UH, DALLAS COUNTY SITS ON A LARGE NUMBER OF TIFF BOARDS FOR THE CITY OF DALLAS AND OTHER CITIES.

AND, UH, WE REPRESENT THE COUNTY'S INTEREST, WHICH GENERALLY AND GREATLY ALIGN WITH CITY OF DALLAS .

UM, I'M GONNA DO A VERY HIGH LEVEL OVERVIEW WITH YOU AND JUST HIT THE MAIN POINTS, AND YOU'RE WELCOME TO STOP ME OR HOLD QUESTIONS TILL THE END.

UM, JUST DRAW YOUR ATTENTION TO THE, UH, METRO FACILITY, THE, THE METRO CARE FACILITY THAT IS, UM, BRAND NEW TO THE DAVIS GARDEN FIFTH DISTRICT.

IT IS LOCATED ON, UH, WESTMORELAND, ALMOST UP TO 30 FRONTAGE.

UM, I, I'M GONNA TALK TO YOU A LITTLE BIT MORE ABOUT THAT HERE IN A MINUTE, BUT THAT'S A A, A GOOD SHOT OF IT.

A WELCOME ADDITION TO THE CANYON AREA OF DAVIS GARDEN.

UM, ALL I CAN KEEP GOING.

YOU MIGHT WANNA MINIMIZE IT A LITTLE BIT SO WE CAN SCROLL THROUGH A LITTLE BIT FASTER.

UM, AND WE CAN ROLL DOWN BASICALLY TO PAGE FOUR.

AND THIS IS JUST A, A, UM, REMINDER OF THE FIRM OF OUR GIFT DISTRICT TOOK EFFECT IN 2008 AND BASICALLY TERMINATES ON, UM, FIRST OF 2040.

SO IT'S A 32 YEAR DISTRICT.

WE'RE IN YEAR 19, SO WE'VE GOT 13 YEARS LEFT IN THE DISTRICT.

UH, THE CITY PARTICIPATES AT 90% OF THE REVENUE, UM, THAT'S RECEIVED WITHIN THE DISTRICT.

AND THEN, UH, THE COUNTY PARTICIPATES AT 75%.

AND THEN MOVING THROUGH THIS NEXT SECTION IS JUST THE ACCOMPLISHMENTS OF THE DISTRICT IN CHRONOLOGICAL ORDER.

SO WE'LL SCROLL THROUGH AND HIT WHAT'S HAPPENED IN THE, UM, FISCAL YEAR 25.

AND THE FIRST STOP IS WITH THE, IT'S ON PAGE SEVEN, I THINK IT'S AT THE BOTTOM OF HERE.

THERE WE GO.

AND THAT'S ANOTHER PICTURE OF THE METROCARE.

IT'S A $96 MILLION FACILITY, ALTHOUGH IT IS TAX EXEMPT, BUT IT IS A GREAT ADDITION TO THE DAVIS GARDEN, TIFF DISTRICT, AND THE CANYON.

UH, CANYON'S BEEN SLOW MOVING, SLOW GROWING, AND NOW WE HAVE THIS BIG NEW FACILITY THAT'S GONNA BRING JOBS TO THE AREA.

AND WITH NEW JOBS IN THE AREA, THERE'S GONNA BE MORE PEOPLE THERE WHO ARE GONNA BE, UM, ENJOYING THE RESTAURANTS THAT ARE THERE IN THE CANYON ALONG 30 FRONTAGE POTENTIALLY, UM, UH, SEEKING LODGING IN THE RESIDENTIAL THAT'S COMING UP WITHIN THE CANYON.

SO IT IS, IT'S A GREAT NEW FACILITY FOR US IN MORE WAYS THAN JUST ONE.

AND THEN HOPEFULLY EVERYBODY'S HEARD BY NOW THAT THE DALLAS WINGS ARE GOING TO BE COMING TO, UH, RIGHT ON THE BORDER OF THE DAVIS GARDEN TIFF DISTRICT.

