UM, AGAIN, OF COURSE WE REPORT OUT ON THOSE END OF THE YEAR BY VIRTUE OF OUR, OUR ANNUAL WORK. UM, I, I ALWAYS START WITH GIVING THE BACKGROUND INTO HOW WE ARE ORGANIZED AND, AND, AND SUBDIVIDED. AND SO HERE WITHIN THE CIVIL SERVICE DEPARTMENT, WE HAVE A, WHAT WE CALL A RECRUITMENT AND EXAM UNIT. AND THAT UNIT IS RESPONSIBLE FOR JOB ADVERTISEMENT, UM, DETERMINING APPLICANT'S MINIMUM QUALIFICATIONS AND WORKING WITH HIRING MANAGERS TO EVALUATE, UH, WHAT ARE THOSE NEEDS AND ADMINISTER ENRICHMENT, COMPUTER BASED CIVIL SERVICE EXAMS, UM, SHOULD THEY APPLY. UM, AND THIS MAY BE GOOD ORIENTATION OF SORTS, UM, UH, FOR WALTON AS WELL. AND SO I WANTED TO MAKE SURE I THAT, AND SO I APOLOGIZE IF, IF, IF YOU ALL ARE, UH, USED TO HEARING THIS EVERY JANUARY, THEN WE HAVE A TEST VALIDATION ASSESSMENT UNIT. THE FIRST IS AROUND TALENT TRACTION. HOW IS THE CIVIL SERVICE DEPARTMENT TRANSFORMING THE TALENT ACQUISITION HIRING TO BETTER ATTRACT TALENT OF THE CITY OF DALLAS' ORGANIZATION? SO ALL THE WORK THAT WE DO IN THE SPACE OF TALENT CONTRACTION. THE SECOND IS TALENT ASSESSMENT. ENHANCE TALENT ASSESSMENT AND PLANNING PRACTICES OF THE DEPARTMENT TO BETTER MEET THE HIRING NEEDS OF THE CITY OF DALLAS' ORGANIZATION. AND THEN LASTLY, OPERATIONAL EXCELLENCES DEVELOPMENT IMPLEMENT METHODS AND METRICS THAT GUIDE THE EVOLUTION OF THE SERVICE TO ENHANCE EFFECTIVE SERVICE DELIVERY BACK TO THE ORGANIZATION. SO OUR COMMITMENT IS OUR STRATEGIC AREAS AROUND TALENT TRACTION. HOW DO WE ATTRACT TALENT? HOW DO WE ASSESS TALENT? AND THEN HOW DO WE GET BETTER YEAR OVER YEAR DOING WHAT WE DO? AND THEN TRANSFORMING AND EVOLVING, UM, THE, THE CULTURE AND OUR OPERATIONS HERE WITHIN THE . I'VE DEVELOPED OVER TIME, REALLY FOR, UM, CIVIL SERVICE TALENT IN PARIS. WHEN WE THINK ABOUT THE RACE FOR TALENT AND THE, AND THE, AND THE DRYING POOLS OF TALENT IN SO MANY AREAS AND OUR, OUR DYNAMIC AND EVER EVOLVING NEEDS HERE AT THE CITY, WE UNDERSTAND THAT THE FIRST THING WE MUST DO IS EXPAND OUR CANDIDATE REACH. WE, YOU KNOW, MARKETING, BRANDING, TECHNOLOGY AND SOCIAL MEDIA EFFORTS. AND , WE MUST EXPAND OUR CANDIDATE REACH. SECOND, IT'S APPARENT THAT WE INTENTIONALLY GATHERED UTILIZE MARKET CAREER POSITION DATA TO DEVELOP AND REFINE OUR SOURCING STRATEGY, CREATE CAREER INTERESTS, AND ESTABLISH TALENT PIPELINES INTO CRITICAL CIVIL SERVICE AND PUBLIC SERVICE CAREERS THROUGH CULTIVATING KEY COMMUNITY AND EDUCATIONAL PARTNERSHIPS. AND LASTLY, INTENTIONALLY LEVERAGE RECRUITMENT OPERATIONS, PROCESS IMPROVEMENT PLANNING AS THE FRAMEWORK OF THE ORGANIZATION'S, UH, TALENT STRATEGY. AND WHAT I'LL JUST SAY AROUND THAT IS ONE OF THE THINGS THAT YOU'LL SEE ON THE NEXT SLIDE, BUT I'M NOT THERE YET, BUT ONE OF THE THINGS YOU'LL SEE IS A COMMITMENT TO MAKING SURE THAT WE ARE LOOKING AT WHAT