAY, BUT IN A AN IDENTIFIABLE WAY. WE HAVE FOUR DIFFERENT MARKERS TO DETERMINE A HIGH RISK YOUTH. IT'S A RUNAWAY THAT'S YOUNGER THAN 12 YEARS OLD. IT IS A RUNAWAY THAT'S RUNAWAY MORE THAN FOUR TIMES IN THE PAST 12 MONTHS. OR IT IS SOMEONE WHO'S RUN AWAY. BUT THEY ALSO HAVE A HISTORY OF BEING EXPLOITED SEXUALLY AT SOME POINT IN THEIR LIFE. THE LAST ONE IS ANY RUNAWAY WHO'S BEEN GONE FOR MORE THAN 30 DAYS. TO PULL THAT DATA WAS VERY DIFFICULT. IT WAS CUMBERSOME, AND IT WAS HARD TO GET ALL OF THE KIDS THAT WE NEEDED TO SEE ON A DAILY BASIS. SO WHAT SERGEANT HOLMES DID, HE HE AND THE DATA ANALYTICS AND BUSINESS INTELLIGENCE CENTER AT CITY HALL WORKED IN CONJUNCTION AND CREATED A BEAUTIFUL DASHBOARD TO WHERE NOW ALL OF THOSE IDENTIFIERS ARE PLUGGED IN. SO WE ARE SEEING KIDS NAMES POP UP BEFORE A DETECTIVE HAS EVER EVEN BEEN ASSIGNED A CASE. OUR HIGH RISK DETECTIVES COME IN IN THE MORNING. THEY PULL UP THEIR DASHBOARD. THEY'VE SEEN A NAME THAT THEY RECOGNIZE. THEY HAVE IMMEDIATELY GONE RIGHT BACK OUT THAT SAME DAY AND TRIED TO FIND THAT CHILD. THEY HAVE BEEN SUCCESSFUL MANY TIMES IN RECOVERING THE CHILD AND BRINGING THE CHILD TO SAFETY BEFORE BEING EXPLOITED AGAIN. THESE DETECTIVES, THAT'S THEIR BIGGEST GOAL, IS TO GET THE CHILD BEFORE THEY'RE PUT BACK OUT WORKING. WE KNOW THAT IT TAKES ABOUT SEVEN TIMES FOR A VICTIM OF TRAFFICKING TO BE ABLE TO BREAK FREE FROM THAT BONDAGE. SO THE MORE TIMES WE CAN RECOVER THE KID AND THE QUICKER WE CAN RECOVER THIS CHILD, THE BETTER THE CHANCES ARE THAT WE CAN GET THIS CHILD AWAY FROM THE TRAFFICKER, HOPEFULLY FOR GOOD. OUR GOAL IN THIS UNIT, AND IT HAS BEEN, IS TO RECOVER THAT KID BEFORE THEY'RE EXPLOITED AGAIN. INCREASE THAT CHANCE OF THEM BREAKING THE HOLD THAT THE TRAFFICKER HAS ON THEM, AND PROVIDE THAT PATH TO HEALING. THAT EACH CHILD NEEDS TO BE ABLE TO GET AWAY FROM THIS. IN 2025, THE HIGH RISK VICTIMS UNIT, THEY RECOVERED, THEY MADE 193 RECOVERIES. SADLY, WE KNOW THAT MANY OF THOSE RECOVERIES WERE MULTIPLE RECOVERIES ON THE SAME CHILD, BUT THEY INCREASED THEIR RECOVERIES OF VICTIMS BY MORE THAN 65% FROM THE YEAR BEFORE. AND THAT IS IN HUGE THANKS TO THE DATA ANALYTICS AND BUSINESS INTELLIGENCE CENTER. JUST BEING ABLE TO PUT EVERYTHING THERE WHERE WE CAN GET TO IT AND SEE IT QUICKER. NEXT SLIDE. SO IN THE CRIMES AGAINST CHILDREN UNIT, WE HAVE A FULL TIME EDUCATION AND OUTREACH OFFICER. LAST YEAR ALONE, HE DID OVER 378 PRESENTATIONS WITH MORE THAN 19,000 ATTENDEES. AND OVER THE YEAR WE HAVE ON AVERAGE, 100 MALE AND FEMALE PARTICIPANTS EACH WEEK THAT WE SERVE THROUGH OUR PROGRAM. WE HAVE TWO GYMS WE CALL THEM THE NORTH AND THE SOUTH GYM, BUT TECHNICALLY THEY'RE KNOWN AS THE JAYNIE C TURNER GYM. AND OF COURSE, FOR SEDALIA ON THE NORTH SIDE OF DALLAS. I DO STRESS THAT OUR PAL PROGRAM IS COED. WE HAVE AN EQUAL NUMBER OF BOYS AND GIRLS