AND, UH, ROY, CAN YOU, UH, ENLARGE THIS MAP ISN'T IN YOUR, YOUR ANNUAL REPORT? I, I EDITED IT FOR THIS PURPOSE, BUT, UM, THE DA DAVIS, THERE YOU GO.

THAT'S DAVIS RIGHT THERE TO ORIENT YOU.

AND THEN WESTMORELAND IS, THERE WE GO.

AND THEN PINNACLE PARK BOULEVARD RIGHT HERE.

SO ALL THAT AREA UP, UH, THAT'S ALL THE CANYON, THE NEW FACILITY IS GOING TO GO RIGHT NEXT TO IT.

THAT'S WHERE THE WINGS ARE GOING TO BE BUILDING THEIR NEW FACILITY.

AND THEN ALSO TRINITY FC IS GOING TO BE TAKING UP THIS SECTION.

SO WE'VE GOT THIS AMAZING NEW SPORTS COMPLEX THAT IS CURRENTLY UNDER CONSTRUCTION.

IT'S GONNA BE, UM, COMING TO, BASICALLY TO THE DAVIS GARDEN TIFF DISTRICT.

WE COULD EVENTUALLY END UP ANNEXING THAT AREA AND

EXPANDING THE BOUNDARY OF THE DAVIS GARDEN, TIFF DIS TIFF DISTRICT THAT HASN'T BEEN REQUESTED OF US YET, BUT I ANTICIPATE THAT IT MIGHT BE, UH, AS WELL AS POTENTIALLY BE APPROACHED FOR SOME KIND OF SUBSIDY OR FUNDING TO HELP BRING THIS DEVELOPMENT TO, TO REALITY.

SO AGAIN, THIS IS ANOTHER WAY OF SPURRING DEVELOPMENT WITHIN THE CANYON.

UM, A A GOOD PORTION OF THE SOCCER FIELDS ARE GOING TO BE USED FOR PUBLIC USE.

AND IF YOU KNOW ANYTHING ABOUT SOCCER MOMS AND THE, THE GAMES THAT THAT COME, THEY'RE GONNA BE WANTING TO HEAD OFF TO HAVE ICE CREAM AND LUNCH AND RETAIL THAT ALSO SHOULD IMPACT THE, UM, SUCCESS OF THE CANYON.

SO THAT'S EXCITING TO HAVE THE, THOSE TWO NEW, UM, DEVELOPMENTS WITHIN DAVIS GARDEN OR, OR CLOSE TO DAVIS GARDEN.

NEXT IS A CHEDDAR SCRATCH KITCHEN.

A NATIONAL BRAND IS COMING UP ALONG THE OTHER NATIONAL BRANDS ALONG 30, THEY'RE GONNA BE OPENING UP IN 2026.

AND THEN YOU, I'M SURE ALL OF YOU ALREADY KNOW ABOUT THE ROSEMONT UPPER CAMPUS.

IT IS HISTORIC BUILDING.

IT'S OVER A HUNDRED YEARS OLD, AND THEY DID A RENOVATION INSIDE AND OUT TO UPGRADE THE CAMPUS.

UH, WE DIDN'T, WE DIDN'T PARTICIPATE IN THAT.

IT WAS ALL THROUGH THE DISD BOND PROGRAM, BUT IT'S A NEW AND IMPROVED ROSEMONT, WHICH ADDS TO QUALITY OF LIFE, WHICH IS SOMETHING THAT'S IMPORTANT TO US, UH, IN THE, THE DISTRICT.

SO WITH THAT, UM, THIS IS JUST A LIST OF, OF THE PROJECTS THAT WE'VE ENGAGED IN OVER THE YEARS.

AND, UM, ROY, IF YOU WANT US TO KEEP SCROLLING DOWN TO THE END, WHEN WE DO A, UM, A GRAND TOTAL, ALL OF THESE PROJECTS HAVE RESULTED IN, UM, THE RIGHT FAR RIGHT COLUMN IS WHAT WE'VE INVESTED, AND WE'VE INVESTED ABOUT 8.3 MILLION.

AND THE, THE RETURN HAS BEEN 326.4 MILLION.

UM, SO IT'S A PRETTY GOOD RETURN.