WE DO FROM A PRACTICE PERSPECTIVE TO MAKE SURE WE'RE AS OPTIMAL AS WE POSSIBLY SHOULD BE. BECAUSE EVEN AS WE GO OUT AND TRY TO DEVELOP NEW RELATIONSHIPS, EVEN AS WE GO OUT AND INVEST IN NEW TECHNOLOGY, IF OUR METHODS IN WHICH WE DO OUR WORK ARE ANTIQUATED AND OBSOLETE AND NOT EVOLVING, AND WE'RE NOT GETTING BETTER, ALL OF THAT IS FOR KNOCK IN SO MANY IN SO MANY WAYS. AND SO A LOT OF WORK THIS YEAR IS GOING TO GO INTO UNDERSTANDING HOW WE DO BUSINESS AND TRYING TO REMOVE, UM, ANY, ANY DUPLICATION, ANY NEEDED THINGS, ANYTHING THAT ARE BOTTLENECKS IN ORDER TO US SERVING AND MEETING, UH, THE DEPARTMENT AND HIRING MANAGER'S NEEDS IN THAT WE HAVE SOME, WE HAVE SOME OPPORTUNITIES. UM, AND OUR STRATEGIC OPPORTUNITIES IS ARE TO CONTINUE TO EVALUATE THE, OUR, OUR SOURCING NEEDS, OUR SERVICE DELIVERY NEEDS, AS I JUST MENTIONED, AND IDENTIFY THOSE SOLUTIONS THAT BETTER MEET THAT STREAMLINING OUR EFFORTS, UH, BY , A CENTRALIZED PUBLIC FACING CLUB THAT BRINGS TOGETHER HIRING OPERATIONS ACROSS CIVIL SERVICE, NON-CIVIL SERVICE POLICE AND FIRE DEPARTMENTS. AND THE KEY, PARTICULARLY AS WE START LOOKING AT SOME OF OUR SKILLED TRADES AND ORDER TO BUILD POSITIONS AND WORKING WITH, UM, PARTNERS, UM, I MEAN EARLY CONVERSATIONS WITH THOSE IN TWC AND, AND OTHERS TO SEE HOW THAT WE CAN LOOK AT STACKABLE CREDENTIALS AND THE WHOLE, AND THE WHOLE PIECE IN HOW DO WE RECRUIT AND SOURCE AND PIPELINE THAT NEXT, THAT NEXT ROUND OF TALENT TO, TO MEET OUR, SO FIVE, FIVE AREAS, UM, THAT WILL BE, THAT WILL BE FOCUSED ON. AND AS YOU ALL KNOW, QUARTERLY, I BRING YOU AN UPDATE THAT SHOWS WHAT PROJECTS WE'RE MAKING TOWARDS THOSE PRIORITIES. AND SO THAT'S WHY A COUPLE OF 'EM, UM, YOU'RE JUST LAUNCHING THEM. AND SO I DON'T HAVE A BONAFIDE UPDATE, BUT THERE'S TWO ON THE BACKSIDE THAT ARE REALLY CARRY OVERS FROM THE LAST YEAR THAT I AM ABLE TO PROVIDE YOU WITH A MORE UPDATE. BUT, BUT IT'S SUCCINCT. THE FIRST IS TO CONDUCT A COMPREHENSIVE WORKFORCE OPTIMIZATION REVIEW DESIGNED TO STRENGTHEN AND STREAMLINE OUR PROCESSES. UH, WE'VE, WE'VE ENGAGED, UM, WITH INDIVIDUALS WHO HAVE THAT SET OF SKILLS TO HELP US DO INTERVIEWS WITH OUR ANALYSTS WHO ARE DOING THE WORK ON THE FRONT LINE TO GET FEEDBACK FROM THE HIRING MANAGERS ON WHAT'S WORKING, WHAT'S NOT WORKING, SO WE CAN IDENTIFY WHERE ARE THOSE BARRIERS AND BLOCKAGES AND, AND, AND, AND CHART A COURSE TO MAKE MORE EFFICIENT. UM, WHAT WE'RE TRYING TO DO, AND AS YOU SEE THOSE TOUCH ON ALL THREE TYPE OF TRACTION ASSESSMENT AND OPERATIONAL EXCELLENCE, CONDUCT A COMPREHENSIVE WORKFORCE ANALYSIS AND DEVELOP A FIVE YEAR VACANCY AND RETIREMENT FORECAST THAT WILL INFORM OUR LONG TERM TALENT AND RECRUITMENT PLANNING. WE HAVE THAT, WE RECOGNIZE THAT IN SOME OF OUR MOST CRITICAL ROLES. WE HAVE A LARGE POPULATION OF EMPLOYEES