PARTICIPATING IN THESE PROGRAMS. AND OF COURSE, AS I MENTIONED, ONE OF OUR FEMALE BOXERS IS ACTUALLY NATIONALLY RANKED. AND ON AVERAGE, WE SEE APPROXIMATELY 375 KIDS PER MONTH THAT ARE PARTICIPATING JUST IN OUR BOXING GYM ALONE. THAT'S NOT INCLUDING THE BASKETBALL PROGRAMS, MIDNIGHT BASKETBALL AND THOSE OTHER DIFFERENT PROGRAMS THAT WE HAVE GOING. NEXT SLIDE PLEASE. THIS IS OUR ANNUAL YOUTH SOCCER CAMP AND THIS PROGRAM IS A HUGE HIT. WE PARTNER WITH LOCAL PROFESSIONAL TEAMS THE STATE FAIR OF TEXAS TO ACTUALLY PUT THIS ON EACH YEAR IN THE PAST FEW YEARS, WE'VE HELD IT AT THE COTTON BOWL IN MARCH OF EACH YEAR. HOWEVER, THIS YEAR, DUE TO FIFA AND SOME OTHER THINGS THEY'RE GOING TO BE USING THAT AS A PRACTICE FACILITY. SO IT'S APPARENT THAT WE MAY BE MOVING THAT TO FALL OF THIS YEAR IN ORDER TO AVOID ANY TYPE OF CONFLICT AND THINGS OF THAT NATURE WITH THE AVAILABILITY OF THE COTTON BOWL. BUT IT'S A LOCALLY SPONSORED PROGRAM. AND IT IS ABSOLUTELY FREE TO THE KIDS. AND WE HAVE SPONSORS THAT HAVE PARTNERED WITH US TO DONATE SOCCER BALLS, FOOD AND ALL THESE OTHER DIFFERENT THINGS. THOSE COMPETITIONS THEY PLACE IN FIRST PLACE, THIRD PLACE AND FIFTH PLACE IN EACH COMPETITION THAT THEY ACTUALLY PARTICIPATED IN. SO THEY'VE DONE VERY WELL. AND AS FAR AS A RECRUITING GROUND, CURRENTLY WE HAVE AN EXPLORER IN THE ACADEMY RIGHT NOW. SHE WAS ONE OF OUR LATEST TO COME THROUGH EMILY. SHE'S DOING VERY WELL. AND THEN WE HAVE THREE FORMER POLICE EXPLORERS WHO ARE ON OUR DEPARTMENT, WHO ARE NOW ACTING AS POLICE EXPLORER ADVISORS. SO AS YOU CAN SEE, IT'S A VERY COMPETITIVE PROGRAM. THE CHILDREN ARE COMPETITIVE. THEY'RE GUNG HO ABOUT BECOMING POLICE OFFICERS. AND IT'S EXCITING. SO WHEN IT COMES TO THE WORK EXPERIENCE THAT'S NEEDED IN ORDER TO BE A DALLAS POLICE OFFICER, WE ARE SUGGESTING THAT WE ACTUALLY WAIVE SOME OF THOSE REQUIREMENTS FOR THOSE CHILDREN WHO HAVE ACTUALLY BEEN INTO THE WHO'VE BEEN INTO THE EXPLORER PROGRAM FOR SIX YEARS OR MORE, BECAUSE WE FEEL THAT THAT THAT ACTUALLY MORE THAN SATISFIES THAT WORK EXPERIENCE. SO WHAT WE LIKE TO DO IS PARTNER WITH OUR DETECTIVES, AND WE LIKE TO PROVIDE EDUCATION ON HOW TO PREVENT OUR SENIOR CITIZENS FROM BECOMING VICTIMS. SO AGAIN, WE DID TWO WORKSHOPS IN 2025. AND AGAIN, WE PARTNERED WITH DPD DETECTIVES ON THAT. THE COMMUNITY COLLEGE AND DALLAS COUNTY HEALTH AND HUMAN SERVICES FOR OUR SENIOR CITIZENS WORKSHOPS. SO WE TALKED TO HIM ABOUT THOSE DIFFERENT PROGRAMS AND THINGS THAT WE HAVE ON HOW WE CAN HELP THEM TO HARDEN THEIR TARGET, IF YOU WILL, TO PREVENT THEMSELVES FROM BECOMING A VICTIM AND KEEP THEMSELVES SAFE IN THE EVENT THAT THEY ACTUALLY BECOME A VICTIM OF A ROBBERY. OUR DISTRICT ATTORNEY'S OFFICE, THE CITY ATTORNEY'S OFFICE, AND OF COURSE, OUR DALLAS POLICE INVESTIGATIVE UNIT. THEY ARE OUR BIGGEST PARTNERS WHEN IT COMES TO OUR ROBBERY SYMPOSIUMS.