UH, AND THAT'S, THAT HAS BEEN IN THE SHAPE OF RESIDENTIAL UNITS, RESTAURANTS, HOTEL, RETAIL, OFFICE AND ENTERTAINMENT.

UH, MOVING ON THE ALL HERE, EVERYTHING THAT WE'VE LOOKED UP AT ABOVE WAS PRIVATE DEVELOPMENT.

THIS IS PUBLIC.

THIS IS WHERE WE HAVE PARTNERED WITH A GROUP THAT IS A PUBLIC ENTITY.

AND THE INVESTMENT WE'VE MADE THERE TOTALS OVER THE YEARS, ABOUT 20 MILLION.

AND THEN MOST RECENTLY IS OUR ROSEMONT SAFE RISE TO SCHOOL PROGRAM.

THE, THE ADDITIONAL SCOPE FOR THE SUPPLEMENTAL DESIGN, UM, WAS COMPLETED IN NOVEMBER 24.

AND THEN THE CONSTRUCTION FOR BOTH THE ORIGINAL AND SUPPLEMENTAL IS IN PROGRESS, AND SOMETHING WE FUNDED AT 1.1 MILLION.

UM, AS FAR AS AN UPDATE ABOUT WHAT'S GOING ON WITH ROSEMONT, UM, I GOT THIS PROGRESS FROM CAMERON THIS MORNING.

AND THE, UM, THE ORIGINAL CONSTRUCTION HAS STARTED AND THEY'RE HOPING TO WRAP THIS SUMMER.

AND THEN THE SUPPLEMENTAL CONSTRUCTION, THEY STILL HAVE MARY CLIFF IMPROVEMENTS AND SIGNAGE, AND IT'S DATE UNCERTAIN BECAUSE THE CONTRACTORS GOT PULLED OFF TO WORK ON THE FIFA, UM, PLANS FOR FIFA.

SO I'M TRYING TO GET AN UPDATE FROM HIM AS TO WHEN THE, THEY'LL STARVE THOSE IMPROVEMENTS AND WHEN THEY EXPECT TO, TO FINISH THEM.

SO, MOVING ON.

UM, THIS NEXT SECTION IS A, UH, KIND OF A BEFORE AND AFTER.

SO WHEN THE DISTRICT WAS CREATED BACK IN 2008, THE TOTAL VALUE WAS FROM 137.8 MILLION.

IT'S NOW 627.9, AND THAT'S A 356% INCREASE FROM, YOU KNOW, IN 19 YEARS.

IT'S UP 7% FROM LAST YEAR.

AND THE, THE INCREMENT THAT WE EXPECT TO COLLECT FOR, UH, FISCAL YEAR 25 IS 3.9 MILLION.

UM, THEN THIS NEXT SECTION IS GOALS, UM, THAT AGAIN, ARE, UH, IN CHRONOLOGICAL ORDER.

AND I WANTED TO STOP ON PAGE 14 AND A ADDRESS REALLY WHAT THE, THE DISTRICT HAD A VISION BACK WHEN THIS PLAN WAS WRITTEN ALMOST 20 YEARS AGO FOR PRETTY AMBITIOUS, UH, AS FAR AS NEW ROOFTOPS AND RE AND, UM, RETAIL AND COMMERCIAL.

AND WE HAVE NOT MET THOSE GOALS.

WE'RE NOT ANYWHERE NEAR, IF YOU SCROLL DOES A LITTLE BIT MORE.

WE'RE, WE'RE TALKING 17%, 11%, 4%.

UM, THE, THE LIKELIHOOD THAT WE'RE GONNA MEET OUR GOALS, UM, EVEN WITH 13 YEARS LEFT IS UNLIKELY.

SO I THINK THERE'S TWO, MY PERSONAL OPINION, THERE'S TWO REASONS FOR THAT.

ONE, I THINK THAT THE, THE VISION WAS A LITTLE BIT TOO AMBITIOUS AS FAR AS THEIR GOALS.

UM, BECAUSE WE HAVE BEEN SUCCESSFUL, WE HAVE BEEN BRINGING IN NEW DEVELOPMENT.