WHO, FOR THE LACK OF A BETTER TERM, I SAY THEY'RE SITTING ALREADY. THEY, THEY, THEY'RE, THEY'RE, UM, LIKE BOARD MEMBER WALTON, YOU KNOW, THEY, THEY'RE, THEY'RE AT THAT POINT OF THEY CAN DECIDE WHAT THEY WANNA DO IN THEIR NEXT ACT. AND SO WHAT WE WANNA MAKE SURE WE DO IS EXPLORE WHAT OPPORTUNITIES WE HAVE TO RETAIN SOME OF THAT TALENT AND THAT TASK AND KNOWLEDGE, BUT ALSO HOW DO WE IDENTIFY WHERE WE'RE MOST VULNERABLE? AND IF IT'S, FOR EXAMPLE, IN A SKILLS TRADE AREA, WHAT WE NOW NEED TO DO IS IN THE NEXT THING IS CONTINUE TO DE DE DEVELOP OUR SOURCING AND OUTREACH STRATEGY THAT WE HAVE A PIPELINE AND A PATHWAY INTO THOSE, INTO THOSE POSITIONS. FOR EXAMPLE, IF, IF WE KNOW THAT IN OUR WATER, IN WATER TREATMENT, WE HAVE WATER PLANT OPERATORS WHO, WHEN WE TURN OUR SPIGOT, WE TAKE FOR GRANTED THAT SOMEONE IS ON THE BACKSIDE OF THAT, MAKING SURE THAT HAPPENS. AND SO IF WE KNOW THAT THROUGH OUR REVIEW AND FIND THAT JOB CATEGORY AS A, AS A POTENTIAL RISK, WE HAVE A LOT OF INDIVIDUALS WHO ARE RETIREMENT ELIGIBLE OR HERE RETIREMENT ELIGIBILITY, AND WE KNOW THAT IT REQUIRES A TEXAS ENVIRONMENTAL LICENSE TO PULL THAT JOB. WE KNOW THAT IT MAY BE NEED TO FIND OUT WHO ARE THOSE INDIVIDUALS WHO ARE MOST INTERESTED IN SKILLED IN DOING THAT WORK. THAT'S WHAT WE WANT THAT COMPREHENSIVE WORKFORCE ANALYSIS TO INFORM US. SO WE'RE NOT JUST KIND OF STICKING OUR FINGER IN THE AIR AND FIGURING OUT WHICH WAY AND WHEN IS ACTUALLY GOING. BUT WE ACTUALLY HAVE SOME OBJECTIVE DATA IN ORDER TO GET US THERE. STOP THERE. ? NO, I'M . OKAY. OKAY. I JUST WANNA MAKE SURE. UM, SO, SO THAT'S, THAT IS WHAT WE'RE, WHAT WE'RE DOING WITH THE SECOND PRIORITY. THE THIRD PRIORITY IS TO DESIGN IT AND EMPLOY TARGETED SOURCING AND OUTREACH. WE'VE TALKED ABOUT THAT WE NEED TO BE WORKING WITH DALLAS COLLEGE. UM, THAT'S, I, YEAH, IN MY, IN MY PRIOR ROLE BEFORE COMING HERE, UM, I HAD THE PLEASURE SERVING AS THE EXECUTIVE DIRECTOR OF HR FOR DALLAS COLLEGE. UM, AND WHAT I LEARNED IS THE PLETHORA OF OPPORTUNITIES, BOTH THROUGH CD AND THROUGH OTHER START TALKING ABOUT STACKABLE CREDENTIALS. HOW DO WE MAKE SURE, THE OTHER PIECE WE HAVE TO REMEMBER IS WITH THE ADVENT OF EARLY COLLEGE HIGH SCHOOL AND DUAL CREDIT, YES. MM-HMM . THAT IS A TOTAL GAME CHANGER. UM, NOT ONLY FOR HIGHER FOR YOUR HIGHER EDUCATION INSTITUTIONS, WHEN YOU THINK ABOUT WHAT HAPPENS ONCE YOU GET TO COLLEGE. BUT WE AS EMPLOYERS AND AS A LARGE EMPLOYER, AS A CITY OF DALLAS, UM, I, I HAVE THE THOUGHT AND THE MOVEMENT THAT WE NEED TO CONTINUE TO BUILD THOSE STRONG RELATIONSHIPS TO CAPTURE THOSE INDIVIDUALS WHEN THEY GRADUATE FROM [00:15:01] HIGH SCHOOL. 'CAUSE MANY OF THEM HOLD ASSOCIATE DEGREES OR OTHER STACKABLE, UH, TECHNICAL CREDENTIALS THAT WOULD MAKE THEM APPLY CANDIDATE FOR EMPLOYMENT AT THE CITY OF DALLAS.