UH, BUT I THINK THE GOAL, THE BAR MIGHT HAVE SET, BEEN SET A LITTLE BIT TOO HIGH AS FAR AS RETAIL AND, UM, OFFICE AND

THE CANYON.

THERE WAS A PLAN IN PLACE THAT WAS GOING TO BE BRINGING IN PROBABLY A GOOD 40% OF THIS EXPECTATION.

AND THE CANYON DEAL DID NOT GO THROUGH.

SO GROWTH IN THE CANYON HAS BEEN SLOWER THAN ANTICIPATED, BUT AS WE JUST TALKED ABOUT WITH THE, UM, THE ADDITION OF METROCARE AND THE, THE, UM, WINGS AND INFINITY, I THINK THAT, THAT THERE'S TIME LEFT TO GET A LOT CLOSER TO OUR GOAL, BUT IT, IT IS UNLIKELY THAT WE WILL MAKE IT.

AND THAT'S COMMON WITH IFS.

IT, NOT ALL OF THEM MAKE THEIR GOAL.

SOME FALL A LITTLE BIT SHORT, SO IT'S NOT ANY REFLECTION ON, UM, ON THE SUCCESS OF THE, OF THE CITY AND ITS GROWTH.

OKAY, THE NEXT GOAL WAS ENCOURAGED THE REDEVELOPMENT OF PROPERTIES ALONG WEST DAVIS.

SO IF YOU SCROLL DOWN A LITTLE BIT, THIS IS, WE'RE GONNA BE ADDRESSING THE, THE, UM, COMPLETE STREETS.

IF YOU KEEP GOING, THERE'S GONNA BE A HIGHLIGHT ABOUT THE WEST DAVIS COMPLETE STREET, UM, PROJECT.

THERE'S STILL A DESIGN PHASE.

PHASE ONE IS HAMPTON ROAD TO CLINTON AVENUE.

THAT'S RIGHT.

OBVIOUSLY WITHIN OUR TIFF.

UM, THEY DIDN'T GET THE RESPONSE THAT THEY WERE LOOKING FOR FROM THE BUSINESS OWNERS.

SO THEY, THEY REACHED OUT AGAIN THROUGH CERTIFIED MAIL, CERTIFIED MAIL, AND THE DEADLINE FOR RESPONSE ON THAT WAS YESTERDAY.

AND SO NOW THEY'RE TAKING THAT FEEDBACK AND THEY'RE GOING BACK INTO THEIR SECOND PHASE OF DESIGN TO INCORPORATE THAT FEEDBACK.

AND THEY'LL CONTINUE ON, ON, UH, DESIGN.

I DON'T HAVE AN ANY UPDATES FROM THEM AS TO WHEN THEY'RE PLANNING ON ENDING THE DESIGN PHASE, EXCUSE ME.

BUT AS WE MOVE ON WITH OUR ITIES THROUGHOUT THE YEAR, I'LL DO UPDATES ON THAT.

OKAY.

UM, AND THEN MOVING DOWN, I THINK THAT WE TALK ABOUT THE TRANSPORTATION GOAL.

YES, IMPROVED TRANSPORTATION, SPECIFICALLY REGARDING STREET IMPROVEMENTS.

AND IF WE SCROLL DOWN, THAT'S GONNA BE IN THE FORM MOST RECENTLY OF THE ROSEMONT SAFE FROST TO SCHOOL IMPROVEMENTS.

YOU CAN SEE SOME BEFORE AND AFTER, UM, SHOTS OF THAT, AS WELL AS TWO NEW TRAFFIC SIGNALS IMPROVED AT COLORADO AND HAMPTON AND HAMPTON AT PLYMOUTH.

AND THEN ONE MORE DOWN, UH, NEW SAFETY IMPROVEMENTS ADDED TO THE TYLER POLE ROUNDABOUT.

Y'ALL ALL KNEW LAST YEAR OF, UM, REPEATED ACCIDENTS HAPPENING IN THAT ROUNDABOUT, AND LARGELY IN PART TO, UH, DUE TO COUNCILMAN WEST'S INTERVENTION AND HELP WITH THAT.
